1. Engaging the Pacific Islands is no longer about the why, but about the how

Over the past year, US and European engagement in the South Pacific has noticeably accelerated. Wooing these islands away from Chinese influence is clearly a priority but there are many dimensions to this. The “Blue Pacific” is more than a consortium of scattered islands. They see themselves as large ocean states, which collectively make up the second-largest Exclusive Economic Zone in the world. While they are important as we game out Taiwan scenarios, the peoples of the South Pacific want their region to remain immune from “great-power games.” This calls for a subtle Transatlantic strategy emphasizing partnership. This report acknowledges the mistakes of past engagement strategies, which didn’t approach the region as a coherent whole, lacked sustained and continuous effort, and always came second to other priorities in the Indo-Pacific region.

The Department of Defense (DoD) will soon kick off the drafting of its cyber strategy and cyber posture review to align US cyber capabilities and operating concepts with the foreign policy objectives of the Joseph Biden-Kamala Harris administration. Given that the administration describes China as the “pacing threat,” debates over the best use of cyber operations and campaigns will likely be framed by US-China interaction in day-to-day competition, and by a potential militarized crisis and war over the status of Taiwan. This essay focuses on how cyber operations employed during militarized crises are likely to impact escalation management. Policymakers may be attracted to the idea that cyber operations could serve as de-escalatory offramps in a crisis. Such expectations should be tempered, if not completely set aside, for two reasons. First, there is no experience with cyber operations employed during a militarized crisis between two nuclear-armed peers. Absent direct experience, all one can rely on is academic research. Yet, secondly, deductive and empirical academic research provides no basis for confidence that cyber operations are either de-escalatory or non-escalatory in the context of militarized crises.

3. THE DAY AFTER: Anticipating trouble in the event of a US withdrawal from Syria

With approximately nine hundred troops in northeastern and southeastern Syria, the United States ostensibly aims to prevent the reemergence of the Islamic State group (IS). The withdrawal of US forces from Afghanistan, initiated by the Trump administration and completed by the Biden administration, was followed by the rapid collapse of the pro-Western government of Afghanistan and its replacement by the Taliban. This has led to questions about what will happen if and when US forces withdraw from northeastern Syria. A new issue brief by Atlantic Council’s Senior Fellow Jomana Qaddour examines the social, political, and economic implications and the challenges to US presence in Syria. While the US military presence remains limited in number, this report also underscores how aggregate US influence is much more potent than a force number of nine hundred suggests. US troop presence has enhanced counterterrorism operations, obstructed IS and Iranian smuggling routes, and facilitated humanitarian aid and economic benefits to a population in Syria that would be languishing under even more dire conditions. It can be argued that it has also limited local violence and halted a resurgence of public IS activities. According to the most recent Syria policy review, US presence is limited to the goal of counterterrorism operations, which implies that it is a conditions-based, not calendar-based deployment. Those conditions should include local Syrian forces that can reasonably deny IS a safe haven from which to plot terrorist attacks against the United States and its allies. It is well known that the Assad regime is not likely to provide the necessary capability to assure the United States and its allies that it can prevent IS’s return. In reality, there is little room to positively read the reassertion of Syrian government control over northeastern Syria; and withdrawal from Syria would be a serious gamble for US national security concerns in Syria and the region.

