1. Sustaining Congressional Engagement with Southeast Asia

Abstract:
As a representative institution whose members can outlast presidential administrations, Congress plays a vital role in sustaining long-term US foreign policy commitments. The perception of long-term commitment is particularly important in Southeast Asia, where most states seek to maximize their strategic autonomy by balancing relations among great powers. Thus, expectations about the future behavior of great powers can significantly affect foreign policy choices. Congress speaks through the exercise of its formal powers but also in more subtle ways. Congressional actions on foreign relations operate along three channels. The first channel is support for policies initiated by the executive branch, e.g., passing appropriations, making requested statutory changes, or, at the very least, not obstructing what an administration seeks to do. The second channel is symbolic support for a relationship, such as meetings with foreign officials or public statements of support. Though these actions are generally nonbinding, they can be a more meaningful gauge of support than the first channel because legislators must seek them out and can define the terms of their engagement—something not always possible when voting on legislation. The third channel is policy advanced independently from the executive branch, such as standalone bills, conditions placed on funding, or rigorous oversight. Each of these tools is available to individual legislators, groups of legislators such as caucuses or committees, or the entire legislative branch acting collectively.

3. Valuing Longer, Healthier Lives: Assessing the Productivity of Health Spending in South Korea

This research studies the link between medical spending and health outcomes in South Korea, providing evidence on the productivity of medical spending over recent decades. The author advocates for the Korean government to develop a “satellite account for health” to complement national income and product accounts. Current measures do not account for changing quality nor give providers any incentive for cost-effective substitution between forms of treatment for a given condition. By leveraging existing strengths of Korea’s National Health Insurance and health outcome data, Korea can develop an accurate measure of medical productivity and a more accurate measure of overall economic productivity, while becoming a global pioneer of “health satellite accounts” for overall populations. Such a productivity metric built on condition-specific net value can help Korea increase the “bang for the buck” from medical spending, mitigate wasteful spending, and promote high-value innovations for longer, healthier lives.

A year ago, in February 2022, Russia invaded its neighbor, Ukraine. Russian aggression has upended the post-war security mechanisms in Europe and made the international multilateral system, including the UN Security Council, more fragile and ineffective than ever. Even though the war in Ukraine has implications for security in Northeast Asia, many Asian nations consider it a distant issue for Europeans to solve. However, this perspective mirrors what Europe’s Asian counterparts, especially the Koreans, have faced for decades. It serves as an apt analogy for explaining the dangers of North Korea to Europe. North Korea is also watching the war closely to discern what lessons or leverage can be extracted from the unfolding conflict. This short article reflects on two lessons and three opportunities that the War in Ukraine presents to Kim Jong Un and concludes with recommendations on what the Europeans could do in the near future.

Spanning the Eurasian landmass, Russia’s actions in adjacent Ukraine invariably affect the geopolitical state of play on the similarly adjacent Korean Peninsula. Although ties between the Democratic People's Republic of Korea (DPRK) and Russia have been of largely secondary importance for both countries since their veritable rupture in the early- and mid-1990s, Moscow-Pyongyang relations became more mutually beneficial in 2022. Whereas most countries have outright condemned Russia’s invasion of Ukraine or taken up an ambiguous position, the DPRK has been vocal in its support for Russia. From the DPRK perspective, the Kremlin’s post-2022 diplomatic and economic estrangement from much of the world has provided Pyongyang with an opening to leverage ties with Russia to push for an easing of its own diplomatic and economic isolation. Meanwhile, strengthening its DPRK ties allows Russia to undermine US influence on its Asian periphery. In supporting Russia’s full-scale invasion of Ukraine, North Korea appears to be aiming toward obtaining economic benefits from closer ties with Russia, a country whose economy has managed to stay afloat despite heavy Western sanctions. Russia’s full-scale invasion of Ukraine has provided the impetus for Pyongyang’s outreach to Moscow. However, the roots of the current upswing in Moscow-Pyongyang relations go back to the April 2019 summit between Kim Jong Un and Vladimir Putin. Kim received an invitation to meet with Putin in May 2018 yet waited eleven months to meet with the Russian leader, even as Kim regularly met with the leaders of other major players on the Korean Peninsula. Kim may have decided after the February 2019 Hanoi summit yielded few results that strengthening ties with Russia, which was more reluctant than China to support UN sanctions against Pyongyang in 2017, was a more viable option for sanctions relief. Aside from the fact that Russia has demonstrated a clear unwillingness to impose new sanctions against the DPRK, North Korean citizens are reported to still be working in Russia in contravention of UN Resolution 2397. North Korean workers’ earnings are said to have suffered because of Russia’s reduced access to hard currency. Yet, the ruble’s continued resilience may mean that earning currency in Russia is still worthwhile for laborers dispatched at Pyongyang’s behest.

6. United Kingdom Engagement with North Korea

As one of the Allied Powers, The United Kingdom was involved in Post-World War II planning for the Korean peninsula, including the November 1943 Cairo Conference declaration that “… in due course, Korea shall become free and independent.” However, US President Roosevelt’s proposal at the February 1945 Yalta Conference did not establish a formal role for the UK in the trusteeship of Korea. Subsequently, the United States and the Soviet Union agreed to divide the peninsula at the 38th parallel in August 1945, and direct British involvement in the peninsula was limited prior to the Korean War. The United Kingdom’s Korean War contribution to the United Nations Command was second only to the United States, with significant deployments of maritime and air assets in addition to the provision of ground troops. Almost 60,000 British troops saw action, with nearly 5,000 killed, wounded, missing in action, or taken prisoner. Following the armistice, the United Kingdom has continued to send representation to the United Nations Command. The armistice agreement includes an obligation on so-called “Sending States” to respond to renewed hostility. Although there is no automatic UK commitment to send forces, the armistice agreement remains a consideration in engagement with North Korea.

Germany established diplomatic relations with North Korea, also known as the Democratic People's Republic of Korea (DPRK), in 2001 at the request of the South Korean government, which hoped that Germany and the European Union (EU) would play a more active role in supporting the “Sunshine Policy.” Since then, Germany, together with the other EU states, has sought to moderate North Korea through a “Policy of Critical Engagement” to convince it of the benefits of international cooperation, respect for the rule of law, and improving the political and economic situation of its people. In doing so, Germany could build on the long relationship between North Korea and the former East Germany. “Critical engagement” means being willing to talk and get involved, but without holding back on criticism—and, if need be, imposing sanctions. It also implies that comprehensive engagement is not (yet) possible because of the circumstances. There is ample cause for a constrained approach from North Korea’s aggressive foreign policy and systematic human rights violations to the absence of suitable economic and fiscal conditions for business and development cooperation. Moreover, the lack of will on the part of considerable segments of the North Korean regime to engage with other countries also hampers broader engagement.

