On December 29, 2014, the US President and Secretary of Defense announced the formal end to Operation Enduring Freedom, its combat mission in Afghanistan, which had begun in the aftermath of the September 11, 2001 attacks. They also stated that the US would begin its follow-on mission, Operation Freedom's Sentinel, at the start of 2015.

352. European Defense Trends: Briefing Update

Abstract:
The European defense market, though impacted by lethargic economic growth and painful fiscal austerity measures, continues to be a driver in global defense. Five of the fifteen biggest military spenders worldwide in 2013 were European countries, and Europe remains a major market for international arms production and sales. Surges in military spending by Russia, China, and various Middle Eastern countries in recent years has augmented the defense landscape, especially as European countries in aggregate continue to spend less on defense and the United States embarks on a series of deep-striking budget cuts. This report analyzes overall trends in defense spending, troop numbers, collaboration, and the European defense and security industrial base across 37 countries. To remain consistent with previous reports, this briefing utilizes functional NATO categories (Equipment, Personnel, Operations and Maintenance, Infrastructure, and Research and Development) and reports figures in constant 2013 euros unless otherwise noted. Many of the trends identified within the 2012 CSIS European Defense Trends report continued into 2013, namely reductions in topline defense spending, further cuts to R spending, and steadily declining troop numbers. Though total European defense spending decreased from 2001-2013, with an accelerated decline between 2008 and 2010, select countries increased spending2 between 2011 and 2013. Collaboration among European countries has decreased in the R category; however, it has increased in the equipment category – indicating increased investment in collaborative procurement. Defense expenditure as a percentage of total government expenditure has decreased across Europe from 2001-2013 with the exceptions of Albania and Estonia. An updated CSIS European Security, Defense, and Space (ESDS) Index is included within this report and exhibits a shift in geographic revenue origin for leading European defense firms away from North America and Europe and towards other major markets between 2008 and 2013. Finally, a brief analysis of Russian defense spending is included in the final section of this report in order to comprehend more fully the size and scope of the European defense market within the global framework. In 2013, Russia replaced the United Kingdom as the third largest global defense spender, devoting 11.2 percent of total government expenditures to defense. This briefing report concludes with summarized observations concerning trends in European defense from 2001 to 2013. CSIS will continue to follow and evaluate themes in European defense, which will appear in subsequent briefings.

353. Institutional Foundations of Federated Defense

While the united states has long acknowledged the value of working with partner nations to address shared security concerns, drawdowns in defense spending have underscored the importance of bilateral and multilateral cooperation to leverage capabilities and investments. the Center for strategic and International studies' multiyear Federated Defense Project aims to inform policymakers about global and regional security architectures and defense capabilities that support the achievement of common security goals, as well as ways to improve defense cooperation among nations to address those goals together. This report on institutional foundations of federated defense recognizes that successful cooperation in a budget-constrained environment often rests on the u.s. ability and willing-ness to provide assistance and/or equipment to partner nations. CSIS project staff drew on a literature review, workshops, and a public event (“the Future of the security Cooperation Enterprise”) to identify key findings in five areas: Priorities/Strategic Guidance: Proponents of federated defense should better articulate priorities. A proactive, interagency component that includes, at a minimum, officials from the Defense Department, State Department, and White House is necessary to effect a cultural shift and combat potential backsliding into unilateral approaches. Foreign Military Sales: In a federated approach, officials should identify capabilities that could most effectively support partner nations' contributions to federated defense. Toward that end, officials should also emphasize the establishment and maintenance of high-demand capabilities over time. other key issues related to potential difficulties in foreign sales include surcharges, overhead costs, and transparency in offsets. Export Controls: study participants noted that recent export control reform efforts have not yet resulted in significant change and have inadequately addressed industry concerns. Moreover, there appears to be a lack of appetite for these reforms in Congress. Technology Security and Foreign Disclosure: Improvements are needed to coordinate and speed technology transfer and foreign disclosure decisions. transparency across stovepipes within the executive branch is critical to create a common vision and objectives for federated defense, which is especially important when working with industry and foreign government partners. Acquisition and Requirements Processes: Within the Department of Defense, there is insufficient consideration of the export value and challenges of systems in early stages of the acquisition and requirements processes. Modifications during late stages of development are often far more expensive than building in exportability earlier. Having examined these key areas, the study team identified and analyzed three over-arching institutional challenges to and opportunities for federated defense. First, study participants remarked upon the lack of sufficient advocacy for federated defense among senior U.S. government officials. A second challenge was the cultural resistance to federated defense; experts noted that significant cultural change, such as that brought about by the Goldwater-Nichols Department of Defense Reorganization Act of 1986 (Pub.L. 99-433), may require top-down direction, years to implement, and decades to be accepted. A third challenge was the need for a perceived or actual budget crisis to drive change. The study team's recommendations resulting from this examination were five-fold. First, U.S. national strategies should address the grand strategy questions that could imperil implementation of a federated approach. Implementation of the u.s. National security strategy could impel a new effort to focus on partner capabilities and areas for sharing the common global security burden, as well as to prioritize interests and activities related to U.S. security cooperation, export controls, and technology security/foreign disclosure. Second, proactive U.S. leaders should articulate a vision, objectives, and priorities for a federated approach to defense. third, the Administration and Congress should work together to ensure completion of legal and regulatory reforms already under way (e.g., on export controls). Fourth, executive and legislative officials—perhaps through an interagency task force that works with committee staffs—should identify additional reforms to streamline or create authorities and to eliminate unhelpful directed spending on capabilities and systems that do not contribute to federated defense. Finally, the Department of Defense should start with incremental steps to create a culture that values federated defense; for example, the Defense Acquisition University and Defense Institute of Security Assistance Management could update coursework to institutionalize knowledge regarding federated approaches. This study made it clear that enduring changes in these five areas—from strategy to culture—are necessary to ensure the success of a federated approach to defense.

