  • Abstract: Opinion surveys demonstrate that a majority of Americans consider Asia the most important region to U.S. interests and a majority of Asian experts support the Obama administration's goal of a “pivot” or “rebalance” to the Asia-Pacific region.1 Yet doubts have also grown about whether the pivot can be sustained by a president politically weakened by the 2014 midterm results, constrained by budget sequestration, and pulled into crises from Ukraine to Iraq and Iran. On issues from immigration to Cuba policy, the Obama administration and the incoming Republican Congress appear set for confrontation. Yet Asia policy remains largely bipartisan—perhaps the most bipartisan foreign policy issue in Washington. It is therefore critical—and practical— to ask that the White House and the Republican leadership in the Congress chart a common course on policy toward Asia for the next two years. This report outlines concrete areas for action on trade, China, defense, Korea, India, and Southeast Asia.

  • Abstract: Elites in Tunisia and Jordan stress their need to invest in their human resources, because people are the only resources they have. An array of programs has arisen in both countries to help young people learn life and job skills, find appropriate careers, and launch new businesses. Yet a look at recent and ongoing workforce development efforts in each country reveals that these schemes are intended to produce something fundamentally different in each country. Tunisians are working to overcome the legacies of dictatorship and build a new, more democratic system while simultaneously carrying out economic reforms that aim to alter the state’s role in the economy. Jordanians are trying to alter society and economic incentives within a political status quo where too much change too quickly could threaten the political order, and the government therefore faces compelling reasons both to reform and to keep things as they are. This report examines how similar efforts have evolved in these contrasting contexts

  • Abstract: A trifecta of international gatherings – the Asia Pacific Economic Cooperation (APEC) Leaders Meeting in Beijing, the East Asia Summit (EAS) in Nay Pyi Taw, and the G-20 gathering in Brisbane – had heads of state from around the globe, including US President Barack Obama, flocking to the Asia-Pacific as 2014 was winding to a close. North Korea was not included in these confabs but its leaders (although not the paramount one) were taking their charm offensive almost everywhere else in an (unsuccessful) attempt to block a UN General Assembly resolution condemning Pyongyang's human rights record. More successful was Pyongyang's (alleged) attempt to undermine and embarrass Sony Studios to block the release of a Hollywood film featuring the assassination of Kim Jong Un.

  • Abstract: Puerto Rico's economic situation circa 1950 was vastly different than today's. In the 1940s through the first half of the 60s, the island experienced a sustained boom, with annual growth rates on the order of 7 percent; the island was hailed as a model for developing countries. It instituted major reforms in government, economic and social programs, and the health sector. Puerto Rico, in coordination with the U.S. federal government, hosted thousands of observers from around the world who came to Puerto Rico to learn about its successful development model.

  • Abstract: On February 7, 2014, the 22nd Winter Olympic Games will open in the Russian Black Sea resort of Sochi. Because these games will be the first Olympics hosted by Russia since the dissolution of the Soviet Union, they will be more than a mere athletic competition—they possess a singular symbolic character, important to Russia and particularly to Russian president Vladimir Putin. On the eve of the 119th session of the International Olympic Committee in Guatemala on July 4, 2007, at which the decision on the host city for the 2014 games would be made, Putin was the main Russian lobbyist for the Sochi project.

  • Abstract: As national incomes have risen across diverse countries—along with the burden of noncommunicable diseases—demand has intensified for quality, affordable health services. Many countries today are actively seeking to bring about universal health coverage—ensuring quality health services for all at a price that does not create undue financial pressure for individuals seeking care. The effort has stirred expanded interest and guidance from international organizations such as the World Health Organization and the World Bank, and led to new platforms for developing countries to learn from each other. While universal health coverage will provide new funding and opportunities, including for the private sector, there is a need for dynamic, transparent negotiations among all health constituents, to forge enduring, feasible arrangements that ensure quality services reach all populations and make the best use of scarce health resources. Universal health coverage will remain a work in progress for many countries for many years. It will require grappling with considerable uncertainties and risks. It also has the potential to attract greater attention to health spending, health systems, and improved equity, advances that will benefit human development more broadly.

  • Abstract: Africa's changing economic landscape is prompting a shift in how U.S. policymakers view the continent. High growth rates, new technologies, and a rapidly expanding consumer class are driving greater global competition for investment and access to potential export markets, and the United States is recognizing that it will need to step up its game to remain relevant and influential in an increasingly crowded and competitive environment. This will mean placing a stronger emphasis on strengthening trade and investment ties and encouraging U.S. companies to take fuller advantage of expanding opportunities. Playing up these opportunities will not only serve long-term U.S. commercial interests in Africa but will serve U.S. development and diplomatic objectives as well. U.S. investments, done right, can have long-term development impacts in Africa, through technology and knowledge transfer, training, systems development, and partnerships. And a new, more optimistic engagement with Africa's citizens and entrepreneurs will have strong resonance with the continent's up-and-coming generation, creating links based on enduring mutual interest.

  • Abstract: The link between economic development and state security has been well established but is still too often overlooked. Former secretary of defense Robert Gates argued in support of development efforts as a form of “preventative diplomacy,” preventing the conditions where violent crises occur that may require more aggressive intervention. For example, rising food prices in Egypt have been cited as a major instigator for the protests that overthrew Hosni Mubarak. That does not mean that Mubarak could have stayed in power if only food were more affordable, but higher levels of economic development and the concurrent factors that encourage it could have made the transition more stable and less violent.

