1. The Ukraine Support Tracker: Which countries help Ukraine and how?

Abstract:: This paper presents the Ukraine Support Tracker, which lists and quantifies military, financial and humanitarian aid to Ukraine in the context of the Russia-Ukraine war. Since the third update we track support by 41 countries, specifically the EU member states, other members of the G7, as well as Australia, South Korea, Turkey, Norway, New Zealand, Switzerland, China, Taiwan, India and Iceland. The database is intended to support a facts-based discussion about support by other countries to Ukraine. Private donations and aid through non-governmental organizations are not included due to a lack of systematic data. To value in-kind support like military equipment or weapons, we rely on government statements as well as own calculations using market prices. We find significant differences in the scale of support across countries, both in absolute terms and as percent of donor country GDP.

2. How China’s Foreign Aid Fosters Social Bonds With Central Asian Ruling Elites

Abstract:: China has become a global power, but there is too little debate about how this has happened and what it means. Many argue that China exports its developmental model and imposes it on other countries. But Chinese players also extend their influence by working through local actors and institutions while adapting and assimilating local and traditional forms, norms, and practices. With a generous multiyear grant from the Ford Foundation, Carnegie has launched an innovative body of research on Chinese engagement strategies in seven regions of the world—Africa, Central Asia, Latin America, the Middle East and North Africa, the Pacific, South Asia, and Southeast Asia. Through a mix of research and strategic convening, this project explores these complex dynamics, including the ways Chinese firms are adapting to local labor laws in Latin America, Chinese banks and funds are exploring traditional Islamic financial and credit products in Southeast Asia and the Middle East, and Chinese actors are helping local workers upgrade their skills in Central Asia. These adaptive Chinese strategies that accommodate and work within local realities are mostly ignored by Western policymakers in particular. Ultimately, the project aims to significantly broaden understanding and debate about China’s role in the world and to generate innovative policy ideas. These could enable local players to better channel Chinese energies to support their societies and economies; provide lessons for Western engagement around the world, especially in developing countries; help China’s own policy community learn from the diversity of Chinese experience; and potentially reduce frictions.

3. Entry Mode Choice and Performance of Foreign Direct Investment Firms in Emerging Economies: Micro-evidence from Viet Nam

Abstract:: Does the right entry mode choice help foreign direct investment (FDI) firms to perform efficiently in emerging economies? This study attempts to answer this question by examining the impact of the entry mode choice made by FDI firms on their post-entry performance in emerging markets. Using a dataset derived from specific firms for the period 2002–2016, this study accounts for the selection biases and inherent differences of FDI firms that affect their selection of entry strategies. The study found that, with regard to the manufacturing sector, the ownership type with a wholly owned subsidiary (WOS) had negative impacts on either the technical efficiency or the total factor productivity (TFP) of firms. Conversely, regarding all sectors in the economy, the WOS is likely to have a positive role on technical efficiency and TFP. It is also interesting to see that for firms with an equity joint venture (EJV) type, the higher proportion of capital contribution from domestic firms might lead to lower technical efficiency and TFP. It implies that the higher degree of management and control by the domestic firms compared with foreign firms would have negative impacts on the EJV firms’ performance.

4. Aid’s impact on democracy

Abstract:: This paper investigates the impact of foreign aid on democratic outcomes using a panel of countries for the period between 1995 and 2018. In so doing, it speaks to a major critique of foreign aid, which is that it negatively impacts democratic governance. The analysis distinguishes between developmental aid and democracy aid, and examines democracy aid to specific sectors, in order to explore variation across different aid types. It draws on the Organisation for Economic Co-operation and Development’s (OECD) Creditor Reporting System (CRS) data on foreign aid and indices of democracy from the Varieties of Democracy project, employing a combination of a maximum likelihood estimation and structural equation modelling (ML-SEM) model and fixed effects models. Overall, using a more extensive set of data and methods than previous analyses, we offer comprehensive evidence pointing to aid having a positive if modest impact on democratic outcomes. Our analysis suggests this effect is more significant for democracy aid than developmental aid, but there is no evidence of negative impact for either. These results are robust to multiple specifications.

5. Can Aid Buy Foreign Public Support? Evidence from Chinese Development Finance

Abstract:: Bilateral donors use foreign aid to pursue soft power. We test the effectiveness of aid in reaching this goal by leveraging a new dataset on the precise commitment, implementation, and completion dates of Chinese development projects. We use data from the Gallup World Poll for 126 countries over the 2006–2017 period and identify causal effects with (i) an event-study model that includes high-dimensional fixed effects, and (ii) instrumental-variables regressions that rely on exogenous variation in the supply of Chinese government financing over time. Our results are nuanced and depend on whether we focus on subnational jurisdictions, countries, or groupings of countries.

6. Who Lends to Africa and How? Introducing the Africa Debt Database

Abstract:: Africa’s sovereign debt markets are not well understood, partly due to a lack of data. This paper introduces the Africa Debt Database (ADD), the most granular and comprehensive dataset on external borrowing by African governments thus far. Our project moves beyond existing aggregate datasets and instead releases information on individual loans and bonds, in particular on the financial terms of each instrument. Taken together, we cover nearly 7000 loans and bonds between 2000 and 2020, with a total volume of 644 billion USD. Using this data, we study Africa’s record lending boom of the 2010s in detail. The debt boom was mainly driven by large sovereign bond issuances in London and New York, as well as growing lending by Chinese state-owned banks. The micro data also reveal a large variation in lending terms across countries, time, and creditors. Sovereign external bonds have interest rates of 6 percent, on average, Chinese banks charge 2-4 percent, and multilateral organizations just 1 percent. Strikingly, many governments in Africa simultaneously borrow large amounts from both private and official creditors, at vastly different rates. The large differences in debt servicing costs are indicative of a cross-creditor subsidy, as cheap concessional loans can be used to pay the high interest to private or Chinese creditors.

7. Exchanging Money for Love? A Regional Analysis of EU Cohesion Policy on Euroscepticism

Abstract:: In the past, the European Union seems to have been able to tame Euroscepticism through regional 'convergence' funding. After the Eastern enlargement of the Union, however, this relationship needs to be put to the test. Not only have the new member states become the main recipients of EU funding, Eastern Europe has also changed from once being the most integration-friendly region to displaying the most integration-hostile attitudes in the EU. Motivated by this empirical puzzle, we revisit the relationship between structural 'convergence' funding and Euroscepticism and ask where - if at all - is the EU's convergence spending still able to tame Euroscepticism. Most surprisingly, correlation analyses reveal that between 2006 and 2018 larger regional subsidies go along with increasing opposition to EU integration. We can rebut this counterintuitive finding by a Diff-in-Diff approach that reveals an increasing Euroscepticism in Eastern European regions between 2006 and 2014. Nevertheless, also these more advanced models fail to establish a positive relationship between regional funding eligibility and pro-integrationist attitudes. Finally, fuzzy RDD models exploit the funding assignment rule and corroborate that the EU is no longer able to pacify integration-critical regions by their simply increasing 'convergence' funding. Nevertheless, the EU has won support in Eastern Europe where EU investments are perceived (positively). In designing a strategy to win back support for EU integration, Brussels does not need more fiscal capacity but rather has to design 'convergence' funding that is visible as well as clearly attributable to its donor.