Opinion surveys demonstrate that a majority of Americans consider Asia the most important region to U.S. interests and a majority of Asian experts support the Obama administration's goal of a “pivot” or “rebalance” to the Asia-Pacific region.1 Yet doubts have also grown about whether the pivot can be sustained by a president politically weakened by the 2014 midterm results, constrained by budget sequestration, and pulled into crises from Ukraine to Iraq and Iran. On issues from immigration to Cuba policy, the Obama administration and the incoming Republican Congress appear set for confrontation. Yet Asia policy remains largely bipartisan—perhaps the most bipartisan foreign policy issue in Washington. It is therefore critical—and practical— to ask that the White House and the Republican leadership in the Congress chart a common course on policy toward Asia for the next two years. This report outlines concrete areas for action on trade, China, defense, Korea, India, and Southeast Asia.

A trifecta of international gatherings – the Asia Pacific Economic Cooperation (APEC) Leaders Meeting in Beijing, the East Asia Summit (EAS) in Nay Pyi Taw, and the G-20 gathering in Brisbane – had heads of state from around the globe, including US President Barack Obama, flocking to the Asia-Pacific as 2014 was winding to a close. North Korea was not included in these confabs but its leaders (although not the paramount one) were taking their charm offensive almost everywhere else in an (unsuccessful) attempt to block a UN General Assembly resolution condemning Pyongyang's human rights record. More successful was Pyongyang's (alleged) attempt to undermine and embarrass Sony Studios to block the release of a Hollywood film featuring the assassination of Kim Jong Un.

Abstract:
Foreign policy experts have struggled to describe the unusual character of contemporary world politics. Much of the debate revolves around the concept of polarity, which deals with how power is distributed among nations, as experts ask if the United States is still a unipolar power or in decline as new powers emerge. The polarity debate, however, obscures more than it clarifies because the distribution of power does not determine the fate of nations by itself. It leaves out strategic choice and does not predict how the United States would exercise its power or how others would respond to U.S. primacy. World politics can take many paths, not just one, under any particular distribution of power. The most remarkable feature of post-Cold War world politics has not been the much-discussed power accumulation of the United States—although that is indeed noteworthy—but rather the absence of counter- balancing and revisionist behavior by other major powers.

