Abstract:
The first weekend of 2024 saw one of the fiercest exchanges of fire between Hezbollah and Israel since the 2006 war. On January 6, the group launched antitank guided missiles, attack drones, and no less than sixty-two rockets against Israel’s northern air control unit in Mount Meron, causing some damage. Hezbollah described the salvo as an “initial response” to the targeted killing of senior Hamas official Saleh al-Arouri in Beirut days earlier. In response, the Israel Defense Forces struck Hezbollah military compounds, a surface-to-air missile unit, and other targets at seven sites in south Lebanon. On January 8, an IDF strike killed Wissam al-Tawil, a senior commander in the group’s Radwan special forces. The next day, Hezbollah drones attacked the IDF’s northern command headquarters, while Israel killed the head of the group’s southern aerial unit and three of his team. In all, Hezbollah has claimed ten new “martyrs” since Saturday. Amid the fighting, Prime Minister Binyamin Netanyahu has restated Israel’s “resolve to return the northern communities home, diplomatically if possible; otherwise, by other means.” Similarly, Defense Minister Yoav Gallant told U.S. envoy Amos Hochstein, “We prefer the path of an agreed-upon diplomatic settlement, but we are getting close to the point where the hourglass will turn over.” Senior U.S. and European officials are now shuttling between Beirut and Jerusalem in a bid to stop the escalation. What exactly will it take to prevent a war in Lebanon and possibly beyond?

As the Hamas-Israel war enters a new phase, Prime Minister Binyamin Netanyahu is finding it increasingly difficult to balance relationships inside his government and with the White House. On the military front, Israel has taken most of northern Gaza, though an estimated 5,000-6,000 Hamas fighters remain active in various tunnel networks. Major combat operations have largely shifted to central and southern Gaza, while the Israel Defense Forces (IDF) have released most of the 360,000 reservists mobilized at the beginning of the war and withdrawn some forces for retraining. Yet the situation is murkier on the diplomatic and political fronts. Earlier today, Netanyahu and President Biden spoke with each other for the first time in almost four weeks, and the prime minister is fundamentally at odds with Benny Gantz’s centrist National Unity party. When Gantz joined the government shortly after the October 7 attacks, he helped dilute the influence of the far-right parties led by Finance Minister Bezalel Smotrich and National Security Minister Itamar Ben-Gvir while focusing the cabinet on the mutual goal of driving Hamas from power in Gaza. Yet their policy differences have become more salient since then, and Netanyahu seems convinced that Gantz—who is riding high in the polls—will soon leave the government to capitalize on the prime minister’s wartime unpopularity in potential early elections. This has made Netanyahu more dependent on his far-right ministers, much to the consternation of the White House.

Abstract:
Last year was one of the bloodiest in the West Bank since the second Palestinian intifada two decades ago, and 2023 is already on track to surpass it. Worse yet, the latest surge of violence comes at a time of exceptional fragility within the Palestinian Authority. Much of this fragility can be attributed to Israeli actions that chip away at the PA’s credibility and effectiveness—a fact driven home by Israel’s deadly February 22 raid in Nablus (see below). Yet the PA’s poor governance and political ossification are key contributors as well, as leaders in Ramallah steadily lose control over parts of the West Bank in a vicious cycle of instability and ever-eroding legitimacy. If this trajectory continues, the PA might even run the risk of unraveling altogether. As the United States seeks diplomatic ways to restore calm and curb escalatory policies on both sides, it should pay closer attention to domestic Palestinian factors that contribute to these damaging trends.