9. Does Project-Level Foreign Aid Increase Access to Improved Water Sources? Evidence from Household Panel Data in Uganda

Abstract:: This paper combines geocoded subnational data on the location of water, sanitation and hygiene (WASH) aid projects in Uganda with nationally representative household-level panel survey data to evaluate the impact of WASH aid on access to water and on the burden of water collection. Specifically, it examines whether proximity to aid-funded WASH projects improves household access to improved water sources and reduces the time burden of water collection. Our results suggest that while aid-funded WASH projects increase household access to improved sources of water, households may also see the time burden of water collection increase, as they may need to travel longer distances and also experience longer wait times due to congestion at water service points. This is an indication that the supply of improved water sources is still insufficient relative to demand as measured by the population density.

Abstract:: In the often heated European policy debates over migration, conflict, lack of development, population growth, and climate change are often described as the ‘root causes’ that make people seek refuge and a better life in Europe. However, recent research-based literature on the links between migration and development stands in stark contrast to such simplified assumptions. This new DIIS Working Paper explores the relationship between migration, development, and foreign aid. It builds on insights from both quantitative and qualitative studies focusing on Africa – especially West Africa – and is divided into three parts. It first examines the factors that underpin human mobility, then looks at contemporary African migration trajectories, and finally discusses how migration relates to foreign aid. The paper shows that irregular migration to Europe is limited and a result of economic progress, rather than poverty or conflict alone, thus making foreign aid an ineffective instrument to curb it. Furthermore, the paper argues that foreign aid initiatives often focus on externally defined root causes of migration and rarely attempt to understand locally determined drivers of migration. To better grasp how development policies and migration intersect, more in-depth research is needed.

11. The Institutional Context of Humanitarian Helping in Contemporary Italy

Abstract:: Italy was itself a recipient of foreign aid and has now become a donor engaged in multiple forms of humanitarian helping abroad and at home. The institutional context of humanitarian helping in Italy is constituted by a moving constellation of relationships between the state, the church, and the nonprofit sector. As we see the changing institutional context for Italian nonprofits with decreasing public solidarity, negative discursive framing, and the need to diversify fund-raising channels, Italian businesses are being sought out for partnerships between profit and nonprofit actors (De Marchi and Martinez 2020). As in other donor countries, there has been a weakening of public trust in the traditional aid sector of Italian nonprofits combined with recently decreasing national funding for humanitarian helping abroad. These trends have led to an increasing need for nonprofits to pivot their fund-raising campaigns toward individuals and social networks such as Facebook (De Carli, 2019c). Today, the interface for “helping” brings together government legislation, state bodies, for-profit organizations, nonprofit organizations, the church, and individuals. To begin to understand the interface of humanitarian helping and the trends in Italy today, this working paper documents and explains the history of Italian cooperation for development and humanitarian helping. The next section will explore changes in perceptions of non-state helping and doing good. The third section will turn to government-based helping in contemporary Italy to understand the formal structures shaping humanitarianism and international development. The fourth section examines the institutional organization of the contemporary development cooperation system that links actors in helping interventions. Within this, we examine the public funding trends for development helping. Section five then examines the private funding available. Finally we conclude with some reflections on what this institutional context suggests for the mix of public and private helping abroad.

12. Are Development Finance Institutions Good Value for Money?

Abstract:: Finance institutions take money from foreign aid budgets to invest in private enterprises. How much should they be given? We can make some progress on that question by looking at the return on investment in the form of higher real incomes for workers and customers, and comparing that to a cash transfer benchmark. There is considerable uncertainty, but what evidence we have suggests returns on investment are in a range that compares well to that benchmark. There is also a diversification argument that because we don’t know which of the things that aid can finance will ultimately prove most important for poverty eradication, aid allocation should hedge its bets. A low single digit percentage of aid allocated to increase the quantity and quality of private investment in low- and middle-income countries seems reasonable.

13. Some Unpleasant ODA Arithmetic

Abstract:: Official development assistance is supposed to be designed to prioritise the economic development and welfare of developing countries. The OECD’s Development Assistance Committee is a club of wealthy donor countries which collaborate to set rules and norms to this effect. However, digging into the official data submitted by donors to the OECD reveals some unpleasant truths. We use data on every funding line reported by donors to the OECD between 2006 and 2019 to investigate the pattern and distribution of commitments and disbursements of ODA to developing countries, and discover that ODA is targeted poorly within the group of eligible developing countries; that this group of eligible countries is gradually expanding to include more relatively wealthy places; that aggregate ODA flows are organized and structured sub-optimally; and that ODA responds more to arbitrary income classifications than it should. We suggest informational and incentive reforms in response. These findings also suggest limits to what realistic reform of ODA can achieve, and, consequently, the importance of non-aid development policy for outcomes in developing countries.

14. Saving the world by doing business? A background paper on the role of the private sector in Danish aid

Abstract:: In recent years publicly funded development and humanitarian aid is being reduced, while the private sector is increasingly being considered a key development actor. This working paper provides an overview of the institutional framework that currently influences these processes in Denmark. We find that in Denmark, this new approach to aid has taken place in the context of a significant change in the Danish national narrative concerning engagement in aid. Whereas the narrative formerly emphasized the importance of selfless global solidarity it has now opened up for approaches that are overtly strategic and self-interested in relation to safety, values, and business interests. While business has always been part of development, the change in narrative has further legitimized combining profit and development. We show how the Danish Government has encouraged civil society to engage in joint ventures with the business sector and describe a spectrum of humanitarian and development initiatives with private business. Together these trends and initiatives have resulted in a Danish institutional framework that, we find, strongly supports and promotes the involvement of business in the development sector. This will have important implications for the scope and agenda of development, as well as for standards for accountability and measurement of results, that need to be further studied.

16. Lebanon as a Test Case for the EU’s Logic of Governmentality in Refugee Challenges

Abstract:: Prior to 2011, Lebanon was no traditional gatekeeper in managing migrant and refugee flows to the EU. Following mass refugee influx from Syria, the small Middle Eastern state acquired key importance in the EU’s architecture of externalisation, alternatively framed as the set of norms and practices that the EU crafts to govern migration from a distance. Lebanon currently hosts more than 1.5 million Syrian refugees and since 2012 the EU has been the key funding power seeking to help the refugee-hosting state cope with the spillover effects that mass displacement brought about on the country. The EU’s recently published New Pact on Migration and Asylum reiterates support to refugees and refugee-hosting countries – including those in Syria’s neighbourhood – as one of the central elements of cooperation with third countries on migration and displacement. After nearly a decade of cooperation between the EU and Lebanon in this area, and ahead of the EU’s new budgetary and policy-planning cycle (2021–27), now is a key moment to critically assess EU-Lebanon cooperation on displacement from Syria.

17. A Short-Sighted Vision for Global Britain

Abstract:: here has been a resurgence in calls to reconsider the cross-party consensus in the UK on foreign aid and development. The main political parties are all committed to spending 0.7 percent of gross national income on aid, to using the internationally agreed definition of aid, and to maintaining a separate government department to administer the majority of this aid, led by a Cabinet Minister. In their recent report, Global Britain: A Twenty-first Century Vision, Bob Seely MP and James Rogers lay challenge to these long-established pillars of UK development policy. In this note, we consider some of the questions they raise and suggest alternative answers.

