Abstract:: This analysis is about the change in Israel’s security understanding. Israel is a country located in the Middle East surrounded by Arab regimes which were historically hostile to its very existence in the region. The unification of the Arab countries against Israel and the lack of an ally in the region created a constant fear in Israel. When it started having better relations with Egypt, Jordan, and Turkey, Israel ended its isolation and found partners in its immediate geography. Even when relations between Turkey and Israel took a turn for the worse, Israel continued to have Egypt and Jordan on its side.

Abstract:: This paper discusses EU-Turkey relations with a specific reference to regional developments in the Middle East after the Arab Spring. In the last decade, the Turkish government has tried to intensify Turkey's influence in the region. However, increasing activism in Turkey's foreign policy toward the region was not accompanied by a parallel commitment in its relations with the EU. In the meantime, the EU was caught unprepared by the Arab Spring in the middle of the Euro-zone crisis, and now its strategic interests are being threatened by regional instability. Both sides have been faced with the task of adapting their policies to the political transitions in the region. After an analysis of their contemporary regional policies, this article argues that even though their strategies are not totally in line with each other, Turkey follows the same objectives that the EU neighborhood policy has pursued towards the Middle East.

Abstract:: he recent book edited by A.C.S. Peacock and Sara Nur Yıldız, The Seljuks of Anatolia: Court and Society in the Medieval Middle East, demonstrates how a cognizance of historiography affords the ability to reexamine a historical period. The book, which emerged out of a workshop held in Istanbul in 2009, reinvigorates the study of the Seljuk Empire. Its authors, in order to compensate for the paucity of Muslim sources on medieval Anatolia, draw from a number of “untapped” sources such as Greek and Armenian texts, epigraphy, poetry and letters sent to the court. More significantly, they employ innovative frameworks that test standard perceptions of the Sultanate of Rūm (c. 1081 -1308) and emphasize its religious, cultural, and linguistic diversity. Thus, while the cited aim of the book is to “explore how court and society interacted and shaped one [an]other,” moving “beyond the more purely political history that has dominated to date” (p. 4), its larger purpose of questioning entrenched views of the Seljuk dynasty and medieval Anatolia, and the methods that it uses to offer up new avenues of research make this book a benchmark in the field.

Abstract:: The Arab Spring gave rise to a variety of transitions in the Middle East. Although initial developments in Tunisia and Egypt created optimism, tragic events in Egypt, Syria, Tunisia and elsewhere revived fears about a return to authoritarian governments, failed states and civil war. With no foreseeable change in the UN Security Council with regard to Syria, the country's neighbors, including Turkey, face the risk of instability. Although a recent agreement between the US and Russia marked a major step toward destrying the regime's chemical stockpile, it fails to address the conflict itself. As such, spillover effects continue to threaten Syria's neighbors. This paper highlights the critical nature of the situation and the international community's role in finding a solution.

Abstract:: Interest in Turkey and its foreign and security policies has grown significantly in the political and scholarly circles in the world, especially since the Justice and Development Party (Adalet ve Kalkınma Partisi – AKP) came to power with the November 2002 elections. The AKP's electoral success continued in the subsequent elections in 2007 and 2011 with an increasing percentage of votes, which was unprecedented in the history of the Turkish Republic. One particular reason why Turkey attracted much attention in the world was because, in its first years in power, the AKP was easily categorized, both in the media and in academia, mainly in the West, as an “Islamic” party with a hidden agenda that aimed at drifting Turkey away from its mainstream foreign and security policies that have long been anchored in the Western alliance, thereby turning Turkey's face toward the Middle East and the Islamic world beyond it.

Abstract:: THE CONTINUITIES, changes, ruptures, and transformation of Egyptian foreign policy have been analyzed from different angles. The changes in Egyptian foreign policy, in line with the Arab Spring and its transformative forces, were important for analysts, practitioners, and scholars working on both foreign policy and International Relations theory. Since the end of the Cold War, academia has become more receptive to the issues of the Middle East. However, in the last decade most work on the Middle East have revolved around a limited number of themes: ethnic/religious-based violence, the Arab/Palestinian-Israeli conflict, the Iranian nuclear issue, and problems related to Israel. Despite the prolific amount of literature on the foreign policies of Arab Middle Eastern countries, many of these works lack a theoretical analysis of the geostrategic positioning of these countries within the dynamics of international political power. Geostrategic positioning helps measure the possible weight of a country within the existing interna-tional and regional system, which leads to the analysis of what role a country can play in international politics. Mehmet Özkan's book is a timely addition to this literature with its in-depth analytical historical analysis and theoretical angle.

Abstract:: The end of the Cold War marked the end of adversary patterns of alignment in the Middle East, and the ebbing dichotomy between the U.S. and USSR led to vast uncertainty. In response, then-President Turgut Özal stated, as early as 1991, that Turkey should seek an active foreign policy. It was not, until the AK Party came to power a decade later, however, that Ankara began to seriously question Turkey's acquiescence in Washington's strategic unipolarity. Ahmet Davutoglu's appointment as Foreign Minister emphasized Turkey's independence and activism, causing unease in Washington. Nevertheless, the U.S. has been generally flexible toward a more independent Turkish foreign policy, under the condition that it does not threaten vital U.S. interests.

Abstract:: Surveying today's Middle Eastern and North African landscape offers few straws of hope. Iran's reemergence producing a potential catalyst for a focus on core domestic political, economic and social issues could be one of those few straws. Whether Iran wittingly or unwittingly plays that role, the Middle East and North Africa are only likely to break their internecine cycle of violence and despair when the alternative becomes too costly. A resolution of the nuclear issue offers Iran far more than the ultimate lifting of crippling international sanctions. It would also allow Iran to capitalize on geostrategic gains it has made despite its international isolation. What worries opponents of the nuclear deal like Israel and Saudi Arabia most is the potential transformation of Iran from a game spoiler into a constructive player.

