Abstract:
This research monograph explores the Army’s emerging concept of multi-domain operations and its implications on the mission command approach. The transition to multi-domain operations changes the traditional view of how Army commanders and staffs conduct operations in the physical environment to include simultaneously operations in the information environment within the competition continuum. This monograph will utilize the introduction of the aircraft during World War I as a historical case study for the integration of new domains. The Army has integrated new domains in the past and this example provides the historical context for the challenges involving integration of new domains. An overview and analysis of what multi-domain operations are will provide a baseline understanding of how multi-domain operations are changing not only how we fight but also how the Army must change roles and responsibilities to allow the Joint force to compete across the competition continuum, especially below armed conflict. The transition to multi-domain operations will require new processes. Changes will be required not only to the physical systems employed but also to Joint professional military education, Joint and Army doctrine, and headquarters staff structures as leaders and their staffs will require different skills to operate in this new environment.

Abstract:
As is well known, then acting Secretary of the Navy Thomas Modly fired Captain Brett Crozier, captain of the aircraft carrier USS Theodore Roosevelt, after he wrote a letter arguing that all but ten percent of the crew should disembark the ship to prevent the spread of the COVID-19 virus. Doing so, he acknowledged, would diminish the carrier’s readiness and slow its response time in a crisis. Justifying that decision, however, he argued, “We are not at war. Sailors do not need to die. If we do not act now, we are failing to properly take care of our most trusted asset — our Sailors.”1 The problem for the captain, of course, was not the content of the letter as much as it was the subsequent leak to the San Francisco Chronicle. Setting aside the fiasco that resulted in his firing, and led to Modly’s sudden resignation, 2 the captain raises some important concerns regarding what the risks sailors, soldiers, airmen, and marines3 should be required to take in peacetime. Because it is peacetime, he argues, “[W]e … cannot allow a single Sailor to perish as a result of this pandemic unnecessarily.”4 Of course, even in war no one should die unnecessarily; however, the captain raises a good question: “what risks are necessary in peacetime?” To answer that question it is first important to understand what risks are necessary in wartime

Abstract:
Wherever one looks, Russia is carrying out aggressive military and informational attacks against the West in Europe, North and South America, the Arctic, and the Middle East. This “war against the West” actually began over a decade ago, but its most jarring and shocking event, the one that started to focus Western minds on Russia, was the invasion of Ukraine in 2014. Given this pattern, the National Security Council (NSC) in 2014 invited Stephen Blank to organize a conference on the Russian military. We were able to launch the conference in 2016 and bring together a distinguished international group of experts on the Russian military to produce the papers that were then subsequently updated for presentation here.

Abstract:
The Autumn issue of Parameters opens with a Special Commentary by Sir Hew Strachan concerning lessons Western militaries learned, or ought to have learned, during their campaigns in Afghanistan. His commentary sets up this issue’s first forum, Afghanistan’s Lessons: Part I. In the opening article, Seth Johnston’s “NATO’s Lessons” underscores the importance of the Alliance’s role as a facilitator of multinational collaboration. He presents a favorable view, arguing NATO’s established processes succeeded in enabling countries with limited resources to participate fully in the mission in Afghanistan. Howard Coombs follows with a contribution concerning “Canada’s Lessons.” Among other things, he maintains Canada’s whole-of-government approach resulted in great gains while Canadian Forces were actively involved in combat. Nonetheless, Canada seems uninterested in maintaining this capability as a framework for responding to other crises. The third article in this forum is Martijn Kitzen’s “The Netherlands’ Lessons,” which highlights the benefits of having a small military that enjoys networked learning. Although the Dutch military seems to be reverting to enemy-centric thinking, the author encourages its leaders to retain an adaptive mindset that will facilitate adopting a more population-centric approach when necessary. In “France’s Lessons,” Christophe Lafaye explains how combat in Afghanistan contributed to the tactical and doctrinal evolution of the French Army. With decades of relative peace since the Algerian War, French soldiers began their service in Afghanistan with little experience and inadequate materiel. They quickly developed into a combat-ready force capable of responding rapidly to a variety of military emergencies as the need arose. Our second forum, World War II: 75th Anniversary, features two contributions concerning famous US generals. Conrad Crane’s, “Matthew Ridgway and the Battle of the Bulge” illustrates examples of Ridgway’s strategic thinking at work during the German’s surprise attack and ensuing crisis. Alexander G. Lovelace’s “Slap Heard around the World: George Patton and Shell Shock” analyzes Patton’s possible motives for slapping two soldiers in during the Sicily campaign in 1943.

