1. The Involvement of Civil Society Organizations in Arctic Governance

The Arctic is faced with growing environmental and geopolitical challenges, which require international governance involving a range of actors. Existing research has a limited understanding of the role played by civil society organizations (CSOs) in the emerging governance of the region. This SIPRI Insights paper has reviewed the existing literature and used novel survey data to analyse the involvement of CSOs in terms of their roles and their beliefs in Arctic governance. It finds that CSOs monitor agreements and push for regional accountability, support the implementation of policies, engage in advocacy work, support information sharing and provide input during geopolitical crises. It also finds that CSOs have weak levels of belief in the legitimacy of Arctic governance institutions, or in the appropriateness and impact of their governance of the region. Based on these findings, the paper makes recommendations for the further involvement of CSOs in Arctic governance.

2. Developing Good Practices in Export Control Outreach to the NewSpace Industry

Abstract:
NewSpace is changing the nature of the space industry, exacerbating missile proliferation risks and posing challenges for the effective implementation of export controls. NewSpace companies develop, test, produce, use and market missile-related emerging and dual-use technologies, including small and micro launchers. One of the measures states can take to address these developments is to step up targeted outreach to NewSpace actors, raising awareness of such risks to strengthen compliance with export controls and foreign direct investment (FDI) screening mechanisms. Key elements of an effective outreach strategy for the NewSpace sector include tailored use of established outreach tools, mapping stakeholders, incentivizing participation in outreach activities, consistently engaging with launch vehicle manufacturers, inter-agency cooperation and raising awareness of FDI-related risks. The Missile Technology Control Regime, the Hague Code of Conduct and the Wiesbaden Process provide multilateral forums through which states can begin sharing experiences and develop good practices for outreach to the NewSpace industry.

3. Five Urgent Questions on Ecological Security

Abstract:
The increasing pressure of ecological disruption on people and on security means that ideas and policy on peace and security must increasingly address the need for ecological security. This paper poses five research questions concerning: (a) amplification of antimicrobial resistance (pathogens that are increasingly drug-resistant); (b) the physiological consequences of pollution; (c) the loss of nature’s contribution to people’s well-being; (d) local and regional ecological tipping points; and (e) detrimental organisms and processes that thrive in the rapidly changing planet. Each question has a human health dimension, with likely socio-economic impacts and effects on behaviour, as well as potential effects on security and political stability. Understanding these issues is essential if appropriate responses are to be developed. More research is needed in both the natural and the social sciences, with interdisciplinary work that is in close contact with the policy world. The situation is urgent and policy responses cannot wait until all the answers are known and uncertainty has been fully eliminated.

4. Integrating Gender Perspectives into International Humanitarian Law

International humanitarian law (IHL) aims to limit the impacts of armed conflict through rules and protections. However, while IHL seemingly accords protection to ‘all persons’, it may fail to do so, especially on the basis of gender. In turn, failure to include gender perspectives in IHL can result in inaccurate assessments of civilian harm. This paper explores the missing gender perspectives in IHL and proposes that they be integrated with intersectional considerations. The paper first examines inherent gender bias in the wording of certain IHL rules, highlighting several issues including gender essentialism, limited distinction between sex and gender, and the need to overcome a binary approach to gender to ensure adequate protections for the LGBTQIA+ community. The paper also examines key rules of IHL which are particularly sensitive to bias in interpretation and application, including certain rules on weapons, the rules guiding the conduct of hostilities, and obligations to provide legal advice and legal training to the armed forces. Finally, the paper concludes with action points to more effectively integrate intersectional gender perspectives into IHL.

5. Mapping Pathways for Peace through the Composition of Official Development Assistance

Mapping the changing composition of official development assistance (ODA) against peace and conflict patterns in recipient countries over time can enhance the understanding of how pathways to peace look like in practice. This working paper presents empirical findings from more comprehensive research into the composition of ODA across aid recipient countries in the period 1990–2020. ODA is broken down into humanitarian, development and peacebuilding aid components. While development assistance is found to dominate across all types of country contexts, and the humanitarian share tends to be larger during conflict, peacebuilding assistance varies by conditions in countries. Post-conflict countries that avoid conflict relapse receive significantly higher shares of peacebuilding aid compared to post-conflict countries that relapse. A ternary graph is introduced to strategically track the composition of the total ODA envelope at the country level during different time periods. The findings suggest that a more effective future deployment of ODA for the advancement of peace and stability is possible.

