102. Trump’s JCPOA withdrawal two years on: Maximum pressure, minimum outcomes

Abstract:: Two years ago, US President Donald J. Trump walked into the White House Diplomatic Reception Room and announced his intention to withdraw the United States from the Joint Comprehensive Plan of Action (JCPOA). The Trump administration reimposed sanctions on Iran and has adopted a policy of “maximum pressure” to compel Iran to change its behavior and to deny the Iranian regime the resources to engage in its destabilizing activities. However, he also promised he was ready, willing, and able to make a new and lasting deal with Iran. In “Trump’s JCPOA Withdrawal Two Years On – Maximum Pressure, Minimum Outcomes” author David Mortlock, Senior Fellow at the Atlantic Council, evaluates the policy outcomes of President Trump’s withdrawal from the JCPOA. The author walks readers through the timeline of President Trump’s decision to withdraw from the JCPOA, the subsequent implementation of the maximum pressure campaign on Iran, and the policy outcomes relative to stated objectives. In sum, Mortlock concludes that although the maximum pressure campaign has been effective in inflicting economic harm on Iran, it has had minimum effect in other areas. Therefore, Mortlock believes the Trump administration should seize the opportunity to pivot from maximum pressure to an approach focused more on policy outcomes.

104. Counting the cost: Avoiding another war between Israel and Hezbollah

Abstract:: Almost fourteen years since the 2006 war, Hezbollah and Israel seem to be drifting closer to war than at any time in the last decade. Even as Lebanon and Israel grapple with the COVID-19 pandemic, neither the Israeli military nor Lebanon’s Iran-backed Hezbollah are allowing the disease to distract from their long-running enmity. With the military buildup on both sides, the mutual destruction would be far reaching. Given the risks at hand, the Atlantic Council has released a new report, “Counting the Cost: Avoiding Another War between Israel and Hezbollah,” authored by Nicholas Blanford, a Beirut-based nonresident senior fellow in the Atlantic Council’s Middle East programs, and Brig. Gen. (Res.) Assaf Orion, senior research fellow at the Institute for National Security Studies in Tel Aviv. The authors examine the current force posture of the Israel Defense Forces and Hezbollah, identify potential triggers that could lead to a war, analyze how the next war would be fought by both sides, and offer recommendations to at least maintain the current relative calm and avoid a conflict that could cost thousands of lives and bring unprecedented ruin to both Lebanon and Israel.

Abstract:: Transatlantic cooperation is essential to European energy security, which is and should remain a key national security priority for the United States. European energy security is crucial for the maintenance of a strong European economy and for European political stability, both of which are in the best interests of the United States. The new report from the Atlantic Council Global Energy Center, European Energy Security and the Critical Role of Transatlantic Energy Cooperation: Final Report and Recommendations, by Richard L. Morningstar, András Simonyi, Olga Khakova, and Jennifer T. Gordon, provides insights into how the United States and European Union (EU) can work together to strengthen European energy security. The Global Energy Center’s new report recommends that the United States and the EU focus their energy cooperation in several areas that will benefit the EU’s efforts to meet climate targets and that, at the same time, will also bolster energy security. These areas include: the development of competitive and transparent energy markets; the identification of alternative energy sources and routes; collaboration on new energy technologies to reduce greenhouse gas emissions; and coordination of a transatlantic financing strategy. Additionally, new energy infrastructure, interconnected grids, the European Green Deal, and broader geopolitical challenges also represent areas of opportunity for cooperation between the United States and the EU.