Abstract:
This monograph provides an assessment of gray zone tactics used by the most active U.S. adversaries and builds the case for requiring U.S. Federal agencies to request that the Deputy National Security Advisor convene a National Security Council/Deputies Committee (NSC/DC) meeting whenever any Federal agency deems a gray zone approach to an international issue is appropriate. It also recommends that the United States should pursue the development of a standing National Security Council/Policy Coordination Committee (NSC/PCC) for gray zone solutions, with sub-NSC/PCCs for each component of the 4+1 (Russia, China, Iraq, North Korea, and violent extremist organizations) so that experts can be quickly assembled in times of crisis.

Abstract:
In this monograph, Tami Davis Biddle analyzes the historical record of air power over the past 100 years. Her monograph, designed for the student of strategy, is intended to provide both a concise introduction to the topic and a framework for thinking intelligently about air power, particularly aerial bombing. Her primary aim is to discern the distinction between what has been expected of air power by theorists and military institutions, and what it has produced in the crucible of war. Aerial bombing, Biddle argues, is a coercive activity in which an attacker seeks to structure the enemy’s incentives—using threats and actions to shape and constrain the enemy’s options, both perceived and real. It is an important and much-utilized military instrument for both deterrence and compellence. In addition, it is a powerful tool in the arsenal of the joint warfighter. Its ability to achieve anticipated results, however, varies with circumstances. Students of strategy must be able to discern and understand the conditions under which aerial bombing is more or less likely to achieve the results expected of it by those who employ it.

The United States lacks a cohesive strategy to deter Russian aggression. Despite being militarily and economically inferior, Russia has undermined the United States and its allies by exploiting the “gray zone,” or the conceptual space between war and peace where nations compete to advance their national interests. In dealing with Russia, the United States must shift its strategic framework from a predominantly military-centric model to one that comprises a whole-of-government approach. The holistic approach must leverage a combination of diplomacy, information, military, and economic (DIME) measures. In this timely and prescient monograph, three active duty military officers and national security fellows from the Harvard Kennedy School look to address this contemporary and complex problem. Through extensive research and consultation with some of the nation’s and academia’s foremost experts, the authors offer policymakers a menu of strategic options to deter Russia in the gray zone and protect vital U.S. national security interests.

This monograph focuses on an understudied, but yet a critically important and timely component of land warfare, related to the battlefield use of chemical weapons by contemporary threat forces. It will do so by focusing on two case studies related to chemical weapons use in Syria and Iraq by the Assad regime and the Islamic State. Initially, the monograph provides an overview of the chemical warfare capabilities of these two entities; discusses selected incidents of chemical weapons use each has perpetrated; provides analysis and lessons learned concerning these chemical weapons incidents, their programs, and the capabilities of the Assad regime and the Islamic State; and then presents U.S. Army policy and planning considerations on this topical areas of focus. Originally commissioned by Chief of Staff of the Army General Raymond T. Odierno, The U.S. Army in the Iraq War is the Army’s interim examination of military operations in Iraq from 2003 to 2011. This study, published in two volumes, is a narrative history that tells the story of U.S. forces in Iraq, mainly from the perspective of the theater command in Baghdad and the operational commands immediately subordinate to it. It focuses at the operational level of war, exploring the decisions and intent of the senior three- and four-star commanders and how these decisions effected the course of the war over time. This work was built from over 30,000 pages of previously unavailable declassified documents and hundreds of hours of interviews with senior defense leaders. While the Army will eventually publish a comprehensive, official “Green Book” history that describes Operation Iraqi Freedom in greater depth, this study is being released now in order that key lessons, insights, and innovations from this period of the conflict are available to the next generation of Soldiers and leaders to study, learn from, and adapt to ensure the future readiness of our Army and the Joint Force.

