201. A Coup Ordained? Thailand's Prospects for Stability

Abstract:: On 22 May, for the twelfth time in Thailand's history, the army seized power after months of political turbulence. This is not simply more of the same. The past decade has seen an intensifying cycle of election, protest and government downfall, whether at the hands of the courts or military, revealing deepening societal cleavages and elite rivalries, highlighting competing notions of legitimate authority. A looming royal succession, prohibited by law from being openly discussed, adds to the urgency. A failure to fix this dysfunction risks greater turmoil. The military's apparent prescription – gelding elected leaders in favour of unelected institutions – is more likely to bring conflict than cohesion, given a recent history of a newly empowered electorate. For the army, buyer's remorse is not an option, nor is open-ended autocracy; rather its legacy, and Thailand's stability, depend on its success in forging a path – thus far elusive – both respectful of majoritarian politics and in which all Thais can see their concerns acknowledged.

202. Congo: Ending the Status Quo

Abstract:: The November 2013 defeat of the M23 armed group raised the hope that, after almost two decades of conflict, fundamental change and stabilisation were possible in the Democratic Republic of Congo (DRC) and the region. This was the result of a rare convergence of interests between Kinshasa and major international and regional actors. However, the unity of vision and action that materialised in the February 2013 signing of the Peace, Security and Cooperation Framework (PSCF) agreement has now dissolved. It needs to be restored, if necessary through the UN Security Council (UNSC) convening a high-level meeting of DRC government, other key regional players and international actors to develop a shared and comprehensive strategy to deal with the armed groups still operating in eastern DRC. Failure to do so will prolong the tragic status quo of attacks and pillaging by armed groups against an already brutalised civilian population.

203. Guinea's Other Emergency: Organising Elections

Abstract:: In the midst of the Ebola crisis, Guinea is preparing for the presidential election due in 2015. The exact election date is just one of many points being contested by the government and opposition. The political debate is increasingly held along ethnic lines, rallying the vast majority of the Malinké behind President Alpha Condé's coalition and the Peul behind former Prime Minister Cellou Dalein Diallo's alliance. Violent protests around elections in 2012 and 2013, with highly contested results, brought both sides to the negotiating table, but the July 2014 talks about a future electoral framework quickly failed, marking the parties' deep suspicion and unwillingness to compromise. A highly flawed judiciary adds to the climate of uncertainty and the government is reluctant to listen to calls for a new round of dialogue and international mediation. In its latest briefing, Guinea's Other Emergency: Organising Elections, the International Crisis Group outlines the steps that should be taken to ensure peaceful elections.

Abstract:: Le duel qui oppose le président sortant Moncef Marzouki à l'ancien chef de gouvernement Béji Caïd Essebsi dans le cadre du second tour de la présidentielle, prévu le 21 décembre 2014, révèle les lignes de fracture de la société tunisienne que les élites politiques croyaient avoir résorbées grâce à leur sens du consensus et du compromis. La cartographie électorale des législatives et du premier tour montre une Tunisie divisée entre un Nord en grande partie pro-Essebsi et son parti Nida Tounes, et un Sud majoritairement pro-Marzouki et favorable au parti islamiste An-Nahda. Afin d'éviter que les craintes réciproques finissent par conduire à des violences, le vainqueur de ce premier scrutin présidentiel libre et concurrentiel devra d'abord reconnaitre les inquiétudes de l'électorat du vaincu. Pouvoir exécutif et législatif devront s'engager de concert à traiter la question du déséquilibre régional et prévenir les risques de blocage institutionnel ou de répression des oppositions.

205. South Sudan: Jonglei—"We Have Always Been at War"

Abstract:: Jonglei state's combustible mix of armed political opposition, violent ethnic militias and dysfunctional political system were part of the tinder that led to the eruption of the civil war in South Sudan in late December 2013. Despite eleven months of peace talks, mediated by the Intergovernmental Authority on Development (IGAD), the war threatens to reintensify in the coming weeks. The negotiations do not reflect the diversity of armed groups and interests in South Sudan and the region, most of which are nominally allied with either President Salva Kiir's government or former Vice President Riek Machar's Sudan Peoples' Liberation Movement/Army-In Opposition (SPLM/ A-IO). The constellation of regional and South Sudanese armed groups in Jonglei is emblematic of the regional, national and local challenges to peace and the pattern of a war that cannot be resolved by engaging only two of the nearly two-dozen armed groups in the country and ignoring those that have not yet engaged in the fight.

206. The Day after Tomorrow: Colombia's FARC and the End of the Conflict

Abstract:: As a final peace accord with the Revolutionary Armed Forces of Colombia (FARC) nears, negotiators face an elaborate juggling act if they are to lay out a sustainable path for guerrilla fighters to disarm and reintegrate into civilian life. A viable transition architecture not only needs to be credible in the eyes of FARC but must also reassure a society that remains deeply unconvinced of the group's willingness to lay down its arms, cut its links with organised crime and play by the rules of democracy. The failure of disarmament and reintegration would at best delay the implementation of reforms already agreed at the Havana talks since 2012. At worst, it could plunge the entire agreement into a downward spiral of renewed violence and eroding political support. Strong internal and external guarantees are needed to carry the process through a probably tumultuous and volatile period ahead. There is a lot that can go wrong. Most of the 7,000 or so combatants, and three times that number in support networks, are concentrated in peripheral zones with little civilian state presence and infrastructure. Some guerrilla fronts are involved in the drug economy and illegal mining. In most regions FARC operates in proximity to the National Liberation Army (ELN), Colombia's second guerrilla group, or other illegal armed groups, exposing its members to security threats and an array of options for rearmament, recruitment and defiance. Major doubts linger about the military's commitment to the peace process, and its readiness to take the steps necessary to end the conflict. Political violence has subsided from the paramilitary heyday but could grow again, and FARC has not forgotten the thousands of killings that decimated the Patriotic Union (UP), a party it created as part of peace talks in the 1980s. And after decades of conflict with a rising civilian toll and negotiation efforts that ended in bitter failure, the parties are feeling their way forward amid deep mutual distrust and strong political opposition. None of these problems has a perfect short-term fix. But the starting position is not all bad. Colombia can tap into three decades of experience in reintegrating members of illegal armed groups and it has more financial and human resources than most post-conflict countries. FARC's command and control structures are in decent shape and guerrilla leaders have a strong interest in a successful transition. The Havana agenda, which alongside the “end of the conflict” includes rural development, political reintegration, transitional justice and the fight against illicit drugs, is, at least on paper, broad enough to embed the reintegration of FARC into a long-term peace-building strategy, particularly focused on the most affected territories. Finally, in sharp contrast to the paramilitary demobilisation, the region and the wider international community are strongly supportive. Negotiators need to agree on a reintegration offer that allows FARC to close ranks behind a transition process riddled with uncertainty and ambiguity. Given its deep-seated distrust toward the state, the best way to achieve this is, probably, to give FARC a stake in reintegration, capitalising on its cohesion. This would minimise the risk that FARC could split over the transition. But the parties must also be aware of and care-fully manage the drawbacks to such a solution. To make a collective reintegration model palatable to a society disinclined to be generous to FARC and sceptical of its true intentions, negotiators should agree on strong measures of accountability, over sight and transparency. They also need to promote local transitional justice to avoid an intensification of communal tensions following the arrival of FARC combatants. Such a long-term reintegration offer would probably facilitate the fraught negotiations over the conditions under which FARC is willing to abandon the conflict early on in the transition. A bilateral ceasefire needs to go into effect immediately after a final accord has been signed. This will require military de-escalation well ahead of that, but a formal ceasefire will only be sustainable once FARC's forces have been concentrated in assembly zones. After the agreement has been ratified, measures for “leaving weapons behind” (or disarmament) should begin. These are irreversible, risky steps, and convincing the guerrillas to take the plunge will not be made easier by the government's refusal to negotiate broader changes to the security forces. But the shared interest in a stable post-conflict period should provide sufficient space to hammer out a workable solution. Alongside security safeguards and interim measures to stabilise territories with FARC presence, this should include early progress in implementing key elements of the peace agreement and the establishment of a joint follow-up committee to ensure that the accords will be honoured after disarmament has been completed. Implementing the agreements will largely be the responsibility of the government and FARC. But in Colombia's sharply polarised environment, international actors will have to play a crucial role. An international, civilian-led mission should be invited to monitor and verify the ceasefire and disarmament. For such monitoring to be successful, the mission needs to have the necessary autonomy from the parties and the technical as well as the political capacity to deal with the predictable setbacks and disputes. Beyond that, international actors should remain engaged by providing high-level implementation guarantees, political support for contentious reforms, including of the security sector, and long-term financial commitment. None of the elements needed to stabilise the immediate post-conflict period is entirely new in the Colombian context, but jointly they will break the mould of previous disarmament and reintegration programs. Flexibility and determination from the negotiators will be needed, alongside renewed government efforts to boost social ownership of the peace process, in particularin conflict regions. Previous transitions have faltered over high levels of violence, public indifference and timid international involvement. A bolder and faster response is needed this time to set Colombia on an irreversible path toward peace.

208. Venezuela: Tipping Point

Abstract:: Violence has exacerbated an already tense political situation in Venezuela and made finding a solution both more urgent and more complex. Nationwide unrest, following deaths at a protest called by student leaders and a sector of the opposition on 12 February, sparked a political crisis that involved Venezuela's neighbours in efforts to find a negotiated settlement. By early May it had cost around 40 lives and led to scores of human rights violations. Failure to end the violence through negotiations has hindered the task of resolving serious social and economic problems. It has also damaged the credibility of regional institutions. To reverse the crisis and turn this tipping point into an opportunity, both parties must commit to a political dialogue based on the constitution; the government must abide by its human rights commitments and restore the rule of law and the separation of powers; the international community must provide both sides with guarantees, technical assistance and political impetus.

