The first weekend of 2024 saw one of the fiercest exchanges of fire between Hezbollah and Israel since the 2006 war. On January 6, the group launched antitank guided missiles, attack drones, and no less than sixty-two rockets against Israel’s northern air control unit in Mount Meron, causing some damage. Hezbollah described the salvo as an “initial response” to the targeted killing of senior Hamas official Saleh al-Arouri in Beirut days earlier. In response, the Israel Defense Forces struck Hezbollah military compounds, a surface-to-air missile unit, and other targets at seven sites in south Lebanon. On January 8, an IDF strike killed Wissam al-Tawil, a senior commander in the group’s Radwan special forces. The next day, Hezbollah drones attacked the IDF’s northern command headquarters, while Israel killed the head of the group’s southern aerial unit and three of his team. In all, Hezbollah has claimed ten new “martyrs” since Saturday. Amid the fighting, Prime Minister Binyamin Netanyahu has restated Israel’s “resolve to return the northern communities home, diplomatically if possible; otherwise, by other means.” Similarly, Defense Minister Yoav Gallant told U.S. envoy Amos Hochstein, “We prefer the path of an agreed-upon diplomatic settlement, but we are getting close to the point where the hourglass will turn over.” Senior U.S. and European officials are now shuttling between Beirut and Jerusalem in a bid to stop the escalation. What exactly will it take to prevent a war in Lebanon and possibly beyond?

Since October 27, the Houthis have launched three medium-range ballistic missiles at Israel, a first since Saddam Hussein fired Scud missiles into the country in 1991. The Yemen-based jihadists have also launched at least eight salvos of cruise missiles and long-range explosive drones focused on the southern port of Eilat. Moreover, they have attacked U.S. assets directly during the Hamas-Israel war, shooting down one MQ-9 Reaper drone and routing numerous missiles near Navy vessels. If Iran continues to develop the group’s capabilities, the Houthis may provide the broader “axis of resistance” with a potent new chess piece. In this timely Policy Note, Michael Knights assesses the rising Houthi threat and explains how the United States and its allies can respond more assertively and effectively. A revamped policy would recognize the intimate alliance between the Houthis and Iran—which has never been a “marriage of convenience,” as some analysts have imagined—and seek to counter the group’s aggression with the goal of securing U.S. interests and providing a better future for the Yemeni people.

Drones have proliferated over the past decade, offering a cheap, effective precision-strike capability and leading to an inflection point wherein the United States can no longer count on complete air superiority. As former U.S. Central Command head Kenneth McKenzie put it, “Until we are able to develop and field a networked capability to detect and defeat [drones], the advantage will remain with the attacker.” The United States and other countries have therefore begun investing in counter-drone systems to complement and augment legacy air defense systems that have already proven effective in the role. Conflicts in the Middle East, Ukraine, and elsewhere suggest that progress in drone technology will require corresponding adjustments in counter-drone capabilities to fill gaps and lower the costs of interception. In this lavishly illustrated Policy Note, Eric Feely details counter-drone approaches used in recent conflicts and what they could mean for the future of warfare. Military officials, he writes, are not seeking a silver bullet on this front, but rather advances based on existing layered, interoperable systems capable of providing kinetic and nonkinetic solutions.

On May 25, 2023, Iran’s minister of defense, Gen. Mohammad Reza Qaraei Ashtiani, unveiled the so-called fourth generation of the Khoramshahr liquid-fuel ballistic missile—aka Kheibar—amid heightened tensions with Israel and the West regarding Tehran’s nuclear program and renewed talk of preventive strikes against Iran’s key nuclear sites. Ashtiani spoke at the Hakimiyeh Aerospace Industries Organization complex, east of Tehran, against a backdrop with the new missile and a large model of Jerusalem’s Dome of the Rock. The name Kheibar comes from a fortified oasis settlement north of Medina, Saudi Arabia, inhabited by Jewish tribes before the Islamic era. In AD 628, the Jews there were defeated by Muslim armies led by Ali ibn Abi Talib, who has become a legendary figure in Shia Islam. The message to Israel implicit in the Kheibar announcement was therefore unmistakable. The Khoramshahr is Iran’s most advanced liquid-fuel ballistic missile and probably the first using storable liquid fuel, with its first version having been introduced at a military parade on September 22, 2017. The missile is believed to have much in common technically with the North Korean Hwasong-10—itself based on the retired Russian R-27 submarine-launched ballistic missile. Iran is thought to have received several Hwasong-10 missiles from North Korea in 2005 for reverse engineering purposes. The Khoramshahr is also Iran’s first departure from the Russian Scud and scaled Scud-generation propulsion systems.

