Abstract:
The religious sphere in Rural Damascus Governorate is poised to become a political battleground as both the regime and the exiled opposition seek to court a new rising group of religious leaders. The uprising in Syria, which began in 2011 and is ongoing, has altered the Sunni Muslim religious landscape of the capital, Damascus, beyond recognition. Ironically, both the regime and the Islamic opposition have achieved an important goal: The regime has fashioned, and asserted control over, a religious establishment previously made up of disparate and competing fiefdoms. Meanwhile, long fractious Damascene religious institutes and individuals, now forced into exile, have united within a single opposition organization, the Syrian Islamic Council (SIC).

The sultan of Oman traveled to Germany to receive medical care in July 2014. His prolonged stay since then has revived concerns across Omani society about the future of the country without the “father of the nation.” A taped, four-minute television address in early November by Sultan Qaboos bin Said Al Said—who looked emaciated and expressed regret that he was unable to return home for National Day celebrations later in the month—failed to silence rumors of cancer that have been circulating in the Gulf since he left the country. The anxiety about the health of the seventy-four-year-old ruler, who has no designated heir, came as the supposed “sleepy sultanate,” long thought to be a model of stability, was affected by the winds of protest blowing across the region. In 2011 and 2012, the sultanate of Oman experienced its widest popular protests since the 1970s and the end of the Dhofar war, in which the southern region rose up against Qaboos's father, who then ruled the country.

Dealt a difficult hand when Hosni Mubarak was ousted from the presidency, Egyptian Salafists have skillfully navigated the transition. Their entry into the political marketplace marked a historic shift toward a new political Salafism and sheds light on whether an Islamist movement can integrate into pluralistic modern politics. The ouster of Mohamed Morsi by a popularly backed military coup in 2013, however, dealt a debilitating blow to the Islamist project—and left deep cleavages within the Salafist movement.

Turkey's ruling Justice and Development Party (AKP) has witnessed economic success and launched major reforms, in particular writing a new constitution, negotiating with the Kurdistan Workers' Party, passing four judicial reform packages, and installing an ombudsman. In sharp contrast, the AKP's exclusive reliance on its election victories for legitimacy and increasingly authoritarian practices in the fields of freedom of cultural expression and coexistence of different lifestyles are at odds with its stated objective of establishing an advanced democracy. Popular discontent with these practices and unending restrictions on media freedom resulted in major protests in May and June 2013.

Islamists have become an important political force in Mauritania since formal Islamist associations first emerged in the 1970s. Islamist activism has contributed to the ongoing Islamization of Mauritanian society, as is evident from the proliferation of mosques and Islamic associations in the capital, Nouakchott, and elsewhere. In the 1990s, political liberalization allowed Islamists to participate in elections as independents, and since its legalization in 2007, Tewassoul, the strongest Islamist party in Mauritania today, has become a significant minority voice in the country's politics and has built ties with Islamists elsewhere in the Arab world. These moderate Islamists who participate in elections hold different beliefs and goals from Mauritania's jihadist fringe. Overall, Mauritanian Islamism does not currently pose a threat to the United States. The mainstream of the movement appears committed to democracy and, even so, is unlikely to take power. Islamist parties like Tewassoul have never captured a large share of the vote in elections, and moderate Islamist leaders have explicitly rejected using violence to take over the state. Indeed, the United States may even find an upside to the Islamists' rise: Mainstream Islamist leaders publicly condemn the Muslim terrorist group Al-Qaeda in the Islamic Maghreb (AQIM), which the Mauritanian government has been combating since 2005.

Islamist parties have gained newfound political power across the Arab world. Four parties in particular—Tunisia's Ennahda, Egypt's Freedom and Justice Party, Morocco's Justice and Development Party, and Jordan's Islamic Action Front—have either made a strong showing at the ballot box or are expected to in upcoming elections. Their successes have dredged up fears about their political and social ambitions, with worries ranging from the enforcement of sharia law to the implications for Western tourists on these countries' beaches. The withdrawal of international forces from Afghanistan will leave the country worse than it was before 2001 in some respects. There is no clear plan for the future. Washington will progressively lose its influence over Kabul, and drone operations in Pakistan are not a credible way to fight jihadist groups on the Afghanistan-Pakistan border. The situation will only worsen after 2014, when most U.S. troops are out of the country and aid going to the Afghan government steeply declines.

As expected, Egypt's first parliamentary election after the overthrow of longtime leader Hosni Mubarak confirmed the popularity and organizational strength of the Muslim Brotherhood and Freedom and Justice Party, which won 77 of the 156 parliamentary seats contested in the first electoral round. Surprisingly, it also revealed the unexpected strength of the Salafi alliance, dominated by the al-Nour party, which secured 33 seats. Much to the discomfort of secular Egyptians and Western governments, Islamist parties now dominate the Egyptian political scene.

