- What’s new? Jihadists have repeatedly attacked schools in north-eastern Kenya in the last eighteen months. In response, the government has shuttered many schools and pulled most teachers out of a long-neglected region that is one of Al-Shabaab’s main recruiting centres outside Somalia. Why does it matter? The education crisis adds to an already existing sense of marginalisation in north-eastern Kenya. Thousands of out-of-school youngsters could constitute an attractive pool of recruits for Al-Shabaab, which is engaged in a long-term campaign to deepen its foothold in the region. What should be done? The Kenyan government should afford the north east’s residents, including police reservists, a greater role in tackling militancy and revive community-centred efforts that to some degree succeeded in rolling back Al-Shabaab in the past. It should also restore learning by providing stopgap funding so local administrations can hire replacement teachers.

13. Iraq: Fixing Security in Kirkuk

- Federal forces now patrol Kirkuk, the diverse, oil-rich province disputed between the central and Kurdish regional governments. The arrangement is unsettling communal relations, with Kurds feeling excluded. With outside help, Baghdad and Erbil should design a joint security mechanism including a locally recruited multi-ethnic unit. What’s new? In October 2017, the Iraqi army restored central government control over the disputed Kirkuk governorate and its oil fields in the country’s north. Since then, multiple federal forces including paramilitaries have policed the area. The new arrangement reassured the province’s Arabs and Turkmen but left local Kurds feeling abandoned. Why did it happen? The federal government’s move into Kirkuk was triggered by a Kurdish independence referendum staged the previous month, which raised Baghdad’s concerns that the Kurdistan Regional Government in Erbil would declare Kurdish statehood and annex Kirkuk, other disputed territories and their petroleum riches. Why does it matter? Finding an equilibrium that satisfies Kirkuk’s three main ethnic groups by ensuring that none dominates the security apparatus at the others’ expense is a fundamental condition for the area’s stability. Only such a configuration will ensure peaceful coexistence and help prevent a resurgence of the Islamic State. What should be done? With international support, Baghdad and Erbil should establish joint security management in Kirkuk that includes a locally recruited multi-ethnic force under federal command. This arrangement would help protect the area from renewed insurgency, contribute to intercommunal peace and lay the foundations for an eventual settlement of Kirkuk’s status in Iraq.

- For years, Gulf powers have mulled the notion of regional dialogue to calm existing crises and head off new ones. Today, with several active Middle Eastern conflicts, all sensitive to rising U.S.-Iran tensions, it is an idea whose time has come. What’s new?* Middle East tensions spiked in the past year following attacks on oil tankers and Saudi oil facilities, the U.S. killing of a senior Iranian commander and Iranian military retaliation. Some of Washington’s allies, losing confidence the U.S. will reliably extend military protection, have started making cautious diplomatic overtures to Iran. Why does it matter? While these tentative steps toward de-escalation are welcome, they risk being inadequate, particularly in the absence of regular, high-level communication channels among potential conflict actors. Existing UN-led mechanisms for resolving individual conflicts, such as Yemen, are worthwhile but insufficient to lessen region-wide tensions. What should be done? Diplomatic efforts are needed to both de-escalate tensions and make progress toward resolving regional conflicts. Gulf actors, supported by external stakeholders, should consider launching an inclusive sub-regional dialogue aimed at reducing the risk of inadvertent conflict by opening new communication channels.

15. A Sustainable Policy for Rohingya Refugees in Bangladesh

- Bangladesh is hosting nearly a million Rohingya refugees who have little hope of going home any time soon. The government should move to improve camp living conditions, in particular by lifting the education ban and fighting crime. Donors should support such steps. What’s new? Two years after atrocities in Myanmar’s Rakhine State drove a wave of Rohingya refugees into Bangladesh, prospects for repatriation remain dim. Frustrated Bangladeshi authorities refuse to plan for the long term, have introduced stringent security measures at refugee camps, and may move some refugees to a remote island, Bhasan Char. Why did it happen? The Bangladeshi government is struggling with growing security challenges near the refugee camps and domestic political pressure to resolve the crisis. It is also irritated by the lack of progress in repatriating any of the estimated one million Rohingya refugees on its soil. Why does it matter? Dhaka’s restrictions on aid activities prohibit its partners from building safe housing in the Rohingya camps or developing programs that cultivate refugee self-reliance. Combined with heavy-handed security measures, this approach risks alienating refugees and setting the stage for greater insecurity and conflict in southern Bangladesh. What should be done? While pressing for eventual repatriation, Bangladesh and external partners should move past short-term planning and work together to build safe housing, improve refugees’ educational and livelihood opportunities, and support refugee-hosting communities. Dhaka should also roll back its counterproductive security measures and plans for relocations to Bhasan Char.

16. Women and Children First: Repatriating the Westerners Affiliated with ISIS

- Tens of thousands of foreign men, women and children affiliated with ISIS are detained in northeast Syria. The camps where they are held pose a formidable security and humanitarian challenge to the region. Western governments should, at minimum, accelerate the repatriation of women and children. What’s new? Alongside the thousands of foreign fighters detained in north east Syria are thousands of non-Syrian children and women. Western governments have for months publicly wrestled with political and policy qualms about repatriating their nationals. Turkey’s incursion into Syria highlights that the window for repatriation or transfer could close suddenly. Why does it matter? The long-term detention of these men, women and children in north east Syria has always been deeply problematic for security and humanitarian reasons. The Turkish incursion and shifting balance of power in the region makes the security of the camps where they are held more precarious. What should be done? As a first step toward addressing this challenge, Western governments should accelerate repatriation of their national children and women. They should recognise the diversity of women’s backgrounds and repatriate those who are unthreatening. They should also pour substantial diplomatic and financial resources into developing responsible options for the remaining population.

17. Intra-Gulf Competition in Africa’s Horn: Lessening the Impact

- Gulf states are competing for influence in the Horn of Africa to control the Red Sea, transposing internal rivalries onto a fragile region. Horn governments should increase their bargaining power with their powerful neighbours, who should recognise the risks their policies pose to regional security. What’s new? Middle Eastern states are accelerating their competition for allies, influence and physical presence in the Red Sea corridor, including in the Horn of Africa. Rival Gulf powers in particular are jockeying to set the terms of a new regional power balance and benefit from future economic growth. Why did it happen? Regional instability, a relative power vacuum and competition among rising Middle East states have prompted Gulf countries to seek to project their power outward into the neighbourhood. They are looking at the Horn of Africa to consolidate alliances and influence. Why does it matter? Many new Gulf-Horn relationships are highly asymmetrical, driven more by Gulf than African interests. Gulf states are injecting resources and exporting rivalries in ways that could further destabilise fragile local politics. Yet they also carry the potential to resolve conflict and fuel economic growth. What should be done? Horn and Western policymakers should seek to limit intra-Gulf sparring in Africa, notably by expanding the role of regional multilateral organisations to boost Horn states’ bargaining power. Gulf rivals must become convinced – by their allies or their own experience – that their actions are undermining long-term security across the Red Sea basin.

18. Fight and Flight: Tackling the Roots of Honduras’ Emergency

- Despite U.S. restrictions on Central American migration, Hondurans are fleeing north in record numbers as the country struggles with polarised government, corruption, poverty and violence. With outside help, Tegucigalpa should revisit its heavy-handed security policies and enact judicial and electoral reforms to avert future upheaval. What happened? Months of street protests and a mass northward exodus, despite a sustained U.S. campaign to deter Central American migrants, illustrate the depth of despair in Honduras at political leaders, gang violence, extortion, poverty and inequality. Why does it matter? State security crackdowns against a backdrop of extreme political polarisation dating back to the 2009 coup, fuelled by scandals over alleged links between the ruling party and criminal networks, could further fuel violent unrest. Washington’s fixation on bottling up migrant flows in the region risks making a bad situation worse. What should be done? With support from the U.S. and other donors, the Honduran government should enact electoral and anti-corruption reforms and grant stronger investigative powers to the judiciary and police, avoid heavy-handed responses to civil unrest, and fund programs that address urgent humanitarian needs while also reducing violence, a key driver of migration.