Abstract:: Critical geopolitics, which is a relatively new field of study for scholars of international relations, seeks to understand and analyze how politics is imagined spatially. To this end, it makes a distinction between three types of geopolitical reasoning: formal, practical, and popular geopolitics. Ahmet Davutoğlu is a very significant figure in terms of exploring the close relationship between formal and practical geopolitics in the context of Turkey due to his dual identities as an international relations professor and a foreign minister. Employing a critical geopolitical approach, this paper aims to discuss Davutoğlu's geopolitical ideas toward the Middle East by analyzing his writings and speeches to reveal the main images and narratives that shape his geopolitical understanding of this region.

Abstract:: The Emergence of Minorities in the Middle East. The Politics of Community in French Mandate Syria Ethnic and religious minorities – and concomitant majorities – do not just exist sui generis. They have to be constructed or invented. It is not self-evident who is included in which category and who is excluded. It is only once these categories are accepted and used by people that they appear as natural and even eternal. This basic argument in White's book is not new or startling for readers familiar with today's mainstream research on ethnicity and social classifications. None the less, it is an argument well worth reiterating, not least because of its contemporary relevance for politics in the post-Ottoman empire in general and in Syria in particular. White does this by investigating the actual emergence of concepts such a 'minorities' and 'majority' during the French mandate in Syria.

Abstract:: Turkey's presidential election in August 2014 introduced the direct election of the president, ushering in a new era of Turkish democracy. Recep Tayyip Erdoğan's election to the Turkish presidency signals the legitimization of the AK Party's emocratic reforms over the previous twelve years. Turkish citizens' widespread participation in the election indicates a non-partisan acceptance of Turkey's democratic system, and its departure from the bureaucratic and military influence under the Kemalist system. Abstract:: During the first years of its tenure in office, as the AK Party focused on consolidating its position domestically, Turkey's reengagement with the Arab world after decades of alienation took a largely unproblematic form. Inevitably, however, as Turkish activism deepened, conflicts of interest emerged both with other aspirants to regional influence such as Iran and Israel, and then - especially after the outbreak of the 2011 uprisings - with many Arab regimes as well. The future character of Turkey's engagement with its Arab neighbors will depend on its ability to combine an adherence to a conception of community based on Islam rather than ethnic nationalism, with a commitment to democratization both at home and regionally.

Abstract:: Sovereignty After Empire: Comparing the Middle East and Central Asia The demise of empires left a powerful and perplexing legacy for successor states in the Middle East and Central Asia. Sally Cummings and Raymond Hinnebusch set the scene for this fascinating collection of essays in the introduction, where they address the limits of the Westphalian state system and frame the sovereignty question in relation to the imported character of the state in former colonies. Empires were amorphous, whether as contiguous landforms or maritime empires. In contrast to modern nation-states with clearly demarcated boundaries as prerequisites for legitimacy, empires could devolve variable autonomies from the center without breaking up. Empires may adapt to nationalism and local challenges, but the nation-states that emerge are fragile. What is especially interesting about this volume is that the authors seek to explore continuities, ruptures and divergences. In stark contrast to those who suggest that the legacy of imperialism is no longer relevant, these essays focus on the understanding that comes from analyses of the imperial and colonial past.

Abstract:: Fathers and Sons: The Rise and Fall of Political Dynasty in the Middle East A decade after 9/11, the Arab revolts gave a second impetus to scholarly interest in the Middle East. A plethora of books and other academic and popular pieces have been published in the last few years. McMillan's book, Fathers and Sons, gives the reader a fine, bird's eye view account of the Arab world's journey in particular and the Muslim world in general from the time of the Prophet. McMillan's work is a historical narrative of how and why the Arab world inherited a system of dynastic succession that is blatantly un-Islamic and how that path culminated in the Arab revolts. The book, more popular than academic, is unbiased in its perspective towards Muslims/Arabs and is especially easy to read and follow. McMillan starts his narrative with the method of succession from one Guided Caliph to another. The convening of shura to decide the Caliph in the early period of “Rightly Guided Caliphs” contrasts starkly with the later period, when the method of consultation is abandoned for patrimonial rule. The consequence was that “the caliphate would no longer be a community of the faithful but a kingdom like any other” (p. 23). McMillan traces the history of militaries as the backbone of regimes in the modern Arab world to the period of Umayyad rule as well. It was “army officers wedding themselves to their rulers” that created the authoritarian stability in the region after the 1960s. The author reminds us that “this welding of a loyal army to an elite ruling family [during Muawiya's rule during the Umayyad] became the bedrock of a political model” (p. 26).

Abstract:: Turkish foreign policy has changed substantially within the last decade. Even though its relationship with the West still has significance, relations with neighboring countries and other countries in Africa, the Middle East, and Asia have improved. This new foreign policy incorporates Turkey's political and economic aspirations. Its aim is to utilize the country's economic strength in order to reach political goals while simultaneously using political tools to obtain economic benefits. This study analyzes the effects of the recent change in foreign policy on Turkey's international trade. Specifically, we investigate the influence of Turkish Prime Minister Erdoğan's foreign visits on international trade by using a standard trade gravity model. Statistical analyses imply that Erdoğan's visits help increase Turkish international trade.

Abstract:: This article explores the strategic importance Turkey holds to the European Union and how Ankara could contribute to the EU's achieving the status of a veritable global power. It seeks to understand how the often contradictory threads (democratization vs. creeping authoritarianism) in the recent transformation of Turkish domestic politics affects its European credentials. The main argument of the paper is that it is in the core interest of both parties to align their policies in the neighboring regions, namely the Balkans, Caucasus, and the Middle East, especially in the post Arab Spring era. What hinders the genuine EU-Turkey partnership is often the political and tactical short-sightedness of both parties rather than the factual divergence of strategic interests.

Abstract:: For many decades, the Arab despots would serve the Western interests in the region in return for a Western disregard to democracy policies in their countries. By the outbreak of the Arab uprisings in the Middle East, this implicit agreement between the West and the Arab despots was put in jeopardy. This article defines the challenges faced by the Western interests as a result of these revolts. Moreover, it digs deeper into the American and European reactions to the uprisings. Finally, the article contemplates the reasons behind the western behavior towards these revolts. Against this backdrop, this article argues that the implicit agreement is still possible in spite of the Arab uprising, albeit with a diverse formula.