4. The Rise and Immediate Fall of Israel-Libya Relations

Abstract:
On August 27, Israeli foreign minister Eli Cohen revealed that he had met with his Libyan counterpart Najla al-Mangoush in Rome, sparking an imbroglio in both of their countries and further abroad. Protests erupted immediately across Libya, including at the Foreign Ministry and the residence of Prime Minister Abdulhamid al-Dabaiba, who likely authorized the meeting. Dabaiba tried to calm the situation by suspending Mangoush and naming an interim foreign minister, while his Government of National Unity (GNU) called the incident a chance encounter alongside Italy’s foreign minister rather than a planned meeting. As protests continued on August 28, Dabaiba appeared at the Palestinian embassy in Tripoli, where he donned a scarf depicting the Dome of the Rock, announced that he had officially dismissed Mangoush, and reiterated Libya’s dedication to the Palestinian cause. Fearing further backlash and potential violence, Mangoush fled to Istanbul. Unlike her predecessors, who were experienced diplomats familiar with Libya’s byzantine Foreign Ministry, Mangoush had no diplomatic background. Dabaiba appointed her in March 2021 only after another female candidate drew criticism, and she faced a unique challenge as a woman among exclusively male foreign ministers across the region. She lacked a power base of her own and wielded narrow influence outside of what Dabaiba and his circle granted her. Yet she was resilient during her first two years in office, surviving calls for her resignation over controversial statements criticizing Turkey’s military presence in Libya, praising Russia’s positive relationship with the GNU, and cooperating with the United States on the extradition of a Pan Am 103 bombing suspect (see below). The State Department named her an International Woman of Courage in 2022, citing her work with civil society organizations and her expertise in conflict resolution (gained in part from PhD work at George Mason University).

Abstract:
Based on its sound reputation as a conflict mediator and talks facilitator, Oman is well-positioned to tone down flaring rivalries in the Gulf and prevent tensions from spiraling out of control. After a timid thawing of tensions, the Gulf region is witnessing a renewed phase of uncertainty. Despite being a skillful master at navigating turbulent waters, Oman is eyeing the revamping of tensions in its immediate neighborhood with growing apprehension. The failed attempts to review the Joint Comprehensive Plan of Action (JCPOA), the revamping of Iran’s outward-looking incendiary rhetoric as well as localized military retaliations amid recent mass protests, and the failure to extend the U.N.-brokered ceasefire in Yemen do not bode well for the region’s precarious stability. Muscat has a vested interest in preventing at-sea incidents from escalating and harsh infighting among rival Yemeni factions from reaching alarming proportions, especially given its coasts looking out on the Strait of Hormuz and much of its southwestern frontier bordering Yemen.

Moscow has repeatedly played actors off each other to secure its own interests and keep the Assad regime in power. Sometime before July 10, the UN Security Council will vote on whether to extend the annual mandate for cross-border assistance into Syria, which now passes through a lone outpost at Bab al-Hawa. Securing this extension is essential from a humanitarian standpoint, but keeping the border open matters equally for reasons of stability, given the fragile ceasefire in Idlib. Looming over the process is the strategic mischief of Moscow, which has repeatedly played various actors in Syria off each other to secure its own geostrategic and economic interests and to keep the Assad regime in power. The Kremlin, to the latter end, has reliably vetoed Security Council resolutions that would check the Syrian regime, claiming falsely that such moves would facilitate Western incursions in the country. In this Policy Note, Russia expert Anna Borshchevskaya and recent State Department senior advisor and NSC Syria director Andrew J. Tabler examine Russian diplomatic technique and subterfuge in Syria. 9. Ceasefire or Escalation in Libya?