During his lengthy tenure as Iran’s Supreme Leader, Ali Khamenei has shown a knack for consolidating power by creating layers of bureaucracy in military, economic, and religious affairs. In turn, he has liberally purged officials who have hinted at disloyalty to him, the Islamic Republic, or its governing doctrine, velayat-e faqih (rule of the jurisprudent). But Khamenei does not lack for personal complexity. As a younger man, he dressed casually, flaunted his love of literature, and composed poetry. And as a leader, he has often demonstrated flexibility—coined as “heroic flexibility” in the case of the 2015 nuclear deal—at times of national risk or strained social cohesion. He has likewise blessed the rise of relatively moderate presidents such as Mohammad Khatami and Hassan Rouhani when he thought their leadership would reinforce national stability. In this wide-ranging study, former Qom theologian Mehdi Khalaji details Khamenei’s political ascent, from his role as an influential cleric in Mashhad to his presidency under Ruhollah Khomeini and his surprising appointment as Supreme Leader. Whoever succeeds him, the author makes plain, will inherit an infrastructure designed to preserve Iran’s authoritarian system and suppress rumblings of internal dissent.

7. Arming the Revolution: Trends in Iranian Defense Spending, 2013–23

The Islamic Republic boasts a large and expanding nuclear program, the most capable missile and drone force in the Middle East, and a broad network of proxies that threaten U.S. interests. Nevertheless, scholars have devoted little attention to a key area: Iran’s defense spending. Although the data is publicly available, tabulating it is more difficult than one might assume, and three particular hazards await: (1) conversion of Iranian rials to dollars at unrealistic rates, (2) reliance on spending plans as opposed to actual spending, and (3) undercounting. Thus, any attempt to understand Iran’s military spending must scrupulously avoid such traps. In this Policy Note, Iran expert Henry Rome offers the most detailed public accounting yet of Tehran’s recent defense spending, illustrated by charts showing domestic trends and comparisons with regional rivals. The findings show how spending surged following the 2015 nuclear deal and plummeted following the U.S. withdrawal from the deal in 2018. They also suggest that a new nuclear accord with Washington will likely prompt another increase, demanding a broader strategy to counter Iran’s military ambitions alongside its nuclear ones.

Iranian drone strikes, as exemplified by the September 2019 attack against Saudi Aramco facilities, have jolted Middle East leaders and revealed Tehran’s long-range precision strike capabilities. The regime’s large and growing drone force, which can be used for reconnaissance or strike missions, now poses an existential threat to the Gulf states and a direct threat to Israel, as does its formidable missile force. Moreover, Iranian drones transferred to Russia have had a significant impact on Moscow’s war against Ukraine. In the bigger picture, advances in drone technology have produced an inflection point in aerial warfare—comparable to the introduction of manned flight more than a century ago—that has ended the guarantee of U.S. air superiority over its forces and bases. 9. To Prevent the PA from Unraveling, Address Internal Reform

Last year was one of the bloodiest in the West Bank since the second Palestinian intifada two decades ago, and 2023 is already on track to surpass it. Worse yet, the latest surge of violence comes at a time of exceptional fragility within the Palestinian Authority. Much of this fragility can be attributed to Israeli actions that chip away at the PA’s credibility and effectiveness—a fact driven home by Israel’s deadly February 22 raid in Nablus (see below). Yet the PA’s poor governance and political ossification are key contributors as well, as leaders in Ramallah steadily lose control over parts of the West Bank in a vicious cycle of instability and ever-eroding legitimacy. If this trajectory continues, the PA might even run the risk of unraveling altogether. As the United States seeks diplomatic ways to restore calm and curb escalatory policies on both sides, it should pay closer attention to domestic Palestinian factors that contribute to these damaging trends.