8. From Coy to Cold Shoulder - The European Union and North Korea

The European Union (EU)—then 15 member states prior to its 2004 enlargement to 25—formally established diplomatic relations with Pyongyang in 2001 after a high-level visit to Pyongyang by Göran Persson, Swedish Prime Minister and then President in office of the European Council of Ministers. There, accompanied by EU security affairs chief Javier Solana and EU foreign affairs commissioner Chris Patten, he met with Kim Jong Il. Less than five years before, Commission officials were under orders not to even speak to officials from North Korea, officially the Democratic People's Republic of Korea (DPRK). However, at this meeting, the two parties agreed to establish both Political and Human Rights Dialogues; the latter modeled on the EU’s ongoing Human Rights Dialogue with Beijing. This move by the EU followed pressure from President Kim Dae-Jung in Seoul for allies to normalize relations as part of his ‘Sunshine’ policy. Some of the EU’s peripheral member states had long-standing relations with Pyongyang, in some cases dating back to before they had even joined the EU, with Finland, Sweden, and Denmark establishing relations in 1973, Austria in 1974, and Portugal in 1975. However, only Sweden had chosen to establish an Embassy, with the rest represented from Beijing. At the turn of the century, that pressure from Seoul resulted into most of the remaining dominoes falling in place. Italy and the UK jumped the gun in 2000, with Tony Blair and UK Foreign Minister Robin Cook agreeing to extend diplomatic recognition and establish an embassy en route to the Seoul Asia-Europe Summit.

9. From Close Allies to Distant Comrades: The Ups and Downs of the Vietnam-North Korea Relationship

In 2019, more than five decades after North Korean President Kim Il-sung’s last official trip to Vietnam in 1964, Kim’s grandson, North Korean Chairman Kim Jong-un, visited the country at the invitation of the Communist Party of Vietnam General Secretary Nguyen Phu Trong. In a welcoming speech, Trong described the relationship, “although the road is long, our hearts are close.” Kim responded to Vietnamese hospitality, saying North Korea would “staunchly preserve and forever honor the North Korea-Vietnam friendship from generation to generation.” Vietnam and North Korea are among the world’s last five communist party states, along with China, Laos, and Cuba. As such, it is no surprise that the two leaders emphasized common communist values and a shared history of struggle against US imperialism in their speeches. Still, despite the amicable words extolling the longevity of the traditional friendship, both leaders avoided mention of Vietnam’s conflict with the North Korea-backed Khmer Rouge and subsequent occupation of Cambodia from 1978 to 1989. Vietnam’s war with Cambodia was a facet of intra-communist bloc conflicts that spanned the whole of East Asia. Despite Hanoi and Pyongyang’s shared communist ideology, intra-bloc tensions eroded the friendship between the two nations. What were the reasons behind this dramatic shift in bilateral relations?

10. North Korea-Guyana Relations in the Burnham Era

During the reign of Forbes Burnham (1923-85), the South American republic of Guyana (formerly British Guiana) became one of North Korea’s greatest foreign policy success stories. Pyongyang not only acquired a new trading partner in the Americas but also gained a vocal advocate for its position on Korean unification on the international stage. These close ties grew in large part from Burnham’s admiration for North Korea, where he saw a highly disciplined citizenry united around the Great Leader, willing to work hard and sacrifice for the collective good. Guyana perhaps did more than any other single actor to help North Korea become viewed as an economic model for developing countries. First elected Premier of the colony of British Guiana in 1964, Burnham became Prime Minister upon independence in 1966 and ruled until his death in 1985. A lawyer and trade unionist from the capital’s Afro-Guyanese middle class, his rise to power was backed by the United States, which viewed him as the only realistic alternative to the communists. While Burnham veered to the Left once in power and frequently irritated Washington, he was more or less tolerated because his pro-Soviet opposition would almost certainly fill his absence.

11. A Monumental Relationship: North Korea and Namibia

Visitors to Windhoek, the capital city of Namibia, will quickly learn a remarkable fact that is well-known among the local population—much of the capital’s architectural landscape is designed and constructed by North Korea. In recent years, North Korean nationals have built the official residence of the president of Namibia, the State House; the national cemetery for the fallen heroes of the liberation struggle, the National Heroes’ Acre; the national history museum, the Independence Memorial Museum; the Ministry of Defense headquarters and other buildings. The Namibian government thus uses North Korean aesthetics for some of the most important aspects of its power: the president, the history, and the army. This analysis explores the relationship between Namibia and North Korea by providing historical and political context to the aforementioned buildings. Today, Namibia often has the reputation of a quaint and sometimes sleepy destination, tucked away in the southwestern corner of the African continent. Yet, Namibia was at the center of geopolitical tensions for most of the twentieth century. The complicated decolonization process of Namibia, or “the Namibian question,” as it became known in the corridors of the United Nations (UN), had its roots in the aftermath of three decades of German occupation between 1884 and 1915. German South West Africa, the area that became modern Namibia, was transferred to South Africa as a League of Nations mandate territory and renamed “South West Africa.” South Africa viewed the territory as an unofficial fifth province and introduced brutal apartheid legislation. Internal opposition against the South African regime resulted in the formation of nationalist organizations, of which the South West Africa People’s Organization (SWAPO) became the most prominent.

North Korea is experiencing yet another cycle of humanitarian distress. While sanctions are not the primary cause, they are a contributing factor. This essay examines the channels through which sanctions affect the North Korean economy and reaches four conclusions: First, sanctions have contributed to a deterioration of economic performance. Second, the UNSC’s 1718 Sanctions Committee should consider a thorough review to identify goods that would warrant blanket humanitarian financial sanctions have raised the risk premium on all financial transactions with North Korea; the sanctioning authorities need to do a better job of clarifying transactions permissible under humanitarian exemptions. Finally, while the global community should reassess its policies, the government of North Korea bears responsibility as well. The benefits of sanctions relief will be diminished if North Korea refuses to engage constructively with the international community on a broader range of issues running from basic humanitarian relief to economic reform.

