Abstract:: China’s Belt and Road Initiative (BRI) has entered the twilight zone in the old continent, following a deterioration of bilateral relations between the EU member states and China over the last years. Italy’s official exit from the BRI at the end of 2023 was a further blow to Chinese President Xi Jinping’s signature foreign policy. Yet, the BRI in Europe is being reconfigured rather than being terminated. In Western Europe, the BRI is moving away from physical infrastructure projects and investment in industrial assets – the latter being increasingly protected from Chinese takeovers by both national and EU legislation – to financial and monetary connectivity. This shift is welcomed by various European actors, including some policymakers at the national level, eurozone institutions and major banks. Concurrently, most of Eastern European countries continue to promote BRI projects and seek to attract Chinese investments, suggesting that there is a two-speed Europe when it comes to China, both in terms of geography and sectors.

Abstract:: What direction will the Xi Jinping administration’s foreign policy take over the coming years, and how will that affect the existing international order? The Chinese Communist Party harbours a strong sense of crisis about the internal and external threats colliding to supposedly destabilise its regime, and thus aims to strengthen cooperation with developing countries in order to prevent such danger. The Xi administration is consequently strengthening police and law-enforcement cooperation inside the Shanghai Cooperation Organisation, which includes Russia. Besides, China has launched a new initiative of collaborating with Moscow on satellite systems to monitor the entire Earth, in order to accumulate big data on various issues. The current Chinese foreign policy, which pursues a cultivation of deeper relations with autocratic countries by providing them with surveillance technologies, is likely to deepen the global divide with liberal democracies.

3. Tritium Troubles: The Politics of Fukushima’s Treated Water Release in the Asia-Pacific and Beyond

Abstract:: Following approval from the International Atomic Energy Agency (IAEA), Japan has begun to release into the Pacific Ocean treated radioactive water from the Fukushima Daiichi nuclear power plant on 24 August. The power plant was the site of the nuclear disaster that occurred on 11 March 2011 as a consequence of the Tōhoku earthquake and tsunami. Water has been continuously pumped into the nuclear power plant to cool down the reactors’ fuel rods since the disaster. However, current treatment methods are unable to eliminate tritium, a radioactive isotope of hydrogen, resulting in the storage of tons of contaminated water in thousands of tanks on site. The current plans consequently entail the release of more than a million tons of tritium-contaminated water. The Japanese authorities, the IAEA and a majority of scientists concur that the concentration of tritium in the stored water falls within the safety limits.[1] Nevertheless, the release of water containing tritium from the site has encountered opposition from environmental activists and ordinary citizens within and outside Japan. It has also faced criticism from a minority of scientists who argue that the consequences of the release remain unpredictable. This cross-border measure has highlighted, and somehow even exacerbated, political tensions in the Asia-Pacific. Indeed, it has occurred within a regional political order that remains in flux, featuring rampant competition between the US and China, Japan’s own ongoing overhaul of national defence and a consequential tilt in the foreign policy of South Korea after the 2022 elections in favour of Washington and Tokyo. Furthermore, the media clamour surrounding the water release has also extended beyond the region, fuelling the public debate on nuclear energy in several Western countries, including Italy.

4. Climate Action, Geopolitical Risks and Strategic Policy: The Western Race to Secure Critical Raw Materials

Abstract:: Climate action, economic competition and geopolitical shifts are more intertwined than ever. In the wake of the skyrocketing inflation and deteriorating China relations, United States President Joe Biden signed the Inflation Reduction Act (IRA) into law on 16 August 2022. Conceived as the foundation of the new US industrial policy, the IRA aims to rebuild the country’s industrial capacity, including 500 billion US dollars in new spending and tax breaks, among which almost 400 billion aimed at boosting clean energy.[1] Across the Atlantic, the European Union expressed concerns about the potential loss of industrial competitiveness resulting from the IRA. In response, the EU unveiled its own Green Deal Industrial Plan (GDIP) in February 2023.[2] The objective of this plan is to promote the enhancement of net-zero manufacturing capacities in order to meet the EU’s climate targets. Both the IRA and the GDIP have a common goal of reducing dependence on China, especially in clean technology, although through different approaches. The US focuses on bringing high-value production back to its shores, while the EU aims to develop and diversify supply chains.[3] This divergence is also reflected in the debate between “decoupling” and “derisking”, with the latter recently gaining prominence as policymakers recognise the challenges of completely reshoring supply chains domestically.[4] The US and the EU share industrial and geoeconomic objectives, but will also encounter similar challenges, in particular concerning the first stages of green supply chains. Despite their heterogeneous approaches, Western policymakers will in fact have to secure critical raw materials for clean technology manufacturing, with the aim of resourcing the energy transition.

