12251. Regionalization and Retrenchment: The Impact of European Integration on the Welfare State

Abstract:
This paper demonstrates the utility of a sociology of regional integration by addressing two central questions that have sparked much debate over the welfare state. Is there evidence of long-anticipated retrenchment? Does globalization cause that retrenchment? I redirect these debates by showing that there is evidence of retrenchment in Europe, and that regional integration – not globalization – accounts for it. Regional integration is conceptualized as the construction of supranational political economy in negotiated and bounded regions through political institutionalization and market expansion. I develop the argument that regional political integration should constrain the welfare state through policy feedbacks, the politics of blame avoidance, and the diffusion of classical-liberal policy scripts, while regional economic integration should constrain the welfare state by expanding labor markets and undermining labor unions. I assess these arguments with time-series cross-section models and data from 13 European Union (EU) and non-EU states. The results show that (1) there is evidence of retrenchment, (2) regionalization is significantly associated with retrenchment, and (3) the effect of regional integration is dampened in the strongest welfare states. I draw the general conclusion that regional integration is a new and consequential part of the social context that should receive more attention from sociologists.

Sooner or later, somewhere or other, another natural disaster will strike America, be it a hurricane, a tornado, an earthquake, or a flood. Sooner or later, somewhere or other, terrorists will attempt to strike America again. Indeed, many experts believe that the threat of another attack is rising. Al Qaeda is resurgent, having reconstituted itself along the Afghan-Pakistan border. And, recent history shows that terrorists are especially prone to strike during the transition from one administration to another or early in the term of a new government. Adding to our vulnerability, the nation is now bogged down in two wars and groaning under mounting debt, while our economy is sinking from the greatest financial crisis since the Great Depression.

The Carter Center led a small electoral observation mission for Ecuador's constitutional referendum on Sept. 28, 2008, to help promote a transparent and fair electoral process and accompany the country as it continues its political-institutional transformation. One of the major milestones in the process was the convening of the national constituent assembly (CA), which held session between November 2007 and July 2008. The CA's efforts culminated in the approval of a draft constitution, which was also approved by 63.93 percent of Ecuador voters during the Sept. 28, 2008, referendum.

Trade cooperation represents an important element of relations between the Russian Federation and Ukraine. The specificity and significance of this sector results from three different reasons. Firstly, both countries are each other's important, even if not the very top of the list, trade partners. Secondly, trade affairs were on numerous occasions the essence of the disputes between Russia and Ukraine, even if their background was both economic and political. Thirdly, trade relations between both states are of vital importance in the context of Russia's attempts at reunification of the post-Soviet area (CIS, CES) and the World Trade Organization membership aspirations of both Ukraine and Russia.

In the last two decades, the issue of private military companies and the privatization of the sphere of international security, have been addressed by political decision-makers in many countries, military experts, as well by the media and non-governmental organizations (NGOs). It seems that the controversies and sometimes very categorical opinions which have emerged concerning these issues have several sources. Firstly, the relatively sudden appearance of a new type of non-public actor in the military sphere, which traditionally was the exclusive activity of the state, was associated with consternation caused by negative connotations with historic, still pre-Westphalian international order where significant roles were played by private armies and other mercenary forces (e.g. condottieres, corsairs). Secondly, the activities of these types of firm have caused a number of problems. For example, to this day, not all the circumstances have been explained regarding the participation by several firms in conflicts in Africa and the Balkans in the 1990s, while the media are still reporting various irregularities and incidents involving such enterprises. Thirdly, this specific business has developed with enormous dynamism, continuously generating profits and extending both the geographical scope of activities and the profile of the services provided.