The Iraq War has been the costliest U.S. conflict since the Vietnam War. To date, few official studies have been conducted to review what happened, why it happened, and what lessons should be drawn. The U.S. Army in the Iraq War is the Army’s initial operational level analysis of this conflict, written in narrative format, with assessments and lessons embedded throughout the work. This study reviews the conflict from a Landpower perspective and includes the contributions of coalition allies, the U.S. Marine Corps, and special operations forces. Presented principally from the point of view of the commanders in Baghdad, the narrative examines the interaction of the operational and strategic levels, as well as the creation of theater level strategy and its implementation at the tactical level. Volume 1 begins in the truce tent at Safwan Airfield in southern Iraq at the end of Operation DESERT STORM and briefly examines actions by U.S. and Iraqi forces during the interwar years. The narrative continues by examining the road to war, the initially successful invasion, and the rise of Iraqi insurgent groups before exploring the country’s slide toward civil war. This volume concludes with a review of the decision by the George W. Bush administration to “surge” additional forces to Iraq, placing the conduct of the “surge” and its aftermath in the second volume. This study was constructed over a span of 4 years and relied on nearly 30,000 pages of hand-picked declassified documents, hundreds of hours of original interviews, and thousands of hours of previously unavailable interviews. Original interviews conducted by the team included President George W. Bush, Secretary of State Condoleezza Rice, Secretaries of Defense Leon Panetta and Robert Gates, Chairmen of the Joint Chiefs of Staff, and every theater commander for the war, among many others. With its release, this publication, The U.S. Army in the Iraq War, represents the U.S. Government’s longest and most detailed study of the Iraq conflict thus far.

The U.S. Army increasingly faces adversaries that are difficult to define. The threat landscape is further complicated by the silent partnership between criminal organizations, irregular groups, and nation-states. This collaboration, whatever its exact nature, is problematic, because it confounds understanding of the adversary, making existing countermeasures less effective, and thus directly challenging U.S. national security interests. Military action taken without full appreciation of the dynamics of the nature of these relationships is likely to be ineffective at best or suffer unintended consequences. Beginning in 2013, the U.S. Army began an effort to “engage regionally and respond globally.” A central tenant of this strategy, building upon National strategic guidance, is the necessity to build partner capacity. Army units, through the regionally aligned forces concept, may find themselves conducting security force assistance (SFA) missions across the globe as a means to achieve these ways. However, after examining the Army’s SFA mission in Operation IRAQI FREEDOM from 2003-10, it becomes apparent that institutional and organizational shortcomings plagued the Army’s initial efforts in this critical aspect of the campaign. Many of these shortcomings remain in the Army today, particularly within the Army’s core formation—the brigade combat team (BCT). This monograph examines the Army’s role in conducting SFA in Iraq, drawing key lessons for the Army’s experience there, and then provides recommendations as to how the Army can better optimize the BCT to conduct SFA, while still retaining its core mission to fight and win America’s wars.

15. Lethal and Legal? The Ethics of Drone Strikes

Abstract:
While supporters claim that drone warfare is not only legal but ethical and wise, others have suggested that drones are prohibited weapons under International Humanitarian Law (IHL) because they cause, or have the effect of causing, indiscriminate killings of civilians, such as those in the vicinity of a targeted person. The main legal justification made by the Barack Obama Administration for the use of armed drones is self-defense. However, there is ambiguity as to whether this argument can justify a number of recent attacks by the United States. In order to determine the legality of armed drone strikes, other factors such as sovereignty, proportionality, the legitimacy of individual targets, and the methods used for the selection of targets must also be considered. One justification for the ethical landscape is the reduced amount of collateral damage relative to other forms of strike. Real time eyes on target allow last-minute decisions and monitoring for unintended victims, and precise tracking of the target through multiple systems allows further refinements of proportionality. However, this is of little benefit if the definition of “targets” is itself flawed and encompasses noncombatants and unconnected civilians. This monograph provides a number of specific recommendations intended to ensure that the benefits of drone warfare are weighed against medium- and long-term second order effects in order to measure whether targeted killings are serving their intended purpose of countering terrorism rather than encouraging and fueling it.