Abstract:: Since the beginning of the Arab Spring, the so-called 'Turkish model' has become a key ingredient of the discourse of democratization in the Middle East. In this study, first, the assumption of the necessity of a 'model' for the emerging democracies in the Middle East will be discussed. This will be followed by a comparative analysis of the Turkish and Iranian models because of their potential to affect the policies of emerging states in the region. The study will acknowledge the fact that the full application of the model may not be possible, however, I will conclude that the Turkish model is much more applicable to the emerging democracies in Tunisia and Egypt than the Iranian model and it has a lot to offer to those societies in terms of guidance in areas such as the state-religion relations, economic development, and democracy building.

Abstract:: This essay is an attempt to revisit Samuel Huntington's controversial thesis about a clash of civilizations. Though the author has been an early critique of Huntington, he finds substantial evidence that corroborates Huntington's central thesis when he analyzes the American policy toward the Middle East through the prism of the clash of civilizations paradigm. He suggests that the pattern of double standards that are witnessed in American foreign policy toward the Middle East is an integral part of a world where supposedly immutable differences based on civilizations form the primary source of conflict. In order to support his argument the author draws on examples from several cases, such as the American policies toward the Israel-Palestine issue, America's position on Iran's nuclear enrichment program, American reaction to the Israeli raid on the Turkish ship Mavi Marmara, as well as Turkey's longstanding candidacy for membership in the European Union. In all, he finds startling double standards that fit Huntington's paradigm, for as he pointed out double standards are an integral part of a mindset that sees conflict in terms of clashing civilizations.

Abstract:: The political and economic success of Turkey's Justice and Development Party (AKP) has generated extensive discussion about the extent to which Turkey provides a model for other Muslim, especially Arab, countries. The notion of a Turkish model has received intense focus since the uprisings in the Middle East and North Africa (MENA) region began in 2010. Amid the excitement, more cautious voices have highlighted fundamental differences in historical and political experiences and relations with Islam between Turkey and the Arab countries. Considering these factors, this article contends that rather than Turkey's AKP, a more accurate comparison and potentially viable model for the emerging Arab democracies can be found among the Islamic-oriented political parties of South East Asia, which advocate an approach to Islam based on the maqasid, or higher objectives. This article examines the appeal of the maqasid approach in respect to its utility for maintaining Islamic legitimacy and transitioning from ideology-oriented to policy-oriented parties and thereby responding to the needs and aspirations of broad constituencies. This article discusses the function of the maqasid for Islamic political parties in the MENA region as it undergoes political liberalization in the aftermath of the Arab uprisings.

Abstract:: One may argue three law-like generalizations in political science: “no bourgeois, no democracy,” “democracies do not go to war with each other,” and “natural resources are a curse.” Although each of these highly contested arguments is important, the last one has the broadest impact—the negative effects of oil, natural gas, and mineral production go beyond authoritarianism and have economic, military, and societal consequences. Recently, some important publications have challenged the “resource curse” argument, creating doubts about these negative effects. In this regard, Michael Ross's book is an extremely timely work. It not only responds to these critiques but also provides a consistent set of explanations about oil and its effects on authoritarianism, patriarchy, inter-state and civil wars, and economic underdevelopment. Ross has already written path-breaking articles on these issues and this magnum opus brings together his previous contributions with updated data, revised arguments, and fresh perspectives. Unlike his earlier publications, Ross's analysis focuses on oil and natural gas, sometimes referring to both as only “oil,” and consistently leaves mineral production aside. His data show how the importance of oil will persist, if not increase, in the near future: “the global market for oil and other liquid fuels will rise from 86.1 million barrels a day in 2007 to 110 million barrel a day in 2035; the market for natural gas will rise from 108 to 156 trillion cubic feet” (p. 251).

Abstract:: In recent years the Arab lands have been reduced to a uniform discourse, which well suited those in America such as Bernard Lewis who tried to convince their political masters that a clash of civilisations between the West and Islam was inevitable. However, over the past twelve months a series of revolts recast the map of the Middle East. When the revolts in Tunisia and Egypt started, many Western commentators failed to understand how young Arabs peacefully managed to overthrow well-entrenched dictators such as Ben Ali and Mubarak. Their initial reactions fitted into a broader collective spirit of Orientalism, which long gave up hope on Arab societies ever joining contemporary trends towards democratization. It was not Islam or poverty that provoked the uprisings – it was the crushing humiliation that had deprived the majority of the Arabs who are under the age of thirty of the right to assert control over their own lives.

Abstract:: This paper argues that the purpose of democratization in Jordanian politics is not only a political co-optation policy to cope with the negative effects of the country's economic recession, but also to ensure the survival of the Hashemite monarchy. The process of democratization in the region has been closely tied with the notions of inclusiveness and exclusiveness. This is due to 'incomplete' national identity building formation in most parts of the Middle East. For that particular purpose, the main objective of this paper is not to re-assert the uniqueness of politics in the Arab world, but rather to engage in how politics of regime survival in the case of Jordan shape the process of democratization in the post – 1989 era. Thus this paper will examine the period following the normalization of relations with Israel in 1994, the Palestinian question, the repercussions of current social upheavals in the Arab world, and how these specific circumstances affect Jordan's democratic opening.

Abstract:: The Arab revolts have resulted in deposed heads of state in Yemen, Libya, Egypt and Tunisia. Of these countries the latter two—Egypt and Tunisia—saw mass street protestors quickly topple entrenched autocrats without significant violence or foreign intervention. One year on, Egypt is still ruled by elements of the Mubarak regime with vested interests in the former order. It is also racked by political battles and economic troubles that are threatening its transition. Tunisia, on the other hand, is moving steadily closer toward a potential democratic consolidation. What explains the differences? This commentary discusses the prior institutional characteristics of the two countries. It then examines three areas of early transitional choices that contributed to Tunisia's progress and undermined Egypt's. In identifying lessons learned it makes the case that oppositional movements should avoid constitutional and institutional vacuums, establish broadly representative civilian-led transitional planning mechanisms, and follow appropriately-timed, transparent electoral sequencing.