For the last quarter century, Asia has been seeking greater autonomy within the existing international monetary system. While the region has had the resources to go its own way, intraregional rivalries and a reluctance to damage ties to the US and the International Monetary Fund have put a damper on regional initiatives. Now the ascendency of China offers a path toward greater regional autonomy in monetary affairs. Asia, led by China, has been playing a two-track strategy pushing for greater influence within the existing global institutions, while developing its own parallel institutions such as the Chiang Mai Initiative Multilateralization, the Belt and Road Initiative, and the Asian Infrastructure Investment Bank. Use of the Chinese renminbi will likely grow as a trade invoicing currency but expanded use of the renminbi as a reserve currency is more uncertain. It is possible that the dollar-centered international financial system could evolve into a multipolar system with multiple currencies playing key roles.

South Korean President Yoon Seok-yeol began his remarkable administration by emphasizing the values of freedom and democracy, and the triangular Japan-U.S.-ROK relationship. Contrasting the previous administration, which prioritized reconciliation with North Korea, President Yoon embraced positive messages on restoring Japan-ROK relations even before taking office. On August 15, the National Liberation Day of Korea, President Yoon described Japan as a “neighbor that joins forces against the challenges that threaten freedom.” Such a posture clearly distinguishes President Yoon’s approach from that of previous South Korean administrations. Truly, even after the Yoon Administration’s approval rating began declining, Japan-ROK relations were not used politically to alleviate the pressure. One of the best takeaways from my recent visit to South Korea was Foreign Minister Park Chun’s assurance to “persistently work from a strategic perspective to improve relations with Japan, a partner that shares the universal values of freedom, human rights, and the rule of law.” Heretofore, Japan has not been able to capitalize on the precious opportunities it has been afforded to mend ties with Korea. Instead, Japan continues to take a hardline approach toward South Korea and is unable to flexibly respond, instead prioritizing Japan’s self-image, as suggested by the export control regulations toward South Korea. Since 2019, the Japanese government has tightened control regulations on exports of semiconductor materials to South Korea in response to potential seizures of Japanese assets as reparations for forced labor claims related to Japan’s 1910-1945 colonial rule of the Korean Peninsula. I believe Japan should consider changing its policies toward South Korea as South Korea has proactively improved its policies in response to Japan’s request, nonetheless, the effects have faded. From the perspective of economic security, it is also necessary to diversify Japan’s supply chain and strengthen trilateral cooperation between Japan, the United States, and South Korea. Similar voices have been raised not only from South Korea but also by Japanese experts.

The phrase “rules-based order” has recently become a recurring theme in the Japan-US alliance . This is based on the recognition that the liberal international order (LIO)—which the United States built and maintained, and that Japan has significantly benefited from—is now being challenged. While the war in Ukraine has heightened the sense of crisis over global power dynamics, China has been considered the main threat to the LIO. The United States has identified China as not just a security threat but a “ most consequential strategic competitor and the pacing challenge ,” and Japan has come to view the current international environment from a larger perspective, international order. In fact, Japan has expected to play a leading role in maintaining the LIO as US international engagement weakened under the Trump administration. However, is it possible for Japan, a constrained middle power, to maintain the existing order in the face of a declining hegemon and rising challengers? This raises a classic question in international relations: What will happen to the international order after hegemony; and what can and will Japan, occupying a particular place and role in the international system, be able and willing to do regarding international order?

In March 2022, the East-West Center in Washington (EWCW), in collaboration with the Royal Thai Embassy, Washington, DC, convened a two-day seminar in which experts from Thailand and the United States discussed issues and opportunities for the US-Thailand alliance. The workshop included a diverse array of discussants hailing from government, military, academic, think tank, and private sector backgrounds. This report, which adheres to the “Chatham House Rule” under which observations referred to in the report are not attributed to any individual participant, is a summary of the group discussions and the key themes from the seminar. The recent signing of the United States-Thailand Communique on Strategic Alliance and Partnership and a memorandum of understanding (MOU) focused on promoting supply chain resilience on July 10, 2022, highlight the pertinence of this report and the associated seminar. The topics detailed in this report aligned with many of the pressing issues addressed in the Communique and MOU, including expanding law enforcement cooperation, deepening cybersecurity collaboration, supporting resilient transportation corridors, advancing military modernization, and catalyzing Thailand’s bio-circular-green (BCG) economy. The report also covered topics and key themes from a series of jointly produced public webinars and an Asia Pacific Bulletin series of policy briefs on US-Thai affairs.

35. India’s Networking Response to the Chinese Threat

India has experienced rising tensions with China in recent years, as demonstrated by two border crises in 2017 and 2020-21. The second event saw the death of some 20 Indian troops, and at least 4 Chinese soldiers, in hand-to-hand combat – the first fatalities in nearly half a century of periodic border face-offs. New Delhi’s policy response has spanned both internal and external balancing. The former has involved augmenting India’s capacity to engage in limited combat of the type that nuclear-armed states have occasionally fought, as did the Soviet Union and China in 1969 and India and Pakistan in 1999. The Indian military has bolstered its border by deploying combat troops, cruise missiles, and advanced combat aircraft. However, China has done much the same, putting pressure on India to upscale its military capabilities. Simultaneously, India has tried to reduce its dependence on the Chinese economy, a more complicated task. Despite a 10 percent decline in bilateral trade owing to the Covid-19 pandemic and border tensions, China was India’s largest trading partner ($77.7 billion) in 2020. The Narendra Modi government sharply cut Chinese investment when the 2020 border confrontation in Ladakh broke out, expelling major Chinese companies like TikTok, WeChat, and UC Browser. Despite these measures, India’s ability to shut China out of its economy is limited. The Indian market depends heavily on Chinese electronic components (70 percent in value terms), pharmaceutical ingredients (70 percent), and consumer durables (45 percent).

Millions of people worldwide are stateless or do not have proof of their legal identity. As a result, they face daily obstacles from lack of access to a range of social, political, and economic rights. Around 40 percent of the identified stateless population live in the Asia Pacific region, with the majority of them residing in the countries of Southeast Asia. While some of these people are refugees or migrants, most belong to minorities living in the country where they were born. Their lack of proof of nationality or other forms of legal identity poses significant challenges to human rights, governance, and development. International conventions aim at improving their status, but have been poorly subscribed. Much of the work to solve the problems will have to be done at the national level, where interest is increasing. Since the forced mass exodus of Rohingya from Myanmar, many have reached the shores of Malaysia and Indonesia, driving home the implications of unresolved situations of statelessness.