16. The Human Terrain System: Operationally Relevant Social Science Research in Iraq and Afghanistan

The Human Terrain System embedded civilians primarily in brigade combat teams (BCTs) in Iraq and Afghanistan between 2007 and 2014 to act as a collection and dispersal mechanism for sociocultural comprehension. Set against the backdrop of the program’s evolution, the experiences of these social scientists clarifies the U.S. Army’s decision to integrate social scientists at the tactical level in conflict. Based on interviews, program documents, material from Freedom of Information Act requests, and secondary sources, this book finds a series of limiting factors inhibiting social science research at the tactical level, common to both Iraq and Afghanistan. Complexity in integrating civilians into the military decision-making cycle, creating timely research with a high level of fidelity, and making granular research resonate with brigade staff all contributed to inhibiting the overall effect of the Human Terrain System. Yet, while high operational tempo in contested spaces complicates social science research at the tactical level, the author argues that there is a continued requirement for a residual capability to be maintained by the U.S. Army.

17. Strategic Insights: Will the Russians Escalate in Syria?

In an unexpected effort to protect a key Middle Eastern ally, the Kremlin intervened in Syria with military forces in late September 2015. This effort was undertaken to protect the Bashar Assad regime from Islamist and secular rebels now threatening his regime. Moscow initiated this action with a limited force that may be primarily designed to prevent Assad’s ouster but does not have the capabilities to help him retake large tracks of the country from the rebel groups that are now holding them. The Russian leadership made the decision to use military units in Syria at some political cost, aware that it was poisoning relations with many conservative anti-Assad Arabs and complicating its troubled relationship with Western powers.1 At some point, the Russians will have to consider the questions of how well these efforts have met their goal of bolstering the regime and what will be their next moves. They may also be rapidly faced with pressure to escalate their commitment to support the regime, if current actions do not produce meaningful results. They may also learn the painful lesson of other great powers, that military intervention in the Middle East is often much more problematic than national leaders initially expect.

Abstract:
The Chinese government conducted a military parade to commemorate the “70th Anniversary of the Victory of the Chinese People’s War of Resistance Against Japanese Aggression and the World Anti-Fascist War” on September 3, 2015. Although Chinese President Xi Jinping uttered “peace” 18 times in his brief opening remarks and Chinese government propaganda flooded China’s media with massive unqualified praise afterward, this show of force was by no means a blessing for peace. On the contrary, it arguably will cast a shadow over China’s outreach in the Asia-Pacific region for years to come.

Abstract:
Armed unmanned aerial vehicles—combat drones—have fundamentally altered the ways the United States conducts military operations aimed at countering insurgent and terrorist organizations. Drone technology is on track to become an increasingly important part of the country’s arsenal, as numerous unmanned systems are in development and will likely enter service in the future. Concerned citizens, academics, journalists, nongovernmental organizations, and policymakers have raised questions about the ethical consequences of drones and issued calls for their military use to be strictly regulated. This level of concern is evidence that the future of drone warfare not only hinges on technical innovations, but also on careful analysis of the moral and political dimensions of war. Regardless of whether drones are effective weapons, it would be difficult to sanction their use if they undermine the legitimacy of U.S. military forces or compromise the foundations of democratic government.

