  • Abstract: The European defense market, though impacted by lethargic economic growth and painful fiscal austerity measures, continues to be a driver in global defense. Five of the fifteen biggest military spenders worldwide in 2013 were European countries, and Europe remains a major market for international arms production and sales. Surges in military spending by Russia, China, and various Middle Eastern countries in recent years has augmented the defense landscape, especially as European countries in aggregate continue to spend less on defense and the United States embarks on a series of deep-striking budget cuts. This report analyzes overall trends in defense spending, troop numbers, collaboration, and the European defense and security industrial base across 37 countries. To remain consistent with previous reports, this briefing utilizes functional NATO categories (Equipment, Personnel, Operations and Maintenance, Infrastructure, and Research and Development) and reports figures in constant 2013 euros unless otherwise noted. Many of the trends identified within the 2012 CSIS European Defense Trends report continued into 2013, namely reductions in topline defense spending, further cuts to R spending, and steadily declining troop numbers. Though total European defense spending decreased from 2001-2013, with an accelerated decline between 2008 and 2010, select countries increased spending2 between 2011 and 2013. Collaboration among European countries has decreased in the R category; however, it has increased in the equipment category – indicating increased investment in collaborative procurement. Defense expenditure as a percentage of total government expenditure has decreased across Europe from 2001-2013 with the exceptions of Albania and Estonia. An updated CSIS European Security, Defense, and Space (ESDS) Index is included within this report and exhibits a shift in geographic revenue origin for leading European defense firms away from North America and Europe and towards other major markets between 2008 and 2013. Finally, a brief analysis of Russian defense spending is included in the final section of this report in order to comprehend more fully the size and scope of the European defense market within the global framework. In 2013, Russia replaced the United Kingdom as the third largest global defense spender, devoting 11.2 percent of total government expenditures to defense. This briefing report concludes with summarized observations concerning trends in European defense from 2001 to 2013. CSIS will continue to follow and evaluate themes in European defense, which will appear in subsequent briefings.

  • Abstract: On February 7, 2014, the 22nd Winter Olympic Games will open in the Russian Black Sea resort of Sochi. Because these games will be the first Olympics hosted by Russia since the dissolution of the Soviet Union, they will be more than a mere athletic competition—they possess a singular symbolic character, important to Russia and particularly to Russian president Vladimir Putin. On the eve of the 119th session of the International Olympic Committee in Guatemala on July 4, 2007, at which the decision on the host city for the 2014 games would be made, Putin was the main Russian lobbyist for the Sochi project.

The current turmoil in Ukraine and near-certain resulting isolation of Russia culminate several years' worth of deteriorating ties. The Edward Snowden mess, disagreements over Syria and Iran, dismay over the eroding human rights environment in Russia, and now Russian annexation of Crimea have led the previously heralded "reset" to an unceremonious end. What are the implications of these and related developments for U.S.-Russia collaboration in medicine and public health?   • Abstract: I have been asked to help set the stage for this conference by looking at the broader issues that can address the issue of A World with No Axis? International Shifts and their Impact on the Gulf. I have spent enough time in the Gulf over the years to know how often people have strong opinions, interesting conspiracy theories, and a tendency to ignore hard numbers and facts. We all suffer from the same problems, but today I'm going to focus as much on f act s and numbers as possible. I'm only going to select only a portion of the key trends and numbers involved in my oral remarks , but I will leave the conference with a much longer paper that lists a fuller range of such data. This paper that will also be on the CSIS web site, along with a series of very detailed papers on the military balance in the Gulf.   • Abstract: It now seems unlikely that the P5+1 countries of the United States, Russia, China, the United Kingdom, France, and Germany can reach a comprehensive agreement with Iran by the end of November. A final agreement remains a possibility, but it seems far more likely that if an agreement is not reached, the negotiations will be extended rather than abandoned all together. The question then arises as to how to judge the outcome of this set of negotiations, be it an actual agreement, an extension, or the collapse of the negotiations.

  • Abstract: The role of nationalism within the Russian public is an under - examined but potentially important aspect of the crisis surrounding Russia's annexation of Crimea and its continuing involvement in eastern and southern regions of Ukraine. As commentators have sought to comprehend President Vladimir Putin's motives, many have asserted or assumed that such actions enjoy tremendous Russian public support. Indeed, public opinion polls from Russia indicate that Putin's popularity soared in the wake of the Crimean annexation and that large majorities have supported the government's policies in Ukraine, sympathizing with the Kremlin's negative portrayals of U.S. motives and actions. However, it is not clear whether this wave of public support is a fleeting "rally around the flag" phenomenon or the result of an organic, deeper tendency toward nationalism and xenophobia in the Russian public.