Cambodian Prime Minister Hun Sen’s close relationship with the People’s Republic of China (PRC) has led scholars and policymakers alike to suggest that Beijing’s backing will keep him in power. While Hun Sen himself seems to believe this to be true, his reliance on China is actually enflaming Cambodian discontent to such an extent that his planned patrimonial succession is at risk. Given the fragility of regimes mid-succession, Hun Sen’s Chinese shelter is augmenting the potential of his clan’s fall. Yet as Hun Sen faces increased domestic opposition, he will only further deepen ties with China in hopes of remaining in power, thereby creating a vicious cycle from which escaping will prove difficult.

Japan will welcome the Biden administration with relief in the wake of what was perceived as Trump’s bombast, threats, and unpredictability – but it will be mixed with apprehension (fair or not) that Biden’s presidency will follow the Obama administration’s perceived weakness, or even accommodation, toward China. It’s a crude simplification, but Japan’s ruling Liberal Democratic Party’s relationship with U.S. political parties is roughly that they share preferences but not perceptions with Democrats, and share perceptions but not preferences with Republicans. In practical terms, this means that Japanese decision makers favor alliances and multilateral approaches over unilateralism and brinksmanship, but are more suspicious of China’s intentions and behavior than they believe Democrats to be. Put more indelicately, the LDP prefers working with Republicans rather than Democrats. This is combined with a traditional perception that Democrats undervalue Japan as a partner. Taken as a whole, this means that the incoming administration may have to do more to convince Japan that its priorities are being taken seriously – but will find in Japan an essential partner for advancing U.S. goals in the Indo-Pacific.

The Biden administration’s focus on allies and partners and the inability of democratic U.S. allies Japan and South Korea to move beyond historical pitfalls of apologies and treaties provides President Biden’s team the perfect opportunity to show leadership by taking on a mediator role. By taking an active role, the United States can demonstrate that it is not a passive observer to would-be revisionists in the region, shore up its alliances, and signal to the world that the United States is still the leader in the promotion of human rights. Japan’s colonization of Korea from 1910 to 1945 was brutal. The Japanese military coerced between 10,000 and 200,000 women into sexual slavery and many more Koreans were forced to work in the Japanese war machine, the very one that annexed Korea in 1910. Following the abrupt end of Japanese colonization after World War II, brought about by the only direct use of nuclear bombs on a human population in history, Japan quickly signed treaties and paid reparations to former colonies, recovered its economy, and successfully rehabilitated its image with much of the world. However, it was not until 1965 that Japan-South Korea relations were “normalized.” The new Japan-South Korea relationship included abandoning reconciliation with North Korea altogether, and Tokyo providing grants to an authoritarian South Korean leader who was later assassinated and remains a divisive figure in contemporary Korean domestic politics.

41. A U.S.‐Japan Dual‐Citizen Arrangement Can Benefit Both Countries

Although Japan does not recognize dual citizenship, the United States and Japan would both benefit from such an arrangement. A combination of on-the-ground realities of dual citizens in Japan, the emerging needs and capabilities of the Japanese state (namely digitalization of public services and taxation), and the interests of U.S.-based corporations operating in Japan should inspire the United States to encourage dual citizenship initiatives by the Japanese government. The driving forces of globalization and the benefits of exploring new avenues of U.S.-Japan relations combine with domestic developments in Japan to make dual citizenship a “common sense” goal for both countries, at both the institutional and person-to-person level of international diplomacy and mutual understanding. Just as foreign professionals proved indispensable to modernization in Japan’s Meiji Period (1868 - 1912), bi-national Americans currently on the ground in multinational corporations and other entities in Japan are playing a part in economic and cultural synergy, while contributing to a more well-informed U.S. stance on a number of important bilateral issues. Giving these agents of positive change the benefits of dual citizenship will make their lives in Japan easier and more fulfilling, while inviting more Americans with talent and knowledge to the grand project of mutual cooperation.

42. Increasing Support for U.S.‐Japan Alliance in Okinawa is Not a Pipedream

The ongoing political impasse between Japan’s central government in Tokyo and the Okinawa prefectural government over U.S. military basing threatens the long-term stability of the U.S.-Japan Alliance. In spite of the friction between the central government and the prefecture, and the much decried “burden” of U.S. bases on Okinawa there is relatively little deep-seeded resentment among the Okinawan people toward the U.S. military presence or the U.S.-Japan Alliance as a whole, especially among those born after the reversion of Okinawa to Japanese sovereignty in 1972. Surveys also show that Okinawans desire more dialogue with U.S. service members based in Okinawa. But a fraught Okinawan history with mainland Japan and economic marginalization have so far undermined the strong potential for good-faith dialogue that could break the impasse. The relocation of U.S. military bases is essential to the U.S. and Japanese governments’ security policy vis-à-vis emerging threats in the region. Both governments realized in the 1990s that Okinawa could not remain a key power projection node in the Western Pacific if the bases remained a flashpoint of political controversy due to their proximity to densely populated communities. This potentially volatile situation was brought under intense scrutiny with the 1995 rape committed by three U.S. service members against an Okinawan junior high school student and the resulting agreement to close the Marine Corps Air Station at Futenma. Moreover, the construction of the Futenma Replacement Facility also factors into subsequent U.S. Pacific maritime realignment strategy. Further delays could leave Japan less secure and impair U.S. attempts to counter growing Chinese assertiveness in the East and South China Seas.

43. The United States and Japan Should Cooperate to Include India in Indo‐Pacific Economic Governance

Both the United States and Japan consider India as an important strategic partner in their respective Indo-Pacific concepts. However, India still faces many domestic challenges as a developing country. India also has traditionally been reluctant when it comes to trade liberalization. U.S. bilateral trade negotiations with India, and Japan`s effort in promoting an East Asia regional trade agreement that includes India share objectives and interests and hence can be coordinated. On November 15, 2020, the Regional Comprehensive Economic Partnership (RCEP) was signed by 15 countries with the glaring exception of India. RCEP is a regional free trade agreement (FTA) whose negotiations were initiated by ASEAN and six partner countries, namely Japan, China, South Korea, Australia, New Zealand and India in 2012. The signing of RCEP finally came after eight years of negotiations, but India decided to pull out from the pact at the final stage of negotiations. The Japanese and U.S. Indo-Pacific concepts aim to achieve regional peace, stability, and prosperity through ensuring a rules-based international order, and to enhance cooperation among like-minded countries in both economic and security spheres. RCEP can be positioned as an important economic partnership initiative that embodies the Indo-Pacific concepts of rules-based, free and fair trade and investment governance, and contributing to the economic prosperity of the region.

