Critical in this regard are the problems of governance emanating from technological development and its consequences in the digital sphere as well as the delicate balance between security, competitiveness and environmental targets in the energy dimension.

Italy inaugurated its year of G7 presidency with the Italy-Africa summit on 28-29 January in Rome, an event representative of the current government’s ambitions.[1] The long-awaited meeting was the first test for the strategy of “cooperation as equals” with African states that Giorgia Meloni has repeatedly proposed as central to her government's foreign policy. It was also the first occasion to test the real scope of the so-called Mattei Plan for Africa, the project with which the Italian government wants to substantiate this strategy but whose official strategic outline has yet to be announced.

The Covid-19 pandemic and the war against Ukraine, with their significant socio-economic costs, have put stronger pressure on development assistance spending among traditional donors, as the cases of Sweden and the United Kingdom attest.[1] Confronted with higher energy costs, inflation and a potential recession, the political imperative across Europe is to allocate resources to tackle immediate domestic challenges rather than expanding international development programmes – against all the lessons of interdependence that the pandemic might have taught. Italy is not immune to this trend, as recent developments also seem to suggest.

Between the summer of 2015 and 2016 Turkey experienced the most violent year of the Kurdish con ict since 1999. The outbreak of the Syrian war, together with domestic Turkish politics, have had a crucial impact on the reconciliation process between the Turkish government and the Kurdish minority in Turkey. With a special focus on the battle of Kobane and the related increase in power of the Democratic Union Party (PYD), the Syrian branch of the Kurdistan Workers’ Party (PKK), this paper examines how events tied to the Syrian civil war modi ed the cost-bene t calculus of both Turkey and the PKK, leading to a collapse of peace talks and a renewed outbreak of the con ict.

This paper discusses what useful form international economic co-ordination might take, notwithstanding the tense climate witnessed in recent months. On international trade, we argue that aiming at wide-ranging negotiations or more-of-the-same trade liberalizations would be pointless under present circumstances. Priority should instead be given to preventing the doom loop of protectionism and retaliation, and to addressing the political concerns about globalization. On fiscal competition, we point to the risk of a potential race to the bottom despite the progress achieved thanks to the OECD BEPS initiative. We finally emphasize the need for coordinated policies on the demand side. Paper presented at the international conference on “Major Challenges for Global Macroeconomic Stability. Abstract:
This paper examines how G7 cooperation can be maintained in the Trump era. Its working assumption is that the US administration will remain open to international cooperation in principle and yet be constrained by Trump’s economic nationalism and specific campaign promises, such as reducing trade imbalances. The main finding is that useful areas for G7 macroeconomic, trade and financial cooperation continue to exist even after taking US constraints into account. At the same time, other G7 leaders need to be prepared to proceed on their own if attempts to convince the US administration that G7 economic cooperation is in the interests of all members fail. 9. A Proposal for G7/G20 Policy Coordination to Strengthen Global Productivity and Output Growth

This paper is premised on the fact that the most important macroeconomic policy issue confronting global leaders at this time is the need to restore, modernize and expand the international network of basic infrastructure that underpins global economic activity. This would help foster stronger long-term productivity growth and per capita output. This paper first outlines key policy elements that are needed within each country to design and implement a successful National Infrastructure Investment Programme (NIIP). It then describes how these NIIPs could be integrated into an Internationally Coordinated Infrastructure Investment Programme (iCIIP), and the complementary roles that the G7 and G20 summit leaders could play in carrying out this vast programme of infrastructure renewal and expansion. The G7, as a tightly knit group of advanced countries, can be instrumental in giving a clear impetus to key elements of the iCIIP strategy. The G20 instead is the appropriate body to set the course of modernization and expansion of a renewed, internationally-integrated network of basic productive infrastructure, and to guide the iCIIP as it is implemented over the next decade.

Abstract:
While Germany continues to defend an open trading system it is not prepared to play a proactive role in pushing for liberalization of global trade. Preventing further disintegration in Europe has a higher priority for the German government than further integration in the world economy. Such priority does not only match with widespread skepticism in the German electorate on the gains from globalization. It also complies with an implicit understanding in the government that further globalization should be subject to stricter public surveillance. On nancial stability, German authorities emphasize the need to minimize the role of taxpayers in future bail-outs and giving regulators the power to force troubled banks to restructure or liquidate. Germany is also keen for the imposition of a nancial transactions tax at the global level. On macroeconomic policy, the increased reliance on domestic demand to spur growth in Germany will contribute towards global rebalancing. Given its scal space, boosting Germany’s public investment could be part of a collective e ort to address global demand weakness while addressing long-term growth challenges through structural reforms.

