1. Raising the Stakes in Jammu and Kashmir

Abstract:: What’s new? In August 2019, India unilaterally revoked Jammu and Kashmir’s semi-autonomous status, redrew its internal boundaries, and scrapped Kashmiris’ exclusive rights to immovable property and access to government jobs. To quell potential protests, the authorities ordered an unprecedented crackdown, which included detaining almost all local politicians and a months-long communications blackout. Why did it happen? Revocation of the Indian constitution’s Article 370, which gave Kashmir its previous status, had been on the Bharatiya Janata Party’s agenda for decades. Emboldened by its landslide win of a second term in May 2019, the government ordered the state’s overhaul soon afterward, without consulting Kashmiri politicians or society. Why does it matter? New Delhi claimed that its bold move would help bring peace and development to the region after three decades of conflict. One year later, its reforms, coupled with heavy-handed counter-insurgency tactics, have only exacerbated Kashmiri alienation and raised tensions with Pakistan. Kashmir’s youth continues to join militant ranks. What should be done? While New Delhi appears unlikely to reverse course, its international allies should strongly encourage it to restore Kashmiri statehood, free detained politicians and end security forces’ abuses against civilians. Pakistan’s partners should push harder for it to stop backing anti-India jihadists. Both countries should abide by their 2003 Kashmir ceasefire.

2. Venezuela: Unnatural Disaster

Abstract:: The accelerating deterioration of Venezuela’s political crisis is cause for growing concern. The collapse in 2014 of an incipient dialogue between government and opposition ushered in growing political instability. With legislative elections due in December, there are fears of renewed violence. But there is a less widely appreciated side of the drama. A sharp fall in real incomes, major shortages of essential foods, medicines and other basic goods and breakdown of the health service are elements of a looming social crisis. If not tackled decisively and soon, it will become a humanitarian disaster with a seismic impact on domestic politics and society, and on Venezuela’s neighbours. This situation results from poor policy choices, incompetence and corruption; however, its gravest consequences can still be avoided. This will not happen unless the political deadlock is overcome and a fresh consensus forged, which in turn requires strong engagement of foreign governments and multilateral bodies.

3. Curbing Violence in Nigeria (III): Revisiting the Niger Delta

Abstract:: Violence in the Niger Delta may soon increase unless the Nigerian government acts quickly and decisively to address long-simmering grievances. With the costly Presidential Amnesty Program for ex-insurgents due to end in a few months, there are increasingly bitter complaints in the region that chronic poverty and catastrophic oil pollution, which fuelled the earlier rebellion, remain largely unaddressed. Since Goodluck Jonathan, the first president from the Delta, lost re-election in March, some activists have resumed agitation for greater resource control and self-determination, and a number of ex-militant leaders are threatening to resume fighting (“return to the creeks”). While the Boko Haram insurgency in the North East is the paramount security challenge, President Muhammadu Buhari rightly identifies the Delta as a priority. He needs to act firmly but carefully to wind down the amnesty program gradually, revamp development and environmental programs, facilitate passage of the long-stalled Petroleum Industry Bill (PIB) and improve security and rule of law across the region.

4. Curbing Violence in Nigeria (II): The Boko Haram Insurgency

Abstract:: Boko Haram's four-year-old insurgency has pitted neighbour against neighbour, cost more than 4,000 lives, displaced close to half a million, destroyed hundreds of schools and government buildings and devastated an already ravaged economy in the North East, one of Nigeria's poorest regions. It overstretches federal security services, with no end in sight, spills over to other parts of the north and risks reaching Niger and Cameroon, weak countries poorly equipped to combat a radical Islamist armed group tapping into real governance, corruption, impunity and underdevelopment grievances shared by most people in the region. Boko Haram is both a serious challenge and manifestation of more profound threats to Nigeria's security. Unless the federal and state governments, and the region, develop and implement comprehensive plans to tackle not only insecurity but also the injustices that drive much of the troubles, Boko Haram, or groups like it, will continue to destabilise large parts of the country. Yet, the government's response is largely military, and political will to do more than that appears entirely lacking.

5. Iran and the P5+1: Getting to "Yes"

Abstract:: That nuclear negotiations between Iran and the P5+1 (China, France, Russia, the UK, U.S. and Germany) were extended beyond the 20 July 2014 deadline was neither unexpected nor unwelcome. The parties ha d made enough headway to justify the extension, which was envisioned in the Joint Plan of Action (JPOA) that was signed in November 2013 and came into force in January, but given the political and technical complexity, they remain far apart on fundamental issues. Unless they learn the lessons of the last six months and change their approach for the next four, they will lose the opportunity for a resolution not just by the new 24 November deadline but for the foreseeable future. Both sides need to retreat from maximalist positions, particularly on Iran's enrichment program. Tehran should postpone plans for industrial- scale enrichment and accept greater constraints on the number of its centrifuges in return for P5+1 flexibility on the qualitative growth of its enrichment capacity through research and development.

6. Women and Conflict in Afghanistan

Abstract:: As the presidential election approaches in 2014, with the security transition at the year's end, Afghan women, including parliamentarians and rights activists, are concerned that the hard-won political, economic and social gains achieved since the U.S.-led intervention in 2001 may be rolled back or conceded in negotiations with the insurgents. Afghanistan's stabilisation ultimately rests on the state's accountability to all its citizens, and respect for constitutional, legal and international commitments, including to human rights and gender equality. There will be no sustainable peace unless there is justice, and justice demands that the state respect and protect the rights of women, half its population.

7. Sudan: Preserving Peace in the East

Abstract:: The situation in Sudan’s forgotten East – without deadly conflict since the 2006 Eastern Sudan Peace Agreement (ESPA) – stands in contrast to the fighting besetting the country’s other peripheries. But this peace is increasingly fragile. Seven years after the ESPA’s signing, the conflict’s root causes remain and in some respects are more acute, due to the failure to implement many of the agreement’s core provisions. Mirroring elsewhere in the country, with no sign of genuine efforts by Khartoum to address the situation, conflict could erupt in the East again and lead to further national fragmentation. All ESPA stakeholders urgently need to reconvene and address the deteriorating situation; the leading sign atories need publicly to concede that the promises of the original agreement have not met expectations and reach a consensus on remedial measures.