After the fall of Sirte, Erdogan and Putin’s desired ceasefire can only be achieved with Washington’s support. Over the past week, regional and European actors have increased their diplomatic activity around Libya in response to intensifying violence in the nine-month-old civil war. On January 8, less than a week after the Turkish parliament approved sending forces to support the Tripoli-based Government of National Accord (GNA), President Recep Tayyip Erdogan and Russian leader Vladimir Putin met in Istanbul and called for a Libya ceasefire to begin on January 12. Whether or not Moscow and Ankara manage to pause the violence temporarily, their growing influence in Libya represents an epic failure of Western attempts to resolve the conflict diplomatically. The longer-term effort to jumpstart Libya’s political transition requires a wider international effort at peace and reconciliation—something Russia and Turkey can support but not lead. Putin and Erdogan seemed to acknowledge that fact at their summit, endorsing a long-planned multilateral conference in Berlin aimed at recommitting all relevant actors to support an end to hostilities and respect the UN Security Council’s mandatory but widely ignored arms embargo. Even assuming Putin is serious and withdraws Russian mercenaries from the frontlines, a full, lasting ceasefire cannot transpire until the other actors who support Gen. Khalifa Haftar’s so-called Libyan National Army (LNA) agree to withdraw their equipment and personnel for a fixed period while negotiations are launched—especially the United Arab Emirates, which provides the LNA with critical air superiority. At the same time, Turkey would have to take commensurate de-escalatory steps of its own. The United States is the only actor that holds enough weight with all the foreign parties to bring about an authentic ceasefire. Despite being consumed with crises in Iran and Iraq, Washington should expend the diplomatic effort required to pursue durable stability in Libya before the country slips further toward endemic chaos.

10. Challenges Await Oman’s New Sultan as Mourning Period Ends

Sultan Haitham will now be free to put his own stamp on the country's government and foreign policy, and a recent dust-up on the Yemeni border could provide the first indicator of his approach. On February 20, Oman will begin its next era in earnest. The new sultan, Haitham bin Tariq al-Said, was officially sworn in on January 11, but he has remained quiet and mostly out of sight during the forty-day mourning period that followed the death of his cousin, Sultan Qaboos. Now that this period is drawing to a close, he is free to put his stamp on Omani policy. Notably, U.S. Secretary of State Mike Pompeo will lead the first international delegation to see Sultan Haitham in the post-mourning period. When the meeting was first scheduled, the secretary likely saw it as a chance to get to know the new leader, and also as a symbolic visit to make up for sending such a low-level delegation to offer condolences. Yet the two may have more to talk about now. Earlier this week, a flare-up occurred between Saudi forces and Omani-backed locals in the Yemeni border province of al-Mahra. The confrontation may be Sultan Haitham’s first regional test, and identifying the actors who help him get through it could help Washington discern future power centers within Oman’s often opaque government.

If the latest U.S. effort winds up backing the Palestinians into a territorial corner from the outset, then Washington may not be able to move the process any closer to direct negotiations. The newly released U.S. peace plan marks a very significant shift in favor of the current Israeli government’s view, especially when compared to three past U.S. initiatives: (1) the Clinton Parameters of December 2000, (2) Secretary of State Condoleezza Rice’s “Annapolis Process” of 2007-2008, and (3) Secretary of State John Kerry’s 2013-2014 initiative. The message is clear: the Trump administration will no longer keep sweetening the deal with every Palestinian refusal, a criticism some have aimed at previous U.S. efforts. Yet the new plan raises worrisome questions of its own. Will its provisions prove so disadvantageous to the proposed Palestinian state that they cannot serve as the basis for further negotiations? And would such overreach enable Palestinian Authority president Mahmoud Abbas to sway Arab states who have signaled that they want to give the proposal a chance, convincing them to oppose it instead? If so, the plan may wind up perpetuating the current diplomatic impasse and setting the stage for a one-state reality that runs counter to Israel’s identity as a Jewish, democratic state. This two-part PolicyWatch will address these questions by examining how the Trump plan compares to past U.S. initiatives when it comes to the conflict’s five core final-status issues. Part 1 focuses on two of these issues: borders and Jerusalem. Part 2 examines security, refugees, and narrative issues.

