1. Reconciliation and research in Afghanistan: an analytical narrative

This article examines the evolution of western policy towards the idea of pursuing negotiations with the Taliban, or 'reconciliation', in Afghanistan and the role that research and expert opinion played in that process. The official western position has evolved iteratively from initial rejection to near complete embrace of exploring the potential for talks. It is widely assumed that the deteriorating security situation was the sole determinant of this major policy reversal, persuading decisionmakers to rethink what had once been deemed unthinkable. Moreover, given the politicized and sensitive nature of the subject, we might expect the potential for outside opinion to influence decision-makers to be low. Nevertheless, this article demonstrates that it would be a mistake to underestimate the role that research and expert knowledge played-the story is more nuanced and complex. Research coalesced, sometimes prominently, with other key drivers to spur and shape policy change. Importantly, it often took experts to make sense of events on the ground, especially where the failure of the military approach was not recognized, understood or palatable to those in official circles. Research interacted with changing events, policy windows, the emergence of new personalities and the actions of various intermediaries to shape emerging positions. More broadly, the case of reconciliation in Afghanistan reveals the difficulties and challenges, but also the variety of opportunities and techniques, for achieving research influence in conflict-affected environments.

2. A Fair Deal on Seabed Wealth: The Promise and Pitfalls of Article 82 on the Outer Continental Shelf

Abstract:
Approximately 70 of the 156 States that have ratified the 1982 UN Convention on the Law of the Sea have potential Outer Continental Shelf Claims (OCS). Those claims could cover more than 15 million square kilometres of seabed. Under Article 82 of the Convention, a portion of the revenue from the extraction of non-living resources on the OCS must be disbursed 'on the basis of equitable sharing criteria, taking into account the interests and needs of developing States, particularly the least developed and the land-locked among them.' Article 82 is a unique and complex provision that does not address many of the specifics of how this is to be accomplished. The Energy, Environment and Development Programme at Chatham House is working with the body charged with applying Article 82, the International Seabed Authority, to explore in greater detail some of the critical issues of implementation while the Article is still dormant.

3. Controlling Illegal Logging: Using Public Procurement Policy

The use of public procurement policy by consumer states to create protected markets for legal and sustainable timber is helping to exclude the products of illegal logging, thereby encouraging the legal and sustainable production of timber. Many countries already possess some form of green procurement policy into which criteria for legal and sustainable timber can easily be fitted. In general no new legislation is needed, so this offers a relatively rapid route to tackling imports of illegal timber. Nine countries currently possess some form of timber procurement policy at central government level. Although they are all very recent in implementation, the evidence already suggests that they are having a positive effect on increasing market share for verified legal and sustainable timber. However, the adoption of different criteria and coverage of products risks making it more difficult for exporters to provide supplies of timber; some degree of technical harmonization would be desirable, and seems likely. The inclusion of requirements for legal and sustainable timber in building standards provides another route for promoting these products. At present, however, the points-based systems that these standards are based on usually encourage, rather than require, sustainable timber.

4. The International Climate Change Agenda: Opportunities for the G8

Abstract:
The countries of the G8 have a key role in establishing a global deal to reduce greenhouse gas emissions, not only because they produce 40% of global emissions, but because they can help facilitate the diffusion of the technologies necessary to stabilize the climate. Energy efficiency holds the key to both energy and climate security. Currently available technologies and practices will enable short-term and long-term targets to be met. There is a need for international cooperation that leads to increased efficiency standards for products and structures, focused finances and greater human resources and knowledge. Sector initiatives that help drive emissions reductions in heavy energy-consuming sectors will play an important role. Reductions in energy consumption and greenhouse gas emissions can be significantly increased through greater technological innovation and diffusion. This can be enhanced through greater research cooperation, increased targeted finance and deployment agreements.