Abstract:: The year 2020 marks the turning of a page for the Western Hemisphere, a region that in 2019 saw uncertainty dominate headlines as new governments came in and out of office, trade tensions grew, and citizens took to the streets to voice their concerns with the status quo. For years, the opportunities that could come with a stronger bilateral relationship between the United States and Brazil have been underestimated. Significant potential exists to produce sizeable benefits for both societies. That potential must be maximized. While US and Brazilian governments and businesses have begun to seize the benefits of the synergies the two countries share, hurdles remain that prevent a full and successful commercial reality. The United States and Brazil would benefit from a closer and stronger trade and foreign-direct-investment-relationship that would amplify growth and prosperity, in both the short and long terms. Deepening the economic relationship would pay dividends in other areas as well, translating into greater opportunities for strategic bilateral cooperation. This paper recognizes that the moment is now and that 2020 is a pivotal year to substantively advance bilateral economic ties. Building upon the successes and progress made over the years, this paper incorporates the input and expertise of the US and Brazilian private sectors and policymakers to offer a renewed vision and new momentum for strengthening US-Brazil trade and foreign direct investment (FDI), supporting concrete steps toward deepening the commercial relationship, and laying the foundation for a potential free trade agreement (FTA) between the United States and Brazil. As the global balance of power shifts, as the world faces new hurdles that could slow growth, and as Latin America must contend with more uncertainty amid new external shocks, the two countries strategically and economically have countless reasons to deepen commercial relations. Stronger ties will ultimately provide additional certainty at this critical time.

110. Sustainable aviation fuel policy in the United States: A pragmatic way forward

Abstract:: The aviation sector has been working to decarbonize, but it faces unique challenges since decarbonization options that may work for ground or maritime transport are generally not feasible for air travel. Sustainable aviation fuels (SAF) present an opportunity to decarbonize the aviation sector, but federal policies that address SAF have largely included SAF as an add-on to existing policies that are meant primarily to address ground transportation. However, due to the unique challenges presented to decarbonization by the aviation sector, the use of SAF should be incentivized through pragmatic, sector-specific federal policies. 111. Pushing back against Russian aggression: Legislative options

Trump’s administration has found it challenging to maintain a consistent position with respect to Russian President Vladimir Putin’s repression at home and aggression abroad. It may again fall to Congress to attempt to counter Russia’s election interference, already ongoing in the form of disinformation; back Ukraine as its government seeks to deal with a Russian invasion; and contend with other forms of Kremlin aggression. In “Pushing Back against Russian Aggression – Legislative Options” authors Daniel Fried, the Weiser Family Distinguished Fellow at the Atlantic Council, and Brian O’Toole, a senior fellow at the Atlantic Council, evaluate two Russia sanctions bills, the Defending Elections from Threats by Establishing Redlines (DETER) and the Defending American Security Against Kremlin Aggression Act (DASKA), as tools to forestall new Russian interference in US elections. The authors walk readers through a set of sanctions escalatory measures—covering finance, energy, and the cyber sector – that both sanctions bills draw from. In sum, Fried and O’Toole conclude that DASKA’s sanctions are more measured and thus more implementable. By contrast, the authors deem DETER’s sanctions on financial institutions as simply too harsh with excessive spillover risk to US and Western financial markets to be implementable.