12256. Report on the Appointment of the Temporary Electoral Authorities of Ecuador

As described in the Transitional Regime of the Constitution approved by referendum on September 28, 2008, the Constituent Assembly held its final session (the 98th) in order to appoint the members of the Legislation and Oversight Commission, as well as the members of the temporary electoral authorities that together form the Electoral Branch: the National Electoral Council (NEC) and the Litigious Electoral Tribunal (LET). For the first time in Ecuador's modern history, the organization and evaluation of its elections have been left to two autonomous agencies: the NEC will be in charge of organizing and executing electoral processes and the LET will have jurisdictional authority on electoral matters. This report provides an account of the process of selecting and naming the temporary representatives of these two agencies. The Carter Center's principal motivation in writing this report is to make a contribution to informing national and international audiences about the process of institutional transformation taking place in Ecuador. Although they are temporary, the new electoral authorities have an important and specific purpose in organizing and judging the fairness of the next general election scheduled for April of 2009.

The declaration of independence of Kosovo on February 17 th , 2008 has marked the last stage of Kosovo's path to state building and also has closed the last chapter on the disintegration of Yugoslavia. The declaration of independence and the subsequent enacting of the Constitution by the Assembly of the Republic of Kosovo were not annulled by United Nations Mission in Kosovo (UNMIK). Therefore, the legality of this act was quietly accepted by UNMIK, despite the lack of agreement within United Nations Security Council (UNSC). In addition, a day before the independence was declared, the EU Special Representative for Common Foreign and Security Policy Dr. Javier Solana, appointed Mr. Peter Feith as the Head of International Civilian Office (ICO) and the Council of European Union decided to deploy the EULEX Mission to Kosovo as envisaged by the Ahtisaari's Comprehensive Status Proposal.

The global security situation has changed fundamentally since the dissolution of the Soviet Union and the Warsaw Pact. A global war between superpowers has become less likely and new security concerns have appeared on the agenda. Smaller high- and low-intensity conflicts have erupted, largely with ethnic and religious origins, and occurring overwhelmingly within, rather than between, countries. Intrastate conflict accounts for 95% of current conflicts worldwide. As a result, mechanisms to cope with these new challenges have emerged. 12263. Medical Licensing: An Obstacle to Affordable, Quality Care

In the United States, the authority to regulate medical professionals lies with the states. To practice within a state, clinicians must obtain a license from that state's government. State statutes dictate standards for licensing and disciplining medical professionals. They also list tasks clinicians are allowed to perform. One view is that state licensing of medical professionals assures quality. In contrast, I argue here that licensure not only fails to protect consumers from incompetent physicians, but, by raising barriers to entry, makes health care more expensive and less accessible. Institutional oversight and a sophisticated network of private accrediting and certification organizations, all motivated by the need to protect reputations and avoid legal liability, offer whatever consumer protections exist today. Consumers would benefit were states to eliminate professional licensing in medicine and leave education, credentialing, and scope-of-practice decisions entirely to the private sector and the courts. If eliminating licensing is politically infeasible, some preliminary steps might be generally acceptable. States could increase workforce mobility by recognizing licenses issued by other states. For mid-level clinicians, eliminating education requirements beyond an initial degree would allow employers and consumers to select the appropriate level of expertise. At the very least, state legislators should be alert to the self-interest of medical professional organizations that may lie behind the licensing proposals brought to the legislature for approval.

12264. A Critique of the National Popular Vote

Abstract:
The National Popular Vote plan (NPV), introduced in more than 40 states, and adopted by 4, proposes an interstate compact to bring about direct election of the president of the United States. The proposal eliminates states as electoral districts in presidential elections by creating a national electoral district for the presidential election, thereby advancing a national political identity for the United States. States with small populations and states that are competitive may benefit from the electoral college. Few states clearly benefit from direct election of the president. NPV brings about this change without amending the Constitution, there by undermining the legitimacy of presidential elections. It also weakens federalism by eliminating the role of the states in presidential contests. NPV nationalizes disputed outcomes and cannot offer any certainty that states will not withdraw from the compact when the results of an election become known. NPV will encourage presidential campaigns to focus their efforts in dense media markets where costs per vote are lowest; many states now ignored by candidates will continue to be ignored under NPV. For these reasons, states should not join the National Popular Vote compact.

