On January 2, 2010, President Barack Obama confirmed that he had "made it a priority to strengthen our partnership with the Yemeni government -- training and equipping their security forces, sharing intelligence and working with them to strike al-Qaeda terrorists." Increasing military aid to Sana will involve a delicate balancing act. On the one hand, the United States has a strong interest in degrading al-Qaeda in the Arabian Peninsula (AQAP) to prevent them from attacking U.S. interests in Yemen, strategic sea lanes, or international targets. On the other hand, in this weak and divided country, significant segments of Yemen's security forces are used for internal repression, and parts of the intelligence system are sympathetic to Islamic militancy, raising the prospect that U.S. aims could be undermined.

The State Department's recently released Country Reports on Terrorism 2009 (CRT 2009) reveals several important trends in the evolution of global terrorism. The good news is that al-Qaeda is facing significant pressure, even as the organization and its affiliates and followers retain the intent and capability to carry out attacks. What remains to be seen is if the dispersion of the global jihadist threat from the heart of the Middle East to South Asia and Africa foreshadows organizational decline or revival for al-Qaeda itself and the radical jihadist ideology it espouses. How governments and civil society alike organize to contend with the changing threat will be central to this determination. The bad news is that governments and civil society remain woefully ineffective at reducing the spread and appeal of radical Islamist extremism.

Four years ago this week, Israel launched a military campaign in Lebanon in retaliation for a brazen Hizballah attack on its soldiers. The goal, according to an Israeli official, was "to put Hizballah out of business." But neither war nor subsequent U.S. diplomatic efforts aimed at weakening the group have succeeded, and some in the Obama administration now appear to view direct engagement as an option worth exploring. Reaching out to Hizballah, however, at a time when it is politically and military emboldened, would be an exercise in futility that could prove counterproductive.

Although al-Qaeda in the Arabian Peninsula (AQAP) is not the biggest problem -- or even the biggest security challenge -- facing the Yemeni government, the United States and much of the international community still place it above other issues. Successful counterterrorism is directly linked to state stability. If Yemen becomes a failed state within the next few decades, U.S. counterterrorism objectives would be decisively undermined. The challenge for U.S. policy is finding a way to bolster the struggle against AQAP without exacerbating other aspects of Yemen's overlapping security, economic, and political crises.

Amid the uncertainty over Egypt's impending political succession, Egyptian security forces have cracked down on the Muslim Brotherhood (MB), the country's largest opposition group, in an attempt to curtain MB participation in Egyptian political life. Since late June, the government has arrested dozens of mid- and high-level Islamists, including the leader of the movement's guidance council, Abd al-Muanem Abu al-Fatouh. These Islamists oppose President Hosni Mubarak's bid for a sixth presidential term and reject his son Gamal as a potential replacement in 2011. After more than a decade of relative political moderation and successful deradicalization of the main Islamist groups, Cairo's policy of exclusion and persecution threatens to foment a return to radical Islamism in Egypt.

In early September, three senior leaders of Jordan's Muslim Brotherhood (MB) resigned from the organization's executive bureau after it voted to dissolve the MB political department -- one of the few remaining components of the organization controlled by moderates. The resignations were a protest against not only the executive bureau's decision, but also the MB's increasingly close affiliation with Hamas. Today, the Jordanian MB is facing an unprecedented internal crisis, pitting the traditional moderate East Bank leadership -- Jordanians who are not originally Palestinian -- against the powerful pro-Hamas Palestinian-led element. Lately, these divisions have been aggravated by Hamas political bureau head Khaled Mashal's apparent efforts to exploit the shifting balance of power within the MB to further his own organization's agenda in Amman. Ironically, Jordanian authorities -- who have long prided themselves on managing the Islamist issue -- have done little to stem the tide.

Last month, Kamal Hassan, a Somali-American living in Minnesota, pled guilty to training and fighting with al-Shabab, an al-Qaeda-linked terrorist group in Somalia. In July, two other Somali-Americans in Minnesota pled guilty to similar charges, with the FBI continuing to investigate more than a dozen others who may have traveled from the United States to Somalia. The FBI also recently arrested seven individuals in North Carolina on terrorism-related charges, including one who had spent time in Afghan training camps. These and other recent events have raised new concerns in the United States about the threat of homegrown radicalization.