112. A framework for an open, trusted, and resilient 5G global telecommunications network

Abstract:: Recent events have seen an acceleration in the rise of reemerging great powers. This has had a profound impact on global economic, technological, and political assumptions and has created new technological realities. The potential impact and implications of artificial intelligence (AI), biotechnology innovation, and the dark sides of social media have raised new concerns for social norms. No issue is more emblematic of the competition between liberal, free-market nations and authoritarian command-economy principles than the evolution of fifth-generation (5G) telecommunications. Generational shifts between cellular telecommunications networks have profound implications for national and global economies. As data become increasingly central to every aspect of a modern economy, the shift to the next generation of cellular networks will be of even greater significance. The Chinese government identified the importance of this transition and has, for years, been aggressively investing around the world to be the purveyor of 5G infrastructure that will carry that data in the coming decades. Chinese-backed firms are currently better positioned to exploit the vast opportunity that 5G represents more effectively than corporations within free markets, for several reasons. The most significant is the high infrastructure cost of legacy cellular models and uncertain consumer demand in the short term. Capital costs are driven predominately by the technical requirements of 5G, which—in return for far higher speeds and ultra-low latency—require new hardware to be installed in many more locations than previous networks. Moreover, the legacy infrastructure model relied on proprietary and incompatible hardware components that are best suited to large, single-manufacture companies that can provide comprehensive end-to-end solutions. While consumer demand is predicted to be high, businesses are cautious in deploying such large amounts of money for unproven speculative demand. The lack of a concrete user base creates an opening that vertically integrated Chinese companies, heavily backed by the state, are exploiting by deploying the 5G technology and services at a discount of about 25 percent, along with loss-leading financing terms. Given that end-to-end network solutions can cost $10–100 billion, or more, 25-percent discounts have a major impact. While the 25-percent discount is financially enticing, the longer-term consequences are often hidden, and can include vulnerability to foreign espionage, economic leverage, and forced compliance to conditions underpinned by authoritarian principles. For the Chinese government, the financial cost is a small investment in return for potential control of the world’s data backbone for the next several decades. The reality is that questions revolving around security, as defined from the perspective of traditional “cyber” or “network security,” are ancillary to the critical challenge. If a nation builds a telecommunications network with equipment supplied from Chinese tech giants such as Huawei or ZTE, those networks will inherently be subject to Chinese laws that require compliance with many principles’ anathema to free-market, liberal views. Moreover, these networks, by design, must be managed and maintained by large services organizations, likely staffed by a vast workforce of Chinese citizens, who also must comply with Chinese law and can provide local human intelligence back to the Chinese state. These are terms that countries should not have to accept, and to which their citizens should not be involuntarily subjected. An open, innovative, safe, and reliable alternative is needed, so that people have a realistic option that allows them to freely communicate and consume information. 5G is emblematic of the competition between the new authoritarianism and free-market, liberal principles. China has executed its plan well over the last five years by driving the standards discussion, developing the leading vertically integrated solution, deploying national export finance to subsidize their offerings, and building the largest and most effective services organization in the market. Free-market economies have spent far less on research and development (R&D), have only limited export finance options, rely on semiconductor dominance, deploy severely limited services organizations, and have no integrated national or international strategy. Few governments or companies were prepared for the level of sophistication of the product and export finance offering of the authoritarian-backed commercial players.

Abstract:: At the outset of some of the most impactful wars in history, policymakers have assumed that the duration of conflict would be brief. Unfortunately, their assumptions were often wrong, as may wars like those in Vietnam, Iraq, and Afghanistan only grew more complicated with the passage of time. However, at least in these three cases, the reality of prolonged stalemate did not stop policymakers from setting withdrawal deadlines to assuage public anxieties and improve military performance. The pressures contributing to these consistent decisions across time are still relevant now. Therefore, as the United States currently seeks to deter great-power rivals and rogue regimes while combating terrorism, it is as important as ever to understand the roles and potential outcomes of withdrawal deadlines in war. In this new Atlantic Council report, Withdrawal Deadlines In War: Vietnam, Iraq, and Afghanistan, Dr. Paul D. Miller examines the effect of withdrawal timetables on public opinion, military success, and policymakers’ goals across the three titular case studies. He finds that “Withdrawal timelines do not achieve the political benefits that policymakers desire, but they do incur the risks policymakers rightly fear.” In the face of prolonged and difficult military challenges, withdrawal deadlines can exacerbate outcomes at crucial moments, and thus policymakers must tread carefully.