Dans la lignée des concepts de « situation autoritaire » (Guy Hermet) et de « situation coloniale » (Georges Balandier), celui de « situation thermidorienne » rend compte des expériences historiques des régimes postrévolutionnaires et de leur libéralisation économique dans le contexte de la globalisation néo-libérale. Développé à partir du cas du Cambodge, le paradigme thermidorien comparatif permet d'interpréter dans des termes autres que ceux, normatifs et téléologiques, de la « transitologie » les processus de libéralisation économique et politique des Etats néo-communistes, et la consolidation de leur élite révolutionnaire en classe dominante. Mais la compréhension du moment thermidorien suppose que celui-ci ne soit pas réduit de manière utilitariste à une simple stratégie de maintien au pouvoir. Par définition il compose avec des dynamiques sociales autonomes, comme l'illustre la prise en considération d'un autre type de trajectoire postrévolutionnaire, non socialiste, celle de la République islamique d'Iran. Le paradigme thermidorien considère une pluralité de trajectoires relativement homogènes, en tant que combinatoires d'un événement révolutionnaire, d'un processus d'institutionnalisation et de professionnalisation de celui-ci, et d'une dynamique d'intégration à l'économie-monde capitaliste. Il ne se pose pas en explication, mais souligne la spécificité de ces régimes issus d'une révolution et confrontés à leur reproduction dans le contexte du démantèlement du camp socialiste et de la globalisation néo-libérale. Pour autant les « thermidorismes » sont dotés d'une historicité propre, à commencer par celle de la révolution dont ils sont le légataire. Ils ont également leur économie politique singulière qui ne se résume pas à l'imposition du cadre néo-libéral. En tant qu'expériences historiques soumises aux aléas de la contingence et des luttes sociales, les moments thermidoriens sont bien des « situations » au sens sartrien de la notion, où se jouent simultanément la reproduction du pouvoir et la liberté des acteurs.

A rather marginal theme in Eastern European studies before the end of communism, ethnic politics and minority policies in Central and South-East Europe have given birth to a very rich body of literature in the 1990s. Some analyses have been influenced by the so-called "transitology" paradigm; others have borrowed from ethnic conflict studies. In both cases, though, ethnocultural diversity has mostly been treated in a normative way and portrayed as an obstacle to democratization. As for ethnic parties, they have alternatively been presented as conducive to better political participation and integration for the minorities (in a multiculturalist perspective) or as a threat to state stability and to democracy. Regardless of these cleavages, most research on ethnic identifications and on their mobilization in politics has been grounded upon substantial definitions of ethnic "groups" and has reified differences between "generalist" and "ethnic" parties. The present comparison between the trajectory of the Movement for Rights and Freedoms (MFR, which represents the interests of the Turks and other Muslims in Bulgaria) and that of the Democratic Alliance of Hungarians in Romania (DAHR, representing the Hungarian population) departs from these approaches in two ways. First, it emphasizes the centrality of the sociology of collective action to understanding the politicization of ethnicity, while insisting on the need to trace the particular historical processes through which ethnicity has been constructed and politicized in every single case. Second, attention is brought to the role the social imaginary plays in shaping the strategies of social and political actors. To put it otherwise, we argue that identities are not exogenous to politicization processes; they are redefined, renegotiated and reappropriated as social actors invest the political field. "Ethnic parties" are in urgent need of deexoticization: Like most parties, they cannot elude the traditional dilemmas of political representation, in particular the need to be perceived as both responsive and accountable.

