1. Russia Futures: Three Trajectories

Abstract:
Beginning in 2018, the Europe, Russia, and Eurasia Program at CSIS initiated a research project to explore scenarios related to Russia’s future development and to consider the transatlantic implications of each scenario. The project, which was generously funded by the Norwegian Foreign Ministry, was intended to provide policymakers with an understanding of how Russia’s domestic political situation, economic outlook, military activities, and foreign policy might evolve in response to modern-day challenges including climate change, growing competition in the Arctic, and the fraught relationship between China and the collective West. Based on original research and workshops involving U.S., Norwegian, and European experts, CSIS identified three potential scenarios for Russia’s future development. The first scenario envisioned a path of continuity, in which Russian leaders strove to maintain the status quo. The second scenario foresaw a trend of risk reduction in the Kremlin’s decisionmaking that led to a partial normalization of relations with the West. The third scenario considered a darker future, in which Russian leaders accepted a higher degree of risk to manage mounting problems at home and abroad, leading to sustained confrontation with the West and the further detachment of the Russian government from its people. These scenarios were being prepared for publication when Russian president Vladimir Putin launched a renewed invasion of Ukraine on February 24 and ushered in a period of deep uncertainty for European and global affairs. Almost immediately, Russia’s act of aggression turned the country into a global pariah, triggering international sanctions far beyond the Kremlin’s expectations and consolidating transatlantic unity to an extent that was difficult to imagine in the tense months immediately preceding the invasion. As orthodoxies have been challenged and expectations reconsidered, contingencies that were thought impossible—from embargoes of Russian hydrocarbons to the potential use of nuclear weapons by the Kremlin—are starting to feature into conversations among policymakers and analysts.

2. Beyond 2025: The Future of the African Growth and Opportunity Act

Over the past two decades, the United States has provided assistance and support for sub-Saharan Africa’s efforts to transform its economic and trade relationships, centered around the African Growth and Opportunity Act (AGOA). First enacted into law on May 18, 2000, AGOA was designed to significantly enhance designated sub-Saharan African countries’ market access to the United States by providing duty-free treatment for specific import categories. The legislation’s primary goal was to promote economic growth through good governance and free markets. To qualify and remain eligible for AGOA, countries were expected to demonstrate progress toward market liberalization and to improve the rule of law, human rights protections, and core labor standards. More than 20 years later, AGOA continues to provide preferential treatment to 44 countries in the region, spanning over 6,500 tariff lines. Since May 2000, AGOA has been amended four times, mostly to clarify preferential treatment terms, technical standards, and sunset deadlines. The act was initially designed to be valid for eight years, expiring at the end of September 2007. In July 2004, however, President George W. Bush signed the AGOA Acceleration Act, extending it to 2015. Toward the end of his second term, in June 2015 President Barack Obama extended its validity by signing the Trade Preferences Extension Act, under which AGOA is set to expire in 2025. The global political and economic landscape has changed profoundly since AGOA was enacted in 2000, even before the Covid-19 pandemic created new disruptions and accelerated several ongoing changes. The mobile telephony revolution has created new opportunities for millions to participate in the digital sphere, use mobile banking and payments systems, and receive commercial, educational, and medical services via the internet. Even as the sub-Saharan African region’s middle class continues to grow, it is also set to experience a youth population boom in the next three decades—which, under the right conditions, could pay a demographic dividend and avert a social crisis. Meanwhile, the United States has also entered an era of great-power competition with China. With China’s influence in sub-Saharan Africa rising significantly, this competition is also playing out through the region’s political and economic institutions. Considering these opportunities and challenges, leaders in Washington (and their constituents across the United States) ought to look at Africa as a prospect for deepening commercial partnerships, not as a continent that needs to be “saved” through foreign assistance. Accordingly, the United States can consider one of the three following scenarios in response to AGOA’s current expiration timeline