“Germany is Weltmeister ” or world champion, wrote Roger Cohen in his July 2014 New York Times column—and he meant much more than just the immediate euphoria following Germany's first soccer world championship since the summer of unification in 1990. Fifteen years earlier, in the summer of 1999, the Economist magazine's title story depicted Germany as the “Sick Man of the Euro”. Analysis after analysis piled onto the pessimism: supposedly sclerotic, its machines were of high quality but too expensive to sell in a world of multiplying competitors and low-wage manufacturing. Germany seemed a hopeless case, a country stuck in the 20th century with a blocked society that had not adapted to the new world of the 21st century, or worse, a society that was not even adaptable.

Abstract:
The latest war in Gaza—from the beginning of July to the end of August 2014—is over, but both Israelis and Palestinians believe it will not be the last one. Israelis believe they must deter Hamas from conducting additional attacks and keep it weak should a conflict occur. This is an approach that more pro-Western Palestinian leaders and Arab states like Saudi Arabia, fearing the political threat Hamas poses, often quietly applaud. For their part, Hamas leaders remain hostile to Israel and feel politically trapped by the extensive blockade of Gaza—and all the while, Gaza lies in ruins. The combination is explosive. Israeli security analyst Yossi Alpher put it succinctly: “It is increasingly clear that the Gaza war that ended in August will soon produce…another Gaza war.” The Economist also gloomily predicted that “war will probably begin all over again, sooner or later.”

359. The Misunderstood Lessons of Bosnia for Syria

In developing U.S. intervention policy in Kosovo, Iraq, Libya, and most recently Syria, the 1992 to 1995 war in Bosnia and Herzegovina has repeatedly been used as an analogy. For example, John Shattuck, a member of the negotiating team at the Dayton peace talks that ended the war, wrote in September 2013 that for Syria “the best analogy is Bosnia…Dayton was a major achievement of diplomacy backed by force…A negotiated solution to the Syria crisis is possible, but only if diplomacy is backed by force.” Many other analysts and policymakers with experience in the Bosnian conflict—such as Nicholas Burns, the State Department spokesman at the time; Christopher Hill, a member of Richard Holbrooke's negotiating team; and Samantha Power, who began her career as a journalist in Bosnia—also invoked the Bosnian war to urge greater U.S. involvement in Syria. Although the rise of ISIS has significantly altered the conflict over the last year, echoes of the Bosnian conflict remain in Syria: the conflict is a multiparty ethnic civil war, fueled by outside powers, in a region of critical interest to the United States.

U.S. foreign policy is beset by numerous simultaneous crises. In Syria, the Assad regime continues to commit massive human rights abuses, while Islamic State jihadis are seizing territory in Syria and neighboring Iraq. Russia has annexed Crimea and is threatening its neighbors from Ukraine to the Baltics. In Nigeria, Boko Haram is killing students while they sleep and abducting hundreds of young girls to sell into slavery, while the Ebola virus is killing thousands in neighboring West African states. And as if this wasn't enough, in Asia, China is on the march in the South China Sea, North Korea may test another nuclear device, and U.S. allies Japan and South Korea continue to feud over history issues. In light of these challenges, U.S. foreign policy analysts may understandably question the fate of President Obama's signature foreign policy initiative, the `pivot' or `rebalance' to the Asia–Pacific.