117. Iranian digital influence efforts: Guerrilla broadcasting for the twenty-first century

Abstract:: Iran has invested significant resources and accumulated vast experience in the conduct of digital influence efforts. These clandestine propaganda efforts have been used to complement Iranian foreign policy operations for the better part of a decade. Nonetheless, Iranian influence capabilities have gone largely unstudied by the United States, and only came to widespread attention in August 2018 with the first public identification of an Iranian propaganda network. Following the US assassination of Iranian Major General Qasem Soleimani and a sharp escalation in US-Iranian tensions, it is important to understand the perspective, methods, and intent of Iranian influence efforts. For Iran, information dominance represents a central focus of both foreign and domestic policy. Iran sees itself as engaged in a perennial information war: against Sunni Arab powers, against the forces of perceived Western neocolonialism, and particularly against the United States. Should the information conflict be lost, many Iranian officials believe the collapse of the state will soon follow. Accordingly, Iran has prioritized the development of digital broadcast capabilities that cannot be easily targeted by the United States or its allies. Iran has also prioritized information control. Although Iran boasts roughly fifty-six million Internet users, these users must navigate a culture of censorship and frequent state intimidation. Following the 2009 Green Movement, the Iranian government came to see social media activism as enabling an existential threat. Authorities created special cyber-police units, built a new legal framework for Internet regulation, and outlawed most Western digital platforms. They also began to develop systems to remove Iranian users from the global Internet entirely. In pursuit of foreign and domestic information dominance, Iran began operating Facebook and Twitter sockpuppets as early as 2010. As the United States and Iran entered into a period of rapprochement and negotiation, the number of accounts grew exponentially. These accounts have been used to launder Iranian state propaganda to unsuspecting audiences, often under the guise of local media reports. To date, Facebook has identified approximately 2,200 assets directly affecting six million users. Twitter has identified eight thousand accounts responsible for roughly 8.5 million messages. Much of this Iranian content cannot be characterized as “disinformation.” In sharp contrast to the information operations of Russia, which routinely disseminate false stories with the aim of polluting the information environment, Iran makes less use of obvious falsehood. Instead, Iran advances a distorted truth: one that exaggerates Iran’s moral authority while minimizing Iran’s repression of its citizens and the steep human cost of its own imperial adventures in the wider Middle East. As a whole, Iran’s digital influence operations represent a continuation of public diplomacy, albeit conducted through misleading websites and social media sockpuppets. Iran broadcasts a fairly consistent message to many different audiences: in Africa, in Southeast Asia, in Europe, in North America, and, most notably, in Latin America and the Middle East. The aim of these efforts is to “tell Iran’s story,” the same as any Western government broadcaster might strive to do. The difference is that, as an international pariah, Iran must pursue this work through more clandestine means. Global observers have long learned to doubt the truthfulness and sincerity of Iranian-branded media. As the United States considers policies to safeguard its elections and confront Iranian influence activities, three conclusions can be drawn about the nature of Iran’s modern propaganda apparatus. Iran’s digital influence efforts involve centralized goals and disparate agents. Different elements of Iran’s digital propaganda apparatus evidence the involvement of different government agencies. It is not clear how, or if, these agencies coordinate their operations. These goals are closely tied to Iran’s geopolitical interests. Nearly all content spread by Iran’s digital influence efforts relates directly to its worldview or specific foreign policy objectives. Consequently, it is easier to identify the operations of Iran than those of other actors like Russia, whose content is more likely to be politically agnostic. Iran may attempt direct electoral interference in 2020 and beyond. To date, there is little evidence that Iran has sought to affect the outcome of a US election. This does not, however, preclude future such campaigns based on Iranian interest in achieving rapprochement with the United States.

Abstract:: It is critically important for global safety standards, nonproliferation agreements, and geopolitics that the United States play a leading role in the export of nuclear energy technologies. However, the domestic reactor fleet has struggled due to the deregulated US electricity market, inexpensive gas, and subsidies for renewables, which—in turn—has hampered US nuclear exports, since it is challenging to export a product that lacks a domestic market. However, building new reactors and bringing first-of-a-kind reactors to demonstration involve high capital costs and financial risk, for the purchasing party as well as the vendor. If the United States is to play a role at all in building new nuclear plants, it must address the challenges inherent in financing new nuclear builds; one mechanism to do this is through partnering with close US allies to co-finance new nuclear projects. If the United States and its allies fail to make their nuclear exports competitive, they will likely cede the mantle of global leadership in that area to Russia and China, where nuclear companies are state owned, easily able to finance nuclear exports, and already exploring emerging markets for nuclear exports.