19. Curbing Violence in Nigeria (III): Revisiting the Niger Delta

- Violence in the Niger Delta may soon increase unless the Nigerian government acts quickly and decisively to address long-simmering grievances. With the costly Presidential Amnesty Program for ex-insurgents due to end in a few months, there are increasingly bitter complaints in the region that chronic poverty and catastrophic oil pollution, which fuelled the earlier rebellion, remain largely unaddressed. Since Goodluck Jonathan, the first president from the Delta, lost re-election in March, some activists have resumed agitation for greater resource control and self-determination, and a number of ex-militant leaders are threatening to resume fighting (“return to the creeks”). While the Boko Haram insurgency in the North East is the paramount security challenge, President Muhammadu Buhari rightly identifies the Delta as a priority. He needs to act firmly but carefully to wind down the amnesty program gradually, revamp development and environmental programs, facilitate passage of the long-stalled Petroleum Industry Bill (PIB) and improve security and rule of law across the region.

20. Kyrgyzstan: An Uncertain Trajectory

- Kyrgyzstan, Central Asia’s only even nominal parliamentary democracy, faces growing internal and external security challenges. Deep ethnic tensions, increased radicalisation in the region, uncertainty in Afghanistan and the possibility of a chaotic political succession in Uzbekistan are all likely to have serious repercussions for its stability. The risks are exacerbated by leadership failure to address major economic and political problems, including corruption and excessive Kyrgyz nationalism. Poverty is high, social services are in decline, and the economy depends on remittances from labour migrants. Few expect the 4 October parliamentary elections to deliver a reformist government. If the violent upheavals to which the state is vulnerable come to pass, instability could spread to regional neighbours, each of which has its own serious internal problems. The broader international community – not just the European Union (EU) and the U.S., but also Russia and China, should recognise the danger and proactively press the government to address the country’s domestic issues with a sense of urgency.

21. Too Far, Too Fast: Sochi, Tourism and Conflict in the Caucasus

- Russia has invested extensive resources and prestige in the Winter Olympics to be held in the Black Sea resort of Sochi, 7-23 February 2014. The tab, an estimated $51 billion, does not include a nationwide security operation to protect the venue against attack by a resilient and ruthless armed jihadi movement. A spate of bombings, including two in December in the southern city of Volgograd, show that North Caucasus Islamist terrorists are determined to strike opportunistically across the country to mar the games and challenge President Vladimir Putin, who has promised a "safe, enjoyable and memorable" Olympic experience. If ripple effects of security for Sochi and the ambitious regional tourism project the games are meant to inaugurate are not to worsen the situation in the war-to rn North Caucasus, local communities must be assured they will benefit from the development plans, not fall victims to rapacious local elites or the abuses allegedly accompanying the Games. Equally important, they will need guaranteed long-term security, not simply oppressive security regimes.

23. Flight of Icarus? The PYD's Precarious Rise in Syria

- With the Syrian regime and opposition locked in a see-saw battle, Kurdish forces have consolidated control over large portions of the country's north. Their principal players, the Democratic Union Party (Partiya Yekîtiya Demokrat, PYD) and its armed wing, the People's Protection Units (Yekîneyên Parastina Gel, YPG), now dominate three large, non-contiguous enclaves of Kurdish-majority territory along the Turkish border, over which the PYD proclaimed in November 2013 the transitional administration of Rojava (Western Kurdistan). Kurdish governance is unprecedented in Syria and for the PYD, an offshoot of the Turkish Kurdish insurgent movement PKK, from which it draws ideological, organisational and military support. But it is unclear whether this is a first step toward stability and the Kurdish aspiration for national recognition, or merely a respite while the civil war focuses elsewhere. The PYD alone will not determine the fate of Syria's north, but it could greatly increase its chances by broadening its popular appeal and cooperating with other local forces.

24. A Cosmetic End to Madagascar's Crisis?

- Madagascar is on the cusp of exiting a five-year political crisis compounded by economic disorder and international isolation. Presidential elections in late 2013 were endorsed as credible following the victory of Hery Rajaonarimampianina. The return to democracy paves the way for renewed international support. However, division entrenched by former President Marc Ravalomanana's exile has polarised the country. The coup regime of Andry Rajoelina was characterised by socio-economic malaise, rampant corruption, institutional decay and the breakdown in the rule of law. The political system, which is the primary obstacle to sustained recovery, needs much more than a cosmetic makeover; fundamental reform is necessary. The African Union, Southern African Development Community and International Support Group for Madagascar must support Rajaonarimampianina's efforts to balance political interests in a marked departure from the traditional winner-take-all approach; reform and strengthening of key democratic institutions; and reform and professionalisation of the security sector.

- One year after the Westgate Mall terrorist attack in Nairobi, Al–Shabaab is more entrenched and a graver threat to Kenya. But the deeper danger is less in the long established terrorist cells that perpetrated the act–horrific as it was–and more in managing and healing the rising communal tensions and historic divides that Al- Shabaab violence has deliberately agitated, most recently in Lamu county. To prevent extremists from further articulating local grievances with global jihad, the Kenyan government–including county governments most affected-opposition politicians and Kenyan Muslim leaders, must work together to address historical grievances of marginalisation among Muslim communities in Nairobi, the coast and the north east, and institutional discrimination at a national level, as well as ensuring that counter-terrorism operations are better targeted at the perpetrators and do not persecute wider ethnic and faith communities they have purposefully infiltrated.

26. Venezuela: Dangerous Inertia

- The streets of Venezuela's major cities are now largely calm, following several months of violent clashes between opposition demonstrators, security forces and civilian gun- men that left more than 40 dead. The crisis, however, is not over. The opposition is demanding freedom for several dozen activists jailed during the unrest and an end to the threat of prosecution against more than 2,000. The underlying causes have not been addressed, and calls to restore autonomy and independence to the justice system and other key institutions have not been heeded. Living standards continue to decline due to economic recession; violent crime remains at record levels, and labour unrest and protests over poor-quality public services are often dealt with harshly. - Nigeria's presidential, parliamentary and state gubernatorial and assembly elections, scheduled for February 2015, will be more contentious than usual. Tensions within and between the two major political parties, competing claims to the presidency between northern and Niger Delta politicians and along religious lines, the grim radical Islamist Boko Haram insurgency and increasing communal violence in several northern states, along with inadequate preparations by the electoral commission and apparent bias by security agencies, suggest the country is heading toward a very volatile and vicious electoral contest. If this violent trend continues, and particularly if the vote is close, marred or followed by widespread violence, it would deepen Nigeria's already grave security and governance crises. The government, its agencies and all other national figures must work urgently to ensure that the vote is not conducted in an explosive situation as this could further destabilise the country.

- Despite the recent military surge against Somalia's armed Islamist extremist and self-declared al-Qaeda affiliate, Al-Shabaab, its conclusive "defeat" remains elusive. The most likely scenario – already in evidence – is that its armed units will retreat to smaller, remote and rural enclaves, exploiting entrenched and ever-changing clan-based competition; at the same time, other groups of radicalised and well-trained individuals will continue to carry out assassinations and terrorist attacks in urban areas, including increasingly in neighbouring countries, especially Kenya. The long connection between Al-Shabaab's current leadership and al-Qaeda is likely to strengthen. A critical breakthrough in the fight against the group cannot, therefore, be achieved by force of arms, even less so when it is foreign militaries, not the Somalia National Army (SNA), that are in the lead. A more politically-focused approach is required.