As the new Indian government has settled in, what will happen to its relations with Pakistan? While some take comfort in the idea that the strong nationalist credentials of the new Prime Minister could facilitate a peace agreement with Pakistan, others argue that the risk of communal violence created by the Hindutva ideology of the new government could be a potential impediment to better India–Pakistan relations. Something profound seems to have occurred in Chinese foreign policy since the global financial crisis starting in 2007–08. Many have noted an assertive and nationalist Chinese shift, as most dramatically demonstrated in its high-profile global diplomacy to promote its agenda and maritime disputes with its neighbors to defend its “core” interest. But how to characterize the change remains unclear. Even the “assertive” label, an innocuous term in international relations, is contested. More common is the pessimism regarding China and East Asia, as expressed by strategist Robert Kaplan when he said, “The 21st century map of the Pacific Basin, clogged as it is with warships, is like a map of conflict-prone Europe from previous centuries.” Does this signal the start of a wholesale Chinese reversal of a formerly placid, cooperative strategy? Starting in 2009, an increasing number of foreign observers (and many Chinese as well) began to note a shift towards more forceful or “assertive” behavior on the part of Beijing. Among the most frequently cited indications of this trend were: An internal debate among Chinese elites in which some participants advocated edging away from Deng Xiaoping's “hiding and biding” strategy and replacing it with something bolder and more self-confident; A “newly forceful, `triumphalist,' or brash tone in foreign policy pronouncements,” including the more open acknowledgement—and even celebration—of China's increasing power and influence; Stronger reactions, including the threatened use of sanctions and financial leverage, to recurrent irritations in U.S.–China relations such as arms sales to Taiwan and presidential visits with the Dalai Lama; More open and frequent displays of China's growing military capabilities including larger, long-range air and naval exercises, and demonstrating or deploying new weapons systems; A markedly increased willingness to use threats and displays of force on issues relating to the control of the waters, air space, surface features, and resources off China's coasts. As Chinese political, economic, and military power continues to grow at impressive rates, the impact of Chinese external behavior on the region has correspondingly increased. Since 2010, it has become commonplace for observers to refer to Chinese foreign policy behavior as abrasive, muscular, or assertive. However, China's heightened willingness to rely on coercive diplomacy—or the simultaneous use of diplomacy and limited use of force to accomplish one's objectives—began much earlier with the Impeccable incident in March 2009. In this case, five Chinese vessels shadowed and aggressively maneuvered in dangerously close proximity to the U.S. Naval Ship Impeccable. In the following months, commentators predicted that China would moderate its behavior in the face of regional backlash. Instead, instances of Chinese platforms maneuvering in a dangerous and unprofessional manner only became more frequent.

In analyses of China's military modernization, it has become increasingly common to describe China as pursuing a “counter-intervention” strategy in East Asia. Such a strategy aims to push the United States away from China's littoral, forestalling the United States' ability to intervene in a conflict over Taiwan or in disputes in the East and South China Seas. The demand for amphibious capabilities in the Indo-Asia-Pacific region reflects the operational and strategic challenges faced by the U.S. Marine Corps and Australian Defense Forces. Both nations have indicated the importance of deepening their strategic partnership, yet there has been a lack of clarity around the desired outcomes for and priority among the variety of cooperative activities. Recognizing that the demand for amphibious capabilities in the Indo-Asia-Pacific region will likely continue to exceed the current capacity of any one nation, the CSIS International Security Program sought to explore the strategic and operational utility of various models for combined amphibious forces. The study first provides an overview of existing and projected ADF and USMC amphibious capability and capacity. Using data gathered from interviews with U.S. and Australian subject matter experts, the study examines two potential force options along five dimensions: range/duration, responsiveness, scale, breadth, and force protection. These options are evaluated against three mission sets varying in complexity. As the United States continues to face shortfalls in amphibious capacity and as Australia continues to advance its capabilities, this report provides a framework and recommendations through which to align strategic interests and advance a shared vision for combined amphibious operations.

369. U.S. Actions Can Help Keep Global Polio Eradication Strategy on Track

The Global Polio Eradication Initiative (GPEI) in April 2013 unveiled an ambitious six-year strategy aimed at finally ending polio worldwide. The four-pronged approach called for stopping transmission in the remaining polio endemic countries while also eliminating rare but paralyzing vaccine-related polio. It outlined plans to ensure proper laboratory and health facility containment of poliovirus as eradication neared. Lastly, the Polio Eradication & Endgame Strategic Plan 2013–2018 urged countries, donors, and international partners to begin planning for the transition of polio program resources to country heath systems and other health initiatives. The drive to eradicate polio is at a pivotal point. The number of cases is down globally compared to last year. Polio programs in both Nigeria and Pakistan are moving in a positive direction while progress in Afghanistan is holding steady. A successful move to bivalent OPV would greatly reduce the number of polio cases caused by vaccine viruses and set the stage for an eventual worldwide switch to IPV. But extraordinary efforts still are required to reach the endgame strategy’s goals.

