1. Rethinking the EU’s Approach to Women’s Rights in Iran

After the death of twenty-two-year-old Mahsa (Jina) Amini in the custody of Iran’s morality police on September 16, 2022, protests quickly spread throughout the country under the slogan of “Woman, Life, Freedom.” Amini’s death galvanized a movement that connects women’s individual freedom to choose their dress code to the systemic social, political, and economic grievances of a larger population that is demanding fundamental change. In claiming the realization of their basic rights, Iranians are revolting against a system that not only oppresses women and peaceful dissent but also continues to fail to meet citizens’ needs. This fight, which has attracted global solidarity, highlights the core message that when women’s rights are marginalized to nonexistence, human rights for all are at risk. The protests have taken place amid mounting repression of organized peaceful activism, a continuing deterioration of Iranians’ basic rights, and a host of economic ills, including rising inequality, increasing poverty, worsening living conditions, skyrocketing food prices, raging inflation, and rising unemployment. Three years of the coronavirus pandemic as well as decades-long comprehensive economic and financial sanctions have gravely added to the socioeconomic calamity. On top of this economic insecurity, precarious and perilous working conditions had already sparked increasing protests in Iran in recent years, resulting in the government’s harsh crackdown on human rights activists and civil society as well as further infringements on rights, including internet shutdowns, even before current events. Repression and the deterioration of Iran’s socioeconomic conditions have aggravated the situation for women in particular. Especially in recent years leading up to the current protests, this trend has hindered Iranian women’s ability to mobilize, protest, and achieve the full realization of their rights. Those who experience intersecting discrimination because of their minority background or social status are impacted even more if they live in rural areas, which are less developed than urban ones, or in areas on Iran’s border, which the state views predominantly through a security lens. The international response to Iran’s very poor human rights record and current protests, however, has lacked a holistic approach that considers women’s key role as agents of change and encompasses civil and political as well as social and economic rights as integral components of women’s rights. In fact, women’s rights and gender equality are not only goals in themselves but also enable the realization of fundamental rights of other marginalized groups, such as children and minorities. Moreover, women’s rights and gender equality are the strongest indicators of and preconditions for sustainable and peaceful societies, both internally and externally. Yet, the European Union’s (EU’s) current approach to Iran does not account for this reality. Over the past years, the EU’s policy toward the country has focused on negotiations to revive the Joint Comprehensive Plan of Action (JCPOA) after Washington’s withdrawal from the deal in 2018. The current situation in Iran urgently highlights the need for a policy framework that responds to the government’s repression and gross human rights violations and, equally, considers the disastrous socioeconomic situation in the country, which is a key obstacle to the public’s ability to organize to realize its rights. Given the importance of economic precarity and socioeconomic inequality in the current revolt, the EU should adopt policies that can support the protesters’ rights and demands in the short term while considering a revised long-term approach centered on empowering Iranians in their efforts to create long-lasting democratic change.

Abstract:
To get the transatlantic relationship back and on track and to ensure that it will remain relevant in the future, the United States and the European Union should prioritize putting forward concrete ideas and taking actionable steps on climate and energy, democracy and human rights, and digital technology issues. While the election of Joe Biden to the U.S. presidency presents an opening to restore the transatlantic relationship after Donald Trump, the real question facing U.S. and European officials is whether they can successfully manage to advance a new transatlantic agenda for the coming decade. Three pivotal areas where cooperation has fallen short in recent years but where there is now significant potential to do more are climate and energy, democracy and human rights, and digital technology issues. Representing the most pressing challenges our societies are facing in the twenty-first century, progress in these three areas could also help rebuild trust and promote cooperation in other policy areas. To get the transatlantic relationship back and on track and to ensure that it will remain relevant in the future, the United States and the European Union should therefore prioritize putting forward concrete ideas and taking actionable steps in each of these areas over the coming four years.

Abstract:
Following the annexation of Crimea in March 2014, the Russian public has embraced an increasingly conservative and nationalistic ideology. Any repudiation of this ideology, let alone the transformation of the country as a whole, will only happen if demand for change from the bottom coincides with a desire for modernization from the top. The new social contract demands that the Russian people surrender their freedom in return for Crimea and a sense of national pride. It seizes on changes that have already occurred in the minds of many Russians. The new ideology is based on a deliberate recycling of archaic forms of mass consciousness, a phenomenon that can be termed the sanctification of unfreedom. Confined to a besieged fortress, surrounded by external enemies, and faced with a domestic fifth column, the people of Russia have begun to experience Stockholm syndrome and have thrown their support behind the commander of the fortress, President Vladimir Putin. They have adopted his logic and even defended his interests, believing that they are members of his team. Freedom of expression has been significantly curtailed through a system of bans and strict forms of punishment, including criminal prosecution, which have both didactic and deterrent components. Pressure on democratic media outlets has also increased drastically. Ideology in Russia is a mass product that is easy to absorb; it is legitimized by constant references to the past, glorious traditions, and occasionally fictional historical events.