- A failure of intelligence on the Korean peninsula-the site of the world's highest concentration of military personnel with a history of fraught, sometimes violent, sabre-rattling-could have catastrophic consequences. Yet the South Korean intelligence community has revealed its susceptibility to three types of pathologies-intelligence failure, the politicisation of intelligence, and intervention in domestic politics by intelligence agencies-which bring into stark relief the potential for grievous miscalculation and policy distortions when addressing the threat from North Korea. Moves by intelligence agencies to recover or bolster their reputations by compromising sensitive information have compounded the problem. Efforts are needed to reform the South's intelligence capacities, principally by depoliticising its agencies and ensuring adequate legislative and judicial oversight. Lawmakers and bureaucrats also need to fulfil their responsibilities to protect classified information and refrain from leaking sensitive intelligence for short-term personal political gains.

- The violence in Darfur's decade-old war spiked in 2013, as the mostly Arab militias initially armed by the government to contain the rebellion increasingly escaped Khartoum's control and fought each other. Recent fighting has displaced nearly half a million additional civilians – in all 3.2 million Darfurians need humanitarian help. The Doha Document for Peace in Darfur (DDPD) signed in Qatar in 2011 is largely unimplemented, notably because it was endorsed by factions with limited political and military influence, blocked by the government and suffered fading international support. The main insurgent groups remain active, have formed an alliance that goes beyond the region and increasingly assert a national agenda. If Darfur is to have durable peace, all parties to the country's multiple conflicts, supported by the international community, need to develop a more coherent means of addressing, in parallel, both local conflicts and nationwide stresses, the latter through a comprehensive national dialogue; eschew piecemeal approaches; embrace inclusive talks; and recommit to Sudan's unity.

Dans l'immédiat, le Conseil de sécurité devrait fournir un mandat sous chapitre 7 à la Mission internationale de soutien à la Centrafrique sous conduite africaine (Misca) épaulée par les forces françaises pour rétablir l'ordre dans Bangui dans un premier temps puis se déployer dans d'autres villes. Par la suite, la réconciliation religieuse devrait être privilégiée et des mesures de stabilisation devraient être appliquées.

34. Fire on the City Gate: Why China Keeps North Korea Close

- China tolerates the nuclear ambitions of North Korea (the Democratic People's Republic of Korea, DPRK) for now because its interests in the neighbourhood are much wider and more complex than this single issue. Beijing and the West often work toward their shared goal of a nuclear-free Korean peninsula with contradictory approaches that reflect their different priorities. The West uses diplomatic isolation, economic sanctions and extended deterrence to pressure Pyongyang to give up its nuclear program. Many Western policymakers believe the DPRK will denuclearise if sufficient costs are imposed and that Beijing holds the keys because the North is economically dependent on it. But China is reluctant to take any coercive action that might destabilise the regime and change a delicate geopolitical balance. It instead continues with diplomatic engagement and economic cooperation as the instruments it hopes will cause the leadership to denuclearise in the indeterminate future.

35. Somalia: Puntland's Punted Polls

- Puntland is the first of Somalia's federal units to attempt transition from clan-based representation to directly-elected government, but poor preparations and last-minute cancellation of local elections in July underline the challenges of reconciling competing clan interests with a democratic constitution. Cancellation pragmatically averted violence, but societal tensions remain unaddressed. The presidential vote by a clan-selected parliament in January 2014 will thus be fraught. Weak political and judicial institutions will struggle to mediate, risking involvement by partisan arms of the state. Direct elections are no panacea for reducing the conflict risks, but hard-won incremental progress on the constitution and local democratisation must not be abandoned. The cancelled ballot's lessons should be instructive for promised elections in the rest of Somalia. Better technical preparations matter, but Puntland's experience shows that donors and other international actors also need to be heedful of local political realities, including support of elites, robustness of institutions and viability of electoral districts.

- Turkey is the newest country to intervene in Somalia and its involvement has produced some positive results. Prime Minister Recep Tayyip Erdoğan's courageous visit to Mogadishu in August 2011 at the height of the famine and his decision to open an embassy gave fresh impetus to efforts to establish lasting peace. Widespread Somali gratitude for Turkish humanitarian endeavours and the country's status as a Muslim and democratic state established Turkey as a welcome partner. Ankara has signalled it is in for the long haul. However, it must tread prudently, eschew unilateralism and learn lessons to avoid another failed international intervention. Over twenty years, many states and entities have tried to bring relief and secure peace in Somalia, often leaving behind a situation messier than that which they found. Ankara must appreciate it alone cannot solve the country's many challenges, but must secure the support and cooperation of both the Somali people and international community. Trying to go solo could backfire, hamper ongoing efforts and lose the immense good-will it has accumulated.

39. A Precarious Balancing Act: Lebanon and the Syrian Conflict

- Syria's conflict is leaking out of its borders, but in few places are risks higher than in Lebanon. This is not just a matter of history, although history bodes ill: the country seldom has been immune to the travails of its neighbour. It also is a function of recent events, of which the most dramatic was the 19 October assassination of top security official Wissam Hassan, an illustration of the country's fragility and the short-sight edness of politicians unwilling to address it. Lebanon's two principal coalitions see events in Syria in a starkly different light – as a dream come true for one; as a potentially apocalyptical night- mare for the other. It would be unrealistic to expect Lebanese actors to be passive in the face of what is unfolding next door. But it is imperative to shield the country as much as possible and resist efforts by third parties – whether allies or foes of Damascus – to drag the nation in a perilous direction. In the wake of Hassan's assassination, this almost certainly requires a new, more balanced government and commitments by local and regional actors not to use Lebanese soil as an arena in which to wage the Syrian struggle.

- The Sri Lankan government’s refusal to negotiate seriously with Tamil leaders or otherwise address legitimate Tamil and Muslim grievances is increasing ethnic tensions and damaging prospects for lasting peace. The administration, led by the Sri Lanka Freedom Party of Mahinda Rajapaksa, has refused to honour agreements with the Tamil National Alliance (TNA), broke n promises to world leaders and not implemented constitutional provisions for minimal devolution of power to Tamil-speaking areas of the north and east. Militarisation and discriminatory economic development in Tamil and Muslim areas are breeding anger and increasing pressure on moderate Tamil leaders. Tamil political parties need to remain patient and keep to their moderate course, while reaching out more directly to Muslims, Upcountry Tamils and Sinhalese. International actors should press the government more effectively for speedy establishment of an elected provincial council and full restoration of civilian government in the north, while insisting that it commence serious negotiations with elected Tamil representatives from the north and east.

The militant Al-Shabaab movement has built a cross-border presence and a clandestine support network among Muslim populations in the north east and Nairobi and on the coast, and is trying to radicalise and recruit youth from these communities, often capitalising on long-standing grievances against the central state. This problem could grow more severe with the October 2011 decision by the Kenyan government to intervene directly in Somalia. Radicalisation is a grave threat to Kenya's security and stability. Formulating and executing sound counter-radicalisation and de-radicalisation policies before it is too late must be a priority. It would be a profound mistake, however, to view the challenge solely through a counter-terrorism lens.

42. The Kenyan Military Intervention in Somalia

- The decision in October 2011 to deploy thousands of troops in Somalia's Juba Valley to wage war on Al-Shabaab is the biggest security gamble Kenya has taken since independence, a radical departure for a country that has never sent its soldiers abroad to fight. Operation Linda Nchi (Protect the Country) was given the go-ahead with what has shown itself to be inadequate political, diplomatic and military preparation; the potential for getting bogged down is high; the risks of an Al-Shabaab retaliatory terror campaign are real; and the prospects for a viable, extremist- free and stable polity emerging in the Juba Valley are slim. The government is unlikely to heed any calls for a troop pullout: it has invested too much, and pride is at stake. Financial and logistical pressures will ease once its force becomes part of the African Union (AU) mission in Somalia (AMISOM). But it should avoid prolonged “occupation” of southern Somalia, lest it turn local Somali opinion against the intervention and galvanise an armed resistance that could be co-opted by Al-Shabaab, much as happened to Ethiopia during its 2006-2009 intervention.

