  • Abstract: This report assesses Georgia’s progress in reforming the State Security Service. The report is the first comprehensive document that assesses the institutional and legislative environment of the State Security Service in the aftermath of its reform and also analyses data on the State Security Service’s activities. The aim of the report is to deliver a critical analysis of the institutional independence, mandate, oversight and accountability, as well as the quality of transparency, of the State Security Agency. The report identifies challenges and makes recommendations based on its findings in order to support subsequent reforms within the security sector. The report is a component of the Transparency International Georgia (TI Georgia) and Human Rights Education and Monitoring Center (EMC) project on ‘Advocacy for the Creation of the Modern System for the Security Sector’ implemented with financial support from the Open Society Foundation (OSF). The project aims to advocate for an accountable, human rights-oriented and a modern security service, carrying out its activities in compliance with international standards. DCAF contributed to the international practice chapter of this report.

  • Abstract: This publication offers the proceedings from Conference 5 on “The role of the ombuds Institutions in security sector governance”. The aim of the conference was to identify a range of priorities and recommendations for Ukraine. Key recommendations include: parliamentary oversight capacity building; improving communication and coordination between the Parliamentary Committees and the Commissioner; improving the implementation of oversight legislation; ensuring oversight is proactive; and oversight actors have the necessary expertise and specialisation in order to deal with the particular issues of the security sector.

  • Abstract: This publication offers the proceedings of Conference 8 on Human Rights and Security Sector Governance in Ukraine. The 8th conference had a special focus on Gender among other HR-related challenges in Ukraine. It has been noted that further engagement in this area is needed from all the relevant stakeholders, especially in terms of encouraging active participation of women in this and other civil society events. As a result of the working groups, the conclusions and recommendations of last years’ conference on Civil Society (held in March 2016) touching upon similar issues have been revisited. It has been noted that some of the already outlined issues remain a year later and that further persistence in building and coordinating civil society and the media is necessary.

Conference Five, following to the previous conferences recommendations, sought to examine current Ukraine’s security sector governance challenges related to the role of independent oversight institutions and monitoring security sector policies and practices. Ombuds institutions play a vital role in protecting human rights in any nation. A central role is the institutions’ ability to independently aggregate data about human rights violations in order to recommend investigations and to propose changes to policies and practices.

  • Abstract: This publication offers the Key Issues and Policy Recommendations based on the results of the Eighth International Conference “Human Rights and Security Sector Governance: Ukraine’s Reform Challenges”. Since 2014, Ukraine’s security sector has been undergoing reforms. The implementation of state reforms are supported and monitored by Ukrainian civil society and the international community. Whereas certain aspects of reforms have been considered successful, the need for enhanced human rights compliance in the security sector of Ukraine, in particular with respect to ensuring accountability for human rights violations, the protection of the rights of civilians in the Anti-terrorism Operation (ATO), as well as preventing and responding to gender-based violence has been repeatedly pointed out. Conference Eight, following to the previous conferences recommendations, provided a platform to discuss the above mentioned issues.