8. Centrafrique : l'intervention de la dernière chance

Abstract:: Durant les neuf derniers mois, ce qui restait de l'Etat centrafricain s'est effondré avec de graves conséquences humanitaires (400 000 personnes sont déplacées et presque la moitié de la population a besoin d'aide humanitaire). Le gouvernement de transition et la force de sécurité régionale ont été incapables de freiner la chute dans l'anarchie aussi bien en zone rurale qu'en zone urbaine et notamment à Bangui. Après plusieurs mois de passivité et à la suite de tueries, la communauté internationale a pris conscience des conséquences de la faillite de la RCA. Malheureusement, la détérioration de la situation est bien plus rapide que la mobilisation internationale et Bangui est au bord de l'explosion. Dans l'immédiat, le Conseil de sécurité devrait fournir un mandat sous chapitre 7 à la Mission internationale de soutien à la Centrafrique sous conduite africaine (Misca) épaulée par les forces françaises pour rétablir l'ordre dans Bangui dans un premier temps puis se déployer dans d'autres villes. Par la suite, la réconciliation religieuse devrait être privilégiée et des mesures de stabilisation devraient être appliquées.

9. Somalia: Puntland's Punted Polls

Abstract:: Puntland is the first of Somalia's federal units to attempt transition from clan-based representation to directly-elected government, but poor preparations and last-minute cancellation of local elections in July underline the challenges of reconciling competing clan interests with a democratic constitution. Cancellation pragmatically averted violence, but societal tensions remain unaddressed. The presidential vote by a clan-selected parliament in January 2014 will thus be fraught. Weak political and judicial institutions will struggle to mediate, risking involvement by partisan arms of the state. Direct elections are no panacea for reducing the conflict risks, but hard-won incremental progress on the constitution and local democratisation must not be abandoned. The cancelled ballot's lessons should be instructive for promised elections in the rest of Somalia. Better technical preparations matter, but Puntland's experience shows that donors and other international actors also need to be heedful of local political realities, including support of elites, robustness of institutions and viability of electoral districts.

Abstract:: Myanmar's new legislature, the Union Assembly formed in 2011 on the basis of elections the previous year, has turned out to be far more vibrant and influential than expected. Both its lower and upper houses have a key role in driving the transition process through the enactment and amendment of legislation needed to reform the outdated legal code and are acting as a real check on the power of the executive.

11. Pakistan: No End to Humanitarian Crises

Abstract:: With three years of devastating floods putting the lives and livelihoods of at least four million citizens at risk, and military operations against militants displacing thousands more in the conflict zones of Khyber Pakhtunkhwa (KPK) province and the Federally Administered Tribal Areas (FATA), Pakistan's humanitarian crises need urgent do-mestic and international attention. Since the democratic transition began in 2008, some progress has been made, but much more is needed to build the federal and provin-cial governments' disaster and early recovery response. Efforts to enhance civilian ownership and control have also had mixed results, particularly in the conflict zones, where the military remains the dominant actor. To effectively confront the challenges, the most urgent tasks remain to strengthen the civilian government's capacity to plan for and cope with humanitarian crises and to prioritise social sector and public infrastructure development. It is equally important that all assistance and support be non-discrimi-natory and accompanied by credible mechanisms for citi-zens to hold public officials accountable.

12. Turkey's Kurdish Impasse: The View from Diyarbakır

Abstract:: As Turkey's biggest Kurdish- majority city and province, Diyarbakır is critical to any examination of the country's Kurdish problem and of the insurgent PKK (Kurdistan Workers' Party). The armed conflict has deteriorated in the past year and a half to its worst level in over a decade, with increased political friction and violence leading to the deaths of at least 870 people since June 2011. While as many Kurds live in western Turkey, particularly in Istanbul, as in the south east, grievances that underlie support within Kurdish communities for the PKK's armed struggle are more clearly on display in predominantly Kurdish areas like Diyarbakır: perceived and real discrimination in the local government and economy, alienation from central authorities, anger at mass arrests of political rep- resentatives and frustration at the bans on the use of Kurdish in education and public life. Yet Diyarbakır still offers hope for those who want to live together, if Ankara acts firmly to address these grievances and ensure equality and justice for all.

14. Somalia: An Opportunity that Should Not Be Missed

Abstract:: The next six months will be crucial for Somalia. The international community is taking a renewed interest in the country; the mandate of the feeble and dysfunctional Transitional Federal Government (TFG) expires in a half-year; and emboldened troops from the African Union Mission in Somalia (AMISOM), Kenya and Ethiopia are keen to deal the weakened (though still potent) extremist Islamist movement Al-Shabaab further defeats. This confluence of factors presents the best chance in years for peace and stability in the south and centre of the country. To achieve that, however, requires regional and wider international unity of purpose and an agreement on basic principles; otherwise spoilers could undermine all peacebuilding efforts.

15. Burundi: A Deepening Corruption Crisis

Abstract:: Despite the establishment of anti-corruption agencies, Burundi is facing a deepening corruption crisis that threatens to jeopardise a peace that is based on development and economic growth bolstered by the state and driven by foreign investment. The “neopatrimonialist” practices of the party in office since 2005 has relegated Burundi to the lowest governance rankings, reduced its appeal to foreign investors, damaged relations with donors; and contributed to social discontent. More worrying still, neopatrimonialism is undermining the credibility of post-conflict institutions, relations between former Tutsi and new Hutu elites and cohesion within the ruling party, whose leaders are regularly involved in corruption scandals. In order to improve public governance, the Burundian authorities should “walk the talk” and take bold steps to curtail corruption. Civil society should actively pursue its watchdog role and organise mass mobilisation against corruption and donors should prioritise good governance.

16. Innovative Financing in Early Recovery: The Liberia Health Sector Pool Fund

Abstract:: In post-conflict Liberia, the National Health Plan set out a process for transitioning from emergency to sustainability under government leadership. The Liberia Health Sector Pool Fund, which consists of DfID, Irish Aid, UNICEF, and UNHCR, was established to fund this plan and mitigate this transition by increasing institutional capacity, reducing the transaction costs associated with managing multiple donor projects, and fostering the leadership of the Liberian Health Ministry by allocating funds to national priorities. In this paper, we discuss the design of the health pool fund mechanism, assess its functioning, compare the pooled fund to other aid mechanisms used in Liberia, and look into the enabling conditions, opportunities, and challenges of the pool fund.

17. Iraq and the Kurds: The High-Stakes Hydrocarbons Gambit

Abstract:: A simmering conflict over territories and resources in north-ern Iraq is slowly coming to a boil. In early April 2012, the Kurdistan regional government (KRG) suspended its supply of oil for export through the national Iraqi pipeline, claiming Baghdad had not fully repaid operating costs to producing companies. The federal government responded by threatening to deduct what the oil would have generated in sales from the KRG's annual budget allocation, poten-tially halving it. This latest flare-up in perennially tense Erbil-Baghdad relations has highlighted the troubling fact that not only have the two sides failed to resolve their dif-ferences but also that, by striking out on unilateral courses, they have deepened them to the point that a solution appears more remote than ever. It is late already, but the best way forward is a deal between Baghdad and Erbil, centred on a federal hydrocarbons law and a compromise on dis-puted territories. International actors – the UN with its tech-nical expertise, the U.S. given its unique responsibility as well as strategic interest in keeping things on an even keel – should launch a new initiative to bring the two back to the table.