5. Timing Is Everything: Italy Withdraws from the Belt and Road Initiative

Abstract:: After months of rumours and speculations, on 6 December 2023, the Italian newspaper of record, the Corriere della Sera, broke the news that Rome had finally withdrawn from China’s Belt and Road Initiative (BRI), via a note sent to Beijing three days earlier.[1] In the absence of an explicit request to withdraw before the end of December, the memorandum of understanding (MoU) instrumental to Italy’s participation in the BRI would have automatically been renewed for another five years starting from March 2024. Italy’s subdued withdrawal from the BRI marked the epilogue of a long, laborious, yet ultimately successful diplomatic process that reflected a reassessment of its bilateral relations with China. The origins of this reassessment can be traced back to the government led by Mario Draghi between 2021 and 2022. In June 2021, during the first post-pandemic, post-Trump G7 Leaders’ Summit in Carbis Bay, Draghi stated that his government would “examine […] carefully” the MoU.[2] Draghi’s words reflected a deeper awareness of the broader implications of Beijing’s assertiveness in international politics and a close alignment with the Biden administration in Rome. This shift also reflected the absence of tangible economic benefits from BRI membership for Italy, although this was also due to the devastating effect of the Covid-19 pandemic on the designed trajectory of Sino-Italian economic relations.[3] Furthermore, the security-driven decision of the Draghi government to repeatedly exercise its “golden power” to veto Beijing’s investments in Italy’s strategic sectors contributed to shaping the MoU’s outcome.[4] This course correction in Rome’s China policy survived the fall of the Draghi government in July 2022 and the victory of the centre-right coalition led by Giorgia Meloni and her Fratelli d’Italia (Brothers of Italy, FdI) party in the legislative elections of September that year. After all, Meloni and her party had consistently opposed the MoU with China from the very beginning, a decision arguably also linked to the perceived need to bolster the party’s credentials as a reliable partner in the eyes of Washington – as in the case of the clear support for Ukraine well before the September electoral victory.

Abstract:: China’s engagement with Asian regions beyond its geographical periphery has grown exponentially since the 1990s and this is nowhere more evident than in West Asia and the Persian Gulf subregion. While energy drove China’s early interactions with the Gulf states, within two decades after the Cold War the relationships had evolved into much tighter networks of partnerships. 7. The Internationalisation of the Chinese Renminbi and China’s Digital Currency Plans

Abstract:: China has made major reforms to boost the international standing of its currency. The global presence of the renminbi remains contained, however. This is due to China’s economic structure (a persistent current account surplus and a partially closed financial account) and the government’s grip on the economy. China is also a Central Bank Digital Currency (CBDC) forerunner. The digital yuan (e-cny) is already active in a large scale trial. Many claim that the e-cny could provide a major boost to the internationalisation of the renminbi. However, the internationalisation of the renminbi would require major economic reforms that cannot be bypassed by the deployment of new technologies. The e-cny is therefore unlikely to boost the renminbi’s international presence. Yet, its underlying technology could be exported to other countries wishing to deploy their own-currency CBDCs. Much like with telecommunication equipment, this scenario would put China in the position of being a provider of a critical infrastructure. In the longer run, the export of e-cny technology might also facilitate the creation alternative payment networks, though this scenario is not very likely.

8. Italy’s Pivot to the Indo-Pacific – Towards a Value-driven Foreign Policy?

Abstract:: Italy is stepping up its involvement in the Indo-Pacific, both in the economic and security realms. The cabinet led by Giorgia Meloni – a centre-right coalition often portrayed by commentators as right-wing and nationalist – is rebalancing Rome’s policy in the Far East by scaling down ties with Beijing and by effectively lending support to the United States and its Asian allies vis-à-vis an increasingly assertive and self-confident China. Moving away from previous centre-left governments that tended to prioritise commercial relations with Beijing, the conservative coalition in power since September 2022 has been fostering defence-related cooperation with Japan and India and chip-related cooperation and investments with Taiwan. Moreover – and remarkably for a country that has long been absent from Asian security – the Italian government has sent a patrol vessel to the South China Sea and plans to forward the country’s flagship aircraft carrier to the area to conduct joint exercises with the navies of Australia, Japan, the United Kingdom and the United States. The quantity and quality of initiatives being undertaken warrant the label of an Italian ‘pivot’ to the Indo-Pacific. By upgrading its presence in the region, Italy joins the other G7 nations in their efforts to uphold the rules-based order and dissuade Beijing from invading Taiwan. However, to consolidate the western anchorage of this pivot, the Meloni government needs to fully align its policy towards Beijing with that of the Euro-Atlantic allies – which includes deciding whether to continue to lend Italy’s official support to China’s Belt and Road Initiative or not.

9. Reinventing Soft Power: The Strong Impact of China’s Soft Power “Shortcomings” on the Global South

Abstract:: After being introduced into the Chinese academic debate in the 1990s, the notion of soft power has undergone such a process of “Sinicisation” that some scholars now wonder if the original concept has been gradually “reinvented” in China. Given worsening opinions about the PRC in the US and Europe over the last years, many analysts have stressed the weakness of China’s soft power, pointing to its state-centred approach and lack of an attractive set of values to be emulated as the main shortcomings. However, China’s growing influence in the Global South shows that these analyses have misevaluated the real goals and motivations of China’s soft power. The Russia-Ukraine war provides telling examples of the successful dynamics of China’s “defensive” or “negative” version of soft power and suggests it has significant impact in the least industrialised countries.

11. India–China Boundary Dispute: Progress on Disengagement, but De-escalation Remains Far-fetched

Abstract:: On 13 September 2022, India and China confirmed the completion of their respective disengagements from another friction point along their mutually contested border. The disengagement took place in eastern Ladakh, resulting in the withdrawal of troops from Patrolling Point (PP) 15 in the Gogra-Hot Springs area.[1] This was the fourth disengagement from the area, marking a step towards ending the 28-month stand-off in the eastern Ladakh ongoing since the military clashes of May 2020. This stand-off has not only been the longest but also one of the most violent confrontations between India and China. On 15 June 2020, the Galwan Valley clash led to multiple casualties, twenty on the Indian side, while less clarity exists on the numbers of Chinese deaths.[2] All in all the incident was the bloodiest military clash since the Sumdorong Chu crisis in 1986–87.