6. The Social Side of Climate Change Adaptation: Reducing Conflict Risk

In developing countries, the effects of climate change interact with factors such as underdevelopment, high dependence on natural resource-based livelihoods, inequality, weak state institutions and marginalization to increase the risk of insecurity and violent conflict. Along with sustainable development and climate change mitigation, climate change adaptation is another key entry point for addressing climate-related security risks. However, key social factors that could positively influence adaptation outcomes and ultimately mitigate climate-related security risks are often overlooked. This SIPRI Policy Brief offers insights into the importance of social capital for facilitating climate change adaptation and preventing and resolving natural resource-related communal conflict in developing countries. The policy brief recommends: (a) improving trust between communities and governments through collaborative processes for knowledge exchange, setting priorities and determining appropriate climate change adaptation practices; and (b) increasing knowledge of climate change among traditional and local leaders to strengthen local conflict resolution mechanisms.

Post-shipment on-site inspections and international assistance in physical security and stockpile management (PSSM) have different scopes and objectives. On-site inspections allow exporting states to check exported military materiel to ensure that the importer is complying with its commitments, while PSSM assistance aims to improve states’ weapons and ammunition management systems. However, both instruments allow foreign specialists to visit a state’s weapons and ammunition storage facilities and enable information gathering to assess their integrity and identify possible diversion risks. This SIPRI Policy Brief highlights how building informal linkages between these instruments, especially with regard to states and actors that conduct inspections and are involved in funding or implementing PSSM assistance, could contribute towards establishing more comprehensive forms of post-shipment cooperation. In addition, applying lessons learned from PSSM assistance in terms of gaining access to states’ facilities, cooperating with the beneficiary importing states, and identifying limitations and opportunities associated with the use of tracking technologies could help to address some of the challenges encountered when conducting on-site inspections. PSSM assistance programmes could also include modules to raise awareness about on-site inspections and be a source of expertise that could assist states when implementing these controls.

Among the key tools that states that export arms and military equipment can adopt to help to prevent and mitigate the diversion of military materiel are post-shipment on-site inspections. These inspections involve the exporting state requiring and conducting physical checks on previously authorized and transferred military materiel on the territory of the importing state. In the past decade a growing number of states have adopted and implemented this policy tool. In addition, some multilateral bodies and instruments—including forums connected to the 2013 Arms Trade Treaty, the European Union and the United Nations—have been used to exchange views on the use of post-shipment on-site inspections and to develop related good practice guidelines. The wider use of post-shipment on-site inspections could help to prevent diversion of military materiel and reduce the human suffering that this generates, but several barriers and challenges appear to be blocking their broader adoption. This SIPRI Policy Paper reviews these barriers and challenges, and summarizes the steps that have been taken at the national level to address them. The paper then examines the steps that have been taken and that could be taken at the multilateral level to expand discussion about post-shipment on-site inspections and help to support those states that are considering adopting this policy tool. For each step, the policy paper presents a series of recommendations that could be taken forward by states, research institutes, or the executives or secretariats of relevant multilateral instruments or bodies.

Abstract:
The prospects for nuclear arms control appear dim following Russia’s invasion of Ukraine. Instead of continued reliance on nuclear deterrence, the resulting new awareness of nuclear risks should inform bold nuclear disarmament measures in the long term. Drawing on previous debates on ‘minimal nuclear deterrence’, this paper argues that nuclear deterrence is possible at low numbers, and hence reliance on nuclear deterrence is not an obstacle to significant progress in nuclear disarmament. In particular, there is scope for reducing the vast Russian and United States nuclear arsenals, which risk planetary-scale destruction and stand in the way of multilateral nuclear disarmament. At the same time, recent military-technological evolution has raised the bar for minimal nuclear deterrence by questioning the survivability of nuclear forces. In addition to making recommendations on how to address such strategic challenges, the paper addresses some conceptual dilemmas traditionally associated with minimal nuclear deterrence.

