  • Abstract: As the campaign for Iraq's 30 April parliamentary elections heated up, so too did Falluja. The situation there has taken a dramatic turn for the worse since late 2013 when the army, after a long absence, returned in response to protests around Anbar province. With the troops on the outskirts, the jihadi ISIL within and the city's self-appointed military council trying to walk a fine line between the two, Falluja seems poised to repeat the battles of 2004, when it experienced some of the most intense fighting of the U.S. occupation. The potential for miscalculation, or calculated escalation, is enormous. It is too late for steps that might have been taken to reduce tensions before the elections. Any lasting solution requires addressing the deeper roots of Sunni alienation in a country increasingly gripped by sectarian tension. ISIL's rise is a symptom, not the main cause, of the poor governance that is the principal reason for Iraq's instability. The government, UN and U.S. should treat ISIL differently from the military council and Falluja as a whole, rather than bundling them together in an indiscriminate "war on terror".

  • Abstract: As the presidential election approaches in 2014, with the security transition at the year's end, Afghan women, including parliamentarians and rights activists, are concerned that the hard-won political, economic and social gains achieved since the U.S.-led intervention in 2001 may be rolled back or conceded in negotiations with the insurgents. Afghanistan's stabilisation ultimately rests on the state's accountability to all its citizens, and respect for constitutional, legal and international commitments, including to human rights and gender equality. There will be no sustainable peace unless there is justice, and justice demands that the state respect and protect the rights of women, half its population.

  • Abstract: In a region that recently has produced virtually nothing but bad news, Hassan Rouhani's 4 August swearing in as Iran's president offers a rare and welcome glimmer of hope. There are still far more questions than answers: about the extent of his authority; his views on his country's nuclear program, with which he long has been associated; and the West's ability to display requisite flexibility and patience. But, although both sides can be expected to show caution, now is the time to put more ambitious proposals on the table, complement the multilateral talks with a bilateral U.S.-Iranian channel and expand the dialogue to encompass regional security issues.

  • Abstract: Something is brewing in the Hashemite Kingdom of Jordan. It is not so much that protests have been spreading since 2011; the country has experienced these before and so far they remain relatively small. It is, rather, who is behind them and from where dissatisfaction stems. East Bankers – Jordanians who inhabited the area before the arrival of the first Palestinian refugees in 1948 – have long formed the pillar of support for a regime that played on their fears concerning the Palestinian-origin majority. That pillar is showing cracks. The authorities retain several assets: popular anxiety about instability; U.S. and Gulf Arab political and material support; and persistent intercommunal divisions within the opposition. But in a fast-changing region, they would be reckless to assume they can avoid both far-reaching change and turmoil. Ultimately, they must either undertake the former one or experience the latter.

  • Abstract: Since it assumed power after Hosni Mubarak's ouster, the performance of the Supreme Council of the Armed Forces (SCAF) has been, at times, head-scratching. Extolled in the wake of the uprising as the revolution's protector, many have come to view it as an agent of the counter-revolution. It often has been obstinate, before abruptly yielding to pressure. It values its long ties with Washington, from which it receives much assistance, but seemed willing to jeopardise them by targeting U.S.-funded NGOs. Suspected by Islamists of seeking to deprive them of opportunity to govern and by non-Islamists of entering a secret pact with the Muslim Brotherhood, it finds itself in the worst of both worlds: an angry tug-of-war with liberal protesters and a high-wire contest with Islamists. It displays little interest in governing, wishing instead to protect privileges, but erratic behaviour threatens even that. On the eve of presidential elections that have become a high-stakes free-for-all, the SCAF should take a step back and, with the full range of political actors, agree on principles for a genuine and safe political transition.