18. Lost in Transition: The World according to Egypt's SCAF

Abstract:: Since it assumed power after Hosni Mubarak's ouster, the performance of the Supreme Council of the Armed Forces (SCAF) has been, at times, head-scratching. Extolled in the wake of the uprising as the revolution's protector, many have come to view it as an agent of the counter-revolution. It often has been obstinate, before abruptly yielding to pressure. It values its long ties with Washington, from which it receives much assistance, but seemed willing to jeopardise them by targeting U.S.-funded NGOs. Suspected by Islamists of seeking to deprive them of opportunity to govern and by non-Islamists of entering a secret pact with the Muslim Brotherhood, it finds itself in the worst of both worlds: an angry tug-of-war with liberal protesters and a high-wire contest with Islamists. It displays little interest in governing, wishing instead to protect privileges, but erratic behaviour threatens even that. On the eve of presidential elections that have become a high-stakes free-for-all, the SCAF should take a step back and, with the full range of political actors, agree on principles for a genuine and safe political transition.

19. Tunisie : lutter contre l'impunité, restaurer la sécurité

Abstract:: Dans un contexte arabe marqué par des transitions bâclées ou sanglantes, la Tunisie fait encore figure d'exception. Depuis le 14 janvier 2011, ce n'est pas seulement la tête de l'ancien régime, symbolisé par l'ancien président Zine al-Abidine Ben Ali, qui est tombée. C'est tout un système qui se trouve bouleversé, principalement dans le cadre d'un consensus relativement large. Mais les défis qui pourraient menacer ces progrès existent. Parmi ceux-ci, deux en particulier sont étroitement liés : restaurer la sécurité et mener une véritable lutte contre l'impunité. Pour le nouveau gouvernement d'union, dénommé Troïka et emmené par le mouvement islamiste An-Nahda, la clé demeure dans un dialogue large, permettant de réformer les forces de sécurité sans trop les provoquer, rendre justice aux victimes de la dictature sans céder à la chasse aux sorcières, et garantir une justice efficace tout en tenant compte des limites du système judiciaire en place.

20. Black Gold in the Congo: Threat to Stability or Development Opportunity?

Abstract:: Although it should provide development opportunities, renewed oil interest in the Democratic Republic of the Congo (DRC) represents a real threat to stability in a still vulnerable post-conflict country. Exploration has begun, but oil prospecting is nurturing old resentments among local communities and contributing to border tensions with neighbouring countries. If oil reserves are confirmed in the east, this would exacerbate deep-rooted conflict dynamics in the Kivus. An upsurge in fighting since the start of 2012, including the emergence of a new rebellion in North Kivu and the resumption of armed groups' territorial expansion, has further complicated stability in the east, which is the new focus for oil exploration. New oil reserves could also create new centres of power and question Katanga's (DRC's traditional economic hub) political influence. Preventive action is needed to turn a real threat to stability into a genuine development opportunity.

21. Armenia: An Opportunity for Statesmanship

Abstract:: After May's parliamentary elections, Armenia is preparing for a pivotal presidential vote in 2013 that will determine whether it has shed a nearly two-decade history of fraud-tainted elections and put in place a government with the legitimacy needed to implement comprehensive reform and resolve its problems with Azerbaijan. President Serzh Sargsyan has a brief opportunity to demonstrate statesmanship before he again faces the voters in what is likely to be a competitive contest. Sargsyan has demonstrated some courage to promote change, but like his predecessors, he has thus far failed to deal effectively with serious economic and governance problems, including the debilitating, albeit low-intensity, Nagorno-Karabakh war. Another election perceived as seriously flawed would serve as a further distraction from peace talks and severe economic problems. The likely consequences would then be ever more citizens opting out of democratic politics, including by emigration.

22. Indonesia: Dynamics of Violence in Papua

Abstract:: A spate of violence in Papua in May and June 2012 exposed the lack of a coherent government strategy to address this multidimensional conflict. Shootings of non-Papuans in the provincial capital Jayapura in June, likely involving pro-independence militants, were followed by the death of one of those militants at police hands, highlighting the political dimension of the problem. In Wamena, a rampage by soldiers after the death of a comrade shows the depth of distrust between local communities and the army, and the absence of mechanisms to deal with crises. The shooting of five Papuans by newly arrived members of a paramilitary police unit (Brigade Mobile, Brimob) in a remote gold-mining area of Paniai highlights the violence linked to Papua's vast resource wealth and rent-seeking by the security apparatus with little oversight from Jakarta. While these events are still under investigation, they signal that unless the Yudhoyono government can address these very different aspects of the conflict, things may get worse. An overhaul of security policy would help.

23. Indonesia: Defying the State

Abstract:: Local institutions in Indonesia, empowered by decentralisation, are defying the country's highest courts with impunity, undermining judicial authority and allowing local conflicts to fester. District councils, mayors and regional election commissions have learned that there is little cost to ignoring court rulings on electoral or religious disputes, pandering instead to local constituencies and pressure groups. Decisive leadership from the president could make a difference; instead, slow and ineffective responses from Jakarta brew more insubordination. If the regions become overconfident in their new powers and the central state continues to respond weakly, this lack of commitment to rule of law could encourage more conflict as the national political temperature rises ahead of the 2014 presidential election.

24. Malaysia's Coming Election: Beyond Communalism?

Abstract:: Malaysia's thirteenth general election, which Prime Minister Najib Razak will have to call by April 2013, could be a watershed in communal relations. More than ever before, there is a chance, albeit a very small one, that opposition parties running on issues of transparency, economic equity and social justice could defeat the world's longest continually-elected political coalition, the National Front (Barisan Nasional), that has based its support on a social compact among the country's Malay, Chinese and Indian communities. That compact, granting Malays preferential status in exchange for security and economic growth, has grown increasingly stale as the growing middle class demands more of its leaders. Both ruling party and opposition are using images of the Arab Spring – the former to warn of chaos if it is not returned to power, the latter to warn of popular unrest unless political change comes faster.