  • Abstract: Over the last few years, Russia's relationship with the United States has traveled a swift and seemingly deliberate arc from partner to pariah. The current turmoil in Ukraine and near-certain resulting isolation of Russia culminate several years' worth of deteriorating ties. The Edward Snowden mess, disagreements over Syria and Iran, dismay over the eroding human rights environment in Russia, and now Russian annexation of Crimea have led the previously heralded "reset" to an unceremonious end. What are the implications of these and related developments for U.S.-Russia collaboration in medicine and public health? Should avenues of partnership remain open, even in such a frosty political context? Should the international community support Russia's health sector when ample resources exist within Russia itself? Is it even possible anymore?

  • Abstract: Asset quality in India's banks has deteriorated sharply and if not tackled promptly poses a systemic risk to the banking system—and by extension the Indian economy. A high proportion of nonperforming assets (NPAs) steadily erodes the capital base of a bank, impinging on the ability of banks to raise fresh capital and continue lending for investment activities. Indeed, the spillover impact from banking crises to the real economy is all too familiar, evinced by the subprime mortgage crisis in the United States. However, despite this risk, the issue is not garnering sufficient attention outside the banking industry.

  • Abstract: Youth comprise a quarter of the world's population, but remain an underutilized source of innovation, energy, and enthusiasm in global efforts to achieve and promote the increased wellbeing of all. As children grow and mature into adults, they make choices that affect not only their own wellbeing, but that of their families, communities, and countries. Youth-inclusive societies are more likely to grow and prosper, while the risks of exclusion include stinted growth, crime, and unrest. Therefore, it is imperative that education and health systems, labor markets, and governments serve their interests and provide the policies, investments, tools, technology, and avenues for participation they need to thrive and succeed. Yet, at a time when policy and investment decisions are increasingly data driven, data on youth development and wellbeing is often fragmented, inconsistent, or nonexistent. Thus, our understanding of how young people are doing in their own right and vis-à-vis their peers elsewhere is limited. As a result, the needs of young people often remain unexposed and marginalized by their complexity.

  • Abstract: In his 2013 State of the Union speech, President Barack Obama announced that by the end of 2014 "our war in Afghanistan will be over" and, a month earlier, that "by the end of next year, 2014, the transition will be complete—Afghans will have full responsibility for their security, and this war will come to a responsible end." The military transition, successful or not, is in full swing. Of course the war will not come to an end in 2014, responsible or otherwise. Even if the military drawdown goes as planned, "America's commitment to a unified and sovereign Afghanistan will endure, but the nature of our commitment will change," the president said. On the military side, our enduring commitment will focus on training, equipping, and funding the Afghan National Security Forces (ANSF) and "some counterterrorism efforts that allow us to pursue remnants of al Qaeda and their affiliates," presumably the Taliban. As the United States draws down, so too will the remaining coalition countries of the International Security Assistance Force (ISAF) under North Atlantic Treaty Organization (NATO) command.

  • Abstract: It is unclear that the United States has any current assessments and strategy to deal with either these governance or economic issues. If it does, it has provided no transparency as to what these plans are, and has failed to develop any effective public measures of the effectiveness of its civil aid programs after more than 10 years of effort, and in spite of the fact that the civil dimension of counterinsurgency efforts is at least as important as the military efforts. It is also important to note that World Bank and UN reporting show the same lack of progress in governance, economics, and human development in Pakistan as in Afghanistan.

  • Abstract: Relations between the United States and Pakistan have begun to improve after several years of heightened tensions. Yet many challenges remain. Among them is how to improve Pakistan's economy. Its economic crisis is one of the main sources of its internal tensions, but multiple opportunities exist to improve its economic performance. The policy debate in the United States, however, is still dominated by a focus on terrorism and extremism. While Pakistan's stability is a natural concern for the United States, focusing primarily on security issues limits the options for improving stability.

  • Abstract: As a result of a speech delivered by Republic of Korea (ROK) president Park Geun- hye in Dresden, Germany, on March 28, 2014, the topic of unification of the Korean peninsula has been on the minds of many. This is, of course, not the first time that unification has been in the news. During the Cold War era, unification was defined as the absolute military victory of one side over the other. In Korean, this was known as “songgong t'ongil” or “p'ukch'in t'ongil” (“march north” or “unification by force”). In political science literature influenced by the European experience, it was defined as the perfect integration of the two countries. After the reunification of Germany on October 3, 1990, unification was seen as the economic and political absorption of one side by the other. And yet at other times, it was defined, by both North and South Korea, as the imperfect operation of one country, two systems. For a decade during the period of “sunshine” policy, 1997–2007, unification was defined as something to be avoided for generations. It was framed as an outcome that was too difficult to contemplate, too dangerous to suggest, and too expensive to afford.

  • Abstract: Creating an effective transition for the ANSF is only one of the major challenges that Afghanistan, the US, and Afghanistan's other allies face during 2014-2015 and beyond. The five other key challenges include: Going from an uncertain election to effective leadership and political cohesion and unity. Creating an effective and popular structure governance, with suitable reforms, from the local to central government, reducing corruption to acceptable levels, and making suitable progress in planning, budgeting, and budget execution. Coping with the coming major cuts in outside aid and military spending in Afghanistan, adapting to a largely self-financed economy, developing renewal world economic development plans, carrying out the reforms pledged at the Tokyo Conference, and reducing the many barriers to doing business. Establishing relations with Pakistan and other neighbors that will limit outside pressures and threats, and insurgent sanctuaries on Afghanistan's border. Persuading the US, other donors, NGCO, and nations will to provide advisors to furnish the needed aid effort through at least 2018, and probably well beyond.

