Abstract:
Brexit and the rise of China as a leading international economic power have revived discussions about the geography of banking centres. This paper analyses the geographical evolution of banking centres since the 1970s, based on a database constructed from a ranking of the top banks in the world created by The Banker magazine, a UK-based monthly publication specialised in international financial affairs. We describe both how the database was created and the ways in which it can be used to inform policy on money and capital markets. We address why the data can be used to proxy the size of International Financial Centres (IFCs) and the methodological limitations it may present. We find that banking consolidations and the evolution of the legal framework are more central to the changing geography of banking centres than economic and financial crises. We also highlight that, despite major shifts in global economic power, leading banking centres are hard to replace.

Abstract:
This paper quantitatively describes different aspects of the COVID-19 pandemics: new cases, hospitalisations, intensive-care admissions and deaths, while illustrating their changing relationships over time. It then assesses how the different variables have affected relevant sectoral and macroeconomic indicators. Finally, it concludes that, from an economic perspective, what matters when it comes to managing the pandemic is to prevent intensive-care admissions and deaths arising from COVID-19. The success of vaccination should be measured in terms of its ability to prevent the most serious consequences, rather than its ability to prevent infections and hospitalisations.

Shows of force from China’s People’s Liberation Army exist on a continuum from peace to war and can be characterized as coercive or annihilative. In this report, Executive Director Mark Stokes and Associate Director of Programs Eric Lee examine kinetic and non-kinetic threats posed to Taiwan by the People’s Liberation Army. The authors explore the history of Taiwan’s early warning infrastructure and radar order of battle. They then assess how these capabilities support Taiwan’s air sovereignty missions of surveillance and control around its territories. They conclude by suggesting ways the United States can bolster Taiwan’s early warning capabilities.

604. U.S. Coast Guard Academy Cultural Competence Assessment

Abstract:
The United States Coast Guard (USCG) is widely recognized for its six major operational missions: maritime law enforcement, maritime response, maritime prevention, marine transportation system management, maritime security operations, and defense operations. Since 1876, the U.S. Coast Guard Academy (the Academy) has served as the one location where USCG officers receive their training. The Academy is an accredited military college granting Bachelor of Science degrees in one of nine engineering or professional majors. Graduates earn a commission as an Ensign in the Coast Guard. The impetus for this report is found in the Coast Guard Academy Improvement Act, part of the National Defense Authorization Act of the fiscal year 2021. This legislation called for the National Academy of Public Administration (NAPA) to assess the current state of cultural competence (including diversity, equity, and inclusion) of the Coast Guard Academy’s cadets, faculty, and staff. Cultural competence is defined as the ability to understand, appreciate, and interact with people from cultures and belief systems different from one’s own. It encourages the acknowledgment and acceptance of differences in appearance, behavior, and culture. This assessment by a Panel of NAPA Fellows provides actionable recommendations that, when implemented as an integrated whole, will serve to further develop a healthy environment of cultural competence at this critical institution. As a congressionally chartered, independent, non-partisan, and non-profit organization with over 950 distinguished Fellows, NAPA has a unique ability to bring nationally recognized public administration experts together to help government agencies address challenges. I am deeply appreciative of the work of the five NAPA Fellows who served on this Panel and commend the Study Team that contributed valuable insights and expertise throughout the project. We are grateful for the constructive engagement of many USCG and Academy personnel and cadets who provided important observations and context to inform this report. We also thank representatives of the other federal military service academies for their active contributions to this research. Finally, this report has benefited substantially from input offered by many researchers and practitioners in the field of cultural competence, diversity, equity, and inclusion. I trust that this report will be regarded as an encouragement to leaders at the Coast Guard Academy, as it commends many good practices that are already in practice. It should also serve as an actionable guide to putting necessary policy, procedural, and structural elements in place to further develop cultural competence for all. Doing so will further advance the USCG’s compelling mission.