  • Abstract: Does anybody still believe in the Middle East Peace Process? Nineteen years after Oslo and thirteen years after a final settlement was supposed to be reached, prospects for a two-state solution are as dim as ever. The international community mechanically goes through the motions, with as little energy as conviction. The parties most directly concerned, the Israeli and Palestinian people, appear long ago to have lost hope. Substantive gaps are wide, and it has become a challenge to get the sides in the same room. The bad news is the U.S. presidential campaign, Arab Spring, Israel's focus on Iran and European financial woes portend a peacemaking hiatus. The good news is such a hiatus is badly needed. The expected diplomatic lull is a chance to reconsider basic pillars of the process – not to discard the two-state solution, for no other option can possibly attract mutual assent; nor to give up on negotiations, for no outcome will be imposed from outside. But to incorporate new issues and constituencies; rethink Palestinian strategy to alter the balance of power; and put in place a more effective international architecture.

  • Abstract: International, particularly U.S., military and civilian aid has failed to improve Pakistan's performance against jihadi groups operating on its soil or to help stabilise its nascent democracy. Lopsided focus on security aid after the 11 September 2001 attacks has not delivered counterterrorism dividends, but entrenched the military's control over state institutions and policy, delaying reforms and aggravating Pakistani public perceptions that the U.S. is only interested in investing in a security client. Almost two-thirds of U.S. funding since 2002 ($15.8 billion) has been security-related, double the $7.8 billion of economic aid. Under an elected government, and with civilian aid levels at their highest in decades, the U.S. and other donors can still play a major part in improving service delivery, supporting key reforms and strengthening a fragile political transition vital to internal and regional stability. Re-orientation of funding from military security purposes to long-term democracy and capacity building support is the best way to guarantee the West's and Pakistan's longterm interests in a dangerous region. But aid policies must be better targeted, designed and executed.

  • Abstract: The 25,000 members of the National Civil Police (PNC) are on the front lines of Guatemala's battle against crime. But all too often citizens distrust and fear the police – widely dismissed as inefficient, corrupt and abusive – as much as the criminals. Underfunded, poorly trained and often out-gunned, they are frequently incapable or unwilling to con-front criminals and gain the public trust needed to build a state based on rule of law. Drug traffickers, including Mex-ican cartels, move at will across porous borders, while criminal gangs dominate many urban areas. The government of President Otto Pérez Molina must reboot and revitalise police reform, as part of an overall effort to strengthen justice and law enforcement, with financial support from the U.S. and other countries interested in preventing Guatemala from becoming a haven for organised crime. Progress has been made, but achievements are fragile and easily reversed.

  • Abstract: The deadly provocations by North Korea in the Yellow Sea in 2010 – the Ch' ŏ nan sinking and the Yŏnp'yŏng Island shelling – drew condemnation and limited military responses by South Korea, the U.S. and Japan, but Beijing has been reluctant to go beyond counselling restraint to all parties. While declining to call Pyongyang to ac- count, it criticised Washington for stepped-up military exercises with allies in North East Asia. Beijing's unwillingness to condemn North Korea prevented a unified international response and undermines China's own security interests, as it invites further North Korean military and nuclear initiatives, risks increased militarisation of North East Asia and encourages an expanded U.S. military and political role in the region. Because it is seen as having failed to take greater responsibility to safeguard stability, China has also damaged its relationships in the region and in the West. The joint statement Presidents Hu and Obama issued on 19 January has helped, but China has ground to make up if it is to recover credibility as an impartial broker in the Six-Party Talks on North Korea's nuclear program.

  • Abstract: India has long been the country with the greatest influence over Sri Lanka but its policies to encourage the government there towards a sustainable peace are not working. Despite India's active engagement and unprecedented financial assistance, the Sri Lankan government has failed to make progress on pressing post-war challenges. Government actions and the growing political power of the military are instead generating new grievances that increase the risk of an eventual return to violence. To support a sustainable and equitable post-war settlement in Sri Lanka and limit the chances of another authoritarian and military-dominated government on its borders, India needs to work more closely with the United States, the European Union and Japan, encouraging them to send the message that Sri Lanka's current direction is not acceptable. It should press for the demilitarisation of the north, a return to civil administration there and in the east and the end of emergency rule throughout the country.