  • Abstract: Perhaps the worst part of the debate that has led to the shut down of the federal government is its almost total irrelevance. It threaten both the US economy and US national security, but it does even begin to touch upon the forces that shape the rise in entitlements spending or their underlying causes.The Congressional debate does not address the forces that have led to a form of sequestration that focuses on defense as if it were the key cause of the deficit and pressures on the debt ceiling. It does not address the irony that much of defense spending has direct benefits to the US economy and that the spending on foreign wars–the so-called OCO account–dropped from $158.8 billion in FY2011 to some $88.5 billion in FY2013, and is projected to drop to around $37 billion in FY2015. Much of the debate focuses on the Affordable Care Act or "Obama Care"–a program whose balance between federal expenditures and revenues is sufficiently uncertain so the Congressional Budget office can only make limited forecasts, but whose net impact cannot come close to the cost pressures that an aging America and rising national medical costs have put on Federal entitlements in the worst case NDS May actually have a positive impact in the best case.The following briefing provides a range of estimates that addresses the real issues that are shaping the overall pressures that poverty, an aging America, and rising medical costs are putting on the US economy and federal spending. It draws on a range of sources to show how different estimates affect key trends, but focuses on data provide by a neutral arm of the same Congress that has paralyzed the US government and whose action threaten the funding on a viable national security strategy.

  • Abstract: The U.S. government has a permanent reliance on contracts with the private sector for a wide range of services, though the share of federal services contracts has declined slightly in recent years. For the past eight years, the Defense - Industrial Initiatives Group (DIIG) at the Center for Strategic and International Studies (CSIS) has tracked the trends driving the services industry. Overall, this report analyzes the trends for all federal services contract obligations from FY 2000 through FY 2012, the most recent full fiscal year for which reliable data are available from the Federal Procurement Data System (FPDS).   • Abstract: Good governance and the rule of law have long been associated with stable, just, and prosperous societies where people enjoy freedom, security, and rising standards of living. Adam Smith suggested in the eighteenth century that “little else is requisite to carry a state to the highest degree of opulence . . . but peace, easy taxes and a tolerable administration of justice.” Over the centuries, peace and security, sound economic policy and fiscal management, the fair and timely administration of justice, and the delivery of essential services— core elements of good governance— have continued to enjoy broad recognition as important factors for sustainable human progress.

  • Abstract: This paper outlines a new tool for policymakers to deploy to encourage private-sector development in developing nations. Specifically it argues that in fragile states there are systemic failures that cause an intermediation gap between sources of capital and entrepreneurs seeking investment. This gap prevents investment by raising transaction costs and exacerbating information asymmetry. We present a case study of this gap as observed in our work in South Sudan. Then we propose a model of investment facilitation that bridges the intermediation gap. The model is based on donor funding of a neutral nongovernment facilitator to identify attractive investment opportunities, link them to capital, and facilitate transactions.

  • Abstract: Economic integration has been a focus of Asia-Pacific affairs for the last quarter century. To support and strengthen economic ties, governments in the region have pursued an array of integration initiatives, from the Asia-Pacific Economic Cooperation (APEC) forum launched in 1989 to bilateral and regional trade negotiations currently underway. APEC has been the most successful tool of regional trade and investment integration thus far and has the potential to continue bridging differences between various integration efforts in the region. This report, with input from a wide variety of regional and topical experts, posits that developing a common, high-standard policy approach to value chains could pull together the various integration efforts to the substantial economic benefit of the entire region. The report offers eight recommendations for a broad-based APEC initiative building on existing work in the region on supply chains and connectivity.

The fifth annual Strategic and Economic Dialogue (S) was held in Washington on July 10-11, along with the Strategic Security Dialogue (SSD) and the first Cyber Working Group. Cyber security, especially cyber theft, was a prominent and contentious issue, aggravated by the revelations of former NSA contractor Edward Snowden. Maritime disputes in the East and South China Seas were also a source of tension. The bilateral military relationship was a bright spot, with the visit to the US of Chinese Defense Minister Chang Wanquan.

  • Abstract: The Philippines under President Benigno Aquino III has linked its military modernization and overall external defense to the US rebalance. Washington has raised its annual military assistance by two-thirds to $50 million and is providing surplus military equipment. To further cement the relationship, Philippine and US defense officials announced that the two countries would negotiate a new “framework agreement” under the 1951 Mutual Defense Treaty providing for greater access by US forces to Philippine bases and the positioning of equipment at these facilities. Washington is also stepping up participation in ASEAN-based security organizations, sending forces in June to an 18-nation ASEAN Defense Ministers Plus exercise covering military medicine and humanitarian assistance in Brunei. A July visit to Washington by Vietnam's President Truong Tan Sang resulted in a US-Vietnam Comprehensive Partnership, actually seen as a step below the Strategic Partnerships Hanoi has negotiated with several other countries. Myanmar's president came to Washington in May, the first visit by the country's head of state since 1966. An economic agreement was the chief deliverable. While President Obama praised Myanmar's democratic progress, he also expressed concern about increased sectarian violence that the government seems unable (or unwilling) to bring under control.

  • Abstract: China holds clear, coherent, but relatively low-profile positions on Afghanistan. While staying largely with the mainstream of the international community on the issue of Afghanistan, China maintains an independent policy that reflects the peculiarities of Chinese interests, concerns, and priorities in Afghanistan. China has multiple interests in Afghanistan; however, domestic concerns about the security and stability of the largely Muslim region of Xinjiang overwhelm all others. China maintains normal and good relations with the Afghan government, takes active part in the country's economic rebuilding, and provides Afghanistan financial aid and other assistance. China supports the international community in its efforts in Afghanistan, but stays away from direct military involvement. China refrains from criticizing America's involvement in the war in Afghan- istan, but it doubts the war's efficacy, and China refuses to join the American Northern Distribu- tion Network (NDN) to Afghanistan. China dislikes the Taliban because of its close relations with the “East Turkistan” organization—a Uyghur separatist group—but China deals with the Taliban cautiously, trying to avoid direct conflict. China favors an Afghanistan governed by Afghans and hopes that the “Kabul process”—the transition to greater Afghan responsibility and ownership in both security and civilian areas—will have a successful end. At the same time, China also prepares for unexpected outcomes.