The field of colonial studies has gone through tremendous theoretical upheavals in the past three decades. Yet something is still too often missing in the study of 17th, 18th and 19th century situations of colonial or imperial "encounter", namely this vernacular domain of thought and actions that was kept out of reach of the colonizer's power and knowledge tools, and that was not geared toward the (whether coerced or not) commercial, political or military interaction with the Europeans. Nevertheless, it is only by focusing on this vernacular (rather than "native" or "indigenous") hors-champ of the colonial situation that one can achieve a better understanding of the multi-layered historicity of extraeuropean societies. This perspective indeed allows us to make sense of the "colonial moment" of these societies with regards not only to their encounter with Europe, but also to their own long-term ideological and political trajectories (trajectories that began long before the arrival of the Europeans and that never can be wholly equated with the effects and consequences of the latter). This research agenda moreover helps us to get back to a more nuanced and historically accurate view of the initial precariousness and "leopard-skin" style dissemination of European colonial power. Lastly, it enables us to get beyond the now dominant paradigm of the "indigenous appropriation of colonial/European modernity" and its old-fashioned utilitarian language of "native agency" by investigating the local, vernacular visions of the self and of history that were put to use in the tactical engagement with, or avoidance of, colonial rule.

The period since early 2004 has seen a significant expansion of the direct role of the Russian state in owning and managing industrial assets, particularly in 'strategic sectors' of the economy, such as power-generation machines, aviation, oil and finance. Increasingly, policy seems to have been focused less on market reforms than on tightening the state's grip on the 'commanding heights' of the economy. Many factors have contributed to this shift – factional, ideological, geopolitical and conjunctural – and, as will be argued below, there is not one single process at work, but several. This paper seeks to understand what has been driving the expansion of state ownership in Russia over the recent past and what that expansion might imply for the future. Its central conclusion is that a great deal of the explanation for this trend is in fact structural. While press coverage and public discussion have largely focused on factional politics and the political conjuncture – particularly conflicts between the Kremlin and big business and rivalry among Kremlin 'clans' ahead of the Putin succession in 2008 – a deeper understanding of the growth of the state requires an examination of the interaction between state capacities and Russia's industrial structure.

We develop and estimate an open economy New Keynesian Phillips curve (NKPC) in which variable demand elasticities give rise to changes in desired markups in response to changes in competitive pressure from abroad. A parametric restriction on our specification yields the standard NKPC, in which the elasticity is constant, and there is no role for foreign competition to influence domestic inflation. By comparing the unrestricted and restricted specifications, we provide evidence that foreign competition plays an important role in accounting for the behavior of inflation in the traded goods sector. Our estimates suggest that foreign competition has lowered domestic goods inflation about 1 percentage point over the 2000-2006 period. Our results also provide evidence against demand curves with a constant elasticity in the context of models of monopolistic competition.

In this paper we construct a new measure of U.S. prices relative to those of its trading partners and use it to reexamine the behavior of U.S. net exports. Our measure differs from existing measures of the dollar's real effective exchange rate (REER) in that it explicitly incorporates both the difference in price levels between the United States and developing economies and the growing importance of these developing economies in world trade. Unlike existing REERs, our measure shows that relative U.S. prices have increased significantly over the past 15 years. In terms of simple correlations, the relationship between our measure of relative prices and U.S. net exports is much more coherent than that between existing REERs and net exports. To explore this relationship further, we use our measure to construct an index of foreign prices relevant for U.S. export volumes and reexamine several export equations. We find that export equations with the new index dominate those with previous measures in terms of in-sample fit, outof- sample fit, and parameter constancy. In addition, we find that with the new index of foreign prices the estimated elasticity of U.S. exports with respect to foreign income is a good bit higher than the unitary elasticity found in previous studies using other price measures. This has implications for U.S. current account adjustment.

12280. Policies for Funding a Response to Climate Change

This paper asserts that a significant increase in public funding for climate change research and development (R) is needed in the United States. While additional public R funding alone is unlikely to provide a sufficient policy response to climate change, it is a critical policy component in an effective long-run strategy. Different possibilities for generating additional public revenues for R funding are considered. The analysis demonstrates that quite modest taxes on carbon emissions or gasoline could fund a significant increase in public R funding for clean energy. As an alternative to tax instruments, the paper also considers a program of voluntary retirement contributions to a clean energy fund. These clean energy retirement accounts (CERAs) would allow individuals to directly contribute to a fund that would be used exclusively to support climate change-related R Specifically, the paper suggests that CERA funds be used to offer low-interest loans to private firms and to form private-public partnerships pursuing the long-term development of clean energy technologies. Loan repayment and the eventual profitability of some partnerships will at least partially fund payments to CERA holders when they retire. Using reasonable assumptions, a simulation analysis demonstrates the financial feasibility of the program and the conditions in which the program would be fully self-funding.

