- This article concentrates on two controversial aspects of the writings of Friedrich Fromhold Martens – his treatment of the so-called mission civilisatrice of European nations and the potential clash of the two roles an international lawyer may have to perform: in the service of international law and representing national interests of his/her country or other clients. Both of these aspects in Martens' work have not lost their topicality; it is illuminating to draw parallels between his time and today's world.

4984. Ensuring Deterrence against Russia: The View from NATO States

- Russia’s military actions in 2014 and 2015, particularly in Crimea, Ukraine, and Syria, have upended expectations among NATO members about their security and the future course of NATO-Russian relations. In response, many of the NATO states bordering Russia have argued for reinvigorating NATO’s deterrent capabilities after two decades of drawing down conventional and nuclear forces in the immediate post-Cold War era. At its 2014 summit in Wales, NATO agreed to a number of short-term measures to bolster the alliance’s conventional deterrent, dubbed the Readiness Action Plan. But as the standoff with Russia has continued, some analysts—particularly in the United States—have argued for additional deterrence measures, including in the nuclear realm. In response, researchers from the James Martin Center for Nonproliferation Studies of the Middlebury Institute for International Studies at Monterey travelled to the NATO front-line states of the Czech Republic, Estonia, Lithuania, Poland, Romania, and Turkey to assess the perceptions of governmental and nongovernmental experts regarding how NATO should respond to Russian actions, with an emphasis on how nuclear issues should be addressed. Our research also included meetings with experts in Germany, the United Kingdom, and the United States, as well as a thorough review of existing literature in the field on issues such as Russia’s new military approach and US nuclear weapon policies—past, present, and future. It was conducted with the aim of providing analysis and recommendations to NATO states in advance of the July 2016 NATO summit in Warsaw. The following report highlights the key findings of this research, provides analysis on a country-by-country basis, and concludes with recommendations for consideration in Warsaw.

AB’nin genişleme sürecinden sonra komşuları ile güçlü ilişkiler kurmak için oluşturduğu Avrupa Komşuluk Politikası birimi ile sınırları dışındaki bölgelere olan ilgisi artmış, Filistinİsrail çatışmasında ortak bir dış politika belirleme çabasında olmuştur. AB kendisi için siyasi, stratejik ve ekonomik nedenlerden dolayı daima önemli bir bölge olarak gördüğü Ortadoğu ve özelde Filistin konusunda özel politikalar geliştirmiştir. Bu çerçevede makalede Avrupa Birliği’nin Filistin politikasının ekonomik ve siyasi yaklaşımları ortaya konulacaktır. | In this article, the question of how the EU is established and what kind of studies the EU undertook concerning foreign policy so far, is briefly discussed. The interest of the European Union in the Middle East is examined regarding the approach of the Palestinian - Israeli conflict. After the enlargement process, the EU has increased its interest in areas outside the borders of the EU Neighborhood Policy in order to build strong relationships with its neighbors and made efforts to define a common policy for the Palestine-Israel conflict. The EU developed particular policies for the Palestinian issue and the Middle East that are sprung from political, strategic and economic reasons. Recently, some EU member states put the recognition of the state of Palestine on their agenda. In this context, the EU’s approach toward the historical process of Palestine and the Palestinian issue is explored in this article.

- This year we celebrate the twenty-fifth anniversary of the downfall of communism in Europe, the fall of the Berlin Wall and the end of the Cold War. Students who started their postsecondary education this year were born about seven years after this anniversary, in 1996. And the freshmen of 1990 are now in their early forties. In Europe, the latter generation is about to take on political leadership and may still be aware of the ‘Idea of Europe’ as advocated by one of the fathers of the European Union, Jean Monnet: “No more war on this continent; we will build institutions and peace instead.” Today’s enrolling students probably do not remember this forceful idea; nor do they realise the significance of this inspiring idea in overcoming great difficulties to achieve a peaceful, democratic and prosperous EU. The freshmen of today may take this for granted while being rather more disturbed by the confusing world of globalisation, populist slogans such as ‘The War on Terror’, multilevel governance and a rippled sense of direction and political effectiveness in the EU or, for that matter, NATO; in other words, throughout the transatlantic world.

- China-Russia relations were quite uneventful in the first four months of 2015. Instead, Moscow and Beijing seemed on divergent paths as the former continued to be plagued by geopolitics (Ukraine, Iran, etc.), while the latter was busy with geoeconomics (Asian Infrastructure Investment Bank (AIIB), Belt and Road Initiative, etc.). Beneath the surface calm, however, preparations were in high gear for the coming months in both symbolic (70th V-Day anniversary) and substantive areas such as strategic consultation, aerospace cooperation, and military sales.

- In contrast to the inactivity in Sino-Russian relations in the first four months of the year, strategic interactions went into high gear in mid-year. It started on May 8 with the largest military parade in post-Soviet Russia for the 70th anniversary of the Great Patriotic War and ended on Sept. 3 when China staged its first-ever Victory Day parade for the 70th anniversary of its war of resistance against Japan’s invasion of China. In between, the Russian and Chinese navies held two exercises: Joint-Sea 2015 (I) in May in the Mediterranean and Joint Sea-2015 (II) in the Sea of Japan in August. In between the two exercises, the Russian city of Ufa hosted the annual summits of the SCO and BRICS, two multilateral forums sponsored and managed by Beijing and Moscow outside Western institutions. For all of these activities, Chinese media described Sino-Russian relations as “For Amity, Not Alliance.”

- Abstract:
- Greece faces a stark choice: either to compromise on the terms laid down by its international creditors and thereby remain in the eurozone or reject any compromise on the terms and exit the eurozone. The Syriza government was elected in January, 2015, on the double promise that it would tear up the deeply unpopular memorandum imposed by the Troika while at the same keeping the euro. It was a promise that it could not keep. After several months of tough negotiations it has become clear that Greece's creditors, led by the German government, have no intention of accepting a renegotiated deal that substantively lightens Greece's debt burden and thus the need for the type of harsh austerity measures contained in the memorandum.

- The turn of the new millennium represented a caesura for the Bundeswehr (German armed forces), because the composition of its personnel was to change quite dramatically following a decision by the European Court of Justice in January 2000, which demanded considerably more employment opportunities for women in the military as soldiers rather than solely in medical services as practiced before. In the years that followed, the number of female soldiers in the Bundeswehr increased from about 2 % to about 10 % by spring 2015. The present article firstly outlines the history of women’s participation in the German armed forces up through today. Secondly, it summarizes the findings of the various empirical studies that the in-house research institute of the German Ministry of Defense (formerly the Bundeswehr Institute of Social Research (Sozialwissenschaftliches Institut der Bundeswehr, SOWI)) and the Center of Military History and Social Sciences of the Bundeswehr (Zentrum der Bundeswehr für Militärgeschichte und Sozialwissenschaften, ZMSBw) have undertaken in this context. Lastly, these empirical findings are put into a theoretical context.