44. Japan Can Remain an Important U.S. Ally Despite Demographic Challenges

The world is aging. Some countries are not only aging, but their populations are shrinking as immigration fails to make up for rapidly falling birth rates. Many U.S. allies and security partners are among those beset by these trends. This raises questions about how decreasing fertility and increasing life expectancies will shape the future world order, and specifically the sustainability of U.S. alliances such as with Japan, whose aging and population decline will make it more difficult for the Japanese Self-Defense Forces (JSDF) to compete for the best Japanese talent as the Japanese labor pool shrinks ever smaller, and Japanese tax dollars with which to hire military personnel grow ever scarcer. Unless SDF recruitment trends change dramatically, Japan’s ability to participate in both technology-intensive and manpower-heavy alliance missions will decline over time. The fulfillment of manpower-intensive missions requires, of course, manpower, while even the fulfillment of technology-intensive missions will be affected by the JSDF’s inability to recruit technologically proficient talent. Ensuring the JSDF meets quantity and quality targets is imperative, but will require more government spending. But an aging and shrinking population will reduce the size of the working age population that pay taxes and increases the size of the retired population that depends on the state’s benefits for the elderly. While this will affect the JSDF’s ability to fulfill both technology-intensive and manpower-heavy missions with the United States in the future, the alliance will remain relevant to U.S. security in the Indo-Pacific because of the value of U.S. bases in Japan which forms the core of the alliance.

In our increasingly networked world, the international activities of states, cities, and other subnational actors are expanding rapidly. Their rising importance has spurred Congress to consider legislation establishing an Office of Subnational Diplomacy within the U.S. State Department that would institutionalize and support these initiatives, while better aligning them with national diplomatic strategies. Moreover, they offer opportunities for envisioning new foreign policy approaches that directly benefit U.S. communities. The U.S.-Japan relationship — with its robust history of subnational interaction, strategic global interests and increasingly integrated economies — offers a fertile environment for developing and implementing new models for subnational diplomacy, with global applicability. While state and local governments cannot commit the federal government to action, they can conduct activities that advance both local and national interests. This is evidenced by an ever-expanding range of trade and business missions, and cultural and educational exchanges that bridge subnational actors with international partners. Increasingly, these activities are evolving into new areas, including technology-driven entrepreneurship, environmental quality and disaster resilience. At their best, subnational initiatives—which national leaders have cited as critical to U.S. foreign relations—create meaningful, long-term relationships amid often-changing national-level politics and officials. By stimulating information exchange, training and research opportunities, and business connections, they deliver concrete benefits to participants on both sides of the Pacific, especially in areas where national governments are not best positioned to engage.

Japanese Defense Minister Taro Kono on June 15 announced the cancellation of the planned procurement of two Aegis Ashore systems from the United States. The cancellation, which reportedly was discussed and decided only by Prime Minister Shinzo Abe and Cabinet Secretary Yoshihide Suga in advance, left a gap in the country’s missile defense against the growing missile threats from its neighbors. The Aegis Ashore decision prompted the government to revise the National Security Strategy (NSS) within 2020. As the NSS is the basis for the National Defense Program Outline (NDPO), the latter is also being revised. Kono in the Lower House Committee on Security on July 8 testified that policy considerations by the government would include possession of “enemy base strike capabilities.” The ruling Liberal Democratic Party (LDP) subsequently formed a project team (PT) on missile defense, chaired by former Defense Minister Itsunori Onodera. The PT discussions produced by the end of July a set of recommendations inclusive of a more vaguely phrased “consideration of the ability to head off missiles in enemy territory,” which became the LDP recommendation to the government.

Political will and previous experience with disease outbreaks also play a role. Singapore ignored an important segment of its population and is now experiencing a huge spike in cases. China and Vietnam were able to enforce draconian measures, while in Japan and Hong Kong, civil society had a greater role in initiating effective controls. In several countries, local political outcomes have been affected by the perceived success or failure of leaders in controlling the crisis.

For better or worse, the US and China are locked in a messy economic marriage. A divorce at this time would exact an enormous cost in an already weakened economy.

This shift in population age structure had two major impacts: demand for income support for the elderly will rise because their labor income tends to be extremely low; and gross domestic product (GDP) and other aggregate economic indicators will grow more slowly as growth in the effective labor force declines. In countries where government programs play an important role in old-age support, tax rates will have to rise or benefits will have to be curtailed or both—all options with significant political costs.

The current COVID-19 pandemic, which started in Wuhan, China, underscores what the public health community has warned about for more than two decades—the risk of viral diseases capable of spreading from animal to human hosts. The first outbreaks of “bird flu” (highly pathogenic avian influenza—HPAI, subtype H5N1)—raised similar concerns 20 years ago, concerns that have persisted with the outbreak of SARS in 2002–2004 and COVID-19 today. A recent study compared information on infrastructure and other aspects of economic development in Vietnam with outbreaks of avian influenza. While this research focuses on avian influenza in Vietnam, the study of links between infrastructure characteristics and new and reemerging health risks has broad applicability, especially given the global importance of today’s rapidly expanding urban landscapes.

In an atmosphere of heightened geostrategic competition, China’s Belt and Road Initiative (BRI) has raised questions about the risk of debt problems in less-developed countries. Such risks are especially worrying for the small and fragile economies of the Pacific. A close look at the evidence suggests that China has not been engaged in debt-trap diplomacy in the Pacific, at least not so far. Nonetheless, if future Chinese lending continues on a business-as-usual basis, serious problems of debt sustainability will arise, and concerns about quality and corruption are valid.There have been recent signs that both China and Pacific Island governments recognize the need for reform. China needs to adopt formal lending rules similar to those of the multilateral development banks, providing more favorable terms to countries at greater risk of debt distress. Alternative approaches might include replacing or partially replacing EXIM loans with the interest-free loans and grants that the Chinese Ministry of Commerce already provides.