For most of the past decade, the Brotherhood has expanded its political role, increasing from 17 to 88 members of Egypt's 620-member People's Assembly. Its success has brought increasing repression from the government. A range of measures have limited the Brotherhood's effective-ness in the People's Assembly, preventing it from forming a political party. This environment has led the movement to prioritize internal solidarity over parliamentary activities and refocus efforts on its traditional educational, religious, and social agenda. While the Brotherhood is unlikely to renounce politics altogether, the movement's center of gravity is shifting toward those who regard it as distracting, divisive, and even self-defeating.

Al-Qaeda in the Islamic Maghreb, established in January 2007, is the latest in a long line of Algerian jihadi groups. Like many terrorist organizations, AQIM enjoys global media exposure on activist Internet sites, but unlike other al-Qaeda franchises, it has managed to maintain its indigenous leadership. The group has become known for fearsome suicide attacks, which were previously unheard of in Algeria, but has failed to incorporate the jihadi outfits from neighboring Morocco and Tunisia. AQIM has therefore focused on the northern Sahara, carving out safe havens and threatening weak government forces, first in Mauritania, and now increasingly in Mali.

Since the Middle East peace conferences in Madrid (1991) and Washington (1991–1993), Europeans have gradually stepped up their political involvement in the Middle East. While Europeans have had strong trade and cultural relations with their neighboring region for decades, they have, in parallel with the Middle East peace process and the development of European Union (EU) foreign policy instruments, moved to assert their political interests more forcefully. These policies have largely been motivated by geographic proximity and geopolitical considerations—chiefly, the fear of security threats emanating from Europe's neighborhood (a spillover of conflict in the form of terrorism, organized crime, migration, and the proliferation of weapons of mass destruction), Israel's security, and access to energy resources. The implicit assumption has been that these different European interests can best be reconciled in an environment where there is peace between Israel and its neighbors (and therefore no contradiction between good relations between the EU and Israel and good relations between the EU and the wider, resource-rich region) and where the people of the Mediterranean and the Middle East find decent living conditions in their countries. As a consequence, Europeans have first focused their efforts on the realization of a two-state solution to the Israeli–Palestinian confl ict, which they consider to be the core of the region's instability. They have, second, aimed at supporting comprehensive peace between Israel and its neighbors. And they have, third, sought to provide an environment conducive to peace in the region as well as to deflect what were (and still are) perceived as security risks emanating from the region.

The international effort to achieve a two-state solution to the Israeli–Palestinian conflict has come to a dead end, at least for the present. Things can—and might well—get worse unless the United States and other outside actors couple a realistic view of the present with a serious effort to push for a more promising future. The first step in a new diplomatic approach must be to establish a cease-fire that builds on the common interest of both Israel and Hamas to avoid fighting in the short term. A new cease-fire should be clear and perhaps even written; mediators (whether Arab or European) must be willing to make an agreement more attractive to both sides to sustain (Hamas can be enticed by some opening of the border with Egypt; Israel will demand serious efforts against the supply of arms to Hamas). The second step must be an armistice that would offer each side what they crave for the present—Israel would get quiet and a limit on arms to Hamas; Palestinians would get open borders, a freeze on settlements, and an opportunity to rebuild their shattered institutions. Such an armistice must go beyond a one-year cease-fire to become something sustainable for at least five to ten years. Finally, the calm provided by the armistice must be used to rebuild Palestinian institutions and force Palestinians and Israelis to confront rather than avoid the choices before them.

Despite the repression of radical Islamist movements since 1992 and the promulgation of a National Reconciliation law in 1999 aimed at encouraging the repentance of jihadi fighters, Algeria is still subject to regular terrorist attacks. Rather than follow the 1990s model of Islamist parties that believed in politics, expressed themselves within the system, discussed the concept of democracy, and had the goal of building an Islamic State, the radical anti-state rhetoric in Algeria today finds its expression in movements that do not believe in working within the political system. These movements are Salafist in nature and include Jihadi Salafism, personified by the recently formed al-Qaeda in the Islamic Maghreb (AQMI), and Da'wa Salafism, inspired by Saudi Wahhabism. These apolitical or anti-political Salafi trends are the result of the marginaliza-tion of political Salafists, mainly during the 1990s. They reveal the failure of participationist strategies among the moderate Islamist parties and their difficulties in mobilizing their base, a growing depoliticization among the new young Islamist generation, and the urgent need to reinvent pluralistic politics in a post-conflict Algeria.

In September 2007, the Muslim Brotherhood in Egypt released its first political party platform draft. Among the heavily criticized clauses was one that denied women (and Copts) the right to be head of state. “Duties and responsibilities assumed by the head of state, such as army commanding, are in contradiction with the socially acceptable roles for women,” the draft stated. In previous Brotherhood documents there was no specific mention of the position of head of state; rather, they declared that women were allowed to occupy all posts except for al-imama alkubra, the position of caliph, which is the equivalent of a head of state in modern times. Many were surprised that despite several progressive moves the Brotherhood had made in previous years to empower women, it ruled out women's right to the country's top position.