25. Liberia: How Sustainable Is the Recovery?

Abstract:: Liberia's October 2011 general and presidential elections, the second since civil war ended in 2003, are an opportunity to consolidate its fragile peace and nascent democracy. Peaceful, free and fair elections depend on how well the National Elections Commission (NEC) handles the challenges of the 23 August referendum on constitutional amendments and opposition perceptions of bias toward the president's Unity Party (UP). The NEC, the government, political parties, presidential candidates, civil society, media and international partners each have roles to play to strengthen trust in the electoral process. They should fight the temptation to treat the elections as not crucial for sustaining the progress made since the civil war. But even after good elections five factors will be critical to lasting peace: a more convincing fight against corruption; deeper commitment to transforming Liberia with a new breed of reform-minded political players; sustained international engagement in supporting this more ambitious transformation; economic development; and regional stability, particularly in Côte d'Ivoire.

27. South Sudan: Compounding Instability in Unity State

Abstract:: Unity state confronts a set of challenges unparalleled in South Sudan. Some exemplify concerns that register across the emerging republic; others are unique to the state. Situated abreast multiple frontiers, its political, social, economic and security dilemmas make for a perfect storm. Some have festered for years, while more recent developments—prompted by the partition of the "old" Sudan—have exacerbated instability and intensified resource pressure. Recent rebel militia activity has drawn considerable attention to the state, highlighting internal fractures and latent grievances. But the fault lines in Unity run deeper than the rebellions. A governance crisis—with a national subtext—has polarised state politics and sown seeds of discontent. Territorial disputes, cross-border tensions, economic isolation, development deficits and a still tenuous North-South relationship also fuel instability, each one compounding the next amid a rapidly evolving post-independence environment. Juba, and its international partners, must marshal attention and resources toward the fundamental sources of instability in places like Unity if the emerging Republic is to realise its full potential.

28. Indonesia: Hope and Hard Reality in Papua

Abstract:: The conflict in Indonesian Papua continues to defy solution, but some new ideas are on the table. A spike in violence in July and August 2011 underscores the urgency of exploring them. The government of President Susilo Bambang Yudhoyono should move quickly to set up a long-delayed new Papua unit with a mandate that includes political issues. That unit should look at a set of political, social, economic, legal and security indicators produced in July by a Papua Peace Conference that could become a framework for more enlightened policies. Taken together, they represent a vision of what a peaceful Papua would look like. The conference participants who drafted them, however, were almost all from Papuan civil society. For any real change to take place, there needs to be buy-in not just from Jakarta but from the increasingly large constituency of Papuan elected officials who have influence and resources at a local level.

29. Liberia: Uneven Progress in Security Sector Reform

Abstract:: Since independence and for fourteen years of war, Liberia's army, police and other security agencies have mostly been sources of insecurity and misery for a destitute people. The internationally driven attempt to radically reform the security sector since the war's end in 2003 is a major chance to put this right and prevent new destabilisation. Security sector reform (SSR) programs have been unprecedented in ambition but with mixed results. Army reform, entailing complete disbanding of existing forces, has made significant progress despite lack of proper oversight of private military companies (PMCs) and of consensus on strategic objectives. But police and other security reforms are much less satisfactory. The bold approach to army reform was possible due to strong national consensus and the presence of a large, liberally mandated UN presence. Government and donors must sustain their support to maintain hard-won momentum in army reform and, once clear benchmarks are set, give a floundering police force more resources. The drawdown of the UN force, begun in the second half of 2008, underlines the urgency.

30. Tajikistan: On the Road to Failure

Abstract:: Far from being a bulwark against the spread of extremism and violence from Afghanistan, Tajikistan is looking increasingly like its southern neighbour – a weak state that is suffering from a failure of leadership. Energy infrastructure is near total breakdown for the second winter running, and it is likely migrant labourer remittances, the driver of the country's economy in recent years, will fall dramatically as a result of the world economic crisis. President Emomali Rakhmon may be facing his greatest challenge since the civil war of 1992-97. At the very least the government will be confronted with serious economic problems, and the desperately poor population will be condemned to yet more deprivation. At worst the government runs the risk of social unrest. There are few indications that the Rakhmon administration is up to this challenge. To address the situation, the international community – both at the level of international organisations and governments – should ensure any assistance reaches those who truly need it, place issues of governance and corruption at the centre of all contacts with the Tajik government, and initiate an energetic dialogue with President Rakhmon on democratisation.

31. Haiti 2009: Stability at Risk

Abstract:: A series of crises in 2008 have increased the potential for serious trouble in Haiti this year. The politically motivated, violent April riots against high living costs caused widespread disruption and suffering, toppled the government of Prime Minister Jacques-Édouard Alexis and forced postponement of a donor conference. In August and September, four tropical storms and hurricanes killed 800, affected nearly one million, exacerbated food shortages and pushed yet more Haitians into poverty. Extensive damage was caused to infrastructure and agriculture. The global financial crisis is making it difficult for donors to meet commitments and reducing diaspora remittances. President René Préval and Prime Minister Michèle Pierre-Louis, who took office in September 2008, need to secure the support of donors and parliament quickly for a wide-ranging stabilisation strategy or risk political instability and violence. These are major challenges in a year in which parliamentary elections will be held and constitutional reform is on the agenda.

33. Development Assistance and Conflict in Sri Lanka: Lessons from the Eastern Province

Abstract:: Violence, political instability and the government's reluctance to devolve power or resources to the fledgling provincial council are undermining ambitious plans for developing Sri Lanka's Eastern Province. The east continues to face obstacles to economic and political progress and offers lessons for development agencies and foreign donors considering expanding their work into newly won areas in the Northern Province. While there is still potential for progress in the east, it remains far from being the model of democratisation and post conflict reconstruction that the government claims. Donors should adopt a more coordinated set of policies for the war-damaged areas of Sri Lanka, emphasising civilian protection, increased monitoring of the effects of aid on conflict dynamics and collective advocacy with the government at the highest levels.

34. Timor-Leste: Security Sector Reform

Abstract:: Four years after Timor-Leste gained independence, its police and army were fighting each other in the streets of Dili. The April-June 2006 crisis left both institutions in ruins and security again in the hands of international forces. The crisis was precipitated by the dismissal of almost half the army and caused the virtual collapse of the police force. UN police and Australian-led peacekeepers maintain security in a situation that, while not at a point of violent conflict, remains unsettled. If the new government is to reform the security sector successfully, it must ensure that the process is inclusive by consulting widely and resisting the tempation to take autocratic decisions. A systematic, comprehensive approach, as recommended by the UN Security Council, should be based on a realistic analysis of actual security and law-enforcement needs. Unless there is a non-partisan commitment to the reform process, structural problems are likely to remain unresolved and the security forces politicised and volatile.