Abstract:: The present study seeks to answer the following questions: How was it possible that a state such as Turkey, which had until then pursued a low-profile policy in the Middle East, has able to forge a bold strategic alliance with the state of Israel in the 1990s? Abstract:: Suspension of Syria's Arab League membership in November 2011 could be characterized as a turning point in Arab league's 66-year old history. By condemning the Syrian and Libyan regimes for disproportionate use of violence against their own people, the Arab League has somewhat found rightful the demand of Arab people. the League has signaled with these decisions that it would move away from ideas of Arab nationalism and Arab unity in pursuit of further integration with the international system. On the other hand, the authoritarian state systems of most of the member states of the League make it difficult to regard Arab League decisions as steps supporting democracy. The League's ''democratic stance'' is an outcome of the pressure of revolutions as much as of harmony of interests among the member states. Even though strengthening democracy in the region seems like an unrealistic desire of member states, these decisions push each member towards thinking about change and thus pave the way for democratic reform process. The study at hand consists of two parts. The first part addresses the League's policy proposals, decisions, and reactions regarding the Syrian crisis and concentrates on what these all policy measures mean for the League as a regional organization. The second part examines regional dynamics that play a crucial role in the current crisis by looking at different positions of regional and global actors on the Syrian crisis.

Abstract:: Turkey redefined its geographical security environment over the last decade by deepening its engagement with neighboring regions, especially with the Middle East. The Arab spring, however, challenged not only the authoritarian regimes in the region but also Turkish foreign policy strategy. This strategy was based on cooperation with the existing regimes and did not prioritize the democracy promotion dimension of the issue. The upheavals in the Arab world, therefore, created a dilemma between ethics and self-interest in Turkish foreign policy. Amid the flux of geopolitical shifts in one of the world's most unstable regions, Turkish foreign policy-making elites are attempting to reformulate their strategies to overcome this inherent dilemma. The central argument of the present paper is that Turkey could make a bigger and more constructive impact in the region by trying to take a more detached stand and through controlled activism. Thus, Turkey could take action through the formation of coalitions and in close alignments with the United States and Europe rather than basing its policies on a self-attributed unilateral pro-activism.

Abstract:: There has been strong concern about the direction of the current revolts in the Middle East. The fear has been that the revolts may result in the Iranian-style Islamic revolutions in the Arab countries. This commentary questions the empirical validity of such claims, showing that the Arab revolts differ considerably from the Islamic revolution in ideology and trajectory. It suggests that we are witnessing the coming of a post-Islamist Middle East, in which the prevailing popular movements assume a postnational, post-ideological, civil, and democratic character. It is, therefore, argued that we are entering a new era in the region where Islamism—undermined by a crisis of legitimacy for ignoring and violating people's democratic rights—is giving way to a different kind of religious polity, which takes democracy seriously while wishing to promote pious sensibilities in society.

Abstract:: The democratic uprisings in North Africa and the Middle East have been widely celebrated but in the West they have generated concern and apprehension. Most of this concern involves the future role of religion in the politics of the Arab world. In this essay, I make two broad observations. First, concern in the West about the rise of mainstream Islamist parties is partly based not on the illiberal orientation of these groups but the fact that they are politically independent actors who challenge Western geo-strategic interests in the region. Second, the role of religion in government has never been democratically negotiated en masse in the Arab world. To assume that this issue has been resolved and a broad consensus exists is to project a Western understanding of religion-state relations on the Arab-Islamic world. Doing so is both erroneous and analytically distorted. The battles over the role of religion in politics have yet to begin in the Arab world.

Abstract:: A string of uprisings in Tunisia and Egypt followed by those in other countries have rekindled the issue of Turkey constituting a model for reform and democratization in the Arab world, a point raised by many Western and Arab commentators. Independent of this debate, what is lacking in the literature is an analysis of how come there is a “demand” for the Turkish model. This article develops the concept of a “demonstrative effect” and argues that it is this “effect” that makes the Turkish model of interest to the Middle East and that this “effect” is a function of three developments: the rise of the “trading state”, the diffusion of Turkey's democratization experience as a “work in progress”, and the positive image of Turkey's “new” foreign policy. The concluding part of the article discusses several challenges Turkey has to meet so that its “demonstrative effect” can have a positive impact.

Abstract:: Turkey's Middle East policy has witnessed revolutionary changes since 1999. The changes in the attitude of Turkey towards the region can be easily grasped by examining its policy towards Iraq. Today Ankara is an active player in the region using non-military means of diplomacy, such as economic tools and international conferences. This paper analyzes the changes in Turkish foreign policy towards Iraq through a framework of processes, means and outcomes. The article covers approximately the last ten years and looks at three turning points that triggered change. These turning points are the capture of the PKK leader Öcalan in 1999, Turkey's refusal to allow the transfer of US soldiers to Iraq in March 2003, and the Turkish responses to the PKK attack on the Aktütün military post on the Turkish-Iraqi border in October 2008. The article contends that as a result of the transformations in Turkey's foreign policy, it has become an indispensable actor in Middle Eastern politics.

Abstract:: This essay addresses four questions that the “Arab spring” has raised with respect to academic scholarship and policy advice. Why did scholars fail to predict the recent developments? Should we throw the work on Middle Eastern authoritarianism in the garbage bin of academic misinterpretations? In which ways can we support the move toward democracy in the region? Is there a “new Middle East” in the making? In critically examining the scholarly debate about the resilience of Arab authoritarianism, it rejects demands requesting both the predictive power of academic analyses and their direct applicability in foreign policy-making. The continuing interpretation and re-interpretation of the relationship between Islam and politics have absorbed our analytical capacities at the expense of a closer inspection of societal change. In putting the recent events into their international and regional context, the essay tries to give a tentative answer to the question whether we are witnessing a new Middle East in the making.