At its recently concluded General Congress, Fatah established a new political program that will affect both its terms of reengagement with Israel and its relations with Hamas and the Palestinian Authority (PA). Fatah's new constraints on negotiations with Israel, however, may harm Mahmoud Abbas -- PA president and the party's top leader -- who needs to respond positively to international peace initiatives that may conflict with the organization's new rules of engagement. Abbas might ignore these congressional decisions, believing its program is intended only for internal consumption to fend off the accusations of the party's hardline members. Fatah's renewed efforts to reunite the West Bank and Gaza could lead to an escalation with Hamas, since many observers doubt unity can be achieved peacefully.

In recent interviews, Hamas leader Khaled Mashal has offered to cooperate with U.S. efforts to promote a peaceful resolution to the Arab-Israeli conflict, indicated a willingness to implement an immediate and reciprocal ceasefire with Israel, and stated that the militant group would accept and respect a Palestinian state in the West Bank and Gaza Strip based on the 1967 borders, with East Jerusalem as its capital. But the conciliatory tone of this hardline Hamas leader, who has personally been tied to acts of terrorism and is himself a U.S.-designated terrorist, is belied by the group's continued violent actions and radicalization on the ground, as well as the rise to prominence of violent extremist leaders within the group's local Shura (consultative) councils. Hamas's activities of late appear to be diametrically opposed to the compliance of Mashal's statements.

Two and a half months after U.S. president Barack Obama and Israeli prime minister Binyamin Netanyahu first hit an impasse over the settlement issue, the dispute has not only continued, it has also grown more complex. Saudi Arabia has now rebuffed requests from Special Envoy for Middle East Peace George Mitchell to pursue confidence-building measures toward Israel, even in return for a moratorium on settlement construction. Although the Obama administration has not yet leveled any public criticism against Riyadh, it continues to be critical of Israeli settlements. To move diplomacy forward, Washington will have to engage in some creative policymaking.

This past week, Treasury secretary Timothy Geithner traveled to Saudi Arabia and the United Arab Emirates for his first official visit to the Middle East since assuming his current position. Although in many respects the Obama administration is off to a bumpy start with Saudi Arabia, Geithner praised Saudi efforts in combating terrorist financing, which is a significant departure from statements made by senior Treasury officials in recent years. His remarks in Riyadh were more than just empty praise, reflecting the broader view in Washington that the Saudis are finally beginning to make progress on this important front. Despite improved Saudi efforts, however, the kingdom remains one of the major sources of terrorist financing throughout the world, with significant funds continuing to go to al-Qaeda, the Taliban, and Laskhar-e Taiba (LET), among other groups.

Recent reports suggesting that al-Qaeda fighters are leaving Pakistan and Afghanistan, where the group has suffered serious setbacks, have renewed international concerns that Yemen is reemerging once again as a major terrorist safe haven. Although the assessments of al-Qaeda's resurgence in Yemen are accurate, the deteriorating situation is not due to U.S. successes elsewhere; rather, it is the result of waning U.S. and Yemeni attention over the past five years. Renewed cooperation between Sana and Washington in tackling al-Qaeda and addressing Yemen's systemic problems could help reduce the terrorist organization's appeal in this troubled country.

On December 8, the United Nations Security Council will host its first-ever thematic debate on drug trafficking as a threat to international security. This focus is notable. U.S. officials are increasingly concerned with the evolving threat of drug trafficking, especially as terrorist organizations stake a bigger claim in this illegal arena. In fact, on November 18, FBI director Robert Mueller met with senior Turkish officials to address U.S.-Turkish efforts targeting the Kurdistan Workers Party (PKK), also known as Kongra-Gel. A press release from the U.S. embassy in Ankara following the meeting stressed that U.S. officials "strongly support Turkey's efforts against the PKK terrorist organization" and highlighted the two countries' long history of working together in the fight against terrorism and transnational organized crime.