10. Can Federalism Work in Lebanon?

As Lebanon’s economic and socio-political conditions have spiraled downward since the rise and fractionalization of the 2019 popular protests—known as the October 17 Revolution—various proposals have emerged as to how to remedy the bankrupt and virtually failed state. All agree that the current outlook is grim; today, the Lebanese currency has lost almost all its value and the presidential seat is contested and remains vacant. Political elites are at loggerheads and blamed for robbing the state, society is polarized across intra- and inter-confessional lines, and poverty has reached a popular level not seen since the Great Famine of World War I. Among the proposed suggestions is the federal option, put as an alternative to the country’s confessional system. Such ideas are not new; in fact, the federal option had been championed and the subject of debate among mainly Christian politicians and parties prior to and during Lebanon’s civil war (1975-1990). President Camille Chamoun (1952-1958) offered a detailed plan for a federal Lebanon; the Lebanese Front, representing mainly Maronite aspirations, likewise presented a federal project during the Lebanon National Dialogue in Lausanne in 1984; and president-elect Bashir Gemayel, assassinated in 1982, toyed with the idea of federalism. However, Lebanon’s civil war ended when the antagonistic parties signed the Document of National Reconciliation of 1989, also known as the Taif Agreement, which introduced administrative decentralization instead of federalism. And while the agreement ended the civil war, it subsequently ushered in an era of Lebanese politics marked by the Syrian occupation of Beirut until 2005 and the rise of the Islamist Shia party Hezbollah, effectively building a state within a state and commanding a militia more or less better equipped than the Lebanese Armed Forces. Meanwhile, Lebanon’s political elites entered into a Faustian pact with Hezbollah under which they legitimized the ‘Party of God’ in exchange for turning a blind eye to their theft of the state. It is this bargain that has brought Lebanon to its almost total collapse as a state and a nation.

11. Countering “ISIS at Large” in Syria

In U.S. Central Command’s 2022 “year in review” statement on the current status of the fight against the Islamic State, commanding general Michael Kurilla highlighted three categories: (1) “ISIS in detention,” meaning the thousands of men and boys affiliated with the group and held in Iraqi and Syrian prisons; (2) the “potential next generation of ISIS,” meaning the approximately 55,000 women and minors held in camps; and (3) “ISIS at large,” meaning the leaders and operatives that the United States and its partners “are currently fighting in Iraq and Syria.” Although Gen. Kurilla praised the ongoing effort to militarily degrade ISIS, he also noted that the group’s ideology persists, and that “partnered operations” are needed to keep up the pressure. This view aligns with the pivot in U.S. strategy in Syria over the past year and a half, from a military mission to “advising, assisting, and enabling” local partners. At the same time, however, U.S. forces have continued launching unilateral strikes against ISIS leaders in Syria as recently as this month.

According to the NDS, building and maintaining advantages to advance U.S. national interests will allow the military to deter attacks against the United States and its allies and partners, while fostering a resilient military force and defense ecosystem. In the Middle East, this challenge is especially relevant. The United States has several enduring advantages that could eventually disappear if the U.S. government does not make significant changes in how it operates in this part of the world.

13. The Future of Repatriation from Northeast Syria

The Kurdish-led Autonomous Administration of North and East Syria (AANES) recently announced that due to the international community’s slow response to the repatriation of thousands of individuals affiliated with the Islamic State (IS), it will begin to hold “fair and transparent trials in accordance with international and local laws related to terrorism.” The announcement comes after representatives from more than eighty countries gathered in Saudi Arabia on June 8 for a ministerial meeting convened by the Global Coalition Against Daesh, where U.S. Secretary of State Antony Blinken reminded attendees, “We know that repatriation is the only durable solution.” His statement stood out in this context because citizens from many coalition states are still being detained indefinitely in northeast Syria. While the United States has proactively advocated for repatriation across two administrations, most other countries around the world have been reluctant or slow to take such action. To date, approximately 5,500 Iraqis and 2,700 third-country nationals (i.e., not Syrian or Iraqi) have been repatriated from detention camps, and the international community is on track to repatriate more such individuals in 2023 than in years past. Although this is a step in the right direction, it means that more than 10,000 third-country nationals from almost 60 countries remain in detention in northeast Syria, including approximately 2,000 men and boys and 8,000 women and minors. These numbers do not include the more than 18,000 Syrians and 25,000 Iraqis who are also being held indefinitely. With numerous international conflicts dominating daily headlines, much of the international community is no doubt fatigued by the challenges emanating from the fight against IS and the repatriation of IS-affiliated individuals. Yet the AANES announcement and other developments show that these challenges will only proliferate without concerted attention from Washington and its coalition partners.