Abstract:: The wave of uprisings in the Middle East and North Africa has not only affected Russia's interests but also opens some new opportunities for strengthening Russian influence. Nevertheless, the prevalent attitude in Moscow towards these dissimilar but inter-connected crises is negative, which is caused primarily by the nature of its own corrupt quasi- democratic regime haunted by the specter of revolution. The stalled NATO intervention in Libya has re- focused the attention of the Russian leadership on the issue of sovereignty, which determines the decision to disallow any UN sanctions against Syria. Russia's position has evolved in synch with the course taken by China, and Moscow is interested in strengthening this counter- revolutionary proto-alliance by building up ties with conservative Arab regimes, including Saudi Arabia, and also by upgrading its strategic partnership with Turkey. Harvesting unexpected dividends from the turmoil in the Arab world,Russia cannot ignore the risks of a sudden explosion of a revolutionary energy – and neither can it effectively hedge against such a risk.

Abstract:: Syria became the latest Middle Eastern country to join the chain of protests sweeping across the Middle East. The protests have since spread to several other cities with varying frequency and numbers, and the violent handling of the protests by the Syrian regime has created a protest movement, which has brought forth an array of demands from political reform to the fall of the regime. Opposition in different forms has always existed in Syria and among the Syrian diaspora. However, legal restrictions on social and political activities and the long-lasting atmosphere of fear, perpetrated by the Ba'ath Party and pervasive intelligence services, have so far limited the opposition's organizational capabilities. Despite difficulties and restrictions, the Syrian opposition is in the making. This paper presents a brief analysis of the opposition in Syria, surveys the opposition's fight for survival under the Ba'ath regime, and assesses its current strength and weaknesses.

Abstract:: Throughout the first seven months of the Arab Spring, starting with the self-immolation of Mohammed Bouazizi in the Tunisian town of Sidi Bouzid on December 17, 2010, the EU clearly revealed itself as both an actor and spectator by resorting to both activism and passivism in a seemingly erratic fashion. Against this background and based on the EU's recently adopted Partnership for Democracy and Shared Prosperity with the Southern Mediterranean, this article aims at understanding this dualism more precisely and shedding some light on the EU's rather anachronistic foreign policy behavior in the Middle East and North Africa (MENA) in recent months. The article identifies five dichotomies, all of which contribute to the situation in which the EU continues to be torn between being a relevant political actor in the MENA region and a simple spectator that continues to be overwhelmed by local and regional political developments.

Abstract:: Recent uprisings and unrests across the Middle East and North Africa (MENA) have brought new leadership to Egypt and Tunisia, and could possibly result in more leadership changes. While it is too early to assess the meaning and implications of the MENA uprisings, it is even more difficult to predict whether the current ferment could fundamentally reshape the region by bringing real democratic transformation. What is evident, however, is that the United States' old bargain with autocrats is collapsing; and that U.S. strategic interests are seemingly better served, at least during this historic period, by working with governments that genuinely reflect the will of their people. This essay's central argument is that change and transformation in MENA has resulted from bottom- up, anti-establishment popular movements that have exposed the flaws of the U.S. foreign policy and will most likely challenge the conventional U.S. policies in the region for years to come.

Abstract:: In this timely book Alexander Murinson explores the forces behind the entente between Turkey, Israel, and Azerbaijan. He juxtaposes these three countries, which he characterizes as “garrison-, like-minded, 'Westernistic', secular, constitutionally nationalist and lonely states.” (p.143) Those features depict the identity construct of the three states, which on the face of it, may seem to have conflicting interests in the turbulent Eurasian region spanning the Caucasus, Central Asia, the Middle East and the Balkans. Each of the three states is a sui generis actor on the global stage – post-imperial, western-oriented Turkey with global ambitions ruled by a post-Islamist party, a Jewish state encircled by Arab neighbors, and an oil-rich post-soviet republic with an autocratic regime. Thus, the author seeks to understand how the common identities of the three countries on the one hand led to the formation of this peculiar alliance, and on the other hand what factors could and in fact do undermine the Turkish-IsraeliAzeri security relationship. Departing from the more classic, neo-realist approach to international relations, where the homogenous states – the so-called billiard balls are the sole actors on the world stage, the author draws from the constructivist importance of identity as the driving force of states' behavior and their foreign policy. He looks deep into the tissue of the three states and the regional and global context to decipher the emerging patterns and trends in Ankara's relations with Israel and Azerbaijan. As “all the three states have special relations with the world hegemon,” (p.147) it is warranted to say that the United States is the “fourth leg” of this triangular axis. Washington plays a key role in regional affairs and is interested in forging cooperation between countries potentially capable of counterbalancing the regional alignment between Russia, Iran, and Syria.

57. Questioning the Veil: Open Letters to Muslim Women

Abstract:: Leaving aside the academic discourse, the “theoretical and methodological shields that usually ensure a semblance of detachment,” (p.ix) Marnia Lazreg, a professor of sociology at Hunter College and the City University of New York Graduate Center, adds her voice to the ever-expanding bibliography on the veil. Committed to writing this book, as she declaredly has reached a point where she could no longer keep quiet about the issue, (p.2) the author addresses Muslim women who either have taken up the veil or are considering wearing it. In doing this, she finds incumbent to reveal herself personally while recounting her experience as a Muslim woman growing up in colonial Algeria and that of several women she has interviewed over the past fifteen years in the Middle East, North Africa, France, and the United States. In each of her five open letters, Lazreg presents different veiling or reveiling experiences, interprets them and takes issue with their justification, pointing out that the custom of “covering” should be always regarded in its historical, political, and socio-cultural context, as long as “the veil is never innocent,” (p.125) it is both a discourse and a practice. Based on these grounds, in the Introduction, when clarifying certain terms used in the book, Lazreg states that by the expression “Muslim women” she refers to the “the women who have taken up the veil as a way for them to display their religious affiliation” (p.12) and she adds: “The best but cumbersome way to refer to these women would be 'women-who- wear-the-veil-because-they-think-it- is-a religious-obligation-in-Islam.' There is no generic 'Muslim woman,' just as there is no generic 'Christian woman' – only concrete women engaged in concret actions.”