Energy is a key strategic sector in this competition as China pursues its expansive Belt and Road Initiative (BRI) infrastructure and trade vision, Russia uses arms sales and nuclear energy to expand its regional presence, and the United States confronts Iran and gears up its free and open Indo-Pacific Strategy and Asia EDGE (Enhancing Development and Growth through Energy) initiative. This issue brief considers the transformation of the electricity sector in Bangladesh. It is the fourth country analysis in the Atlantic Council’s “Transforming the Power Sector in Developing Countries” series. Abstract:: Countries in the Middle East and North Africa (MENA) region are expected to witness a substantial growth in population over the next three decades. Many of the hydrocarbon-rich nations in this region will need to meet a commensurate increase in job demand. This report focuses on four nations that are predominantly reliant on the oil and gas sector: Saudi Arabia, the United Arab Emirates (UAE), Kuwait, and Algeria. In all four nations, the majority of the local population is employed in the public sector, which, in the long term, will become economically unsustainable. In order to meet the growing job demand, these nations must both diversify their economies beyond the energy sector and expand their energy sectors beyond hydrocarbons. Doing so will create important employment opportunities in new industries. Saudi Arabia, the UAE, and Kuwait all have strategies in place that, if followed, could pave the way towards a diversified knowledge-based economy. Algeria, on the other hand, is at a crossroads. Even as it is undergoing a political transition, the transition can create opportunities for the new government to change the country’s course and push economic reforms that are not only aimed at lowering the current unemployment rate but also at making the private sector more enticing. Additionally, all four nations will need to take steps to increase female participation in the workforce by easing current restrictions and making labor laws more favorable towards women. The energy sector plays a large role in the economies of all four nations. This sector has a critical role to play in efforts to diversify the economy and teach skills that will be beneficial in the future or can be applied in other sectors as well. Moreover, all four nations also have sovereign wealth funds that either play, or can play, a key role in diversifying the economy, strengthening existing industries, and helping to create new industries altogether. This report offers the following recommendations on how these four nations can work towards meeting demographic challenges in relation to the economy, specifically the role of the energy sector: Governments can strengthen the private sector through increased foreign investment and by incentivizing entrepreneurship through reforms that open up the economy and make it more lucrative for investors. Governments can create laws and support structures that encourage women to work and increase female participation in the workforce. Opportunities should be provided to teach skills and impart knowledge relevant to the job market that will also be relevant in the future. Lessons should be learned from the experience of the energy sector and leveraged to achieve successes in other areas. For example, the state-owned oil and gas companies have successfully set up a structure that allows them to not only invest in their employees but also take care of the community by offering health care services, education, and more.

Abstract:: In the past decade, the aviation industry has reaped the benefits of digitization. With the aircraft efficiency gains and enhancements to the passenger experience catalyzed by new technologies, we have to acknowledge the corresponding new risks, including social and technical vulnerabilities never before addressed. In 2017, the Atlantic Council released its ground-breaking report, Aviation Cybersecurity—Finding Lift, Minimizing Drag. The report raised awareness on the state of cybersecurity in the aviation industry, sparking public dialogue on the intersection of cybersecurity and aviation. This created a foundation for the aviation community to convene around protecting the traveling public. Since then, it has become evident that anticipating, identifying, and mitigating cyberspace vulnerabilities in aviation will require the buy-in of all stakeholders in this ecosystem. Two years on, Thales is honored to continue its support for the Atlantic Council and this crucial initiative that aims to map perspectives on cybersecurity across this diverse industry and highlight the growing need for collaboration across stakeholders. Ultimately, there is no silver bullet for aviation cybersecurity, and confronting cyber risk in aviation will require a global approach, working across safety, security, cybersecurity, and enterprise IT. This report and the accompanying global survey developed by the Atlantic Council will increase our holistic understanding of aviation cyber risk and drive meaningful engagement across the aviation community. This effort to broaden the community of stakeholders examining cybersecurity in aviation will increase our collective security, safety, and resilience. 126. Managed competition: Meeting China’s challenge in a multi-vector world