Abstract:: In 2021, bilateral trade returned to the sustained pace it had prior to the Covid pandemic. Direct investment also grew – crucially, not just Italian investment in the United States but the other way round too. While Italy’s economic ties with Russia and China remain potential hotspots, Rome has never questioned its Atlantic orientation. 15. One Belt One Voice: Chinese Media in Italy

Abstract:: Chinese media are the voice of the Chinese Communist Party at home and abroad. It is no surprise therefore that collaborations between Chinese and foreign media have been attracting more international attention. One issue that has not been yet explored is the nature and implications of the inclusion of two important Italian media actors such as Rai (the state-run broadcasting company) and Ansa (Italy’s main press agency) in the Memorandum of Understanding signed by Italy in support of the Belt and Road Initiative in 2019. These deals fit in a broader picture of an Italian media environment that is being increasingly targeted by Chinese media. However, the impact that such an effort has had on the Italian public opinion has been very limited so far and the Italian media landscape keeps offering free and varied information. 16. Silk Road Academic Connections: China–Italy Cooperation in Higher Education and Its Implications for the West

Abstract:: Cooperation in higher education and research is a positive aspect of the broader Italy–China relationship as it contributes to the advancement of the scientific and cultural environment in both countries. China has invested considerable sums to promote cooperation and exchanges with the Italian academy, including through the establishment of a dozen Confucius Institutes and a number of Confucius Classrooms. Italian universities have set up academic partnerships with Chinese entities on almost every subject. These have improved Italy’s research outlook, but have also posed inevitable risks of self-censorship and kowtowing to Chinese wishes. Moreover, there has been a surge of academic sponsorships by Chinese firms, in particular ICT companies such as ZTE and Huawei, which raise further concerns for Italy’s security interests and cooperation with its Western allies.

Abstract:: Italy’s 2019 decision to sign a Memorandum of Understanding with China in support of the Belt and Road Initiative sparked a heated debate at home and abroad. The possibility of Italy upgrading its trade and investment relations with China through the shortcut of a political endorsement of President Xi Jinping’s flagship foreign-policy initiative was framed as either a heaven-sent opportunity or a serious strategic threat. Two years on, most of the concerns pointed out in the debate, especially regarding infrastructures, have proven unsubstantiated (although the economic opportunities for which the Italian Government wished have also failed to materialise). However, cooperation initiatives between Italian and Chinese entities in sectors often overlooked in the mainstream debate, such as media and academic partnerships, do present risks. The creation of an interagency China Information and Coordination Unit would help to prevent – or, at least, to minimise – such risks. Abstract:: In March 2019, Italy signed a Memorandum of Understanding (MoU) with the People’s Republic of China (PRC) in support of PRC President Xi Jinping’s flagship infrastructure and connectivity project, the Belt and Road Initiative. The MoU was accompanied by a series of commercial agreements, including two between the ports of Genoa and Trieste and the state-owned enterprise China Communications Construction Company (CCCC). The European Union and the United States expressed concerns about the agreements as they feared that CCCC would eventually obtain a controlling share of the ports, not unlike that recently secured by the China Ocean Shipping Company (COSCO) with Greece’s Port of Piraeus. However, existing legal constraints, an open international and national debate, and the vague nature of the agreements concerned have so far kept these fears from materialising. 20. China's Belt and Road Initiative in Italy: An Analysis of Financial Cooperation

Abstract:: Financial cooperation is essential to boosting bilateral economic ties, providing firms with more effective instruments to operate in foreign markets. It should come as no surprise, then, that financial cooperation was a pillar of the 2019 Memorandum of Understanding (MoU) reached between Italy and China in support of the latter’s Belt and Road Initiative (BRI). However, a preliminary analysis of BRI-related commercial agreements between Italian financial institutions and their Chinese counterparts shows that they have not resulted in any ground-breaking development. These Memoranda have apparently just added a “BRI” badge to pre-existing trends of collaboration. The BRI-related MoUs in the field of financial cooperation do not, for the time being at least, justify concerns that China may gain an economic foothold in Italy large enough to win it much political influence. A more realistic risk is that these MoUs may undermine a common European approach to China, weakening the negotiating stance of the European Union’s. Abstract:: “No cash accepted in this store”. What might seem to some like science fiction is on its way to becoming reality. The rise of non-cash payments is a global phenomenon, although moving at different speeds around the world. To keep up with the digitalisation of payments (and of the economy), many central banks are exploring the development of Central Bank Digital Currencies (CBDCs), a digital form of cash. Despite being confined to a technical discussion among experts, when (rather than if) launched, CBDCs concerns us all. Thus, raising awareness of what CBDCs are, and of their key economic and political dimensions, is crucial to ensure that citizens are not only passive spectators. This paper has the ambition to provide (non-expert) readers with straightforward and simple answers to some of the many questions they may have around CBDCs. It sets the ground to better understand what CBDCs are (and are not), their drivers and their possible design. It will explore the impact of CBDC systems on privacy, the geo-strategic drivers of CBDCs and the possible rivalry between public and private money. Paper prepared in the framework of a research effort on the risks and the opportunities related to Central Bank Digital Currencies (CBDCs) with the support of Intesa Sanpaolo and the Bank of Italy.