This past Monday, a Lebanese Armed Forces (LAF) transport was targeted by a car bomb that killed five soldiers and wounded twenty-five others. The strike was the third on the LAF since June and occurred in increasingly violent northern Lebanon. In fact, violence in and around Tripoli, the largest city in the north, is now becoming routine. On October 3, the Department of Justice published the revised Attorney General Guidelines (AGG), which govern all Federal Bureau of Investigation (FBI) activities, including those involving international terrorism. The AGG comes into effect on December 1, 2008, and will consolidate procedures controlling the FBI's various investigative programs. Although members of Congress, civil rights groups, and the media have criticized the AGG, the revision is a necessary and important step for the FBI's counterterrorism investigations as well as all of the Bureau's investigative programs. Justice Department and FBI officials, however, will have to exert strong leadership to ensure the appropriate and effective implementation of the guidelines.

Abstract:
Although recognized as a political flashpoint, the Iraqi province of Kirkuk is suffering from a largely overlooked security crisis that has improved little since the beginning of the 2007 U.S. military "surge." The decline in reported insurgent attacks in Kirkuk has been relatively small, dropping from a monthly average of 169 violent incidents in 2007 to 122 in 2008. This 28 percent decline compares with 91 percent in Baghdad during the same period, and the per capita number of attacks in Kirkuk city is actually twice that of Baghdad. Considering these statistics, providing security support for the political process in the tense months and years to come has become a critical priority.

Nearly twenty years ago, on December 21, 1988, PanAm Flight 103 from London to New York exploded in midair over the Scottish town of Lockerbie, killing all 259 people on board. Last weekend, according to an unconfirmed report in the International Herald Tribune, Musa Kusa, the Libyan intelligence chief widely believed to have planned the terror attack, visited Washington for talks with intelligence and military officials. The same week saw a telephone conversation between President Bush and Libyan leader Muammar Qadhafi, a meeting at the State Department between Qadhafi's eldest son Saif al-Islam and Secretary of State Condoleezza Rice, and the Senate confirmation of the first American ambassador to Libya in thirty-six years. This new chapter offers areas of cooperation, but the United States must proceed with caution.

Today's resignation of Pakistani president Pervez Musharraf creates a power vacuum in the most crucial country in the fight against al-Qaeda and Islamic extremism. For the foreseeable future, political power in Pakistan will not be in the hands of lackluster prime minister Yousef Raza Gilani, but in those of the ruling coalition rivals -- Benazir Bhutto's widower Asif Ali Zardari and former prime minister Nawaz Sharif. Future political contests will likely emphasize Musharraf's perceived closeness to Washington, an issue that united domestic opinion against him. This week, Lebanon's new national unity government is slated to announce its ministerial statement (bayan waziri), the policy document that will define Beirut's working parameters and agenda through the spring 2009 elections. For the pro-West majority March 14 coalition, the priority will be to incorporate into the statement a reference to UN Security Council Resolution (UNSCR) 1701, which prohibits weapons movement to Hizballah and expands government sovereignty throughout Lebanon. Hizballah, for its part, will look to maintain the legitimacy of "the resistance." Although March 14 still maintains a government majority, three years of hostility and self-inflicted wounds have left the ruling party dramatically weakened, making it unclear whether the coalition will be able to prevent Hizballah from consolidating further political gains.

On June 4, Palestinian president Mahmoud Abbas marked the anniversary of the 1967 War by making a surprise call for dialogue with Hamas. In response to multiple challenges to his authority -- impasse on the peace process, ongoing dissent within Fatah, and regional pressure to resolve the internal Palestinian conflict -- Abbas has abandoned his demands for Hamas to return Gaza to its pre-June 2007 condition and apologize for its violent coup. However, a gulf remains between Hamas and Fatah, and it is unlikely that renewed dialogue can bridge the gap. Abbas's move may be an effort to pressure the United States to become more involved, and to maintain a fallback position if peace is not achieved. This week, the democratically elected, pro-Western Lebanese government took the bold and unprecedented decision to confront Hizballah. Since its election in 2005, the government had avoided direct conflict with the well-armed Shiite militant political party, but several of the organization's activities -- including apparent preparations for yet another war with Israel -- led the government to provoke a showdown. In response to a May 8 cabinet statement that focused on Hizballah's "attack on the sovereignty of the state," the Shiite organization took to the streets. In the ensuing violence -- the most intense since Lebanon's civil war -- Hizballah began occupying parts of Beirut, leaving the future of Lebanon in doubt.