The recently published National Military Strategy emphasizes the unpredictability of the global security environment. According to General Dempsey, “global disorder has significantly increased while some of our comparative military advantage has begun to erode. We now face multiple, simultaneous security challenges…” General Odierno echoes this concern by pointing to the “increased velocity of instability,” and emboldened potential adversaries that have “magnified the risk to U.S. interests around the world.” Responding to this period of geopolitical uncertainty demands thoughtful and careful analysis of a wide array of strategic issues. The Strategic Studies Institutes’ (SSI) annual Key Strategic Issues List (KSIL) addresses this need by providing a list of high-priority topics organized to support the Army's most important strategic objectives, issues that must be addressed to ensure the Army of 2025 and beyond will continue to meet the needs of the nation. Part I of the KSIL lists the Chief of Staff of the Army’s top five topics, all five of which will be addressed as integrative research projects by the US Army War College. Part II, “Priority Research Areas,” is a compilation of critical topics developed by the Army War College and Commands and organizations throughout the Army. Cyberspace operations have a far-reaching, permanent impact on military operations. At the conceptual level, the U.S. Department of Defense (DoD) now recognizes five warfighting domains: land, maritime, air, space, and cyber.1 While there are examples of how cyberspace support to military operations have advanced over the past decade, one gap has not been addressed in detail—operational planning. It is clear that in U.S. military operations, the land, maritime, air, and space domains rely heavily on cyberspace. Therefore, cyberspace operations must be viewed in the context of all domains and be included as part of the overall operational scheme of maneuver. For if a commander postures his or her command to fight an adversary in the first four domains but ignores cyberspace, not only will that commander have ceded the cyberspace domain to the adversary, but the adversary can then proceed to undermine that commander’s effectiveness in the other four domains.

The Army has been involved with space-based military operations for well over a half-century. During this time, space operations have changed from a realm exclusive to scientists and engineers, to highly classified activities largely unknown to the general population, to the unveiling of space-based communication, imagery, surveillance, and environment capabilities that have become a foundation for all modern warfare. Today, such support is so ingrained into daily operations that most soldiers, sailors, airmen, and marines assume it has been, and always will be, available for their use. But with such reliance comes vulnerability that potential adversaries may try to exploit. The evolution of Army space operations is well documented in many sources, thus this monograph serves not as a comprehensive history or detailed critique of the myriad accomplishments. Abstract:
China and Russia have engaged in an increasing number of joint exercises in recent years. These drills aim to help them deter and, if necessary, defeat potential threats, such as Islamist terrorists trying to destabilize a Central Asian government, while at the same time reassuring their allies that Russia and China would protect them from such challenges. Furthermore, the exercises and other joint Russia-China military activities have a mutual reassurance function, informing Moscow and Beijing about the other’s military potential and building mutual confidence about their friendly intentions toward one another. Finally, the joint exercises try to communicate to third parties, especially the United States, that Russia and China have a genuine security partnership and that it extends to cover Central Asia, a region of high priority concern for Moscow and Beijing, and possibly other areas, such as northeast Asia. Although the Sino-Russian partnership is limited in key respects, the United States should continue to monitor their defense relationship since it has the potential to become a more significant international security development.

The authors advocate the integration of process improvement methods into future Defense Support of Civil Authorities (DSCA) operations. They briefly discuss alternative process improvement strategies and their current state of employment in a variety of DoD programs. Methods discussed include Lean Six Sigma, Total Quality Management, and Capability Maturity Models, the utility of such methods is demonstrated, and the value in applying process improvement methods to DSCA operations is articulated. Three recommendations are given to demonstrate how a usable process maturity model can be built and employed for future operations. The monograph concludes by reaffirming the inherent utility of, and advocating for, process improvement techniques as a way to mature future DSCA operations using the dual status commander arrangement.

To define future threat is, in a sense, an impossible task, yet it is one that must be done. The only sources of empirical evidence accessible are the past and the present; one cannot obtain understanding about the future from the future. The author draws upon the understanding of strategic history obtainable from Thucydides’ great History of the Peloponnesian War. He advises prudence as the operating light for American definition of future threat, and believes that there are historical parallels between the time of Thucydides and our own that can help us avoid much peril. An analysis of weapons-based confidence-building measures shows how academics can work together to self-police their research for national security implications, socialize new members of the academic community into the importance of considering security issues, and develop and disseminate norms regarding what is and is not a moral and ethical use of these technologies. It may be possible for academics and policymakers to come together to work for a ban or build-down on cyber weapons patterned on international efforts to ban chemical and biological weapons and implement export regimes to control the export of code which may form the components of cyber weapons. If we conceptualize cyberspace as territory, we can also learn from the example of territorially-based confidence-building measures such as those implemented along the Indo-Pakistan border. This approach stresses the importance of developing notification procedures to prevent misperceptions and the escalation spiral, as well as communicating regularly to establish trust between all parties. The case studies presented here illustrate the promises and pitfalls of each approach and offer valuable warnings to policymakers seeking to implement such measures in cyberspace. They show what happens when not everyone in a regime is equally committed to a specific outcome by illustrating the difficulties of monitoring compliance in confidence-building regimes, and show the ways in which doctrines and confidence-building measures may not be perfectly aligned.