371. Theories on Why North Korea Rejects the World

North Korea last week rejected South Korea’s invitation to attend the Seoul Defense Dialogue in September, denigrating the talks as “puerile.” In the same breath, it also rejected a proposal by National Assembly speaker Chung Ui-hwa for a meeting with his northern counterpart to celebrate the 70th anniversary of the liberation of the Korean Peninsula on Aug. 15. If you ask an Obama administration official about America’s “strategic patience” policy of non-dialogue with North Korea, he or she will tell you that the problem is not an unwillingness on the part of the United States to have dialogue. On the contrary, the Obama administration has tried every channel possible, from six-party talks to personal communications to secret trips, to jump-start a dialogue. But the regime in Pyongyang has rejected all of these.

Abstract:
Elites in Tunisia and Jordan stress their need to invest in their human resources, because people are the only resources they have. An array of programs has arisen in both countries to help young people learn life and job skills, find appropriate careers, and launch new businesses. Yet a look at recent and ongoing workforce development efforts in each country reveals that these schemes are intended to produce something fundamentally different in each country. Tunisians are working to overcome the legacies of dictatorship and build a new, more democratic system while simultaneously carrying out economic reforms that aim to alter the state’s role in the economy. Jordanians are trying to alter society and economic incentives within a political status quo where too much change too quickly could threaten the political order, and the government therefore faces compelling reasons both to reform and to keep things as they are. This report examines how similar efforts have evolved in these contrasting contexts

Instability in fragile states is a frequent source of conflict and humanitarian crisis within countries, a driver of displacement and massive refugee flows, and often a threat to the stability and security of neighboring states. Economies in fragile states often underperform, their societies are divided, and their people suffer poor developmental and economic outcomes. Fragile states are home to nearly half the world’s population living in absolute poverty. Over the past year, CSIS held a series of workshops and public meetings examining the challenges of fragility in four states categorized as fragile: Mali, Myanmar, Somalia, and South Sudan. The aim was to examine each of these cases individually and to better understand the opportunities—and limitations—of external intervention. This report offers common themes and recommendations for external engagement in such fragile states.

The Center for Strategic and International Studies (CSIS) hosted its fifth annual South China Sea conference on July 21, 2015. The event garnered more interest and a considerably larger audience—both in CSIS’s at-capacity conference room and online—than its four predecessors. Interest in the conference reflected the wider discussion on the South China Sea among policy communities in Washington and around the Asia Pacific—discussions that have risen to the top of the strategic agenda in many capitals. This report seeks to grapple with the dual policy challenges—one immediate and one long-term—of the South China Sea disputes, and offers recommendations to U.S. policymakers.

The events in Iraq over the last month have shown that any success in Iraq requires both the Iraqi government and the United States to go far beyond the war against ISIS, and makes any partisan debate over who lost Iraq as damaging to U.S. national interests as any other aspect of America’s drift toward partisan extremism. The war against ISIS is a critical U.S. national security interest. It not only threatens to create a major center of terrorism and extremism in a critical part of the Middle East, and one that could spread to threaten the flow of energy exports and the global economy, but could become a major center of international terrorism. It is important to understand, however, that ISIS is only one cause of instability in the region, and only one of the threats caused by spreading sectarian and ethnic violence.

The demand for amphibious capabilities in the Indo-Asia-Pacific region reflects the operational and strategic challenges faced by the U.S. Marine Corps and Australian Defense Forces. Both nations have indicated the importance of deepening their strategic partnership, yet there has been a lack of clarity around the desired outcomes for and priority among the variety of cooperative activities. Recognizing that the demand for amphibious capabilities in the Indo-Asia-Pacific region will likely continue to exceed the current capacity of any one nation, the CSIS International Security Program sought to explore the strategic and operational utility of various models for combined amphibious forces. The study first provides an overview of existing and projected ADF and USMC amphibious capability and capacity. Using data gathered from interviews with U.S. and Australian subject matter experts, the study examines two potential force options along five dimensions: range/duration, responsiveness, scale, breadth, and force protection. These options are evaluated against three mission sets varying in complexity. As the United States continues to face shortfalls in amphibious capacity and as Australia continues to advance its capabilities, this report provides a framework and recommendations through which to align strategic interests and advance a shared vision for combined amphibious operations.