10. Chronic Crisis Financing? Fifty Years of Humanitarian Aid and Future Prospects

Abstract:
This study maps trends of humanitarian funding in the context of total aid at the country level between 1969 and 2019 and estimates how these trends will change in the future. Historical trends show that the composition of aid has changed significantly in the last two decades: the humanitarian share of total aid to countries has increased from approximately 5 per cent in the 1990s to 23 per cent in 2019. Humanitarian aid was originally intended to respond to short-term emergencies, however, most of today’s humanitarian financing goes to protracted situations. Today many countries receive high levels of humanitarian assistance for a decade or longer, referred to in this paper as ‘chronic’ crises. More than half of total global humanitarian assistance (59 per cent) in the decade 2010–19 went to chronic crises, typically synonymous with conflict-affected, fragile and refugee-hosting settings. These chronic crises have become more prevalent since 1995. Conservative forecasts suggest that 71 per cent of humanitarian assistance over the next decade will continue to go to countries receiving high levels of assistance today. The study concludes with open questions to policymakers regarding the use of the humanitarian financing instrument. In chronic crisis settings, the strategic balance between humanitarian, development and peacebuilding financing and the interplay between these financing streams deserves attention.

Gender is a traditionally under researched dimension in scholarship on climate and security. However, as recent research has noted, it is a variable that cannot only shape how different groups of individuals are affected by climate-related security risks. Gendered norms and power structures can also increase or mitigate the likelihood of climate-related security risks. This SIPRI Insights contributes to the growing body of research on gender, climate and security by analysing the gender dimensions of the four pathways of climate insecurity featured in past SIPRI studies: (a) livelihood deterioration, (b) migration and changing mobility, (c) tactical considerations of armed groups and (d) elite exploitation and resource mismanagement. It reviews literature to highlight how gender can influence resilience and risk for different groups of men and women within the pathways. Where relevant, it also discusses how gender may serve as an instigating factor for the respective pathways. The paper stresses the need to critically understand the different and interlinked experiences of diverse groups of men and women in the pathway contexts and to ensure equal leadership and participation of all affected groups in addressing climate-related security risks.

12. Pathways for Reducing Military Spending in Post-civil Conflict Settings

High military spending is a common and consequential legacy of civil conflict. Reducing military spending can yield valuable economic gains and further contribute to the recovery of post-civil conflict societies. However, little is known about the conditions that enable military spending reductions in a conflict’s aftermath. This SIPRI Insights on Peace and Security tackles this issue and provides a comparison of post-civil conflict conditions and military burden—military spending as a share of gross domestic product—outcomes. It builds on a comparative analysis of 19 post-civil conflict episodes between 1970 and 2020, as well as three detailed case studies, to identify common pathways to post-civil conflict military burden reductions. This research finds that reductions in military burden usually follow peace agreements that encompass trustworthy and legitimate verification mechanisms, the strengthening of institutional means to resolve grievances, and improvements in relations with neighbouring countries.

13. Considering the Future of Gender and Peace Operations: Strategic Debates and Operational Challenges

The women, peace and security (WPS) agenda in peace operations has had myriad successes as well as setbacks in implementation. The rise of ‘gender-sensitive’ or ‘gender-responsive’ approaches to peacekeeping signals progress in policy language, but in practice peacekeepers can struggle to comprehensively implement gender analyses or deliver on WPS tasks. Based on a review of existing academic and policy literature, this paper identifies five strategic debates central to WPS agenda implementation: participation beyond numbers, men’s roles, defining ‘gender’, balancing gender ‘inside and outside the fence’, and non-traditional security challenges. It then identifies six key operational challenges to implementation: resourcing, accountability, recruitment barriers, scale, siloing versus mainstreaming, and securitization. With the approach of the 25th anniversary of the WPS agenda in 2025—possibly the most significant yet for the integration of gender and peace operations—stakeholders should step up efforts to ensure the sustainability of the agenda’s implementation in line with its most progressive reading.

Despite growing interest among development actors to integrate links between the environment, climate, peace and security into their policies and activities, practical approaches to addressing environment-related security risks are lagging behind awareness at policy level. This policy brief provides insights into how donors can incentivize implementing organizations to further develop and apply these practical approaches. It recommends support that: (a) facilitates engagement between implementing organizations and local communities, and prioritizes local knowledge and solutions; (b) builds new partnerships between implementing organizations from both the environment or climate side and the security or peacebuilding side; (c) enables the sharing of good practices and lessons learned on how to address environment-related security risks at various levels; (d) promotes the inclusion and prioritization of environment–security links in country-level policies; and (e) is more flexible in implementation, as well as engages in long-term commitments and funding.

