- In a period of increasing international tensions, the role of the UN in resolving major crises is shrinking. World leaders attending the UN General Assembly this month will talk about conflicts from Latin America to Asia. The chances of diplomatic breakthroughs have appeared low, even if this week’s departure of Iran hawk John Bolton from the Trump administration increased speculation about the possibility of a meeting in New York between U.S. President Donald Trump and Iranian President Hassan Rouhani. Looking beyond the General Assembly, opportunities for the Security Council to resolve pressing conflicts – or for Secretary-General António Guterres and other UN officials to do so without Council mandates – seem few. But some nevertheless exist. In cases where the permanent five members of the council (P5) have a shared interest in de-escalating crises, or regional powers collaborate with UN agencies to address conflicts, the organisation can still provide a framework for successful peacemaking.

145. After Aden: Navigating Yemen’s New Political Landscape

- The past eight years of uprisings and war have redrawn Yemen’s political map almost entirely. UN-led attempts first to prevent and then to end the country’s bloody civil war have failed, often because they lag behind the rapidly changing facts on the ground. The latest political rupture came in August 2019, when the secessionist Southern Transitional Council (STC), a self-styled government-in-waiting led by Aydrous al-Zubaidi, seized the southern port city of Aden, the country’s interim capital, from the internationally recognised government of President Abed Rabbo Mansour Hadi. As of this writing, the situation is in flux: the government is mounting an offensive in hopes of retaking Aden; both sides are preparing for renewed battle; and their respective external allies appear to be stepping in.

146. Iraq: Evading the Gathering Storm

- The rockets that fell close to U.S. assets in Iraq in mid-June and the explosions that struck the assets of Iraqi paramilitary groups with ties to Iran in July and August are ominous signals. They are clear warnings of how badly escalation between the U.S. and Iran could destabilise Iraq and the region as a whole. Even short of hostilities, Washington’s “maximum pressure” campaign against Tehran could wind up placing as much stress – and inflicting as much harm – on its nominal ally Iraq as it does on its enemy Iran. For Iraq, the timing hardly could be worse. It is still recovering from the havoc wreaked by the Islamic State (ISIS) and the costly battle to defeat the jihadists; its institutions and security forces remain brittle; and its government, elected a little over a year ago, hangs on to a slim, precarious parliamentary majority. Washington and Tehran should keep Baghdad out of their confrontation: the costs to both of renewed instability in Iraq would exceed any benefits to either. Attempts to compel the Iraqi government to choose sides would likely fail and lead to chaos instead.

147. The Libyan Political Agreement: Time for a Reset

- The December 2015 Libyan Political Agreement, signed in Skhirat, Morocco, has re- configured more than contributed to resolving internal strife. A year ago, the conflict was between rival parliaments and their associated governments; today it is mainly between accord supporters and opponents, each with defectors from the original camps and heavily armed. The accord’s roadmap, the idea that a caretaker government accommodating the two parliaments and their allies could establish a new political order and reintegrate militias, can no longer be implemented without change. New negotiations involving especially key security actors not at Skhirat are needed to give a unity government more balanced underpinning.

148. Myanmar’s Peace Process: Getting to a Political Dialogue

- The current government term may be the best chance for a negotiated political settlement to almost 70 years of armed conflict that has devastated the lives of minority communities and held back Myanmar as a whole. Aung San Suu Kyi and her admin istration have made the peace process a top priority. While the previous government did the same, she has a number of advantages, such as her domestic political stature, huge election mandate and strong international backing, including qualified support on the issue from China. These contributed to participation by nearly all armed groups – something the former government had been unable to achieve – in the Panglong- 21 peace conference that commenced on 31 August. But if real progress is to be made, both the government and armed groups need to adjust their approach so they can start a substantive political dialogue as soon as possible.

149. Boulevard of Broken Dreams: The “Street” and Politics in DR Congo

- Demonstrations in Kinshasa, capital of the Democratic Republic of Congo (DRC), turned violent on 19 September 2016, when the Independent Electoral Commission (CENI) should have launched the constitutionally-required presidential election process. Protests were expected as a political dialogue launched on 1 September had failed to agree on what to do about the delay. This has accentuated the risk of violent popular anger in urban centres and of a heavy-handed security response. A risk also remains that political parties, including the ruling majority coalition (henceforth “the majority”) and the opposition that looks to the street to force President Joseph Kabi- la to step down, will seek to manipulate that anger. Depending on loosely organised popular revolts to force political change is a tactic that could spiral out of control. To prevent more violence, Congo’s partners need to use diplomatic and financial tools to focus the actors, particularly the majority, on the need to move rapidly to credible elections. They also need to use their leverage and public positions to minimise violence while the political blockage continues.