18. The Dos and Don’ts of USG Humanitarian Reorganization

Abstract:: The FY 2020 budget request released by the White House last month contained a sweeping proposal to rationalize and streamline US government humanitarian assistance programs overseas. The proposal would merge the three humanitarian budget accounts (International Disaster Assistance, Migration and Refugee Assistance, and Food For Peace Title II); strip programming responsibilities from the State Department’s refugee bureau and consolidate them entirely in a new humanitarian bureau at USAID; and establish a vaguely described “dual hat” senior leader role to oversee humanitarian activities at both USAID and the State Department. The proposed changes would be the most significant overhaul of USG humanitarian structures in decades. The proposal in its current form is unlikely to get much traction in Congress, where it is seen on both sides of the aisle as dramatically weakening US leadership on refugees. In light of other moves by the administration—like slashing refugee resettlement numbers and treating asylum seekers roughly—that is a legitimate and vital concern. There is ample reason to approach the proposal with caution, particularly the idea of stripping away the refugee bureau’s resources.

19. A New Social Contract for the Northern Triangle

Abstract:: The Northern Triangle of Central America (NTCA), made up of El Salvador, Honduras, and Guatemala, has experienced overwhelming economic, political, and security challenges in recent years. A combination of domestic challenges, including anemic economic growth, high rates of violence, and few jobs in the formal economy, have had international repercussions, such as an influx of unaccompanied minors (UACs) entering the United States in the summer of 2014 and the ongoing migration crisis at the U.S.-Mexican border.1 The United States remains a major partner for these three countries, disbursing over $401 million in foreign aid in FY2018, with strong bipartisan support for approving appropriations of $1.8 billion for FY17-19.2The NTCA countries also attract considerable foreign direct investment (FDI), surpassing $3.1 billion in 2017.3 While the United States has always played a powerful role in the NTCA region, the coverage in Washington tends to be erratic in its grasp of Northern Triangle issues. The region is portrayed as having insoluble problems with little in the way of progress. There is neither a “magic bullet” nor an “out of the box” solution to the problems of the Northern Triangle. Most of the solutions are relatively straightforward but politically hard and involve a mixture of economic, development, political, and security reforms. The problems of the region are, in fact, solvable, but they require sustained attention from the United States, political will in the NCTA countries, including cooperation rather than obstruction from elites in these societies, and ultimately strong and inclusive economic growth to go with strengthened governance.

20. A Demand-Driven Approach to Development

Abstract:: In many countries, financing development challenges such as humanitarian disasters, communicable diseases, and basic social services have, until recently, relied heavily on foreign aid or official development assistance (ODA). The landscape has been slowly shifting towards a development approach that is more “demand-driven”: steered and owned by developing countries in partnership with donors. In many developing countries, especially low-income countries, foreign aid still plays a significant role in financing government priorities and will continue to play a crucial role in the years to come. Yet foreign assistance is not adapting to the changing landscape of developing countries, and there is some concern whether donors like the United States can deliver the level of flexibility and variety that countries are demanding. In order to ensure that low-income countries—particularly fragile and conflict-affected states—make progress, the United States and other donors will need to embrace new approaches and instruments to tackle persisting challenges. The report discusses the concept and importance of a demand-driven approach to development. It describes its progress and identifies the main challenges of operationalizing the concept. The paper covers the demand-driven approach from the perspective of the United States, presenting a set of recommendations to create a more effective framework for development partners. The aim of the paper is to spur dialogue across development actors (civil society, NGOs, the private sector, and developed and developing country governments) about the programmatic and policy changes that need to take place to fully adopt the principles of demand-driven development and ultimately drive greater success in development activities.

Abstract:: It has recently become fashionable to host a regional summit with African leaders. The Arab states, China, the European Union, France, India, Russia, and Turkey all established high-profile diplomatic forums with African counterparts. Japan has been one of the pacesetters, inviting African governments, as well as multilateral institutions, to attend TICAD since 1993. TICAD’s seventh iteration, which was staged in Yokohama from August 28- 30, 2019, welcomed 42 African presidents, vice presidents, and prime ministers and witnessed the signing of 110 memorandums of understanding (MOUs) with African countries and private-sector companies.1,2 The United States chaired one such event, the U.S.-Africa Leaders Summit, in August 2014. While it represented a milestone in U.S.-African diplomatic engagement, the United States has not attempted anything on the same scale since. In 2016, the U.S. Department of Commerce with Bloomberg Philanthropies chaired a second U.S.-Africa Business Forum. President Trump met with eight sub-Saharan African leaders on the margins of the UN General Assembly in 2017 and separately invited Nigerian president Muhammadu Buhari and Kenyan president Uhuru Kenyatta to the White House in 2018. If the U.S. government decides to resume the U.S.-Africa Leaders Summit, it has the potential to deepen ties between the United States and African counterparts, as well as promote trade and investment and advance signature initiatives.

Abstract:: The fourth industrial revolution is underway, and technological changes will disrupt economic systems, displace workers, concentrate power and wealth, and erode trust in public institutions and the democratic political process. Up until now, the focus has largely been on how technology itself will impact society, with little attention being paid to the role of institutions. The relationship between societies and their institutions is changing, and countries will have to strengthen their capacities to avoid heightened social divisions. They must build resilience through gradual and intentional interventions designed for long-term, sustainable development. It is also essential that institutions work hard to build credibility and use available development tools, such as development finance institutions and foreign aid, to mitigate the risks of disruption. Countries and other stakeholders must pioneer these initiatives to successfully navigate the disruptions stemming from the fourth industrial revolution. The revision of existing models of education, skill development and investment and the integration of different stakeholders into the conversation will be critical in helping institutions play a productive role in rebooting the innovation agenda. This new report, Rebooting the Innovation Agenda, analyzes the need for resilient institution and the role they are expected to play in the fourth industrial revolution.

24. What Is “Country Ownership”? A Formal Exploration of the Aid Relationship

Abstract:: The aid literature and high-level accords like the Paris Declaration argue that “country ownership” is critical to the effectiveness of aid. In response, donors and recipients renamed themselves “development partners,” obscuring the tendency for country ownership benefits (i.e. more successful and sustainable programs) to come at the expense of satisfying the funding countries’ priorities. This paper illustrates the tradeoff between country ownership and funders’ priorities with a formal model in which aid is governed by a contract to produce a jointly desired outcome. The model generalizes the Principal-Agent approaches for studying aid which treat countries as having multiple objectives. The new model illustrates how a recipient country’s rational resource allocation choices vary with different aid contracts, whether based on lump sum payments, input-based payments, conditional payments, matching grants or outcome payments. It reveals two critical aspects of the country ownership debate. First, even when funders and recipients agree on project goals, funders can only achieve their priorities through distorting domestic allocative choices. Second, funders are likely to fully embrace country ownership only in cases where they believe alternative uses of domestic funds have integrity (as defined by the funder). The model also shows that when funders put higher priority on achieving their goals than accommodating recipient allocation preferences, they should prefer conditional payments, matching grants, or outcome payments. Among these, the donor’s preferences would depend on the relative observability of expenditures to outcomes. If instead funders embrace country ownership and seek to maximize the country’s welfare, lump sum grants are better. In terms of Paris Declaration goals of sustainability, the aid contracts which are least aligned with recipient country priorities will not be sustained after aid ends unless domestic preferences are altered by a process of hysteresis.