Abstract:: De juillet à décembre 2013, la Tunisie a connu une crise politique dont les éléments de sortie n'étaient pas fournis d'avance, mais dont l'issue était assez claire : violences ou compromis. Depuis la promulgation de la Constitution et la nomination d'un nouveau gouvernement indépendant dit de technocrates, remplaçant la troïka emmenée par le parti islamiste An-Nahda, en janvier 2014, le pays est entré dans une nouvelle phase de transition. Si celle-ci semble moins agitée que la précédente, son issue demeure tout aussi incertaine. L'enjeu de la période actuelle est de prolonger le consensus issu du dialogue national et de préparer le prochain rendez-vous électoral, qui va suspendre en partie le compromis, tout en prévenant le retour de la polarisation. Plutôt que de se concentrer de manière exclusive sur un partage du pouvoir qui implique l'équilibre électoral entre islamistes et sécularistes, les forces politiques devraient aussi envisager les scénarios les plus inattendus, s'entendre pour limiter le pouvoir des gagnants et garantir la sérénité des perdants.

211. The Huthis: From Saada to Sanaa

Abstract:: The power balance in Yemen's north is shifting. In early 2014, Zaydi Shiite fighters, known as the Huthis or Ansar Allah (Partisans of God), won a series of battles, in effect consolidating their control over Saada governorate, on the border of Saudi Arabia, and expanding southward to the gates of the capital, Sanaa. Now a patchwork of shaky ceasefires is in place, albeit battered by bouts of violence. Tensions are high between Huthis and their various opponents – the Ahmar family, Major General Ali Mohsen al-Ahmar (no relation to the Ahmar family) and his military allies, Salafi fighters, and the Sunni Islamist party, Islah, and their affiliated tribes. Fear is growing that an escalation could draw the state into a prolonged conflict. To head off a conflagration, the parties must turn the inchoate understandings reached during the country's National Dialogue Conference (NDC) into an implementable peace plan.

Abstract:: La crise actuelle en République centrafricaine, qui a débuté en décembre 2012, marque la désagrégation de l'Etat, conséquence de la double prédation des autorités et des groupes armés. La Seleka a amplifié et porté à son paroxysme la mauvaise gouvernance des régimes précédents. Ses dirigeants ont pillé ce qui restait de l'Etat et fait main basse sur l'économie illicite du pays. Afin de rompre avec le cycle des crises qui caractérise la Centrafrique et de favorise r l'émergence d'un Etat fonctionnel capable de protéger ses citoyens, il est impératif de rendre l'intervention internationale plus efficace en y adjoignant comme priorités, en plus de la sécurité, la relance de l'économie productive et la lutte contre la corru ption et les trafics. Seul un partenariat étroit entre le gouvernement de transition, les Nations unies et le groupe des inter- nationaux impliqués dans cette crise (G5) permettra de relever ce défi. Ce partenariat doit notamment comprendre l'affectation de conseillers techniques étrangers au sein des ministères clés.

214. Education Reform in Pakistan

Abstract:: In April 2010, the eighteenth constitutional amendment committed Pakistan to free and compulsory education for all children between the ages of five and sixteen. Yet, millions are still out of school, and the education system remains alarmingly impoverished. The madrasa (religious school) sector flourishes, with no meaningful efforts made to regulate the seminaries, many of which propagate religious and sectarian hatred. Militant violence and natural disasters have exacerbated the dismal state of education. Earthquakes and floods have destroyed school buildings in Balochistan, Sindh, Khyber Pakhtunkhwa (KPK) and Punjab, disrupting the education of hundreds of thousands of children. Militant jihadi groups have destroyed buildings, closed girls' schools and terrorised parents into keeping daughters at home; their attacks made global headlines with the shooting of schoolgirl and education activist Malala Yousafzai in October 2012. The public education system needs to foster a tolerant citizenry, capable of competing in the labour market and supportive of democratic norms within the country and peace with the outside world.

215. Somalia: Al-Shabaab - It Will Be a Long War

Abstract:: Despite the recent military surge against Somalia's armed Islamist extremist and self-declared al-Qaeda affiliate, Al-Shabaab, its conclusive "defeat" remains elusive. The most likely scenario – already in evidence – is that its armed units will retreat to smaller, remote and rural enclaves, exploiting entrenched and ever-changing clan-based competition; at the same time, other groups of radicalised and well-trained individuals will continue to carry out assassinations and terrorist attacks in urban areas, including increasingly in neighbouring countries, especially Kenya. The long connection between Al-Shabaab's current leadership and al-Qaeda is likely to strengthen. A critical breakthrough in the fight against the group cannot, therefore, be achieved by force of arms, even less so when it is foreign militaries, not the Somalia National Army (SNA), that are in the lead. A more politically-focused approach is required.

216. Bosnia's Future

Abstract:: Bosnia and Herzegovina (BiH, or Bosnia) poses little risk of deadly conflict, but after billions of dollars in foreign aid and intrusive international administration and despite a supportive European neighbourhood, it is slowly spiralling toward disintegration. Its three communities' conflicting goals and interests are a permanent source of crisis, exacerbated by a constitution that meets no group's needs. The political elite enjoys mastery over all government levels and much of the economy, with no practical way for voters to dislodge it. The European Union (EU) imposes tasks BiH cannot fulfil. A countrywide popular uprising torched government buildings and demanded urgent reforms in February 2014, but possible solutions are not politically feasible; those that might be politically feasible seem unlikely to work. Bosnia's leaders, with international support, must begin an urgent search for a new constitutional foundation.

217. Gaza and Israel: New Obstacles, New Solutions

Abstract:: Israel and Hamas are locked again in combat likely to yield – beyond tragic life and property loss – a return to a destructive status quo. The immediate triggers were the kidnapping and murder of three Israeli yeshiva students, for which Israel holds Hamas responsible, and the revenge torture and murder of a Palestinian teen by vigilante Israeli Jews. The nature and extent of Hamas's involvement in the initial obscenity remains unclear, but the attack's consequences are anything but. Since Israel launched Operation Protective Edge on 8 July, 168 Palestinians have been killed (80 per cent civilians, a fifth of whom were children) and about 1,150 wounded. Some 1,000 rockets have been launched toward Israel, of which about 200 were intercepted by the Iron Dome defence system. Previous rounds ended with each side claiming at best a Pyrrhic victory, because Israel can achieve lasting stability only when Gaza does, and vice versa. Breaking this pattern is even more urgent today, because the stakes of this escalation could be higher.

218. Old Scores and New Grudges: Evolving Sino-Japanese Tensions

Abstract:: Enmity between China and Japan is hardening into a confrontation that appears increasingly difficult to untangle by diplomacy. Positions on the dispute over the Diaoyu/Senkaku island group are wide apart, and politically viable options to bridge the gap remain elusive. New frictions have arisen. China's announcement in November 2013 of an Air Defence Identification Zone (ADIZ), overlapping that of Japan's and covering the disputed islands, deepened Tokyo's anxiety that Beijing desires both territory and to alter the regional order. Prime Minister Shinzo Abe's provocative visit to the Yasukuni Shrine in December 2013 triggered a bitter argument as to whether Japan has fully atoned for its Second World War aggression, a still vivid sore in the region. Amid heightened suspicion and militarisation of the East China Sea and its air space, the risks of miscalculation grow. Leadership in both countries needs to set a tone that prioritises diplomacy to calm the troubled waters: November's Asia-Pacific Economic Cooperation (APEC) summit might provide such an opportunity.

219. Risks of Intelligence Pathologies in South Korea

Abstract:: A failure of intelligence on the Korean peninsula-the site of the world's highest concentration of military personnel with a history of fraught, sometimes violent, sabre-rattling-could have catastrophic consequences. Yet the South Korean intelligence community has revealed its susceptibility to three types of pathologies-intelligence failure, the politicisation of intelligence, and intervention in domestic politics by intelligence agencies-which bring into stark relief the potential for grievous miscalculation and policy distortions when addressing the threat from North Korea. Moves by intelligence agencies to recover or bolster their reputations by compromising sensitive information have compounded the problem. Efforts are needed to reform the South's intelligence capacities, principally by depoliticising its agencies and ensuring adequate legislative and judicial oversight. Lawmakers and bureaucrats also need to fulfil their responsibilities to protect classified information and refrain from leaking sensitive intelligence for short-term personal political gains.

220. Eritrea: Ending the Exodus?

Abstract:: The large emigration of youths is the clearest sign of extreme domestic discontent with Eritrean President Isaias Afwerki's government. Social malaise is pervasive. An ever-growing number of young people have fled over the last decade, frustrated by open-ended national service – initiated in 1995 and expanded during the war with Ethiopia (1998-2000). Yet, this flight has resulted in neither reforms nor a viable movement to create an alternative to the current government. Once outside, the ties that bind émigrés to their birthplace are strong and lead them to give financial support to the very system they escaped, through the 2 per cent tax many pay the state as well as remittances sent home to family members.

The parties ha d made enough headway to justify the extension, which was envisioned in the Joint Plan of Action (JPOA) that was signed in November 2013 and came into force in January, but given the political and technical complexity, they remain far apart on fundamental issues. Unless they learn the lessons of the last six months and change their approach for the next four, they will lose the opportunity for a resolution not just by the new 24 November deadline but for the foreseeable future. Both sides need to retreat from maximalist positions, particularly on Iran's enrichment program. Tehran should postpone plans for industrial- scale enrichment and accept greater constraints on the number of its centrifuges in return for P5+1 flexibility on the qualitative growth of its enrichment capacity through research and development.