Abstract:: Days after the European Central Bank (ECB) publicly disclosed its roadmap for a digital euro project on 24 July, the People’s Bank of China (PBoC) published a white paper describing the advancements of its plan for a digital yuan (e-CNY). While the EU roadmap outlines an investigation phase which will end in five years, China has already introduced several pilot experiments for its e-CNY. In June 2021, the e-CNY was employed in more than 70.7 million transactions for a value of 34.5 billion yuan by 20.8 million retail users and 3.5 million corporate users.

Abstract:: Dolphins are being spotted in harbours, canals in Venice have never looked so clean and the temporary ban of corridas has spared the lives of a hundred Spanish bulls. Looking at the bright side of things is an admirable quality, but we should not get too carried away with the idea that COVID-19 is good for the planet. Besides the anecdotal phenomena quoted above, the collapse of mobility and economic activity induced by COVID-19 are generating meaningful short-term consequences for the environment. These include a sharp reduction in Hubei’s and Northern Italy’s air pollution levels and a likely reduction in global CO2 emissions in 2020. Rejoicing over such news rests on a short-sighted view. The interlinkages between COVID-19, energy and climate issues are so complex that we are actually looking at a mixed bag of consequences.

Abstract:: The economic ramifications of COVID-19 will accentuate the technological innovation gap between Latin America and the rest of the world. In a region already suffering from chronic underinvestment in research and development, the strain placed on government budgets by the pandemic-induced economic crisis will push innovation further back down the agenda. The region has compensated for a lack of domestic resources with foreign capital and technology imports from China and the United States. As the US–China relationship becomes more adversarial in the face of COVID, however, Latin America will emerge as a geopolitical battleground whose countries may be forced to choose sides and potentially lose out on capital inflows or technology imports. Navigating this potential storm will involve the region in a search for other options. Public–private partnerships with European Union firms represent one valuable possibility, but Europe and Latin America should first align their innovation agendas.

Abstract:: In September 2019, the once anti-establishment Five Star Movement (Movimento Cinque Stelle – M5S) agreed to enter a ruling alliance with the Democratic Party (Partito Democratico – PD).[1] By establishing this “yellow-red” coalition government with what was considered its political nemesis, the M5S managed to preserve its presence in power and avoid early elections. However, its influence gradually weakened, as attested to by poor performances in local elections. The M5S’s declining political fortunes and the changing composition of the government have a significant foreign policy dimension, especially if addressed through the lens of Italy–US relations. The PD is a solidly pro-Atlanticist party in Italy. The M5S, despite its evolution towards greater pragmatism over the years, remains a source of concern, being still perceived as the most pro-China actor within the Italian political landscape.

Abstract:: The United States and China recently announced a joint climate agreement that creates unprecedented political momentum for the Paris COP21 to be held in December 2015. Yet, it is unclear whether such a deal is an historic breakthrough or business as usual policy. A closer look at the US-China climate agreement shows that the chances that the agreed measures have of limiting global warming to 2°C are very few. If seen in terms of concrete policy action, the US pledge comes closer to a pathway compatible with a 2°C target. By contrast, however, China's pledges are far from consistent with a 2°C pathway. As the COP21 approaches, it is becoming clear that China matters more than ever for an effective climate deal. But it is also becoming increasingly clear that, in the best case scenario, Beijing will support a start now/sprint later agreement in Paris.

Abstract:: The Chinese policy and academic communities have mixed views about the US-led TPP, either viewing it as a strategic attempt at encircling China, or as a positive spur for domestic reform and opening-up. Although the Chinese government adopted an open and flexible attitude towards the TPP, it has moved strategically by accelerating the negotiations of the RCEP and China-Korea FTA, as well as updating its FTA with ASEAN. A more interesting development is China's new initiatives for building two grand silk roads, one to Central Asia, leading on to Europe, and the other to Southeast Asia, leading on to the Indian Ocean. Both represent China's renewed confidence in finding its role in Asia.

Abstract:: Russia’s “pivot to Asia” has come to the fore in the wake of the crisis over Ukraine. Growing tensions with the West over the common neighbourhood, coupled with economic sanctions, have accelerated this trend, with China gaining in strength as both an economic and military partner to Moscow. The Kremlin’s propaganda has sought to convince the broader public that Russia’s strategies in Eastern Europe, Central Asia and the Arctic region are a complement to China’s new Silk Road Economic Belt. Nonetheless, behind the headlines huge potential problems jeopardise the emergence of a durable Sino-Russian consensus in Eurasia. Against this backdrop, the EU should opt for “strategic patience.” This would be a far more effective policy choice than finger pointing, which only deepens the mutual ideological clash between the EU and Russia.

Abstract:: With the One Belt One Road (OBOR), arguably Beijing’s major diplomatic outreach in decades, a process towards greater Sino-European connectivity has been put in place. The implementation of the OBOR in Europe has focused so far on financing infrastructure projects, in particular railways in Southeast Europe and ports in the Mediterranean Sea. This has been complemented by growing monetary linkages between the People’s Bank of China and European central banks through the establishment of currency swap agreements and yuan bank clearing – so-called “offshore renminbi hubs” – with the aim of lowering transaction costs of Chinese investment and bolstering the use of the Chinese currency. While there are undoubtedly great economic opportunities, China’s OBOR initiative also presents the EU with a major political challenge. There is the risk, in fact, that a scramble for Chinese money could further divide EU member states and make it difficult for Brussels to fashion a common position vis-à-vis Beijing. Furthermore, China’s economic penetration into Europe may lead – if not properly managed – to a populist backlash as well as a strain in relations with Washington. All these elements should be taken into consideration by EU policymakers, as China’s OBOR makes inroads into the Old Continent.