3. Donor Funding Models for Innovation: A Review

Donors have rhetorically supported the importance of innovation in global development, but the level of resources committed has seldom matched the level of this rhetoric. There are clear barriers to expanding funding for the innovation ecosystem: (1) innovation remains under-resourced, and models that are providing clear results are not properly supported; (2) pathways to scale remain limited because of the total funding available; and (3) the risk appetite of donors remains too conservative to properly support and scale innovation. Recent impact evaluations suggest that innovations supported by the United States Agency for International Development’s (USAID) Development Innovation Ventures (DIV) and the Global Innovation Fund (GIF) have yielded impressive returns. But more importantly, innovation also leverages scarce funding resources and engages with locally based partners.

n the Central Sahelian nations of Mali, Niger, and Burkina Faso, a decade of violent instability has left 18 million individuals in need of humanitarian assistance. Climate change, underdevelopment, ethnic violence, corruption, and state decay have left civilians in need of peacebuilding, humanitarian, and development support. The deterioration of security conditions, however, has limited civilian access to essential services and impacted humanitarian response capabilities. Donors have promoted the “triple nexus” approach aimed at enhancing the coordination and effectiveness of humanitarian, development, and peacebuilding interventions. Yet, implementation in the Sahel has been hamstrung by a lack of common understanding among partners and a disconnect between the interests and operations of humanitarian and security actors. For the triple nexus approach to effectively improve conditions in the Sahel, humanitarian, development, and security partners must improve collaboration. Actors in the region should develop operational frameworks that ensure they enhance complementary objectives.

5. Engines of Prosperity: The Promise of the Zones for Employment and Economic Development (ZEDEs) in Honduras Image

Abstract:
Special economic zones (SEZs) are autonomous zones designed to facilitate free-trade operations. SEZs can be broken down into the following types of zones: free-trade zones, which are duty-free areas to warehouse and transit goods; enterprise zones, which provide tax benefits to underperforming industries; specialized zones, which include technology parks; and freeports—the largest type of economic zones, combining work and residential spaces. A 2008 World Bank report defined SEZs as having the following characteristics: a geographically secured area, a single management system, eligibility for benefits based on the location within the zone, and a separate customs area. Advocates of SEZs argue that they can improve a country’s economic standing by making it more competitive on the global stage. One way to achieve this goal is by improving a country’s infrastructure. Building out more extensive road networks or port systems is beneficial not only for businesses operating inside the SEZ, but also for the entire country’s future economic trajectory. Another argument in favor of SEZs is that they strengthen a country’s institutional framework. In developing countries, this narrative can be particularly relevant because weak institutions often constrain foreign investors from making large-scale commitments. SEZs attempt to fill this gap by increasing the efficiency of the regulatory frameworks, property rights, and investment flows. Since a wealth of SEZs are awarded a certain level of legal autonomy, establishing these unique governance structures can be arranged. SEZs offer similar advantages for streamlining efficiency in the labor market. Wages can be more flexible and the process of hiring and firing employees can become easier. Workers can further be attracted by the availability of better healthcare and education systems, as well as by the availability of internet or phone services. All these factors are crucial in attracting the best possible talent, both domestically and internationally, giving them reasons to set up operations inside an SEZ. The intended results of these characteristics are that GDP per capita within the SEZ would increase substantially and that surrounding areas would be able to reap these rewards. These are known as spillover effects, wherein new influxes of foreign and intellectual capital would spill over into the surrounding communities. However, the verdict on this subject is less clear. According to a 2017 World Bank study, the literature on SEZs does not confirm a clear link between achieving widespread spillovers and increasing regional employment levels. There is more evidence to support the claim that limited spillover effects exist in surrounding areas up to 50 kilometers outside the SEZ.