Abstract:: As Aleppo goes, so goes Syria's rebellion. The city is crucial to the mainstream opposition's military viability as well as its morale, thus to halting the advance of the Islamic State (IS). After an alliance of armed rebel factions seized its eastern half in July 2012, Aleppo for a time symbolised the opposition's optimism and momentum; in the following months, it exposed the rebels' limits, as their progress slowed, and they struggled to win over the local population. Today, locked in a two-front war against the regime and IS, their position is more precarious than at any time since the fighting began. Urgent action is required to prevent the mainstream opposition's defeat: either for Iran and Russia to press the regime for de-escalation, to showcase their willingness to confront IS instead of exploiting its presence to further strengthen Damascus; or, more realistically, for the U.S., Europe and regional allies to qualitatively and quantitatively improve support to local, non-jihadi rebel factions in Aleppo. Any eventual possibility of a negotiated resolution of the war depends on one course or the other being followed.

223. Water Pressures in Central Asia

Abstract:: Water has long been a major cause of conflict in Central Asia. Two states – Kyrgyzstan and Tajikistan – have a surplus; the other three say they do not get their share from the region's great rivers, the Syr Darya and Amu Darya, which slice across it from the Tien Shan, Pamir Mountains, and the Hindu Kush to the Aral Sea's remains. Pressures are mounting, especially in Kyrgyzstan, Tajikistan and Uzbekistan. The population in Central Asia has increased by almost ten million since 2000, and limited arable land is being depleted by over-use and outdated farming methods. Extensive corruption and failing infrastructure take further toll, while climate change is likely to have long-term negative consequences. As economies become weaker and states more fragile, heightened nationalism, border disputes, and regional tensions complicate the search for a mutually acceptable solution to the region's water needs. A new approach that addresses water and related issues through an interlocking set of individually more modest bilateral agreements instead of the chimera of a single comprehensive one is urgently needed.

Abstract:: The International Conference on Asian Food Security (ICAFS) took place from 21–22 August 2014 at the Grand Copthorne Waterfront Hotel in Singapore. ICAFS 2014, themed 'Towards Asia 2025: Policy and Technology Imperatives' was aimed at understanding the mid-to-long term trends and challenges that affect Asian food security with in the horizon of 2025 and beyond as the region faces significant challenges posed by changes in demography and consumption patterns, performance decline in agriculture, environmental degradation, natural resource depletion and climate change. This conference sought to address questions relating to the future of food policy and technology that contribute to food security in Asia. The choice of the time-horizon of 2025 was specifically earmarked for a number of reasons. The first session is dedicated to highlighting the identified trends and challenges to food security in 2025. From a national planning standpoint, a decade usually represents a good medium-run timeframe for policies to be formulated and enacted. On a regional level ASEAN's post 2015 agenda will also be looking into a 10-year timeframe. The International Food Policy research Institute (IFPRI), the world's leading food policy research centre, has also chosen 2025 as the time period by when the world should aim to eradicate hunger and malnutrition. Hence there seems to be a good convergence on this particular timeframe; one we should all as institutions and individuals commit to make the region and world more food secure. Session 2 highlights the food security challenges and opportunities in the context of Post 2015 Millennium Development Goals (MDGs). This session addresses issues such as how to increase productivity and supply chains; challenges and opportunities for policy, science and technology interventions as well as how to modernize food supply chains. Session 3 presents the topic of market integration and trade facility. The idea is to promote regional integration and food trade as means for sustaining food security by increasing economic access to food. This is relevant to the ASEAN Economic Community 2015 agenda, which includes tariff reduction, enhanced trade facilitation, reduction in barriers to trade among others, and aims to accelerate economic growth and development. Benefits and challenges are also discussed based on the context of the region's two biggest economies, China and India, anticipating 2025.Session 4 discusses options for financing and investing in agricultural development and technological innovation. With global reduction in public spending on research and development (R) in agriculture, options should be diversified where it allows private sectors and other alternative financing such as insurance and micro financing to help poor and vulnerable farmers. Session 5 suggests an integrated approach for Asia towards 2025. This session looks at the role of science and R in further boosting agricultural production and the need for systematic surveillance of food security through different monitoring systems using different types of indexing and benchmarking tools. These monitoring systems should be able to be responsive to potential calamities and mitigate shocks of natural disasters.

Abstract:: In discussions on Myanmar's political reforms since the installation of a civilianised military regime in 2011, most analysts have focused on the bedevilment of bilateral ties between Beijing and Naypyidaw. To be sure, China has since become more attuned to the concerns of non-state actors with the opening up of Myanmar's political space as well as recalibrated its strategies in the face of renewed diplomatic competition from other countries in vying for the affections of the Burmese leadership. In acknowledging the corrections China's Myanmar policy has undergone, this article argues that Beijing's factoring in of Burmese national interests and development needs can help enhance its prospects. While a return to the previous robust bilateral relationship may appear inconceivable in the near future, this article concludes that there is still hope for Beijing in overcoming the challenges posed by Naypyidaw's political transition should it be able to keep up with the latter's evolution over the longer term.

Abstract:: Armed conflict in the North Caucasus is the most violent in Europe today. At least 1,225 people were its victims in 2012 (7 00 killed, 525 wounded), and at least 242 were killed and 253 wounded in the first six months of 2013. The violence is greatest in Dagestan, then in Chechnya and Ingushetia, and the latter situation deteriorated in 2012. Unresolved disputes over territory, administrative boundaries, land and resources are important root causes of the violence, along with ethnic and religious tensions, the state's incapacity to ensure fair political representation, rule of law, governance and economic growth. The region's internal fragmentation and insufficient integration with the rest of the Russian Federation contribute to the political and social alienation of its residents.

228. Justice on trial in Guatemala: The Ríos Montt Case

Abstract:: Within ten days, Guatemalan courts made and unmade legal history. The trial and conviction of former dictator José Efraín Ríos Montt on 10 May 2013 for genocide and other human rights violations was an extraordinary achievement for a justice system that must grapple simultaneously with the legacy of a vicious internal conflict and the contemporary scourges of gang violence, corruption and illegal drug trafficking. Victims had barely finished celebrating, however, when the Constitutional Court annulled the verdict in a confusing decision that raised questions of outside interference. Widespread impunity for past and present violence continues to have a corrosive effect on the country's democracy. Failure to renew the trial for mass atrocities against Ríos Montt and pursue justice for the victims of violent crime would undermine its halting progress toward rule of law, including a strong independent judiciary.

229. Armenia and Azerbaijan: A Season of Risks

Abstract:: Confrontation, low-intensity but volatile, between Azerbaijan and Armenia has entered a period of heightened sensitivity. Peace talks on Nagorno-Karabakh bogged down in 2011, accelerating an arms race and intensifying strident rhetoric. Terms like “Blitzkrieg'', “pre-emptive strike'' and ''total war” have gained currency with both sides' planners. An immediate concern is military miscalculation, with implications that could far exceed those of a localised post-Soviet frozen conflict, as the South Caucasus, a region where big powers meet and compete, is now also a major energy corridor. Clashes increasingly occur along the Azerbaijani-Armenian frontier far from Nagorno-Karabakh, the conflict's original focus. Tensions have also spread to areas along the border with the Azerbaijani exclave of Nakhichevan where Azerbaijani and Turkish exercised in July. A subsequent firefight produced casualties, and Armenia staged its own war games near the Azerbaijan border in September. Vigorous international engagement is needed to lessen chances of violent escalation during coming weeks and months.

230. Kazakhstan: Waiting for Change

Abstract:: Kazakhstan has long been viewed from the outside as the most prosperous and stable country in a region widely regarded as fragile and dysfunctional. The appearance of wealth, based largely on the conspicuous consumption of Almaty and Astana, its main cities, and multi-billion-dollar energy contracts – increasingly with China – hides, however, a multitude of challenges. An ageing authoritarian leader with no designated successor, labour unrest, growing Islamism, corruption, and a state apparatus that, when confronted even with limited security challenges, seems hard-pressed to respond, all indicate that the Kazakh state is not as robust as it first appears. Without a significant effort to push forward with repeatedly promised political, social and economic reforms, Kazakhstan risks becoming just another Central Asian authoritarian regime that squandered the advantages bestowed on it by abundant natural resources.

231. Crying "Wolf": Why Turkish Fears Need Not Block Kurdish Reform

Abstract:: Negotiations underway since late 2012 between Turkey's government and the Kurdistan Workers' Party (PKK) are stalling. A ceasefire announced on 23 March 2013 remains precarious, as maximalist rhetoric gains renewed traction on both sides. While the PKK should be doing more to persuade Ankara that it wants a compromise peace, the government has a critical responsibility to fully address the longstanding democratic grievances of Turkey's Kurds. One reason it frequently gives for its hesitation is fear of a nationalist backlash. In fact, the peace process has already demonstrated how willing mainstream Turks would be to accept steps towards democratisation. A much bigger risk for the ruling Justice and Development Party (AKP), as it heads into a two-year cycle of local, presidential and parliamentary elections, would be if the three-decade-old conflict plunges into a new cycle of violence.

Abstract:: As the presidential election approaches in 2014, with the security transition at the year's end, Afghan women, including parliamentarians and rights activists, are concerned that the hard-won political, economic and social gains achieved since the U.S.-led intervention in 2001 may be rolled back or conceded in negotiations with the insurgents. Afghanistan's stabilisation ultimately rests on the state's accountability to all its citizens, and respect for constitutional, legal and international commitments, including to human rights and gender equality. There will be no sustainable peace unless there is justice, and justice demands that the state respect and protect the rights of women, half its population.