14. Hakan Fidan and the New Turkish Diplomacy in Iraq

Following President Recep Tayyip Erdoğan’s victory in the Turkish general elections in May 2023, Turkish foreign policy in Iraq has the potential to evolve in a different direction under the new Minister of Foreign Affairs, Hakan Fidan. Though the management of Turkey’s affairs in Iraq has shifted between various Turkish institutions since 2003, President Erdoğan has consolidated decision-making into his own hands since 2017, and his recent appointment of Fidan—a former intelligence director and loyal ally of Erdoğan—signals a continuation of this process, especially vis-a-vis Iraq. As Director of National Intelligence, Fidan oversaw the most sensitive backchannels with various regional and international actors, and he played a leading role in formulating Turkish intelligence and security policy. Notably, Fidan also led Turkey's reconciliation efforts with a variety of adversaries, including Egypt and Saudi Arabia. He has also been intimately involved in Turkish efforts to combat the Kurdistan Workers’ Party (PKK), targeting many PKK leaders and allied factions in northern Iraq, particularly in Sinjar, Makhmur, and al-Kuwayr. In this regard, Fidan comes equipped with deep connections to Iraq’s bureaucratic circles, having already succeeded in building bridges between various Iraqi actors and institutions. In particular, Fidan has developed close ties with both Sunni and Kurdish political leaders and has good relations with Falih al-Fayyadh, chairman of the Popular Mobilization Forces, whom he met during one of his secret trips to Iraq in September 2022. Fidan notably conducted such bridge-building efforts during the formation of the current Iraqi government led by Mohammed Shia al-Sudani. Given this background in Iraqi politics along with his experience in intelligence, Fidan is an important player through which Erdoğan can rethink Turkish involvement in Iraq on a number of different issues. Though Fidan’s appointment certainly indicates a shift toward more security-focused policies for Turkey, the new minister will also have to balance Turkey’s political ties, economic and energy interests, environmental concerns, and military operations in Iraq. Indeed, Erdoğan likely hopes that Fidan can both diversify Turkey’s relationship networks in Iraq and reestablish normalized energy negotiations with key partners while also curbing the threat of the PKK and Iranian-aligned militias operating in Turkey’s areas of involvement in Iraq.

15. Iran’s Misunderstood Nuclear Law

This summer, Supreme Leader Ali Khamenei delivered his most detailed remarks in years on Iran’s nuclear trajectory. While his comments on a potential agreement with the West drew the most attention, he also called on Iranian officials to follow a controversial 2020 law that ordered rapid steps to escalate the nuclear program and reduce international monitoring. “Some people think that this law creates problems for the country,” he stated. “They are wrong. This law is a good law...And it must be followed.” Indeed, the 2020 legislation has played a prominent role in Iranian debates about nuclear advances, and Khamenei’s comments suggest this will remain the case. Yet the law is widely misunderstood; more important, it has not been the primary driver of Iran’s actual nuclear activity over the past three years. The governments of Hassan Rouhani and Ebrahim Raisi each sidestepped key provisions of the legislation while also escalating the program in ways the law does not require. Despite Khamenei’s sentiment, neither the existing law nor potential successor legislation is likely to compel escalation or constrain diplomacy.