As new challenges and opportunities unfold, the United States is seeking to formulate an adapted approach to China in cooperation with its closest allies and partners in Europe. In his latest report, Managed Competition: Meeting China’s challenge in a multi-vector world, Atlantic Council distinguished fellow Franklin D. Kramer suggests a strategic approach of “managed competition” to meet the full spectrum of challenges posed by China, including economic and innovation, diplomatic and influence, and security, both hybrid and conventional military. Kramer argues that a successful economics and innovation strategy will require substantially enhanced efforts to support innovation. It will also demand a multi-tier economic approach differentiating strategic sectors and those sectors affected by market distortions from those sectors that would benefit from reciprocal access of commercial products and services to commercial entities allowing for generally free trade in those arenas. In the diplomatic and influence arenas, key elements include multilateral efforts with close US allies and coordination of activities to counter disinformation and subversion. In the security arena, undertaking assurance, resilience, and deterrence measures will be necessary when responding to both hybrid and conventional challenges. Resolution of “one world” challenges, such as climate change, requires the involvement of so significant a factor as China presents. This report is the first publication in a new body of work led by the Scowcroft Center’s Transatlantic Security Initiative focused on understanding and managing the implications of China’s rise for the transatlantic community.

128. Leading the free world: How America benefits

Abstract:: What is “world order” and why should Americans care? Less than half of all Americans have a passport, and less than five percent travel internationally. Only 26 percent of US gross domestic product (GDP) comes from international trade. Since the end of the Cold War most Americans probably feel safe from foreign threats most of the time: they feel little sense of danger or threat from the world. Even the terrorist attacks of 2001 have receded into memory and increasingly feel like an aberration rather than a precedent. Americans may feel a sense of unease about the world, but we are confident that even the nation’s wars safely take place “over there,” not here at home. If the United States can afford to tune out much of the world because of its geography, wealth, and power, why should we care? Americans have been the unconscious beneficiaries of a world order that would not exist without them. Just as we take for granted electricity and indoor plumbing without thought to the wiring and piping that make them possible, so too we take for granted the peace, prosperity, and stability of our world without thought to the infrastructure of the free world. The free world exists because the most powerful states in the world are open societies: liberal capitalist democracies who largely see the world the same way and have worked together to keep the peace and build wealth. That order is now imperiled. The United States no longer enjoys an unquestioned advantage over its rivals, Russia and China, as it once did. North Korea and Iran threaten the United States with nuclear weapons and support for terrorism. Perhaps most threatening of all: rising nationalist and populist movements around the world, including in the United States, are undermining popular support for international cooperation, free trade, and collective security. This report is about the free world: what it is, why it is imperiled, why Americans should care, and what we can do about it. Some skeptics have criticized the international order. President Donald Trump regularly criticizes “globalism,” and many Americans seem inclined to believe that the United States is losing its sovereignty and that the world is taking advantage of America’s generosity. We respectfully disagree. The free world, and American leadership of it, is good for America and good for the world. It helps keep us safe and give us opportunity. Far from eroding America’s sovereignty, it is a tool of American influence. Most importantly, the aspirations of the free world are just. It is a system of ordered liberty among nations, a tool or mechanism for allowing nations and individuals to flourish in freedom and safety. Investing in the free world is an investment in our values and our common values.

129. Thinking foreign policy in Russia: Think tanks and grand narratives

Abstract:: Over the course of the last decade Russian foreign policy has taken critical turns, surprising not only the entire international community but also Russia’s own foreign policy experts. Arguably, the most notable turn came in March 2014 when Russia annexed the Crimean peninsula, setting in motion developments that are continuously shaping Russia, its neighbors, and, to a certain degree, global affairs. Clearly, Russia’s post-Crimean foreign policy does not exist in a vacuum. Its ramifications are colliding with regional and global trends that are effectively destabilizing the post-Cold War international order, creating uncertainties that are defining the contemporary international moment. In this report, we deal with those whose job it is to explain the logic of Russia’s foreign policy turns and to analyze global trends and their meaning for Russia and the rest of the world. Although these experts, as a rule, do not directly influence political decision-making, their debates, as Graeme Herd argues, “set the parameters for foreign policy choices” and “shape elite and public perceptions of the international environment” in Russia.1 Especially in times of crisis and rapid change ideas produced at some earlier stage by experts and think tanks external to the state bureaucracy can suddenly obtain instrumental value and direct policy options. In Part 1, we briefly discuss the role of think tanks in Russian foreign policymaking and present the landscape of Russian think tanks working on foreign policy issues. We distinguish among three basic institutional forms: academic and university-based think tanks, private think tanks, and state-sponsored think tanks. Highlighting the diversity of organizations, we then focus on four state-sponsored think tanks whose size, political contacts, and financial means allow them to dominate the think tank scene in Russia and that represent different ideological angles of a broad, yet also comparatively volatile mainstream: the Council on Foreign and Defense Policy (SVOP), the Valdai Discussion Club, the Russian International Affairs Council (RIAC), and the Russian Institute for Strategic Studies (RISI). Part 2 follows this selection by looking at Russian foreign policy debates since 2014. We consider how experts writing for these four organizations have approached three major themes: the evolution of the concept of Greater Europe and European Union (EU)-Russia relations, the establishment of the Greater Eurasia narrative in the context of Russia’s declared pivot to the East, and the concepts of multipolarity and the liberal world order.

