Abstract:
The Ministry of Interior, Security Agency, and Prosecutor General’s Office of Azerbaijan announced in a joint statement on Tuesday, May 16, 2023, that nine individuals were arrested on charges of planning to overthrow the government by force, assassinate prominent figures and senior Azerbaijani officials. The statement indicated that they had connections to Iranian intelligence agencies, and that the cell was composed of a person named Ruhollah Akhoundzadeh and his son Mursal, along with seven others working under his supervision. On his part, the spokesperson for the Iranian Ministry of Foreign Affairs, Nasser Kanaani, rejected the accusations in a statement on May 18, denying any official or unofficial relationship between these individuals and Iran. He affirmed that imprisoning individuals on the pretext of their connection to Iran is unacceptable.

Abstract:
Along with Iran’s increasing involvement in supplying Russia’s war effort against Ukraine, a potential increase in Chinese support for Russia presents a challenge for both Kyiv and NATO (Eurasia Daily Monitor, March 6). Indeed, Western governments have recently expressed alarm over China’s potential provision of dual-use or military equipment to Russia (U.S. Department of Defense, February 28). According to U.S. intelligence, Chinese arms transfers to Russia would probably take the form of artillery and drones (Straits Times, February 26). As both items are badly needed by Russia to sustain its war efforts, the entry of Chinese arms on the Ukrainian battlefield may drastically shift the balance of power in the ongoing conflict. However, in addition to trackable military aid packages, Chinese assistance is manifesting itself more subtly in ways that are often overlooked. Consequently, a forthcoming Chinese aid package to Russia is likely to take several forms.

Abstract:
China's resurgence as a global actor has significantly altered international relations, particularly in the Middle East, particularly with Saudi Arabia and Iran. Pakistan's unique geographical location and complex international interactions present an intriguing situation due to these changes. Pakistan's close relations with China, Saudi Arabia, and Iran, along with its shared border and cultural ties with Iran, influence its security concerns, domestic politics, economy imperative, and foreign policy. China's growing relationship with Saudi Arabia is driven by its oil needs, global influence, and regional stability. Iran offers China a valuable counterbalance and potential ally in the Middle East due to its geostrategic position and abundant natural resources. The United States' long-standing hegemony in the Middle East has been put to the challenge by China's growing influence and strategic alliances in the region. This qualitative study investigates the issues relating to Middle East with an objective to evaluate the role of great powers‘ politics in the region. The Middle East's shifting geopolitical environment could be advantageous for projects like the ChinaPakistan Economic Corridor (CPEC), Chabahar Port Development, and Iran-Pakistan Gas Pipeline.

China’s engagement with Asian regions beyond its geographical periphery has grown exponentially since the 1990s and this is nowhere more evident than in West Asia and the Persian Gulf subregion. While energy drove China’s early interactions with the Gulf states, within two decades after the Cold War the relationships had evolved into much tighter networks of partnerships. China’s relations with the Gulf states, however, has not been uniform and the case studies of the United Arab Emirates and Iran highlight the complexities of China’s strategy in this subregion and the ways in which it actively pursues its diverse set of interests.

Abstract:
The discipline of International Relations is increasingly paying attention to nationalism, although this attention is mostly limited with the role of nationalism on international system. By presenting an approach born out of the intersection of Historical Sociology in International Relations (HSIR) and the Modernist School of Nationalism, this paper aims at expanding the terrain of nationalism studies in International Relations (IR). Using Iran as an example, it demonstrates that three basic premises of HSIR—the interaction between domestic and international dynamics, historicization, and multi-causality—are central to analysing nationalism, which is only associated with the domestic level. It argues that HSIR has much to offer not only to studies of nationalism and/in the Middle East but also to the discipline of IR by elucidating the international connections of this seemingly domestic issue.

Abstract:
Israel and Iran are witnessing significant political changes that affected the ruling elites. The developments came in the wake of early legislative elections held in Israel in March leading to the formation of a new coalition government headed by Naftali Benett, leader of the right-wing party Yamina. In Iran, presidential elections held on June 18, were won by hardline chief justice Ebrahim Raisi. The internal political dynamics in Tel Aviv and Tehran cast a shadow on the whole political landscape in both countries, and are projected to have an impact on the trajectory of the non-traditional conflict between the two sides, which escalated over the past few months.

Whoever wins, the result will intimate deeper trends in Iranian society, such as public support for the regime and the Supreme Leader’s intentions for the country’s future. The Washington Institute has been sponsoring a series of discussions about sudden succession in the Middle East. Each session focuses on scenarios that might unfold if a specific ruler or leader departed the scene tomorrow. Questions include these: Would the sudden change lead to different policies? Would it affect the stability of the respective countries involved, or the region as a whole? What would be the impact on U.S. interests? Would the manner of a leader’s departure make a difference? The discussions also probe how the U.S. government might adjust to the new situation or influence outcomes. This essay, thirteenth in the series, assesses the situation in Iran, where a June election will determine the successor to President Hassan Rouhani. An IRGC-backed candidate such as Majlis speaker Muhammad Baqer Qalibaf or former defense minister Hossein Dehghan could ultimately prevail—but a history of election surprises in the Islamic Republic suggests no outcome is certain. Whoever wins, the result will offer clues about deeper trends in Iranian society, such as public support for the regime and the Supreme Leader’s intentions for the country’s future.

In cooperation with Konrad Adenauer Stiftung (KAS), the Center for Strategic Studies (CSS) at the University of Jordan held a 2-day closed workshop, in Amman, with regional and international experts on the topic of the tripartite alliance between Jordan, Iraq and Egypt, discussing the nature and timing of the alliance, the national perspectives of each signatory state, policy areas of cooperation and implications for other regional actors. It is not the caliphate that the world’s Muslim powerhouses are fighting about. Instead, they are engaged in a deepening religious soft power struggle for geopolitical influence and dominance. This battle for the soul of Islam pits rival Middle Eastern and Asian powers against one another: Turkey, seat of the Islamic world’s last true caliphate; Saudi Arabia, home to the faith’s holy cities; the United Arab Emirates, propagator of a militantly statist interpretation of Islam; Qatar with its less strict version of Wahhabism and penchant for political Islam; Indonesia, promoting a humanitarian, pluralistic notion of Islam that reaches out to other faiths as well as non-Muslim centre-right forces across the globe; Morocco which uses religion as a way to position itself as the face of moderate Islam; and Shia Iran with its derailed revolution. In the ultimate analysis, no clear winner may emerge. Yet, the course of the battle could determine the degree to which Islam will be defined by either one or more competing stripes of ultra-conservativism—statist forms of the faith that preach absolute obedience to political rulers and/or reduce religious establishments to pawns of the state.

10. Iran in Lebanon: A Fatal Occupation

Abstract:
In 2020, Lebanon should be celebrating its centenary. It is not. Instead, it is close to terminal collapse as a polity, an economy, and even as a society. Lebanon is under Iranian occupation, although ascertaining this condition may demand some attentive consideration from the uninitiated. Iran’s proponents assess it as a confirmation of the “Axis of Resistance” against imperialism and Zionism; its detractors ascribe it to a deliberate plan of Iranian expansion across the region. However, the Iranian occupation of Lebanon may be rooted in Lebanon’s own tumultuous history rather than in Tehran’s designs. Iran in Lebanon may be more an artifact of history than a product of strategy. In fact, the outcome of Lebanon’s present course may not yield Iran any tangible advantage. And it certainly seems to be on the verge of destroying Lebanon.