The Missile Technology Control Regime (MTCR) is a cornerstone of the non-proliferation architecture for missiles and other uncrewed aerial vehicles. However, geopolitical and technical developments and operational challenges threaten the regime’s effectiveness and create a need for reform in several areas. The MTCR partners should develop a clear strategy for determining if and how to expand MTCR membership. To increase the number of adherents, partners should pursue reinforced outreach and expand and promote the benefits offered. By improving the transparency of its procedures and deliberations, the regime can make them more understandable for non-partners. The partners can also improve the MTCR’s legitimacy by emphasizing that it provides public goods and helps states to meet their international obligations. The regime can also address the challenges of emerging technologies by focusing on technical deliberations and sharing information and good practices. Through all this, the MTCR must ensure its continued functioning in the face of geopolitical tensions and armed conflict between partners.

This SIPRI Policy Brief is intended to inform the various national processes currently underway that are connected to the adoption and implementation of on-site inspections as well as ongoing discussions within the Arms Trade Treaty about their role in helping to prevent diversion of military materiel. The brief examines the concerns raised and challenges encountered by states in connection with adopting, requiring, and conducting on-site inspections and provides examples of practices that have been used in response. The brief also outlines how on-site inspections can be adopted and deployed in ways that help to promote cooperation between exporters and importers in preventing diversion of military materiel.

A stocktaking exercise conducted by SIPRI has resulted in the elaboration of a series of policy options to further strengthen five aspects of the treaty: its scope, the application of its prohibitions and the risk-assessment criteria, its processes and forums, promotion of its universalization, and support for states’ implementation. Taken together, these proposed measures represent a menu of options for ATT stakeholders.

18. Climate-related Security Risks in the 2020 Updated Nationally Determined Contributions

Nationally determined contributions (NDCs) are the central instrument for states to communicate their con­tribution to the 2016 Paris Agreement on climate change and reflect their wider approach to climate mitigation and adaptation. This SIPRI Insights paper analyses how the 2020 updated NDCs (16 submissions as of October 2020) discuss climate-related security risks and compares them with 2015. It finds that climate change is mainly seen as a risk to socio-economic development and human security and almost never as a risk to societal stability or the functioning of the state. The assessment of risks in NDCs largely focuses on direct climate impacts. This suggests that countries are currently not considering the risks from indirect climate impacts, including those that cross national borders, or the unintended adverse con­sequences of adaptation or mitigation responses. Going forward, countries will need to take account of the multi­faceted and transboundary character of climate risks in their NDCs in order to meet global expectations and goals.

Compliance with international humanitarian law (IHL) is recognized as a critical benchmark for assessing the acceptability of autonomous weapon systems (AWS). However, in certain key respects, how and to what extent existing IHL rules provide limits on the development and use of AWS remains either subject to debate or underexplored. This report aims to help states form and express their views on the legal provisions that already do, or should, govern the development and use of AWS, particularly with respect to the required type and degree of human–machine interaction. It maps (a) what limits IHL already places on the development and use of AWS; (b) what IHL demands from users of AWS to perform and satisfy IHL obligations, whether the obligations are of a state, an individual or both; and (c) threshold questions concerning the type and degree of human–machine interaction required for IHL compliance. In its findings and recommendations, the report does not pre-judge the policy response that should regulate AWS. Instead, it aims to provide an analytical framework for states and experts to assess how the normative and operational framework regulating the development and use of AWS may need to be clarified and developed further.

The rate at which states are joining the 2013 Arms Trade Treaty (ATT) has naturally slowed. Universalization efforts have been carried out through a variety of different frameworks, both within the ATT regime—including the Working Group on Treaty Universalization (WGTU), a sponsorship programme and the Voluntary Trust Fund (VTF)—and by the United Nations, regional organizations and civil society. Universalization of the ATT contributes to the development of standards and norms in the international arms trade. If a party flouts the treaty’s require­ments, it undermines the treaty and makes universal­ization less meaningful. Thus, universalization means both expanding the number of states parties and ensuring that they live up to their obligations. This is one of a series of five papers that are being produced as part of a wider project aimed at taking stock of specific aspects of the ATT—its scope, the application of the risk-assessment criteria, its processes and forums, universalization efforts, and international assistance to support ATT implementation.