The challenge of reducing global carbon emissions by 50-85 per cent by the year 2050, which is suggested by the Intergovernmental Panel on Climate Change (2007a) as a target compatible with limiting the risk of a more-than-2ºC temperature increase, clearly conflicts with existing patterns of economic growth, which are heavily dependent on increased use of fossil fuel energy. While it is theoretically possible to conceive of economic growth being “delinked” from fossil fuel consumption, any such delinking would represent a drastic change from economic patterns of the last 150 years.

This paper starts with the question of whether climate change will require a significant reduction of consumption among the richer people in the world, and ends with the most optimistic picture the author can conjure up, of the world in the year 2075. That hopeful picture is of a world in which inequalities – among and within nations – have been substantially reduced. The challenges and adjustments confronting humanity in the coming decades provide an opportunity that could be used to mitigate climate change in ways that can improve the circumstances of the poor. Ecological reasons to reduce throughput of energy and materials in economic systems urge the abandonment of high-consumption life-styles. The 21st century will be an era of many losses, but it is conceivable that societies will successfully make the transition from goals of economic growth, as understood in the 20th century, to goals of maintaining and increasing sustainable well-being.

Since 1991 Somalia has been the archetypal failed state. Several attempts to create a transitional set-up have failed, and the current one is on the brink of collapse, overtaken yet again by an Islamist insurgency, despite the support of an Ethiopian military intervention since December 2006. Over the last two years the situation has deteriorated into one of the world's worst humanitarian and security crises. The international community is preoccupied with a symptom - the piracy phenomenon - instead of concentrating on the core of the crisis, the need for a political settlement. The announced Ethiopian withdrawal, if it occurs, will open up a new period of uncertainty and risk. It could also provide a window of opportunity to relaunch a credible political process, however, if additional parties can be persuaded to join the Djibouti reconciliation talks, and local and international actors - including the U.S. and Ethiopia - accept that room must be found for much of the Islamist insurgency in that process and ultimately in a new government dispensation.

Whereas the European Union (EU) favors a formal, binding, output-oriented, and to some extent supranational approach to cooperation, the Association of Southeast Asian Nations (ASEAN) is based on informal, non-binding, process-oriented intergovernmental forms of cooperation. This article addresses the question of whether these differences between European and Asian cooperation norms or cultures can account for interregional cooperation problems in the areas of democracy and human rights within the institutional context of EU-ASEAN and the Asia-Europe Meeting (ASEM). The author argues that a clash of cooperation cultures basically occurs in both forms of interregional collaboration between Asia and Europe, with slight differences due to the institutional context: while disagreements over the question of democracy and human rights between the EU and ASEAN have led to a temporary and then a complete standstill in cooperation, the flexible institutional mechanisms of ASEM seem, at first glance, to mitigate the disruptive effects of such dialogues. Yet informality does not remove the issues from the agenda, as the recurrent disputes over Myanmar's participation and the nonintervention norm favored by the Asian side of ASEM clearly indicate. Antagonistic cooperation cultures thus play a significant role in explaining the obstructive nature of the interregional human rights and democracy dialogue between Asia and Europe.