6. A Model Comprehensive MSME Policy for Indian States

Small businesses are the job-creating engines of any healthy economy. Having a supportive policy environment can help high-potential businesses accelerate. Creating such an environment is a shared responsibility of both the central government and India’s 28 states. Many state governments in India have piecemeal policies and programs to support micro, small, and medium enterprises (MSMEs). About one-third of India’s states have worked to craft multifaceted and supportive policies and practices to encourage MSME growth. This paper reviews the ideas already enacted in different Indian states, as well as in national and subnational governments around the world. Developing a single comprehensive MSME policy is an effective approach for a state-level government to consider. It allows small firms to find policy incentives and programs in a single place, and perhaps most importantly, it allows a state to directly consider a range of intertwined incentives that can work together. This will maximize the positive impact to small firms that are poised for growth. Facilitating the growth of MSMEs will have a much wider impact on India’s job growth overall. The large multinational manufacturers that India hopes to lure to invest through programs like Make in India require a diverse and efficient network of suppliers. Supporting MSME growth can create a multiplier effect—driving new investment and employment generation by larger firms. The central government has affirmed a 25 percent target of gross domestic product (GDP) for manufacturing, up from around 14 percent today. This white paper provides leading international examples in the promotion of small businesses, while also enumerating best practices from Indian states’ MSME policies. The final section lays out the 30 elements commonly utilized by Indian states to offer targeted assistance to MSMEs as a roadmap for other states that want to provide best-in-class policy interventions.

7. A Demand-Driven Approach to Development

Abstract:
In many countries, financing development challenges such as humanitarian disasters, communicable diseases, and basic social services have, until recently, relied heavily on foreign aid or official development assistance (ODA). The landscape has been slowly shifting towards a development approach that is more “demand-driven”: steered and owned by developing countries in partnership with donors. In many developing countries, especially low-income countries, foreign aid still plays a significant role in financing government priorities and will continue to play a crucial role in the years to come. Yet foreign assistance is not adapting to the changing landscape of developing countries, and there is some concern whether donors like the United States can deliver the level of flexibility and variety that countries are demanding. In order to ensure that low-income countries—particularly fragile and conflict-affected states—make progress, the United States and other donors will need to embrace new approaches and instruments to tackle persisting challenges. The report discusses the concept and importance of a demand-driven approach to development. It describes its progress and identifies the main challenges of operationalizing the concept. The paper covers the demand-driven approach from the perspective of the United States, presenting a set of recommendations to create a more effective framework for development partners. The aim of the paper is to spur dialogue across development actors (civil society, NGOs, the private sector, and developed and developing country governments) about the programmatic and policy changes that need to take place to fully adopt the principles of demand-driven development and ultimately drive greater success in development activities.

As the world continues to become interconnected, societies’ expectations for greater access to capital and human resources also continues to grow. Governments, multilateral organizations, the private sector, and the broader academic community are increasingly recognizing the need for high- quality infrastructure in middle- and low-income countries to foster trade and human interconnectivity. The idea that quality infrastructure is indispensable to technology and innovation-driven development is now almost universally leave poor people further behind. While estimates suggest that closing the infrastructure gap will require a worldwide annual infrastructure investment of $4 trillion until 2040, accepted. Additionally, there is a consensus between those in the donor community and in the developing world that accepts the evidence provided by a growing number of studies that infrastructure of subpar quality is a barrier to economic growth.

The CSIS Energy Program assessed the existing academic literature, commissioned new research papers, convened an expert summit, and compiled the findings to produce Energy in America: Energy as a Source of Economic Growth and Social Mobility. This report analyzes the ways energy contributes to the challenges and opportunities facing ordinary Americans, covering the impacts of production, distribution, and consumption of energy products in the United States. The report highlights the new, extra-energy objectives that energy policy is increasingly expected to advance and evaluates their historical efficacy. We conclude that while deliberate U.S. energy policy interventions have hitherto achieved mixed results, there are promising developments and best practices that decisionmakers ought to consider.