Earlier this month, Europol -- the European Union law enforcement agency that handles criminal intelligence -- released its annual Terrorism Situation and Trend Report, part of which addresses the European criminal activities of the Kurdistan Workers Party (PKK). Although these reports help illustrate the extent of the group's European infrastructure, many European governments have still not taken serious steps to counter the threat, despite the PKK's presence on the EU's terrorism list.

On January 16, the UN Security Council's "Al-Qaeda and Taliban Sanctions Committee" designated three Kuwaiti nationals for providing support to al-Qaeda. Although the UN measure is a welcome step forward, it is unlikely to have much impact without aggressive implementation by Kuwait. Given the Kuwaiti government's mixed record in cracking down on terrorism financing, there is reason to be skeptical that it will take strong action. At the same time, the UN blacklisting already appears to have affected Kuwaiti counterterrorism efforts in a way that previous requests from the United States alone could not accomplish.

On January 11, 2008, a Boston federal court convicted Emadeddin Muntasser, Samir Almonla, and Muhammad Mubayid of conspiring to defraud and conceal information from the U.S. government. Prosecutors proved the defendants fraudulently used the charity they ran -- Care International -- "to solicit and obtain tax deductible donations for the purpose of supporting and promoting the mujahedin (Muslim holy warriors) and jihad (violent armed conflict)." The defendants concealed from U.S. authorities the fact that Care was an outgrowth of and successor to the al-Kifah Refugee Center, and engaged in non-charitable activities such as the solicitation and expenditure of funds to support violent jihad.

In March, Brazilian authorities drafted a new antiterrorism law instituting stiff penalties for a variety of violent acts committed by both individuals and organizations. The new legislation, expected to pass Brazil's congress in a modified form, will likely be used to target criminal gangs from Brazil's indigent favela neighborhoods, not Middle Eastern terrorist groups operating in the Argentina-Brazil-Paraguay Tri-Border Area (TBA). Brazil denies that illegal terrorist activities are being conducted in the TBA, and it does not regard groups like Hizballah or Hamas as terrorist organizations. Much of the legal foundation needed to successfully combat international terrorism is already in place in Brazil, but the government has not demonstrated the will to confront the problem.

On April 14, suicide bombers unsuccessfully targeted the U.S. consulate and an American cultural center in Casablanca, four days after another group of bombers blew themselves up in a confrontation with city police. On April 11, al-Qaeda in the Islamic Maghreb (formerly the Salafist Group for Preaching and Combat, or GSPC) claimed responsibility for two suicide car bombings in Algiers, one targeting the prime minister's office and the other a police station. No group has claimed responsibility for the Moroccan incidents, but together with the Algerian attacks -- which killed 33 and wounded up to 330 -- they indicate that both northwestern Africa and the United States face an acute threat from established regional militant groups allied with international terrorist networks.

At an April 3 news conference in Tehran, Iranian president Mahmoud Ahmadinezhad unexpectedly announced the decision to release fifteen captured British marines and sailors. In a theatrical gesture that included assailing Western policy in the Middle East and accusing the British crew of entering Iranian waters, he pardoned the detainees to mark both the Prophet Muhammad's birthday on March 30 and what he reportedly called "Christian Passover." (In Farsi, "Pesah" means Passover and "Fash" means Easter. According to the Islamic Republic News Agency report of his remarks, the president used Pesah instead of Fash.)

100. Gulf Challenge: Iran's Seizure of British Naval Personnel

On March 23, at 10:30 a.m. local Iraqi time, fifteen British naval personnel were seized by Iran's Islamic Revolutionary Guard Corps (IRGC) in the northern Persian Gulf. The British personnel -- eight from the Royal Navy and seven from the Royal Marines -- were in two light craft returning to the frigate HMS Cornwall after successfully inspecting a merchant ship for goods being smuggled into Iraq. Iran has accused the personnel, who include one woman, of illegally entering Iranian territorial waters, and has threatened to put them on trial. The incident is a diplomatic and military embarrassment to Britain. Meanwhile, fears of escalation in the Gulf have contributed to a global surge in oil prices.