Democracia y transparencia son una demanda cada vez más presente en nuestros sistemas políticos contemporáneos (Peschard, 2005; Rivera, 2005). Si bien el adjetivo democrático ha sido utilizado para legitimar el origen, actuación y acciones tanto de los funcionarios como de los órganos públicos, esto ya no es razón suficiente. Cada vez es más imperativo informar, justificar y transparentar la toma de decisiones; así mismo, las acciones emprendidas (Shedler, 2004); es decir, ejercer la rendición de cuentas. Esta tarea, es cada vez más necesaria en la relación dinero y política, pues dicha relación, en los últimas décadas, ha generando graves casos de corrupción que han influido en el descrédito de la política, en general, y de los partidos políticos, en particular. De hecho, los efectos negativos de esa relación han colocado el tema como uno de los centrales en la agenda política latinoamericana (Carrillo, Lujambio, Navarro y Zovatto, 2003; García, 2000; Griner y Zovatto, 2004). Especialmente, el financiamiento de los partidos políticos ha sido motivo de preocupación por lo que, en la última década, se introdujeron, en la mayoría de los códigos electorales del continente, normas y mecanismos tendientes a controlar e inhibir las acciones prohibidas por la ley (Zovatto, 2003). A pesar de ello, los escándalos políticos por el uso ilícito de dinero y tráfico de influencias en las campañas electorales continuaron.

Hacia el final de 2000, el entonces Presidente de Corea del Sur, Kim Dae-jung, recibió el Premio Nóbel de la Paz otorgado por su trayectoria de lucha en favor de la democracia y de la paz, en la península coreana. Ese mismo año, antes de recibir la condecoración, Kim Dae-jung se había reunido con su homólogo de Corea del Norte, Kim Jong Il, en una Cumbre histórica en Pyongyang. Este encuentro se transformó en el símbolo de su Sunshine Policy, política que Kim Dae-jung desarrolló hacia Corea del Norte durante su Presidencia entre los años 1998 y 2003. En la reunión, el Sur y el Norte concordaron en que era importante consolidar la confianza entre ellos, lo que quedó estipulado en la Declaración Conjunta de la Cumbre. Kim Dae-jung reiteró su compromiso de incrementar la confianza mutua en la península, por lo menos, en dos discursos durante el mismo año (Kim, 2000b; Kim, 2000c). Su comportamiento con el Norte llevó a que Levin y Han (2003: 31) afirmaran que una característica distintiva de su Sunshine Policy era la disposición de Kim Dae-jung a confiar en Kim Jong Il, aun sin tener evidencias claras sobre las cuales basarla. La importancia de la confianza en los planteamientos de Kim Dae-jung lleva a cuestionar las características de este concepto y el rol que puede jugar en la búsqueda de la paz. Su estudio es relativamente nuevo en las Relaciones Internacionales, a excepción de la literatura sobre las medidas de confianza mutua en el ámbito de la seguridad. Contrariamente a éstas, se propone analizar la confianza como un concepto explicativo global de las Relaciones Internacionales, y no sólo restringido a los temas de seguridad.

12290. Just Deserts in Iraq: American Vengeance for 9/11

In January 2002 national survey data, we find a strong relationship between Americans' desire to avenge 9/11 and their bellicosity toward Iraq, even after controlling for the perceived terrorist threat, left right ideology, and approval of U.S. political leaders. This effect could have been due to suspicions of Iraqi complicity in 9/11 stemming from prior enemy images of Iraq, or to the effects of anger and desires for revenge on out-group antipathy, displaced blame, and optimistic assessment of war risks. We test the out group antipathy hypothesis and find evidence that anti-Arab and anti-Muslim antipathy partially mediated vengefulness's effect on bellicosity. Vengeance, in turn, was boosted by retributiveness (proxied by rightwing authoritarianism) and patriotism. While perceptions of the Iraqi threat probably assumed greater importance over the course of the following year, additional survey data shows that even as war approached, most supporters acknowledged it would satisfy a desire for revenge.

This paper analyzes the relationship between inward foreign direct investment (FDI) and grand corruption in host countries. We argue that the effects of FDI on government corruption are conditional on the host country's underlying economic and political climate: FDI will be associated with higher corruption levels in political and economic environments where competition is restriced. We adopt an empirical strategy aimed at dealing with the underlying endogeneity problem. We construct an instrument for inward FDI based on a measure of remoteness. We test our hypotheses on the conditional effects of FDI on corruption in an instrumental variable two-stage least-squares setting, finding preliminary support for our argument: the effect of FDI on corruption is positive in authoritarian and poor countries, and turns negative as countries develop and become more democratic. We also find that the marginal effect of FDI on corruption in democratic and rich countries is smaller.