35. Georgia: Sliding towards Authoritarianism?

Abstract:: The government's repressive and disproportionate response to peaceful protests in November 2007 shocked Western capitals, which had viewed Georgia as a beacon of democracy in a region of illiberal regimes. Since the Rose Revolution, however, President Mikheil Saakashvili's administration has become increasingly intolerant of dissent as it has sought to reform inefficient post-Soviet institutions, stimulate a deeply dysfunctional economy, regain the breakaway regions of Abkhazia and South Ossetia and deal with its meddling Russian neighbour. In an attempt to restore his democratic credentials, Saakashvili has called an early presidential election for 5 January 2008, which he is expected to win, but a free and fair election will not be enough to repair the damage. The West should press the government to abandon its increasingly authoritarian behaviour, engage in a genuine dialogue with political opponents and make the ongoing reform process transparent and accountable.

36. Inside Gaza: The Challenge of Clans and Families

Abstract:: Throughout Gaza's history, its powerful clans and families have played a part whose importance has fluctuated with the nature of central authority but never disappeared. As the Palestinian Authority (PA) gradually collapsed under the weight of almost a decade of renewed confrontation with Israel, they, along with political movements and militias, filled the void. Today they are one of the most significant obstacles Hamas faces in trying to consolidate its authority and reinstate stability in the territory it seized control of in June 2007. Although they probably lack the unity or motivation to become a consistent and effective opposition, either on their own or in alliance with Fatah, they could become more effective should popular dissatisfaction with the situation in Gaza grow. There are some, as yet inconclusive, indications that Hamas understands this and is moderating its approach in an attempt to reach an accommodation.

37. Peacebuilding in Haiti: Including Haitians from Abroad

Abstract:: The UN mission in Haiti (MINUSTAH) will not stay forever and, in any case, cannot be made responsible for solving Haiti's manifold and deep-seated problems. The absence of adequate professional staff, sufficient financial resources and efficient management at all levels of government has delayed structural reforms and economic and social programs. The country needs institutional strengthening prior to its transition from President René Préval to his successor after the elections in 2011 – also the likely outside limit for MINUSTAH's mandate. Otherwise, political polarisation along traditional cleavages will reappear, as will the risk of conflict. Training civil servants and increasing their salaries are important but insufficient to produce the advances Haitians are demanding. A serious and sustained initiative to include three million Haitians living abroad could overcome historic nationalistic mistrust of outsiders, bring a missing middle class within reach and help Haiti escape its “fragile state” status.

38. Kosovo Countdown: A Blueprint for Transition

Abstract:: Kosovo's transition to the status of conditional, or supervised, independence has been greatly complicated by Russia's firm support of Serbia's refusal to accept that it has lost its one-time province. Recognition of conditional independence has broad international, and certainly European Union (EU) and American, support. Under threat of Moscow's veto, the Security Council will not revoke its Resolution 1244 of 1999 that acknowledged Serbian sovereignty while setting up the UN Mission (UNMIK) to prepare Kosovo for self-government pending a political settlement on its future status. Nor will the Council be allowed to approve the plan for a conditionally independent Kosovo devised by the Secretary-General's special representative, Martti Ahtisaari, earlier this year and authorise the EU-led missions meant to implement that plan.

40. ECUADOR: OVERCOMING INSTABILITY?

Abstract:: Ecuador has been Latin America's most unstable democracy for a decade. Starting with the ousting of President Abdalá Bucaram by Congress and street protests in 1997, weak, temporary governments have been the rule. In 2000, Jamil Mahuad was toppled by a civilian-military coup, and in 2005, protests brought down Lucio Gutiérrez, who had helped oust Mahuad. The government of Rafael Correa of the Alianza País(AP) movement, who took office in January and enjoys record-high approval ratings, is applying "shock therapy" to overwhelm the discredited opposition and pave the way for a constituent assembly (CA) intended to produce "profound, radical and fast change". This triggered one of the sharpest clashes between branches of government since the return to democracy in 1979, including the Electoral Court's firing of 57 opposition members of Congress in March, accompanied by street violence. To restore stability to the troubled country, Correa will need to pay more attention to upholding the rule of law, ensuring a level CA playing field and building consensus for fundamental reforms.

Abstract:: Haiti's security and stability remain fragile. President René Préval has endorsed national policies for security, police, justice and prison reform, but a weak state and decades, if not centuries, of institutional abandonment, make implementation slow, difficult and uneven. His first real success has been the dismantling of the toughest gangs in Port-au-Prince, but for this to be sustainable a community-friendly Haitian National Police (HNP) needs to be built under the security umbrella provided by the UN peacekeepers (MINUSTAH), infrastructure and economic opportunity must appear in the capital's poor neighbourhoods, and comparable recovery and reconstruction have to be extended across the country.

42. Nigeria: Failed Elections, Failing State?

Abstract:: Nigeria's democracy is in crisis. The April 2007 elections were supposed to move the country to a higher rung on the democratisation ladder, create a more conducive environment to resolve its many internal conflicts and strengthen its credentials as a leading peacemaker, but instead generated serious new problems that may be pushing it further towards the status of a failed state. The declared winner, Umaru Musa Yar'Adua, assumed the presidency on 29 May with less legitimacy than any previously elected president and so with less capacity to moderate and resolve its violent domestic conflicts. He must act urgently to heal wounds, redress electoral injustice and punish the most grievous voting frauds, including those by officials of the agencies directly involved in administering the elections. To salvage his government's legitimacy, he needs to pursue policies of inclusiveness and restraint in relation to the opposition, accept the decisions of the tribunals (including the Supreme Court if need be) reviewing the petitions of defeated candidates, and embark on a vigorous electoral reform program.

43. Central Asia's Energy Risks

Abstract:: Oil and gas are proving as much a burden as a benefit to Central Asia. The three oil and gas producers in the region – Kazakhstan, Turkmenistan and Uzbekistan – are showing signs of the “resource curse” under which energy rich nations fail to thrive or develop distorted, unstable economies. Geography and their history in the Soviet Union have bound them to Russia, through which most of their energy exports must be transported. Moscow is proving to be an unreliable partner for foreign consumers as it has been willing to cut off pipelines to apply commercial or political pressure. Low investment, corruption and gross mismanagement in Uzbekistan and Turkmenistan may mean that their supplies run low before they can diversify their links to markets or their economies. Central Asia is likely to see energy create instability within the region; the chances are low that it will be a factor in improving European energy security any time soon.

45. Nepal's Maoists: Purists or Pragmatists?

Abstract:: Nepal's Maoists have changed their strategy and tactics but not yet their goals. In 1996 they launched a “people's war” to establish a communist republic but ten years later ended it by accepting multiparty democracy; their armed struggle targeted the parliamentary system but they are now working alongside their former enemies, the mainstream parties, in an interim legislature and coalition government. Their commitment to pluralistic politics and society is far from definitive, and their future course will depend on both internal and external factors. While they have signed up to a peaceful, multiparty transition, they continue to hone alternative plans for more revolutionary change.