4. Priorities for US-Africa commercial policy in the Biden Administration

With a renewed focus on multilateralism, President Joe Biden, in his first one hundred days, has actively been reengaging with traditional US allies and partners repeatedly sidelined by the Trump administration. African countries have been included in this effort. When addressing the African Union Summit of African presidents in February, he reaffirmed the United States’ commitment to partnering with African nations to address challenges including climate change and erosion of democratic institutions. Biden has gained widespread praise for supporting the appointment of Dr. Ngozi Okonjo-Iweala as the first African head of the World Trade Organization (WTO), nominating officials who have deep experience in African markets to Cabinet positions, such as Linda Thomas-Greenfield as ambassador to the United Nations, and putting together a historically diverse government, including many senior members of the African diaspora. Building on this early progress, Biden has an opportunity to reset US-Africa policy by not only prioritizing it at a level unseen during the last four years, but also changing the long history of siloing Africa policy. The Biden administration should look to further integrate African nations into broader US foreign policy, acknowledging Africa’s increasing importance to US priorities and enhanced standing on the global stage. Doing so will allow the new administration to deepen commercial and people-to-people ties with African nations, benefiting US businesses, furthering US interests, and working to address global challenges, such as public health and climate change. This more multifaceted and nuanced engagement with African states will set a foundation for stronger US-Africa partnerships, support mutual economic growth, and contribute to strengthening US global leadership. While cooperation with African states is critical to regional stability and global security, this issue brief sets aside security policy and focuses on ways the Biden administration can strengthen its commercial policy and public diplomacy with African nations. This effort includes building on commercial policies started under the Trump administration, facilitating green growth, and deepening people-to-people ties. In doing so, Biden’s domestic priorities of promoting diversity and climate responsibility will be reflected in Africa policy and ensure US businesses can take advantage of increasing opportunity in African markets and remain competitive globally.

The election of former Vice President Joe Biden in the United States presents the prospect of major changes in US foreign policy, especially toward Iran. These changes cannot begin to be implemented until after Inauguration Day in January of the new year, while an urgent need exists for other players to bridge the gap. None are better suited to this task than the US’s closest allies in Europe which have already played a significant role in the negotiations that led to the 2015 Joint Comprehensive Plan of Action (JCPOA). Britain, France and Germany – the E-3 – and the European Union have also worked tirelessly to keep the JCPOA alive in the face of the unilateral US withdrawal from the agreement in 2018, the imposition of draconian sanctions by the Trump administration and escalating tensions in the Middle East. A new report by Ellie Geranmayeh, Barbara Slavin, and Sahil Shah presents a series of recommendations for the E-3 and the EU to preserve the JCPOA, promote regional peace and development and boost people-to-people contacts with Iran in concert with the new US administration. Taken together, these steps would amount to a renewed transatlantic diplomatic agenda through which the United States and European allies can stabilize the nuclear file and then build on the resulting diplomatic momentum to address other concerns with Iran.

Over the course of the last decade Russian foreign policy has taken critical turns, surprising not only the entire international community but also Russia’s own foreign policy experts. Arguably, the most notable turn came in March 2014 when Russia annexed the Crimean peninsula, setting in motion developments that are continuously shaping Russia, its neighbors, and, to a certain degree, global affairs. Clearly, Russia’s post-Crimean foreign policy does not exist in a vacuum. Its ramifications are colliding with regional and global trends that are effectively destabilizing the post-Cold War international order, creating uncertainties that are defining the contemporary international moment. In this report, we deal with those whose job it is to explain the logic of Russia’s foreign policy turns and to analyze global trends and their meaning for Russia and the rest of the world. Although these experts, as a rule, do not directly influence political decision-making, their debates, as Graeme Herd argues, “set the parameters for foreign policy choices” and “shape elite and public perceptions of the international environment” in Russia.1 Especially in times of crisis and rapid change ideas produced at some earlier stage by experts and think tanks external to the state bureaucracy can suddenly obtain instrumental value and direct policy options. In Part 1, we briefly discuss the role of think tanks in Russian foreign policymaking and present the landscape of Russian think tanks working on foreign policy issues. We distinguish among three basic institutional forms: academic and university-based think tanks, private think tanks, and state-sponsored think tanks. Highlighting the diversity of organizations, we then focus on four state-sponsored think tanks whose size, political contacts, and financial means allow them to dominate the think tank scene in Russia and that represent different ideological angles of a broad, yet also comparatively volatile mainstream: the Council on Foreign and Defense Policy (SVOP), the Valdai Discussion Club, the Russian International Affairs Council (RIAC), and the Russian Institute for Strategic Studies (RISI). Part 2 follows this selection by looking at Russian foreign policy debates since 2014. We consider how experts writing for these four organizations have approached three major themes: the evolution of the concept of Greater Europe and European Union (EU)-Russia relations, the establishment of the Greater Eurasia narrative in the context of Russia’s declared pivot to the East, and the concepts of multipolarity and the liberal world order.