This study finds that North Korea's nuclear test and the imposition of UN Security Council sanctions have had no perceptible effect on North Korea's trade with its two largest partners, China and South Korea. Before North Korea conducted an underground nuclear test, it was widely believed that such an event would have cataclysmic diplomatic ramifications. However, beginning with visual inspection of data and ending with time-series models, no evidence is found to support the notion that these events have had any effect on North Korea's trade with its two principal partners.

12294. On What Terms Is the IMF Worth Funding?

In the first decade of the 21st century the International Monetary Fund (IMF) faced crises of legitimacy, relevance, and budgetary finance. It now confronts what likely will be the worst global recession since World War II, potentially huge demands for its financial assistance with limited resources, and calls for it to play a more central role in the international financial and regulatory systems. At the same time, the incoming Barack Obama administration must decide what to do about the modest package of IMF reforms that was completed in the spring of 2008. The package requires US congressional approval to go into effect. This paper reviews the recent, slow progress on IMF reform and makes recommendations to the Obama administration against the background of that record, the emerging global recession, and continuing financial turmoil. I recommend that the IMF package be reopened to include a doubling of IMF quotas and an amendment that will permit the Fund to swap special drawing rights (SDR) with major central banks to finance its short-term lending facility. I also recommend a special allocation of 50 billion SDR. If these proposals are turned down by the G-20 at its meeting in April 2009, I reluctantly recommend that the Obama administration seek congressional approval of the IMF package as it now stands because a failure to do so would seriously undermine the Fund as a central multilateral institution.

12295. Sunni and Shi'a Terrorism: Differences that Matter

There are significant and little appreciated differences in the trajectory of Sunni extremist terrorism and that of Shi'a extremism. The differences exist across six key areas that impact American policy considerations, especially in light of steadily escalating tensions with Iran. First and foremost, Sunni radicals and Shi'a extremists differ in the overall approach and main objectives for their use of terror. The former tend to operate in a continuous, mid-to-high intensity manner, seeing war against infidels and apostates as a perennial condition featuring overlapping waves. Outside of an ongoing and seemingly open-ended campaign against Israel, terrorist attacks by Shi'a groups have by and large featured discrete terror campaigns tethered to state and organizational objectives. Second, Sunni terrorists and Shi'a extremists manifest different patterns for recruiting terrorist operatives and developing terrorist missions. Shi'a terrorists, unlike their Sunni counterparts, enjoy direct state support and for that reason are far more likely to originate from Iranian embassies, consulates and state‐run businesses. Third, despite holding a minority viewpoint within the wider Sunni Islamic community, Sunni extremists, especially Salafi-Jihadis, rely more extensively on the support of their coreligionist expatriate communities in facilitating terrorist activities. Fourth, while employing similar tactics and methods, Shi'a terrorist groups have shown a much greater propensity to kidnap innocents to barter, while Sunni extremists more frequently abduct to kill. Fifth, Shi'a terror groups exhibit a much higher incidence of targeted assassinations for specific political gain, rather than the high-casualty killings featured in Sunni terrorism, and particularly of the Salafi-Jihadist variant. Finally, each sect's extremists manage publicity and propaganda differently. The Sunni approach to information management tends to feature doctrine and resources geared to take immediate credit and widely amplify a terrorist event. Shi'a terrorists, while not averse to normal media publicity and amplification, by and large take a much lower-key approach.