25. UK Aid Quality Indicators

Abstract:: This paper discusses the United Kingdom’s foreign aid quality based on an updated assessment of the Quality of Official Development Assistance (QuODA) published by the Center for Global Development. QuODA uses 24 quantitative indicators based on how aid is given, grouped into four themes: maximizing efficiency, fostering institutions, reducing the burden on recipient countries, and transparency and learning. These are based on principles which donor and recipient countries agreed to in a series of high-level meetings on aid effectiveness. We find UK aid quality has decreased from 2012 to 2016 and now ranks 15th out of the 27 countries assessed. The quality of its multilateral aid is relatively strong with significant contributions to EU institutions who score in the top half of multilateral agencies, and well-above the UK’s bilateral aid. We analyse the UK’s bilateral aid in detail, identifying areas of relative strength but also four recommendations for the UK Government to improve aid effectiveness

31. How to Reverse Five Years of Failure on Bahrain

Abstract:: On the fifth anniversary of the mass protests in Bahrain that threatened to bring down the country’s autocratic regime, Bahrainis continue to suffer severe repression and political instability. Although the scale of mass arrests and torture the government used to suppress the uprising in March, April, and May of 2011 has diminished, and there have been some largely cosmetic reforms introduced since then, arbitrary arrests and torture in custody continue. Leading human rights activists and peaceful opposition leaders who were able to work relatively unimpeded since 2011 are now in jail, forced into exile, or facing trumped-up charges. The leading civil society and nonviolent political opposition figures arrested and tortured in 2011 remain in prison and there seems to be no prospect of any political dialogue between the government and opposition groups. The protests have not stopped, and a minority have taken on a violent edge, with over a dozen policemen killed since 2011. The country’s prisons are bulging with political detainees, many of whom were sentenced in mass trials after an unfair judicial process. This blueprint draws on dozens of interviews with Bahraini human rights defenders, civil society activists, journalists, academics, families of detainees, lawyers, U.S. government officials, and others. Despite repeated requests for permission to access Bahrain, Human Rights First has been denied entry to the country since 2012. This report examines conditions in Bahrain, the strengths and shortcomings of the U.S. response, and potential opportunities for the U.S. government to support civil society and strengthen respect for human rights. Though the smallest country in the Middle East, Bahrain exemplifies several of the major challenges for U.S. policy in the region. 2016 promises to be a defining year as a series of issues converge to threaten Bahrain, including: sectarian tensions exploited by ISIL and other Sunni extremists and by Shi’a-dominated Iran; economic vulnerability linked to sharply falling oil prices; corruption and political instability; a lack of reform leaving the root grievances of the large scale public protests unresolved; and U.S. government support for an authoritarian status quo seen as the best way of protecting major military investments—in Bahrain’s case, the U.S. Naval Fifth Fleet base. This year will also be important as President Obama shapes his legacy in the Middle East. In 2009, at the start of his presidency, he delivered a message of hope in Cairo: “America does not presume to know what is best for everyone, just as we would not presume to pick the outcome of a peaceful election. But I do have an unyielding belief that all people yearn for certain things: the ability to speak your mind and have a say in how you are governed; confidence in the rule of law and the equal administration of justice; government that is transparent and doesn't steal from the people; the freedom to live as you choose. These are not just American ideas; they are human rights. And that is why we will support them everywhere.” Much has changed in the intervening years. In his speech to the U.N. General Assembly in September 2015, President Obama opted for analysis rather than exhortation, noting, “repression cannot forge the social cohesion for nations to succeed. The history of the last two decades proves that in today’s world, dictatorships are unstable. The strongmen of today become the spark of revolution tomorrow.” He continued: “I believe a government that suppresses peaceful dissent is not showing strength; it is showing weakness and it is showing fear. History shows that regimes who fear their own people will eventually crumble, but strong institutions built on the consent of the governed endure long after any one individual is gone.” Yet the U.S. government’s handling of the enduring crisis in Bahrain has too often failed to draw obvious conclusions from the administration’s own analysis of the detrimental impact of human rights violations on stability and progress. As a result, in the absence of actions and policies that would suggest the contrary, many in Bahrain and across the region view the Obama Administration as supportive of the repressive leadership in Manama. This support for the dictatorship is rendering Bahrain less stable, undermining U.S. efforts to prevent violent extremism, and further damaging Washington’s credibility in the region.

This so-called hard aid entails goals and challenges that are distinct from traditional development and humanitarian aid programs, but Washington is relying on existing aid systems and structures to pursue such work in crisis countries like Syria and Yemen. While this ad hoc approach is administratively and politically convenient, it reduces strategic effectiveness and undercuts long-term development efforts. Both legislative and executive action should be taken to redress these failings.

Abstract:: Why give aid to resource-rich autocrats? We find that the interaction between natural resources and most forms of international aid results in enhanced political instability in most autocratic countries. Interestingly, some types of government aid (notably humanitarian aid) do not have this effect, indicating that the impact of aid varies with its form. Furthermore, we find that only aid structured in the form of loans (rather than grants) is more likely to flow toward resource-rich autocracies. This combination of loans with any political instability they may induce, can create speculative rights (for the donor) in the resource-riches of the recipient country. This potential claim on resources provides one important strategic reason to give aid to resource-rich autocrats. Aid can act as a form of foreign intervention in the pursuit of regime change, and claims on resources.

Abstract:: The Ugandan economy resembles many other economies in sub-Saharan Africa in that it has a large subsistence sector, relies on a few primary commodities for export and depends on aid to finance its public services. Oil and minerals have so far not been important to the economy. However, this might change as an estimated 3.5 billion barrel oil reservoir has been discovered in Uganda's Western and Northwestern Albertine Graben. Minerals have also been found and are being sold off as concessions. If oil revenues start to be mobilized as currently planned (2016-17), significant changes in not only government finance but also in the governments' relationships with donors and in state–society relations are likely to occur. The consequences for local communities and the environment are also likely to be significant.