  • Abstract: The Gulf has become a flashpoint for cyber conflict. Cyberspace has become an arena for covert struggle, with the United States, Israel and other nations on one side, and Iran and Russia on the other. Iran has far outpaced the GCC states in developing its cyber capabilities, both for monitoring internal dissent and deploying hackers to disrupt or attack foreign targets. Several such attacks over the past two years were likely either directed or permitted by Iranian state authorities. Even if Iran holds back from offensive actions as nuclear talks progress, the growth in Iranian capabilities remains a potential security threat for other Gulf states. The GCC countries have begun to develop their defensive capabilities, but they will need to expand their defenses and collaborate more effectively to deter future threats.

  • Abstract: US and Iranian strategic competition is heavily drive by four key factors–the success or failure of sanctions, the im0pact of that competition on the flow of Gulf energy exports, the success or failure of efforts to limit Iran's nuclear options and the broader prospect for arms control, and the prospects for accommodation of regime change. In recent years, the key variable has been ways in which sanctions on Iran have changed US and Iranian competition since the fall of 2011, and helped lead to a tentative set of Iranian agreements with the UN's P5+1--the five permanent members of the UN Security Council, namely United States, Russia, China, United Kingdom, and France, plus Germany--in November 2013.

  • Abstract: Repeated efforts by the Abe government to engage China in high-level dialogue failed to produce a summit meeting. While Tokyo remained firm in its position on the Senkakus, namely that there is no territorial issue that needs to be resolved, Beijing remained equally firm in its position that Japan acknowledge the existence of a dispute as a precondition for talks. In the meantime, Chinese and Japanese patrol ships were in almost daily contact in the Senkaku/Diaoyu Islands region, while issues related to history, Japan's evolving security policy, Okinawa, and the East China Sea continued to roil the relationship. By mid-summer over 90 percent of Japanese and Chinese respondents to a joint public opinion poll held negative views of each other.

  • Abstract: The Sino-Russian strategic partnership was in overdrive during the summer months despite the unbearable, record-setting heat in China and Russia. While the Snowden asylum issue dragged on, “Operation Tomahawk” against Syria appeared to be in countdown mode by late August. In between, the Russian and Chinese militaries conducted two large exercises, which were described as “not targeted against any third party,” a term often used by the US and its allies to describe their exercises. South African President Jacob Zuma suggested that the nascent organization's leadership has ''firmly established BRICS as a credible and constructive grouping in our quest to forge a new paradigm of global relations and cooperation.''   • Abstract: Situated astride one of the world's key strategic crossroads, the “Big Caucasus” is increasingly a region in flux. The August 2008 war among Georgia, Russia, and the separatist regions of South Ossetia and Abkhazia emphasized the fragility of the territorial status quo that took hold in the years immediately following the collapse of the USSR, but which has failed to establish legitimacy among either local populations or the international community. The 2008 war solidified the de facto separation between the Georgian state and its breakaway provinces and put Georgia's NATO accession on indefinite hold—but did not resolve the underlying problems of sovereignty and security that led to the conflict. Similar problems abound across the Big Caucasus. An increasingly authoritarian Azeri government has staked much of its legitimacy on regaining Nagorno-Karabakh. While talks between Baku and Yerevan have made little progress, an arms buildup in the region continues, raising fears of renewed conflict. Meanwhile, Russia's North Caucasus smolders. A nationalist insurgency that began in Chechnya in the early 1990s has spread to neighboring regions and taken on a harder jihadist edge, raising concerns about a possible al Qaeda presence and creating a direct threat to Western interests.

  • Abstract: On November 7, 2011, the Global Health Policy Center of the Center for Strategic and International Studies (CSIS) in Washington, D.C., in partnership with the Fiocruz Center for Global Health (CRIS) in Rio de Janeiro, Brazil, hosted a seminar entitled “New Approaches to Global Health Cooperation.” The event, which took place in Rio de Janeiro, assembled health policy researchers and practitioners from Brazil, Europe, the United States, and sub - Saharan Africa to examine emerging practices in global health co operation. Issues considered included the factors driving greater international engagement on public health challenges, the growing trend of trilateral cooperation, and the role of the BRICS (Brazil, Russia, India, China, and South Africa) and South - South activities in expanding international cooperation on global health. Over the course of the day - long meeting, speakers and audience members examined the reasons for the overall expansion of funding and programming for overseas global health activities durin g the past decade; considered the factors that underpin Brazil's increasing focus on global health as an area of bilateral and multilateral outreach; reviewed the characteristics of successful trilateral cooperation efforts; and debated the future of multi country engagement on health.