Abstract:
The European Council has mandated the High Representative of the Union for Foreign Affairs and Security Policy, Federica Mogherini, to draft a Global Strategy by June 2016. Given Europe’s status as a global power, such a strategy must respond to Europe’s own challenges as well as to the new grand strategies of other major players in world politics, like China. To better understand the central tenets of the Chinese leadership’s strategic thinking, two keywords are most important – the “Four Comprehensives” and the “One Belt and One Road” (OBOR). As an initiative mainly focusing on promoting Eurasian integration and reshaping Chinese geo-economic advantages, the OBOR is highly consequential to China’s interactions with Europe and the rest of the world at large in the decades to come. How to take advantage of the OBOR, create new EU-China synergies, and tackle relevant challenges are questions the EU leaders should be attentive to.

Energy is a key factor shaping relations between Europe and North Africa. Due to the Maghreb's strategic role for European energy security, in the last two decades the EU has attempted to promote deeper energy cooperation both with and within the region. The success of the EU's bilateral and multilateral initiatives, however, has been hindered by diverging interests between European countries and their North African counterparts. The upheaval in the region unleashed by the Arab awakening, along with critical socio-economic challenges like population growth and urbanization, are altering this picture. In this context, the EU should urgently rethink its energy cooperation models with the southern partners, seizing the opportunities engendered by the current moment of change in the region.

The paper provides a summary of the key issues raised in the third meeting of the Mediterranean Strategy Group which was convened in Rome to discuss the problem of energy security and cooperation in the Mediterranean from a transatlantic perspective. Within the framework of the al-Jisr Project on EU-GCC Public Diplomacy and Outreach Activities and with the support of the European Commission, the Istituto Affari Internazionali (IAI) and the Gulf Research Center organized a two-day workshop focusing on how the Mediterranean region can become a field of cooperation between the EU and GCC countries. The event brought together 30 policy officials and specialists to deliberate on questions such as: should the Mediterranean become a dimension in the EU-GCC political dialogue; where are the potential synergies when it comes to the role of energy; what ways and means of financial and economic cooperation present themselves to promote investment and development; and where do political and strategic interests between the EU and the GCC converge or diverge in the Mediterranean. While sharing a number of interests in the Mediterranean and Middle East region, the EU and the Gulf Cooperation Council have pursued different patterns of strategic concerns and relations. Nevertheless, a potential for developing common EUGCC perspectives exists, as the Mediterranean and Middle East region are both part of the EU and the GCC neighbourhood and are a common location for investment. What prevails in Europe today is a culture of peace and co-operation. This state of affairs is relatively new in its history. It is the product, first, of the objective conditions for peace and co-operation that emerged after the Second World War and, second, of the Western victory at the end of the Cold War. The killings and destruction of the Second World War made European nationalism collapse. The overwhelming threat from the Soviet Union was key in triggering European integration and establishing an intra- European state of democratic peace. Finally, the victorious end of the Cold War is now allowing for integration and democratic peace to be strengthened and enlarged by the inclusion of the European East in that process.

In this paper I propose a version of human rights theory based on an interpretation of the ethics of international relations. This interpretation is built around the idea of responsible development and around the recognition of different ways of constructing local identities. Such a formulation –in my opinion- can be considered intellectually tenable and practically useful in order to obtain a more stable peace in an age characterized by numerous ethnic and religious conflicts. Everything considered, the consistency of the cultural and the legal interpretations with an ethical reading of human rights would seem to be, if not fully evident, quite acceptable today. On the other hand, the relation between this legal and cultural approach to human rights and the treatment of human rights as economic-social rights is more likely to give rise to problems. Indeed, I maintain that an ethical interpretation of sustainable development could provide this missing element of the general construction. I may say that, somehow, in the proposed theory, I am trying to combine into a single conceptual framework the three historical or classical - whichever you prefer – versions of human rights, meant as personal liberty, economic-social rights and protection of cultural minorities, respectively.