Some 40 attacks on police stations and personnel since August 2010 are clear evidence that community policing, the centrepoint of the police reform agenda, is not working; police are too quick to shoot, usually with live ammunition; and little progress has been made toward police accountability. In the absence of urgent reforms and mechanisms to address local grievances, public hostility is likely to grow. - In the wake of Sudan's partition, Beijing has accelerated a re-orientation of its engagement in the resulting two states, most significantly through a new courtship in Juba. China's historical support for Khartoum left a sour legacy in the South, but the potential for mutual economic benefit means a new chapter in bilateral relations is now being written. Balancing new friends in Juba with old friends in Khartoum, however, has proven a delicate dance. China has been drawn into a high-stakes oil crisis between the two, the consequences of which may temper an otherwise rapidly expanding relationship with Juba. A sustainable solution to the crisis cannot be achieved in isolation; North-South stability, mutual economic viability and the security of Chinese interests will also depend on answers to other unresolved political and security issues, including in Sudan's marginalised peripheries. The future of Beijing's dual engagement, and the kind of relationship that emerges in the South, will depend in part on how the oil standoff – and this broader reform agenda – are confronted.

- As messy as it has been and unfinished as it remains, Yemen's transition accomplished two critical goals: avoiding a potentially devastating civil war and securing the resignation of President Ali Abdullah Saleh, who had ruled the impoverished country for over three decades. It also cracked the regime's foundations, while making it possible to imagine new rules of the game. Still, much remains in doubt, notably the scope and direction of change. The nation essentially has witnessed a political game of musical chairs, one elite faction swapping places with the other but remaining at loggerheads. Important constituencies – northern Huthi, southern Hiraak, some independent youth movements – feel excluded and view the transition agreement with scepticism, if not distain. Al-Qaeda and other militants are taking advantage of a security vacuum. Socio-economic needs remain unmet. The new government must rapidly show tangible progress (security, economic, political) to contain centrifugal forces pulling Yemen apart, while reaching out to stakeholders and preparing the political environment for inclusive national dialogue.

Underfunded, poorly trained and often out-gunned, they are frequently incapable or unwilling to con-front criminals and gain the public trust needed to build a state based on rule of law. Drug traffickers, including Mex-ican cartels, move at will across porous borders, while criminal gangs dominate many urban areas. The government of President Otto Pérez Molina must reboot and revitalise police reform, as part of an overall effort to strengthen justice and law enforcement, with financial support from the U.S. and other countries interested in preventing Guatemala from becoming a haven for organised crime. Progress has been made, but achievements are fragile and easily reversed.

49. North Korean Succession and the Risks of Instability

- Transitions often present risks to authoritarian regimes, but the succession in North Korea has apparently passed with few problems. With no opposition from the military and China's clear support, there are no signs to suggest that Kim Jŏng-ŭn, the young leader who replaced his father, Kim Jong-il, following his death in December 2011, is anything but in charge in his own right. Far from creating a regency of older family members or generals, the North Korean system has maintained its focus on a single leader and projected an image of stability and unity as it celebrates the centenary of the birth of its founder, Kim Il-sung. While that image appears to be accurate, there is nothing to suggest that the new leader is or will become inclined to take measures that would either improve the lot of the country's citizens or reduce the regional frictions that Pyongyang is at the centre of.

- Haiti is now marking the eighth year of the UN Stabilisation Mission in Haiti (MINUSTAH). Debate about its eventual withdrawal is intensifying under the one year-old administration of President Michel Martelly. Opposition to its presence stems from the country's nationalistic pride, anger at the cholera epidemic linked to UN peacekeepers and publicity surrounding unacceptable abuses by a small number of peacekeepers. Yet even its critics admit the country's still limited police force cannot guarantee the security needed to protect citizens, enforce the law and underpin political stability. The real debate is not whether MINUSTAH should leave but when, and what to change in Haiti and in the mission's mandate, structure and behaviour to ensure that a phased withdrawal is linked to stronger institutions and progress toward lasting stability and development.

51. Indonesia: Dynamics of Violence in Papua

- A spate of violence in Papua in May and June 2012 exposed the lack of a coherent government strategy to address this multidimensional conflict. Shootings of non-Papuans in the provincial capital Jayapura in June, likely involving pro-independence militants, were followed by the death of one of those militants at police hands, highlighting the political dimension of the problem. In Wamena, a rampage by soldiers after the death of a comrade shows the depth of distrust between local communities and the army, and the absence of mechanisms to deal with crises. The shooting of five Papuans by newly arrived members of a paramilitary police unit (Brigade Mobile, Brimob) in a remote gold-mining area of Paniai highlights the violence linked to Papua's vast resource wealth and rent-seeking by the security apparatus with little oversight from Jakarta. While these events are still under investigation, they signal that unless the Yudhoyono government can address these very different aspects of the conflict, things may get worse. An overhaul of security policy would help.

52. Beyond Turf Wars in Coup-Hit Guinea-Bissau

- Guinea-Bissau took another dangerous turn on 12 April 2012, when the army arrested Prime Minister Carlos Gomes Júnior, who was about to be elected president. A military junta accused him of conspiring with Angola to curtail the military's power and quickly installed transitional authorities, before officially stepping aside on 22 May. International condemnation was swift, but differences developed between the Economic Community of West African States (ECOWAS) and the Community of Portuguese Speaking Countries (CPLP). The former, pushed by Nigeria, Senegal, Côte d'Ivoire and Burkina Faso, supports a year's transition, the latter, especially Portugal and Angola, immediate resumption of the presidential vote. Coup and transition may have opened a way for vital reforms, which must go beyond changes in the army and combating the drugs trade. But for that to happen, ECOWAS and CPLP must reach a consensus on working with international partners to mobilise resources for security, judicial and electoral reforms and refusing to validate Gomes Júnior's illegal exclusion from political life.

Cette crise révèle que les problèmes d'aujourd'hui sont les problèmes d'hier car le cadre de résolution du conflit défini en 2008 n'a pas été mis en oeuvre. L'application de l'accord du 23 mars 2009 entre le gouvernement et le Conseil national pour la défense du peuple (CNDP) a été un jeu de dupes au cours duquel les autorités congolaises ont fait semblant d'intégrer politiquement le CNDP tandis que celui-ci a fait semblant d'intégrer l'armée congolaise. Faute de réforme de cette dernière, la pression militaire sur les groupes armés n'a eu qu'un impact éphémère et la reconstruction post-conflit n'a pas été accompagnée des réformes de gouvernance et du dialogue politique indispensables. Pour sortir de la gestion de crise et résoudre ce conflit qui dure depuis presque deux décennies dans les Kivus, les bailleurs doivent exercer des pressions sur Kigali et Kinshasa.

55. Nepal's Fitful Peace Process

- Nepal is entering a new phase in its fitful peace process, in which its so-called "logical conclusion" is in sight: the integration and rehabilitation of Maoist combatants and the introduction of a new constitution. The Maoists, the largest party, are back in government in a coalition led by the Communist Party of Nepal (United Marxist-Leninist), UML party. Negotiations, although fraught, are on with the second-largest party, the Nepali Congress (NC), to join. Agreement is being reached on constitutional issues and discussions continue on integration. None of the actors are ramping up for serious confrontation and few want to be seen as responsible for the collapse of the constitution-writing process underway in the Constituent Assembly (CA). But success depends on parties in opposition keeping tactical threats to dissolve the CA to a minimum, the government keeping them engaged, and the parties in government stabilising their own precariously divided houses. It will also require the Maoists to take major steps to dismantle their army.

Post-quake insecurity underscores continued vulnerability to violent crime and political instability. Overcrowded urban slums, plagued by deep poverty, limited economic opportunities and the weakness of government institutions, particularly the Haitian National Police (HNP), breed armed groups and remain a source of broader instability. If the Martelly administration is to guarantee citizen safety successfully, it must remove tainted officers and expand the HNP's institutional and operational capacity across the country by completing a reform that incorporates community policing and violence reduction programs.