12. A New Erdogan-Putin Deal in Idlib May Help—For Now

Turkey, Russia, and Washington have compelling reasons to welcome a new ceasefire agreement, however imperfect, but they still need to address the longer-term dangers posed by the Assad regime’s murderously maximalist strategy. Recent fighting between Turkish and Syrian regime forces in Idlib province has seemingly wiped away the last vestiges of the September 2018 Sochi agreement, brokered by Russian president Vladimir Putin as a way of pausing hostilities and dividing control over the country’s last rebel-held province. Beginning last December, renewed Russian and Syrian attacks against civilians sent a million residents fleeing toward the Turkish border, creating another humanitarian disaster. Then, on February 27, thirty-three Turkish soldiers were killed when their unit was attacked in Idlib—Ankara’s largest single-day loss in Syria thus far. Turkey initially blamed Bashar al-Assad for the deaths, but eyes soon turned to his Russian patron as the more likely culprit, elevating tensions between Ankara and Moscow to a level not seen since Turkish forces shot down a Russian plane in November 2015. Meanwhile, the Turkish military and its local partner forces launched a string of attacks against the Syrian regime and its Iranian-backed militia allies. On March 5, President Recep Tayyip Erdogan will meet with Putin in Moscow to discuss these rising tensions. If the two leaders reach another ceasefire deal, will it last any longer than the short-lived Sochi agreement? More important, what effect might it have on the latest refugee crisis threatening to wash over Turkey and Europe?

Whether they reveal a detailed plan or merely preview an aspirational document, U.S. officials still need to clarify their goals at a time when elections are looming and Palestinian participation seems highly unlikely. In a dramatic move, President Trump has announced that Israeli prime minister Binyamin Netanyahu and his leading rival, Blue and White Party leader Benny Gantz, will visit the White House on January 28 to be briefed on the administration’s long-awaited Middle East peace plan. Trump told reporters that the plan would likely be released before the summit. Predictably, no invitation was extended to the Palestinian Authority, which severed relations with Washington after the U.S. embassy was moved to Jerusalem in 2017.

14. A Short-Term Diplomatic Agenda for the Syrian Puzzle

Abstract:
If Biden wants to create additional leverage before attempting difficult negotiations with Russia, he will need to display strategic patience by partnering with allies on ten preliminary issues. The Syria policy of President-elect Joe Biden’s incoming administration remains relatively mysterious. Five contradictory factors may frame it. First, Syria has never really been a U.S. policy priority in the Middle East, and renewing the international framework to halt Iran’s nuclear program seems to be Biden’s top regional goal. In addition, the repeated pledge to “end endless wars” has created broad American consensus against a bigger footprint abroad, and the coronavirus pandemic will further reduce the White House’s bandwidth for Syria. Second, the United States has lost significant leverage in Syria due to the policies of the Obama and Trump administrations. For instance, when faced with a Turkish cross-border operation in the northeast late last year, U.S. troops partially withdrew, thus blurring the previously stable frontlines between Russian, Turkish, and American forces. Third, Biden has praised the light U.S. force posture in northeast Syria. Contrary to other prominent Democrats, he argues that the “by, with, and through” strategy employed against the Islamic State remains a good model for American military action in the Middle East. This may indicate a willingness to keep a small contingent on the ground to support local partners. Fourth, key figures in Biden’s campaign—including Tony Blinken, his current nominee for secretary of state, and Jake Sullivan, his nominee for national security advisor—have publicly reflected on mistakes made in Syria during the Obama administration. Notably, Blinken has stated that he cannot imagine a policy of reengaging with Bashar al-Assad. Fifth, when U.S. legislators passed the Caesar Act last year, they built in mechanisms that were intended to resist change by future administrations. Therefore, economic sanctions targeting the Assad regime are likely here to stay. At first glance, these factors do not seem to leave much room for a particularly new Syria strategy, suggesting that the status quo policy will persist. Yet Washington has more leverage than it realizes, so long as it is willing to abandon the self-defeating logic of recent years.