150. Kyrgyzstan: State Fragility and Radicalisation

- Kyrgyzstan models itself as Central Asia’s only parliamentary democracy, but multiple challenges threaten its stability. Divided ethnically between Kyrgyz and Uzbeks and geographically north and south, the state is deeply corrupt and fails to deliver basic services, in particular justice and law enforcement. Its political institutions are under stress: the October 2015 parliamentary elections had a veneer of respectability but were undermined by systematic graft at the party and administrative level, and presidential elections will test state cohesion in 2017. The 30 August suicide car bomb attack on the Chinese embassy in Bishkek underscored Kyrgyzstan’s security vulnerabilities. There is need to prevent and counter the threat of growing radicalisation by bolstering the credibility of its institutions and adopting a more tolerant attitude toward non-violent Islamists.

151. Syria Calling: Radicalisation in Central Asia

- Growing numbers of Central Asian citizens, male and female, are travelling to the Middle East to fight or otherwise support the Islamic State (IS, formerly ISIL or ISIS). Prompted in part by political marginalisation and bleak economic prospects that characterise their post-Soviet region, 2,000-4,000 have in the past three years turned their back on their secular states to seek a radical alternative. IS beckons not only to those who seek combat experience, but also to those who envision a more devout, purposeful, fundamentalist religious life. This presents a complex problem to the governments of Central Asia. They are tempted to exploit the phenomenon to crack down on dissent. The more promising solution, however, requires addressing multiple political and administrative failures, revising discriminatory laws and policies, implementing outreach programs for both men and women and creating jobs at home for disadvantaged youths, as well as ensuring better coordination between security services.