The scope of the 2013 Arms Trade Treaty (ATT) refers to the conventional arms, ammunition/munitions, and parts and components that are covered by the treaty. ATT stakeholders are providing guidance and assistance for states parties to implement provisions on scope contained in Articles 2–5 of the Treaty. ATT Article 17(4) provides for the Conference of States Parties (CSP) to review the treaty’s scope to take into account relevant technological developments in the field of conventional arms. Now is an opportune moment to explore mechanisms to review the scope of the Treaty to keep it in line with, at least, the coverage of the United Nations Register of Conventional Arms (UNROCA). This is one of a series of five papers that are being produced as part of a wider project aimed at taking stock of specific aspects of the ATT—its scope, the application of the risk-assessment criteria, its processes and forums, universalization efforts, and international assistance to support ATT implementation.

Abstract:
The 2013 Arms Trade Treaty (ATT) has a number of attached processes and forums that are aimed at enabling and promoting both the effective implementation of the treaty by states parties and its further universalization. In order to operate effectively these processes and forums need to be designed and operated in ways that reflect the ATT’s unique status as a trade treaty with a core humanitarian objective. The ATT states parties must consider the current support architecture and the challenges that it faces. These include effectively transitioning from a negotiation to an implementation framework; avoiding inherent risks to the treaty’s objective; implementing the risk-mitigation clause; maintaining the balance between exporters and importers; preserving transparency; and implementing possible good practice options. This is one of a series of five papers that are being produced as part of a wider project aimed at taking stock of specific aspects of the ATT—its scope, the application of the risk-assessment criteria, its processes and forums, universalization efforts, and international assistance to support ATT implementation.

Abstract:
The provision of international assistance is key to achieving the effective implementation of the 2013 Arms Trade Treaty (ATT). Assistance instruments include the ATT’s own Voluntary Trust Fund (VTF), mechanisms established by the United Nations and the European Union (EU), and efforts by other international and regional organizations and non-governmental organizations (NGOs). The donors, implementers and ATT states parties should reflect on the role played by the assistance instruments in improving implementation of the treaty. To strengthen the role of international assistance in supporting implementation of the ATT, the ATT Secretariat and ATT-related processes and assistance programmes should enhance the sustainability and effectiveness of assistance efforts and further improve coordination. This is one of a series of five papers that are being produced as part of a wider project aimed at taking stock of specific aspects of the ATT—its scope, the application of the risk-assessment criteria, its processes and forums, universalization efforts, and international assistance to support ATT implementation.

Abstract:
A central element of the 2013 Arms Trade Treaty (ATT) is the risk-assessment criteria in articles 6 and 7. The flexibility in the wording of the two articles has required efforts to reach common interpretations of the criteria in order to lessen the scope for different assessment outcomes. These efforts, as well as improved and aligned national practices, will enhance the treaty’s long-term impact. While there are limits to how far some states parties will want to go, there is a genuine preparedness to look at ways to increase the effectiveness of the ATT that should be encouraged and supported. This is one of a series of five papers that are being produced as part of a wider project aimed at taking stock of specific aspects of the ATT—its scope, the application of the risk-assessment criteria, its processes and forums, universalization efforts, and international assistance to support ATT implementation.

Abstract:
The SIPRI Lecture is an annual event focusing on major themes in peace and security. The event provides a platform for prominent global thought leaders sharing the values underpinning SIPRI, its research and other activities. The third SIPRI Lecture, which was held virtually on 24 May 2021, was delivered by HE Dr Madeleine Albright and focused on the theme of ‘Democracy in a Post-Covid World’. The lecture highlighted ways in which the Covid-19 pandemic and its aftershocks have transformed the world. It also stressed the importance of placing democratic values and international cooperation at the centre of any post-pandemic strategy to create a more secure, stable, healthy and prosperous world.