As the conflict in Syria enters its fourth year, US policy has consistently failed to achieve its stated object: a negotiated political transition based on the mutual consent of the regime and opposition. The United States and its Western allies have focused on summits and high-level diplomacy as the most effective means to that laudable end. This approach ignores an essential missing ingredient: an opposition able to coordinate different anti-regime forces, exercise agency on their behalf, and provide decent local governance, without which Syrians will continue to suffer and fight irrespective of whether the regime is overthrown.

The recent events in Ukraine have revived the question of European dependence on Russian natural gas. The security of Europe's natural gas supply has been a consistently important issue in Russian-European Union (EU) relations. Russia provided 34 percent of EU gas in 2012, and Russian policies can have a direct impact on EU supplies. After the West-Russian confrontation over Ukraine, a lot has been said about the 'US shale gas revolution' and the possibilities of the United States becoming an energy exporter for future European energy needs. Although US energy independence seems to promise new perspectives for future European energy security, as well as for the balance of power in the Middle East, this is not for this decade. We cannot expect that the European Union would be able to cut off all of its energy relations with Russia, but we can foresee–or at least agree–that the European Union should diversify its natural gas supplies.

Jihadists are steadily capturing territory and resources and establishing a state in Syria and Iraq. The most capable jihadist group, the Islamic State of Iraq and Sham (ISIS), now controls swathes of territory, energy resources, and sophisticated military hardware in both countries. Although the extremists are currently occupied with fighting other nonregime armed groups and the Syrian and Iraqi regimes, these efforts are a means to an end: building a state from which to confront and target the United States, its allies, and its interests in the region. These jihadist groups also bring boundless suffering to the populations they control, and serve as a magnet for and inspiration to jihadists worldwide.

India and Pakistan, born out of a single British-ruled entity in 1947, have continued an implacable rivalry marked by periodic wars and hostilities as well as through proxies. This unending conflict has led them to invest heavily in their militaries and even to choose nuclear weaponry as a deterrence on the part of Pakistan toward India and on India's part toward both Pakistan and China. Although there have been occasional moves toward confidence building measures and most recently toward more open borders for trade, deep mistrust and suspicion mark this sibling rivalry. Their mutual fears have fuelled an arms race, even though increasingly civil society actors now appear to favor rapprochement and some sort of an entente. The question is whether these new trends will help diminish the military spending on both sides.

Why is now the right moment to commission a poll on the US public's views toward Cuba and US-Cuba relations? Why is a new, nonpartisan Latin America center reaching out to grab the third rail of Latin American foreign policy in the United States? Both good questions. Sometimes in foreign policy, structural impediments or stark policy differences will stymie progress in a certain area. Relations with China could not proceed until the United States recognized a “one China” policy that forever downgraded US relations with Taiwan. An activist foreign policy with Africa was impossible until the United States denounced apartheid.

Cities are shaping our collective fate in nearly every respect. As the predominant locus of human settlement, cities already wield considerable power and will continue to increase their influence in the decades to come. Cities generate most of the world's wealth. They are the places where citizenship and political participation are defined, redefined, and contested. They are the sites where global challenges ranging from climate change and natural resource depletion to international security problems are felt. In other words, we have seen the future, and it is urban. If humankind's most pressing challenges are to be solved during this century, the world's foreign and security policy establishments must not only become more cognizant of mass urbanization, but begin creating the processes that will productively integrate cities within global governance structures. These policy establishments are already behind the curve, for cities have been going about building parallel global governance structures on their own for some time now. They have become important actors in shaping global politics, helping to forge new patterns of transnational relations.

Tension between the United States and its partners in the Gulf flared up visibly in the last several months, notably with Saudi Arabia's public displays of displeasure with the US approach to the Syria conflict, nervousness about an interim nuclear deal with Iran, and sharp differences over Egypt. Gulf distrust of US intentions and actions is nothing new, and is in no small part rooted in the Gulf states' deep frustration with how the United States executed the war in Iraq, which they perceive as placing Iraq under Iran's sphere of influence. But these latest tensions also point to a fundamental gap in expectations about the US role in the region and its commitment to security for the Gulf states.