Sunni Islamist movements are gradually emerging as a significant part of Lebanon's power scene. The Lebanese army's three-month military campaign against one such movement, Fateh al-Islam, in the Nahr al-Bared Palestinian refugee camp in North Lebanon, which ended in early September, triggered a fierce debate about these groups and their political and social agendas. Until recently, Islamist arguments did not resonate with the majority of Lebanon's Sunni Muslims. However, turbulent events and an incoming tide of public opinion following the wars in Afghanistan and Iraq, the assassination of former prime minister Rafi q al-Hariri in February 2005, a rising tide of sectarianism across the region, and the Israeli war against Hizbollah and Lebanon in July 2006 have all given Islamists a framework for advancing their agenda among Lebanon's Sunna. They are no longer an irrelevant political force.

The primary objective of this strategy is to engage and combat an ideology that the Saudi government asserts is based on corrupted and deviant interpretations of Islam. The impetus for this soft approach came in large part from the recognition that violent extremism cannot be combated through tradition security measures alone. This Saudi strategy is composed of three interconnected programs aimed at prevention, rehabilitation, and postrelease care (PRAC). Although only in operation for the past four years, the Saudi strategy—especially the rehabilitation and counter-radicalization programs—has generated very positive and very intriguing results. To date, recidivist and rearrest rates are extremely low, at approximately 1 to 2 percent. Similar programs designed to demobilize violent extremists and their supporters are increasing in popularity, with a number of countries adopting comparable counter-radicalization programs. Algeria, Egypt, Jordan, Yemen, Singapore, Indonesia, and Malaysia have all established rehabilitation and engagement programs, as has the U.S. military through Task Force 134 in Iraq. Women are beginning to play a bigger role in shaping the politics of Islamist political movements in the Middle East. Mounting evidence suggests that women activists have made important inroads in Islamist movements by creating strong women's branches and pushing for broader political participation and representation in the upper echelons of the entire movements. Although women in these movements deny that they are embracing a Western-style feminist agenda and remain instead quite concerned with the preservation of Islamist values, most display dissatisfaction at being relegated to the women's branches of their respective movements. They want to be seen as potential leaders, not just as dedicated organizational foot soldiers, and in many countries they are pushing the leadership of their movements for change. To some extent the women's demand for greater recognition of the importance of their role in the service of the Islamist cause is also translating into activism in the cause of women's rights and equality more generally, just as it has with women activists in other political movements elsewhere in the world.

The year 2007 will be crucial for the future of democracy in Pakistan. If the election schedule announced by Parliamentary Affairs Minister Sher Afghan Niazi is followed, presidential elections will be held in the fall and the general and provincial elections will be held on January 30, 2008. All these elections will be carefully scrutinized by many in the United States and elsewhere, not least because they will include, among other political forces, a coalition of religious political parties, the Muttahida Majlis-e-Amal (MMA). Many commentators in the West believe that the Pakistani regime will portray the elections as a contest between Islamists represented by the MMA and the enlightened moderation of President Pervez Musharraf and the Pakistan Army. However, the reality is that the Islamic forces will not be a defining factor. They are a dependent variable whose power is largely determined by the army. The only real questions are whether the army's tactics for manipulating the 2007–2008 elections will differ from those used in 2002 and what role the Islamic parties will play in the process.

In today's Arab world, Islamists have assumed the role once played by national liberation movements and leftist parties. They are the mass movements of the twenty-first century. They are well embedded in the social fabric, understand the importance of good organization, and are thus able to mobilize considerable constituencies. Their ideology prescribes a simple solution to the persistent crises of contemporary Arab societies—a return to the fundamentals, or true spirit, of Islam. Indeed, “Islam is the solution” has been the longtime slogan of Egypt's Muslim Brotherhood. Like all successful movements, Islamists have been able to distill a long, complex philosophical tradition into simple slogans that have quickly supplanted the Pan-Arabism and socialism that dominated the region until the 1970s. As a result, in most countries Islamists represent the only viable opposition forces to existing undemocratic regimes.

MUCH HAS BEEN WRITTEN in recent years about Islam and politics, Islam and democracy, and Islam's compatibility with the requirements of modernity. These debates cannot be settled conclusively by referring to the holy texts, because such texts lend themselves to conflicting interpretations. This paper, therefore, takes a different approach. Using Egypt as a case study, it focuses not on the relationship between Islam and politics in the abstract, but on the relationship between religious authority and political authority as it unfolds in practice. It outlines the motivations, interests, strategies, and agendas of the institutions that represent and speak for Islam and those that represent the state and act in its name.