233. Transitional Justice and Colombia's Peace Talks

Abstract:: If the Santos administration and the Revolutionary Armed Forces of Colombia (FARC) are to lay the foundations for lasting peace as they continue to make head-way toward successfully concluding talks underway since late 2012, they need to agree on a clear, credible and coherent plan for dealing with human rights abuses committed by all sides. This is not easy. Any sustainable agreement must be acceptable well beyond just the two parties. Finding common ground between the guerrillas, the government, the critics of the peace talks, victims and a public largely unsym- pathetic to FARC would be difficult at the best of times but will be even harder on the cusp of the 2014 electoral cycle. However, with courts, Congress and voters all having important roles to play in ratifying and implementing transitional justice measures, both parties' long-term interest in a stable transition should outweigh the costs of agreeing to a deal that goes beyond their own narrow preferences. Otherwise, flagging popular support, political controversy and legal challenges risk undermining both justice and peace.

But, although both sides can be expected to show caution, now is the time to put more ambitious proposals on the table, complement the multilateral talks with a bilateral U.S.-Iranian channel and expand the dialogue to encompass regional security issues.

235. Make or Break: Iraq's Sunnis and the State

Abstract:: The question of Sunni Arab participation in Iraq's political order that has plagued the transition since its inception is as acute and explosive as ever. Quickly marginalised by an ethno-sectarian apportionment that confined them to minority status in a system dominated by Shiites and Kurds, most community members first shunned the new dispensation then fought it. Having gradually turned from insurgency to tentative political involvement, their wager produced only nominal representation, while reinforcing feelings of injustice and discrimination. Today, with frustration at a boil, unprecedented Sunni-Shiite polarisation in the region and deadly car bombings surging across the country since the start of Ramadan in July, a revived sectarian civil war is a serious risk. To avoid it, the government should negotiate local ceasefires with Sunni officials, find ways to more fairly integrate Sunni Arabs in the political process and cooperate with local actors to build an effective security regime along the Syrian border.

236. Sudan: Preserving Peace in the East

Abstract:: The situation in Sudan’s forgotten East – without deadly conflict since the 2006 Eastern Sudan Peace Agreement (ESPA) – stands in contrast to the fighting besetting the country’s other peripheries. But this peace is increasingly fragile. Seven years after the ESPA’s signing, the conflict’s root causes remain and in some respects are more acute, due to the failure to implement many of the agreement’s core provisions. Mirroring elsewhere in the country, with no sign of genuine efforts by Khartoum to address the situation, conflict could erupt in the East again and lead to further national fragmentation. All ESPA stakeholders urgently need to reconvene and address the deteriorating situation; the leading sign atories need publicly to concede that the promises of the original agreement have not met expectations and reach a consensus on remedial measures.

237. Centrafrique : l'intervention de la dernière chance

Abstract:: Durant les neuf derniers mois, ce qui restait de l'Etat centrafricain s'est effondré avec de graves conséquences humanitaires (400 000 personnes sont déplacées et presque la moitié de la population a besoin d'aide humanitaire). Le gouvernement de transition et la force de sécurité régionale ont été incapables de freiner la chute dans l'anarchie aussi bien en zone rurale qu'en zone urbaine et notamment à Bangui. Après plusieurs mois de passivité et à la suite de tueries, la communauté internationale a pris conscience des conséquences de la faillite de la RCA. Malheureusement, la détérioration de la situation est bien plus rapide que la mobilisation internationale et Bangui est au bord de l'explosion. Dans l'immédiat, le Conseil de sécurité devrait fournir un mandat sous chapitre 7 à la Mission internationale de soutien à la Centrafrique sous conduite africaine (Misca) épaulée par les forces françaises pour rétablir l'ordre dans Bangui dans un premier temps puis se déployer dans d'autres villes. Par la suite, la réconciliation religieuse devrait être privilégiée et des mesures de stabilisation devraient être appliquées.

238. Fire on the City Gate: Why China Keeps North Korea Close

Abstract:: China tolerates the nuclear ambitions of North Korea (the Democratic People's Republic of Korea, DPRK) for now because its interests in the neighbourhood are much wider and more complex than this single issue. Beijing and the West often work toward their shared goal of a nuclear-free Korean peninsula with contradictory approaches that reflect their different priorities. The West uses diplomatic isolation, economic sanctions and extended deterrence to pressure Pyongyang to give up its nuclear program. Many Western policymakers believe the DPRK will denuclearise if sufficient costs are imposed and that Beijing holds the keys because the North is economically dependent on it. But China is reluctant to take any coercive action that might destabilise the regime and change a delicate geopolitical balance. It instead continues with diplomatic engagement and economic cooperation as the instruments it hopes will cause the leadership to denuclearise in the indeterminate future.

239. Somalia: Puntland's Punted Polls

Abstract:: Puntland is the first of Somalia's federal units to attempt transition from clan-based representation to directly-elected government, but poor preparations and last-minute cancellation of local elections in July underline the challenges of reconciling competing clan interests with a democratic constitution. Cancellation pragmatically averted violence, but societal tensions remain unaddressed. The presidential vote by a clan-selected parliament in January 2014 will thus be fraught. Weak political and judicial institutions will struggle to mediate, risking involvement by partisan arms of the state. Direct elections are no panacea for reducing the conflict risks, but hard-won incremental progress on the constitution and local democratisation must not be abandoned. The cancelled ballot's lessons should be instructive for promised elections in the rest of Somalia. Better technical preparations matter, but Puntland's experience shows that donors and other international actors also need to be heedful of local political realities, including support of elites, robustness of institutions and viability of electoral districts.

241. Indonesia: From Vigilantism to Terrorism in Cirebon

Abstract:: Anti-vice raids and actions against non-Muslim minorities are becoming a path to more violent jihadism in Indonesia. The 2011 suicide bombings of a police mosque in Cirebon, West Java and an evangelical church in Solo, Central Java were carried out by men who moved from using sticks and stones in the name of upholding morality and curbing “deviance” to using bombs and guns. They show how ideological and tactical lines within the radical community have blurred, meaning that counter-terrorism programs that operate on the assumption that “terrorists” are a clearly definable group distinguishable from hardline activists and religious vigilantes are bound to fail. They also mean that the government must develop a strategy, consistent with democratic values, for countering clerics who use no violence themselves but preach that it is permissible to shed the blood of infidels (kafir) or oppressors (thaghut), meaning government officials and particularly the police.

242. Kenyan Somali Islamist Radicalisation

Abstract:: Somalia's growing Islamist radicalism is spilling over into Kenya. The militant Al-Shabaab movement has built a cross-border presence and a clandestine support network among Muslim populations in the north east and Nairobi and on the coast, and is trying to radicalise and recruit youth from these communities, often capitalising on long-standing grievances against the central state. This problem could grow more severe with the October 2011 decision by the Kenyan government to intervene directly in Somalia. Radicalisation is a grave threat to Kenya's security and stability. Formulating and executing sound counter-radicalisation and de-radicalisation policies before it is too late must be a priority. It would be a profound mistake, however, to view the challenge solely through a counter-terrorism lens.

Abstract:: A violent standoff in northern Kosovo risks halting Kosovo's and Serbia's fragile dialogue and threatens Kosovo's internal stability and Serbia's EU candidacy process. Pristina's push to control the whole territory of the young state, especially its borders with Serbia, and northern Kosovo Serbs' determination to resist could produce more casualties. Belgrade has lost control and trust of the northern Kosovo Serb community, which now looks to homegrown leaders. The international community, especially the EU and U.S., should encourage Belgrade to accept the government in Pristina as an equal, even if without formal recognition, but not expect it can force local compliance in northern Kosovo. All sides should seek ways to minimise the risk of further conflict, while focusing on implementing what has been agreed in the bilateral technical dialogue. They should build confidence and lay the groundwork for the political talks needed to guide a gradual transformation in northern Kosovo and eventually lead to normal relations between Kosovo and Serbia.

245. Kenya: Impact of the ICC Proceedings

Abstract:: Although the mayhem following the disputed December 2007 elections seemed an exception, violence has been a common feature of Kenya's politics since the introduction of a multiparty system in 1991. Yet, the number of people killed and displaced following that disputed vote was unprecedented. To provide justice to the victims, combat pervasive political impunity and deter future violence, the International Criminal Court (ICC) brought two cases against six suspects who allegedly bore the greatest responsibility for the post-election violence. These cases have enormous political consequences for both the 2012 elections and the country's stability. During the course of the year, rulings and procedures will inevitably either lower or increase communal tensions. If the ICC process is to contribute to the deterrence of future political violence in Kenya, the court and its friends must explain its work and limitations better to the public. Furthermore, Kenya's government must complement that ICC process with a national process aimed at countering impunity and punishing ethnic hate speech and violence.

246. The Kenyan Military Intervention in Somalia

Abstract:: The decision in October 2011 to deploy thousands of troops in Somalia's Juba Valley to wage war on Al-Shabaab is the biggest security gamble Kenya has taken since independence, a radical departure for a country that has never sent its soldiers abroad to fight. Operation Linda Nchi (Protect the Country) was given the go-ahead with what has shown itself to be inadequate political, diplomatic and military preparation; the potential for getting bogged down is high; the risks of an Al-Shabaab retaliatory terror campaign are real; and the prospects for a viable, extremist- free and stable polity emerging in the Juba Valley are slim. The government is unlikely to heed any calls for a troop pullout: it has invested too much, and pride is at stake. Financial and logistical pressures will ease once its force becomes part of the African Union (AU) mission in Somalia (AMISOM). But it should avoid prolonged “occupation” of southern Somalia, lest it turn local Somali opinion against the intervention and galvanise an armed resistance that could be co-opted by Al-Shabaab, much as happened to Ethiopia during its 2006-2009 intervention.

Abstract:: Indonesian communities are increasingly turning to violence to retaliate against the police for abuses, real or perceived. Some 40 attacks on police stations and personnel since August 2010 are clear evidence that community policing, the centrepoint of the police reform agenda, is not working; police are too quick to shoot, usually with live ammunition; and little progress has been made toward police accountability. In the absence of urgent reforms and mechanisms to address local grievances, public hostility is likely to grow. Police are supposed to be helping prevent conflict but too often they are contributing to its outbreak.