Abstract:: If African developing countries are to benefit fully from the current boom in foreign direct investment (FDI) in extractives (i.e. mining and oil/gas), it is essential that the foreign investors foster linkages to the local economy. Traditionally, extractive FDI in Africa has been seen as the enclave economy par excellence, moving in with fully integrated value chains, extracting resources and exporting them as commodities having virtually no linkages to the local economy. However, new opportunities for promoting linkages are offered by changing business strategies of local African enterprises as well as foreign multinational corporations (MNCs). MNCs in extractives are increasingly seeking local linkages as part of their efficiency, risk, and asset-seeking strategies, and linkage programmes are becoming integral elements in many MNCs' corporate social responsibility (CSR) activities. At the same time, local African enterprises are eager to, and increasingly capable of, linking up to the foreign investors in order to expand their activities and acquire technology, skills and market access. The changing strategies of MNCs and the improving capabilities of African enterprises offer new opportunities for governments and donors to mobilize extractive FDI for development goals. This paper seeks to take stock of what we know about the state of and driving forces of linkage formation in South Sahel Africa extractives based on a review of the extant literature. The paper argues that while MNCs and local enterprises by themselves will indeed produce linkages, the scope, depth and development impacts of linkages eventually depend on government intervention. Resource-rich African countries' governments are aware of this and linkage promotion is increasingly becoming a key element in their industrialization strategies. A main point of the paper is that the choice between different linkage policies and approaches should be informed by a firm understanding of the workings of the private sector as well as the political and institutional capacity of host governments to adopt and implement linkage policies and approaches.

39. The Wisdom of Crowd-Funders: What Motivates Cross-Border Private Development Aid?

Abstract:: The rapid growth in crowd-funded private development aid allows an examination of the preferences of philanthropic individuals with respect to international causes. Using survival analysis, we analyze the rate at which loan requests are funded through an internet-based nonprofit organization that bundles contributions from individuals and transfers them as loans to borrowers in developing countries. We find little evidence for the view that crowd-funders behave as either official aid donors or as selfish aid-givers. Rather, our results show that private aid contributions are motivated by associational communities that link citizens in donor countries to those in recipient countries - in particular, through migrant and diaspora networks - and that, as a result, their giving may be considered a complement to official aid.

We find that Brazil's involvement encompasses a wide range of state and non-state actors, and that it has been motivated not only by economic interests, but also by a greater prioritisation of Africa and the South Atlantic by Brazil's foreign and defence policies. Topics covered in the report include Brazil's role in peacekeeping and peacebuilding, arms exports, military cooperation, concerns with the spread of piracy in the Gulf of Guinea, positions on major crises, and institution-building efforts. These initiatives reflect not only Brazil's quest to become a global player, but also its efforts to redefine its strategic focus to encompass the South Atlantic.

Abstract:: This paper asks under which conditions the state-building efforts of external actors in areas of limited statehood are likely to be effective. We argue that the legitimacy of the specific norms promoted by external actors among local actors is crucial for their success in strengthening state capacities. International norms need to resonate with the dominant domestic discourse on political reforms. To substantiate our argument, we focus on the European Union's (EU) anti-corruption programs and their implementation in one of the most corrupt regions in the world, the Southern Caucasus. We show that legitimacy can explain why the EU's fight against corruption helped reduce corruption in Georgia but not in Armenia. In both countries, political elites could selectively use anti-corruption programs as an instrument against political opponents using enhanced state capacities to stabilize the incumbent regime. Only in Georgia, however, the fight against corruption was facilitated by sustained domestic mobilization for anti-corruption policies that added pressure on political elites 'from below.'

Abstract:: Drawing on the history of statebuilding in Western Europe, fiscal sociology has proposed the existence of a mutually reinforcing effect between the emergence of representative government and effective taxation. This paper looks at the case of Benin, a low-income West African country that underwent a fairly successful democratization process in the early 1990s. It finds, in contrast to previous studies that have emphasized dependency on aid rents, that Benin appears to have reinforced its extractive capacities since democratization. However, the effect of democratization has been largely indirect, while other factors, such as the influence of the International Financial Institutions (IFIs) and the size of the country's informal sector, have played a more direct role in encouraging or inhibiting tax extraction. Nevertheless, the hypothesis that effective taxation depends on a quasiconsensual relationship between government and taxpayers finds some confirmation in the Beninese case.

Abstract:: In June 2014, a small team from the CSIS Global Health Policy Center traveled to Ghana to examine U.S. bilateral support for maternal, neonatal, and child health (MNCH). The purpose of the trip was to plan a return visit with a delegation of U.S. congressional staff in August 2014. Ghana's mixed progress toward meeting Millennium Development Goals (MDG) 4 and 5 related to maternal and child health; its strong relationship on immunizations with Gavi, the Vaccine Alliance; and its longstanding partnership on health with the United States were all reasons we decided to examine the country's MNCH situation. By late July, the acceleration of the Ebola outbreak in West Africa led us to postpone the trip until emergency preparations are not a major focus of the Ghanaian government, the United States, and other partners. Considering the fruitful meetings we had in June, we have captured here some of our initial impressions, observations, and recommendations.

Persuading the US, other donors, NGCO, and nations will to provide advisors to furnish the needed aid effort through at least 2018, and probably well beyond.

Abstract:: The United States, and its allies, the UN, NGOs, and the World Bank, have injected billions of dollars into what is commonly termed the "reconstruction" of Afghanistan since the war began in 2001. This paper focuses on United States spending on aid in Afghanistan, describing the rationale government officials have given for the aid, what they have spent money on, who has profited from the contracts to provide aid, and what the consequences of that spending have been in terms of benefits to the people of Afghanistan or the United States. The central findings of this review of US government investigative reports and existing field-based scholarship are that reconstruction aid has been allocated primarily to re-arming and policing Afghanistan, with poor or even counterproductive outcomes in both security and other-than-security domains. Furthermore, US companies have been among the primary beneficiaries of this aid, despite widespread fraud, waste, and dysfunction. In contrast to a focus on human needs, and rather than rebuilding the basis of a modern state, reconstruction has been focused on furthering United States security interests. Reconstruction thus sets the foundation for continued violence and impoverishment in the years to come.

52. How Should Donors Respond to Resource Windfalls in Poor Countries?

Abstract:: Natural resources are being discovered in more countries, both rich and poor. Many of the new and aspiring resource exporters are low-income countries that are still receiving substantial levels of foreign aid. Resource discoveries open up enormous opportunities, but also expose producing countries to huge trade and fiscal shocks from volatile commodity markets if their exports are highly concentrated. A large literature on the "resource curse" shows that these are damaging unless countries manage to cushion the effects through countercyclical policy. It also shows that the countries least likely to do so successfully are those with weaker institutions, and these are most likely to remain as clients of the aid system. This paper considers the question of how donors should respond to their clients' potential windfalls. It discusses several ways in which the focus and nature of foreign aid programs will need to change, including the level of financial assistance. The paper develops some ideas on how a donor like the International Development Association might structure its program of financial transfers to mitigate volatility. The paper outlines ways in which the International Development Association could use hedging instruments to vary disbursements while still working within a framework of country allocations that are not contingent on oil prices. Simulations suggest that the International Development Association could be structured to provide a larger degree of insurance if it is calibrated to hedge against large declines in resource prices. These suggestions are intended to complement other mechanisms, including self-insurance using Sovereign Wealth Funds (where possible) and the facilities of the International Monetary Fund.

Abstract:: Bosnia and Herzegovina (BiH, or Bosnia) poses little risk of deadly conflict, but after billions of dollars in foreign aid and intrusive international administration and despite a supportive European neighbourhood, it is slowly spiralling toward disintegration. Its three communities' conflicting goals and interests are a permanent source of crisis, exacerbated by a constitution that meets no group's needs. The political elite enjoys mastery over all government levels and much of the economy, with no practical way for voters to dislodge it. The European Union (EU) imposes tasks BiH cannot fulfil. A countrywide popular uprising torched government buildings and demanded urgent reforms in February 2014, but possible solutions are not politically feasible; those that might be politically feasible seem unlikely to work. Bosnia's leaders, with international support, must begin an urgent search for a new constitutional foundation.