Abstract:: This paper analyses foreign direct investment (FDI) activities of Chinese multinational enterprises (MNEs) in Italy. Chinese investments in Italy present features similar to those in other advanced countries, while also showing some country-specific features. Italy is considered an attractive destination for Chinese investors not only because of its large market and its strategic position as a gateway to the Mediterranean, but also because it is seen as a valuable source of strategic assets in both traditional and advanced industries. The analysis of the Italian case is supported by the presentation of a number of detailed case studies, which exemplify the strategies followed by Chinese companies in the country and help summarise the main implications of this phenomenon. Evidence presented in this paper gives rise to a number of suggestions for policy makers on how to maximise the benefits from rising flows of FDI from China and other emerging economies.

Abstract:: China and the United States have just experienced political transitions that allow the leaders of both countries to focus on bilateral relations free from the pressures of domestic political campaigns. But the domestic politics of the bilateral relationship inside each country are, like the structural tensions between the established power and the rising challenger, intensifying, as Washington takes new steps to assert its primacy in Asia and Beijing works to edge America out of its neighbourhood. US-China relations are likely to be less stable and more prone to conflict over President Obama's second term, unless the two nations can arrive at a modus vivendi to keep the peace in Asia. The challenge is that such an entente likely requires the kind of political change in China its leaders seem determined to block for fear of the threat it would pose to their own legitimacy. The reverberations of a relationship that is conflict-prone, but in which conflict holds such downside risks for both countries, will be felt well beyond Asia.

Even if its relationship with the EU - and even more with the US - is solid, there have been frictions that are not likely to disappear in the years to come. Its relations with other states, from Middle Eastern countries to India and China, are either highly problematic or have not improved despite the Israeli government's efforts. It is Israel's policy in the Occupied Territories that is being increasingly criticised and this is creating a sort of 'vicious circle' in Israel: the critiques reinforce Israeli's 'bunker mentality', strengthening the ethno-nationalist character of Israeli politics and society and causing de-democratisation, and this, in turn, brings on more international isolation.

Abstract:: This rejoinder to Daniel Twining's article in the last issue (June 2013) of The International Spectator argues that both China and the United States recognise how important their relationship is for the world and the Asia-Pacific in particular. But the risk of tension on the security front has increased recently due to the US policy toward maritime disputes that has actually involved meddling between the parties involved, and its 'pivot' to Asia which targets China with more military engagement in the region. The China-US relationship has never been an easy one with the US certain of its primacy and China proud of its glorious past, which almost makes a conflictual power transition a self-fulfilling prophecy. Management of the relationship is the key for both countries to bring about more cooperation and to rein in competition. Co-evolution, a new type of relationship among major countries, is the only way out, in which the logic of interaction is 'live-and-let-live' rather than mors tua, vita mea.

Abstract:: The global economic crisis revealed China to be an interdependent giant, one whose 'rise' was undeniable but also one whose deepening participation in transnational production sharing and network trade made it highly susceptible to an external shock. China weathered the storm relatively well - avoiding a recession, in particular - not because it had 'decoupled' from the G7 economies but because its stimulus measures were unusually swift and powerful. One cost, however, has been a worsening domestic imbalance between investment and consumption that carries a heightened risk of asset price inflation, non-performing loans and destabilising levels of local government debt. Meanwhile, China's ties to the world economy have not fundamentally changed since the crisis began. Despite stirring leader rhetoric and summit declarations, the BRICS have made only modest progress in meeting their goals. East Asia, North America and Europe remain China's principal trade partners, and cross-border production chains connecting these regions remain the dominant mode of China's incorporation into the world economy.

Abstract:: China's assertiveness is growing. While in the past China's foreign policy kept a low profile in international affairs, global developments, prime amongst which in the Middle East, highlight China's growing influence in world politics and its ensuing role in shaping global norms. Within the liberal peace discourse, China's reinterpretation of international norms can be seen as the result of a mixture of prior local norms - sovereignty and non-interference - and changes within the international environment - namely conflicts in North Africa and the Middle East. Particularly, in terms of intervention and peace-building practices, China insists that a number of preconditions - which are encapsulated in the notion of Responsible Protection (RP) - have to be met in order to consider intervention in sovereign states. This paper argues that in order to achieve a full picture of Chinese foreign policy and its normative underpinnings, it is necessary to explore the debate within non-state actors beyond the government apparatus, such as think tanks and research institutions.

Abstract:: Revolving around the concept of 'Community' or 'community', debate on an Asian region has ostensibly pitted those who proposed an entity limited to East Asia (China, Japan, South Korea and the ten countries of the Association of South East Asian Nations, ASEAN) against those who proposed a much wider region embracing India, North (and, perhaps, South) America, as well as Australasia. Previously these two conceptualisations possessed their eponymous translation in the East Asian Economic Caucus (reincarnated as ASEANþ3) and the Asia Pacific Economic Cooperation forum. However, with the creation in 2005 of the East Asian Summit to include India, Australia and New Zealand and, above all, its 2011 enlargement to include the United States and Russia, the contrast between the two conceptualisations of an Asian region has become confused. In order to explain this development, this article suggests that the language of 'region' or 'community' is a discursive smokescreen disguising changes in approaches to multilateralism. An examination of the East Asia Summit, contrasting it with another recent regional project, the Trans Pacific Partnership, suggests that the actors involved are seeking to ensure the primacy of individual nation states in intergovernmental multilateral relations.