  • Abstract: Hamas and Fatah surprised all with their announcement of a reconciliation accord. What had been delayed since Hamas took over Gaza in 2007 and Palestinian Authority (PA) President Abbas asked Salam Fayyad to form a government in the West Bank was done in Cairo in hours. Shock was matched by uncertainty over what had been agreed and the course it would take. Would the factions produce a national strategy and unify fractured institutions? Or would the agreement codify the status quo? Even some of the more pessimistic scenarios were optimistic. Reconciliation stumbled at its first hurdle, naming a prime minister – though that is not the only divisive issue. Neither side wants to admit failure, so the accord is more likely to be frozen than renounced, leaving the door slightly ajar for movement. Palestinian parties but also the U.S. and Europe need to recognise that reconciliation is necessary to both minimise the risk of Israeli-Palestinian violence and help produce a leader- ship able to reach and implement peace with Israel.

  • Abstract: After a decade of major security, development and humanitarian assistance, the international community has failed to achieve a politically stable and economically viable Afghanistan. Despite billions of dollars in aid, state institutions remain fragile and unable to provide good governance, deliver basic services to the majority of the population or guarantee human security. As the insurgency spreads to areas regarded as relatively safe till now, and policymakers in Washington and other Western capitals seek a way out of an unpopular war, the international community still lacks a coherent policy to strengthen the state ahead of the withdrawal of most foreign forces by December 2014. The impact of international assistance will remain limited unless donors, particularly the largest, the U.S., stop subordinating programming to counter-insurgency objectives, devise better mechanisms to monitor implementation, adequately address corruption and wastage of aid funds, and ensure that recipient communities identify needs and shape assistance policies.

  • Abstract: The bloody eruption of Mexican-led cartels into Guatemala is the latest chapter in a vicious cycle of violence and institutional failure. Geography has placed the country - midway between Colombia and the U.S. - at one of the world's busiest intersections for illegal drugs. Cocaine (and now ingredients for synthetic drugs) flows in by air, land and sea and from there into Mexico en route to the U.S. Cool highlands are an ideal climate for poppy cultivation. Weapons, given lenient gun laws and a long history of arms smuggling, are plentiful. An impoverished, underemployed population is a ready source of recruits. The winner of November's presidential election will need to address endemic social and economic inequities while confronting the violence and corruption associated with drug trafficking. Decisive support from the international community is needed to assure these challenges do not overwhelm a democracy still recovering from decades of political violence and military rule.

  • Abstract: Unity state confronts a set of challenges unparalleled in South Sudan. Some exemplify concerns that register across the emerging republic; others are unique to the state. Situated abreast multiple frontiers, its political, social, economic and security dilemmas make for a perfect storm. Some have festered for years, while more recent developments—prompted by the partition of the "old" Sudan—have exacerbated instability and intensified resource pressure. Recent rebel militia activity has drawn considerable attention to the state, highlighting internal fractures and latent grievances. But the fault lines in Unity run deeper than the rebellions. A governance crisis—with a national subtext—has polarised state politics and sown seeds of discontent. Territorial disputes, cross-border tensions, economic isolation, development deficits and a still tenuous North-South relationship also fuel instability, each one compounding the next amid a rapidly evolving post-independence environment. Juba, and its international partners, must marshal attention and resources toward the fundamental sources of instability in places like Unity if the emerging Republic is to realise its full potential.

  • Abstract: Since taking office in March 2011, President Thein Sein has moved remarkably quickly to implement reforms. He has reached out to opposition leader Aung San Suu Kyi, released significant numbers of political prisoners, cut back on media censorship and signed a new law allowing labour unions to form. On the eve of U.S. Secretary of State Hillary Clinton's early December visit, key benchmarks set by Western countries imposing sanctions, such as releasing political prisoners and creating the conditions for Suu Kyi's National League for Democracy (NLD) to join the political process, appear well on their way to being met. Now, a bold peace initiative has given hope the country's biggest challenge – the devastating 60-year-long civil war between the government and ethnic groups – can also be resolved.