The COVID-19 pandemic threatened to damage China’s international reputation just as the Chinese government under Xi Jinping was peaking in its promotion of China as a model political system and superior international citizen. Beijing launched a massive diplomatic effort aimed at both foreign governments and foreign societies. The goal was to overcome initial negative publicity and to recast China as an efficient and heroic country in the eyes of international public opinion. The crisis created an opening for China to make gains in its international leadership credentials as the world saw the superpower United States falter. Ultimately, however, Chinese pandemic diplomacy contributed to a net decrease in China’s global prestige, largely because domestic political imperatives motivated behavior that generated international disapproval and distrust for the Chinese Communist Party (CCP) government. This paper summarizes the content of Chinese pandemic diplomacy through the key period of January through May 20201, identifies specific strengths and weaknesses of China’s effort, and briefly assesses its global impact.

The seas are an increasingly important domain for understanding the balance-of-power dynamics between a rising People’s Republic of China and the United States. Specifically, disputes in the South China Sea have intensified over the past decade. Multifaceted disputes concern overlapping claims to territory and maritime jurisdiction, strategic control over maritime domain, and differences in legal interpretations of freedom of navigation. These disputes have become a highly visible microcosm of a broader contest between a maritime order underpinned by the United Nations Convention on the Law of the Sea (UNCLOS) and challenger conceptions of order that see a bigger role for rising powers in generating new rules and alternative interpretations of existing international law. China’s Belt and Road Initiative (BRI) has re-centered discussion of geopolitical competition in Asia around infrastructure. Responding both to BRI and the region’s well-known infrastructure gap, the United States has launched efforts to unlock US private investment for infrastructure. Japan’s engagements in the region emphasize high-quality infrastructure and best practices (an implicit criticism of China’s sometimes less rigorous standards). The foreign policy approaches of the United States and Japan dovetail nicely and have led to many new initiatives and institutional partnerships, as well as the quality-focused Blue Dot Network. But despite the two countries’ intentions to work collaboratively, their efforts have been held back by differences in organizational practices, the lengthy overhaul of US financing, and a lack of immediate movement from US-Japan consortia. For now, a less ambitious approach of closely coordinating technical assistance and conditional funding on proposed projects may serve as a model for closer US-Japan collaboration as efforts mature.

The countries of the Association of Southeast Asian Nations (ASEAN) have cumulatively vaulted from the world’s seventh-largest economy to the fifth, in 2019, in only three years. But several challenges threaten future economic growth. Chief among them is demographic change: populations across ASEAN are aging and birthrates are declining. One outcome will be labor shortages. The shrinking labor pool could serve as a strong driver for automation. But while automation may reduce input costs and boost growth, it could change the skills employers desire, resulting in the obsolescence of many low-skilled jobs, leaving current workers without the skills necessary to obtain work. Upskilling labor through vocational education and related programs is the obvious response. But ASEAN education systems have never included significant vocational opportunities. With technological change accelerating, ASEAN states will need help with the herculean task of rapidly remodeling their education systems.

The U.S.-Japan alliance is viewed as a cornerstone of stability, the rule of law, and promotion of democracy in the Indo-Pacific. The new U.S. administration presents an important opportunity to strengthen and refocus relationships and initiatives in the region as they aim to tackle the challenges of an assertive China. In the context of globalization and transnational social justice movements, there is no longer such a clear delineation between the politics of domestic issues, such as political underrepresentation and minority rights, and those affecting foreign policy. Under the new administration, the United States and Japan have ample opportunity to reinvigorate democratic advancement, especially on gender and racial justice. To this end, civil society and social movement groups play a key role in demonstrating why only democracy can ensure the sustainability of representative institutions, cohesive societies, and inclusive economies driven by innovation and opportunity. Historically, these groups have been essential to promoting democratization within the alliance and in the Indo-Pacific region. On issues of gender justice, transnational feminist and human rights networks brought global attention to the comfort women issue starting in the 1980s. Linkages between groups in the United States, Korea, and Japan have strengthed calls for justice for the comfort women and highlighted the delegitimacy of previous backroom deals on the issue—such as the 1965 treaty with then South Korean dictator, Park Chung-hee, and the private negotiations between PM Abe and President Park in 2015. These movements for social justice underscored the growing role played by transnational civil society in international affairs and they raised the bar on the level of transparency and meaningful inclusion necessary to resolve such deep-rooted conflicts.

Under the Obama administration’s Rebalance to Asia, Vietnam gradually gained importance in U.S. foreign policy as the two countries formed a “comprehensive partnership” in 2013. Despite the Trump administration’s America First policy, the United States prioritizes its partnerships with Vietnam and other Southeast Asian countries in its Free and Open Indo-Pacific Strategy. While a common concern about China’s behavior in the South China Sea has facilitated the growth of U.S.-Vietnam relations, the foundation of the relationship is cooperation on Vietnam War legacy issues. The two countries have made remarkable progress in advancing diplomatic, economic, and defense ties regardless of remaining challenges. The year 2020 would be ideal for the United States and Vietnam to upgrade the relationship to a “strategic partnership”: it marks the 25th anniversary of the normalization of bilateral relations, Hanoi’s ASEAN chairmanship, and the start of Vietnam’s term as a non-permanent member of the United Nations Security Council.

Artificial Intelligence (AI), Big Data, and Cloud Computing (ABC) have generated unprecedented opportunities and challenges for economic competitiveness, national security, and law and order, as well as the future of work. ABC policies and practices have become contentious issues in U.S.-China bilateral relations. Pundits see a U.S.-China AI race and are already debating which country will win. Kaifu Lee, the CEO of Sinovation Ventures, believes that China will exceed the United States in AI in about five years. Others argue that China will never catch up. This essay focuses on two issues: the comparative ABC strengths of the United States and China in data and research and development (R&D); and the emerging ABC policies and practices in the two nations. Empirical analysis suggests that the United States and China lead in different areas. Compared to China’s top-down, whole-of-government, national- strategy approach, the U.S. ABC policy has been less articulated but is evolving.