12. The State of the Fighting in the Afghan War in Mid-2019

The Afghan War has entered a critical period in which the U.S. is actively seeking a peace settlement with the Taliban, and doing so in spite of the fact that it is negotiating without the full participation of the Afghan government. Peace is a highly uncertain option. There are no official descriptions of the terms of the peace that the Administration is now seeking to negotiate, but media reports indicate that it may be considering a full withdrawal within a year of a ceasefire, and other reports indicate that it is considering a 50% cut in U.S. military personnel even if a peace is not negotiated. As of mid-August 2019, the Taliban has continued to reject any formal peace negotiations with the Afghan government, and has steadily stepped up its military activity and acts of violence while it negotiates with the United States. Terrorist groups like ISIS-K add to the threat, as do the many splits within the Afghani government and political structure. The Taliban has not encouraged further ceasefires, or shown any clear willingness to accept a lasting peace on any terms but its own. It may well see peace negotiations as a means of negotiating a withdrawal of U.S. and other allied forces and a prelude to a peace that it could exploit to win control of Afghanistan. At the same time, major uncertainties also exist regarding continuing support for the war. Some press reports indicate the Administration is seeking a 50% reduction in active U.S. military manpower in country by the end of 2019 or some point in mid-2020 regardless of whether a peace settlement is reached. Some members of Congress have called for major U.S. force cuts and shown only a limited willingness to keep up U.S. support of the Afghan government and forces if peace negotiations do not succeed. Much depends on current trends in the war, and the extent to which the Afghan Government or the Taliban are winning control and influence over the country. Much also depends on the degree to which the Afghan government forces can stand on their own if a peace negotiation leads to the withdrawal of U.S. and Resolute support forces, or if the U.S. makes major further force cuts.

13. Engaging with India’s Electrification Agenda: Powering Assam

Abstract:
Assam is the most populous and economically active of the northeastern states and thus acts as the nexus between the mainland and the northeast. Due to insurgencies and armed conflict spanning several decades, Assam struggled to deliver many basic services to its citizens, including electricity, and failed to attract major industries. Coupled with the state’s unique topography of Himalayan foothills, forests, and a massive floodplain dominated by the mighty Brahmaputra River, infrastructure development in the state has not been easy. However, with the settling of several conflicts, the state is poised to be the economic engine of India’s northeast and take its place as India’s gateway to southeast Asia. To do so, it is focusing on agriculture, led by a thriving tea industry and energy resources—the state accounts for 15 percent of India’s total crude oil and 50 percent of onshore natural gas output. On the power sector side, Assam has increased the share of its population with electricity access from 44.57 percent in 2015 to 100 percent in 2019. An important measure of the health of the state’s electric power sector is aggregate technical and commercial losses (AT&C), which measure line losses from transmission and distribution equipment, power theft, billing and collection inefficiencies, and customers’ inability to pay. Assam’s AT&C losses in 2015 were 24.2 percent. Under the state’s Power for All plan formed with the central government, the state’s utility Assam Power Distribution Corporation Limited (APDCL) would target AT&C losses of 18.15 percent in 2019. As of August 2019, this goal has virtually been met—APDCL’s AT&C losses are currently 18.2 percent. Under the central government’s Ujwal Discom Assurance Yojana (UDAY) scheme, which aims to improve the financial health of the country’s utilities, Assam has a target of 150,000 smart meters for customers with monthly consumption between 200-500 kilowatt-hours (kWh) by December 2019. As of August 2019, the state has deployed 15,567 smart meters for these customers, 10 percent of its goal. The state also had a target to deploy 31,000 smart meters for customers with monthly consumption of over 500 kWh per month by December 2017, but to date has only deployed 11,881 smart meters, 38 percent of its goal. Assam has a target to install 663 megawatts (MW) of solar power in the state to contribute to the central government’s target of 100 gigawatts by 2022. As of May 2019, data from the Ministry of New and Renewable Energy indicate it has installed 22.4 MW, 3.38 percent of its goal.