58. A Raid from the Sea: The Gaza Flotilla Attack and Blockade under Legal Scrutiny

Abstract:: The publication of the Palmer report written by the panel of inquiry established by the UN Secretary-General Ban Ki-Moon once again brought the 31 May 2010 Gaza Flotilla incident and the blockade of Gaza back to world's attention. On May 31, 2010, Israeli commandos stormed a passenger ship, the Mavi Marmara, the largest boat of a flotilla of six boats which were carrying 10000 tons of humanitarian aid to besieged Gaza, in international high waters. The operation left 9 activists dead and over 30 activists wounded. The Israeli military assault against the Mavi Marmara immediately ignited worldwide protests and condemnation. Turkey, whose citizens were attacked by Israeli soldiers in international high waters, 72 miles away from the Gazan coast, took the lead in protests and condemnation. Israel, however, claimed that the demonstrators on the Mavi Marmara were aiming to break the blockade of Gaza and the Israeli commandos were forced onboard to react in an act of self-defense.

While the revolts in Egypt and Tunisia prompted meaningful, and immediate, political change, the regimes of Syria, Bahrain, Libya and Yemen are able to put up a fight. The violent stalemates in the latter countries may eventually give way to political reform, but for now the fate of their popular uprisings is anything but certain. What explains this outcome divergence between the two sets of nations? What makes one autocratic Arab regime stronger than another? What roles do societies and militaries play in shaping the future of the Arab Spring? This article suggests that authoritarian regimes with established networks of social patronage and unwavering military loyalty are better able to withstand calls for change.

Abstract:: Over the past decade, Turkey has been experiencing a decisive transition that North Africa and the Middle East only recently have begun to feel. It will be misleading to interpret the changes in the Arab world as unique and isolated developments taking place in each country, on a case by case basis. “The Camp David Order,” that took shape after 1978, based on Western support for authoritarian Arab leaders, has dominated Middle Eastern affairs for the last three decades. The US invasion of Iraq intentionally or unintentionally shook up the status quo of the regional order. Turkey has been seen as a success story for those countries suffering from a lack of democratization, economic development and a more equitable distribution of income, while enduring a “Cold Peace” with Israel. Just as Turkey had a role in the transformation of the Arab world, the Arab world will also play a significant role in the formation of the “New Turkey.” Turkey will remain an actor helping to build this new democratic and more prosperous regional order, as long as it deploys its comparative, historical, and strategic advantages.

Abstract:: The regional geographical entity known as the Middle East and North Africa (MENA) has been at the epicenter of global power struggles over the course of the last centuries with an ever-increasing intensity. While the region has been a popular subject in the literature of political science and international relations due to the sheer volume of conflicts raging within the parameters of its borders, writings on international/ comparative political economy focused on alternate regions such as East Asia characterized by a sustainable economic growth potential. Abstract:: Owing to a changing geopolitical environment and a new foreign policy approach, Turkey's policies towards and role in the Middle East have undergone substantial changes since 2003. The most important facets, from a European perspective, are Turkey's efforts to improve relations with its direct Middle Eastern neighbors, and to play a mediating role between different, sometimes quite difficult, players in the Middle East. In general, Turkey has been more successful in improving its relations with proximate neighbors than in settling disputes between other states and non-state actors in the Middle East. As long as Turkey maintains good relations with all players in the Middle East and understands the limitations to its role, it can substantially contribute to positive change in the Middle Eastern landscape. This will also allow more coordination and cooperation between Turkey and the EU with regard to their overlapping Mediterranean and Middle Eastern neighborhoods.

Abstract:: Since 2000, Turkey's Europeanisation process has affected the country's foreign policy both as a structural and a conjunctural factor. As a structural factor, the EU has had a good deal of influence on Turkey's political and security culture by introducing elements of “soft power” and by expanding the number of Turkey's foreign policymaking agents, particularly in the realm of “pipeline diplomacy.” As a conjunctural factor, the EU has affected Turkey's foreign policy rhetoric by introducing new negotiating chips, and thus complicating the “bargaining” process. However, in order for Turkey's energy diplomacy to achieve its goals, Turkey's strategy towards the Middle East and the Caucasus must become coherent and its approach towards the EU, the US, and Russia, balanced. Most importantly, the question of whether Turkey perceives “pipeline diplomacy” as a means to achieve energy independence, thus enhancing its security, or as leverage to increase its power, thus leading to its recognition as a regional hegemon, remains open.

Abstract:: Turkey has become an important east-west and north-south gas and oil transit route and an energy hub, thanks to the Turkish straits, and the existing and proposed pipelines that run through its territory. Economic opportunities, however, can present diplomatic liabilities. In a tough and complicated region, Turkey finds itself caught between the interests of competing superpowers and regional players. As the world's 16th largest economy, Turkey's thirst for energy will only increase. Satisfying this thirst requires not only diversification of sources and routes, but also good relations with all neighbors, in addition to traditional partners. An analysis of Ankara's options and new foreign policy vision shows that Turkey has little choice but to use greater caution and engagement. Following its own national interests and security concerns will drive Turkey to new openings in Syria, Iraq, Iran, Armenia and other CIS countries. Energy will be one of the main pillars of Turkey's policy of engagement and integration in the region.

Abstract:: Nicolas Sarkozy's election as France's president in May 2007 has marked a rhetorical change in the foreign policy of Paris and has made the French presidency much more dynamic. Sarkozy has led many international initiatives and increased France's presence in international and Middle Eastern arenas. Despite all these developments, however, France's Middle-Eastern policy has been characterized by a large degree of continuity since Sarkozy has embraced traditional French perceptions and agenda concerning the Middle East. Thus, he has continued France's so-called 'Arab policy', and mainly pursued past policies on key regional issues such as the Israeli-Arab conflict. Consequently, Sarkozy's declarations concerning the changing nature of French policy do not seem fully compatible with reality. So far there has also been a gap between France's optimistic assessment of the results of its Middle Eastern policy versus the less impressive outcomes on the ground.

Abstract:: The recent emergence of Muslim democratic parties such as AKP in Turkey and PJD in Morocco draws attention to the perennial question on the moderation of Islamist parties yet again. Economic liberalization and the accompanying socioeconomic transformation underlie the democratic and liberal turn political Islam has taken in the Middle East. The precise nature of liberalization is critical to this moderation. Competitive liberalization, by enabling peripheral groups to benefit from liberalization, conduces to the renewed interest in democracy and a liberal system. Crony liberalization, by reinforcing the archaic rent-seeking relationship between the state and big business and continuing to marginalize the peripheral groups from politics and the economy, sustains the interest of peripheral groups in the reactionary discourse of Islamism. The strength of Muslim democratic parties is a reflection of competitiveness economic reforms introduce in the society and the economy.