152. Mapping Bangladesh's Political Crisis

- On 5 January, the first anniversary of the deeply contested 2014 elections, the most violent in Bangladesh's history, clashes between government and opposition groups led to several deaths and scores injured. The confrontation marks a new phase of the deadlock between the ruling Awami League (AL) and the Bangladesh National Party (BNP) opposition, which have swapped time in government with metronomic consistency since independence. Having boycotted the 2014 poll, the BNP appears bent on ousting the government via street power. With daily violence at the pre-election level, the political crisis is fast approaching the point of no return and could gravely destabilise Bangladesh unless the sides move urgently to reduce tensions. Moreover, tribunals set up to adjudicate crimes perpetrated at the moment of Bangladesh's bloody birth threaten division more than reconciliation. Both parties would be best served by changing course: the AL government by respecting the democratic right to dissent (recalling its time in opposition); the BNP by reviving its political fortunes through compromise with the ruling party, rather than violent street politics. With the two largest mainstream parties unwilling to work toward a new political compact that respects the rights of both opposition and victor to govern within the rule of law, extremists and criminal networks could exploit the resulting political void. Violent Islamist factions are already reviving, threatening the secular, democratic order. While jihadi forces see both parties as the main hurdle to the establishment of an Islamic order, the AL and the BNP perceive each other as the main adversary. The AL and its leader, Prime Minister Sheikh Hasina Wajid, emphasise that the absence from parliament of former Prime Minister Khaleda Zia and her BNP make them political non-entities. Yet, concerned about a comeback, the government is at-tempting to forcibly neutralise the political opposition and stifle dissent, including by bringing corruption and other criminal cases against party leaders, among whom are Zia and her son and heir apparent, Tarique Rahman; heavy-handed use of police and paramilitary forces; and legislation and policies that undermine fundamental constitutional rights. The BNP, which has not accepted any responsibility for the election-related vio-lence in 2014 that left hundreds dead (and saw hundreds of Hindu homes and shops vandalised), is again attempting to oust the government by force, in alliance with the Jamaat-e-Islami, which is alleged to have committed some of the worst abuses during that period. The party retains its core supporters and seems to have successfully mobilised its activists on the streets. Yet, its sole demand – for a fresh election under a neutral caretaker – is too narrow to generate the public support it needs to over-come the disadvantage of being out of parliament, and its political capital is fading fast as it again resorts to violence. The deep animosity and mistrust between leaders and parties were not inevitable. Despite a turbulent history, they earlier cooperated to end direct or indirect military rule and strengthen democracy, most recently during the 2007-2008 tenure of the military-backed caretaker government (CTG), when the high command tried to re-move both Sheikh Hasina and Khaleda Zia from politics. Rather than building on that cooperation, the two leaders have resorted to non-democratic methods to undermine each other. In power, both have used centralised authority, a politicised judiciary and predatory law enforcement agencies against legitimate opposition. Underpinning the current crisis is the failure to agree on basic standards for multi-party democratic functioning. While the BNP claims to be the guardian of Bangladeshi nationalism, the AL has attempted to depict itself as the sole author and custodian of Bangladesh's liberation. The International Crimes Tribunal (ICT), established by the AL in March 2010 to prosecute individuals accused of committing atrocities during the 1971 liberation war, should be assessed in this context. While the quest to bring perpetrators to account is justifiable, the ICTs are not simply, or even primarily, a legal tool, but rather are widely perceived as a political one, primarily for use against the government's Islamist opposition. In short, the governing AL is seen to be using the nation's founding tragedy for self-serving political gains. The AL needs to realise that the BNP's marginalisation from mainstream politics could encourage anti-government activism to find more radical avenues, all the more so in light of its own increasingly authoritarian bent. Equally, the BNP would do well to abandon its alliances of convenience with violent Islamist groups and seek to revive agreement on a set of basic standards for multiparty democracy. A protracted and violent political crisis would leave Sheikh Hasina and Khaleda Zia the ultimate losers, particularly if a major breakdown of law and order were to encourage the military to intervene; though there is as yet no sign of that, history suggests it is an eventuality not to be dismissed. The opportunities for political reconciliation are fast diminishing, as political battle lines become ever more entrenched. Both parties should restrain their violent activist base and take practical steps to reduce political tensions: the AL government should commit to a non-repressive response to political dis-sent, rein in and ensure accountability for abuses committed by law enforcement entities, reverse measures that curb civil liberties and assertively protect minority communities against attack and dispossession of properties and businesses; the AL should invite the BNP, at lower levels of seniority if needed, to negotiations aimed at reviving the democratic rules of the game, including electoral reform. It should also hold mayoral elections in Dhaka, a long-overdue constitutional requirement that would provide opportunities to begin that dialogue; and the BNP should commit to non-violent political opposition; refrain from an alliance with the Jamaat-e-Islami that is enhancing the Islamist opposition's street power with little political return for the BNP; and instead demonstrate willingness to engage in meaningful negotiations with the AL to end a crisis that is undermining economic growth and threatening to subvert the political order.

153. Sudan: The Prospects for "National Dialogue"

- Prospects for an inclusive national dialogue President Omar al-Bashir promised in January 2014 are fading, making a soft-landing end to Sudan's crises more doubtful. Sceptics who warned that the ruling party was unwilling and unable to make needed concessions have been vindicated. Peacemaking in Darfur and the Two Areas (Blue Nile and South Kordofan) and potential merging of these negotiations with the national dialogue were dealt a blow with suspension of African Union High-Level Implementation Panel (AUHIP)-mediated “parallel” talks in Addis Ababa in December. A separate German-backed initiative has elicited a more unified and constructive approach from the armed and unarmed opposition, but no breakthrough yet. The government still holds many cards – including formidable means of coercion – and has little sympathy for the increasingly unified demand of the armed and political opposition for a really inclusive process and true power sharing. Unless both sides give ground, a continuation of intense war and humanitarian crises is inevitable.

154. Yemen at War

- Yemen is at war. The country is now divided between the Huthi movement, which controls the north and is rapidly advancing south, and the anti-Huthi coalition backed by Western and Gulf Cooperation Council (GCC) allies that President Abdo Robo Mansour Hadi is cobbling together. On 25 March, the Huthis captured a strategic military base north of the port city of Aden and took the defence minister hostage. That evening Saudi Arabia launched a military campaign, in coordination with nine other, mostly Arab states, to stop the Huthi advance and restore his government. Hadi left for Riyadh and will attend an Arab League summit on 28 March. No major party seems truly to want to halt what threatens to become a regional war. The slim chance to salvage a political process requires that regional actors immediately cease military action and help the domestic parties agree on a broadly acceptable president or presidential council. Only then can Yemenis return to the political negotiating table to address other outstanding issues.