55. Rethinking Afghan Local Governance Aid After Transition

Abstract:: The conclusion of the U.S.-led "surge" of 2009 onward and the closure of provincial recon¬struction teams and other local civil-military installations have affected how aid is delivered in Afghanistan's more remote and contested areas. The time is ripe for a recalibration of donor approaches to local governance and development in areas previously targeted by the surge. Specifically, foreign stakeholders should reexamine three central principles of their previous subnational governance strategy. First, donors should revise their conception of assisting service delivery from the previous approach, which often emphasized providing maximal inputs in a fragmented way, to a more restrained vision that stresses predictability and reliability and acknowledges the interlinked nature of politics, justice, and sectoral services in the eyes of the local population. Second, donors should reframe their goal of establishing linkages between the Afghan govern¬ment and population by acknowledging that the main obstacles to improving center-periph¬ery communication and execution are often political and structural rather than technical. Third, donors should revise the way they define, discuss, and measure local governance prog¬ress in contested areas, away from favoring snapshots of inputs and perceptions and toward capturing longer-term changes on the ground in processes, structures, and incentives. The coming political and development aid transition provides an overdue opportunity for Afghan governance priorities to come to the fore. At the same time, the ever growing chasm between Kabul's deliberations on the one hand and local governance as experienced in more remote, insurgency-wracked areas on the other presents renewed risks. In the short term, donors let the air out of the aid bubble carefully. In the long term, resolving Afghanistan's local governance challenges continues to demand sustained commitment and systematic execution.

Abstract:: After the severe twin crises that nearly brought Mali to its knees in January 2012, the country is gradually recovering from their debilitating consequences. In August 2013, Mali successfully elected its new president, Ibrahim Boubacar Keïta, thus putting an end to an eighteen-month-long transitional government that was put in place following the March 2012 coup. Even though the violence has abated and renewed hope seems to be in the air, the structural causes of the Malian conflict are still stubbornly present and their consequences are still being felt by neighboring Sahel countries that suffer from similar underlying ills. The situation in Mali and other concerned states in the region generated a renewed interest in the Sahel-Sahara region and in efforts to stabilize this region. This prompted the International Peace Institute, the Executive Secretariat of the Strategy for Security and Development in the Sahel-Saharan Areas of Niger (SDS Sahel Niger), and the Centre for Strategies and Security for the Sahel Sahara (Centre 4S) to convene an international seminar on security and development in the Sahel-Sahara on February 15 and 16, 2013, in Niamey, Niger.

58. Can Results-Based Payments Reduce Corruption?

Abstract:: A common objection to results-based programs is that they are somehow more vulnerable to corruption. This paper explains why results-based approaches to foreign aid may be less vulnerable to corruption than the traditional approaches which monitor and track the purchase and delivery of inputs and activities. The paper begins by classifying different corruption costs and specifically distinguishes the problem of diverted funds from the costs associated with failing to generate benefits. It then characterizes the key differences between traditional input-tracking programs and results-based approaches in terms of how they are supposed to work, the implicit risks that preoccupy designers, how they function in practice, and what this means both for the scale of corruption and the realization of benefits. It then considers the conditions under which one approach or another might be more appropriate. The paper concludes that input-tracking approaches are vulnerable to corruption because they have high failure costs and a weak track record for controlling diverted funds. By contrast, results-based approaches are less prone to failure costs and limit the capacity of dishonest agents to divert funds unless those agents first improve efficiency and outputs.

Abstract:: In the 13 years since the dawn of the new millennium, significant progress has been made in addressing some of the world's most important problems. One billion fewer people live in extreme poverty, 3 million children's lives are saved annually and 610 million children in developing countries are enrolled in primary school, more than ever before. However, this progress has not been shared evenly around the globe. Populations affected by weak systems of governance and that suffer violence and disasters have systematically been left behind. They are much less likely to enjoy progress vis-à-vis any of the United Nations' Millennium Development Goals (MDGs), which include eradicating extreme poverty and hunger, improving children and women's health, and enrolling children in school. No country classified as a “fragile state,” for example, has met all eight of the MDGs. Children born in low-income, conflict-affected countries are twice as likely to die before the age of five years, twice as likely to lack access to clean water and more than three times as likely to not attend school than children living in peaceful, low-income countries. People living in poverty, many of whom are affected by conflict, are more vulnerable to the effects of climate change and disasters. Children are especially affected, and those from the poorest families are up to 10 times more likely to bear the brunt of environmental disasters linked to climate change.

Abstract:: Over the next decade some 600 million new jobs will be needed to reverse the effects of the global financial crisis and avoid a further increase in unemployment. Small and growing businesses (SGBs) are a critical growth engine capable of creating many of these jobs Not only do SGBs create a large number of jobs—200 on average—but those jobs tend to be higher paying. One study showed that companies with 10–50 employees offer wage premiums of 10-30% over micro-enterprises with less than 10 employees, while the premium increases to 20-50% if the business has more than 50 employees. In short, creating new jobs is a critical component to improving livelihoods in the developing world, and SGBs are an important tool for driving this job creation, as well as producing other positive social and environmental returns for their communities by producing goods and services (health, education, sanitation, etc.) for the world's poorest.

Abstract:: The United States government has made repeated declarations over the last decade to align its assistance programs behind developing countries' priorities. By utilizing public attitude surveys for 42 African and Latin American countries, this paper examines how well the US has implemented this guiding principle. Building upon the Quality of Official Development Assistance Assessment (QuODA) approach, I identify what people cite most frequently as the 'most pressing problems' facing their nations and then measure the percentage of US assistance commitments that are directed towards addressing them. By focusing on public surveys over time, this analysis attempts to provide a more nuanced and targeted examination of whether US portfolios are addressing what people care the most about. As reference points, I compare US alignment trends with the two regional multilateral development banks (MDBs) – the African Development Bank and the Inter-American Development Bank. Overall, this analysis suggests that US assistance may be only modestly aligned with what people in Sub-Saharan Africa and Latin America cite as their nation's most pressing problems. By comparison, the African Development Bank – which is majority-led by regional member nations – performs significantly better than the United States. Like the United States, however, the Inter-American Development Bank demonstrates a low relative level of support for people's top concerns.

Abstract:: This article explores the political economy of social science research in the Global South by analyzing new bibliometric and survey data on Peru, a lower-middle income country with weak domestic funding and institutional support for scholarship. The results of the analysis show that although research in Peru is heavily dependent on foreign funding, the multiplicity of funding institutions gives scholars a surprising degree of autonomy. Still, dependence on foreign funding produces conditions with potentially harmful consequences for the quality and impact of research. Five conditions are considered: multiple institutional affiliations, hyperproductivity, forced interdisciplinarity, parochialism, and a weak national community of scholars.