In 1777, Morocco's Sultan Mohammed III was the first foreign sovereign to recognize the independence of the thirteen former British colonies. Subsequently, the 1786 Treaty of Peace and Friendship—negotiated by Thomas Barclay and signed by Thomas Jefferson and John Adams—established diplomatic relations between the two countries. Modified in 1836 with the addition of various security and commercial protocols, the accord is still in force, making it the United States' longest unbroken treaty relationship. But as venerable as this history is, the strategic importance of Morocco to pursuing the Atlantic community's interests in the security and development of northwestern Africa has only recently become fully apparent to US policymakers and analysts. President Barack Obama's invitation to King Mohammed VI to make an official visit to the United States this year indicates the importance that both countries attach to this significant strategic relationship.

When compared to its often rocky relations with Arab countries to the west, the Islamic Republic of Iran has managed to retain largely cordial ties with its neighbors to the east. Historic linguistic, religious, and cultural connections have helped Iran keep its influence in South Asia and become a key trading partner despite US-led sanctions. Because of its strategic location on the Persian Gulf and Arabian Sea, Iran provides India with access to Afghanistan and Central Asia that does not require transit through Pakistan. However, Iran and its neighbors, including Pakistan, face acute challenges such as scarce and poorly managed water resources, ethnic insurgencies, energy imbalances, and drug trafficking that require regional solutions.

Europe urgently needs to move forward on a number of crucial reforms simultaneously. To face the challenges of the recession, we need better economic integration. The crisis of the Euro zone is not only a debt crisis. What Europe is facing is a multitude of different crises, of which the debt crises in Greece, Cyprus, Spain, and Italy are only a small part. All European countries have accumulated huge debts, their social security models are facing an inevitable demographic challenge of enormous proportions. The conventional crisis management response—austerity—has failed to create a foundation for future economic stability. To survive, Europe needs to rethink the very foundations of its economic policies for a population that is older and a Europe more fractured. Europe needs to open itself up to immigration, foster regulation and integration of financial markets, overhaul social security structures set up decades ago, galvanize productive investment in new post-carbon industries that will create jobs and spur technological innovation, and invest in a security sector that is capable of projecting stability.

A number of the members of the Atlantic Council's working group visited Bulgaria and several of its defense firms in April 2001. Given limitations of time and access to information, the report does not, however, attempt to set forth a thorough review of each firm in the Bulgarian industry.

The current stalemate between the United States and Iran, while emotionally satisfying to many Americans, does not serve overall U.S. interests well. It hinders the achievement of several key U.S. geopolitical interests, especially over the longer term. These interests include, but are not limited to, regional stability, energy security, and the broader and evolving geopolitical relationships between the United States and China and Russia in the Persian Gulf and Caspian basin. Furthermore, the leading industrial countries are moving to improve relations with Iran.

Abstract:
The implications of the transfer of the Panama Canal go well beyond U.S. relations with Panama. This complex transition provides an important lesson for Latin America and the rest of the world on how countries of vastly different size and outlook can work together. The success of this 20 year process lies mainly in first identifying the primary common interest of the United States, Panama and the major canal users: access to an open, safe and efficient canal. Important but secondary concerns, including U.S. military access to facilities in Panama, were addressed during the process but never were allowed to displace the primary interest. By focusing on this clear, compelling key objective, both Panama and the United States were able to accommodate fundamental changes in the political, economic and security context, including several changes in administrations, tough negotiations and even a military confrontation.

Abstract:
Can the United States collaborate with foreign nations in armaments development and production without jeopardizing US national security? This question - in light of America's global security obligations - demands a satisfactory answer. The economic and political advantages of greater international cooperation are significant. Benefits from cooperation include improved interoperability of weapons and equipment used by US allies and partners in operations with the United States, reduction in production costs, and preservation of a defense industrial base among US allies. Yet, considerations of national security are equally cogent.