155. The Ukraine Crisis: Risks of Renewed Military Conflict after Minsk II

- A second agreement in Minsk on 12 February produced a ceasefire that for now is mostly holding and measures to de-escalate the conflict. Many officials locally and in Kyiv, Moscow and the West, nevertheless, believe war could resume in Ukraine's east within weeks. If it does, much will depend on the quality of top commanders on both sides. Ukraine's army is enmeshed in a command crisis the country's leaders seem unwilling to admit or address. For the separatist rebels, the command and control Moscow provides could give them the advantage in any new fighting. Meanwhile, President Petro Poroshenko faces criticism from his Western allies about the slow pace of reform, opposition from the political establishment as he tries to pass legislation required by the Minsk agreement and a steady stream of complaints from Donetsk and Moscow that the measures do not go far enough.

156. Women, Violence and Conflict in Pakistan

- Eight years into its democratic transition, violence against women is still endemic in Pakistan, amid a climate of impunity and state inaction. Discriminatory legislation and a dysfunctional criminal justice system have put women at grave risk. Targeted by violent extremists with an overt agenda of gender repression, women's security is especially threatened in the conflict zones in Khyber Pakhtunkhwa (KPK) province and the Federally Administered Tribal Areas (FATA). On 8 March, International Women's Day, Prime Minister Nawaz Sharif vowed that his government would take all necessary legislative and administrative steps to protect and empower women. If this pledge was in earnest, his Pakistan Muslim League-Nawaz (PML-N) government should end institutionalised violence and discrimination against women, including by repealing unjust laws, countering extremist threats, particularly in KPK and FATA, and involving women and their specially relevant perspectives in design of state policies directly affecting their security, including strategies to deal with violent extremist groups. Women in the past were the principal victims of state policies to appease violent extremists. After democracy's return, there has been some progress, particularly through progressive legislation, much of it authored by committed women's rights activists in the federal and provincial legislatures, facilitated by their increased numbers in parliament. Yet, the best of laws will provide little protection so long as social attitudes toward women remain biased, police officers are not held accountable for failing to investigate gender-based crimes, the superior judiciary does not hold the subordinate judiciary accountable for failing to give justice to women survivors of violence, and discriminatory laws remain on the books. Laws, many remnants of General Zia-ul-Haq's Islamisation in the 1970s and 1980s, continue to deny women their constitutional right to gender equality and fuel religious intolerance and violence against them. Their access to justice and security will remain elusive so long as legal and administrative barriers to political and economic empowerment remain, particularly the Hudood Ordinances (1979), FATA's Frontier Crimes Regulations (FCR) (1901) and the Nizam-e-Adl (2009) in KPK's Provincially Administered Tribal Areas (PATA). The government has a constitutional obligation and international commitments, including under the UN Convention on the Elimination of All Forms of Discrimination Against Women (CEDAW), to combat gender inequality and remove such barriers to women's empowerment. Repealing discriminatory legislation and enforcing laws that protect women, including by ensuring that they have access to a gender-responsive police and courts, are essential to ending the impunity that promotes violence against women. The extent to which rights violations go unpunished is particularly alarming in FATA and KPK, where women are subjected to state-sanctioned discrimination, militant violence, religious extremism and sexual violence. Militants target women's rights activists, political leaders and development workers without consequences. The prevalence of informal justice mechanisms in many parts of Pakistan, particularly in Pakhtunkhwa and FATA, are also highly discriminatory toward women; and the government's indiscriminate military operations, which have displaced millions, have further aggravated the challenges they face in the conflict zones. In KPK and FATA, and indeed countrywide, women's enhanced meaningful presence in decision-making, including political participation as voters and in public office, will be central to sustainable reform. Pakistan should invest in their empowerment and reflect their priorities in all government policies, including counter-insurgency and peacebuilding efforts. All too often, women comprise a majority of both the intended victims of the insurgency and the unintended victims of the counter-insurgency response. National and provincial legislation to enhance protections for women is a step in the right direction, but much more is needed to safeguard them against violence and injustice and ultimately to consolidate Pakistan's democratic transition.