14. Strategic Directions for the United States International Development Finance Corporation (DFC)

Abstract:
The United States International Development Finance Corporation (DFC) will merge the staff, assets, and liabilities of the Overseas Private Investment Corporation (OPIC) and the U.S. Agency for International Development’s (USAID) Development Credit Authority (DCA). It will seek to catalyze vitally needed private sector investments in low- and lower-middle-income countries through new development finance tools such as local currency loans, first-loss guarantees, and equity investments. However, the DFC is not designed to be simply another development finance institution—in addition to a greater proposed focus on development impact, it is an agency also embedded in the U.S. foreign policy and national security architecture. This report offers concrete and independent ideas on how the DFC can better support U.S. national security interests while also examining the new agency’s limitations. Within this context, the three key U.S. national security challenges that CSIS highlights include a) China’s rising influence in the developing world, b) actions the United States and others can do to further mitigate violent extremism, and c) addressing the root causes of migration.

15. The Art of Summitry

It has recently become fashionable to host a regional summit with African leaders. The Arab states, China, the European Union, France, India, Russia, and Turkey all established high-profile diplomatic forums with African counterparts. Japan has been one of the pacesetters, inviting African governments, as well as multilateral institutions, to attend TICAD since 1993. TICAD’s seventh iteration, which was staged in Yokohama from August 28- 30, 2019, welcomed 42 African presidents, vice presidents, and prime ministers and witnessed the signing of 110 memorandums of understanding (MOUs) with African countries and private-sector companies.1,2 The United States chaired one such event, the U.S.-Africa Leaders Summit, in August 2014. While it represented a milestone in U.S.-African diplomatic engagement, the United States has not attempted anything on the same scale since. In 2016, the U.S. Department of Commerce with Bloomberg Philanthropies chaired a second U.S.-Africa Business Forum. President Trump met with eight sub-Saharan African leaders on the margins of the UN General Assembly in 2017 and separately invited Nigerian president Muhammadu Buhari and Kenyan president Uhuru Kenyatta to the White House in 2018. If the U.S. government decides to resume the U.S.-Africa Leaders Summit, it has the potential to deepen ties between the United States and African counterparts, as well as promote trade and investment and advance signature initiatives.

Some avenues for influence are intuitive, while others require a more detailed understanding of how infrastructure projects are conceived, financed, built, and operated. With an eye toward illuminating current issues, this report draws from examples throughout history and shows how China is updating and exercising tactics used by Western powers during the nineteenth and twentieth centuries. With developing Asia alone requiring $26 trillion in additional infrastructure investment by 2030, these issues, and the strategic implications they carry, are likely to intensify in the coming years.

Abstract:
The fourth industrial revolution is underway, and technological changes will disrupt economic systems, displace workers, concentrate power and wealth, and erode trust in public institutions and the democratic political process. Up until now, the focus has largely been on how technology itself will impact society, with little attention being paid to the role of institutions. The relationship between societies and their institutions is changing, and countries will have to strengthen their capacities to avoid heightened social divisions. They must build resilience through gradual and intentional interventions designed for long-term, sustainable development. It is also essential that institutions work hard to build credibility and use available development tools, such as development finance institutions and foreign aid, to mitigate the risks of disruption. Countries and other stakeholders must pioneer these initiatives to successfully navigate the disruptions stemming from the fourth industrial revolution. The revision of existing models of education, skill development and investment and the integration of different stakeholders into the conversation will be critical in helping institutions play a productive role in rebooting the innovation agenda. This new report, Rebooting the Innovation Agenda, analyzes the need for resilient institution and the role they are expected to play in the fourth industrial revolution.