  • Abstract: The imminent return of Vladimir Putin to the presidency of the Russian Federation in 2012 raises many questions about the future of Russian foreign and security policy as well as U.S.—Russia relations. To what extent will Putin seek to continue and implement the goals of current President Dmitri Medvedev's modernization program? Will Putin reform the political system in the direction of decentralization of power and pluralism? Will the ''reset'' in U.S.—Russia relations endure? Even with these issues up in the air, the return of Putin as president will not significantly alter the course of Moscow's foreign policy. Some argue that Putin never relinquished authority over foreign policy in the first place, and that may well be true. But even if it is, there are deeper structural reasons involving debates among Russian elites about foreign policy and Russia's place in the world that are more important in explaining why Putin's return will not usher in a significant policy shift

  • Abstract: There are about 22,000 nuclear warheads in the world today.Reducing that number_eventually to zero_is a major element of U.S. President Barack Obama's foreign policy. To date, his administration's progress toward this goal has been modest, even with agreement on a new round of U.S.—Russian cuts with the New START treaty. Nonetheless, opponents of his agenda, particularly in Congress, worry that any further arms control will pitch the United States down a slippery slope toward zero. Simultaneously, supporters increasingly complain that Obama has not been bold enough. Their frustration, which is felt in capitals across the world, risks compromising the willingness of key states to support important U.S. foreign policy objectives, especially those related to nonproliferation.

  • Abstract: There was a brief period during the past four months –16 days to be precise – when it looked like a breakthrough was possible in the longstanding nuclear stalemate with North Korea; then Pyongyang reverted to form. Shortly after pledging to freeze all nuclear and missile tests, Pyongyang announced a satellite launch, pulling the rug out from under Washington (and itself) and business as usual (or unusual) returned to the Peninsula. The announcement also cast a shadow over the second Nuclear Security Summit hosted by Seoul while providing additional rationale for Washington's “pivot” toward Asia.

  • Abstract: By any standard, the first four months were a rough start to the year for both Russia and China. While succession politics gripped first Russia and then China, Moscow and Beijing coordinated closely over the crises beyond their borders (Syria, Iran, and North Korea). Toward the end of April, the Russian and Chinese navies held the largest joint bilateral exercise in seven years, codenamed Maritime Cooperation-2012 (海上联合-2012; Morskoye Vzaimodeystviye-2012), in the Yellow Sea. Meanwhile, China's future premier Li Keqiang traveled to Moscow to meet Russia's future-and-past President Putin in Moscow.

  • Abstract: In early June, Russia's new, and old, President Putin spent three days in Beijing for his first state visit after returning to the Kremlin for his third - term as president; his hosts (Hu and Wen) were in their last few months in office. Some foreign policy issues such as Syria and Iran required immediate attention and coordination between the two large powers. They also tried to make sure that their respective leadership changes in 2012 and beyond would not affect the long - term stability of the bilateral relationship. Putin's stay in Beijing also coincided with the annual SCO Summit on June 6 - 7. As the rotating chair, China worked to elevate the level of cooperation in the regional security group, which is faced with both opportunities and challenges in Central Asia, where strategic fluidity and uncertainty are increasingly affecting the organization's future.

  • Abstract: The demonstrations that were sparked by Mohamed Bouazizi's self-immolation in protest of police corruption in Tunisia in December 2010 spread a contagion of revolutions across North Africa and the Middle East. The revolutionary spirit that spread to the neighboring countries of Egypt, Libya, Syria, Bahrain, Yemen, Morocco, and Jordan, has raised the question of a possible spillover in other regions of the world. The long-term instability in Eurasia as a whole, in Central Asia and the Caucasus in particular, has caused serious concerns about the possibility of rising radical Islamic threats in these regions, as well as the possibility of similar revolutions against the existing regimes. Perceptions and responses to these events in Russia and the United States also bear impact on the "reset" policy between the two nations.