157. The Chaos in Darfur

- Violence in the Darfur region of Sudan's far west continues unabated. Some 450,000 persons were displaced in 2014 and another 100,000 in January 2015 alone, adding to some two million long-term internally displaced persons (IDPs) since fighting erupted in 2003. The government remains wedded to a military approach and reluctant to pursue a negotiated national solution that would address all Sudan's conflicts at once and put the country on the path of a democratic transition. Khartoum's reliance on a militia-centred counter-insurgency strategy is increasingly counter-productive – not least because it stokes and spreads communal violence. Ending Darfur's violence will require – beyond countrywide negotiations between Khartoum, the rebel Sudanese Revolutionary Front (SRF) coalition and unarmed players – ad-dressing its local dimensions, within both national talks and parallel local processes.

158. Myanmar's Electoral Landscape

- Myanmar is preparing to hold national elections in early November 2015, five years after the last full set of polls brought the semi-civilian reformist government to power. The elections, which are constitutionally required within this timeframe, will be a major political inflection point, likely replacing a legislature dominated by the Union Solidarity and Development Party (USDP), established by the former regime, with one more reflective of popular sentiment. The opposition National League for Democracy (NLD) party of Aung San Suu Kyi is well-placed to take the largest bloc of seats. There have been major improvements in election administration since the deeply flawed 2010 elections and the more credible 2012 by-elections. While the election commission is still widely perceived as close to the government and the USDP, the transparent and consultative approach it has adopted and the specific decisions it has taken suggest it is committed to delivering credible polls. This includes major efforts to update and digitise the voter roll; consultation with civil society and international electoral support organisations on the regulatory framework; invitations to international electoral observers for the first time, as well as to domestic observers; changing problematic provisions on advance voting; and reducing the costs of a candidacy. The broader political environment is also more conducive to credible elections, with a significantly freer media and much improved civil liberties. There remain major challenges to a credible, inclusive and peaceful election. Much of the periphery of the country is affected by armed conflict, and though there have been important steps toward bringing the six-decade civil war to a close, the process remains fragile and incomplete. The vote could be marred by violence in some areas and will not be possible in others. In central Myanmar, rising Burman nationalism and anti-Muslim sentiment have exploded sporadically into violence, something that could happen again in the politically charged context of an election. In Rakhine state, minority Muslim communities have been disenfranchised by a decision to cancel their identification documents. Electoral security and risk management preparations have become a critical priority of the election commission. Capacity constraints will also come into play. The country has very limited experience of democratic polls, including government staff, security services and election commission staff at the local level. Understanding among the electorate is also very low, and major education efforts will be required. For the elections to be successful, there must also be broad acceptance of the results. In a context of divergent expectations and, inevitably, winners and losers, this will be a challenge. While reformist government leaders appear reconciled to the prospect of the NLD winning the most seats, it is unclear whether this sentiment is shared by a majority of the old elite. Similarly, it is unclear whether the NLD's base fully under- stands likely post-election scenarios. With Aung San Suu Kyi constitutionally barred from the presidency and no obvious alternative within its ranks, it is probable that even if the party wins a landslide, it will have to select a compromise candidate for president – potentially a reformist member of the old regime. The some three months between the elections and the presidential electoral college's decision will be a time of considerable uncertainty, possible tension, and intense behind-the-scenes negotiation. The outcome, and the extent to which it is broadly accepted, will determine whether there is a smooth transfer of power and whether the next administration will have the broad support necessary to govern or have its legitimacy constantly questioned. Probably the most important factor will be the support – or at least acquiescence – of the military, which retains strong influence over the process. The commander-in-chief has voiced support for the democratic electoral process and has undoubtedly foreseen the prospect of strong support for the NLD. But this does not mean he would be comfortable with all the potential implications of such an outcome. The elections are coming less than five years into what will continue to be a long and difficult transition for Myanmar. They create a moment of political competition and polarisation in a transition process that requires compromise and consensus. If credible and inclusive, they can help to build confidence that the country is on a new political path and thereby inject fresh momentum into the reforms. Equally, they could damage the delicate set of compromises that has so far kept the process broadly on track. It behoves political leaders on all sides to ensure that they keep this larger prize foremost in their minds.

