Abstract:
“The policies of Iran constitute perhaps the single greatest challenge for American security interests in the Middle East, and possibly around the world….” So said Secretary of State Condoleezza Rice in testimony before the House Foreign Affairs Committee on October 24, 2007. What policies did Secretary Rice have in mind? The combination of terrorism, repression at home, and the pursuit of nuclear weapons technology. Opposition comes from former administration officials as well, who are equally convinced that Iran's desire for nuclear weapons is one of the most urgent issues facing the United States today. And in a report released by the U.S. Department of State on April 30, 2009, Iran was characterized as the “most active state sponsor of terrorism” in the world.

The Gulf military balance is dominated by five major factors: The Southern Gulf states, Iran, Iraq, outside powers like the US, and non-state actors like the various elements of Al Qa'ida, the Mahdi militia, and various tribal forces. At present, the Southern Gulf states have large military resources but limited real-world effectivenerss and have made limited progress towards collective and integrated defense.

Prime Minister Maliki is playing power politics with a relatively honest election, not protesting one with serious abuses. Elections, however, are ultimately about two things: Who gains power and who can govern.

Economics are as important to Iraq's stability and political accommodation as security and governance, and they are equally critical to creating a successful strategic partnership between Iraq and the United States. It is far from easy, however, to analyze many of the key factors and trends involved. Iraqi data are weak and sometimes absent. U.S. and Coalition forces generally failed to look in detail at many of Iraq's most serious economic problems, or they issued heavily politicized reports designed to show that Iraqi “reconstruction” had been far more successful than it really was.

The security arena will face the most drastic changes in U.S.-Iraqi strategic relations over the next two years. Iraq must assume all responsibility for its internal and external security once the United States withdraws by December 31, 2011, unless it invokes the terms of the Strategic Agreement to seek additional US aid. Iraq must both deal with its own insurgents and with problems in its relations with neighboring countries like Iran, Syria, and the Gulf states. This makes the continued improvement of all elements of the Iraqi Security Forces (ISF) vital both to Iraq and to the stability of the region, during the period of US withdrawal in 2010-2011 and in the years that follow.

Iran is a member of the Organization of the Petroleum Exporting Countries (OPEC), and ranks among the world's top three holders of both proven oil and natural gas reserves. Iran is OPEC's second-largest producer and exporter after Saudi Arabia, and is the fourth-largest exporter of crude oil globally after Saudi Arabia, Russia, and Norway. As of January 2009, Iran has an estimated 136.2 billion barrels of proven oil reserves, or roughly 10 percent of the world's total proven petroleum.

Although Iraq has made political progress over the past few years it still falls far short of the level of political accommodation it needs to control its ethnic and sectarian divisions, ensure adequate representation for all ethno-religious groups, and create the conditions for effective governance. Despite the success of the national elections in March 2010, when over two thirds of the population defied threats of violence to cast their ballots—with a particularly strong turnout among Sunnis and Kurds—it is still unclear whether Iraq can form a stable ―national coalition government. If Iraq is successful, it will still take years for the new elected and appointed officials to develop the capacity they need to govern effectively.

It is hard to know what is more disturbing — Iran's continued defiance of UN Security Council Resolutions ordering Tehran to cease its uranium enrichment activities and to cooperate with the International Atomic Energy Agency (IAEA), or the tour that North Korea recently gave to U.S. scientists of its new uranium enrichment plant. Policymakers fear that these programs will enable these states to produce more fissile materials for nuclear weapons.

This paper explores three contexts of language in Mahmoud Darwish's poetry. The first is Darwish's performative use of language. The second deals with reading Darwish as a resistance poet. The third is Darwish's death, which I interpret as part of his language. This last point is speculative but of considerable interest in view of the role he assumed as the poetic voice of Palestine.