  • Abstract: The Lord's Resistance Army (LRA) remains a deadly threat to civilians in three Central African states. After a ceasefire and negotiations for peaceful settlement of the generation-long insurgency broke down in 2008, Uganda's army botched an initial assault. In three years since, half-hearted operations have failed to stop the small, brutally effective band from killing more than 2,400 civilians, abducting more than 3,400 and causing 440,000 to flee. In 2010 President Museveni withdrew about half the troops to pursue more politically rewarding goals. Congolese mistrust hampers current operations, and an African Union (AU) initiative has been slow to start. While there is at last a chance to defeat the LRA, both robust military action and vigorous diplomacy is required. Uganda needs to take advantage of new, perhaps brief, U.S. engagement by reinvigorating the military offensive; Washington needs to press regional leaders for cooperation; above all, the AU must act promptly to live up to its responsibilities as guarantor of continental security. When it does, Uganda and the U.S. should fold their efforts into the AU initiative.

  • Abstract: Turkey is launching initiative after ambitious initiative aimed at stabilising the Middle East. Building on the successes of its normalisation with Syria and Iraq, it is facilitating efforts to reduce conflicts, expanding visafree travel, ramping up trade, integrating infrastructure, forging strategic relationships and engaging in multilateral regional platforms. For some, this new activism is evidence that Turkey is turning from its traditional allies in Europe and the United States. In fact, its increased role in the Middle East is a complement to and even dependent on its ties to the West.

  • Abstract: The Lord's Resistance Army (LRA) has become a regional problem that requires a regional solution. Operation Lightning Thunder, launched in December 2008, is the Ugandan army's latest attempt to crush militarily the one- time northern Ugandan rebel group. It has been a failure. After the initial attack, small groups of LRA fighters dispersed in the Democratic Republic of Congo (Congo), South Sudan and the Central African Republic (CAR), where they survive by preying on civilians. National security forces are too weak to protect their own people, while the Ugandan army, with U.S. support, is focused on hunting Joseph Kony, the group's leader. The Ugandans have eroded the LRA's numbers and made its communications more difficult. But LRA fighters, though disorganised, remain a terrible danger to civilians in this mostly ungoverned frontier zone. National armies, the UN and civilians themselves need to pool intelligence and coordinate their efforts in new ways if they are to end the LRA once and for all.

  • Abstract: To those familiar with the rhythms of Israeli-Palestinian negotiation, this has been a year of surprises. Palestinians, suffering most from the status quo, so most in need of a resolution, balk at resuming talks even as Israel expresses eagerness. In Obama, they have a president more willing to engage and to confront Israel, yet they have denied him the chance to advance talks. Seventeen years after Oslo, the best he can do is get the parties to talk indirectly – and even then, not without overcoming huge Palestinian reluctance. What is going on? The Palestinian approach may seem tactically suspect or politically self-defeating but is not without logic. It is rooted in almost two decades of unsuccessful U.S.-sponsored bilateral negotiations and manifested in embryonic effort s to change the balance of power with Israel. It is premature to speak of a new Palestinian strategy but not to respond and rectify past flaws. After an often perplexing, ineffective start, the U.S. seems poised for a more fundamental policy review involving the presentation of American ideas to resolve the conflict. Done right and at the right time, it would be welcome.

  • Abstract: Much is at stake in the never-ending negotiations to form Iraq's government, but perhaps nothing more important than the future of its security forces. In the seven years since the U.S.-led invasion, these have become more effective and professional and appear capable of taming what remains of the insurgency. But what they seem to possess in capacity they lack in cohesion. A symptom of Iraq's fractured polity and deep ethno-sectarian divides, the army and police remain overly fragmented, their loyalties uncertain, their capacity to withstand a prolonged and more intensive power struggle at the top unclear. Prime Minister Nouri al-Maliki has taken worrying steps to assert authority over the security apparatus, notably by creating new bodies accountable to none but himself. A vital task confronting the nation's political leaders is to reach agreement on an accountable, non-political security apparatus subject to effective oversight. A priority for the new cabinet and parliament will be to implement the decision. And a core responsibility facing the international community is to use all its tools to encourage this to happen.