159. Congo: Is Democratic Change Possible?

- The presidential and legislative polls scheduled for 2016 are a potential watershed for the Democratic Republic of Congo (DRC); th ey could be the first elections held with- out an incumbent protecting his position. The prospect of these elections is testing nerves on all sides of the Congolese political spectrum and has already caused deadly violence. There is an urgent need for President Joseph Kabila to commit to the two- term limit contained within the constitution and ready himself to leave power. Consensus is also needed on key electoral decisions, in particular regarding the calendar and the voter roll. This will require high-level donor and international engagement. Absent agreement and clarity on the election process, or should there be significant delays, international partners should review their support to the government. The fragmented governing majority is running out of options to avoid the 2016 deadline. The government's attempts to amen d both the constitution to allow Joseph Kabila to run for a third term and election laws face strong, including internal, opposition, as was evident in the January 2015 mini political crisis over proposed changes to the electoral law. This mini-crisis, which triggered deadly violence and repression against pro-democracy activists, gave a first hint of what could be in store for 2016. In this tense domestic context, engagement by international actors is met with an increasing insistence on national sovereignty that affects in particular the UN Organization Stabilization Mission in the DRC (MONUSCO). Local and provincial polls planned for 2015, despite a technically insufficient and non-consensual voter list, could undermine credible national elections in 2016. In addition to an overly ambitious and costly electoral calendar, the government is hastily pushing through an under-resourced and ill- prepared decentralisation process, including the division of eleven provinces into 26 as provided for in the 2006 constitution. It aims to finalise in six months what was not achieved during nine years. Trying to pursue decentralisation while implementing the electoral calendar could aggravate local tensions, trigger security troubles ahead of next year's polls and make the country highly unstable. For the government, buying time by capitalising on potential delays seems to be the highest attainable objective it can presently agree on. The disjointed opposition is incapable of forming a united front, but there is a broad agreement to oppose any political manoeuvring to extend President Kabila's rule beyond 2016. In addition to President Kabila's ambiguous signals about whether he will respect his two-term limit, problems experienced during the 2011 elections remain; they include a lack of confidence in the Independent National Electoral Commission (CENI) and a disputed voter list. The democratisation process launched a decade ago is reaching its moment of truth, as the excessive hopes raised by the 2006 elections have not materialised. These were the first, and so far only, reasonably free and fair democratic polls to take place since the country's independence. In their wake, reform of the nature of politics and government in DRC has been limited. However, at this stage, delaying the 2016 presidential and legislative elections would be equivalent to an unconstitutional extension of the regime. The January 2015 violence in Kinshasa was a clear demonstration of the Congolese population's aspirations for political change. If the electoral process is not allowed to move forward unhindered, international actors, with a large UN mission in place, risk supporting a regime with even less legitimacy than is currently the case. All efforts have to focus on creating conditions for credible polls in 2016. To that end, Congolese political actors and the CENI should revise the electoral calendar and delay local elections until decentralisation has been fine-tuned, and provincial polls should be organised to closely coincide or be combined with the national elections. A serious conflict prevention and dispute resolution strategy is required, in particular at the local level. Such efforts cannot be only with the electoral horizon in mind. Successful elections do not equal democracy and good governance; the transformation of the Congolese political system has a long way to go and requires a change in governance practices that will be the work of many years.

160. South Sudan Keeping Faith with the IGAD Peace Process

- For more than eighteen months, the Intergovernmental Authority on Development (IGAD), the regional body mediating peace negotiations to end South Sudan’s civil war, has struggled to secure a deal in the face of deep regional divisions and the parties’ truculence. To overcome these challenges, it announced a revised, expanded mediation – “IGAD-PLUS” – including the African Union (AU), UN, China, U.S., UK, European Union (EU), Norway and the IGAD Partners Forum (IPF). The initiative is designed to present a united international front behind IGAD to the warring sides but so far it has failed to gain necessary backing from the wider international community, much of which is disillusioned with both IGAD and the South Sudanese. Rather than distance itself from IGAD, the international community needs to support a realistic, regionally-centred strategy to end the war, underpinned by coordinated threats and inducements. Supporting IGAD-PLUS’ efforts to get the parties’ agreement on a final peace deal in the coming weeks is the best – if imperfect – chance to end the conflict and prevent further regionalisation.