The US does need to reshape its national security planning and strategy to do a far better job of allocating resources to meet these threats. It needs to abandon theoretical and conceptual exercises in strategy that do not focus on detailed force plans, manpower plans, procurement plans, and budgets; and use its resources more wisely. The US still dominates world military spending, but it must recognize that maintaining the US economy is a vital national security interest in a world where the growth and development of other nations and regions means that the relative share the US has in the global economy will decline steadily over time, even under the best circumstances. At the same time, US dependence on the security and stability of the global economy will continue to grow indefinitely in the future. Talk of any form of “independence,” including freedom from energy imports, is a dangerous myth. The US cannot maintain and grow its economy without strong military forces and effective diplomatic and aid efforts. US military and national security spending already places a far lower burden on the US economy than during the peaceful periods of the Cold War, and existing spending plans will lower that burden in the future. National security spending is now averaging between 4% and 5% of the GDP -- in spite of the fact the US has been fighting two wars in Iraq and Afghanistan -- versus 6 - 7% during the Cold War.

  • Abstract: Corruption in the Philippines diverts, delays, and distorts economic development, undermines the quality and credibility of democracy, and reduces the quality of life. That is so not just because of its extent but also because it comes in particularly disruptive and intractable forms. Philippine corruption is an example of the Oligarch-and-Clan syndrome—one found in countries offering significant and expanding political and economic opportunities in a setting of very weak institutions, but a pattern shaped by historical, cultural, and geographical influences specific to the country. Oligarch-and-Clan corruption is particularly disruptive, in development terms. Because of institutional weaknesses and the power of corrupt oligarchs and their followings, it often faces ineffective opposition. More than other syndromes it is closely linked to violence, and sharply limits the state's ability to perform such basic functions as revenue collection, maintenance of institutional foundations for the economy, law enforcement, conflict resolution, and dealing with security threats.

  • Abstract: Spending by the Department of Defense (DoD) on services contracts, which range from clerical and administrative work to vehicle maintenance to research and development (R), has been largely neglected by past studies of DoD spending trends. Yet DoD spending on services contract actions amounted to just under $200 billion in 2011, more than 50 percent of total DoD contract spending and nearly a third of the entire DoD budget. Both the executive branch and Congress have implemented policies to improve acquisitions of services, but the impacts of their efforts remain uncertain without a clear, concise analysis of past spending. And the then Undersecretary of Defense for Acquisition, Technology and Logistics, Dr. Ashton Carter, has stated that: “Most of our services acquires, unlike weapons-system acquires, are amateurs… I intend to help them get better at it” (Speech at the Heritage Foundation, April 20, 2011).

  • Abstract: While the promise is still far greater than the reality, strategies and programs built on the positive impact on development from private-sector initiatives in frontier and emerging markets is gaining acceptance and driving change in corporate boardrooms and NGO projects. Multinational corporations (MNCs) engaged in these initiatives represent sectors as diverse as extraction and agriculture, tourism and technology, and pharmaceuticals and electronics. Corporations point to their balance sheets as the motivation for policies, projects, and practices that create businesses, jobs, national and family wealth, and new economic opportunities across the developing world. While these outcomes have long been the goal of international donors and development organizations, it now appears that the private sector may be better prepared to accomplish many of them using their own funds, skills, and practices—and with motivations that are less lofty.

  • Abstract: It is surprisingly difficult to get a meaningful estimate of the total cost of the Afghan conflict, total spending on Afghan forces and total spending on various forms of aid. More data are available on US efforts – which have dominated military and aid spending, but even these data present serious problems in reliability, consistency, and definition. Moreover, it is only since FY2012 that the US provided an integrated request for funding for the war as part of its annual budget request. The data for the period before FY2009 are accurate pictures of the Department of Defense request, but there is only a CRS estimate of total spending the previous years.

  • Abstract: Less than 18 months into its life as an independent nation, South Sudan is facing a desperate struggle for survival. Because the terms of its separation from Sudan were not decided before independence, negotiations have dragged on over issues including borders, security arrangements, and the qualifications for citizenship, diverting attention from the urgent task of development. Most damagingly, the two nations have failed to cooperate on oil production, the mainstay of their economies. Anger over the high price Sudan was demanding to use its pipeline prompted the government of the Republic of South Sudan (GRSS) to shut off oil production entirely in January 2012. Although a compromise was reached in August, implementation stalled until a broader agreement was signed by the two countries in late September. The implications for health development in South Sudan are stark. Even before the oil shutdown, international donors had paid for and delivered most health services. However, talks had been ongoing to transfer to a more sustainable system in which the GRSS assumed more responsibility for the health needs of its citizens. Donors spoke of the importance of moving away from a top-down system centered on emergency relief and primary health care delivery, mainly administered by international nongovernmental organizations (NGOs). Instead, the objective was to move to a new phase focused on developing health systems that would increasingly be managed by South Sudanese themselves. These plans were put on hold by the oil shutdown and the calamitous economic crisis it triggered. Donors feel that South Sudan has regressed in the period since independence, and they apportion a lot of the blame for the dire situation on the government of South Sudan.