“Coalition” may be an inappropriate term to describe the constellation of state and non state actors cooperating in the global struggle against terrorism. The term coalition implies a certain agreement on strategy and objectives, short of a formal alliance. In fact, to the extent that NATO plays an active role in counter-terrorism, the current pattern of cooperation does have elements of an alliance. But the vast bulk of international cooperation on counter-terrorism, before and after September 11th, has involved the routine, sometimes intensive, coordination of intelligence, police and judicial activity. Contributions to large-scale military operations in Afghanistan, or elsewhere – although important to current objectives – are exceptional. Most counter-terrorism cooperation has been, and will almost certainly continue to be, of a more prosaic nature. The sheer range of activity – from the most intensive cooperation among European allies, to the ad hoc and often arms length relations with states such as Libya, Syria and Iran, not to mention Russia and China, makes it difficult to speak of a single grand coalition against terrorism.. The reality is a highly diverse pattern of cooperation; some limited, some extensive; some sustained, and some on a case-by-case basis.

The first session of the seminar focused on “Georgia and the European System for the Protection of Human Rights”. Analysis of the topics to be discussed within this framework was preceded by some introductory remarks by Ambassador Maurizio Moreno, Department of Political Affairs of the Italian Ministry for Foreign Affairs. Ambassador Moreno gave a concise but stimulating overview of the political context in which Georgia's international relations must be considered. First, he emphasised the clear will of the majority of the Georgian people and of Georgian institutions to strengthen ties with European and Euro-Atlantic organisations. Then he drew the attention of the Georgian participants to the fact that there is a firm determination on the part of the European Union and its member states to consider Georgia a full member of the European family of nations; this has been proven, in particular, by Georgia's accession to the Council of Europe.

Admittedly, the results of the EU's economic policy towards the Mediterranean are to some extent disappointing. What do we have to do? Do all we need is to modify and improve such policy? Or do we have to bring in some more substantive changes? Is the policy disappointing in itself or because of the way it is implemented? Furthermore, we are aware that these questions come up in conjunction with the advancement of the EU enlargement to Eastern European countries. Thus, a further question is what is the impact of the enlargement on EU economic co-operation with the Mediterranean. According to EU's own decisions, there must be a link between enlargement and Euro-Med Partnership: that is a fair balance between enlargement towards the East and co-operation towards the South. Is indeed that balance there? or there is a polarisation towards the East which demands for corrections?

The acquis of the EU in regard to foreign and security policy is definitely predicated less on realist than liberal and neo-liberal views. The EU is based on a functionalist model of economic and political integration, which has brought about a model of interdependent security. The development of these models has been coupled by the consolidation of democratic polities. The interplay of inter-state cooperation and intra-state democratisation has given way to a community whose fundamental principles have been ultimately stated by the 1993 European Council in Copenhagen (democratic institutions, rule of law, respect of human rights, and protection of minorities).

In the opening session the two directors of the IAI-SWP exercise, Roberto Aliboni and Volker Perthes, together with Franco Zallio (Fintesa Studi Paese) gave a first overview of the main issues and problems faced by the Euro-Med Partnership (EMP). Volker Perthes' introduction focused on more political issues. He started by underlining the fact that the EMP is an experiment of 'regional governance' (expression taken from 'global governance'). However, the region comprised by the EMP is not a geographical expression. The EU decided who was to be included (i.e. Libya and the Balkans are excluded, but Jordan or EU non-Mediterranean countries are comprised). Therefore, the problem remains: what is a proper region for the EMP undertaking?

The Libyan leadership's decision to hand over the two citizens suspected of carrying out the terrorist attack against a Pan Am civilian aircraft over Lockerbie on December 12, 1988 undoubtedly marks a change in Tripoli's foreign policy. It remains to be seen how durable this change will be and whether international policies may consolidate it or make it less reversible than Tripoli's record would suggest. While one can only speculate on how long Libya's new foreign policy direction will last, the second question-whether this direction can be consolidated - is the basic matter addressed in this paper. Libya is a special and, to some extent, extreme case in a range of post-Cold War developments and changes which concern a good number of Arab countries. The Libyan case must be put in this more general perspective.