  • Abstract: This study examines the current state of relations among Russia, Estonia, and ethnic Russians living in Estonia. The report pays special attention to the Russian Compatriot Policy, which seeks to codify the relationship of the Russian diaspora to its homeland, and to evaluate its effectiveness as a soft power foreign policy tool in Estonia. Analysis of this policy, as well as an understanding of Estonian domestic policies toward and relationships with the Russian minority within the country, has been conducted based on the results of a comprehensive survey conducted by CSIS in 2009 and 2010. The survey data were generated through interviews with over 3,000 individuals between the ages of 16 and 29, including equal numbers of Russians living in Russia, native Estonians living in Estonia, and ethnic Russians living in Estonia. This research not only helps shed light on the current state of affairs for the Russian minority in Estonia, but also gives clues as to where the situation is heading.

  • Abstract: Tensions on the Korean Peninsula preoccupied both Russia and China as the two Koreas edged toward war at the end of 2010. Unlike 60 years ago when both Beijing and Moscow backed Pyongyang in the bloody three-year war, their efforts focused on keeping the delicate peace. The worsening security situation in Northeast Asia, however, was not China”s only concern as Russia was dancing closer with NATO while its “reset” with the US appeared to have yielded some substance.   • Abstract: China-Russia economic relations were “reset” on New Year's Day 2011 when the 1,000-km Skovorodino-Daqing branch pipeline was officially opened. The pipeline, which took some 15 years from conception to completion, will transport 15 million tons of crude annually for the next 20 years. The low-key ceremony marking the launch of the pipeline at the Chinese border city of Mohe was followed by several rounds of bilateral consultations on diplomatic and strategic issues in January. In March and April, Moscow and Beijing sought to invigorate their “joint ventures” – the Shanghai Cooperation Organization (SCO) and the Brazil, Russia, India, China (BRIC) forum – at a time when both Moscow and Beijing feel the need for more coordination to address several regional and global challenges and crises.

  • Abstract: Berlin's March 2011 abstention on the UN Security Council vote on military intervention in Libya has raised questions about Germany's role in the international system. By abstaining on Security Council Resolution 1973, Germany broke with its Western allies and aligned itself with the four BRIC countries: Brazil, Russia, India, and China. Whether or not the decision signals a weakening of what Germans call the Westbindung, it illustrates the strength of Germany's ongoing reluctance to use military force as a foreign-policy tool even in a multilateral context and to prevent a humanitarian catastrophe. Over the past few years, as the number of German and civilian casualties has increased in Afghanistan, the German public has become more skeptical about the mission of the International Security Assistance Force (ISAF) in particular and about the deployment of German troops abroad in general. Like Germany, other EU member states such as France and the United Kingdom are cutting their defense budgets, but Germany shares few of their aspirations to project power beyond Europe.

  • Abstract: It was, perhaps unfortunately, a picture broadcast round the world. Ditching decorum, Ukraine's protesting parliamentarians hurled eggs, set off smoke-belching flares, poured glue in voting machines, and duked it out (literally) within their legislative chamber on April 27, 2010. At issue was the parliament's ratification of a lease extension for Russia's Black Sea Fleet in the Ukrainian port of Sevastopol, Crimea. The lease was due to expire in 2017, but will now (most likely, although nothing is ever set in stone in Ukrainian politics) continue through 2042. In exchange, Ukraine will receive a roughly 30 percent discount on natural gas imports from Russia, worth up to $40 billion over 10 years. If it works as advertised, Kyiv sold some of its sovereignty for a stronger economy. Given the current economic environment, few dispassionate observers would begrudge Ukraine this singular tradeoff.

Late on the evening of Aug. 30, South Korean President Lee Myung-bak, as part of a mini-reshuffle affecting four Cabinet positions, finally replaced his long-term hard-line unification minister, former academic Hyun In-taek. With Lee's characteristic cronyism, the man nominated to replace Hyun was another of his close advisers – geography professor Yu Woo-ik, once Lee's chief of staff in the Blue House and latterly ROK ambassador to China.

  • Abstract: The summer of 2011 marked two anniversaries for China and Russia. In June, the Shanghai Cooperation Organization (SCO) celebrated its 10th anniversary at the annual SCO Summit in Astana, Kazakhstan. Over the past 10 years, the regional security group has grown fed by its “twin engines” of Russia and China. Immediately following the SCO Summit, President Hu Jintao traveled to Moscow, marking the 10th anniversary of the signing of the Friendship Treaty between Russia and China. There was much to celebrate as Moscow, Beijing, and the SCO have achieved stability, security, and sustained economic development in a world riddled with revolutions, chaos, crises, and another major economic downturn. The two anniversaries were also a time to pause and think about “next steps.” While the SCO is having “growing pains,” China and Russia have elevated their “strategic partnership relations” to a “comprehensive strategic cooperation and partnership.”