Effects Based Approach to Operations (EBAO)3 and Comprehensive Approach (CA) are fashionable terms in NATO circles these days. Whether one is sitting in the North Atlantic Council (NAC), walking the corridors of the Strategic Commands, or travelling with a Provincial Reconstruction Team (PRT) in Afghanistan, they are heard with increasing frequency, sometimes distinctly, sometimes relationally, sometimes interchangeably. Indeed, the multiplicity of interpretations of both terms and their relationship to one another arguably rivals the incidence of their contemporary usage. Some are outright contradictory, others too general or ambiguous to be meaningful, still others so complex if not complicated they verge on the unworkable. To be fair to their originators, on the surface we do know this: the advocacy of EBAO within the Alliance emanated largely from military quarters and predated the introduction of CA that was only first officially introduced by the NAC at the Riga Summit of 2006. Despite their sequenced and respective military and civilian parentage, at their core both EBAO and CA aim to strengthen the effectiveness and efficiency of NATO's planning and conduct of crisis management operations through the greater consonance or “joining up” of military and civilian efforts, both within the Alliance and in its relations with outside actors. Beyond the latter description, however, the varied interpretations of EBAO and CA begin to abound leading any interested observer to justifiably question: are EBAO and CA the same, similar or different? Do they constitute a genuinely new way of undertaking operations or are they simply the latest reincarnation—however improved—of long-standing approaches to warfare and crisis management? And, at the end of the day, whose efforts and what instruments need to be joined up as a matter of priority, to what extent and by whom?

Abstract:
What a difference 30,000 additional troops and a new strategy make. A few years ago, Afghanistan was commonly viewed as the model of a successful intervention while many politicians, military analysts, and pundits believed that the war in Iraq was being irretrievably lost. Yet today— although conditions still have a long way to go before normalcy has been achieved—the progress in Iraq following “the surge” directed by President Bush in January 2007 is widely recognized. All the indicators of violence: attacks against Iraqi infrastructure and government organizations; small arms, mortar and rocket attacks, and casualties among Iraqi civilians, Iraqi Security Forces, and Coalition Forces have sharply declined since July 2007. The situation has gone from being generally perceived as on the brink of disaster to being a success story (albeit belated and costly).

This paper examines some of the public diplomacy challenges that national governments and international organizations like NATO are increasingly facing. While new media technologies have become a powerful enabler in the globalised information environment, international security issues no longer remain 'close-hold' subjects reserved to foreign and security policymakers. Analyzing some of the current public trends in transatlantic themes in Europe and the United States, the author takes a closer look at NATO's evolving communication policies and activities. Evidently, public diplomacy has its limits. No matter how skilfully designed, it cannot replace political messages and contents. A serious political crisis or the loss of human lives cannot (and must not) be turned into a positive news story. However, if public diplomacy aims at establishing a trustful and interactive relationship between the seekers of information and the respective organization or government, public diplomacy requires political will, strategy and resources to be effective and credible.

The world financial crisis, the Iranian crisis and the Georgian crisis illuminate through different prisms the complex relations between Israel and Russia.The seeming contradictions of this odd couple are a constant source of serious concern and perplexity to theWestern world, and to NATO in particular, all the more so since Russia sent its army into Georgia and is back on the world stage as an essential player.Why is it that only six weeks after the verbal clash over the Georgian crisis in August 2008 (when Russia accused Israel of having armed and trained the Georgian army), Russia and Israel abolished their visa regulations, thus facilitating reciprocal trade? How do we explain the acceleration of capital flows between the two countries, at a time when world trade is clearly slowing down? And why is it that Moscow, after Washington, is still a destination of choice of Israeli prime ministers, while the Israeli authorities continue to insist that Israel has a special relationship with the United States? Are we to infer from this, then, that Israel and Russia are upgrading their strategic ties, as a popular Turkish magazine suggests ? Lastly, why was Israel one of the very few states in the Middle East to maintain regular relations with Russia after the ColdWar, unlike the many Arab states who coldshouldered their former arms supplier just as it was preparing to deliver sophisticated missile systems to Syria and a nuclear power station to Iran? For many observers, trapped in Cold War thinking, it was impossible to imagine Israel and Russia, the USSR's successor, as anything other than irreconcilable adversaries. This perception of Israel as the West's champion against Sovietsupported Arab countries overlooked the fact that the Arab-Israeli conflict arose from a regional conflict that went way beyond the confines of East-West confrontation. It also failed to take into account the deep and longstanding bonds between Israel and Russia, particularly in the area of immigration.