380. U.S. Actions Can Help Keep Global Polio Eradication Strategy on Track

The Global Polio Eradication Initiative (GPEI) in April 2013 unveiled an ambitious six-year strategy aimed at finally ending polio worldwide. The four-pronged approach called for stopping transmission in the remaining polio endemic countries while also eliminating rare but paralyzing vaccine-related polio. It outlined plans to ensure proper laboratory and health facility containment of poliovirus as eradication neared. Lastly, the Polio Eradication & Endgame Strategic Plan 2013–2018 urged countries, donors, and international partners to begin planning for the transition of polio program resources to country heath systems and other health initiatives. The drive to eradicate polio is at a pivotal point. The number of cases is down globally compared to last year. Polio programs in both Nigeria and Pakistan are moving in a positive direction while progress in Afghanistan is holding steady. A successful move to bivalent OPV would greatly reduce the number of polio cases caused by vaccine viruses and set the stage for an eventual worldwide switch to IPV. But extraordinary efforts still are required to reach the endgame strategy’s goals.

North Korea last week rejected South Korea’s invitation to attend the Seoul Defense Dialogue in September, denigrating the talks as “puerile.” In the same breath, it also rejected a proposal by National Assembly speaker Chung Ui-hwa for a meeting with his northern counterpart to celebrate the 70th anniversary of the liberation of the Korean Peninsula on Aug. 15. If you ask an Obama administration official about America’s “strategic patience” policy of non-dialogue with North Korea, he or she will tell you that the problem is not an unwillingness on the part of the United States to have dialogue. On the contrary, the Obama administration has tried every channel possible, from six-party talks to personal communications to secret trips, to jump-start a dialogue. But the regime in Pyongyang has rejected all of these.

China’s emergence as a global economic superpower and as a major regional military power in Asia and the Pacific, has had a major impact on its relations with the United States and its neighbors. China was the driving factor in the new strategy the United States announced in 2012 that called for the U.S. to “rebalance” its forces to Asia-Pacific region. At the same time, China’s actions on its borders, in the East China Sea, and in the South China Sea have shown that China is steadily expanding its geopolitical role in the Pacific, and having a steadily increasing impact on the strategy and military developments in other Asian powers. As a result, the People’s Republic of China (PRC), the United States, and China’s neighbors face a critical need to improve their understanding of how each state in the region is developing its military power, and find ways to avoid the kind of military competition that could lead to rising tension or conflict.

Abstract:
It is unclear that the United States has any current assessments and strategy to deal with either these governance or economic issues. If it does, it has provided no transparency as to what these plans are, and has failed to develop any effective public measures of the effectiveness of its civil aid programs after more than 10 years of effort, and in spite of the fact that the civil dimension of counterinsurgency efforts is at least as important as the military efforts. It is also important to note that World Bank and UN reporting show the same lack of progress in governance, economics, and human development in Pakistan as in Afghanistan.

The United States currently maintains formal diplomatic relations with all but five United Nations member-states. In addition to these five countries, there are states—including Venezuela—with which U.S. relations continue to be strained. In most such relationships, cooperation across societies is challenging, hampered by seemingly insurmountable political differences between governments. When official cooperation at the higher levels of government proves infeasible, it is often in the interest of both countries to pursue alternative, more informal approaches, sometimes referred to as "Track II diplomacy." Such forms of diplomacy allow for exchanges of people and ideas to build confidence between the two sides. Ideally, the modest gains in trust from Track II diplomacy will translate into a broader opening for political rapprochement.

Amphibious ships—the "work horse of the fleet" — are in short supply, and demand for the capabilities they bring to the table shows no sign of abating. Navy and Marine leaders, the Department of Defense, and the Congress are actively engaged in managing the risks that result from this gap in capability, though they are by no means unique to amphibious ships, the Navy, or the joint force more broadly.