Abstract:: Since the Russian occupation of Crimea in 2014, NATO threat perceptions have significantly intensified, particularly with regard to the three Baltic states of Estonia, Latvia, and Lithuania that today face the most direct threat of any of NATO’s allies. To deter aggression in the Baltic region, NATO must deploy a credible and effective defense, grounded in a comprehensive understanding of adversary capabilities, actions and intent. A critical element of deterrence and defense is NATO Joint Intelligence, Surveillance, and Reconnaissance a networked system of sensors, collectors and analysts fielded by the Alliance and its member states to provide situational awareness, early warning and if necessary, decision support for combat operations. Put simply JISR is about getting the right information to the right person, at the right time in the right format. But if a crisis erupted in the Baltic Sea region, is NATO equipped to gather and process the information necessary to give commanders on the ground a clear operating picture? What improvements, if any, could be made to the way NATO and NATO allies collect and process intelligence? To answer these and other questions, the Atlantic Council’s Scowcroft Center for Strategy and Security assembled a task force of leading regional security experts, led by co-chairs ADM Mark E. Ferguson, III, USN (Ret.) and AM Sir Christopher Harper, RAF (Ret.) and project director Dr. Richard D. Hooker, Jr, that examined NATO’s JISR posture in the Baltic Sea region and offers a series of recommendations to improve both collection and processing of vital intelligence so that NATO is ready to meet any challenge that may be waiting over the horizon.

Iraq’s relations with Russia, on the other hand, have been more transactional and economically-oriented. At a time when there are signs of US disengagement from the Middle East and North Africa while Russian and Chinese activities in the region are increasing, it is useful to trace the past US and Russian strategies in Iraq and assess how the United States could better tailor its strategy toward Iraq in the future in order to achieve durable outcomes that would bring benefits to both sides such as a responsive government, a thriving economy, and security. This chapter is part of an edited volume that gathers analysis on the policy choices pursued by Washington and Moscow in the MENA region and develops case studies of the two powers’ policies in the countries beset by major crises.

136. The value of the US nuclear power complex to US national security

Abstract:: In this analysis, the Atlantic Council has set out to estimate the value that the civilian nuclear power sector contributes to the United States’ national security apparatus. Based on a series of inputs, this analysis and conservative estimation found that the nuclear power complex contributes an equivalent of more than $42.4 billion to US national security, as broadly defined. In other words, the lack of a civilian nuclear sector would present an immediate and significant economic shock (and impact on the labor force)—which, in turn, would have immediate and longer-term budgetary implications for the US government. The definition of national security can be viewed narrowly or more broadly, in terms of both the scope of the institutional assets and providers of national security services and the types of functions or services they undertake. This analysis includes both nuclear utilities and nuclear generators, as well as US military and defense facilities, as providing critical national security functions. The utilities and generators provide secure and reliable electricity, accounting for 19.3 percent of total US electricity generation in 2018, and they contribute significantly to the diversified energy-generation mix that the United States enjoys. There are three main reasons for public support of the civilian nuclear industry for national security purposes, which are identified in the analysis that follows. The reasons are 1. the civilian nuclear industry generates a vast investment in human capital, which is a necessary condition for all applications of nuclear energy in the national security apparatus; 2. the civilian nuclear industry and its associated supply chain provide critical risk mitigation and procurement safety to the national security apparatus; and 3. the civilian nuclear industry’s value to national security priorities related to climate change.