The North Caucasus region has been a source of instability for the past several centuries. Most recently, Chechen aspirations to achieve full independence after the break-up of the Soviet Union led to two disastrous wars. While the active phase of the Chechen conflict ended in 2000 – more than a decade ago—the underlying social, economic, and political issues of the region remain. A low-level insurgency continues to persist in the North Caucasus region, with occasional terrorist attacks in the Russian heartland. There are few reasons to expect any substantial improvement in the situation for years to come. Chechnya functions as a de facto independent entity; Islamist influence in Dagestan is growing, terror attacks continue, and the rest of the North Caucasus requires massive presence of Russian security services to keep the situation under control. Preventing the North Caucasus from slipping back into greater instability requires tackling corruption, cronyism, discrimination, and unemployment—something the Kremlin has so far not been very willing to do. “Small wars” in the Caucasus resonated as far away as Boston, MA, and more international attention and cooperation is necessary to prevent the region from blowing up.

The monograph is comprised of four main sections: Characterization. This section provides the notional foundation necessary to avoid any devolution of the analysis to mere semantic arguments. It presents how cyberspace is defined and characterized for this discussion, as well as how this compares to existing concepts of the traditional domains of land, sea, air, and space. Also, it identifies some of the unique technical challenges that the cyberspace domain may introduce into the process of distinguishing acts of war. Assessment Criteria. This section explores the de jure and the de facto issues involved with assaying cyber incidents to determine if they represent aggression and possible use of force; and, if so, to what degree? It reviews the traditional legal frameworks surrounding military action to include the United Nations (UN) Charter and the Law of Armed Conflict. It also examines how these compare to the recently published Tallinn Manual on the International Law Applicable to Cyber Warfare. From these sources, it proposes a cyberspace incident assessment methodology. Policy Considerations. Having identified viable criteria to aid with the assessment of cyber-space incidents, this section looks at the policy considerations associated with applying such principles. First, it examines the relevant U.S. strategies; next, it investigates the strategies of other key countries and international organizations and how they compare to U.S. tenets; and finally, it evaluates how nonstate actors may affect U.S. deliberations. Courses of Action. This section examines the influences that course of action development and implementation may have on the assessment of cyberspace incidents. It first looks at the President's role as the primary decisionmaker in U.S. national matters regarding cyber-space. It then surveys key influences affecting subordinate decisionmakers and their staffs that may be advising the Commander-in-Chief: reliable situational awareness, global and domestic environment considerations, and options and their related risks and potential consequences.

Current trends in defense thinking show signs of being influenced by the notion that preparing for one form of war has brought about another. We find evidence of this notion in a number of official speeches, the 2008 National Defense Strategy, and the 2010 Quadrennial Defense Review Report. It is captured in the almost routine claim that America's superiority in conventional warfare is so great that it is driving our adversaries toward irregular methods. All of these examples share the basic assumption that we are now fighting (and will likely continue to fight) conflicts for which we have not prepared—precisely because we have not prepared for them. Thus, the modern complement—a preparation paradox—to the old Latin adage “If you want peace, prepare for war,” might well be “If you want one kind of war, prepare for another.”