Abstract:
One of the most significant effects of the Iraq war is Iran's seemingly unprecedented influence and freedom of action in regional affairs, presenting new strategic challenges for the United States and its regional allies. Although Middle Eastern governments and the United States are in general agreement about diagnosing Tehran's activism as the war's most alarming consequence, they disagree on how to respond. The conventional U.S. view suggests that a new Arab consensus has been prompted to neutralize and counter Tehran's rising influence across the region in Gaza, the Gulf, Iraq, and Lebanon. Parallels to Cold War containment are clear. Indeed, whether consciously or unwittingly, U.S. policy has been replicating features of the Cold War model by trying to build a ''moderate'' Sunni Arab front to bolster U.S. efforts to counter Iranian influence. Despite signals that the Obama administration intends to expand U.S. engagement with Iran, the foundations of containment are deeply rooted and engender bipartisan backing from Congress. Even if the Obama administration desires to shift U.S. policy toward Iran, containment policies will be difficult to overturn quickly; if engagement with Iran fails, reliance on containment will only increase.

In early 2005, Kurt M. Campbell, Director of CSIS' International Security Program, accompanied Secretary of Defense Donald Rumsfeld on a trip to Asia. Enroute, the Secretary and several of his close aides expressed an interest in learning more about the future of missile defenses in East Asia and the Subcontinent. Although familiar with the missile defense policies of countries in the region, they were concerned about how those policies were being implemented, whether the various national efforts were complementary or counterproductive, and how those efforts might affect the US approach to missile defense architecture.

The second phase of the Center for Strategic and International Studies' Transatlantic Dialogue on Terror took place against a backdrop of rapid change. When the first conference in this series took place in Berlin in the spring of 2005, scholars and practitioners were still absorbing the details of the previous year's attacks against the Madrid light rail system, the murder of Dutch artist Theo van Gogh and a host of other attacks and foiled plots. Global radicalism continued to be shaped by the deepening insurgency in Iraq, in which radical Islamists from inside and outside that country play a pivotal role. In the months following the Berlin meeting, the bombing of the London Underground, the attacks in Sharm el-Sheikh and Amman, and a stream of revelations about radical Islamist activity from Europe to the Middle East to South Asia and Australia — where a group of conspirators were arrested for plotting an attack against that country's sole nuclear facility — had also to be taken into account.

There is no way to know what strategy Iran will choose in the future, or how the international community will respond. Iran's possible efforts to acquire nuclear weapons are an ongoing test of the entire process of arms control and the ability limit nuclear proliferation. At the same time, they raise critical issues about how Iran might use such weapons and the security of the Gulf region -- an area with more than 60% of the world's proven conventional oil reserves and some 37% of its gas.

There is no simple or reliable way to characterize Iran's ability to acquire weapons of mass destruction and the means to deliver them. Iran is clearly attempting to acquire long-range ballistic missiles and cruise missiles, but it has never indicated that such weapons would have chemical, biological, radiological, or nuclear (CBRN) warheads. Iran has never properly declared its holdings of chemical weapons, and the status of its biological weapons programs is unknown.

Abstract:
It is one thing to have nuclear weapons; it is another to deliver them. This depends on being able to build them small enough to fit current missile warheads or build new missile technology to carry such weapons. In the case of Iran, this depends on knowing the extent of its nuclear technology. For example, if its P-1 or P-2 designs were provided by AQ Khan—the same warhead that was sold to—then it is the Chinese design with 500 kg and 1 m diameter, which can fit Iran's current Shahab-3 missile.

Wartime is scarcely the easiest time for demanding self criticism, but the recent exchanges between the Secretary of State and Secretary of Defense over the mistakes the US did or did not make in Iraq have highlighted the fact that the US must both admit its mistakes and learn from them to win in Iraq and successfully engage in the “long war.” The full chronology of what happened in US planning and operations before, during, and immediately after the fight to drive Saddam Hussein from power is still far from clear. It is now much easier to accuse given US leaders than it is to understand what really happened or assign responsibility with credibility.

The US aid effort in Iraq has not accomplished most of its sectoral goals, and more importantly, has not effectively initiated the reconstruction of the country's economy. After three years of struggle, the expenditure of more than $ 20 billion US aid funds, $ 37 billion Development Fund for Iraq (DFI) - UN accumulated from the oil for food program's revenues and the seizure of bank accounts- and death of thousands of US and other coalition soldiers and tens of thousands of Iraqis, Iraq is producing less oil, has less electricity and less water than it did during the Saddam period. After studying the modern Iraqi economic history as a background, this work analyzes why.
