- The civilian dimension of conflict prevention, conflict resolution and post-conflict stabilisation has long been prominent in EU crisis management missions. From 2000 onwards, the EU has developed its monitoring, capacity-building, strategic advice and training tools, deploying a total of 22 civilian missions beyond its borders. Currently, there are 11 active civilian missions, stretching from the Balkans (EULEX Kosovo) to the Middle East (EUBAM Rafah, EUPOL COPPS, EUAM Iraq), from Eastern Europe and Caucasus (EUAM Ukraine, EUMM Georgia) to Africa (EUBAM Libya, EUCAP Sahel Mali, EUCAP Sahel Niger, EUCAP Somalia). Their main tasks include policy reforms on the rule of law, the fight against organised crime and security sector reform.

- The European Union has a unique opportunity to develop a positive strategy towards Ukraine. A pro-EU government is now in power in Kyiv, there is a revived civil society pressing for democratic reforms and the actions by Russia have both reinforced Ukraine's pro-West line and led to the priority given Moscow being questioned by some member states. It is therefore essential to grant Ukraine a membership perspective to strengthen this trend and encourage Kyiv to confront and overcome the basic problems that face the country.

- This paper reports the key elements of a closed-door seminar hosted by IAI on 13 October 2015 within the framework of the project Defence Matters 2015. The initiative is aimed at stimulating the Italian debate on defence issues by engaging policy-makers, stakeholders and the public opinion. The seminar, in particular, was devoted to discussing the current threats faced by NATO with regard to both the Alliance’s Eastern and Southern “flanks”. The debate addressed the complexity of the ongoing international dynamics not only in terms of threats, but also of potential opportunities for reforming and modernising NATO. The present report aims at outlining the key points that emerged from the discussion, as well as further stimulating the debate concerning the NATO agenda in view of the 2016 Warsaw Summit.

5. Eurocriticism: The Eurozone Crisis and Anti-Establishment Groups in Southern Europe

- The Eurozone crisis and the ensuing public disaffection towards what many view as deficient EU institutions and policies have resulted in a surge of euroscepticism across member states. Although euroscepticism is not a new phenomenon, the rise of mass anti- establishment movements notably in southern Europe is. Despite their different political and structural features, Five Star Movement in Italy, Syriza in Greece and several social movements sprung from the Indignados in Spain have recently become key actors in their national political arena by opposing, inter alia, EU-imposed austerity. Yet these movements are not anti-EU in toto; while they criticize what they view as the EU's lack of democracy and rigid economic policies, they are not opposed to the EU integration project as such. While a fine line distinguishes Euro-scepticism from Euro-criticism, provided such distinction is made, the critique of these movements could be galvanized into a constructive force for a more integrated EU political space.

- Despite the belief of some that British Prime Minister Brown's attitudes towards the European Union could not be predicted, much in his period as Chancellor of the Exchequer suggested that Britain's role within the European Union would not be a high priority of his premiership. Early indications bear out this expectation. There will probably not be a British referendum on the Reform Treaty, but the rhetoric employed by Brown's government to describe the Treaty will be negative and minimalist. Although no significant body of British opinion favours with-drawal from the European Union, British popular resentment towards the Union is unlikely to disappear under Brown's leadership.