  • Abstract: Formed in 2008, the Rural Development Initiative is a five-year, $10 million partnership between CARE, a prominent humanitarian organization, and Cargill, an international producer and marketer of food, agricultural, financial, and industrial products and services. CARE partners with Cargill employees in local communities and along the company's supply chains to improve crop yields, access to markets, and incomes for farmers; enhance the attendance and quality of education programs; and increase access to health care, nutritional programs, and safe drinking water in rural communities. With projects in Ghana, Côte d'Ivoire, Egypt, India, Honduras, Guatemala, and Brazil, the CARE-Cargill partnership seeks to help 100,000 people lift themselves out of poverty by 2013. Through the Rural Development Initiative, CARE and Cargill leverage their respective strengths to improve livelihoods, while at the same time improving Cargill's competitive advantage and fulfilling CARE's mandate.

  • Abstract: Although security is commonly seen as the defining issue in Mexico's upcoming presidential election, the country's economic development ranks a close second in voters' minds. On July 1, despite the pervasiveness of the drug war in the political and social discourse, voters will make their decision based largely on the perceived successes and failures of 12 years of rule by the National Action Party (PAN). This is partly because the three main parties have currently presented minor differences in tackling the security problem and partly because the Mexican economy continues to show such a dramatically uneven development pattern. Of particular importance are continuing high levels of inequality manifested in Mexico's society, a direct result of an economic system that, despite its current vitality, still offers little opportunity for upward mobility for most citizens.

  • Abstract: South Korea and Japan are neighbors that are advanced, technologically sophisticated capitalist economies with capable and well-educated populations, and are fully consolidated liberal democracies. They share an alliance with the US, and generally view themselves as stalwart regional allies. As has been the case for many years, relations between them during the past four months were relatively stable, with increasingly deep economic relations, voluminous cultural flows, and general agreement on a strategy of isolation toward North Korea. They also share a tendency to provoke each other over their shared history and the ownership of several islets that sit between them. When this happens, the media goes into a frenzy, breathlessly reporting the latest incident. But which is reality? Do the historical disputes meaningfully affect their bilateral relations? On the one hand, yes: they could cooperate more closely on issues such as military coordination and a free-trade agreement. On the other hand, no: it's not at all clear that historical issues are holding up cooperation and relations are deeper across a range of issues.

  • Abstract: The summer of 2011 marked two anniversaries for China and Russia. In June, the Shanghai Cooperation Organization (SCO) celebrated its 10th anniversary at the annual SCO Summit in Astana, Kazakhstan. Over the past 10 years, the regional security group has grown fed by its “twin engines” of Russia and China. Immediately following the SCO Summit, President Hu Jintao traveled to Moscow, marking the 10th anniversary of the signing of the Friendship Treaty between Russia and China. There was much to celebrate as Moscow, Beijing, and the SCO have achieved stability, security, and sustained economic development in a world riddled with revolutions, chaos, crises, and another major economic downturn. The two anniversaries were also a time to pause and think about “next steps.” While the SCO is having “growing pains,” China and Russia have elevated their “strategic partnership relations” to a “comprehensive strategic cooperation and partnership.”

  • Abstract: Australia has a close alliance with the US and deep emotional and cultural ties, but the new reality is that the two economies have decoupled. Twice in the past decade the US has gone into recession, but Australia has kept growing; that is a huge change from the 20th-century experience when Australia's fortunes were closely tied to the health of the US economy. Asia now sets Australia's economic temperature, even as the Australian military draws closer to the US through parallel reviews of the posture of their defense forces.

  • Abstract: It is my thesis that the national security risk posed by Russian energy policies are only tangentially related to Europe's dependency on Russian energy imports. The primary energy risk to Europe, and especially to the newer EU members, stems from the corrosive effect this dependency has on governance and on transatlantic cooperation. Moscow's divide-and-conquer tactics have successfully prevented greater inter-European cooperation on both economic and security issues. As we shall see, these factors have added to already existing strains in the U.S.-Europe relationship. Further NATO enlargement has been stopped, in part, due to Moscow's energy ties with the wealthier Western European states. It is in the U.S. interest to assist those Eastern and Central European (ECE) states that are highly dependent on Russian energy imports and are most susceptible to imported corruption. Kremlin officials, supported by 60 percent of Russian public opinion, favor reestablishing Soviet-era control or influence over ECE countries. The threat to the sovereignty of these new democracies cannot be dismissed.

  • Abstract: Following the breakup of the Soviet Union and the Warsaw Pact, the leaders of Russia, including then-President Boris Yeltsin, searched for new methods of continuing to exert influence over the former Soviet-controlled region. The Kremlin at first used an energy blockade to the Baltic States in 1990 in an attempt to prevent their breakaway from the Soviet Union. After that failed, it then focused on the growing opposition in the former republics of the Soviet Union and in East Central Europe to its foreign and economic policies, and in particular on demands that Russian military forces withdraw from the newly independent states. The Kremlin leadership quickly recognized that short of military action, its major foreign policy tool was the denial or threat of denial of access to Russia's vast oil and gas resources. The economies of East European and Central Asian countries, and especially their rail and pipeline infrastructures, had been hardwired by Soviet leaders to assure total dependency on Moscow for their raw materials, including oil, gas, coal, and nuclear fuel.

  • Abstract: After a decade of negotiations revolving around regional monetary cooperation, the Association of Southeast Asian Nations (ASEAN) plus China, Japan, and South Korea (ASEAN+3) finally reached agreement to establish a regional foreign reserve pool in February 2009. The launch of the Chiang Mai Initiative Multilateralization (CMIM) came amid the global financial crisis, when the ASEAN nations hit so hard during the 1997 Asian financial crisis were once again reminded of the utility of a joint policy initiative to ensure regional financial stability.

