Abstract:
This study was undertaken by Oxfam in three South Sudanese counties as part of the SIDA-funded project 'Building Resilience through Gender and Conflict-Sensitive Approaches to Education, Skills Development, and Sustainable Livelihoods'. Its purpose was to shed light on why so many girls drop out of school. The research revealed that women and girls often lack decision-making power over their lives. Early or forced marriage, the abduction of girls, perceptions that education delays marriage – and that educated girls risk not finding husbands – all contribute to dropout rates. Additional challenges include a lack of adequate hygiene and sanitation facilities in schools, the distances learners need to travel, insecurity caused by communal violence, floods, food insecurity, and a heavy household work burden. The Government of South Sudan has in place laws and policies to address these issues, but they remain largely on paper and enforcement mechanisms are weak. The report analyses each of these factors in turn and presents recommendations for how the SIDA project can begin to address them in its future programming.

In West Africa/Sahel, countries and their communities are experiencing the worst impacts of the climate crisis. Elsewhere, Paris Agreement climate finance commitments are set to prioritise the countries that are most impacted by climate change. However, new research by Oxfam shows that, despite West Africa/Sahel being one of the world’s most climate-vulnerable regions, the international climate finance received falls far short of meeting national climate finance needs and is being significantly over-reported in favour of debt instruments. Adaptation finance is also insufficient. Reported climate finance does not place gender equality at the centre, and only a small part directly reaches local actors. In light of this, developed countries and other donors should scale up grant-based adaptation finance that reaches the local level and responds to the real needs of particularly hard-hit regions such as West Africa/Sahel.

Oxfam is committed to supporting the participation of local actors in humanitarian and development responses. This includes ensuring their opinions and perspectives about priorities, needs, and appropriate ways of addressing issues are part of public debate. Oxfam advocates for their presence and participation in coordination meetings and other spaces for decision-making. We also provide support to local actors to write and publish their opinions and perspectives. This paper is a compilation of eight opinion pieces written by local actors in the Horn, East, and Central Africa region, with editing and publishing support from Oxfam. The gender division of labor in Ethiopia hinders women smallholders’ efforts to improve productivity to close the gap with men’s farms. There is substantial evidence that where women have access to the same inputs and training as men, they can close that gap. The government’s national development plan identifies agriculture as the main driver of rapid and inclusive growth. The plan seeks to increase women’s participation in agriculture to 50 percent of all participants. But this can only happen with proper implementation of gender-responsive budgeting (GRB). Ethiopia has ratified a number of international conventions and agreements on women’s rights that have guided development of national laws and policies. Nonetheless, the national budgetary process is not yet gender responsive, and the country faces other challenges. Low awareness of gender issues, limited technical skill in mainstreaming gender issues and GRB, lack of adequate resources, and poor enforcement mechanisms are major constraints. A majority of women do not participate in decision-making or express their needs during public meetings because of sociocultural barriers that elevate the role of males. Women are usually not invited to meetings and discussions that concern them, under the assumption that men can convey any relevant messages. But information does not consistently get passed to women farmers owing to the erroneous perception that “women do not farm.” Women’s low levels of literacy and limited exposure to information and support by development practitioners also contribute to the problem. As a result, women are often unable to exercise their rights during program design and implementation. If agriculture is to lead inclusive development, gender and rural development policies need updating. In addition, achieving high-quality agricultural public spending will require a conducive policy environment and a budget process that promotes the participation and well-being of women and girls as well as men and boys.

The Africa Mining Vision (AMV) is a policy framework that was created by the African Union in 2009 to ensure that Africa uses its mineral resources strategically for broad-based, inclusive development. Eight years after its inception, implementation has been slow and there is a low level of awareness of the framework among key stakeholders in the mineral sector. This paper shows that the AMV has specific weaknesses that should be addressed through its national implementation, in order to enhance the benefits for African citizens. Africa’s leaders and citizens must act now to ensure that the goals of the AMV are realized. It is a transformative policy that can drive sustainable development on the continent.

The Scaling Humanitarian ICTs Network (SHINE) funded by Sida, set out with the theory of change that the quality and efficiency of humanitarian aid can be improved in a variety of contexts through the adoption of Information Communications Technologies (ICTs). With applications in Ethiopia, DRC, Mali, Indonesia and Iraq, ICTs were introduced to enable digital registrations, mobile data collection, cash/voucher programming and systems for accountability. While ICTs hold promise for saving time, money and improving accuracy, this learning report sets out to unpack these benefits and identify the conditions that need to be in place in order for ICTs to significantly add value to humanitarian response.

ACCRA, which began implementing its programme in Mozambique, Uganda and Ethiopia in 2009, works with national and local governments and civil society groups in the countries where its programmes are implemented to tackle complex climate change issues and work towards increasing community adaptive capacities, transforming governance systems and achieving climate justice. This evaluation of phase 2 of the programme used a participatory, reflexive and theory-informed methodology to assess the extent to which the programme objectives were met. Development cooperation has a major role to play in supporting fragile states to mobilize their own resources in order to fund basic social services. In Mali, French aid aims to build the technical capacity of Malian administrations to collect tax by fighting against fraud and tax evasion. However, collecting more domestic resources alone will not be sufficient to reduce poverty. France must support watch-dog organizations to ensure greater transparency and accountability on the use of these resources for the benefit of the poorest.

In July 2014, a new multilateral and Southern-led development bank is expected to be launched by the leaders of Brazil, Russia, India, China and South Africa – better known as the BRICS. The BRICS Development Bank will provide a fresh source of finance for developing and emerging economies to meet their development needs. Little has been made public regarding the proposed Bank's core mandate or activities but while governments negotiate the technicalities of the Bank, it is critical that they also provide a solid vision of the principles, priorities and objectives on which the Bank's activities and operations will be premised. This policy brief recommends that these include commitments to: ending extreme poverty and inequality, with a special focus on gender equity and women's rights; aligning with environmental and social safeguards and establishing mechanisms for information sharing, accountability and redress; leadership on the sustainable development agenda; the creation of mechanisms for public consultation and debate; and the adoption a truly democratic governance structure.