- Every half hour, a person is killed in Venezuela. The presence of organised crime combined with an enormous number of firearms in civilian hands and impunity, as well as police corruption and brutality, have entrenched violence in society. While such problems did not begin with President Hugo Chávez, his government has to account for its ambiguity towards various armed groups, its inability or unwillingness to tackle corruption and criminal complicity in parts of the security forces, its policy to arm civilians “in defence of the revolution”, and – last but not least – the president's own confrontational rhetoric. Positive steps such as constructive engagement with Colombia as well as some limited security reform do not compensate for these failures. While the prospect of presidential elections in 2012 could postpone social explosion, the deterioration of the president's health has added considerable uncertainty. In any event, the degree of polarisation and militarisation in society is likely to undermine the chances for either a non-violent continuation of the current regime or a peaceful transition to a post-Chávez era.

- Unity state confronts a set of challenges unparalleled in South Sudan. Some exemplify concerns that register across the emerging republic; others are unique to the state. Situated abreast multiple frontiers, its political, social, economic and security dilemmas make for a perfect storm. Some have festered for years, while more recent developments—prompted by the partition of the "old" Sudan—have exacerbated instability and intensified resource pressure. Recent rebel militia activity has drawn considerable attention to the state, highlighting internal fractures and latent grievances. But the fault lines in Unity run deeper than the rebellions. A governance crisis—with a national subtext—has polarised state politics and sown seeds of discontent. Territorial disputes, cross-border tensions, economic isolation, development deficits and a still tenuous North-South relationship also fuel instability, each one compounding the next amid a rapidly evolving post-independence environment. Juba, and its international partners, must marshal attention and resources toward the fundamental sources of instability in places like Unity if the emerging Republic is to realise its full potential.

60. Breaking Point? Yemen's Southern Question

- Ten months of popular protest spiked by periodic outbursts of violence have done little to clarify Yemen's political future. Persistent street protests so far have failed to oust President Ali Abdullah Saleh or bring about genuine institutional reform. The country is more deeply divided between pro- and anti-Saleh forces than ever, its economy is in tatters and both security and humanitarian conditions are deteriorating. Amid the uncertainty fuelled by this lingering crisis, the country's unity—and notably the status of the South—hangs in the balance. Old grievances are coming into sharper relief and, among some, secessionist aspirations are gaining steam. There remains an opportunity for Yemen's rulers, opposition groups and protesters to reach agreement on a political transition that would give priority to the Southern question and redefine relations between centre and periphery, for example by moving toward a federal model. Should this chance be missed, the conflict risks getting bloodier. And Yemen's unity could be a thing of the past.

61. Keeping Haiti Safe: Justice Reform

- Haiti's justice system remains dysfunctional and continues to pose significant obstacles to its democratic process, security, reconstruction and development. While some steps have begun with regard to the police, institutional reform in the sector has lagged, allowing further impunity and persistent criminal threats to citizen safety. Despite five years of pledges, the majority of Haitians still have limited access to justice, and mistrust of the formal judicial system is widespread. President Michel Martelly and parliament must work in a non-partisan manner to at last produce reform, including by modernising the 174 year- old criminal code and procedures and setting standards for judges, giving the judiciary adequate resources and creating efficient mechanisms that guarantee proper access to justice.

64. Timor-Leste's Veterans: An Unfinished Struggle?

- More than ten years after the formation of Timor-Leste's army and the demobilisation of the guerrilla force that fought for independence, the struggle continues about how to pay tribute to the veterans. The increasingly wealthy state has bought off the threat once posed by most dissidents with an expensive cash benefits scheme and succeeded in engaging most veterans' voices in mainstream politics. This approach has created a heavy financial burden and a complicated process of determining who is eligible that will create new tensions even as it resolves others. A greater challenge lies in containing pressures to give them disproportionate political influence and a formal security role. A careful balance will need to be struck between paying homage to heroes while allowing a younger generation of leaders to grow up to replace them. Failure could block the generational transfer of power necessary for the state's long-term stability.

65. Holding Libya Together: Security Challenges After Qadhafi

- As the recent upsurge of violence dramatically illustrates, the militias that were decisive in ousting Qadhafi's regime are becoming a significant problem now that it is gone. Their number is a mystery: 100 according to some; three times that others say. Over 125,000 Libyans are said to be armed. The groups do not see themselves as serving a central authority; they have separate procedures to register members and weapons, arrest and detain suspects; they repeatedly have clashed. Rebuilding Libya requires addressing their fate, yet haste would be as perilous as apathy. The uprising was highly decentralised; although they recognise it, the local military and civilian councils are sceptical of the National Transitional Council (NTC), the largely self-appointed body leading the transition. They feel they need weapons to defend their interests and address their security fears. A top-down disarmament and demobilisation effort by an executive lacking legitimacy would backfire. For now the NTC should work with local authorities and militias – and encourage them to work with each other – to agree on operational standards and pave the way for restructured police, military and civilian institutions. Qadhafi centralised power without building a central state. His successors must do the reverse.

66. Brčko Unsupervised

- It is time to close international supervision of Bosnia's Brčko District. Once seen as a model of post-war reconciliation and good government, it is drowning in corruption and mismanagement that flourished despite its supervisors' best efforts. The territory is vital to Bosnia and Herzegovina (BiH)'s stability: it links the two halves of both Republika Srpska (RS) and the BiH Federation (FBiH), and belongs technically to both entities but is independently governed and multi-ethnic. Many of its former leaders are under suspicion in a corruption probe that may have only scratched the surface; several high profile development projects are collapsing in bankruptcy and litigation. RS has a strong influence on the district but is not threatening to undermine its status. Nevertheless, the international community should ensure that Serb leaders of that entity are left in no doubt that any move to take Brčko over would meet a strong reaction. Stability is now dependent on whether local politicians, law enforcement and the judiciary can take responsibility. International supervision is no longer helping, and a new strategy is needed.

- Women in Sri Lanka's predominantly Tamil-speaking north and east are facing a desperate lack of security in the aftermath of the long civil war. Today many still live in fear of violence from various sources. Those who fall victim to it have little means of redress. Women's economic security is precarious, and their physical mobility is limited. The heavily militarised and centralised control of the north and east – with almost exclusively male, Sinhalese security forces – raises particular problems for women there in terms of their safety, sense of security and ability to access assistance. They have little control over their lives and no reliable institutions to turn to. The government has mostly dismissed women's security issues and exacerbated fears, especially in the north and east. The international community has failed to appreciate and respond effectively to the challenges faced by women and girls in the former war zone. A concerted and immediate effort to empower and protect them is needed.

- Despite a marked improvement, the situation in Côte d'Ivoire remains fragile. The transfer to The Hague of former President Laurent Gbagbo – indicted by the International Criminal Court (ICC) – only twelve days before the parliamentary elections of 11 December 2011, has stoked political tensions. After a vote characterised by low turnout, the country remains deeply divided and still faces grave threats. The weakness and imbalance of the security apparatus and the two-tiered justice system, both of which reinforce the convictions of extremists, are the two main challenges the government must overcome in the months ahead. Although voting itself was peaceful, an electoral campaign marred by incidents serves as a reminder that political violence is still an everyday reality. The installation of a new Assembly marks a further step towards normalisation, but the country has yet to escape trouble.

Militias no longer roam streets, uniformed security forces are back, Palestinians mostly seem pleased; even Israel – with reason to be sceptical and despite recent attacks on West Bank settlers – is encouraged. Initial steps, long overdue, have been taken to reorganise an unwieldy security sector, where overlapping, unaccountable branches had become fiefdoms of powerful chiefs. West Bankers applaud the changes but are far less comfortable with their accompaniment: unparalleled security cooperation with Israel and crackdown on opposition groups – notably but not exclusively Hamas – affecting civil society broadly. Without serious progress toward ending the occupation and intra-Palestinian divisions, support for the security measures risks diminishing, PA legitimacy could further shrivel, and ordinary Palestinians' patience – without which none of this can be sustained – will wear thin.