Speaking at the United Nations General Assembly, President Nana Akufo-Addo of Ghana warned of the repercussions of escalating U.S.-China trade tensions on African nations. Although largely absent from the discourse surrounding the so-called “trade war,” sub-Saharan Africa has suffered from its impacts. Uncertainty hovering over global and African markets has already undermined investor confidence, triggering drops in commodity prices and local currencies. A slowdown in Chinese production and global growth could threaten to throw African markets further off balance. U.S. protectionist measures stand out for their repercussions on African economies and U.S.-Africa relations. Tariff tensions risk indirectly undercutting U.S. goals of promoting African self-reliance, increasing U.S.-Africa trade and investment, and countering China’s expanding influence on the continent.

The U.S. Trade and Development Agency (USTDA) is a small independent federal agency whose mission is to help American “companies create U.S. jobs through the export of U.S. goods and services for priority development projects in emerging economies.” USTDA links American businesses to export opportunities in emerging markets by funding activities such as project preparation and partnership building in sectors including transportation, energy, and telecommunications. Since it was established 25 years ago, the agency has generated a total of $61 billion in U.S. exports and supported over 500,000 American jobs. In connecting American business to such opportunities, USTDA also links American technology’s best practices and ingenuity with U.S. trade and development policy priorities. USTDA is an instrument to enable American-led infrastructure development in emerging economies and, therefore, frequently sees increasing competition from government-backed Chinese firms and the challenge they can pose to American commercial engagement under the flag of One Belt, One Road (OBOR). OBOR is paving the way for Chinese engineering, procurement, and construction companies to prepare and develop infrastructure projects in OBOR countries in a way that favors Chinese standards, thereby exerting significant pressure to select Chinese suppliers. This creates a potentially vicious cycle—the more China builds, the faster their standards become the international norm, and, ultimately, this cycle could foreclose export opportunities for U.S. businesses and harm American competitiveness in global infrastructure development. U.S. exporters are increasingly requesting USTDA intervention at the pivotal, early stages of a project’s development, to compete in markets, such as the OBOR countries, where they frequently face Chinese competition. Of note, 40 percent of USTDA’s activities in 2016 were in OBOR countries across South and Southeast Asia, Central Asia, the Middle East, and Africa. Although there are other agencies that may seem to do work similar to USTDA, there are various aspects that make it a unique agency. This paper provides a brief description of USTDA, its origin and evolution, the impact on the U.S. economy and its proactive collaboration across U.S agencies. Finally, it offers a set of recommendations for USTDA on how to improve its operations and strengthen its role in the developing world.

Social protection programming, such as cash transfers and vouchers provided at the individual or household level, has become increasingly prominent as a tool to combat food insecurity worldwide. Advantages of a social protection approach include the ability to target and reach the most vulnerable segments of society and to provide direct support for basic needs without reliance on complex causal pathways.The U.S. Agency for International Development (USAID) invests relatively little in social protection despite its flagship initiative, Feed the Future, which seeks to mitigate food insecurity and to reduce the prevalence of stunting in 12 countries (formerly in 19). Ghana’s LEAP (Livelihood Empowerment Against Poverty) program represents an exception to the U.S. investment pattern. In partnership with UNICEF, USAID/Ghana has made noteworthy investments in the expansion of the LEAP cash transfer program to add a new eligible group of beneficiaries: pregnant women and children under one year old. The intention to intervene during pregnancy and the first year of life is motivated by a growing understanding that good nutrition during this window is critical to physical and cognitive health and human development outcomes that last a lifetime. This report explores the development of Ghana’s LEAP program since 2008; its current coverage, successes, and challenges; and opportunities for both the government of Ghana and donor partners to spearhead continuous improvements for program outcomes and resource efficiency.