Abstract:: In a way, one could consider Norway a typical example of a small International Security Assistance Force (ISAF) partner in Afghanistan, with 400 troops at its disposal and responsible for one of the 26 provincial reconstruction teams (PRT). Norway is a signatory to the Atlantic Pact and a staunch North Atlantic Treaty Organization (NATO) member. At the same time, the people and the government of Norway — like those in many European countries — share reservations about the extraterritorial use of military force. They consider Norway to be a "peace-nation," a small state without strategic global interests. Norwegian foreign policy favors the multilateral institutional approach, providing stability and predictability through the United Nations (UN). The government of Norway has to balance military needs with civilian demands for humanitarian aid and the support of human rights — in particular women's rights. In Afghanistan, Norwegian civilian aid priorities included the strengthening of Afghan governance capacities, rule of law, education, and rural development.

Abstract:: The economic reforms recently implemented in Cuba do not adequately deal with the structural issues that hamper the country's economic development. The paper presents a system dynamics model to investigate Cuba's development process, and a simulation analysis to compare different policy scenarios that may be realized in the future as economic reforms will continue. Abstract:: This paper outlines a new tool for policymakers to deploy to encourage private-sector development in developing nations. Specifically it argues that in fragile states there are systemic failures that cause an intermediation gap between sources of capital and entrepreneurs seeking investment. This gap prevents investment by raising transaction costs and exacerbating information asymmetry. We present a case study of this gap as observed in our work in South Sudan. Then we propose a model of investment facilitation that bridges the intermediation gap. The model is based on donor funding of a neutral nongovernment facilitator to identify attractive investment opportunities, link them to capital, and facilitate transactions.

In the last 20 years, countries across the developing world demo cratized, began to improve their governance, and experienced substantial economic growth. Yet, significant challenges remain that must be tackled, many of which fall within the governance and growth nexus. These issues—government effectiveness, rule of law, regulatory policies related to the business and investment climate, and barriers to entry to the formal economy—are the preeminent challenges to expanding broad- based economic growth and continuing to reduce global poverty. The United States needs to shift its focus away from meeting basic human needs toward broader institutional development if it is to increase support for the governance and growth nexus. U.S. foreign aid is overwhelmingly directed toward global health and the delivery of other public goods. This must change.

Abstract:: The emergence of the BRICS has generated a renewed debate about peacebuilding and donor activity. This has slowly influenced the aims, norms and practices of international peacebuilding, statebuilding and development. There are subtle differences in BRICS members' interests, approaches and motives, power, influence, and adherence to or rejection of established standards (such as OECD-DAC principles). These states' activities have often attracted scepticism and criticism from traditional donors. An examination of their engagement with interventionary forms of development, peacebuilding, statebuilding, and their related institutions and practices shows that the BRICS can be both “status-quo” and “critical” actors. On the one hand, they all engage with the liberal peace paradigm and its often-neoliberal agenda that allows them to protect sovereignty and non-intervention, pursue trade interests, and advance their own interests (like a seat on the UN Security Council, regional stability or maintaining their often-ambiguous status of being both aid donors and recipients). On the other hand, their involvement has challenged peacebuilding's and development's Euro-Atlantic character through the unfolding of their own donor and peace agendas. This report highlights the instances in which traditional and emerging actors' agendas converge and diverge – and the motivations behind these agendas.

From €120 million (1994–1998) these contributions have reached nearly €1.8 billion for the period 2009–2014. What exactly does Norway get in return? Should the Grants simply be understood as an act of solidarity? Or do the financial contributions serve as a source of soft power providing increased influence in the EU? Abstract:: U.S. government support for international media development is declining. Spending by the Department of State and USAID for media freedom and freedom of information programs has dropped 43.5 percent in the past five years–from $135 million in Fiscal Year 2008 to approximately $76.3 million in FY 2012, according to figures supplied by the State Department. This trend and others related to U.S. government support for media development are the subject of this report, which analyzes how U.S. government grant making for media assistance has changed over time and looks at possible reasons those changes have occurred. The data underpinning the report is drawn from two main sources: the State Department's Office of Foreign Assistance Resources, which tracks allocations for foreign aid, and from an in-depth examination and analysis of grant proposals solicited by the U.S. government over the past five years containing at least one media development component.

Abstract:: Hopes are high for a successful outcome of the 2013 replenishment process, through which the Global Fund to Fight AIDS, Tuberculosis and Malaria seeks pledges of $15 billion to support planned activities for 2014-2016. Yet at a time when some experts argue it is finally possible to “turn the tide” on HIV/AIDS, malaria, and tuberculosis, it is unclear whether countries and other donors will pledge adequate funding to meet the revitalized Fund's replenishment goal. The United States has an essential leadership role to play in helping ensure a successful 2013 replenishment outcome. In the short term it must come through with a strong pledge of its own and engage diplomatically with a range of donor and beneficiary countries to demonstrate support for the organization. In the longer term the U.S. will need to work with the Fund and other governments to identify new ways for public and private-sector entities, as well as individuals, to support the Global Fund's work.

Abstract:: With China's emergence as a global economic and political power, it is commonly assumed that its leadership's influence in international politics has increased considerably. However, systematic studies of China's impact on the foreign policy behavior of other states are rare and generally limited to questions regarding economic capabilities and the use of coercive power. This paper seeks to contribute to the literature on China's global political rise by taking a broader perspective. Drawing on voting data from the UN General Assembly for the last two decades, it explores the plausibility of different explanations for foreign policy similarity: economic, diplomatic and military linkages; domestic institutional similarities; and parallel problem‐solving processes. The logistic regression analyses find that high similarity levels correlate with shared regime characteristics and comparable patterns of sociopolitical globalization. The results further indicate that foreign aid and arms trading seem to help buy support in global politics.

Abstract:: The EU has been engaged in democracy promotion, human rights, and civil liberties in the Mediterranean countries for over two decades with results ranging from very limited success to total failure. The revolutions in the Arab world – that have caught the EU and Western countries by surprise – provide a window of opportunity for real democratic reforms in the region. The successful democratization in Tunisia will send positive messages to the neighboring countries. Why should the EU be more involved in supporting Tunisia's democratic transition? And what can the EU do to support Tunisia's efforts to build and reform its institutions and to move towards a consolidated democracy with a functioning market economy? Answering these research questions requires understanding the major failures of the EU in the Mediterranean region – the Union of the Mediterranean is on hold and conditionality (at least political conditionality) is problematic and questionable. Prior to the Dignity Revolution, security and stability were moving in the opposite direction to democracy –leading the EU to focus more on the former. Now, consolidating democracy, economic development, stability, and security on the EU's Southern borders are moving in the same direction. This paper argues that, first, supporting democracy is a necessary condition for guaranteeing stable and secure southern borders and, secondly, economic growth is a necessary condition for consolidating democracy and political reforms in Tunisia.

Abstract:: We show how financial and managerial constraints impede experimentation and thus limit learning about the profitability of investments. Imperfect information about one's own type, but willingness to experiment to learn one's type, leads to short-run negative expected returns to investments, with some outliers succeeding. We find in an experiment that entrepreneurs invest randomized grants of cash and adopt advice from randomized grants of consulting services, but both lead to lower profits on average. In the long run, they revert back to their prior scale of operations. In a meta-analysis, results from 19 other experiments find mixed support for this theory.