Abstract:: China is set to become the world's largest economy. As the country becomes richer, it is likely to become more influential in foreign and military affairs. This raises the question as to the impact that an increasingly ascendant China would have on the rest of the world, including whether the West will continue to maintain the supremacy that it has enjoyed over the last centuries. This is a subject that has received a fair amount of attention in the last years. Suffice it to recall here books like Martin Jacques's When China Rules the World and James Kynge's China Shakes the World to get a sense of the awe and anxiety that pervades the Western world as China establishes its global footprint. Henry Kissinger, in his latest On China observes that President Hu Jintao and Prime Minister Wen Jiabao ''presided over a country that no longer felt constrained by the sense of apprenticeship to Western technology and institutions'', and that the economic meltdown that began in America in 2008 ''seriously undermined the mystique of Western economic prowess'' among the Chinese. According to Kissinger, these developments have prompted a ''new tide of opinion in China to the effect that a fundamental shift in the structure of the international system was taking place''.The sentiment, both in China and in the West, is that the Chinese economy will soon reach a position of pre-eminence. According to the IMF, this could happen as early as 2016. But will China be able to sustain its current pace of economic growth for the next decades? Or will domestic and/or external factors derail China's rise?

Abstract:: Over the past three decades, the People's Republic of China's response to international human rights pressure has been guided by its strong state identity, an identity that prioritised the pursuit of economic productivity, material power and international prestige. The goal of a strong socialist state led Beijing to participate in the UN human rights regime for strategic and diplomatic gains, and later to endorse human rights norms that were perceived as consistent with them. Accordingly, the PRC saw colonialism, imperialism, hegemonism, and racism as key human rights violations, while opposing the universality of human rights and rejecting intrusive human rights monitoring, deemed as detrimental to its strong state goal. After the 1989 Tiananmen Square protests, China faced unprecedented international pressure and responded by challenging aspects of the human rights system. During negotiations to replace the UN Commission on Human Rights with the Human Rights Council, China again sought to shield itself from human rights pressure, primarily by challenging country specific approaches. Thus, instead of the normative influence leading to norm-compliant behaviour, China has sought to diminish human rights pressure and shape international human rights institutions in ways that are advantageous to its state interests.

Abstract:: After two waves of important changes in the Chinese system of foreign exchange, one in July 2005, when the Chinese currency was allowed to fluctuate more widely against the US dollar, the other in June 2010, when it was then quoted against an undisclosed basket of currencies, but moreover, was allowed to be partially traded in Hong Kong with the invention of a 'twin', the 'offshore yuan' (CNH), a deep reform could have taken place. The creation of the CNH, allowing debt to be issued internationally in yuan, initially led to the belief that a real set of deep reforms was under way. Yet, like some reforms of the past, which were hesitant or even annulled, the path towards monetary and financial reform is encountering difficulty. The steps taken towards the 'regionalisation' or possibly the 'internationalisation' of the Chinese currency may well be taking the same route. Before the reforms have had time to come to fruition and deliver deep changes, there seems to be some indecisiveness, a sense of relative failure, or at least discovery of the limitations in a process which many, at least at the beginning, believed would be quick and decisive. This article attempts to demonstrate that, like some other Chinese reform processes of the past, the path is not yet very clear and claims of deep changes and unwavering success would be largely premature.

Abstract:: Chinese overseas investment is a new, and growing phenomenon. In the last decade, there have been exponential increases in how much direct investment is flowing from China, particularly into the resource sector. As the eurozone crisis has deepened since 2008, there has been continuing talk by political and business leaders of investment in Europe being a key target for Chinese companies. And yet, the amounts invested so far come to less than 5 percent of China's global overseas foreign direct investment (FDI) total. In the crucial determinants of Chinese FDI, the EU ranks low. There is therefore a good structural reason why, despite the ambitious talk of the Chinese coming to invest more in vital sectors in the EU, this is not happening at the moment and is not likely to happen until China develops into a middle income, more developed economy.

Abstract:: The discussion of cross-Strait relations is so politicised that it may be impossible for academics to take a neutral stand. No matter how hard they might try, sympathies will always be revealed by signs such as whether they dare to call the elected leader of Taiwan its 'president', or whether the other side of the Taiwan Strait is deemed to be 'China' or 'the mainland'. Maybe the best way to get a balanced view, then, is to compare one book leaning to the pan-Blue side of the political spectrum, that is sympathetic towards the claim that Taiwan is part of China, with one that leans towards the 'pan-Green' preference of seeing the island as a separate nation-state. After that, test the different perspectives against a more conventional historical narrative.