The Regional Comprehensive Economic Partnership (RCEP) negotiations concluded at the ASEAN Summit in Bangkok on November 4, 2019. Fifteen RCEP members, including the ten-ASEAN countries, and Australia, China, Japan, Korea and New Zealand, agreed to commence preparation of the legal text of the agreement for signing in 2020. India was the only member to opt out, citing significant unresolved outstanding issues. India’s decision was surprising as it actively participated in the negotiations that lasted for 29 rounds and went on for more than six years since beginning in 2013. Domestic pressures forced Prime Minister Modi to withdraw India from RCEP at the last minute. It also points to disengagement becoming the prominent character of India’s trade policy as domestic protectionist interests successfully undermine outward-oriented economic visions.

Once known as the world's top carbon polluter, China has recently recommitted itself as a leader in sustainability and renewable energy. Moving to fill the gaps left by the United States at the Paris Climate Talks, China has ramped up its renewable energy commitments, including plans to cap its CO2 emissions, drastically increase forest stocks, and expand its non-fossil fuel market share to 20 percent, all by 2030. This move has been highly favorable for Chinese diplomatic relations with its Southeast and Pacific Island neighbors who have labeled climate change as a top priority. Domestically the extensive health impacts of air pollution in China has rallied public opinion against the pollution industry, making the move to green energy both a wide berth of support. While still the highest CO2 emitting country in the world, China has made significant investments in renewable energy development and currently leads the planet in renewable investments abroad. China’s domestic commitment to sustainability has been ambitious; however, meeting these goals has created one of the biggest energy paradoxes of the 21st century.

68. Does Unplanned Urbanization Pose a Disease Risk in Asia? The Case of Avian Influenza in Vietnam

Cities are expanding very rapidly in Asia, often without adequate housing, transportation, water, or sanitation. ese new “peri-urban” areas may be hot spots for disease, both in humans and domestic animals. Research into the possible link between unplanned urban expansion and disease outbreaks compared patterns of land-use change with two major outbreaks in Vietnam of highly pathogenic avian in uenza (HPAI, subtype H5N1) that killed millions of chickens between 2003 and 2005. Work began by classifying communes into land-use categories: rural, peri-urban, urban, and urban core. e study found that peri-urban communes had at least a 150 percent higher risk of experiencing an H5N1 outbreak than did other types of commune, and that urbanization entails a spatial convergence of several key risk factors for H5N1 transmission. By focusing prevention programs on communes with these factors, the Vietnamese government can potentially improve disease prevention at lower cost. is research may also help explain the epidemi- ology of other infectious diseases, both in humans and livestock.

69. Aligning Unevenly: India and the United States

In the early and mid-2000s, US policymakers anticipated India becoming one of America's top global partners. Have New Delhi's policies on key strategic issues actually aligned strongly with US objectives, as would be typical of close partners? An analysis of twelve prominent issues in US-India relations indicates that New Delhi's policies mostly converged moderately, rather than to a high extent, with US objectives. Specifically, the alignment between New Delhi's policies and US objectives was high or moderate-to-high on three issues—UN peacekeeping, nonproliferation export controls, and arms sales. It was moderate or low-to-moderate on six issues—China, Iran, Afghanistan, Indian Ocean security, Pakistan, and bilateral defense cooperation. And it was low or negligible on three issues—nuclear reactor contracts for US firms, nuclear arms control, and the war in Iraq. To be sure, despite the low or negligible convergence, New Delhi did not take an anti-US position on these issues. Four factors explain why New Delhi's policies aligned unevenly with US objectives across the issues: India's strategic interests (that diverged from US interests on some issues); domestic political and economic barriers (that prevented greater convergence between India's policies and US objectives); incentives and disincentives (that induced New Delhi to better align with US objectives); and certain case-specific factors. This analysis suggests that, rather than expecting India to become a close ally, US policymakers should consider it a friendly strategic partner whose policies would align, on the average, moderately with US strategic interests.

Abstract:
In 2015, two mega-initiatives took shape that will affect economic relations in the Asia-Pacific region: the US-promoted Trans-Pacific Partnership (TPP) trade agreement and the China-led Asian Infrastructure Investment Bank (AIIB). Although they address different needs, both are expected to have profound effects on Asia's economic governance in the near future, and will shape economic norms in the Asia Pacific and beyond. Japan has joined the TPP but stayed out of the AIIB, decisions that might seem counterintuitive considering its history of resisting trade liberalization and of promoting infrastructure investment. Is Japan simply favoring its US ally over rival China? Or is it that Japan's position on the TPP and AIIB aligns with its own economic priorities, and enhances its geo-economic advantage? With a US-China competition over economic ideas and regional strategies, Japan occupies a unique position that may allow it to influence the direction of Asia-Pacific economic governance, which is now being battled out by the two "titans."

Unconventional monetary policy (UMP) has had predictable effects. How exit plays out is scenario-dependent. Quantitative easing has had the predictable effect of encouraging currency depreciation and some partner countries may have attempted to offset these exchange rate effects. Korea presents a particularly interesting case: it is relatively small and relatively open and integrated, in both trade and financial terms, with the United States and Japan, two practitioners of UMP. Authorities have acted to limit the won's appreciation primarily against the currency of China, not the US or Japan. Nevertheless, Korea's policy is a source of tension with the US. Under legislation currently being considered, the currency manipulation issue could potentially interfere with Korean efforts to attract direct investment from the US and create an obstacle to Korea joining the Trans-Pacific Partnership.

Abstract:
At the end of 2015 the Association of Southeast Asian Nations (ASEAN) will announce the establishment of the ASEAN Economic Community (AEC). In theory, this agreement should produce an association-wide economic integration. However, following the announcement, and for the foreseeable future, ASEAN member states will continue in significantly less than full regional economic integration. Why? Some observers believe that the AEC plans involve an "overly ambitious timeline and too many ill-thought-out initiatives." Others point to ASEAN's traditional aversion to legally binding agreements. While progress has been made in reducing or eliminating intra-ASEAN trade tariffs, substantial non-tariff barriers to trade persist. However, for most member states, the ASEAN market is relatively small while external markets, especially China, are growing rapidly. Given this outward-orientation for ASEAN trade, is the lack of an unhindered regional market really a problem?