605. A Call to Action: The Federal Government’s Role in Building a Cybersecurity Workforce for the Nation

Cybersecurity is a significant concern for governments, businesses, universities, service providers, and citizens throughout the country. Ransomware attacks and other cyber intrusions are featured in the news almost daily, and there is a growing demand for cybersecurity workers who can protect the electronic systems that enable so many aspects of our lives and our economy. In recognition of these vulnerabilities, the Academy identified as one of its twelve Grand Challenges in Public Administration the need to Ensure Data Security and Privacy Rights of Individuals. Yet only recently has the federal government begun to bring together key federal and nonfederal actors to address cybersecurity workforce problems. As part of the FY 2021 Consolidated Appropriations Act, Congress directed the Department of Homeland Security to contract with the National Academy of Public Administration (or a similar organization) to review the Cybersecurity and Infrastructure Security Agency (CISA) programs (primarily housed within the Cybersecurity Defense Education and Training [CDET] branch) to build a national cybersecurity workforce. The task was to assess the excellence, scalability, and diversity of select CISA/CDET workforce-development programs and to consider alternative models for building a cyber workforce. Our study Panel of Academy Fellows also looked at additional efforts across the government aimed at ensuring the nation’s cybersecurity workforce needs are being met. The Academy’s Study Team staff performed the research and analysis to inform Panel member analysis and recommendations. I deeply appreciate our Panel members, who provided valuable guidance and introductions to federal and nonfederal leaders in the cybersecurity workforce development field. The views expressed in this report are those of the Panel. In addition, I would like to acknowledge the time and contributions as subject matter experts of Academy Fellows Franklin Reeder, Director Emeritus and Founding Chair, Center for Internet Security, and Ronald Sanders, Staff Director, The Florida Center for Cybersecurity at the University of South Florida. Both went above and beyond to provide information, context, contacts, and other guidance to the Study Team and Panel. 607. Climate change and food prices in Southeast Asia

Southeast Asia’s climate has become warmer, wetter and more unpredictable over the past decade. Our bespoke analysis finds that these changes in weather conditions have had a significant impact on the cost of food production in levels terms and in increased food price volatility. Specifically, a 1% increase in temperature versus a year ago is found to increase food production costs by 0.5-0.8% across Southeast Asian economies, and extreme heat events in Thailand and Vietnam in recent years have driven price spikes of 5-6%. Climate futures in which temperatures rise fastest and weather volatility increases most have the potential to generate ever-faster food price growth and greater price spikes. More stable food prices are, therefore, one key incentive for governments in the region to do their part to help the world transition toward net zero. But the sector’s intensive use of energy and logistics to produce and distribute food will mean the shift to low-carbon energy could also have major cost implications for the sector. So while prices may be more stable in a net-zero world, they will nevertheless face pressures from the transition. Fortunately, the government can explore a range of policy options to ease the cost of transition and mitigate the impact of food price volatility. These policy options encompass agricultural policy, energy efficiency, social policy, and trade and investment policies. Together with Food Industry Asia, Oxford Economics looks forward to developing this debate in the months and years ahead, building on the foundations presented in this report.