Abstract:: The new US strategic guidance released in January 2012 represents a hallmark of US President Barack Obama's foreign policy and forms integral part of the so-called “Pivot to Asia”. However, rather than a radical departure from the past, the strategic guidance represents an evolution and extension of US foreign policy towards the region, envisaging the reallocation of American military assets from Europe to the Asia-Pacific. The implementation of the guidance strategy is a long-term and complex process: several challenges, tensions and frictions between the US and regional actors may hamper the implementation of the policy and will require a delicate balancing act in which China will play a key role. Against this backdrop, the empirical research conducted in 2007-08 in Kenya and South Africa as part of a pioneering international project investigates the perceptions of public opinion, political leaders, civil society activists and media operators. While confirming their continent's traditional proximity to Europe, African citizens are increasingly interested in China and its impact on Africa's development. Europe is criticised for not having been able to dismiss the traditionally 'patronising' attitude towards Africa. While African civil society leaders and media operators describe China as an opportunity for Africa to break free of its historical dependence on European markets, other opinion leaders warn against too much enthusiasm for the Asian giant. There is a suspicion that the Chinese strategy might, in the long run, turn into a new form of economic patronage.

Abstract:: Historical disputes and nationalism continue to be issues of concern and controversy in the relationship between Japan and China. In 2005, popular nationalist sentiment culminated in nationwide anti-Japanese movements in China. This led to a crucial shift in the way China and Japan deal with history and popular nationalism. An unprecedented dialogue on war memory was initiated in late 2006, and the Sichuan earthquake relief effort in mid-2008 marked a further departure from earlier patterns. The Chinese government shifted away from conventional historiography that largely fed negative images of Japan. While these developments point to new, cooperative attitudes that aim to contain popular nationalist sentiment in manageable proportions, relations are nevertheless increasingly obscured by other tensions in the bilateral relationship.

Abstract:: The geographic proximity of Central Asia to Russia, China, the Caucasus and the Caspian region, as well as to the Middle East, makes this oil and gas-producing region a crucial and ever-developing player in regional and global energy markets. The method by which Central Asian producers choose to develop their hydrocarbon resources and export infrastructure will have significant implications for the plans for diversification of oil and gas supplies of Europe, China and India, as well as for Russia's energy exports to Europe. Abstract:: There has been a profound shift eastward in global power. The 2008 US National Intelligence Council study highlighted the unprecedented transfer of wealth from the West to the East which is likely to continue in the foreseeable future. US Secretary of State Hillary Clinton chose East Asia for her first official trip abroad in February 2009. For the first time, the new Secretary of State did not go to Europe for the inaugural tour to meet the traditional transatlantic allies. Clinton's visits to Japan, Indonesia, South Korea and China emphasized not only the growing significance of East Asia for the new American administration, but also the increasing mutual interdependence between the two shores of the Pacific. As the Secretary of State told her Chinese counterpart in Beijing, ''We are truly going to rise or fall together.'' The US-China relationship is bound to set the stage for global politics in the next decades and become the central axis around which the Asia-Pacific era will unfold.

Non-traditional security threats are expanding the shared interests of China and the US. The two countries have developed more realistic views of each other than they had decades ago, and this is making military relations more practical. The two are also interdependent in the economic realm, whether they like it or not, and therefore must work together to succeed in handling the current economic crisis. Connected to this economic challenge is that of climate change, an issue which the US must handle wisely in its relations with China. In addition, traditional security and peace issues will remain important, some even sensitive and difficult, in relations in the near future. Abstract:: From Australia's perspective, and in spite of the global economic crisis, an increasingly strong China will remain the dominant theme in Asia's evolving distribution of power. Australia has benefited from the prosperity which is the foundation of China's rise. But it continues to value the reassurance that a strong United States can bring to Asia. This favourable status quo seems superior to the alternatives: a cooperative Asian community which may be more aspirational than practicable; an Asian concert which requires an unlikely sharing of leadership between the great powers; or a coalition of Asian democracies which could be especially divisive. But as this comfortable status quo is strained, Australia may need to consider geopolitical options which until now have appeared fanciful and risky.

Abstract:: Elections for a new parliament and president in Taiwan last year have led to a relaxation in the relationship with China that had become increasingly tense under the previous administration in Taipei. Having come to power on a platform of economic revival, the newly elected president, Ma Ying-jeou, now has to win over a wary public to support his policy of deeper engagement with China. This is becoming increasingly difficult as the economic downturn on both sides of the Taiwan Strait has made it hard to deliver the expected material benefits and the island slides into a severe recession. Meanwhile, Ma faces a growing dilemma as he waits for Beijing to deliver concessions on allowing the island more international space. If this is not forthcoming, domestic politics could force him back towards the more assertive foreign policy developed by his predecessors.

Abstract:: Italy's political vision of China has been tainted by prejudice. In past decades, before China's rapid development, it was a positive prejudice. People on the right saw China as a bulwark against the Soviet Union, people on the left viewed it as model of socialism. In recent years, the prejudice has changed in nature. Those on the right, defending Italy's small and medium-sized enterprises beleaguered by Chinese competition, accuse Beijing of unfair trade practices, those on the left, fearing that workers might lose their jobs to China, blame Beijing for exploiting workers. In either case, Italy is not interested in discovering the true reality of China, which remains an exotic mystery. This lack of knowledge is the root of Italy's policy problems with China.

Abstract:: American primacy continues to characterise the international system, despite trends toward a diffusion of power. The discussion is too often biased in favour of multipolarity due to imprecise or misleading definitions of US primacy. On the basis of a simple definition of what a "pole" is, combining GDP and defence expenditure, only the US can be considered a global pole. The current economic crisis is not changing this reality. Even considering perceptions, soft power, and the ability to translate power into influence, rising powers like China or an aggregate power like the EU have a long way to go before they can get on an equal footing with the United States.