ASEAN has become a focal point of the rapidly changing economic architecture of the Asia-Pacific region. ASEAN members are increasingly stable and politically confident, and constitute an emerging economic powerhouse. The region is dynamic, with 600 million citizens and a gross domestic product (GDP) that exceeds $2 trillion and is expected to grow 6 percent annually for the next two decades. (The Appendix at the end of this paper reports detailed output and trade projections to 2025.) Through deeper internal integration via the ASEAN Economic Community (AEC) and external initiatives such as the Regional Comprehensive Economic Partnership (RCEP), ASEAN is becoming a driving force in regional cooperation and a much-courted economic partner. The AEC and the RCEP projects are globally significant: the AEC could generate powerful demonstration effects for other developing regions, and the RCEP could become an important building bloc of the multilateral trading system.

75. See No Evil: South Korean Labor Practices in North Korea

Economic engagement between South and North Korea is often justified as a means of encouraging economic and social evolution in North Korea, with the ultimate goal of national unification. The South has invested heavily in the North, and firms have employed more than 50,000 workers. Yet expectations of a transformational impact rest on unexamined assumptions. The North recognizes the Trojan horse nature of the engagement policy: results of an original survey of South Korean employers show that the North Korean government has largely circumscribed the exposure of its citizens to both South Koreans and market-oriented economic practices, in the process violating labor rights defined by covenants to which both countries belong. The problem seems intractable, given that South Korea's diplomatic commitment to engagement with North Korea trumps labor rights concerns and South Korean firms perceive that the North Korean status quo confers benefits. As the experience of labor rights movements elsewhere shows, conditions will likely improve only if an aroused citizenry—here, the South Koreans—demands change.

For centuries, farmers in the mountainous region of mainland Southeast Asia have practiced shifting cultivation, with plots of land cultivated temporarily and then allowed to revert to secondary forest for a fallow period. Today, more than one million hectares have been converted to rubber plantation. By 2050, the area under rubber trees in the montane regions of Cambodia, Laos, Myanmar, Thailand, Vietnam, and China's Yunnan Province is predicted to increase fourfold. Preliminary research suggests this massive land-use change could lead to drier conditions at the local level plus surface erosion, loss of soil quality, sedimentation and disruption of streams, and risk of landslides. And it appears that when primary or secondary forests are converted to rubber, carbon emissions are likely to increase. Despite environmental concerns, both local farmers and outside entrepreneurs are likely to continue expanding rubber plantations because of high economic returns. Production systems that provide the best balance between economic return and environmental sustainability are needed to improve the long-term outlook for the region.

North Korea is an extremely isolated and impoverished nation. While its political elites are able to enjoy some degree of luxury in spite of UN sanctions, the lower classes suffer from shortages of food, electricity, healthcare, and other basic needs. Many of the lower class and fringe populations reside in rural areas with limited infrastructure, and rely on black markets to survive. Their situation could be dramatically improved if electricity could be provided to their communities to power heating, health clinics, manufacturing facilities, fertilizer plants, and water pumps for agricultural irrigation.

In the past quarter-century Asia has seen vast changes, including increased economic growth, integration, and liberalization. The Asia Pacific Economic Cooperation (APEC) process, now marking its 25th anniversary, facilitated these changes through its institution of the first regular meetings of ministers and then leaders. But what role should APEC play in the future? With a continuing diffusion of power, what was once hailed as an imminent "Asian century" is much more likely to be a global one. This international system, however, will have a trans-Pacific core with much of the economic power and potential to provide global leadership for the further development of international norms, rules, and cooperation. Thus, we may be able to refer to an "Asia-Pacific century." Two questions arise: Is North America, with a relatively small share of global population and a declining share of global world product, still relevant? Will the nations on the two sides of the Pacific really be able to use their power effectively to assume global leadership? The answer to the first of these is "yes," and to the second, "it depends."

The year of 2010 was the first time in human civilization that the urban population had reached 3.5 billion people or crossed the 50% mark and continued to grow with no sign of slowing down especially for developing countries in Africa and asia (UN,2011). In 1800, only few percent of the world population lived in urban areas, but quickly increased to 14% in 1900 and then 30% in 1950 (platt,1994). Clearly, urban areas have become one of our primary habitats; therefore, urban sustainability is becoming more important than ever.

80. Perceived Risk of Avian Influenza in Poultry Varies with Urbanization in Vietnam

Highly pathogenic avian influenza (HPAI) is an important public health concern because of its potential to cause widespread morbidity and mortality in humans and poultry and associated devastating economic losses. In this study we examined how perceptions of and response to the risk of HPAI in poultry vary across communes/wards in the north of Vietnam at different levels of urbanization (rural, transitional, urban). We conducted a quantitative household survey with 1073 respondents. Results suggested that the perceived risk of HPAI in poultry was highest in transitional and rural settings. Respondents in these settings were more likely than respondents in urban settings to agree that the process of change (in urbanization, agricultural practices, or natural habitat) increased the likelihood of an outbreak of HPAI in poultry. Compared with others, respondents in transitional areas reported that they do less planning and perceive vaccines to be more effective, while respondents in rural areas reported less perceived ability to separate infected poultry from others. We also found that the inability to respond is not necessarily because of an inability to perceive change but because, rapid and extensive change poses different challenges for poultry management as communes move from rural to transitional to urban settings. Our results suggest that public and animal health campaigns could be tailored in a way that recognizes the needs of poultry raisers in different settings.

Abstract:
Emerging infectious diseases (EIDs) continue to significantly threaten human and animal health. While there has been some progress in identifying underlying proximal driving forces and causal mechanisms of disease emergence, the role of distal factors is most poorly understood. This article focuses on analyzing the statistical association between highly pathogenic avian influenza (HPAI) H5N1 and urbanization, land-use diversity and poultry intensification. A special form of the urban transition—peri-urbanization—was hypothesized as being associated with 'hot-spots' of disease emergence. Novel metrics were used to characterize these distal risk factors. Our models, which combined these newly proposed risk factors with previously known natural and human risk factors, had a far higher predictive performance compared to published models for the first two epidemiological waves in Viet Nam. We found that when relevant risk factors are taken into account, urbanization is generally not a significant independent risk factor. However, urbanization spatially combines other risk factors leading to peri-urban places being the most likely 'hot-spots'. The work highlights that peri-urban areas have highest levels of chicken density, duck and geese flock size diversity, fraction of land under rice, fraction of land under aquaculture compared to rural and urban areas. Land-use diversity, which has previously never been studied in the context of HPAI H5N1, was found to be a significant risk factor. Places where intensive and extensive forms of poultry production are collocated were found to be at greater risk