  • Abstract: Arms control supporters are impatient with the Obama administration as it completes its third year in office. Neither the strength nor the pace of nuclear policy reform has been to their liking. In retrospect, the credit they gave the administration for the New START treaty with Russia appears somewhat tarnished. Once the U.S. Senate ratified the treaty in December 2010, the obvious next step on the agenda was to push for ratification of the Comprehensive Nuclear Test Ban Treaty (CTBT). But in spite of the promises made by the White House, the prospects for a swift CTBT approval process are grim. The administration traded away all its chips in exchange for New START support, and the political landscape for the rest of President Obama's term appears anything but promising. The road to success requires a new approach.

  • Abstract: The last four months of 2011 were both ordinary and extraordinary for Beijing and Moscow. There was certainly business as usual as top leaders and bureaucrats frequented each other's countries for scheduled meetings. The world around them, however, was riddled with crises and conflicts. Some (Libya and Syria) had seriously undermined their respective interests; others (Iran and North Korea) were potentially more volatile, and even dangerous, for the region and the world. Regardless, 2011 was a year full of anniversaries with symbolic and substantive implications for not only China and Russia, but also much of the rest of the world.

  • Abstract: During the height of the Cold War, the Arctic region was considered a geostrategic and geopolitical playground for the United States and the Soviet Union, as strategic bombers and nuclear submarines crossed over and raced below the polar cap. Following the dissolution of the Soviet Union, the Arctic region significantly diminished in strategic importance to the United States. Twenty years later, senior U.S. military and diplomatic officials have turned their attention once again to the Arctic region but in a far different way than during the Cold War.

Iran is OPEC's second-largest producer and exporter after Saudi Arabia, and is the fourth-largest exporter of crude oil globally after Saudi Arabia, Russia, and Norway. As of January 2009, Iran has an estimated 136.2 billion barrels of proven oil reserves, or roughly 10 percent of the world's total proven petroleum.

  • Abstract: It is my thesis that the national security risk posed by Russian energy policies are only tangentially related to Europe's dependency on Russian energy imports. The primary energy risk to Europe, and especially to the newer EU members, stems from the corrosive effect this dependency has on governance and on transatlantic cooperation. Moscow's divide-and-conquer tactics have successfully prevented greater inter-European cooperation on both economic and security issues. As we shall see, these factors have added to already existing strains in the U.S.-Europe relationship. Further NATO enlargement has been stopped, in part, due to Moscow's energy ties with the wealthier Western European states. It is in the U.S. interest to assist those Eastern and Central European (ECE) states that are highly dependent on Russian energy imports and are most susceptible to imported corruption. Kremlin officials, supported by 60 percent of Russian public opinion, favor reestablishing Soviet-era control or influence over ECE countries. The threat to the sovereignty of these new democracies cannot be dismissed.

  • Abstract: Following the breakup of the Soviet Union and the Warsaw Pact, the leaders of Russia, including then-President Boris Yeltsin, searched for new methods of continuing to exert influence over the former Soviet-controlled region. The Kremlin at first used an energy blockade to the Baltic States in 1990 in an attempt to prevent their breakaway from the Soviet Union. After that failed, it then focused on the growing opposition in the former republics of the Soviet Union and in East Central Europe to its foreign and economic policies, and in particular on demands that Russian military forces withdraw from the newly independent states. The Kremlin leadership quickly recognized that short of military action, its major foreign policy tool was the denial or threat of denial of access to Russia's vast oil and gas resources. The economies of East European and Central Asian countries, and especially their rail and pipeline infrastructures, had been hardwired by Soviet leaders to assure total dependency on Moscow for their raw materials, including oil, gas, coal, and nuclear fuel.

  • Abstract: As Kyrgyzstan plunges into crisis and the threat of a second Afghanistan in Central Asia looms large, the situation in the "Big Caucasus" seems less pressing and thus overshadowed. The worst scenarios predicted by analysts and politicians for the period of the 2008 August war have not been realized. The Russian attempt to "replace the regime" of Mikhail Saakashvili or apply the Georgian pattern in Ukraine, expected by many in the West, has not taken place. Neither have the attempts from the West (the United States, NATO, and others) to "nudge Georgia into a rematch," which were expected in Moscow. Nonetheless, the Caucasus region remains one of the most vulnerable spaces in Eurasia. In the Caucasus, the first precedent of a revision of borders between the former Soviet republics was established. For the first time in Eurasia, and particularly in the Caucasus, partially recognized states have emerged. While their independence is denied by the United Nations, it is recognized by the Russian Federation, a permanent member of the UN Security Council. After the "hot August" of 2008, Moscow demonstrated its willingness to play the role of a revisionist state for the first time since 1991. Russia defines the "Big Caucasus" as the sphere of its vital interests and priorities and consequently pretends to be a key stakeholder for the whole region.