Abstract:: Basic questions posed in this study were whether the trend of Gulf involvement in the Mediterranean economies was sustainable, what the specifics of those investments are, and could a triangular cooperation be envisaged? What is clear is that Gulf investors have become major players in the Mediterranean with an investment volume of more than 70 billion Euro in nearly 700 projects since January 2003. The Gulf now seems to have joined Europe as a sustainable second investment pillar. The complementarities between needs and resources of Europe, GCC and Med countries call for the implementation of an integrated co-operation model, similar to the Japan-China-ASEAN triangle.

83. Return to Heartland: Russia's Policy in Central Asia

Abstract:: Reversing the retreat of the Yeltsin era, Russia has returned to Central Asia proactively. Its presence is increasingly felt in the traditional - that is, security - field and in new fields of engagement, such as strategically-placed investment or construction of regionalism. The cultural and "civilisational" role has also gained more prominence. Moscow's policy reflects pragmatic opportunism, aimed at getting the utmost benefits for Russia from a region in which it holds many assets rather than at a revival of the former empire. There are limits however as to how far its engagement can go due to constraints posed by Central Asian realities and Russian domestic developments. So far, the advance has been greatly facilitated by the West's retreat, giving rise to perceptions of an unfolding "great game", while in reality a record of both competition and cooperation between Russia, China and the West is a normal state of affairs. Although Central Asian elites find it easier to deal with Moscow in the current political climate, they view its assertive role with caution and may turn to a rival suitor should the price for the relationship with Russia become too high.

Abstract:: China's continuing rise has brought it to a new stage in its engagement with the outside world. China's growing economic and diplomatic weight has made it an influential player in all parts of the world and it is seeking to consolidate its image as a responsible major player within its own region and in the wider world. The Olympic Games to be held in Beijing next year will offer a major opportunity to show that China has come of age as a modern power. China is reaching a point where the extent and depth of its international interests are not only increasing its stake in the global system, but are also allowing it to begin to make its mark as a potential rule-maker in world affairs. This is particularly noticeable in Africa, where it is successfully challenging the approach of international organisations and Western governments which have made aid and certain other economic exchanges and arms sales conditional on improving the governance of relevant states. China's ''model of development'', which combines rapid economic growth with authoritarian rule, is gaining approval by certain third world governments as a viable alternative to the so-called ''Washington consensus'', which emphasises liberal economics and democratic politics.

Abstract:: In its European Security Strategy, the European Union defined the People's Republic of China (PRC) as a strategic partner and envisaged comprehensive cooperation with it, including in the security sector. China and the EU often use the same terms, but the connotation of these terms differs due to fundamentally different security concerns. This article critically assesses the possibilities, prospects and difficulties from a European point of view of pursuing Sino-European cooperation in security matters. It concludes that given basic differences in perception, cooperation is likely to be successful in such fields as environmental disasters and pandemics, but will remain limited in such areas as non-proliferation, the fight against terrorism and energy security.

Abstract:: China's energy policy is traditionally based on self-sufficiency. While energy bottlenecks have often been cited as a limitation to China's economic growth, China has been successful at producing energy using its domestic coal - albeit putting a strain on transport and producing a high degree of pollution. Aggressively after 2001, China has started to search for external resources, both to supply its voracious appetite for oil and to insure its economy against possible geopolitical disruptions - including the threat of sanctions. This has given Chinese companies a life of their own, making them large international actors. Today, China is both saddled with new responsibilities for the developing countries in which it owns sizeable exploitation rights, and influenced by a new thinking on energy security, based on the idea of improving energy efficiency before developing resources. This offers opportunities for the West - and Japan - in cooperating with China, a huge energy importing country, to lessen the dominance of producers, create business opportunities for energy efficiency equipment, and also to cap CO2 and other emissions.

Abstract:: China now holds the world's largest foreign exchange reserves mainly thanks to dynamic export activities. In order to invest and manage these foreign exchange reserves, the Chinese government recently announced the constitution of a new State Foreign Exchange Investment Company (SFEIC) aimed at improving the yield on them. This new investment vehicle will face multiple challenges ranging from showing solid financial gains to establishing effective rules for corporate governance that guarantee transparency in company management. In addition to the legal aspects, numerous economic and political implications will arise from this new government-controlled tool.

91. Coalition Dynamics in the War Against Terrorism

Abstract:: “Coalition” may be an inappropriate term to describe the constellation of state and non state actors cooperating in the global struggle against terrorism. The term coalition implies a certain agreement on strategy and objectives, short of a formal alliance. In fact, to the extent that NATO plays an active role in counter-terrorism, the current pattern of cooperation does have elements of an alliance. But the vast bulk of international cooperation on counter-terrorism, before and after September 11th, has involved the routine, sometimes intensive, coordination of intelligence, police and judicial activity. Contributions to large-scale military operations in Afghanistan, or elsewhere – although important to current objectives – are exceptional. Most counter-terrorism cooperation has been, and will almost certainly continue to be, of a more prosaic nature. The sheer range of activity – from the most intensive cooperation among European allies, to the ad hoc and often arms length relations with states such as Libya, Syria and Iran, not to mention Russia and China, makes it difficult to speak of a single grand coalition against terrorism.. The reality is a highly diverse pattern of cooperation; some limited, some extensive; some sustained, and some on a case-by-case basis.