- Much is at stake in the never-ending negotiations to form Iraq's government, but perhaps nothing more important than the future of its security forces. In the seven years since the U.S.-led invasion, these have become more effective and professional and appear capable of taming what remains of the insurgency. But what they seem to possess in capacity they lack in cohesion. A symptom of Iraq's fractured polity and deep ethno-sectarian divides, the army and police remain overly fragmented, their loyalties uncertain, their capacity to withstand a prolonged and more intensive power struggle at the top unclear. Prime Minister Nouri al-Maliki has taken worrying steps to assert authority over the security apparatus, notably by creating new bodies accountable to none but himself. A vital task confronting the nation's political leaders is to reach agreement on an accountable, non-political security apparatus subject to effective oversight. A priority for the new cabinet and parliament will be to implement the decision. And a core responsibility facing the international community is to use all its tools to encourage this to happen.

Despite reasonable progress in restoring political and social stability, ending widespread repression and stabilising the economy since February 2009, major threats could still derail the reform process. In particular, resistance of intransigent and still powerful security sector leaders and fractious in-fighting between and within the Zimbabwe African National Union (ZANU-PF) and the Movement for Democratic Change (MDC) must be addressed now. South Africa and other countries in southern Africa – who monitor the accord that guides the transition – must press the parties, and particularly President Robert Mugabe, to see the transition through to a successful conclusion. Donors should back their efforts.

- The discovery in late February 2010 of a jihadi training camp in Aceh came as a surprise in three ways. It revealed a major mutation in Indonesian jihadi ranks: a new coalition had emerged that rejected both Jemaah Islamiyah (JI), the best-known such organisation in the region, and the more violent splinter group led until his death in September 2009 by Noordin Top. It had chosen Aceh as a base, despite the antipathy of Acehnese to radical Islam. And it was led by Dulmatin, one of South East Asia's most wanted terrorists, whom officials in both Indonesia and the Philippines believed was in Mindanao.

- The Lord's Resistance Army (LRA) has become a regional problem that requires a regional solution. Operation Lightning Thunder, launched in December 2008, is the Ugandan army's latest attempt to crush militarily the one- time northern Ugandan rebel group. It has been a failure. After the initial attack, small groups of LRA fighters dispersed in the Democratic Republic of Congo (Congo), South Sudan and the Central African Republic (CAR), where they survive by preying on civilians. National security forces are too weak to protect their own people, while the Ugandan army, with U.S. support, is focused on hunting Joseph Kony, the group's leader. The Ugandans have eroded the LRA's numbers and made its communications more difficult. But LRA fighters, though disorganised, remain a terrible danger to civilians in this mostly ungoverned frontier zone. National armies, the UN and civilians themselves need to pool intelligence and coordinate their efforts in new ways if they are to end the LRA once and for all.

76. Guatemala: Squeezed between Crime and Impunity

- The 1996 peace accords formally ended Guatemala's civil war but failure to address the conflict's root causes and dismantle clandestine security apparatuses has weakened its institutions and opened the door to skyrocketing violent crime. Guatemala is one of the world's most dangerous countries, with some 6,500 murders in 2009, more than the average yearly killings during the civil war and roughly twice Mexico's homicide rate. Under heavy pressure at home, Mexican drug traffickers have moved into Guatemala to compete for control of Andean cocaine transiting to the U.S. The UN-sanctioned International Commission against Impunity in Guatemala (CICIG) has brought hope by making some progress at getting a handle on high-level corruption. However, in June 2010 its Spanish director, Carlos Castresana, resigned saying the government had not kept its promise to support CICIG's work and reform the justice system. President Álvaro Colom needs to consolidate recent gains with institutional reform, anti-corruption measures, vetting mechanisms and a more inclusive political approach, including to indigenous peoples.

77. Steps Towards Peace: Putting Kashmiris First

- India and Pakistan have consistently subjected Kashmiri interests to their own national security agendas and silenced calls for greater autonomy. With the start of their composite dialogue – comprehensive negotiations to resolve all contentious bilateral issues, including Kashmir, launched in February 2004 – both appeared willing to allow more interaction across the Line of Control (LOC) but failed to engage Kashmiris in the process. As a result, they did not take full advantage of opportunities to enhance cross-LOC cooperation by identifying the most appropriate Kashmir-specific confidence-building measures (CBMs), and bureaucratic resistance in both capitals resulted in uneven implementation of even those that had been agreed. India has suspended the composite dialogue since the November 2008 Mumbai attacks by Pakistan based militants, but neither New Delhi nor Islamabad has backtracked on these CBMs. Nevertheless, the CBM process will only achieve major results if the two sides devolve authority to Kashmir's elected representatives and take other vital steps to win over its alienated public.

79. Central African Republic: Keeping the Dialogue Alive

- The failure of President François Bozizé and his close circle to follow through with many of the concessions agreed on during the Inclusive Political Dialogue risks exacerbating the many conflicts in the Central African Republic (CAR) and stalling national reconciliation. Those December 2008 talks made a valuable contribution to both reducing levels of violence and shaping the long-term reform agenda. The promised integration of rebel leaders into civilian political life, the precedent of decision-making by consensus and a concrete set of agreements that included rebel disarmament and security sector reform were welcome steps towards greater stability. To ensure these gains are not undone by another political crisis, however, the president must abandon the uncompromising attitude he displayed through much of 2009 and the government must quickly resolve new conflicts in the north east and prepare credible elections. Otherwise, donors should suspend financial support to a regime that is largely dependent on foreign aid.

80. Indonesia: Deep Distrust in Aceh as Elections Approach

- Tensions in Aceh are high as elections approach, although they have receded somewhat from a peak in mid-February. The murders of three former combatants of the Free Aceh Movement (Gerakan Aceh Merdeka, GAM), other shootings and numerous grenade attacks over the last two months – all with unidentified perpetrators – have set the province on edge, and there remains a risk of sporadic, low-level violence before and after general elections on 9 April. Disputes over the results, with 44 parties competing for seats in district, provincial and national legislatures using a new and complicated system of voting, are also likely. There is little danger in the short term of violence escalating out of control, let alone a return to armed conflict, but the underlying causes of the tensions are not just election-related and need to be addressed if peace is to be preserved in the long term.

81. Ending Colombia's FARC Conflict: Dealing the Right Card

- Latin America's oldest guerrilla organisation, the Revolutionary Armed Forces of Colombia (FARC), is under severe stress. Close to seven years of the Uribe presidency have hurt the FARC's capability and morale. Several top commanders have been captured, killed in combat, murdered by their own men, or died of natural causes, as in the case of Manuel Marulanda, the FARC's historic leader. Thousands of foot soldiers have deserted, bringing the guerrillas' troop strength down by almost half, to perhaps 10,000 today. Still, under its new leader, Alfonso Cano, the FARC has shown renewed internal cohesion and continued capacity to adapt to changes in the security environment. The Uribe government remains wedded to its hardline military approach until the FARC has no option but to negotiate surrender, but this strategy is problematic. President Uribe should keep military pressure up but emphasise devising a political strategy capable of drawing a weakened but still largely intact FARC into peace talks. Priority should also be on strengthening rule of law, protecting human rights and increasing citizen security.

82. North Korea's Missile Launch: The Risks of Overreaction

- North Korea says it is preparing to launch an experimental communications satellite using a rocket that is part of its ballistic missile program. This would be in the face of an international outcry, and of what is a strong though not definitive argument that it violates two UN Security Council resolutions. Japan has been most vocally opposed, saying it will shoot down the rocket if it threatens to fall on its territory. But even if the test is successful, it would only slightly increase security risks, while an overblown response would likely jeopardise the Six-Party Talks to end North Korea's nuclear program. What is needed is a calm, coordinated response from the key actors to raise pressure on Pyongyang to return to the talks rather than a divided reaction that only fulfils the North's desire to widen splits among its neighbours.