  • Abstract: The last quarter of 2009 proved to be a quiet one for US-Russia relations. Although there were no major bilateral rifts, several issues continue to fester, including the impasse over the Iranian nuclear program. The biggest disappointment, however, may have been the failure to reach an agreement on the replacement for the Strategic Arms Reduction Treaty (START) that expired on Dec. 5. Negotiations are set to resume in January, but end-of-year remarks by Prime Minister Vladimir Putin about the dangers of the US ballistic missile defense system threaten to throw a wrench into the discussions. Meanwhile, the long-awaited East Siberian oil pipeline destined for Asian markets has finally come on line.

  • Abstract: Last quarter we focused on remarks by US President Barack Obama and Secretary of State Hillary Clinton proclaiming that “America is back in Asia,” an obvious dig at real and perceived neglect of Asia by the previous administration. This quarter, both were forced to postpone planned trips to Asia although, in Secretary Clinton's case, not before giving a major Asia policy address in Honolulu. This quarter also ended the same as last, amid hints that Pyongyang really would, at some not too distant point (but not this past quarter), return to six-party deliberations. On a more positive note, it looks like arms control agreements are on the way back, following the announcement that the US and Russia had finally come to terms on a new strategic arms agreement, to be signed by both presidents in April. Speculation about the “changing balance of power” in Asia also continues as a result of China's economic resilience and apparent newfound confidence, although it still seems premature to announce that the Middle Kingdom is back, given the challenges highlighted at this year's National Peoples' Congress. Political normalcy also appears to be a long way from returning to Bangkok where the “red shirts” have once again taken to the street, prompting the government to declare a state of emergency.

  • Abstract: For most of the first quarter, “uneventful” was the best description for bilateral relations between Russia and China. This is especially true when contrasted with the high-profile events in 2009 when bilateral trade declined 31 percent from $56.8 billion to $38.8 billion, Russia sank a Chinese cargo ship in February, the energy “deal of the century” was concluded in April, Moscow's Cherkizov Market was abruptly closed in June, the 60th anniversary of diplomatic relations was celebrated in October, and the China-Central Asian gas line and Russia's Eastern Siberia-Pacific Ocean oil pipeline were opened in December. Only in late March, with the five-day visit by Chinese Vice President Xi Jinping to Russia, was there a return from mutual “hibernation” and an “obsession” with the Obama administration's policies, though for different reasons. Prime Minister Vladimir Putin's invitation was also seen as a “back-to-the-future” effort to size up Xi, who is poised to assume the leadership spot in China by 2012. For Putin, 2012 is also the time to retake the Russian presidency, if he desires to do so.

  • Abstract: Unlike the relatively uneventful first quarter in China-Russia relations, the second quarter was full of confusion, crises, and even conflicts along the peripheries of Russia and China and within the Shanghai Cooperation Organization (SCO). Following the sinking of the ROK Navy corvette Cheonan on March 26, the Korean Peninsula experienced significant tension. On April 6, riots and violence broke out in Kyrgyzstan, leading to the ousting of the Bakiyev government two days later. Both Russia and China joined the US-sponsored UNSC sanctions against Iran, although with differing degrees of reluctance. In the midst of this activity, Moscow cautiously and conspicuously orchestrated a “reset” of its foreign policy with a clear tilt toward Europe and the US. Russia's new round of Zapad-Politik (Westpolitik), eliciting quite a few surprises, if not shocks, for its strategic partner in Beijing.

  • Abstract: The past quarter in inter-Korean relations might be called the morning after the night before. Tensions over the sunken ROK corvette Cheonan by no means disappeared; the less so since North Korea still denied responsibility, while the South smarted at its failure to convince key powers – China and Russia above all – of Pyongyang‟s culpability. The Cheonan incident remains a crime and an obstacle. Yet hopeful signs are emerging that both sides realize they will have to get past this eventually and that they might as well start now. Among various small initiatives, including flood aid, the quarter ended on a hopeful note with an agreement to hold a fresh round of reunions of separated families in late October.
