  • Abstract: The relationship between the European Union (EU) and Asia is in flux. The EU intensified its economic ties to Asia and boosted its security cooperation in the region in 2011 and 2012. But new challenges, including the crises in Ukraine and the Middle East, have made it difficult to sustain this incipient momentum. There are a number of steps that EU and Asian governments can and should take to continue to strengthen their relations.

  • Abstract: After years at the margins of international diplomacy, the Organization for Security and Cooperation in Europe (OSCE) has suddenly regained political relevance because of the Ukraine crisis that began in 2014. The organization turned out to be the most appropriate framework to manage the crisis and prevent further escalation. To continue to play a useful role in resolving this issue and in easing tensions between Russia and the West, the OSCE needs to adjust its way of working and strengthen its toolbox. As the relationship between Russia and the West deteriorated at the end of the 1990s, the OSCE’s role declined. The organization’s arms control regime eroded, its debates on human rights relapsed into ideological confrontation, and its work on promoting economic cooperation never got off the ground. The Ukraine crisis has revived the organization. While political crisis management has been left mainly to a few capitals working with the parties to the conflict, the OSCE’s monitoring mission in Ukraine has become an essential factor of stability. Violence has not stopped, however, and the mission’s work remains hampered by insufficient cooperation from the parties. The OSCE has also assumed an important role in facilitating negotiations on implementing the Minsk agreement, which contains a road map for a political settlement.   • Abstract: Even though tensions over Ukraine will inevitably cast a shadow over the bilateral relationship, Russia and Turkey—a NATO member—continue to share a range of important interests. Indeed, there are a number of areas in which the two can work together in their common neighborhood, which stretches from the South Caucasus and the Levant to Central Asia and Afghanistan. A high-level working group on Russian-Turkish regional cooperation has sketched a forward-looking approach for Russia and Turkey in tackling regional challenges.

  • Abstract: Turkey's vote against additional UN Security Council sanctions on Iran this year was viewed by many observers as a sign that Turkey is drifting away from the West. In reality, Ankara's relationship with the United States and the EU is much more complicated. Turkey's ambitious foreign policy and growing influence present the West with an opportunity to demand that Turkey play a more constructive role in the international community.

  • Abstract: Although the idea of a “League of Democracies” usefully reflects the urgent need to rebuild the legitimacy of U.S. democracy promotion, it is a problematic idea. It rests on the false assumption that democracies share sufficient common interests to work effectively together in a large group on a wide range of global issues. Such a league could aggravate rather than alleviate global sensitivities about the close association between U.S. democracy promotion and the U.S. global security agenda. The next U.S. president should opt instead for more flexible, case-by-case partnerships to fit specific issues and contexts.

  • Abstract: Russia's recent foreign policy has taken on a combative tone and adopted a revisionist content. Moscow today speaks its mind publicly and freely, and makes clear it no longer wants to be bound by accords concluded when Russia was weak. However, while the Kremlin is clear about what it does not like or want, it has yet to articulate a positive international agenda. In fact, Russia faces a number of fundamental foreign policy choices that cannot be explained by a reference to sheer pragmatism or the show of newly regained power. In dealing with Russia at this stage, the West needs to reach beyond the binary formula of integration or isolation and focus instead on the national interests.

  • Abstract: The ongoing conflict in and around Chechnya is helping to feed the wider international jihadi movement, and is endangering the West as well as Russia. The next “soft target” of North Caucasian terrorism could be a Western one. Mutual recriminations over the conflict have badly damaged relations between Russia and the West. While most of the blame for this lies with Russian policies, the Western approach to the issue has often been unhelpful and irresponsible. Denunciations of Russian behavior have not been matched by a real understanding of the Chechen conflict or a real commitment to help.

  • Abstract: With luck, Iran's acquisition of nuclear weapons could be delayed through a combination of Iranian technical difficulties, U.S. military action, and European diplomacy. However, neither delay nor regime change would remove the causes of proliferation pressures in Iran. Iran needs to be assured that the U.S. will respect its autonomy if it ceases nuclear weapons development, while Iran's neighbors need to be reassured that Tehran will respect their interests. Arab governments are reluctant to join in a regional security dialogue in part because of Washington's double standard regarding Israel's nuclear arsenal and treatment of Palestinians. To mobilize all of the international actors opposing Iranian nuclear development, the U.S. must recognize that Iranian proliferation, Persian Gulf security, the U.S. role in the Middle East, Israel's nuclear status, and Palestinian-Israeli relations are all linked and cannot be resolved without a more balanced U.S. stance.

  • Abstract: U.S. president George W. Bush and Russian president Vladimir Putin have an important opportunity at their upcoming meeting to reach key agreements, remove major irritants in U.S.–Russian relations, and initiate a genuine partnership less burdened by Cold War legacies. In Europe last summer and in the United States last November, the two leaders established personal chemistry and trust—but the meetings lacked substance. Although Putin's leadership position will not be made or broken on his foreign policies, this time it will be important for his pro-Western orientation to produce a concrete payoff for Russia. As for President Bush, if the summit fails to produce results, then his vaunted Russia policy will be seen to be drifting. Thus both men require real outcomes such as a signed, legally binding nuclear arms reduction agreement and a new institutional relationship with the North Atlantic Treaty Organization (NATO). Perhaps just as important, however, Putin and Bush each must explain to his own country why this partnership is important and what are its key elements.