5. Prospects for an EU-Gulf Cooperation Council Free Trade Area: The World's First Region-to-Region FTA?

The EU and the GCC have seemed close to an agreement on a region-to-region Free Trade Agreement (FTA) – possibly the first in the world between customs unions – for the last two years. The EU seems keener on an agreement than the GCC. An FTA is an element in the EU's Global Europe trade policy strategy and is explicitly linked to energy security concerns. The EU is the GCC's main supplier of goods and services, and since the completion of the GCC Customs Union tariffs are low and the economic effects of an FTA are likely to be small, on goods at least. There may be economic barriers to the final signing of an FTA on both sides: resistance by GCC states to services and investment liberalization; and resistance in the EU over access for GCC refinery products and chemicals. Commentary from the Gulf itself suggests that the EU practice of including clauses on human rights and labour market and environmental regulation may be at the heart of the slow progress from the GCC side.

6. Rising Food Prices: Drivers and Implications for Development

Global food prices have risen 83 per cent over the last three years. The increases have been driven by high income growth in emerging economies (probably the single most significant factor), use of crops for biofuels, the relative inelasticity of supply, historically low stock levels and some speculative investment. More recently, national concerns over inflation and prices have led some countries to reduce exports and others to try to build up stocks – creating a feedback loop that feeds on itself to drive prices up still further. In the medium to longer term, 'scarcity trends' – climate change, the cost of energy inputs, scarcity of land and water – could limit the supply-side response. In the immediate term, the priority is to increase both the volume and the quality of humanitarian assistance available to poor people, including by moving away from in-kind food aid and towards cash transfers or voucher systems – although it is important to be clear that there are outstanding questions about how these social protection systems will work, and they should not be seen as a panacea. The issue of compensatory financing may also arise for some countries facing balanceof- payments difficulties. In the longer term, the key challenge is to increase the supply of food: the World Bank estimates that demand for food will rise by 50 per cent by 2030, as a result of rising affluence and growing world population. Achieving this challenge will require something close to a revolution, and a massive investment in agriculture in developing countries. If supply fails to keep pace with rising demand, then the question of 'fair shares' is likely to emerge as a significant global issue. Already, the effect of a burgeoning global middle class switching to diets with more meat and dairy products – both relatively inefficient in terms of grain use – has been to reduce the affordability of staple foods for poorer consumers.

Regional Fisheries Management Organizations (RFMOs) employ a variety of approaches and methods to manage resources and associated ecosystems under their jurisdiction. Based primarily on a review of annual and technical reports of 13 RFMOs and various publications by the UN Food and Agriculture Organization (FAO), 'best practices' were identified with respect to Ecosystem-Based Management (EBM) and the Precautionary Approach (PA). In addition, information was collected on RFMO target and non-target species, management decision rules and operational benchmarks (where possible), research programmes, and use of scientific advice in decision-making. Through an understanding of best practices employed by various RFMOs, a model for improved high seas governance is derived, which includes measures to promote both EBM and PA.

The terms of reference ('ToR') of this report are as follows: Brief analysis of, and references to, decisions or resolutions of RFMOs relating to cooperating non-members. Note will be made when the decision or resolution in question makes express reference to any provision of the RFMO's establishing treaty that deals with admission of new members. Whether any examples exist of positive measures applied to cooperating non-members (e.g. catch allocations). Review of measures (including trade and market measures, sanctions, port access restrictions) applied by RFMOs against non-members (whether cooperating non-members or non-cooperating non-members). In addition to, a brief illustrative survey, with examples, of any measures taken by individual States as members of RFMOs in implementation of the measures described in. [This survey is likely to be limited to addressing the practice of just two RFMO members.]

According to the UN Fish Stocks Agreement, the management of straddling and highly migratory fish stocks is to be carried out through Regional Fisheries Management Organizations (RFMOs), composed of relevant coastal states and distant water fishing nations with a 'real interest' in the fishery. An important objective in the management of such fish stocks under the governance of RFMOs is that the resources should provide through time the maximum flow of economic rents to the members of the RFMO. The purpose of this report is to provide a survey, and an assessment, of bioeconomic modelling exercises pertaining to straddling fish stocks and highly migratory fish stocks.