46. Kosovo: No Good Alternatives to the Ahtisaari Plan

Abstract:: The debate on Kosovo's future status has reached a crucial point. The United Nations Security Council (UNSC) has begun to consider elements of a draft resolution to determine the entity's future, which could be put to a vote in the coming weeks. The best way of ensuring regional peace and stability and lifting Kosovo out of an eight-year-long limbo, with a tired, temporary UN administration and an undeveloped, low-growth economy, is a resolution based squarely on the plan of UN Special Envoy Martti Ahtisaari. This would supersede UNSC Resolution 1244 (1999), define Kosovo's internal settlement and minority-protection mechanisms, mandate a new international presence and allow for supervised independence.

47. Northern Uganda: Seizing the Opportunity for Peace

Abstract:: With peace negotiations due to restart in the southern Sudanese town of Juba on 26 April, the ten-month-old peace process between the Lord's Resistance Army (LRA) and the Ugandan government still has a chance of ending one of Africa's longest, most brutal conflicts. The present process is more structured and inclusive than previous efforts to end the twenty-year-old conflict, benefits from greater – if still inadequate – external involvement, and has made some significant gains, notably removing most LRA fighters from northern Uganda. And the implementation of the agreement to end Sudan's north-south civil war has reduced both the LRA's and the Ugandan army's room for manoeuvre.

48. Zimbabwe: An End to the Stalemate?

Abstract:: After years of political deadlock and continued economic and humanitarian decline, a realistic chance has at last begun to appear in the past few months to resolve the Zimbabwe crisis, by retirement of President Robert Mugabe, a power-sharing transitional government, a new constitution and elections. Both factions of the divided Movement for Democratic Change (MDC) opposition and powerful elements of the Zimbabwe African National Union- Patriotic Front (ZANU-PF) party support the concept in outline. Although many of his party's leaders are pressing him to retire in twelve months, when his term expires, Mugabe seeks to extend his tenure to 2010 by a constitutional amendment to harmonise presidential and legislative elections in that year. Increased pressure and intervention including from the regional organisation, the Southern African Development Community (SADC), and the West, in the run-up to the mid-year parliamentary session, could lead to a new political order, but concessions to ZANU-PF should only be made in exchange for true restoration of democracy.

49. After Mecca: Engaging Hamas

Abstract:: It has been a year since Hamas formed its government – and what a dismal year it has been. The Islamists thought they could govern without paying an ideological price, Fatah that it could swiftly push them aside and regain power. By imposing sanctions and boycotting the government, the Quartet (U.S., European Union (EU), Russia and UN) and Israel hoped to force Hamas to change or persuade the Palestinians to oust it. Washington promised security and economic aid to encourage Fatah to confront Hamas and help defeat it. The illusions have brought only grief. The 8 February 2007 Saudi-brokered Mecca Agreement between the Palestinian rivals offers the chance of a fresh start: for Hamas and Fatah to restore law and order and rein in militias; for Israelis and Palestinians to establish a comprehensive ceasefire and start a credible peace process; and for the Quartet (or at least those of its members inclined to do so) to adopt a more pragmatic attitude that judges a government of national unity by deeds, not rhetoric. Abstract:: After eight years in power, President Hugo Chávez won an overwhelming re-election in December 2006. Flush with oil revenues, bolstered by high approval ratings and at the start of a six-year term, he expresses confidence about advancing what he calls his Bolivarian Revolution, named after Simón Bolívar, the country's independence hero, and installing his still only vaguely defined “Socialism of the 21st Century”. There are concerns in Venezuela and much of the hemisphere, however, that to do so the ex-colonel and one-time coup leader may be willing to sacrifice democratic principles. He is not yet a dictator and for the most part has not tried to act in a dictatorial manner, but the trend toward autocracy is strong. If he continues to build personal power at the expense of other institutions and militarise much of the government and political life, there will be serious risks for internal conflict, especially if the oil boom that cushions the economy falters.

Abstract:: Armenia and Azerbaijan have failed to resolve the Nagorno-Karabakh conflict, even though the framework for a fair settlement has been on the table since 2005. A comprehensive peace agreement before presidential elections in both countries in 2008 is now unlikely but the two sides still can and should agree before the polls to a document on basic principles, which if necessary clearly indicates the points that are still in dispute. Without at least such an agreement and while they engage in a dangerous arms race and belligerent rhetoric, there is a risk of increasing ceasefire violations in the next few years. By about 2012, after which its oil revenue is expected to begin to decline, Azerbaijan may be tempted to seek a military solution. The international community needs to lose its complacency and do more to encourage the leaderships to prepare their societies for compromise and peace.

52. Winding Back Martial Law in Pakistan

Abstract:: General Pervez Musharraf imposed martial law in Pakistan on 3 November 2007. He suspended the constitution, sacked the chief justice of the Supreme Court and removed other judges of that court who declared his act illegal. Police immediately began arresting lawyers, politicians and human rights activists. Independent television channels were taken off the air and reporting restrictions imposed. Thousands have since been jailed, journalists threatened and protests by lawyers and others suppressed. Replacing dissenting judges with hand-picked appointees, and ruling by decree, Musharraf's objective is to retain personal power by gaining judicial approval for martial law, followed by the creation of a democratic façade through rigged elections. The international community should demand the immediate restoration of constitutional order, the rule of law and the legitimate judiciary, the release of political prisoners and the appointment of an impartial caretaker government to oversee free and fair elections.

Nationalist parties, opposed to any significant devolution of power to Tamil areas of the north and east and to negotiations with the Tamil Tigers, help set President Mahinda Rajapaksa's agenda. The government takes a hardline stance, responding in part to opposition to the flawed 2002-2006 ceasefire and peace process. Would-be peacemakers need to better understand Sinhala nationalism, which is too often dismissed as merely irrational and racist. With little likelihood of a new formal peace process soon, the longterm challenges it poses to the conflict's resolution need to be addressed.

Abstract:: The risk that Ethiopia and Eritrea will resume their war in the next several weeks is very real. A military buildup along the common border over the past few months has reached alarming proportions. There will be no easy military solution if hostilities restart; more likely is a protracted conflict on Eritrean soil, progressive destabilisation of Ethiopia and a dramatic humanitarian crisis. To prevent this, the international community – in particular, the UN Security Council and the U.S., which is the single most influential outsider – must act immediately to give both sides the clearest possible message that no destabilising unilateral action will be tolerated. Once the immediate danger is past, efforts should be reinvigorated to ensure that the parties comply with their international law obligations, disengage on the ground and restore the Temporary Security Zone (TSZ) – in a longer time frame – to develop political and economic initiatives for resolving the fundamental problems between the old foes.