  • Abstract: President Obama's first-ever trip to China was the main attraction of the fourth quarter. In addition to meeting Chinese leaders, Obama held a town hall-style assembly with Chinese students in Shanghai. The two sides signed a joint statement, the first in 12 years, which highlighted the depth and breadth of the relationship and promised greater cooperation. Nevertheless, the US media mostly faulted the president for not making sufficiently concrete progress on a number of problems. The Copenhagen climate talks garnered much attention in December. As the two largest emitters of CO2, negotiations between China and the US not only occupied the meeting's spotlight, but also ultimately decided its outcome. Trade friction continued to intensify with both countries launching new investigations and imposing duties on several products. The bilateral military relationship took a step forward with the visit to the US by Xu Caihou, vice chairman of China's powerful Central Military Commission.

  • Abstract: The last quarter of 2009 featured high-level Chinese leadership diplomacy with individual Southeast Asian countries, ASEAN, and Asian regional multilateral groups. Salient meetings involved the ASEAN Plus 1 and Asian leadership summits in Thailand in October, a presidential visit to Malaysia and Singapore, including the APEC leaders meeting in Singapore in November, and high-level visits to Australia in late October, and Myanmar and Cambodia in December. Chinese official media commentary showed some concern over recently heightened US and Japanese diplomatic activism in the region. The South China Sea disputes and military tensions along the China-Myanmar border were much less prominent than earlier in the year.

  • Abstract: Taipei and Beijing resumed progress on economic issues by completing the Memorandums of Understanding (MOUs) on cooperation in regulating the financial sector and signing three technical agreements at the fourth round of SEF-ARATS talks. Informal talks concerning an Economic Cooperation Framework Agreement (ECFA) continued but no date for starting formal negotiation has been announced. While the pace of progress is now slow largely because reaching compromises on substantive economic issues has proven to be time-consuming, these agreements further integrate the two economies. Taipei has continued to resist pressure from Beijing to address political issues about which opinion in Taiwan remains deeply divided. Cross-Strait trade has recovered quickly from the precipitous drop a year ago and should surpass its pre-recession peak in December. Slow progress is likely to continue in the coming months.

  • Abstract: The last quarter of 2009 raised hopes for developments in China's relations with both Koreas. Chinese Vice President Xi Jinping received head-of-state treatment during his mid-December visit to South Korea. In Seoul, Xi presented a series of proposals to further the China-ROK strategic cooperative partnership, including pressing for a free trade agreement. President Lee Myung-bak and Premier Wen Jiabao held bilateral talks on Oct. 10 in Beijing on the sidelines of the China-ROK-Japan trilateral summit, which Lee used to promote his “grand bargain” on North Korean denuclearization. There were also several exchanges between China and the DPRK. In early October, Premier Wen led a large delegation to Pyongyang and proposed a comprehensive set of deals with North Korea. As the first Chinese premier to visit Pyongyang in 18 years, Wen was warmly hosted by Kim Jong-il. Following Wen's visit, the director of the United Front Department of the Workers' Party of Korea (WPK) and Pyongyang's official in charge of inter-Korean relations, Kim Yang-gon, made a five-day trip to China. President Hu Jintao reportedly extended a formal invitation to Kim Jong-il to visit China “at a convenient time” at his meeting with Choe Thae-bok, secretary of the WPK Central Committee and one of Kim's closest aides, who led a WPK delegation to Beijing in late October.

  • Abstract: The last month of 2009 was significant for petro-politics on the Eurasian continent. In mid-December, the 1,800 km Turkmenistan-Uzbekistan-Kazakhstan-China natural gas pipeline went into operation. It connects with the 4,500 km West-East trunk line inside China and has an annual capacity of 40 billion cubic meters. Two weeks later, Prime Minister Putin officially commissioned the first section (about 2,700 km from Taishet in eastern Siberia to Skovorodino in the Amur region) of the nearly 5,000 km Eastern Siberia-Pacific-Ocean (ESPO) oil pipeline to the newly built Kozmino oil port near Vladivostok, where the first batch of Siberian crude was being loaded on the 100,000-ton oil tanker Moscow University bound for Hong Kong. Thus, Moscow and Beijing significantly elevated their postures in the global game of energy diversification for both buyers and sellers. Both pipelines were built during the tenure of President-turned-Prime-Minister Putin. His October visit to China resulted in a dozen high-value commercial deals, but also reflected his 10-year legacy in shaping Russian-Chinese relations and their mutual perceptions.

  • Abstract: Last quarter we focused on remarks by US President Barack Obama and Secretary of State Hillary Clinton proclaiming that “America is back in Asia,” an obvious dig at real and perceived neglect of Asia by the previous administration. This quarter, both were forced to postpone planned trips to Asia although, in Secretary Clinton's case, not before giving a major Asia policy address in Honolulu. This quarter also ended the same as last, amid hints that Pyongyang really would, at some not too distant point (but not this past quarter), return to six-party deliberations. On a more positive note, it looks like arms control agreements are on the way back, following the announcement that the US and Russia had finally come to terms on a new strategic arms agreement, to be signed by both presidents in April. Speculation about the “changing balance of power” in Asia also continues as a result of China's economic resilience and apparent newfound confidence, although it still seems premature to announce that the Middle Kingdom is back, given the challenges highlighted at this year's National Peoples' Congress. Political normalcy also appears to be a long way from returning to Bangkok where the “red shirts” have once again taken to the street, prompting the government to declare a state of emergency.