Abstract:: The post-2008 financial regulatory reform has strengthened the banking system, bringing the bank-generated liquidity expansion under control. However, central-bank liquidity has been growing significantly for more than a decade, and financial mediation has moved from banks to non-bank financial institutions, and from lending to capital-market transactions. This new system has created new financial imbalances and distortions and pose new areas of vulnerability that require appropriate policy responses. In “New Risks to Global Financial Stability” author Hung Tran, a nonresident senior fellow at the Atlantic Council’s Global Business & Economics program, assesses the global financial system weaknesses and outlines steps to promote financial stability. Tran updates a framework, first developed by the Committee on the Global Financial System, to recommend policy responses along three lines of defense: prevention of excess liquidity; strengthening domestic policy measures; and cooperative provision of central-bank liquidity.

Abstract:: As a young, single-seat fighter pilot based in Germany in the Royal Air Force of the early 1980s, I enjoyed a degree of certainty about my role in life. The world was, to all intents and purposes, a bi-polar place. We knew exactly from where our threat emanated and, indeed, had comprehensive standing plans for dealing with it. In the event of an attack by the Warsaw Pact on NATO’s eastern flank, we had pre-designated areas in which we would interdict any enemy military force heading westwards. We had pre-planned missions for systematically taking down all elements of Soviet air power — be it through suppression of enemy air defense sensors and surfaceto-air systems or denial of his airfields’ operating surfaces. In the event that the conflict escalated too rapidly, or went too far, we even had plans to resort to the ultimate sanction of the pre-planned and graduated employment of tactical nuclear weapons. Our plans, and our skills, were tested on a frequent and regular basis. It was no rare experience to be woken by a siren in the middle of the night to be called to duty. Our response time was measured, as was the ability to demonstrate our preparedness to brief our wartime missions, arm our aircraft, and prove our abilities to be airborne within the allocated time period. The results of these exercises—known as NATO Tactical Evaluations (TacEvals)—were equally rigorous in the Land and Maritime domains. Their results were widely shared within Alliance circles. Achieving a “one” for a TacEval result was every commanding officer’s goal

As the rivers produced by the Himalayas and other mountain ranges on the Plateau are under increasingly serious pressure, water insecurity threatens much of the continent’s peace and security. Abstract:: uring the Cold War, the Soviet Union posed a challenge to the United States throughout the entire world, including in the Middle East. Soviet activity in the Middle East, though, was also a challenge for many US allies in the region, and beyond. Soviet influence in the Middle East expanded during the 1950s and 1960s, in particular, as many in the Arab world became angry about US support for Israel, and as several pro-Western Arab governments were overthrown and replaced by anti-Western ones that actively sought Soviet support. Due to several factors, however, many of the gains made by the Soviets in the Middle East ended up being lost. These included: the defection of Gamal Abdel Nasser’s successor in Egypt, Anwar Sadat, from the Soviet to the US camp; Washington’s successful 1970s-era diplomacy in bringing about an Israeli-Egyptian peace agreement; genuine fear of the Soviet threat on the part of Saudi Arabia and other Arab monarchies; the 1979 Iranian Revolution, in which the downfall of a pro-Western regime did not lead to the rise of a pro-Soviet one, but to the rise of one that was both anti-American and anti-Soviet; and, finally, the collapse of both communism and the Soviet Union itself from 1989 to 1991

It is Sub-Saharan Africa’s third largest economy and the region’s second largest oil producer. However, many Angolans live on less than $2 a day and social indicators, from education to life expectancy, are low. When President João Lourenço was elected in 2017, many people rejoiced his promise of a “new Angola.” Since then, his government has taken swift action to fight “the cancer of corruption,” clean up the business environment, and diversify the economy, reducing the country’s overdependence on oil revenues.