15. Israel and the UAE on Iran: Shared Foe, Different Perspectives

Given past developments, the UAE’s and Israel’s recent announcement of normalization in exchange for shelving annexation plans should come as no great surprise, even if the timing was unexpected. There remains, however, frequently understated differences between one aspect of this relationship often assumed to be a common denominator: Jerusalem’s and Abu Dhabi’s perspectives on Iran. Understanding and accommodating these differences will be critical issue for a lasting relationship between the two countries, with the Israeli government in particular needing to acknowledge the differences as well as similarities between the two sides. It is no secret that Israel and the UAE see Iran as a common enemy; both countries have worked together covertly for years to prevent Iranian hegemony in the Gulf and Middle East at large. Since the beginning of their unofficial relationship several decades ago, the two countries have improved their intelligence-sharing and military relations, strengthened their diplomatic ties behind the scenes, and worked to improve their readiness for Iranian threats across the board. President Trump’s recent decisions to withdraw troops from parts of the Middle East region and the world at large have further catalyzed development of Israel-UAE relations in anticipation of weakened direct support from the United States.

It once seemed that the United States would support change in Iran beneficial to the country’s Kurds, but now a series of decisions by American leadership in Syria and Iraq have left many Kurdish political leaders in Iran afraid and discontented with U.S. policy in the region. Two moments during the Trump presidency particularly have soured and confused perceptions of the United States among Kurds in Iran. First, Iranian Kurds watched as the Trump administration allowed Shia militias hostile to Iraqi Kurds to take the city of Kirkuk in October 2017. Two years later, Kurds watched again as the Trump administration allowed the Turkish forces to invade northeastern Syria, driving local Kurds to flee their homes. These two moments pushed Iranian Kurds to doubt Washington’s potential contributions to the improvement of Kurdish rights in Iran. There now exists a political rift between U.S. and Iranian Kurdish leadership that may force Iranian Kurds to re-think their diplomatic position. Unfortunately for both groups, it seems that no one will benefit from such a rift—except for the Iranian government.

When I moved into new accommodations in the centre of Erbil, the capital of the Kurdistan Regional Government (KRG) in Iraq, the lift announcements in the apartment tower were in Chinese, followed by Kurdish, Arabic and English. This multilingualism was surprising but positive; it was a clear sign of the dawn of a new era. If in the past, Kurdish was the local language, Arabic regional, and English global, the addition of Chinese signified the plurality of global language and, potentially, of global power. These days, there is a regional focus on Iran’s newly announced 25 year deal with China, which has resulted in a lot of noise both inside and outside Iran. It is not surprising that Sino–Iranian relations are continuing to develop as both countries are hoping for a different world order. Though not so scrutinized, Iraq has seen its own growing ties with China, with the two countries having signed a number of agreements last year. Former Iraqi PM Adil Abdul-Mahdi, once a Maoist himself, stated in his visit to Beijing ‘we belong to Asia and we want to be a part of its emergence.’ The large Iraqi delegation accompanying him—as told to me by one member of the delegation—all noted and admired what they saw as China’s shift from a poor country to a global power. The deal agreed upon during that meeting, in remaining secret, has created fertile ground for conspiracy and speculations inside Iraq.

Given the unprecedented turmoil and uncertainty afflicting the Middle East, the new administration will need to devote particular care and urgency to understanding the essence of America's interests in the region, and applying clear principles in pursuing them. This is the advice offered by two U.S. diplomats with a distinguished record of defending those interests under various administrations. A closer look at Palestinian views on prisoner releases, the Jewish state question, economic needs, and other issues suggests diplomatic openings are far from exhausted. As the United States works to salvage the Israeli-Palestinian peace talks, the Palestinian public in the West Bank and Gaza is more prepared to accept various diplomatic compromises than official positions or elite attitudes would suggest. A number of new polls by different Palestinian pollsters, and in-depth discussions with Palestinian scholars and others in late March, indicate that Palestinian Authority (PA) president Mahmoud Abbas has greater latitude to make a deal than is often supposed.