A coordinated response to Iran’s aggression can preserve U.S. and Western interests, reinforce Israel and America’s Arab allies, and promote regional stability. For decades, the Islamic Republic of Iran has sought to extend its influence throughout the Middle East, and the threat has only grown more serious amid the regime’s enhanced conventional military capabilities and proximity to a nuclear breakout. The Islamic Revolutionary Guard Corps has spearheaded Tehran’s expansionist “four capitals” strategy, focused on Baghdad, Damascus, Beirut, and Sanaa. In Iraq, the IRGC works through elements of the government-funded Popular Mobilization Forces; in Syria, through the regime of Bashar al-Assad; in Lebanon, through Hezbollah—which can be regarded as Iran’s “model” proxy; and in Yemen, through the Houthis, who hold territory and oppose the internationally recognized government. In all these places, the IRGC has exploited civil wars and interstate conflicts to spread its political, economic, and military influence. In this Policy Focus, Maj. Gen. Special forces have succeeded especially in such missions, but any BWT effort requires some U.S. ground presence to achieve its goals. As part of its bid to end Middle East “forever wars,” the United States has employed a “by, with, and through” (BWT) doctrine for fighting jihadist adversaries. Such operations rely on local partner forces to assume the bulk of the hard ground combat, sometimes with U.S. accompaniment, while American advisors provide support through training, intelligence, heavy air and artillery assets, equipment, funding, and logistics. BWT missions have seen success over the past two decades in theaters such as Iraq (with the Counter Terrorism Service), Syria (with the Syrian Democratic Forces), and Somalia (with the Danab Brigade). But they do not succeed on their own and must be guided by several principles, including a serious U.S. commitment, alignment of American and partner interests, and strong interpersonal relations between advisors and local actors. In this tightly argued Policy Note, military analyst Ido Levy emphasizes the particular success of U.S.-created special forces in missions against jihadist forces. But he cautions that BWT efforts cannot thrive without some U.S. ground presence and, as occurred in Afghanistan, would likely fail amid an outright American withdrawal.

The protracted post-election process has been a step backward for Iraqi democracy, so Washington will need to closely monitor the new leadership’s actions and hold Baghdad to measurable benchmarks. Iraq’s stalled government formation process finally lurched forward on October 17, with new president Abdul Latif Rashid taking office more than a year after the 2021 election. Incoming prime minister Mohammed Shia al-Sudani will now try to ratify his cabinet during a parliamentary session on October 22. If he succeeds as expected, Baghdad will finally close perhaps its most troubled electoral cycle yet—a chapter in which a clear popular vote nearly failed to produce a peaceful transition of power, and the losing factions spurred the biggest winner to abandon parliament through corrupt judicial rulings. Under these sad circumstances, the U.S. government and its partners need to quietly but insistently push for early, inclusive elections to restore legitimacy to the democratic process. Simultaneously, all of Iraq’s friends must watch the new government like a hawk to ensure that militias and corrupt politicians do not attempt to purge technocrats, conduct witch hunts against Western-leaning officials, cover up past graft, or initiate a new wave of “asset-stripping” via state institutions. After many false alarms, the survival of Iraq’s close relationship with the West is truly at stake right now, and only firm expectation-setting can ensure that the partnership continues.

Threatening to reimpose old UN sanctions would likely have little practical effect on Tehran’s ability to trade oil and export drones, while the plethora of other potential complications suggest that it should be treated as a tool of last resort. In recent weeks, the United States, Britain, France, and Germany have argued that Iran’s sale of drones to Russia for use against Ukraine violates UN Security Council Resolution 2231, the backbone of the Joint Comprehensive Plan of Action (JCPOA). Based on its sound reputation as a conflict mediator and talks facilitator, Oman is well-positioned to tone down flaring rivalries in the Gulf and prevent tensions from spiraling out of control. After a timid thawing of tensions, the Gulf region is witnessing a renewed phase of uncertainty. Despite being a skillful master at navigating turbulent waters, Oman is eyeing the revamping of tensions in its immediate neighborhood with growing apprehension. The failed attempts to review the Joint Comprehensive Plan of Action (JCPOA), the revamping of Iran’s outward-looking incendiary rhetoric as well as localized military retaliations amid recent mass protests, and the failure to extend the U.N.-brokered ceasefire in Yemen do not bode well for the region’s precarious stability. Muscat has a vested interest in preventing at-sea incidents from escalating and harsh infighting among rival Yemeni factions from reaching alarming proportions, especially given its coasts looking out on the Strait of Hormuz and much of its southwestern frontier bordering Yemen.