Abstract:
Additive manufacturing (AM) has become an attractive production technology for the aerospace sector, particularly in the area of missiles, space launch vehicles and uncrewed aerial vehicles (UAVs). Modern AM techniques—often referred to as 3D printing—create objects from feedstock materials such as metallic powders by building them up from the first to the last layer in an iterative process of depositing and fusing layers of material. AM is being used to produce a growing range of components for missiles and UAVs. AM has been recognized to pose a growing proliferation threat and a challenge to existing export controls. The Missile Technology Control Regime (MTCR) has been discussing AM since at least 2013 and seeks to update and harmonize the export controls of the participating states to mitigate the risks posed by AM and ensure the effectiveness of export controls. The export controls prescribed by the MTCR and some of the other regimes already create controls on AM. However, many of these controls are based on overlaps rather than control list items that cover AM by design and may not ensure adequate coverage. This report provides a short introduction to modern AM techniques and describes a range of specific applications of AM in missiles and other delivery systems. It discusses the proliferation risks posed by AM and the engineering and organizational considerations that have to be weighed against the technical capabilities of AM. It analyses the application of export controls to AM, primarily under the MTCR, by discussing controls on AM production equipment; feedstock materials; transfers of technology and technical assistance; and catch-all controls. The report concludes by outlining key measures through which the MTCR could strengthen its efforts to address AM and the proliferation risks and challenges to export controls it poses.

Abstract:
United Nations Security Council Resolution 1325 (2000) on Women, Peace and Security stresses the importance of women’s full and equal participation in all efforts towards maintaining and promoting peace and security, including peace operations. More than 20 years after the resolution was adopted, some progress has been achieved in improving women’s representation in multilateral peace operations, but there are still gaps to fill. Specific achievements include the UN and the Organization for Security and Co-operation in Europe (OSCE) launching gender parity strategies and establishing specific targets for women’s participation in their respective personnel. At the same time, the European Union (EU) affirmed its political commitment by increasing women’s representation in Common Security and Defence Policy (CSDP) missions. This booklet provides a data-driven analysis of UN peace operations, OSCE field operations and EU CSDP missions and operations. It uses data visualizations to provide annual snapshots and averages of women’s representation in leadership roles, overall personnel numbers and member state contributions. The booklet supports the efforts of multilateral organizations and their member states to increase the representation of women in peace operations. Having a richer, data-oriented picture of women’s participation in peace operations will help multilateral organizations to identify gender-parity strategies. Finally, it enhances transparency and provides insights into recent trends and developments in peace operations.

28. Trends in World Military Expenditure, 2020

Abstract:
World military expenditure in 2020 is estimated to have been $1981 billion, the highest level since 1988—the earliest year for which SIPRI has a consistent estimate for total global military spending. World military expenditure in 2020 was 2.6 per cent higher in real terms than in 2019 and 9.3 per cent higher than in 2011. The global military burden—world military expenditure as a share of global gross domestic product—rose by 0.2 percentage points in 2020, to 2.4 per cent. This increase was largely due to the fact that most countries in the world experienced severe economic downturns in 2020 related to the Covid-19 pandemic, while military expenditure continued to rise overall. This Fact Sheet highlights the regional and national military expenditure data for 2020 and trends over the decade 2011–20. The data is from the updated open-access SIPRI Military Expenditure Database, which provides military spending data by country for the years 1949–2020.

Abstract:
Failing food systems and the resultant increasing world hunger are among the most pressing issues of our time. With 155 million people acutely food insecure and nearly 30 million people on the verge of starvation in 2020, the world is far off track to achieve the United Nations’ Sustainable Development Goal 2 (Zero Hunger) by 2030. Violent conflict remained the main driver of global hunger in 2020. Conflict has a direct negative impact on food systems and resultant levels of food security. Moreover, heightened food insecurity may create grievances that can escalate into instability and violent conflict. The increases in both acute food insecurity and violent conflict demand urgent and decisive action. The objectives of this three-part policy paper series are to emphasize the urgency of addressing the relationship between conflict and food insecurity and to point out existing opportunities to do so. This paper, the first in the series, aims, firstly, to inform policymakers of the intricate relationships between food security and violent conflict, secondly, to alert policymakers to the potential ability of food systems to contribute to peace, and then to highlight the action required to enhance this potential. The paper concludes with four recommendations intended to help guide more effective preventative and mitigating action to limit (and ultimately avoid) the long-term adverse consequences of violent conflict for food security and exploit food security’s potential to foster peace.