The purpose of the Army's Ethic is stated clearly in Field Manual (FM) 1, The Army . It is “to maintain [the Army's] effectiveness.” The implication is as clear as it is true—without such an ethic, the Army cannot be effective at what it does. As is well-documented in the literature of professions, their ethics provide the primary means of social direction and control over their members as they perform their expert duties, often under chaotic conditions. For the Army profession, its evolving expert knowledge in the moral-ethical domain is what enables the profession to develop individual professionals—Soldiers and their leaders—to fight battles and campaigns “effectively and rightly,” as expected by the client the profession serves. Without such good, right, and just application of its expertise, the Army will lose its lifeblood—the trust of the American people.

Raise the issue of Pakistan's nuclear program before almost any group of Western security analysts, and they are likely to throw up their hands. What might happen if the current Pakistani government is taken over by radicalized political forces sympathetic to the Taliban? Such a government, they fear, might share Pakistan's nuclear weapons materials and know-how with others, including terrorist organizations. Then there is the possibility that a more radical government might pick a war again with India. Could Pakistan prevail against India's superior conventional forces without threatening to resort to nuclear arms? If not, what, if anything, might persuade Pakistan to stand its nuclear forces down? There are no good answers to these questions and even fewer near or mid-term fixes against such contingencies. This, in turn, encourages a kind of policy fatalism with regard to Pakistan.

45. "Making Riflemen from Mud": Restoring the Army's Culture of Irregular Warfare

Prior to World War II, the Army had a deeply ingrained facility with and acceptance of what we now term unconventional warfare—raising, training, advising, and cooperating with tribal militias, local paramilitaries, and other non-state armed groups. This culture of irregular warfare was attributable to nearly 300 years of American military tradition from the colonial period until 1941, including extensive experience in cooperating with Native American tribes and individual scouts during the expansion of the western frontier. These traditions of unconventional war reached maturity in the years of fighting on the western plains after the Civil War, and were given ultimate expression in the creation of the Philippine Scouts at the beginning of the 20th century. Since World War II, the wider military has lost this expertise in and comfortable familiarity with unconventional operations, with the Special Operations community taking on the sole proprietorship of this role. Given the variety of political environments in which today's conventional soldiers may find themselves and the current nature of conflicts ongoing and likely to occur in the world, the Army culture as a whole can and must readapt itself to the new old realities of irregular war.

Al-Qaeda plays a leading role in the larger movement of global jihad, a splinter faction of militant Islamism intent on establishing its vision of strict Islamic rule in the Muslim world through armed action. Global jihadis have spent more than 40 years refining their philosophy, gaining experience, building their organization, and developing plans to reestablish what they see as the only true Islamic state on earth. The September 11, 2001 (9/11), attacks set this plan in motion.

Abstract:
This paper focuses on the interrelationship among national interests, stated ends, means to achieve those ends, and the strategies required to tie all of them together into a cohesive and effective vision for the commitment of U.S. forces. The introduction addresses the current U.S. debate regarding proposed actions in the Iraq War and postulates that the lack of true strategic discussion, particularly by our national leadership who instead prefer to focus on far less appropriate discussions such as tactics and techniques, inhibits the development of a comprehensive and effective overarching vision and ultimately is to blame for the setbacks that the U.S.-led coalition has experienced in Iraq. This lack of strategic foresight, however, is not surprising and has become endemic to American foreign policy since the end of the Cold War. The fact that so much of U.S. post-Cold War foreign policy involves interventions merely exacerbates the difficulties a lack of strategic foresight engenders. The U.S. inability—or unwillingness—to connect strategic ends and appropriate means to accomplish clearly defined goals has occurred so often over the past 15 years that one could make a credible argument that it has become a disturbing and pervasive characteristic of the modern American way of war.

Abstract:
Preemption has been, and remains, a leading concept of this decade. But despite its ubiquity in public discourse and its policy relevance, it is a source of great confusion. The term is misused, in some cases deliberately one suspects, but it must be admitted that strategic theorists have offered very little worthwhile reading on the subject. This monograph clarifies the meaning of preemption and distinguishes it from prevention and precaution. It critically reviews the principal charges levelled against preventive warfare and uses that analysis to provide at least the bare bones of strategic theory, more strictly of an alternative to theory relevant to such warfare. The analysis concludes with a set of policy and strategy relevant implications for the United States.