  • Abstract: Prime Minister Hatoyama Yukio moved to implement his domestic policy agenda with an eye toward the Upper House elections this summer but watched his approval rating fall as he and members of his ruling Democratic Party of Japan (DPJ) were beset by political fundraising scandals. The impasse over the relocation of Marine Air Station Futenma continued to dominate the bilateral agenda and alternative proposals put forth by the Hatoyama government failed to advance the discussion. Concerns about barriers to US exports and the restructuring of Japan Post emerged in commentary by the Obama administration and congressional leaders but a joint statement highlighting cooperation on the Asia-Pacific Economic Cooperation forum (APEC) reinforced the economic pillar of the relationship. The Toyota hearings in Congress were covered extensively by media in both countries but did not have an immediate impact on US-Japan relations. However, the recall issue and other developments point to potentially negative perceptions that could cloud official efforts to build a comprehensive framework for the alliance over the course of the year, the 50th anniversary of the 1960 US-Japan Security Treaty.

  • Abstract: After a relatively smooth period in US-China relations through the first year of the Obama administration, the “honeymoon” ended in the first quarter of 2010. The new year brought new frictions and returned to the spotlight many problem areas. The quarter began with an unexpected announcement from an unlikely player in China-US relations: Google, the internet giant, reported extensive hacking of its networks traced back to China and then redirected Google.cn users to its Hong Kong site to evade Chinese censorship. Tensions were further stoked by the administration's notification to Congress of a major weapons sale to Taiwan and President Obama's meeting with the Dalai Lama. Throughout the quarter, economic frictions intensified, particularly over the valuation of China's currency. Despite these numerous difficulties, the quarter closed with the pendulum swinging back toward the center. At the end of March, President Obama and Deputy Secretary of State James Steinberg both reaffirmed the US commitment to a positive relationship with China; Beijing announced that President Hu would attend a major international nuclear security summit in the US in April 2010; and Obama and Hu, in a friendly phone call, renewed their determination to sustain healthy and stable ties.

  • Abstract: The interaction between economic negotiations and Taiwan domestic politics will dominate cross-Strait relations this year. Formal negotiation of an Economic Cooperation Framework Agreement (ECFA) began in January and both sides now talk hopefully of completing the negotiations by June. On Taiwan, recent election losses make timely conclusion of the ECFA on terms welcomed by Taiwan voters important for President Ma Ying-jeou and the Kuomintang (KMT) party's political fortunes. The announcement of a US arms sales package in January was welcomed by Ma, but predictably created tensions in US-China relations – tensions that raise the stakes when the Obama administration considers Taiwan's request for F-16 C/D aircraft.

  • Abstract: China reaffirmed its traditional friendship with a revamped leadership in Pyongyang that emerged from the historic Workers' Party of Korea (WPK) conference that re-elected Kim Jong-il as party and state leader. Kim Jong-il visited Northeast China, holding his second summit with President Hu Jintao this year. Immediately after Pyongyang's party conference, Secretary of the WPK Central Committee Choe Tae-bok led a senior party delegation to Beijing to brief President Hu and other officials. Meanwhile, China-ROK relations remain strained following the March 26 Cheonan incident, marking the lowest point in bilateral relations since diplomatic normalization in 1992. The third China-ROK high-level strategic dialogue was held in Beijing. China and South Korea also held their first preliminary round of free trade agreement talks. Beijing promoted resumption of the Six-Party Talks, sending Special Representative for Korean Peninsula Affairs Wu Dawei to meet counterparts in Pyongyang and Seoul.

  • Abstract: The quarter started well. The Kan government, emphasizing efforts to strengthen economic ties with China, appointed Niwa Uchiro, former president of the trading giant Itochu Corp., as Japan‟s new ambassador to China. Talks to implement the June 2008 agreement on joint development of the East China Sea began in Tokyo in late July. Prime Minister Kan and all Cabinet members refrained from visiting Yasukuni Shrine on Aug. 15. In early September, Japan began the destruction of chemical weapons left behind in China by the Imperial Army at the end of the war. The quarter, however, ended in controversy. Sparked by the Sept. 7 incident in which a Chinese fishing boat operating near the Senkaku Islands collided with two Japanese Coast Guard ships, relations quickly spiraled downward. The Japanese Coast Guard detained the captain and crew setting off a diplomatic row that led to the Japanese ambassador being called in for a midnight demarche as well as the personal involvement of Premier Wen Jiabao before Japanese prosecutors released the ship's captain on Sept. 24. China's call for compensation and an apology went unanswered as of the end of the quarter.

  • Abstract: While natural gas can play a critical role during the transition to a secure, low-carbon economy, there are both climate and energy security risks associated with a dramatic shift to natural gas. This paper explores the current role of natural gas in the United States' energy mix, reasons that climate change and energy security policies might increase demand for natural gas, and the implications of such a shift. It concludes with several recommendations for policymakers looking to craft a rational role for natural gas in the U.S. energy sector.

  • Abstract: In this age of globalization, nations rise and fall in the world markets day and night. Europe, Germany in particular, may at first have indulged in a certain amount of schadenfreude to observe the abrupt fall from grace of the U.S. financial system. But not for long. As of November 2008, the euro zone is officially in a recession that continues to deepen. Germany's government was compelled to enact a 50 billion euro fiscal stimulus package. The Japanese economy, though perhaps among the least susceptible to the vagaries of the European and U.S. economies, followed soon after, with analysts fearing that the downturn could prove deeper and longer than originally anticipated. The U.S.—Europe—Japan triad, representing the world's three largest economies, is in simultaneous recession for the first time in the post-World War II era. China, meanwhile, is suddenly seeing its 30-year economic dynamism lose steam, with its mighty export machine not just stalling but actually slipping into reverse.