This report describes how the development landscape has changed in recent decades and how the United States has responded to this new environment. It presents some initial recommendations on the next steps that the United States needs to take to better engage in trade and investment with developing countries. This report complements and builds upon prior CSIS publications on the topic. The development landscape has dramatically changed over the past 25 years. A set of countries once considered “poor” or “third world” have become more prosperous, freer, and healthier. These countries seek international economic engagement in the form of infrastructure investments, increased trade, and exchanges in science, technology, and innovation. As countries move up the prosperity ladder, they will need less foreign aid (i.e., official development assistance—ODA) and demand more participation as equal partners in a diversified global economy. The United States has a foreign assistance approach and toolbox that is outdated and has been reactive at best to the changes in the developing world. The United States must think more strategically about how to best engage the developing world, use foreign aid as a catalyst to attract private capital to these countries, and help level the playing field with other foreign players through anti-corruption efforts, procurement training, and trade facilitation. The United States needs an international economic strategy to engage with prospering developing countries as true economic partners. The United States needs to regain its economic leadership in the world. For those countries moving up the development ladder, the “donor-recipient” relationship must transition to a “partnership” approach. The United States needs a new way of engaging the developing world centered on the fundamental question of “what can developing countries and the United States do together?”

As national incomes have risen across diverse countries—along with the burden of noncommunicable diseases—demand has intensified for quality, affordable health services. Many countries today are actively seeking to bring about universal health coverage—ensuring quality health services for all at a price that does not create undue financial pressure for individuals seeking care. The effort has stirred expanded interest and guidance from international organizations such as the World Health Organization and the World Bank, and led to new platforms for developing countries to learn from each other. While universal health coverage will provide new funding and opportunities, including for the private sector, there is a need for dynamic, transparent negotiations among all health constituents, to forge enduring, feasible arrangements that ensure quality services reach all populations and make the best use of scarce health resources. Universal health coverage will remain a work in progress for many countries for many years. It will require grappling with considerable uncertainties and risks. It also has the potential to attract greater attention to health spending, health systems, and improved equity, advances that will benefit human development more broadly.

The Gulf has become a flashpoint for cyber conflict. Cyberspace has become an arena for covert struggle, with the United States, Israel and other nations on one side, and Iran and Russia on the other. Iran has far outpaced the GCC states in developing its cyber capabilities, both for monitoring internal dissent and deploying hackers to disrupt or attack foreign targets. Several such attacks over the past two years were likely either directed or permitted by Iranian state authorities. Even if Iran holds back from offensive actions as nuclear talks progress, the growth in Iranian capabilities remains a potential security threat for other Gulf states. The GCC countries have begun to develop their defensive capabilities, but they will need to expand their defenses and collaborate more effectively to deter future threats.

The link between economic development and state security has been well established but is still too often overlooked. Former secretary of defense Robert Gates argued in support of development efforts as a form of “preventative diplomacy,” preventing the conditions where violent crises occur that may require more aggressive intervention. For example, rising food prices in Egypt have been cited as a major instigator for the protests that overthrew Hosni Mubarak. That does not mean that Mubarak could have stayed in power if only food were more affordable, but higher levels of economic development and the concurrent factors that encourage it could have made the transition more stable and less violent.

Youth comprise a quarter of the world's population, but remain an underutilized source of innovation, energy, and enthusiasm in global efforts to achieve and promote the increased wellbeing of all. As children grow and mature into adults, they make choices that affect not only their own wellbeing, but that of their families, communities, and countries. Youth-inclusive societies are more likely to grow and prosper, while the risks of exclusion include stinted growth, crime, and unrest. Therefore, it is imperative that education and health systems, labor markets, and governments serve their interests and provide the policies, investments, tools, technology, and avenues for participation they need to thrive and succeed. Yet, at a time when policy and investment decisions are increasingly data driven, data on youth development and wellbeing is often fragmented, inconsistent, or nonexistent. Thus, our understanding of how young people are doing in their own right and vis-à-vis their peers elsewhere is limited. As a result, the needs of young people often remain unexposed and marginalized by their complexity.