Abstract:: Slowly, incrementally, the realisation that a new strategy is needed for Iraq finally is dawning on U.S. policy- makers. It was about time. By underscoring the U.S. intervention's disastrous political, security, and economic balance sheet, and by highlighting the need for both a new regional and Iraqi strategy, the Baker-Hamilton report represents an important and refreshing moment in the country's domestic debate. Many of its key – and controversial – recommendations should be wholly supported, including engaging Ira n and Syria, revitalising the Arab-Israeli peace process, reintegrating Baathists, instituting a far-reaching amnesty, delaying the Kirkuk referendum, negotiating the withdrawal of U.S. forces with Iraqis and engaging all parties in Iraq.

Abstract:: Less than a year before Nigeria holds its third national elections since the end of military rule in 1999, tensions are running high in the southern Niger Delta. A number of militant groups have begun allying themselves to local politicians with electoral aspirations. These groups and others continue to use legitimate grievances, such as poverty, environmental destruction and government corruption, to justify increasingly damaging attacks against government and oil industry targets. Removing the incentives for violence will require granting a degree of resource control to local communities. Engaging Delta groups in sustained, transparent dialogue also remains critical to finding a solution to the militant puzzle. Equally important, credible development efforts must be supported and stiff penalties for corruption imposed upon those who embezzle and squander funds.

Abstract:: King Gyanendra's capitulation on 24 April 2006 in the face of a mass movement marked a victory for democracy in Nepal and, with a ceasefire between the new government and the Maoists now in place, the start of a serious peace process. Forced to acknowledge the “spirit of the people's movement”, Gyanendra accepted popular sovereignty, reinstated parliament and invited the mainstream seven-party alliance to implement its roadmap – including election of a constituent assembly to rewrite the constitution in line with the parties' five-month-old agreement with the Maoists. The international community lost credibility by attempting to pressure the parties into an unworkable compromise with the king and must now work hard to support a difficult transition and peace process while avoiding similar mistakes.

Abstract:: As the Congo approaches its first free elections in 40 years, the stability of the country remains at risk, for three main reasons. First, one of the main former rebel groups, the Congolese Rally for Democracy (RCD), is unpopular and stands to lose most of its power at the polls: this has triggered a resurgence of violence in the east, which is likely to intensify before and after elections, as dissident RCD troops attack the newly integrated national army. Secondly, the vote has not been adequately prepared. With few safeguards in place against fraud, rigged polls could rapidly undermine stability after the elections and produce unrest in cities. Thirdly, the country's long-time political opposition, Etienne Tshisekedi's Union for Democracy and Social Progress (UDPS), will boycott the voting, unhappy with the other main parties' unwillingness to negotiate with it. This is likely to cause unrest in the two Kasai provinces and Kinshasa, where Tshisekedi enjoys substantial support.

Abstract:: For too long, public figures within and outside Africa have been timid about discussing Guinea's deep-rooted problems. Its strong anti-imperialist stance in the 1960s and beyond earned it respect among pan-Africanists, but the hands-off attitude that grew out of that respect has long since degraded into indifference and cynicism. The probability is now high that President Conté's term will end in a military takeover, which some seem prepared to accept before the fact, as if it were a means of preserving Guinea's sovereignty. But parts of Guinea's civilian elite are finally beginning to treat the country's future as their own collective concern, one not to be resolved by a third party, whether the army or foreign diplomats. They should be given every encouragement, including by relevant international actors, to do so.

Abstract:: Premier Vojislav Kostunica won a high stakes gamble with passage of Serbia's draft constitution in the 28-29 October referendum. However, numerous credible reports indicate the process was deeply flawed and the result falsified. The referendum cannot be characterised as either free or fair. The new constitution could prove a step away from European values. It opens the door to increased centralisation of the state, curtailment of human and minority rights, destruction of judicial independence and potentially even a parliamentary dictatorship. The process used to pass the constitution illustrates how Kostunica continues to transform Serbia into something closer to illiberal authoritarianism than liberal democracy; yet, the referendum was welcomed by the Council of Europe, the European Union and the United States.

Abstract:: Egypt's first multi-candidate presidential election, a response to U.S. pressure, was a false start for reform. Formal pluralism has never seriously limited the dominance of President Mubarak's National Democratic Party (NDP); extension to the presidential level is a token so long as the opposition is too weak to produce plausible candidates. If the further reforms Mubarak has promised are to be meaningful, they should be aimed at recasting state/NDP relations and, above all, enhancing parliament's powers. As a start, Mubarak should ensure free and fair November legislative elections. The legal opposition must make the case for these changes and overcome its divisions if it is to become relevant and be able to compete with the Muslim Brothers for popular influence. The U.S. and others should support judicial supervision of elections, refrain from pressing for quick, cosmetic results, and back a longer-term, genuine reform process.

Abstract:: The international community is failing in its responsibility to protect the inhabitants of Darfur, many of whom are still dying or face indefinite displacement from their homes. New thinking and bold action are urgently needed. The consensus to support a rough doubling of the African Union (AU) force to 7,731 troops by the end of September 2005 under the existing mandate is an inadequate response to the crisis. The mandate must be strengthened to prioritise civilian protection, and a force level of at least 12,000 to 15,000 is needed urgently now, not in nearly a year as currently envisaged.

Abstract:: In politics and policies, Serbia increasingly resembles the Milosevic-era without Milosevic. Its reaction to the catastrophic mid-March 2004 near collapse of the UN mission in Kosovo (UNMIK), the strong showing by ultra-nationalists in the 28 December 2003 parliamentary elections and the subsequent two-months of squabbling before democratic parties could form a minority government that depends for survival on the support of Milosevic's old party all are signs that more trouble lies ahead. In 2004 Serbia can anticipate continued political instability, increasingly strained relations with the West and further economic decline. The spasm of ethnic cleansing of Serbs by Albanians in Kosovo has raised the prospect of Kosovo partition, strengthened the nationalist right wing and increased anti-Western sentiment. Instability and economic weakness could hasten moves by Montenegro towards independence, while Kosovo tensions could spill over into the Presevo valley, Sandzak and even Vojvodina.

Abstract:: On 17 March 2004, the unstable foundations of four and a half years of gradual progress in Kosovo buckled and gave way. Within hours the province was immersed in anti-Serb and anti-UN rioting and had regressed to levels of violence not seen since 1999. By 18 March the violence mutated into the ethnic cleansing of entire minority villages and neighbourhoods. The mobs of Albanian youths, extremists and criminals exposed the UN Mission in Kosovo (UNMIK) and the NATO-led peacekeeping force (KFOR) as very weak. Kosovo's provisional institutions of self-government (PISG), media and civil society afforded the rioters licence for mayhem. The international community urgently needs new policies -- on final status and socio-economic development alike -- or Kosovo instability may infect the entire region.