  • Abstract: How can we make sense of where the United States is in Afghanistan today? A poor country, wracked by 30 years of civil war, finds itself at the mercy of insurgents, terrorists, and narco-traffickers. NATO's economy-of-force operation there has attempted to help build a nation with very few resources. Yet, overall levels of violence remain relatively modest by comparison with other violent lands such as the Congo, Iraq, and even Mexico. Economic growth is significant and certain quality of life indicators are improving, though from a very low base. The United States is committed to Afghanistan and over the course of 2009 will roughly double its troop strength there. The international community is also seriously committed, with a number of key countries such as Canada, the Netherlands, and the United Kingdom fighting hard and applying solid principles of counterinsurgency.

  • Abstract: Three warships sailed through the Straits of Malacca in December last year, en route to a milestone in recent Chinese military history. Joining the United Nations-backed international naval force in the Gulf of Aden, China sought to protect its global economic interests with military power for the first time. It is not, however, Beijing's only step toward a more proactive security policy beyond the Strait of Taiwan. China is gradually paving the way for a more prominent presence as a global military player by strategizing, training, and modernizing its military hardware.

  • Abstract: Economic sanctions have long been the national security tool of choice when neither diplomacy nor military force proves effective or possible. This tool of statecraft has become even more important to coerce and constrain the behavior of non-state networks and recalcitrant, rogue regimes which often appear beyond the reach of classic U.S. power or influence. The challenge is often how to use power to affect the interests of regimes that are likely immune to broad effects of sanctions on their populations.

  • Abstract: Tremendous forces are eroding the institutional foundations of world politics. Economic power is moving to developing countries (particularly in Asia), transnational security threats from nuclear proliferation to climate change are emerging, and influential malevolent as well as benign non-state actors compete with sovereign states for global influence. Despite these tectonic changes, the superstructure of global cooperation has barely moved. The world thus makes do with creaky institutions that reflect a world that no longer exists_with growing risks to global stability and prosperity.

  • Abstract: The U.S. and China held the 5th Strategic Economic Dialogue and the 6th Senior Dialogue this quarter. The global financial crisis was a focal point of discussion in both dialogues, as well as in the meeting between Presidents Bush and Hu Jintao on the sidelines of APEC in Lima, Peru. Beijing responded to the announced U.S. sale of $6.5 billion in arms to Taiwan by suspending bilateral military exchanges between the U.S. and China and talks on nonproliferation. China's internal debate about the international structure of power and the status of the U.S. was revived as the two prepared to celebrate the 30th anniversary of the establishment of diplomatic ties.

  • Abstract: As documented in this chapter during the last quarter (and over the last several years), U.S.-Russian relations have deteriorated to post-Cold War lows. Given the number of distractions over the last few months, relations stabilized somewhat in that the usual number of caustic barbs hurled across the oceans was limited. The leaders of the two nations are increasingly preoccupied with finding solutions to the economic ills affecting their respective nations and the entire world. As the Obama administration comes to office there seems to be a determination to reestablish a working relationship with the Kremlin, something that was obviously lacking during the August crisis when Russian troops invaded Georgia. President-elect Obama and future Cabinet members – as well as members of Congress – have publicly stated the need to recalibrate relations with Russia, starting with arms control.

  • Abstract: Asian commentators who asserted that China and its neighbors could ride out the economic crisis in U.S. and Western financial markets appeared in retreat during the quarter as the impact of the financial turmoil and recession in America and Europe began to have a major effect on China and the region's trade, manufacturing, currency values, and broader economic stability. The hope that China could sustain stable growth independent of the U.S. and Europe and thereby provide an engine of growth for export-oriented Southeast Asian countries was dented by Chinese trade figures that nosedived in November, especially Chinese imports, which fell by 18 percent. The financial crisis also dominated the discussion at the ASEM summit in October. Meanwhile, China continued to pursue infrastructure development projects with its neighbors to the south, resolved the land boundary dispute with Vietnam, and signed a free trade agreement with Singapore. Talk of a planned Chinese aircraft carrier caused some controversy, but on the whole assessments of China's rise were notably more balanced than in the past.

  • Abstract: Beijing and Taipei continued to work cooperatively through various dialogue channels to improve cross-Strait relations. The focus this quarter was on the first ever visit by a “designated representative” of the Chinese government to Taiwan – the visit of ARATS Chairman Chen Yunlin in November, when four agreements were signed. This process is gradually establishing a degree of trust in this long-troubled relationship. However, a vocal opposition minority in Taiwan disrupted the Chen visit and forced President Ma Ying-jeou to make adjustments. Despite the progress, there is still no evidence that Beijing has taken any steps to reduce its military threat directed at Taiwan. President Hu's new six-point statement and Taipei's initial reaction to it highlight the continuing gap between their positions. The global economic crisis is confronting the relationship with new challenges, the scope of which is not yet clear. Internationally, Taiwan's desire for participation in the WHO will be a test of this evolving relationship next spring.

  • Abstract: The year ended fairly quietly in Japan-Korea relations with no major events marking the last few months of 2008. Japan-North Korea relations remained stagnant and Japan-South Korea relations essentially ignored the Dokdo/Takeshima dispute, instead focusing on dealing with the widening global economic crisis. The biggest diplomatic event was the successful trilateral summit in December among China, Korea, and Japan, which may set the stage for further diplomatic movement. Whether 2009 will bring dramatic progress on these issues remains to be seen, but with new leaders in Japan and South Korea entering their first full years of rule, the continued concerns about the health of North Korea's leader, and a new U.S. president, the new year holds the possibility for progress on at least some of these issues.