In his 2013 State of the Union speech, President Barack Obama announced that by the end of 2014 "our war in Afghanistan will be over" and, a month earlier, that "by the end of next year, 2014, the transition will be complete—Afghans will have full responsibility for their security, and this war will come to a responsible end." The military transition, successful or not, is in full swing. Of course the war will not come to an end in 2014, responsible or otherwise. Even if the military drawdown goes as planned, "America's commitment to a unified and sovereign Afghanistan will endure, but the nature of our commitment will change," the president said. On the military side, our enduring commitment will focus on training, equipping, and funding the Afghan National Security Forces (ANSF) and "some counterterrorism efforts that allow us to pursue remnants of al Qaeda and their affiliates," presumably the Taliban. As the United States draws down, so too will the remaining coalition countries of the International Security Assistance Force (ISAF) under North Atlantic Treaty Organization (NATO) command.

The ability of a state to mobilize its own resources to pay for vital social services is at the heart of a well-functioning government. As developing countries have grown wealthier over the past de cade, they have seen a corresponding rise in the amount of domestic revenue available. The numbers are truly staggering: in 2012 developing and emerging economies mobilized $7.7 trillion in domestic resources. Even in sub- Saharan Africa, where the pace of change has been slower, domestic resources topped $530 billion in 2012; official development assistance in contrast totaled approximately $54 billion. Some of this is driven by the commodities boom of the past several years, but much is organic growth that has seen gross domestic product (GDP) rise. These domestic numbers, plus the rapid growth in private capital flows to the developing world, radically change the calculus of development financing.

This study was organized using the Measuring Absorptive Capacity (MAC) framework developed by the authors and introduced in the first volume of the CSIS Managing Absorptive Capacity series. The MAC framework was built to test the possibility that the capacity to absorb foreign aid might not be simply a function of the recipient's implementation capacity or the amount of aid offered. Rather, absorptive capacity might depend at least in part on the design and intent of the intervention itself, which in turn might be a function of the donor's capacity to account for local conditions.

In October 2010, just nine months after an earthquake devastated the capital city of Port-au-Prince and displaced an estimated 1.5 million people, Haiti's Ministry of Public Health and Population reported a cholera outbreak in two of the country's most impoverished regions. It was the first time cholera—a diarrheal disease associated with the consumption of food and water contaminated by feces infected with the bacterium vibrio cholerae—had been identified in the country in at least 100 years. Within a month of the initial report, cholera had spread not only to all regions of Haiti but also to the neighboring Dominican Republic. This report considers opportunities for the United States to enhance its support for improving Haiti's water supply and sanitation services and contributing to the elimination of the transmission of cholera and the reduction of diarrheal disease in the country.

In the past decade, there has been a steep and historic expansion of U.S. health engagement in Africa, principally through the President's Emergency Plan for AIDS Relief (PEPFAR) and the President's Malaria Initiative (PMI). U.S. commitments to global health, of which over 70 percent is directed to Africa, rose from $1.7 billion in FY2001 to $8.9 billion in FY2012.

Somalia marked a milestone in September 2012 with the establishment of a new federal government that has since won the support and recognition of the international community. After more than 20 years of conflict, crisis, and statelessness and 12 years of ineffectual transitional authorities, the Somali federal government (SFG) has been widely welcomed as Somalia's first “post-transition” government. It has been greeted with such a groundswell of optimism that many observers, including British Prime Minister David Cameron, have drawn parallels with the “Arab Spring” that has transformed parts of the Middle East. It is tempting to imagine that Somalia is finally on the path to recovery.

Abstract:
This paper outlines a new tool for policymakers to deploy to encourage private-sector development in developing nations. Specifically it argues that in fragile states there are systemic failures that cause an intermediation gap between sources of capital and entrepreneurs seeking investment. This gap prevents investment by raising transaction costs and exacerbating information asymmetry. We present a case study of this gap as observed in our work in South Sudan. Then we propose a model of investment facilitation that bridges the intermediation gap. The model is based on donor funding of a neutral nongovernment facilitator to identify attractive investment opportunities, link them to capital, and facilitate transactions.