Abstract:: Bashar al-Assad's presidency has failed to live up to the hopes for far-reaching domestic reform that greeted it in 2000. After a brief opening, Syria clamped down on dissent, and economic change remains painfully slow. Many who once viewed Bashar as a potential partner, open-minded, and Western-oriented, now perceive him as, if anything, more ideological than and just as tied to the Baathist regime as his father. Both assessments are overly simplistic and poor guides to dealing with a Syria that is at a crossroads. Syrian officials hint at significant steps in mid-2004, including possible changes in the Baath Party hierarchy and doctrine and moves toward a more open and inclusive political system. Scepticism is in order, as such pledges have repeatedly been made in the past only to be ignored. But with reform now a strategic imperative, Syria should turn hints into reality and the international community should find ways to encourage and to assist it.

Abstract:: Making another attempt to unite the divided city of Mostar has become, unexpectedly but appropriately, a very high international priority in Bosnia " Herzegovina (BiH) in 2003. By late summer, it had come to be ranked by High Representative Paddy Ashdown among his four major projects for structural reform. In each case, the High Representative appointed a foreign chairman to lead commissions composed of domestic representatives and charged with finding statebuilding solutions in the symbolically or substantively important realms of defence, intelligence, indirect taxation - and Mostar. All aim to unify divided and dysfunctional institutions. The first three commissions, which have already reported and whose draft legislation is proceeding through the various parliaments, have also sought to empower the state over the entities and their respective national establishments.

Abstract:: The domination of Afghanistan's political landscape by armed parties and individual commanders is still the principal obstacle to implementation of the political process that was agreed at the Bonn conference in late 2001. Without a credible process of disarmament, demobilisation and reintegration of former commanders and fighters into society (DR), it is inconceivable that any of the key elements of that political process - including the adoption of a new constitution, judicial reform, and elections - can be meaningfully implemented. More international engagement across the country - in the form of both security contributions and economic assistance - remains the essential ingredient.

Abstract:: Tackling conflict and providing security in Afghanistan requires a greater effort to deal with local disputes that frequently flare into violence and lead to wider problems. Although these attract less attention than the threat from the resurgent Taliban, they are important as they produce an environment of insecurity which destroys all quality of life for ordinary civilians and undermines the legitimacy of the Afghan Transitional Administration in Kabul. Local commanders often exploit these disputes to consolidate their positions, further weakening the authority of the central government.

Abstract:: Prospects for an enduring peace in Afghanistan are still fragile despite progress since the ouster of the Taliban in December 2001. A key obstacle is the perception of many ethnic Pashtuns that they lack meaningful representation in the central government, particularly in its security institutions. Other factors contributing to growing alienation from the Bonn political process include continued violence against Pashtuns in parts of the north and west, heavy-handed search operations and collaboration with abusive commanders by the U.S.-led Coalition, and impediments to trade in the southern and eastern provinces. Unless measures are taken to address these grievances and ensure that a more representative government emerges from the forthcoming election, there will be a greater likelihood of the political process ending in failure.

The European Union (EU) rose to the challenge, providing resources for reconstruction and reforms in Serbia itself, as well as in Montenegro and Kosovo. As part of this assistance effort, it included the three entities in the Stabilisation and Association process (SAp) that it established to build security in the Western Balkans and open perspectives for eventual membership.

Abstract:: Afflicted still by the physical, psychological and political wounds of war, and encumbered by the flawed structures imposed by the international community to implement peace, Bosnia and Herzegovina (hereafter: Bosnia) is not yet capable of plotting a strategy or undertaking the measures likely to win it membership in the European Union (EU). Yet the government announced on 10 April 2003 that its major policy goal is to join the EU in 2009, in the blind faith that the processes of European integration will themselves provide Bosnia with remedies for its wartime and post-war enfeeblement. The Thessaloniki summit meeting between the heads of state or government of the EU members and the Western Balkan states to be held on 21 June is likely to throw some cold water on their ambitions.

92. Dividing Papua: How Now To Do It

Abstract:: A presidential instruction (Inpres) issued in January 2003 to divide Papua, Indonesia's easternmost province, into three parts has done more to create tension and turmoil there than any government action in years. The instruction undercuts a special autonomy law passed by the parliament in November 2001 that assumed the province to be a single territorial unit, and it has thrown Papua's administrative status into legal limbo. It undermines moderate intellectuals who saw special autonomy as a way of strengthening Papuan institutions and encouraging independence supporters to work within the Indonesian state. It has infuriated many Papuans, pro-independence and pro-autonomy alike, who have a deep attachment to Papua as a single political unit with a distinct history and who see the decree as a divide-and-rule tactic by Jakarta. All major religious leaders in the province have come out against it.

Abstract:: The resurgence of the religious parties in the October 2002 elections portends ill for Pakistan's political, cultural and social stability. For the first time in the country's history, an alliance of six major religious parties – the Muttahida Majlis-e-Amal (MMA) – has won power in two provinces, vowing to Islamise state and society through Taliban-like policies. The MMA based its electoral campaign on Islam and anti-U.S. slogans, targeting President Pervez Musharraf's pro-U.S. policies and pledging the enforcement of Sharia law. It now runs the government in the Northwest Frontier Province (NWFP), bordering on Afghanistan, and shares power in Baluchistan.

There are few trained lawyers, little physical infrastructure and no complete record of the country's laws. Under successive regimes, laws have been administered for mostly political ends with few protections of the rights of individuals to a fair trial. Although the country has signed up to most international agreements on human rights, abuses have been widespread, and military commanders have enjoyed impunity.

Police forces can play a vital role in providing the security environment necessary for peaceful political and economic development, and are at the forefront of tackling international security issues, including drugs trafficking, the proliferation of weapons of mass destruction, and terrorism. A competent and democratised security sector is vital to enhancing governance and ensuring greater public trust in the state. Bad security forces, on the other hand, can provoke or deepen conflict and create environments where terrorism can prosper. Getting the security sector right is a key element in conflict prevention.

Abstract:: Put together under the tutelage of representatives of the international community in the aftermath of the November 2000 general elections, the ten-party coalition known as the Democratic Alliance for Change has governed the larger of Bosnia Herzegovina's two entities and led the state-level Council of Ministers since early 2001. Intended by its sponsors and members to sideline the three nationalist parties that had fought the 1992-95 war and ruled their respective pieces of BiH thereafter, the Alliance was also expected to undertake thoroughgoing reforms and to provide proof that implementation of the Dayton Peace Accords might yet produce a viable state.