Abstract:: The Turkish political scene did not witness a profound change with the local elections of March 2009. The ruling Justice and Development Party (AK Party) continued its strong electoral performance and maintained its status as the most popular political force. One change following the election was the cabinet reshuffle in May in which Professor Ahmet Davutoğlu was appointed as Turkey's minister of foreign affairs. Such an appointment was hardly a surprise, since it is no secret that he had been the architect of Turkey's foreign policy under the AK Party government as the chief foreign policy advisor to the prime minister.

Abstract:: Barack Obama's inauguration as America's new president has been welcomed as opening a 'new era' in Turkey's relations with the United States. May 2009 also saw the appointment of a new foreign minister in Ankara, in the person of Professor Ahmet Davutoğlu. This article examines how these new directions are playing out in the Middle East, one of the world's most turbulent regions which also has crucial economic and strategic importance for Turkey. It focuses on Turkey's relations with four regional states – Iraq, Israel/ Palestine, Syria and Iran. Abstract:: The Israeli-Syrian track has been an important component of the Arab-Israeli peace talks due to its integral role in reaching comprehensive peace in the Middle East. The latest round of indirect peace talks between Israel and Syria was initiated under the sponsorship of Turkey on May 21, 2008, and by the end of 2008 both sides were ready to start the direct talks. However, in protest of Israeli aerial and ground offensive in Gaza in December 2008, Syria halted the indirect talks with Israel. Several factors, including the lack of American endorsement; Olmert's weak prospect in Israel due to the ongoing corruption investigation; approaching early elections, and the rise of rightist parties in Israel, topped by the Israeli offensive in Gaza, rendered the conciliation efforts futile.

Abstract:: There is a lively debate centered on whether Turkey is undergoing an axis shift, meaning Turkey is drifting away from the Transatlantic system and heading towards the Middle East in the most acclaimed dailies and journals of the Western world. One may witness a flurry of commentaries, appraisals and op-ed articles published in these media outlets. Taking notice of the vibrant debate on Turkey's orientation in the international sphere, Turkey's leaders underlined Turkey's position with varying degrees of emphasis. Despite the statements of Turkey's policymakers, which argue against the idea of shift of axis, the debates over Turkey's identity and foreign policy orientation has not lost steam. The shift should not be attributed to Turkey's departure from its Western ties to be replaced by those with the East but rather, a shift of power as the inevitable outcome of the end of the Cold War and a fact of the new millennium.

Abstract:: The Palestinian question is a central issue at the both state and society level in Turkey. Thousands of Turkish people protested the Israeli aggression against the Palestinians in Gaza this month in different parts of Turkey. Turkish PM Erdogan responded to the Israeli action by labeling it an act of disrespect to Turkey and suspended Turkey's facilitating role for indirect talks between Israel and Syria. Turkey calls for an immediate ceasefire between Israel and Hamas, and urges a compromise between rival Palestinian groups. Abstract:: Under the Obama administration American foreign policy will be engaged in genuine coalition building with allies. Such a return to multilateralism will have a positive impact on transatlantic and Turkish-American relations. Just like under the Clinton presidency during the late 1990s, Turkey needs American support to undo the deadlock with the European Union. America's return to Middle East diplomacy will also improve Turkish-American relations since the Obama administration is much more likely to support Ankara's openings to Damascus. Turkey should make an effort to host a new Arab-Israeli peace process in the framework of an international conference in Istanbul. In the short run Ankara can avoid problems with Washington on the Armenian issue if it decides to enhance its military and civilian support to NATO forces in Afghanistan.

This approach should be merged with the representation of all the frozen or unfrozen conflict areas, peoples, ethnic groups and regions included under the roof of such an alliance.

Abstract:: Graham Fuller’s latest book on Turkey provides a critical account of Turkey’s foreign policy in the post September 11 period and an insightful analysis of its structural features and domestic linkages. In fact, the challenges that Turkey faces in the post-Cold War era has been a focus of academic and strategic thinking in a series of recent studies.1The magnitude and the content of these studies reveal Turkey’s increasing role and significance in the post-Cold War era, not only in the regional context but also from the perspective of U.S. foreign policy priorities. All of these studies have concentrated on resolving the puzzle of Turkey’s new foreign policy identity and defining its new role in regional and global terms. Some accentuate the traditional Western orientation inherent in the logic of Turkey’s Kemalist Republic, while others try to establish a link between Turkey’s search for a new strategic role and the country’s post-1980 transformation. The latter point to the ways in which Turkey has initiated a new form of political pluralism, prioritizing identity issues in domestic and foreign pol-icy considerations. In both perspectives the changing nature and form of Turkey-U.S. relations occupy a crucial part of the analysis. The resolution of this puzzle becomes even more urgent in the post-September 11 era when U.S. security concerns require more assertive policies, particularly in the Middle East. Some go so far as to argue that there is an urgent need to redefine Turkey-U.S. relations if Turkey is to be relevant in the 21st century.2However, there is also a growing acknowledgement that Turkey has been slipping from the U.S. orbit and following a relatively independent foreign policy. F. S. Larrabee, for example, states that “in the future, Turkey is likely to be an increasingly less-predictable and more difficult ally.... [and] the United States will need to get used to dealing with a more in-dependent-minded and assertive Turkey–one whose interests do not always coincide with U.S. interests, especially in the Middle East.”

Turkish President Abdullah Gul accepted the invitation of his counterpart, Armenian President Serge Sarkisian, to watch the World Cup-qualifying football match between Turkey and Armenia in Yerevan. This visit was considered an important symbolic move. It will be a matter of time to see whether this 'football diplomacy' will pave the way for the normalization of relations between Turkey and Armenia.