This confluence of factors presents the best chance in years for peace and stability in the south and centre of the country. 251. Now or Never: A Negotiated Transition for Syria

Abstract:: One year into the Syrian uprising, the level of death and destruction is reaching new heights. Yet, outside actors – whether regime allies or opponents – remain wedded to behaviour that risks making an appalling situation worse. Growing international polarisation simultaneously gives the regime political space to maintain an approach – a mix of limited reforms and escala ting repression – that in the longer run is doomed to fail; guarantees the opposition' s full militarisation, which could trigger all - out civil war; and heightens odds of a regional proxy war that might well precipitate a dangerous conflagration. Kofi Annan' s appointment as joint UN/Arab League Special Envoy arguably offers a chance to rescue fading prospects for a negotiated transition. It must not be squandered. For that, Russia and others must understand that, short of rapidly reviving a credible political track, only an intensifying military one will remain, with dire consequences for all.

252. Burundi: A Deepening Corruption Crisis

Abstract:: Despite the establishment of anti-corruption agencies, Burundi is facing a deepening corruption crisis that threatens to jeopardise a peace that is based on development and economic growth bolstered by the state and driven by foreign investment. The “neopatrimonialist” practices of the party in office since 2005 has relegated Burundi to the lowest governance rankings, reduced its appeal to foreign investors, damaged relations with donors; and contributed to social discontent. More worrying still, neopatrimonialism is undermining the credibility of post-conflict institutions, relations between former Tutsi and new Hutu elites and cohesion within the ruling party, whose leaders are regularly involved in corruption scandals. In order to improve public governance, the Burundian authorities should “walk the talk” and take bold steps to curtail corruption. Civil society should actively pursue its watchdog role and organise mass mobilisation against corruption and donors should prioritise good governance.

Abstract:: A negotiated political settlement is a desirable outcome to the conflict in Afghanistan, but current talks with the Taliban are unlikely to result in a sustainable peace. There is a risk that negotiations under present conditions could further destabilise the country and region. Debilitated by internal political divisions and external pressures, the Karzai government is poorly positioned to cut a deal with leaders of the insurgency. Afghanistan's security forces are ill-prepared to handle the power vacuum that will occur following the exit of international troops. As political competition heats up within the country in the run-up to NATO's withdrawal of combat forces at the end of 2014, the differing priorities and preferences of the parties to the conflict – from the Afghan government to the Taliban leadership to key regional and wider international actors – will further undermine the prospects of peace. To avoid another civil war, a major course correction is needed that results in the appointment of a UN-mandated mediation team and the adoption of a more realistic approach to resolution of the conflict.

254. Dallying with Reform in a Divided Jordan

Abstract:: Something is brewing in the Hashemite Kingdom of Jordan. It is not so much that protests have been spreading since 2011; the country has experienced these before and so far they remain relatively small. It is, rather, who is behind them and from where dissatisfaction stems. East Bankers – Jordanians who inhabited the area before the arrival of the first Palestinian refugees in 1948 – have long formed the pillar of support for a regime that played on their fears concerning the Palestinian-origin majority. That pillar is showing cracks. The authorities retain several assets: popular anxiety about instability; U.S. and Gulf Arab political and material support; and persistent intercommunal divisions within the opposition. But in a fast-changing region, they would be reckless to assume they can avoid both far-reaching change and turmoil. Ultimately, they must either undertake the former one or experience the latter.

255. Kyrgyzstan: Widening Ethnic Divisions in the South

Abstract:: Kyrgyzstan's government has failed to calm ethnic tensions in the south, which continue to grow since the 2010 violence, largely because of the state's neglect and southern leaders' anti-Uzbek policies. Osh, the country's second city, where more than 420 people died in ethnic clashes in June of that year, remains dominated by its powerful mayor, an ardent Kyrgyz nationalist who has made it clear that he pays little attention to leaders in the capital. While a superficial quiet has settled on the city, neither the Kyrgyz nor Uzbek community feels it can hold. Uzbeks are subject to illegal detentions and abuse by security forces and have been forced out of public life. The government needs to act to reverse these worsening trends, while donors should insist on improvements in the treatment of the Uzbek minority.

256. Aphrodite's Gift: Can Cypriot Gas Power a New Dialogue?

Abstract:: Eastern Mediterranean tensions have risen since late 2011, when Greek Cypriots unilaterally began drilling in their rich offshore hydrocarbon reserves and Turkey responded with tough criticism and threatening naval manoeuvres. Contested maritime boundaries and exploration of natural gas deposits off the divided island are the sources of the current dispute, but tensions also result from the slow-down of UN-mediated Cyprus reunification talks. A paradigm shift is needed. The gas can drive the communities further apart and increase discords, or it can provide an opportunity for officials from all sides, including Turkey, to sit down and reach agreements on the exploitation and transportation of this new find.

Abstract:: In post-conflict Liberia, the National Health Plan set out a process for transitioning from emergency to sustainability under government leadership. The Liberia Health Sector Pool Fund, which consists of DfID, Irish Aid, UNICEF, and UNHCR, was established to fund this plan and mitigate this transition by increasing institutional capacity, reducing the transaction costs associated with managing multiple donor projects, and fostering the leadership of the Liberian Health Ministry by allocating funds to national priorities. In this paper, we discuss the design of the health pool fund mechanism, assess its functioning, compare the pooled fund to other aid mechanisms used in Liberia, and look into the enabling conditions, opportunities, and challenges of the pool fund.

Abstract:: In the wake of Sudan's partition, Beijing has accelerated a re-orientation of its engagement in the resulting two states, most significantly through a new courtship in Juba. China's historical support for Khartoum left a sour legacy in the South, but the potential for mutual economic benefit means a new chapter in bilateral relations is now being written. Balancing new friends in Juba with old friends in Khartoum, however, has proven a delicate dance. China has been drawn into a high-stakes oil crisis between the two, the consequences of which may temper an otherwise rapidly expanding relationship with Juba. A sustainable solution to the crisis cannot be achieved in isolation; North-South stability, mutual economic viability and the security of Chinese interests will also depend on answers to other unresolved political and security issues, including in Sudan's marginalised peripheries. The future of Beijing's dual engagement, and the kind of relationship that emerges in the South, will depend in part on how the oil standoff – and this broader reform agenda – are confronted.

259. Uganda: No Resolution to Growing Tensions

Abstract:: Most Ugandans are better off than they were a quarter-century ago, when Yoweri Museveni became president. But frequent demonstrations and violent crackdowns indicate many are deeply dissatisfied with his administration. This is largely the consequence of a slow shift from a broad-based constitutional government to patronage-based, personal rule. In this respect, Museveni has followed a governance trajectory similar to that of his predecessors, although without their brutal repression. Like them, he has failed to overcome regional and religious cleavages that make Uganda difficult to govern and has relied increasing-ly on centralisation, patronage and coercion to maintain control. Unless this trend is corrected, Uganda will become increasingly difficult to govern and political conflict may become more deadly.

260. Stirring up the South China Sea

Abstract:: The conflicting mandates and lack of coordination among Chinese government agencies, many of which strive to increase their power and budget, have stoked tensions in the South China Sea. Repeated proposals to establish a more centralised mechanism have foundered while the only agency with a coordinating mandate, the foreign ministry, does not have the authority or resources to manage other actors. The Chinese navy\'s use of maritime tensions to justify its modernisation, and nationalist sentiment around territorial claims, further compound the problem. But more immediate conflict risks lie in the growing number of law enforcement and paramilitary vessels playing an increasing role in disputed territories without a clear legal framework. They have been involved in most of the recent incidents, including the prolonged standoff between China and the Philippines in April 2012 in Scarborough Reef. Any future solution to the South China Sea disputes will require a consistent policy from China executed uniformly throughout the different levels of government along with the authority to enforce it.

261. Iraq and the Kurds: The High-Stakes Hydrocarbons Gambit

Abstract:: A simmering conflict over territories and resources in north-ern Iraq is slowly coming to a boil. In early April 2012, the Kurdistan regional government (KRG) suspended its supply of oil for export through the national Iraqi pipeline, claiming Baghdad had not fully repaid operating costs to producing companies. The federal government responded by threatening to deduct what the oil would have generated in sales from the KRG's annual budget allocation, poten-tially halving it. This latest flare-up in perennially tense Erbil-Baghdad relations has highlighted the troubling fact that not only have the two sides failed to resolve their dif-ferences but also that, by striking out on unilateral courses, they have deepened them to the point that a solution appears more remote than ever. It is late already, but the best way forward is a deal between Baghdad and Erbil, centred on a federal hydrocarbons law and a compromise on dis-puted territories. International actors – the UN with its tech-nical expertise, the U.S. given its unique responsibility as well as strategic interest in keeping things on an even keel – should launch a new initiative to bring the two back to the table.

262. Lost in Transition: The World according to Egypt's SCAF

Abstract:: Since it assumed power after Hosni Mubarak's ouster, the performance of the Supreme Council of the Armed Forces (SCAF) has been, at times, head-scratching. Extolled in the wake of the uprising as the revolution's protector, many have come to view it as an agent of the counter-revolution. It often has been obstinate, before abruptly yielding to pressure. It values its long ties with Washington, from which it receives much assistance, but seemed willing to jeopardise them by targeting U.S.-funded NGOs. Suspected by Islamists of seeking to deprive them of opportunity to govern and by non-Islamists of entering a secret pact with the Muslim Brotherhood, it finds itself in the worst of both worlds: an angry tug-of-war with liberal protesters and a high-wire contest with Islamists. It displays little interest in governing, wishing instead to protect privileges, but erratic behaviour threatens even that. On the eve of presidential elections that have become a high-stakes free-for-all, the SCAF should take a step back and, with the full range of political actors, agree on principles for a genuine and safe political transition.