4. Reviving the OSCE: European Security and the Ukraine Crisis

Abstract:
After years at the margins of international diplomacy, the Organization for Security and Cooperation in Europe (OSCE) has suddenly regained political relevance because of the Ukraine crisis that began in 2014. The organization turned out to be the most appropriate framework to manage the crisis and prevent further escalation. To continue to play a useful role in resolving this issue and in easing tensions between Russia and the West, the OSCE needs to adjust its way of working and strengthen its toolbox. As the relationship between Russia and the West deteriorated at the end of the 1990s, the OSCE’s role declined. The organization’s arms control regime eroded, its debates on human rights relapsed into ideological confrontation, and its work on promoting economic cooperation never got off the ground. The Ukraine crisis has revived the organization. While political crisis management has been left mainly to a few capitals working with the parties to the conflict, the OSCE’s monitoring mission in Ukraine has become an essential factor of stability. Violence has not stopped, however, and the mission’s work remains hampered by insufficient cooperation from the parties. The OSCE has also assumed an important role in facilitating negotiations on implementing the Minsk agreement, which contains a road map for a political settlement. Authoritarianism under military auspices has been reimposed in Egypt since mid-2013. The state has outlawed protests, strikes, and sit-ins in the public sphere and has subjected public spaces and private media to tight surveillance. It also has mounted repression of the independent labor movement. When taken together, these factors suggest that the labor movement is likely to wane in the near future. Whether this will last over the long term remains uncertain.

Many countries are interested in the Transatlantic Trade and Investment Partnership (TTIP) that Brussels and Washington are negotiating. But the United States and the European Union (EU) began talks without devising a way to involve their main trade partners. This approach, understandable given the complexity of the negotiations, could produce a bilateral agreement that is difficult to multilateralize. To influence the negotiations, third countries interested in eventually joining TTIP should pursue an agenda centered on the accession mechanism, the elimination of nontariff barriers, and dispute settlement.

Turkey's ruling Justice and Development Party (AKP) has witnessed economic success and launched major reforms, in particular writing a new constitution, negotiating with the Kurdistan Workers' Party, passing four judicial reform packages, and installing an ombudsman. In sharp contrast, the AKP's exclusive reliance on its election victories for legitimacy and increasingly authoritarian practices in the fields of freedom of cultural expression and coexistence of different lifestyles are at odds with its stated objective of establishing an advanced democracy. Popular discontent with these practices and unending restrictions on media freedom resulted in major protests in May and June 2013.

The purpose of the present report is to analyze the intelligence agencies' role in Pakistan's political life through a better understanding of the agencies' objectives and mechanisms. Because Pakistan's civilian governments have been victims of the agencies' manipulation in the past, the new and very fragile government cannot ignore the decisive role of the intelligence agencies in Pakistani politics if it wants to counter the direct and more subtle manifestations of military control. The domestic political role of intelligence agencies is always a combination of three elements: militarization, comprehensive political surveillance, and state terror. The intensity and relative importance of each component varies over time and according to the specific situations in each country, but all three are always present. Terror as it applies to individuals or groups can be carried out by proxies and is intermittent, but it remains an essential element of the system. An intelligence agency's reputation for ruthlessness is often as important as its actual efficiency.

This paper has its origins in the observation that government responses to the global financial crisis are as much political phenomena as they are economic. The current global financial crisis, among its many consequences, has on a very high level shaken up the world political order. And while the crisis is international in origin—its roots lie in the breadth and the degree of the dispersal of risk associated with mortgagebacked securities, as well as the growing imbalance in international capital flows—its resolution is necessarily being carried out first and foremost on a domestic level. This is not least of all because, in the decade since the Asian financial crises, states have begun to play a dramatically increased role in international finance in relation to both multilateral financial institutions such as the IMF and traditional private actors. In an age where global economic ties are integral to domestic economies and where states themselves are becoming some of the biggest players in international capital markets, a state's global financial standing will more than ever determine its political clout on the world stage. With states acting as market makers, lenders of last resort, and regulators of last resort, the key to understanding the future of individual states in the global economic order can be found only by analyzing states' domestic and foreign policy decisions within the context of the specific constraints facing those states at home and abroad.

In today's Arab world, Islamists have assumed the role once played by national liberation movements and leftist parties. They are the mass movements of the twenty-first century. They are well embedded in the social fabric, understand the importance of good organization, and are thus able to mobilize considerable constituencies. Their ideology prescribes a simple solution to the persistent crises of contemporary Arab societies—a return to the fundamentals, or true spirit, of Islam. Indeed, “Islam is the solution” has been the longtime slogan of Egypt's Muslim Brotherhood. Like all successful movements, Islamists have been able to distill a long, complex philosophical tradition into simple slogans that have quickly supplanted the Pan-Arabism and socialism that dominated the region until the 1970s. As a result, in most countries Islamists represent the only viable opposition forces to existing undemocratic regimes.