Abstract:: The closure case against AK Party heralds a new era in Turkish politics marked by the increased intervention of the judiciary in politics. Inasmuch as the governing party enjoys support of half of the Turkish electorate, the case has harmed the image of Turkish democracy and consequently risks jeopardizing Turkey's quest for full membership in the EU. The overall reaction of the West to the case indicates that the Western political and intellectual elites avoid the conventional Islamist secularist dichatomy in interpreting Turkish politics. To-level EU bureaucrats have emphasized that closure would seriously jeopardize the process of membership. AK Party needs to accelerate the democratization process by focusing on the rest of the constitutional reforms required for EU membership.

With these agreements, significant progress has been made in Turkish economy: inflation has fallen to the lowest level since 1986, the public debtto- GNP ratio has been falling, and interest rates have declined rapidly. IMF's immediate goals concern exchange rate stability and balance of payments, and evaluations of IMF programs tend to concentrate on these two objectives. Yet, whether or not the IMF programs have positive effects on these short-term goals, what ultimately matters is that they induce economic growth and do not concentrate on incomes.

The ongoing controversy about the type of clothing for female students at the higher education institutions has become more intensified since the recent constitutional change in February 2008 to lift the de facto headscarf ban. The debate over this question revolves around whether headscarf is a religious attire or a political symbol, whether it should be banned to protect the secular foundations of the state or conversely allowed on the basis of individual freedom of religion as a corollary of secularism. The solution lies in the implementation of constitutional amendments without a further delay.

Turkey took major steps toward liberalization of its energy market. Private enterprises are expected to invest in the energy market in a timely manner. Turkey has an “energy corridor” position between the gas and oil producing countries and the importing countries. Turkey's efforts to actualize the use of renewable and domestic sources should be supported.

Abstract:: In the parliamentary elections of July 22, 2007, AKP (Justice and Development Party) won 47% of the votes, obtaining a very strong mandate to take issue with Turkey's outstanding problems. In the predominantly Kurdish east and southeast region, the AKP doubled its vote from 26% to 53%. The AKP seemed to have persuaded the Kurds thanks to the party's earlier moves to solve the Kurdish problem by granting more rights and freedoms as well as jobs and economic prosperity. Having started the negotiation process with the EU and obtaining such a strong mandate from the Kurdish voters, why did the AKP turn its back to the Kurdish issue? This can be explained with reference to three groups of factors working at the domestic, the EU and international levels.

Abstract:: The Turkish Constitutional Court's verdict annulling the Parliament's amendments to Articles 10 and 42 of the Constitution disregards popular will, legalizes arbitrary restrictions on the right to equal access to education, and erodes the separation of powers by permitting itself to act outside of the legal order. The emergence of a new precedent of judicial activism is now the biggest threat to the future of Turkish democracy. Turkey cannot afford an unaccountable judiciary exercising substantial powers of governance through judicialization of politics. The Parliament must reassert its authority and reconfigure the Court's competences and composition to bring it into line with liberal-democratic principles as part of a comprehensive constitutional reform.

Abstract:: Perhaps the most consequential and drastic decision in Turkish foreign policy in recent months was to engage in direct negotiations with Kurdish Regional Government in northern Iraq. This is significant because, since the onset of Iraq War in 2003, Turkey has sought to ignore or marginalize Iraqi Kurds, and has refrained from all acts that could be viewed as concessions or de facto recognition. Although the Iraqi Kurdish leadership has received red-carpet ceremony in Ankara in the1990s, Turkish foreign policy toward northern Iraq, since the war, has been stymied by anxiety and emotional rhetoric. Indeed, the fear of Iraq's disintegration and the rise of an independent Kurdish enclave in the north, inspiring or even assisting separatist sentiments in Turkey, have appeared to cloud the possibility of rational evaluation of the pros and cons of policy alternatives. As a result, the policy of projecting illegitimacy to the Kurdish Regional Government has cost Turkey a significant loss of clout not only in northern Iraq but also in the wider Iraqi political affairs, as Kurds have come to occupy significant positions in the central government as well.

Abstract:: Turkey has been traditionally viewed mostly as a hard power in the Middle East, due to its military and economic strength. In recent years, however, there has been a discussion on Turkey's soft power. This article focuses on two aspects of Turkey's soft power in the region. First, Turkey's relevance to the debate on political and economic reform is discussed. It is argued that because of Turkey's internal transformations its attractiveness has increased. In addition to having assets, Turkey is generally more willing to project soft power as well as having increasing credibility in the region. Second, the article focuses on Turkey's use of soft power tools, especially its eagerness to play third party roles in the management and resolution of regional conflicts. Turkey's roles in the Israeli-Syrian, Israeli Palestinian and Lebanese conflicts are considered as an example. The article argues that Turkey's soft power has increased in these two aspects and yet it also elaborates on existing and possible constraints in this regard.

Abstract:: The Cyprus tragedy of the past and the Iraq predicament of our times bear striking similarities. Cyprus of the 1960s and 1970s is not too far from Iraq in 2008. The main thrust of this article is that Cyprus presents a useful case study for contemporary decision-makers in the United States, Turkey, and Iraq. Just like the Cyprus question, which has caused nearly irreparable damage to the relations between Turkey, Greece, and the United States, policies that are not carefully crafted by Washington, Ankara, Erbil, and Baghdad could lead to a very problematic future for the Middle East. In a nutshell, this article offers a cautionary analysis by drawing on the experiences of the Cyprus tragedy for the purpose of avoiding a similar one in Iraq.

The crucial importance of what is unfolding in Turkey lies in that, to quote former Israeli foreign minister Shlomo Ben-Ami in a recent article, "Engaging political Islam will need to be the central part of any successful strategy for the Middle East. Instead of sticking to doomsday prophecies of categorical perspectives that prevent an understanding of the complex fabric of Islamic movements, the West needs to keep the pressure on the incumbent regimes to stop circumventing political reform."

Abstract:: This article focuses on the comparative analysis of major regulatory restrictions on foreign investment in Egypt, Saudi Arabia and Turkey, countries that are representative of the Muslim Middle East: the Egyptian legal system has served as a pattern for many of the Middle Eastern countries, Shari'a is the primary source of law in Saudi Arabia as in some other Middle Eastern countries and Turkey is a Muslim secular state which adopted more modern version of the civil code system.