Abstract:: One year into the new semi-civilian government, Myanmar has implemented a wide-ranging set of reforms as it embarks on a remarkable top-down transition from five decades of authoritarian rule. In an address to the nation on 1 March 2012 marking his first year in office, President Thein Sein made clear that the goal was to introduce “genuine democracy” and that there was still much more to be done. This ambitious agenda includes further democratic reform, healing bitter wounds of the past, rebuilding the economy and ensuring the rule of law, as well as respecting ethnic diversity and equality. The changes are real, but the challenges are complex and numerous. To consolidate and build on what has been achieved and increase the likelihood that benefits flow to all its citizens, Myanmar needs the international community to come closer, seeking opportunities for greater engagement rather than more reasons why sanctions should be sustained.

264. Palestinians and the End of the Peace Process

Abstract:: Does anybody still believe in the Middle East Peace Process? Nineteen years after Oslo and thirteen years after a final settlement was supposed to be reached, prospects for a two-state solution are as dim as ever. The international community mechanically goes through the motions, with as little energy as conviction. The parties most directly concerned, the Israeli and Palestinian people, appear long ago to have lost hope. Substantive gaps are wide, and it has become a challenge to get the sides in the same room. The bad news is the U.S. presidential campaign, Arab Spring, Israel's focus on Iran and European financial woes portend a peacemaking hiatus. The good news is such a hiatus is badly needed. The expected diplomatic lull is a chance to reconsider basic pillars of the process – not to discard the two-state solution, for no other option can possibly attract mutual assent; nor to give up on negotiations, for no outcome will be imposed from outside. But to incorporate new issues and constituencies; rethink Palestinian strategy to alter the balance of power; and put in place a more effective international architecture.

Depuis le 14 janvier 2011, ce n'est pas seulement la tête de l'ancien régime, symbolisé par l'ancien président Zine al-Abidine Ben Ali, qui est tombée. C'est tout un système qui se trouve bouleversé, principalement dans le cadre d'un consensus relativement large. Mais les défis qui pourraient menacer ces progrès existent. 266. The Philippines: Local Politics in the Sulu Archipelago and the Peace Process

Abstract:: Politics in the Sulu archipelago could be an unforeseen stumbling block for a negotiated peace with the Moro Islamic Liberation Front (MILF) in the southern Philippines. So far the presumed spoilers have been Christian settlers, conservative nationalists, and recalcitrant members of the other insurgency in the Muslim south, the Moro National Liberation Front (MNLF). The islands off the coast of Mindanao have been all but forgotten. But the provincial governors of Basilan, Sulu and Tawi-Tawi, although Muslim, are wary of any agreement that would allow the MILF, dominated by ethnically distinct groups from Central Mindanao, to extend its sway and jeopardise the patronage system they enjoy with Manila. The challenge for the government of President Benigno Aquino III is to find a way to offer more meaningful autonomy to the MILF and overcome differences between the MILF and MNLF without alienating powerful clan leaders from the Sulu archipelago with a capacity to make trouble.

Regime forces have subjected entire neighbourhoods to intense bombardment, purportedly to crush armed opposition groups yet with no regard for civilians. Within the largest cities, innocent lives have been lost due to massive bomb attacks in the vicinity of key security installations. Perhaps most sickening of all have been pictures displaying the massacre of whole families, including the shattered skulls of young children. The first anniversary of what began as a predominantly peaceful protest movement came and went with only scattered popular demonstrations. Instead, there was immeasurable bloodshed.

268. Pakistan: No End to Humanitarian Crises

Abstract:: With three years of devastating floods putting the lives and livelihoods of at least four million citizens at risk, and military operations against militants displacing thousands more in the conflict zones of Khyber Pakhtunkhwa (KPK) province and the Federally Administered Tribal Areas (FATA), Pakistan's humanitarian crises need urgent do-mestic and international attention. Since the democratic transition began in 2008, some progress has been made, but much more is needed to build the federal and provin-cial governments' disaster and early recovery response. Efforts to enhance civilian ownership and control have also had mixed results, particularly in the conflict zones, where the military remains the dominant actor. To effectively confront the challenges, the most urgent tasks remain to strengthen the civilian government's capacity to plan for and cope with humanitarian crises and to prioritise social sector and public infrastructure development. It is equally important that all assistance and support be non-discrimi-natory and accompanied by credible mechanisms for citi-zens to hold public officials accountable.

269. Assessing Turkey's Role in Somalia

Abstract:: Turkey is the newest country to intervene in Somalia and its involvement has produced some positive results. Prime Minister Recep Tayyip Erdoğan's courageous visit to Mogadishu in August 2011 at the height of the famine and his decision to open an embassy gave fresh impetus to efforts to establish lasting peace. Widespread Somali gratitude for Turkish humanitarian endeavours and the country's status as a Muslim and democratic state established Turkey as a welcome partner. Ankara has signalled it is in for the long haul. However, it must tread prudently, eschew unilateralism and learn lessons to avoid another failed international intervention. Over twenty years, many states and entities have tried to bring relief and secure peace in Somalia, often leaving behind a situation messier than that which they found. Ankara must appreciate it alone cannot solve the country's many challenges, but must secure the support and cooperation of both the Somali people and international community. Trying to go solo could backfire, hamper ongoing efforts and lose the immense good-will it has accumulated.

270. Afghanistan's Transition Meltdown

Abstract:: Plagued by factionalism and corruption, Afghanistan is far from ready to assume responsibility for security when U.S. and NATO forces withdraw in 2014. That makes the political challenge of organising a credible presidential election and transfer of power from President Karzai to a successor that year all the more daunting. A repeat of previous elections' chaos and chicanery would trigger a constitutional crisis, lessening chances the present political dispensation can survive the transition. In the current environment, prospects for clean elections and a smooth transition are slim. The electoral process is mired in bureaucratic confusion, institutional duplication and political machinations. Electoral officials indicate that security and financial concerns will force the 2013 provincial council polls to 2014. There are alarming signs Karzai hopes to stack the deck for a favoured proxy. Demonstrating at least will to ensure clean elections could forge a degree of national consensus and boost popular confidence, but steps toward a stable transition must begin now to prevent a precipitous slide toward state collapse. Time is running out.

272. Myanmar: Storm Clouds on the Horizon

Abstract:: Myanmar's leaders continue to demonstrate that they have the political will and the vision to move the country decisively away from its authoritarian past, but the road to democracy is proving hard. President Thein Sein has declared the changes irreversible and worked to build a durable partnership with the opposition. While the process remains incomplete, political prisoners have been released, blacklists trimmed, freedom of assembly laws implemented, and media censorship abolished. But widespread ethnic violence in Rakhine State, targeting principally the Rohingya Muslim minority, has cast a dark cloud over the reform process and any further rupturing of intercommunal relations could threaten national stability. Elsewhere, social tensions are rising as more freedom allows local conflicts to resurface. A ceasefire in Kachin State remains elusive. Political leaders have conflicting views about how power should be shared under the constitution as well as after the 2015 election. Moral leadership is required now to calm tensions and new compromises will be needed if divisive confrontation is to be avoided.

Le présid ent Alassane Ouattara et son nouveau gouvernement formé le 22 novembre ne doivent pas compter exclusivement sur la relance économique et le verrouillage sécuritaire pour consolider la paix. La com- munauté internationale ne do it pas détourner son regard d'un pays dont la stabilisation est d'autant plus cruciale pour l'Afrique de l'Ouest que le Mali voisin a basculé dans une crise profonde et durable.

275. A Precarious Balancing Act: Lebanon and the Syrian Conflict

Abstract:: Syria's conflict is leaking out of its borders, but in few places are risks higher than in Lebanon. This is not just a matter of history, although history bodes ill: the country seldom has been immune to the travails of its neighbour. It also is a function of recent events, of which the most dramatic was the 19 October assassination of top security official Wissam Hassan, an illustration of the country's fragility and the short-sight edness of politicians unwilling to address it. Lebanon's two principal coalitions see events in Syria in a starkly different light – as a dream come true for one; as a potentially apocalyptical night- mare for the other. It would be unrealistic to expect Lebanese actors to be passive in the face of what is unfolding next door. But it is imperative to shield the country as much as possible and resist efforts by third parties – whether allies or foes of Damascus – to drag the nation in a perilous direction. In the wake of Hassan's assassination, this almost certainly requires a new, more balanced government and commitments by local and regional actors not to use Lebanese soil as an arena in which to wage the Syrian struggle.

276. Sri Lanka: Tamil Politics and the Quest for a Political Solution

Abstract:: The Sri Lankan government’s refusal to negotiate seriously with Tamil leaders or otherwise address legitimate Tamil and Muslim grievances is increasing ethnic tensions and damaging prospects for lasting peace. The administration, led by the Sri Lanka Freedom Party of Mahinda Rajapaksa, has refused to honour agreements with the Tamil National Alliance (TNA), broke n promises to world leaders and not implemented constitutional provisions for minimal devolution of power to Tamil-speaking areas of the north and east. Militarisation and discriminatory economic development in Tamil and Muslim areas are breeding anger and increasing pressure on moderate Tamil leaders. Tamil political parties need to remain patient and keep to their moderate course, while reaching out more directly to Muslims, Upcountry Tamils and Sinhalese. International actors should press the government more effectively for speedy establishment of an elected provincial council and full restoration of civilian government in the north, while insisting that it commence serious negotiations with elected Tamil representatives from the north and east.