83. The Virtuous Twins: Protecting Human Rights and Improving Security in Colombia

- Over seven years, the government of President Álvaro Uribe has produced important security gains, but these have been accompanied by serious human rights violations and breaches of international humanitarian law (IHL). Colombia is still not close to the end of its armed conflict. The Revolutionary Armed Forces of Colombia (FARC), the National Liberation Army (ELN), paramilitary successors and new illegal armed groups (NIAGs) – all responsible for multiple atrocities against civilians – can survive with drug financing and, to a degree, due to the state's inability to extend its legitimate presence into many rural areas. To move toward lasting peace, the Uribe administration must not only maintain its security achievements but also urgently improve its security policy by addressing serious human rights issues and expanding the rule of law and national reach of the state's civilian institutions. Holding to account senior military involved in extrajudicial killings is a first step but insufficient to curb abuses. International cooperation should focus on supporting the fight to end impunity and protect basic rights.

84. Georgia-Russia: Still Insecure and Dangerous

- Ten months after the “August war” between Georgia and Russia, violent incidents and the lack of an effective security regime in and around the conflict zones of South Ossetia and Abkhazia create a dangerous atmosphere in which extensive fighting could again erupt. Russia has not complied with key aspects of the cease-fire agreements that President Medvedev reached in August/September 2008 with French President Sarkozy in his then EU presidency role. Its 15 June Security Council veto of an extension of the sixteen-year-old UN observer mission mandate in Georgia and Abkhazia and its apparent intention to require the removal of the mission of the Organisation for Security and Co-operation in Europe (OSCE) by the end of the month are blows to regional security that will further fuel tensions. Most of the on-the-ground conflict resolution machinery is thus being dismantled. Moscow should review its counterproductive position and work for a reasonable compromise allowing the UN and OSCE monitors to continue their important work.

- The assassinations of the chief of defence staff, General Batista Tagme Na Wai, on 1 March 2009 and Presi- dent Joao Bernardo Nino Vieira early the next day have plunged Guinea-Bissau into deep uncertainty. National Assembly Speaker Raimundo Pereira was quickly sworn in as interim president pending the election the constitution requires. That the killings occurred only months after the acclaimed November parliamentary elections, however, indicates that, in current circumstances, the democratic process cannot cope with the rule of the gun, as well as the extent to which the military's use of force has overwhelmed state institutions. Without outside help to end military involvement in politics and impunity, it may be impossible to halt a slide into further violence. Elites need to stand up to the military, but they require support. The international community should work for an international or hybrid commission of inquiry into the killings. Security system reform needs to be improve d by better international coordination and creation of a national commission with enhanced autonomy.

- Afghanistan's forthcoming elections, with presidential and provincial council polls on 20 August 2009, and National Assembly and district elections scheduled for 2010, present a formidable challenge if they are to produce widely accepted and credible results. The weakness of state institutions, the deteriorating security situation and the fractured political scene are all highlighted by – and will likely have a dramatic effect on – the electoral process. The years since the last poll saw the Afghan government and international community fail to embed a robust electoral framework and drive democratisation at all levels. This has made holding truly meaningful elections much more difficult. Rather than once again running the polls merely as distinct events, the enormous resources and attention focused on the elections should be channelled into strengthening political and electoral institutions, as a key part of the state-building efforts required to produce a stable country.

88. Somalia: The Trouble with Puntland

- The semi-autonomous north-eastern Somali region of Puntland, once touted as a success of the “building blocks” approach to reestablishing national stability and widely viewed as one of the most prosperous parts of Somalia, is experiencing a three-year rise in insecurity and political tension. At its roots are poor governance and a collapse of the intra-clan cohesion and pan-Darood solidarity that led to its creation in 1998. Intra-Darood friction has eroded the consensual style of politics that once underpinned a relative stability. The piracy problem is a dramatic symptom of deeper problems that, left untreated, could lead to Puntland's disintegration or overthrow by an underground militant Islamist movement. A solution to the security threat requires the Puntland government to institute reforms that would make it more transparent and inclusive of all clans living within the region.

Meeting the needs of returnees and addressing population movements remain an essential part of finding a solution to the conflict. These issues must be better integrated into policymaking. They play a role in many of the sources of discontent that undermine the legitimacy of the government in Kabul – from land disputes to rising crime. Migration has a positive side as well since t hose living abroad sustain much of the economy, but a comprehensive approach to displacement and migration is needed, including better coordination among Afghanistan, Pakistan and Iran, if the benefits are to start outweighing the risks.

- Each time global attention is focused on events in Myanmar, concerned stakeholders turn to China to influence the military government to undertake reforms. Yet simply calling on Beijing to apply more pressure is unlikely to result in change. While China has substantial political, economic and strategic stakes in Myanmar, its influence is overstated. The insular and nationalistic leaders in the military government do not take orders from anyone, including Beijing. China also diverges from the West in the goals for which it is prepared to use its influence. By continuing to simply expect China to take the lead in solving the problem, a workable international approach will remain elusive as Myanmar continues to play China and the West against each other. After two decades of failed international approaches to Myanmar, Western countries and Beijing must find better ways to work together to pursue a wide array of issues that reflect the concerns of both sides.

91. Liberia: Uneven Progress in Security Sector Reform

- Since independence and for fourteen years of war, Liberia's army, police and other security agencies have mostly been sources of insecurity and misery for a destitute people. The internationally driven attempt to radically reform the security sector since the war's end in 2003 is a major chance to put this right and prevent new destabilisation. Security sector reform (SSR) programs have been unprecedented in ambition but with mixed results. Army reform, entailing complete disbanding of existing forces, has made significant progress despite lack of proper oversight of private military companies (PMCs) and of consensus on strategic objectives. But police and other security reforms are much less satisfactory. The bold approach to army reform was possible due to strong national consensus and the presence of a large, liberally mandated UN presence. Government and donors must sustain their support to maintain hard-won momentum in army reform and, once clear benchmarks are set, give a floundering police force more resources. The drawdown of the UN force, begun in the second half of 2008, underlines the urgency.

92. Timor-Leste: No Time for Complacency

- A year after the near-fatal shooting of President José Ramos-Horta, security in Timor-Leste is strikingly improved. Armed rebels are no longer at large. The atmosphere on the streets of Dili is far less tense. The government does not seem to be facing any serious political threat to its survival. It has, at least temporarily, been able to address several of the most pressing security threats, in large part by buying off those it sees as potential troublemakers. Nevertheless, the current period of calm is not cause for complacency. Security sector reform is lagging, the justice system is weak, the government shows signs of intolerance towards dissenting voices, and it has not got a grip on corruption. These problems, which have been at the root of the instability facing Timor-Leste since independence, must be tackled if the country is to escape the cycle of conflict.