The pandemic has not ended terrorism in Jordan, and ISIS is still a significant threat. Last year’s abnormally low terrorist activity in Jordan could be interpreted as an indication that the threat of ISIS in the country has diminished significantly. Unfortunately, this is not the case; while there are several explanations for the low occurrence of terrorist attacks in Jordan in 2020, none of them point to a future in which ISIS does not continue to pose a threat to Jordanian security. On the contrary, the decrease in ISIS activity in Jordan last year was primarily a result of effective counterterrorism efforts, not the special circumstances of the pandemic or any other factor. Accordingly, Jordanian anti-terror institutions should not relax their guard. Rather, they should capitalize on their successes, expanding cooperation with their partners and enhancing their resources in combatting extremism. Jordanian security forces should be especially concerned with activities along their borders. There have been several recent international and UN reports that confirmed the rising activities of terrorist groups in countries that border Jordan. Iraq in particular has seen a recent rise in terrorist attacks, including two suicide bombings in Baghdad on January 21, 2021 that killed 32 people and injured 110 others. ISIS claimed responsibility for the attacks. In turn, ISIS's mounting activities in Iraq have led to increased terrorist activity in the Badia al-Sham region and the Jordanian Syrian-Iraqi border triangle, where terrorist militants move in small, highly mobile groups. This increase in activity has prompted Jordanian security forces to strengthen their presence on the borders with Iraq and Syria. Following a Russian air campaign in the Badia region in late February, in which Russian planes launched at least 130 air strikes in one day against terrorist groups in the area, Jordan started to strengthen and tightened its security presence on the borders to prevent infiltration of ISIS elements into Jordan. Russian strikes were especially targeted at ISIS, which extends between the governorates of Homs and Deir al-Zour at the border with Iraq.

Moscow has repeatedly played actors off each other to secure its own interests and keep the Assad regime in power. Sometime before July 10, the UN Security Council will vote on whether to extend the annual mandate for cross-border assistance into Syria, which now passes through a lone outpost at Bab al-Hawa. Securing this extension is essential from a humanitarian standpoint, but keeping the border open matters equally for reasons of stability, given the fragile ceasefire in Idlib. Looming over the process is the strategic mischief of Moscow, which has repeatedly played various actors in Syria off each other to secure its own geostrategic and economic interests and to keep the Assad regime in power. The Kremlin, to the latter end, has reliably vetoed Security Council resolutions that would check the Syrian regime, claiming falsely that such moves would facilitate Western incursions in the country. In this Policy Note, Russia expert Anna Borshchevskaya and recent State Department senior advisor and NSC Syria director Andrew J. Tabler examine Russian diplomatic technique and subterfuge in Syria. Turkey has recently pushed the PKK fight from its own turf and blunted challenges in northern Syria, Azerbaijan, Libya, and the Gulf, all while strengthening its defense export sector. In 2020, military observers took note when the Turkish Armed Forces employed drones to devastating effect in Syria, Libya, and the Caucasus. But this technological achievement must be regarded as just one part of a revamped Turkish approach to regional power projection—a change with economic, diplomatic, strategic, reputational, and battlefield implications. In the past five years, Turkey has notched many associated successes, such as pushing the PKK fight off its own turf and blunting challenges to its interests in northern Syria, Azerbaijan, Libya, and the Gulf. Ankara has also secured significant leverage in other disputes from the Horn of Africa to the Balkans, while strengthening its defense export sector. As military expert Col. Rich Outzen, U.S. Army (Ret.), makes clear in this tightly argued Policy Note, Turkey’s power projection does not always align with U.S. interests, a reality exemplified by anti-SDF military operations and defense industry cooperation with Russia. But ending the U.S.-Turkey military alliance over such differences is neither productive nor tenable. Instead, America can seek to work with an emergent Turkey in the many cases, from Qatar to Afghanistan, where such collaboration advances U.S. strategic interests.