277. Sudan: Major Reform or More War

Abstract:: The “Sudan Problem” has not gone away with the South's secession. Chronic conflict, driven by concentration of power and resources in the centre, continues to plague the country. The solution is a more inclusive government that addresses at least some of the peripheries' grievances, but pledges to transform governance remain unfulfilled. A key hurdle – though not the only one – is President Bashir, who has further concentrated authority in a small circle of trusted officials and is unwilling to step aside. Many hope for regime change via coup but have not considered the dangers. The goal should be managed transition to a government that includes, but is not dominated by his National Congress Party (NCP). He might be willing to go along if he concludes greater disorder or even a coup is growing more likely, but only if the right incentives are in place. The international community should contribute to these provided a credible and inclusive transitional government, a meaningful national dialogue on a new constitution and a roadmap for permanent change in how Sudan is governed are first put firmly in train.

278. The North Caucasus: The Challenges of Integration (I), Ethnicity and Conflict

Abstract:: Europe's deadliest conflicts are in Russia's North Caucasus region, and the killing is unlikely to end soon. The state has fought back against attacks, first claimed by Chechen separatists, now the work of jihad-inspired insurgents, that have hit Moscow, other major cities and many Caucasus communities. But its security-focused counter-insurgency strategy is insufficient to address the multiple causes of a conflict fed by ethnic, religious, political and economic grievances that need comprehensive, flexible policy responses. Moscow is increasingly aware of the challenge and is testing new approaches to better integrate a region finally brought into the Russian Empire only in the nineteenth century and that has historically been a problem for the Russian state. Diversity in religion, ethnicity, historical experience and political allegiances and aspirations complicate efforts to alleviate local tensions and integrate it more with the rest of the country. Understanding this pluralism is essential for designing and implementing policies and laws that advance conflict re solution rather than make differences more irreconcilable.

279. Turkey's Kurdish Impasse: The View from Diyarbakır

Abstract:: As Turkey's biggest Kurdish- majority city and province, Diyarbakır is critical to any examination of the country's Kurdish problem and of the insurgent PKK (Kurdistan Workers' Party). The armed conflict has deteriorated in the past year and a half to its worst level in over a decade, with increased political friction and violence leading to the deaths of at least 870 people since June 2011. While as many Kurds live in western Turkey, particularly in Istanbul, as in the south east, grievances that underlie support within Kurdish communities for the PKK's armed struggle are more clearly on display in predominantly Kurdish areas like Diyarbakır: perceived and real discrimination in the local government and economy, alienation from central authorities, anger at mass arrests of political rep- resentatives and frustration at the bans on the use of Kurdish in education and public life. Yet Diyarbakır still offers hope for those who want to live together, if Ankara acts firmly to address these grievances and ensure equality and justice for all.

280. The Philippines: Breakthrough in Mindanao

Abstract:: The pact signed on 15 October 2012 between the Moro Islamic Liberation Front (MILF) and the Philippine government is a breakthrough in many ways but is far from a final peace. As with earlier texts signed over years of negotiations, this one – the “framework agreement” – defers several tough questions and it is unclear how, if ever, they will be resolved. At stake is the creation of a genuinely autonomous region in Muslim-majority Mindanao for the various ethnic groups collectively known as the Bangsamoro, with more powers, more territory and more control over resources. The framework agreement envisions a new government for the troubled Muslim south that would raise its own revenues and have its own police and judiciary. It maps out a multi-step process to create this new entity by the time President Benigno Aquino III's term ends in 2016. The obstacles ahead are huge. Politics in Mindanao or Manila could get in the way, and it may be impossible to devolve sufficient power to the Bangsamoro government without running afoul of the constitution. The MILF is unlikely to surrender its arms until the process is complete.

281. Curbing Violence in Nigeria (I): The Jos Crisis

Abstract:: Since 2001, violence has erupted in Jos city, capital of Plateau state, in Nigeria's Middle Belt region. The ostensible dispute is over the “rights” of the indigene Berom/ Anaguta/Afizere (BAA) group and the rival claims of the Hausa-Fulani settlers to land, power and resources. Indigene- settler conflicts are not new to Nigeria, but the country is currently experiencing widespread intercommunal strife, which particularly affects the Middle Belt. The Jos crisis is the result of failure to amend the constitution to privilege broad-based citizenship over exclusive indigene status and ensure that residency rather than indigeneity determines citizens' rights. Constitutional change is an important step to defuse indigene-settler rivalries that continue to undermine security. It must be accompanied by immediate steps to identify and prosecute perpetrators of violence, in Jos and other parts of the country. Elites at local, state and federal level must also consistently implement policies aimed at reducing the dangerous link between ethnic belonging and access to resources, power and security if intercommunal violence is to end.

Abstract:: Les Forces démocratiques alliées-Armée nationale de libération de l'Ouganda (ADF-N alu) sont un des groupes armés les plus anciens et les moins connus de l'Est de la République démocratique du Congo (RDC) et le seul de cette région à être considér é comme une organisation terroriste appartenant à la nébuleuse islamiste d'Afrique de l'Est. S'ils ne constituent pas une menace déstabilisatrice comme le Mouvement du 23 mars (M23), ils tiennent cependant tête à l'armée congolaise depuis 2010. Créé en RDC en 1995 et situé aux confins montagneux de la RDC et de l'Ouganda, ce groupe armé congolo-ougandais fait preuve d'une extraordinaire résilience qui tient à sa position géostratégique, son inse rtion dans l'économie transfrontalière et la corruption de s forces de sécurité. Par con- séquent, avant d'envisager toute nouvelle intervention militaire contre les ADF-Nalu, il convient de faire la part du mythe et de la réalité et de réduire sa base socioéconomique tout en proposant une offre de démobilisation et de réinsertion à ses combattants.

Abstract:: Dans un contexte arabe marqué par des transitions bâclées ou sanglantes, la Tunisie fait encore figure d'exception. Depuis le 14 janvier 2011, ce n'est pas seulement la tête de l'ancien régime, symbolisé par l'ancien président Zine al-Abidine Ben Ali, qui est tombée. C'est tout un système qui se trouve bouleversé, principalement dans le cadre d'un consensus relativement large. Mais les défis qui pourraient menacer ces progrès existent. Parmi ceux-ci, deux en particulier sont étroitement liés : restaurer la sécurité et mener une véritable lutte contre l'impunité. Pour le nouveau gouvernement d'union, dénommé Troïka et emmené par le mouvement islamiste An-Nahda, la clé demeure dans un dialogue large, permettant de réformer les forces de sécurité sans trop les provoquer, rendre justice aux victimes de la dictature sans céder à la chasse aux sorcières, et garantir une justice efficace tout en tenant compte des limites du système judiciaire en place.

285. The P5 +1, Iran and the Perils of Nuclear Brinkmanship

Abstract:: The nuclear negotiations between Iran and the West have had their share of dashed expectations, but even by this peculiar standard, the recent diplomatic roller coaster stands out. Brimming with hope in Istanbul, negotiators crashed to earth in Baghdad, a few weeks later. That was not unexpected, given inflated hopes, mismatched expectations and – most hurtful – conviction on both sides that they had the upper hand. But if negotiations collapse now, it is hard to know what comes next. Washington and Brussels seem to count on sanctions taking their toll and forcing Iran to compromise. Tehran appears to bank on a re-elected President Obama displaying more flexibility and an economically incapacitated Europe balking at sanctions that could boomerang. Neither is likely; instead, with prospects for a deal fading, Israeli pressure for a military option may intensify. Rather than more brinkmanship, Iran and the P5+1 (UN Security Council permanent members and Germany) should agree on intensive, continuous, technicallevel negotiations to achieve a limited agreement on Iran's 20 per cent enrichment.

286. Bangladesh: Back to the Future

Abstract:: Bangladesh could face a protracted political crisis in the lead-up to the 2013 elections unless Prime Minister Sheikh Hasina's government changes course and takes a more conciliatory approach towards the political opposition and the military. In December 2008, following two years of a military-backed caretaker government, the Awami League (AL) secured a landslide victory in what were widely acknowledged to be the fairest elections in the country's history. The hope, both at home and abroad, was that Sheikh Hasina would use her mandate to revitalise democratic institutions and pursue national reconciliation, ending the pernicious cycle of zero-sum politics between her AL and its rival, the Bangladesh Nationalist Party (BNP). Three and a half years on, hope has been replaced by deep disillusionment, as two familiar threats to Bangladesh's democracy have returned: the prospect of election-related violence and the risks stemming from an unstable and hostile military.

287. Liberia: Time for Much-Delayed Reconciliation and Reform

Abstract:: Despite marked improvements, numerous grievances that plunged Liberia into bloody wars from 1989 until President Charles Taylor left in August 2003 (originally for exile in Nigeria) remain evident: a polarised society and political system; corruption, nepotism and impunity; a dishevelled security sector; youth unemployment; and gaps and inconsistencies in the electoral law. The November 2011 election was the country's second successful postwar voting exercise but exposed its deep fault lines. The re-elected president, Ellen Johnson Sirleaf, needs to use her relatively weak mandate to focus on reconciling a divided nation.

288. Aid and Conflict in Pakistan

Abstract:: International, particularly U.S., military and civilian aid has failed to improve Pakistan's performance against jihadi groups operating on its soil or to help stabilise its nascent democracy. Lopsided focus on security aid after the 11 September 2001 attacks has not delivered counterterrorism dividends, but entrenched the military's control over state institutions and policy, delaying reforms and aggravating Pakistani public perceptions that the U.S. is only interested in investing in a security client. Almost two-thirds of U.S. funding since 2002 ($15.8 billion) has been security-related, double the $7.8 billion of economic aid. Under an elected government, and with civilian aid levels at their highest in decades, the U.S. and other donors can still play a major part in improving service delivery, supporting key reforms and strengthening a fragile political transition vital to internal and regional stability. Re-orientation of funding from military security purposes to long-term democracy and capacity building support is the best way to guarantee the West's and Pakistan's longterm interests in a dangerous region. But aid policies must be better targeted, designed and executed.