93. Oil for Soil: Toward a Grand Bargain on Iraq and the Kurds - Middle East Report N°80

- A long-festering conflict over Kirkuk and other disputed territories is threatening to disrupt the current fragile relative peace in Iraq by blocking legislative progress and political accommodation. Two events in particular stand out: a two-month stalemate in July-September in negotiations over a provincial elections law in which Kirkuk's unresolved status was the principal obstacle and, during this period, a campaign by the Iraqi army in and around the Kurdish-controlled disputed district of Khanaqin. To avoid a breakdown over the issue of Kirkuk, the current piecemeal approach should be discarded in favour of a grand bargain involving all core issues: Kirkuk and other disputed territories, revenue sharing and the hydrocarbons law, as well as federalism and constitutional revisions. Despite some progress, Iraq's legislative agenda, promoted by the U.S. in order to capitalise on recent security gains, is bogged down. The main culprit is a dispute over territories claimed by the Kurds as historically belonging to Kurdistan - territories that contain as much as 13 per cent of Iraq's proven oil reserves. This conflict reflects a deep schism between Arabs and Kurds that began with the creation of modern Iraq after World War I; has simmered for decades, marked by intermittent conflict and accommodation; and was revitalised due to the vacuum and resulting opportunities generated by the Baath regime's demise in 2003. In its ethnically-driven intensity, ability to drag in regional players such as Turkey and Iran and potentially devastating impact on efforts to rebuild a fragmented state, it matches and arguably exceeds the Sunni-Shiite divide that spawned the 2005-2007 sectarian war. Stymied in their quest to incorporate disputed territories into the Kurdistan region by constitutional means, Kurdish leaders have signalled their intent to hold politics in Baghdad hostage to their demands. At the same time, the Iraqi government's growing military assertiveness is challenging the Kurds' de facto control over these territories. Rising acrimony and frustration are jeopardising the current relative peace, undermining prospects for national unity and, in the longer term, threatening Iraq's territorial integrity. Rather than items that can be individually and sequentially addressed, Iraq's principal conflicts - concerning oil, disputed territories, federalism and constitutional revisions - have become thoroughly interwoven. Federalism cannot be implemented without agreement on how the oil industry will be managed and revenues will be distributed. Progress on a federal hydrocarbons law and a companion revenue-sharing law is inconceivable without agreement on the disposition of disputed territories that boast major oil fields, such as Kirkuk. And the constitution review has faltered over failure to settle all those questions, the solutions to which will need to be reflected in amendments reached by consensus. How to move forward? If there is a way out, it lies in a comprehensive approach that takes into account the principal stakeholders' core requirements. A sober assessment of these requirements suggests a possible package deal revolving around a fundamental "oil-for-soil" trade-off: in exchange for at least deferring their exclusive claim on Kirkuk for ten years, the Kurds would obtain demarcation and security guarantees for their internal boundary with the rest of Iraq, as well as the right to manage and profit from their own mineral wealth. Such a deal would codify the significant gains the Kurds have made since they achieved limited autonomy in the wake of the 1991 Gulf War and especially after April 2003, while simultaneously respecting an Arab-Iraqi - as well as neighbouring states' - red line regarding Kirkuk. This package entails painful concessions from all sides, which they are unlikely to make without strong international involvement. The UN Assistance Mission for Iraq (UNAMI) has been providing technical support on a range of issues and, since late 2007, has devoted the bulk of its efforts to the question of disputed internal boundaries. It will need stronger backing from the U.S. and its allies, which have an abiding interest in Iraq's stabilisation yet have played a passive bystander role that has confused Iraqi stakeholders and encouraged them to press maximalist demands. The U.S. should make it a priority to steer Iraq's political actors toward a grand bargain they are unlikely to reach on their own and to secure its outcome through political, financial and diplomatic support. There is little time to waste. As U.S. forces are set to draw down in the next couple of years, Washington's leverage will diminish and, along with it, chances for a workable deal. This serves no one's interest. The most likely alternative to an agreement is a new outbreak of violent strife over unsettled claims in a fragmented polity governed by chaos and fear.

- The more than 155,000 victims of Colombia's conflict registered to date with the attorney general's Justice and Peace Unit (JPU) – mostly those who suffered from the paramilitaries – are mainly onlookers to, not actors in, a lagging transitional justice process. Over three years after passage, implementation of the Justice and Peace Law (JPL) is stymied by the relative disinterest in promoting victims' rights of the Uribe government and much of political and civil society. The problems are exacerbated by serious operational and financial bottlenecks in the judicial process and assistance and reparations to victims, as well as the persistence of armed conflict with the Revolutionary Armed Forces of Colombia (FARC) insurgents and the emergence of new illegal armed groups (NIAGs) and paramilitary successors.

95. Colombia: Making Military Progress Pay Off

- Almost six years of intense security operations against the Revolutionary Armed Forces of Colombia (FARC) by the administration of President Álvaro Uribe are beginning to produce tangible results. Government forces killed several important rebel field commanders in 2007 and two members of the central command in March 2008, including second-in-command Raúl Reyes, and have severely disrupted insurgent communications, prompting a loss of internal cohesion and decreasing illegal revenues. However, this progress has come at the cost of severely deteriorating relations with Ecuador and Venezuela and increased risk of political isolation after the controversial bombing raid on Reyes's camp inside Ecuador. Military gains can pay off only if combined with a political strategy that consistently pursues a swap of imprisoned insurgents for hostages in FARC captivity, reestablishes much needed working relations with neighbours along borders and strongly advances integrated rural development to consolidate security and broaden Colombia's international support.

96. The Philippines: Counter-insurgency vs. Counter-terrorism in Mindanao

- U.S.-backed security operations in the southern Philippines are making progress but are also confusing counter-terrorism and counter-insurgency with dangerous implications for conflict in the region. The “Mindanao Model” – using classic counter-insurgency techniques to achieve counter-terror goals – has been directed against the Abu Sayyaf Group (ASG) and has helped force its fighters out of their traditional stronghold on Basilan. But it runs the risk of pushing them into the arms of the broader insurgencies in Mindanao, the Moro Islamic Liberation Front (MILF) and Moro National Liberation Front (MNLF). The U.S. and the Philippines need to revive mechanisms to keep these conflicts apart and refocus energies on peace processes with these groups. That imperative has become particularly acute since the Malaysian government announced withdrawal, beginning on 10 May, from the International Monitoring Team (IMT) that has helped keep a lid on conflict since 2004. If renewed attention to a peace agreement is not forthcoming by the time the IMT mandate ends in August, hostilities could quickly resume.

97. Beyond the Fragile Peace between Ethiopia and Eritrea: Averting New War

- The Ethiopia-Eritrea impasse carries serious risk of a new war and is a major source of instability in the Horn of Africa, most critically for Somalia. Following Ethiopia's refusal to accept virtual demarcation of the border by the now disbanded Ethiopia-Eritrea Boundary Commission (EEBC), Asmara unilaterally implemented it and forced out the UN peacekeepers (UNMEE), significantly raising the stakes and shattering the status quo. Its insistence on recovering territory the Commission awarded it – Badme in particular – could lead to unilateral military action by either side but is only one of several war scenarios. The Security Council and key individual states (the U.S., in particular) must recognise the dangers of their inaction and advance a reconfigured political process with new determination if there is to be a change in the calculations of the parties, who appear to be dangerously content with trying to maintain a level of simmering but unpredictable hostility.

- China's need for energy is growing faster than any other country's. Record economic growth results in demand that outstrips domestic supply, leading Beijing to look outward to ensure growth and stability. Concerns about the global oil market have led state firms to buy stakes around the world, often in countries shunned by Western firms. The investments are an important factor in Beijing's foreign policy. They also drive concerns that China's actions fuel or exacerbate conflict in the developing world and cause tensions with other major oil-importing countries as it locks up energy resources. China's energy needs have led it to play a more prominent role in international markets in recent years. This has generated concerns about the potential impact on other countries' energy security, and global and regional security generally. These are largely overstated, but China could take a number of steps, as its policymaking and implementation evolves, which would help create a more cooperative international environment on both energy and wider security issues.

100. Nepal's New Political Landscape

- Nepal's Maoists crowned their transition from under- ground insurgency to open politics with a convincing victory in 10 April 2008 constituent assembly (CA) elections. Their surprise win has thrown other parties into confusion, with the major mainstream ones unwilling to recognise their defeat and participate in a Maoist-led government, despite clear pre-election and constitutional commitments to maintaining cross-party unity. The CA nearly unanimously ended the monarchy at its first sitting and gave birth to the Federal Democratic Republic of Nepal. However, extended, unedifying haggling over government-formation suggests the consensus-based approach to the constitutional process will be hard to implement. Building a lasting peace and delivering the change voters called for requires all parties to accept the new situation and cooperate under a Maoist-led government, in particular to deal with issues scarcely yet addressed including the security sector, reestablishment of law and order in some districts, land and local government.