Its economic crisis is one of the main sources of its internal tensions, but multiple opportunities exist to improve its economic performance. The Global Polio Eradication Initiative (GPEI), a 26 year, $11 billion drive to eradicate poliovirus worldwide, is one of the largest public health initiatives ever. It is led by national governments together with the World Health Organization (WHO), the United Nations Children's Fund (UNICEF), the U.S. Centers for Disease Control and Prevention (CDC), Rotary International, and the Bill Melinda Gates Foundation. Involving a variety of partners from NGOs to universities and foundations and engaging millions of health workers and volunteers, the GPEI has provided billions of polio vaccine doses around the world. While it recently has faced new outbreaks and international spread of poliovirus, the GPEI has reduced the annual number of polio cases globally by more than 99 percent.

Creating an effective transition for the ANSF is only one of the major challenges that Afghanistan, the US, and Afghanistan's other allies face during 2014 2015 and beyond. The five other key challenges include: Going from an uncertain election to effective leadership and political cohesion and unity. Creating an effective and popular structure governance, with suitable reforms, from the local to central government, reducing corruption to acceptable levels, and making suitable progress in planning, budgeting, and budget execution. Coping with the coming major cuts in outside aid and military spending in Afghanistan, adapting to a largely self-financed economy, developing renewal world economic development plans, carrying out the reforms pledged at the Tokyo Conference, and reducing the many barriers to doing business. Establishing relations with Pakistan and other neighbors that will limit outside pressures and threats, and insurgent sanctuaries on Afghanistan's border. Persuading the US, other donors, NGCO, and nations will to provide advisors to furnish the needed aid effort through at least 2018, and probably well beyond.

The US extended deterrent in Northeast Asia is strong. US alliances with Japan and South Korea are each arguably in the best shape in years, with alliance modernization efforts proceeding in tandem with domestic adjustments to security policy that strengthen the foundation for cooperative action. Policy toward North Korea, historically a wedge between Washington and allied governments in the region, is largely aligned, and serving as a glue rather than a source of discord. This otherwise sunny outlook is darkened by the difficulties in the Seoul-Tokyo relationship. The (from a US perspective) obvious convergence of interests among the three governments is overshadowed by a lengthy and depressingly well-rehearsed list of problems. The second US-ROK-Japan Trilateral Extended Deterrence Dialogue, hosted by Pacific Forum CSIS and the Asan Institute for Policy Studies, with indirect support from the Project on Advanced Systems and Concepts for Countering WMD (PASCC) and the Defense Threat Reduction Agency (DTRA), explored ways to overcome those obstacles to enhanced cooperation. In an attempt to push the envelope, the 43 senior participants from the three countries joined 17 Pacific Forum Young Leaders (all attending in their private capacities) in discussions and a tabletop exercise that was designed to explore reactions to a nuclear contingency on the Korean Peninsula. The results were sobering and underscored the need for increased coordination and planning among the three governments to prepare for such a crisis in Northeast Asia.

As a result of a speech delivered by Republic of Korea (ROK) president Park Geun- hye in Dresden, Germany, on March 28, 2014, the topic of unification of the Korean peninsula has been on the minds of many. This is, of course, not the first time that unification has been in the news. During the Cold War era, unification was defined as the absolute military victory of one side over the other. In Korean, this was known as “songgong t'ongil” or “p'ukch'in t'ongil” (“march north” or “unification by force”). In political science literature influenced by the European experience, it was defined as the perfect integration of the two countries. After the reunification of Germany on October 3, 1990, unification was seen as the economic and political absorption of one side by the other. And yet at other times, it was defined, by both North and South Korea, as the imperfect operation of one country, two systems. For a decade during the period of “sunshine” policy, 1997–2007, unification was defined as something to be avoided for generations. It was framed as an outcome that was too difficult to contemplate, too dangerous to suggest, and too expensive to afford.

I have been asked to help set the stage for this conference by looking at the broader issues that can address the issue of A World with No Axis? International Shifts and their Impact on the Gulf. I have spent enough time in the Gulf over the years to know how often people have strong opinions, interesting conspiracy theories, and a tendency to ignore hard numbers and facts. We all suffer from the same problems, but today I'm going to focus as much on f act s and numbers as possible. I'm only going to select only a portion of the key trends and numbers involved in my oral remarks , but I will leave the conference with a much longer paper that lists a fuller range of such data. This paper that will also be on the CSIS web site, along with a series of very detailed papers on the military balance in the Gulf.