Abstract:: Since the summer of 2011, the country of Myanmar has been experiencing rapid democratic reform. Headlines lauding these positive changes have become commonplace in the international media. However, experts and academics who have been involved in the decade-long campaign to bring peace and democracy to Myanmar remain divided over how sincere these changes are. Some accuse the Government of carrying out “window-dressing” reforms to please the Western governments and enable the lifting of sanctions. They argue that the Government has a vested interest in maintaining the reins of power and that there is no incentive to make true democratic reforms. During a speech in Oslo in June 2012, Aung San Suu Kyi, the Myanmarese Pro-democracy leader described the recent reforms as positive but warned against blind faith in the process and pointed out the main challenges that remain unresolved – namely the ethnic issues and the ongoing imprisonment of political prisoners.

88. Europe Beyond Aid: Assessing Europe's Commitment to Development

Abstract:: European countries pride themselves on being leaders in spurring development within poor countries. We find that Europe's approach to development could be characterised as energetically tackling the symptoms of poor economic opportunities for developing countries by providing effective aid, while doing relatively little to tackle the underlying structural causes of poverty. We use the Center for Global Development Commitment to Development Index (CDI) as a tool to examine Europe's performance overall. We combine the scores for the twenty-one European countries which are included in the 2012 edition of the Commitment to Development Index to calculate the single score they would have obtained if they had been a single country. This represents the combined commitment to development of these countries, by giving appropriate weight to the larger, more populous countries in Europe, which tend to have less development-friendly policies than the Nordic countries and the Netherlands. Our calculations show that compared to the other countries in the CDI, Europe as a whole performs better than most CDI countries on aid and environment, but less well in other dimensions such as trade and security. This paper provides the background to a series of more detailed studies of the policies of European countries, individually and collectively through the European Union, in each dimension of the CDI, which the Center for Global Development in Europe is coordinating.

92. Burundi: A Deepening Corruption Crisis

Abstract:: Despite the establishment of anti-corruption agencies, Burundi is facing a deepening corruption crisis that threatens to jeopardise a peace that is based on development and economic growth bolstered by the state and driven by foreign investment. The “neopatrimonialist” practices of the party in office since 2005 has relegated Burundi to the lowest governance rankings, reduced its appeal to foreign investors, damaged relations with donors; and contributed to social discontent. More worrying still, neopatrimonialism is undermining the credibility of post-conflict institutions, relations between former Tutsi and new Hutu elites and cohesion within the ruling party, whose leaders are regularly involved in corruption scandals. In order to improve public governance, the Burundian authorities should “walk the talk” and take bold steps to curtail corruption. Civil society should actively pursue its watchdog role and organise mass mobilisation against corruption and donors should prioritise good governance.

Abstract:: In post-conflict Liberia, the National Health Plan set out a process for transitioning from emergency to sustainability under government leadership. The Liberia Health Sector Pool Fund, which consists of DfID, Irish Aid, UNICEF, and UNHCR, was established to fund this plan and mitigate this transition by increasing institutional capacity, reducing the transaction costs associated with managing multiple donor projects, and fostering the leadership of the Liberian Health Ministry by allocating funds to national priorities. In this paper, we discuss the design of the health pool fund mechanism, assess its functioning, compare the pooled fund to other aid mechanisms used in Liberia, and look into the enabling conditions, opportunities, and challenges of the pool fund.

94. An Index of the Quality of Official Development Assistance in Health

Abstract:: Health is one of the largest and most complex aid sectors: 16 percent of all aid went to the health sector in 2009. While many stress the importance of aid effectiveness, there are limited quantitative analyses of the quality of health aid. In this paper, we apply Birdsall and Kharas's Quality of Official Development Assistance (QuODA) methodology to rank donors across 23 indicators of aid effectiveness in health. We present our results, track progress from 2008 to 2009, compare health to overall aid, discuss our limitations, and call for more transparent and relevant aid data in the sector level as well as the need to focus on impact and results.

Abstract:: As China's economy expanded in recent decades, there has been a corresponding rise in the amount of foreign assistance it offers to the developing world. In particular, China increased aid to countries in Africa, Latin America, and Southeast Asia. Some of China's methods and objectives are controversial with the international aid community. Critics accuse China of frequently following a “mercantilist” strategy in using aid and loans in order to secure natural resources such as oil and raw materials. One commentator went so far as to describe Chinese aid as “rogue aid,” because it is driven by self-interest and not what is best for the developing world.1In remarks widely interpreted as aimed at China, Secretary of State Hillary Clinton recently warned countries to be “wary of donors who are more interested in extracting your resources than in building your capacity.”2Added to these feelings, China treats the methodology of its aid as a competitive asset and has sought to distance itself from international efforts at creating a cooperative framework for foreign assistance. In spite of this, since the second term of the Bush administration, the United States has sought to engage with China on international development. This includes high-level meetings be-tween the heads of China's foreign aid bureaucracy and the U.S. Agency for International Development (USAID), as well as on-the-ground attempts to find common ground on development.

96. Private-Sector Engagement in Food Security and Agricultural Development

Abstract:: With the introduction of Feed the Future (FTF)—the U.S. government's program to refocus foreign assistance on agricultural development—the private sector has been named a priority partner. President Barack Obama made a bold statement in his 2009 inaugural address, pledging that the United States would work with countries to support and promote food security. Private companies are enthusiastic about engaging in development efforts, and FTF may provide that avenue. The food and agriculture sector has significant capabilities, and market opportunities in developing countries are large and growing. Many companies have engaged in discussions with FTF leadership, and a number of partnerships have been launched. These are important efforts, and more are under way. The fact remains, however, that funding for agricultural development is relatively small—a three-year, $3.5 billion budget, compared to a six-year, $63 billion budget for health—and the investments needed in agriculture are massive: it would take $88.7 billion to meet U.S. global agricultural development goals.

Abstract:: An unparalleled opportunity for media developers to boost democracy is at hand in the Middle East and North Africa, where once repressed media and civil society groups are forming in the wake of popular uprisings that toppled or are threatening regimes. New constitutions are being drafted, new forms of government debated, and new representatives selected, all against a backdrop of new citizen empowerment and tension among differing parties if not, as in the case of Egypt, outright violence. In addition, new media and technology have radically changed both the political debate in societies and how that debate is covered compared to the past.

Abstract:: Fewer people are smoking in the United States, Europe, and most of the developing world. Excise taxes, bans on smoking in public places, and graphic health warnings are achieving such dramatic reductions in tobacco use in developed countries that a recent Citigroup Bank investment analysis speculated that smoking could virtually disappear in wealthy countries over the next thirty to fifty years.

Abstract:: The World Bank Group faces significant operational changes over the near to medium term. More than half of poor countries are projected to graduate from the World Bank's International Development Association (IDA) concessional assistance over the next 15 years. As a result, IDA's country client base is projected to become dominated by African fragile states. To its credit, the World Bank Group recognizes these coming changes and the unique needs and constraints present in fragile environments. It has publicly expressed a plan to develop an organization-wide strategy tailored specifically for fragile and conflict-affected situations.