289. Yemen: Enduring Conflicts, Threatened Transition

Abstract:: As messy as it has been and unfinished as it remains, Yemen's transition accomplished two critical goals: avoiding a potentially devastating civil war and securing the resignation of President Ali Abdullah Saleh, who had ruled the impoverished country for over three decades. It also cracked the regime's foundations, while making it possible to imagine new rules of the game. Still, much remains in doubt, notably the scope and direction of change. The nation essentially has witnessed a political game of musical chairs, one elite faction swapping places with the other but remaining at loggerheads. Important constituencies – northern Huthi, southern Hiraak, some independent youth movements – feel excluded and view the transition agreement with scepticism, if not distain. Al-Qaeda and other militants are taking advantage of a security vacuum. Socio-economic needs remain unmet. The new government must rapidly show tangible progress (security, economic, political) to contain centrifugal forces pulling Yemen apart, while reaching out to stakeholders and preparing the political environment for inclusive national dialogue.

290. How Indonesian Extremists Regroup

Abstract:: Almost ten years after the Bali bombing that brought terrorism in Indonesia to international attention, the country's violent extremists are weak and divided but still active. In the face of strong police pressure, they are finding ways to regroup on the run, in prison and through internet forums, military training camps and arranged marriages. In many cases, the same individuals keep reappearing, using old networks to build new alliances. The fact that they have been singularly inept in their operations in recent years does not mean that the danger of attacks is over. There are signs that at least some are learning lessons from past failures and becoming more sophisticated in recruitment and fundrais-ing. Better understanding of how extremists regroup could lead to more effective counter-radicalisation programs.

291. Black Gold in the Congo: Threat to Stability or Development Opportunity?

Abstract:: Although it should provide development opportunities, renewed oil interest in the Democratic Republic of the Congo (DRC) represents a real threat to stability in a still vulnerable post-conflict country. Exploration has begun, but oil prospecting is nurturing old resentments among local communities and contributing to border tensions with neighbouring countries. If oil reserves are confirmed in the east, this would exacerbate deep-rooted conflict dynamics in the Kivus. An upsurge in fighting since the start of 2012, including the emergence of a new rebellion in North Kivu and the resumption of armed groups' territorial expansion, has further complicated stability in the east, which is the new focus for oil exploration. New oil reserves could also create new centres of power and question Katanga's (DRC's traditional economic hub) political influence. Preventive action is needed to turn a real threat to stability into a genuine development opportunity.

292. Dangerous Uncertainty ahead of Venezuela Elections

Abstract:: Uncertainty over President Hugo Chávez's health adds to Venezuela's fragility in the run-up to October's presidential election. Amid deep polarisation, his illness overshadows the campaign, while the personalised nature of his rule, weakened institutions, and high levels of criminal violence bode ill for stability even beyond the polls. Brazen violation of the constitution would probably require army support, which not even the president can bank on; regional powers, too, would eye such action warily. But with much at stake, upheaval, even a violent political crisis, remain dangerous possibilities. Political leaders should condemn violence and pledge publicly to respect the constitution – whatever lies ahead. Venezuela's partners in the region should press for international observation and signal clearly they will not condone unconstitutional acts.

293. Armenia: An Opportunity for Statesmanship

Abstract:: After May's parliamentary elections, Armenia is preparing for a pivotal presidential vote in 2013 that will determine whether it has shed a nearly two-decade history of fraud-tainted elections and put in place a government with the legitimacy needed to implement comprehensive reform and resolve its problems with Azerbaijan. President Serzh Sargsyan has a brief opportunity to demonstrate statesmanship before he again faces the voters in what is likely to be a competitive contest. Sargsyan has demonstrated some courage to promote change, but like his predecessors, he has thus far failed to deal effectively with serious economic and governance problems, including the debilitating, albeit low-intensity, Nagorno-Karabakh war. Another election perceived as seriously flawed would serve as a further distraction from peace talks and severe economic problems. The likely consequences would then be ever more citizens opting out of democratic politics, including by emigration.

294. Police Reform in Guatemala: Obstacles and Opportunities

Abstract:: The 25,000 members of the National Civil Police (PNC) are on the front lines of Guatemala's battle against crime. But all too often citizens distrust and fear the police – widely dismissed as inefficient, corrupt and abusive – as much as the criminals. Underfunded, poorly trained and often out-gunned, they are frequently incapable or unwilling to con-front criminals and gain the public trust needed to build a state based on rule of law. Drug traffickers, including Mex-ican cartels, move at will across porous borders, while criminal gangs dominate many urban areas. The government of President Otto Pérez Molina must reboot and revitalise police reform, as part of an overall effort to strengthen justice and law enforcement, with financial support from the U.S. and other countries interested in preventing Guatemala from becoming a haven for organised crime. Progress has been made, but achievements are fragile and easily reversed.

295. North Korean Succession and the Risks of Instability

Abstract:: Transitions often present risks to authoritarian regimes, but the succession in North Korea has apparently passed with few problems. With no opposition from the military and China's clear support, there are no signs to suggest that Kim Jŏng-ŭn, the young leader who replaced his father, Kim Jong-il, following his death in December 2011, is anything but in charge in his own right. Far from creating a regency of older family members or generals, the North Korean system has maintained its focus on a single leader and projected an image of stability and unity as it celebrates the centenary of the birth of its founder, Kim Il-sung. While that image appears to be accurate, there is nothing to suggest that the new leader is or will become inclined to take measures that would either improve the lot of the country's citizens or reduce the regional frictions that Pyongyang is at the centre of.

296. Stirring up the South China Sea (II): Regional Responses

Abstract:: The South China Sea dispute between China and some of its South East Asian neighbours – Vietnam, the Philippines, Malaysia and Brunei – has reached an impasse. Increasingly assertive positions among claimants have pushed regional tensions to new heights. Driven by potential hydrocarbon reserves and declining fish stocks, Vietnam and the Philippines in particular are taking a more confrontational posture with China. All claimants are expanding their military and law enforcement capabilities, while growing nationalism at home is empowering hardliners pushing for a tougher stance on territorial claims. In addition, claimants are pursuing divergent resolution mechanisms; Beijing insists on resolving the disputes bilaterally, while Vietnam and the Philippines are actively engaging the U.S. and the Association of Southeast Asian Nations (ASEAN). To counter diminishing prospects of resolution of the conflicts, the countries should strengthen efforts to promote joint development of hydrocarbon and fish resources and adopt a binding code of conduct for all parties to the dispute.

297. Myanmar: The Politics of Economic Reform

Abstract:: Myanmar has embarked on an ambitious program of sweeping reforms to end its isolation and integrate its economy with the global system. Closely entwined with its dramatic political transition, the end of longstanding Western sanctions is supporting this reconfiguration. If the reforms are done well, many across the country stand to benefit, but those who profited most from the old regime's restrictions and privileges will lose access to windfall profits and guaranteed monopolies. The crony businessmen, military and party elite will still do well but will need to play by new rules, meet domestic and foreign competition and even pay taxes. Perhaps recognising the opportunities a more vibrant economy in a fast-growing region will bring for all, there is no major pushback to these changes, rather attempts to adapt to the new economy. The challenges and risks are numerous for a government with little experience juggling the many changes required, but it cannot resist the pent-up political pressure for change it has already unleashed.

298. Syria's Mutating Conflict

Abstract:: At a distance, Syria's conflict can resemble a slow, painful slog, punctuated by intermittent accelerations and apparent tipping points, influenced by international activity. Zoom in, and one can cast such impressions aside. Diplomatic manoeuvrings have ended up being little more than inertia masquerading as motion. The West used them to pretend it was doing more than it was; Russia exploited them to feign it backed the Syrian regime less than it actually did. Meanwhile, in Syria, one sees neither deadlock nor abrupt transformation; virtually everything has been changing but at a steady pace: the shape of the conflict; civil society dynamics; sectarian relations; and the very nature of the regime the opposition seeks to depose.

299. Towards a Post-MINUSTAH Haiti: Making an Effective Transition

Abstract:: Haiti is now marking the eighth year of the UN Stabilisation Mission in Haiti (MINUSTAH). Debate about its eventual withdrawal is intensifying under the one year-old administration of President Michel Martelly. Opposition to its presence stems from the country's nationalistic pride, anger at the cholera epidemic linked to UN peacekeepers and publicity surrounding unacceptable abuses by a small number of peacekeepers. Yet even its critics admit the country's still limited police force cannot guarantee the security needed to protect citizens, enforce the law and underpin political stability. The real debate is not whether MINUSTAH should leave but when, and what to change in Haiti and in the mission's mandate, structure and behaviour to ensure that a phased withdrawal is linked to stronger institutions and progress toward lasting stability and development.

300. Indonesia: Dynamics of Violence in Papua

Abstract:: A spate of violence in Papua in May and June 2012 exposed the lack of a coherent government strategy to address this multidimensional conflict. Shootings of non-Papuans in the provincial capital Jayapura in June, likely involving pro-independence militants, were followed by the death of one of those militants at police hands, highlighting the political dimension of the problem. In Wamena, a rampage by soldiers after the death of a comrade shows the depth of distrust between local communities and the army, and the absence of mechanisms to deal with crises. The shooting of five Papuans by newly arrived members of a paramilitary police unit (Brigade Mobile, Brimob) in a remote gold-mining area of Paniai highlights the violence linked to Papua's vast resource wealth and rent-seeking by the security apparatus with little oversight from Jakarta. While these events are still under investigation, they signal that unless the Yudhoyono government can address these very different aspects of the conflict, things may get worse. An overhaul of security policy would help.