608. Off Track – The role of China’s CRRC in the Global Railcar Market

Abstract:
With $35 billion in total revenue in 2021, CRRC, the Chinese state-owned railroad rolling stock manufacturer, is the largest player in the $71 billion global railroad rolling stock industry. Like other Chinese state-owned enterprises (SOEs), CRRC is the beneficiary of both implicit and explicit government subsidies. According to its annual reports, CRRC received $271 million in explicit Chinese government subsidies in 2020, and nearly $1.3 billion total between 2015 and 2020. Implicit government subsidies to SOEs like CRRC are harder to quantify and come in a variety of forms. For example, an SOE may obtain production inputs, such as financing or land, at below market-rate prices. It may also sell its outputs at above market-rate prices, a possibility that is particularly relevant to rail manufacturing, where much of the output is sold to government entities. Estimates by other researchers show that explicit government subsidies represent only about a quarter of the total government subsidies that Chinese SOEs receive. Since the 1990s, China has pursued a policy towards SOEs of “grasping the large, letting go of the small,” investing in national champions to dominate their respective industries. Under the management of the State-owned Assets Supervision and Administration Commission (SASAC) since 2003, SOEs have been encouraged to “go big and go global” through domestic consolidation and expansion, as well as through foreign mergers and acquisitions. The effect of these policies, which are fundamentally mercantilist in nature, has been for these national champion SOEs like CRRC to capture their domestic markets, using the economic rents so generated to finance global expansion. Between 2006 and 2018, SOEs’ share of the assets of the largest global firms has increased from approximately 6% to 20%, with Chinese SOEs accounting for essentially all of this increase. While SASAC has targeted specific industries for its national champion, the overall trend in recent years has been towards continued government divestment from legacy SOEs. SOEs’ share of national industrial employment fell from 60% in 1998 to 38% in 2003 to 20% in 2010. Thus, as reflected in planning documents, the selection of industries for the fostering of national champions is anything but random and reflects the strategic interests of the Chinese government. In the case of rail, the government’s strategic interest is transparent and is laid out in the Belt and Road Initiative (BRI)—China seeks to dominate an integrated global rail transportation network based on Chinese technical standards. China expects to obtain significant financial and geopolitical benefits from this outcome and may be willing to absorb losses on individual foreign rail projects in order to break into foreign markets.

609. Lucky Women in Unlucky Cohorts: Gender Differences in the Effects of Initial Labor Market Conditions in Latin America

Abstract:
This paper assesses gender differences in the effects of adverse conditions at labormarket entry in a developing region. Using harmonized microdata from national household surveys for 15 Latin American countries, we build a synthetic panel of cohorts that potentially transition from school to work and observe their labor market outcomes 10 years later. We find that men who faced higher unemployment rates at ages 18-20 suffer a negative effect on employment at ages 27-30. In contrast, women from those same unlucky cohorts have higher employment rates and earnings. Our results are consistent with women acting as secondary workers in downturns. We also find that women from unlucky cohorts control a larger share of family income and are more likely to be the head of household 10 years after labor market entry, and that adverse initial labor market conditions are correlated to more egalitarian perceptions about gender roles later in life.

610. Taxation, infrastructure investment, growth, and poverty reduction: A case study of Zimbabwe

Abstract:
In recent decades, Zimbabwe’s development record has been disappointing. In the last few years, a severe drought and the Covid-19 pandemic have added to the country’s development challenges. This paper is concerned with the long-run need to find a path toward faster growth in GDP, employment, and incomes, accompanied by more rapid progress on poverty reduction and other parts of the global sustainable development agenda. As part of this search, the country will need to address structural constraints including a large infrastructure gap, an inefficient government, and unhospitable business climate. Among these, this paper is focused on infrastructure and alternative means of financing scaled-up investments – what are the consequences of relying on domestic taxes compared to foreign financing? To address these questions, the paper draws on simulations with SDGSIM, a computable general equilibrium (CGE) model, designed for SDG analysis but applicable to analysis of policies in a wide range of areas, including growth, fiscal space, and external shocks. The model was adapted to the Zimbabwean context and calibrated to a database for 2016. The simulations cover the period 2016-2030 and analyzes the effects of alternative levels and priorities for government spending and resource mobilization (domestic and foreign). The simulation results cover a wide range of economic indicators, including some related to the global Sustainable Development Goal (SDG) agenda. The differences between the scenario results for GDP growth, household consumption, and poverty point to the importance of strong public investment management and, other things being equal, of targeting TFP gains to tradable sectors. The advantages of reliance on domestic taxation for the funding of expanded investment include slower debt accumulation and less reliance on the decisions of external actors. Tax reliance may also give the funders, the citizens, a stronger sense of ownership and right to monitor how the money is used, with a positive impact on investment productivity. On the other hand, before the investment have yielded sufficient returns, reliance on taxes reduces private purchasing power, leading to some combination of lower private consumption and investment. Raising the tax burden by 2-3 percent of GDP may also be administratively difficult. It would of course be possible to consider scenarios that split the funding burden between domestic taxes and foreign financing.

611. The COVID-19 Pandemic in Latin American and Caribbean countries: The Labor Supply Impact by Gender

Abstract:
We study the labor supply impact of the COVID-19 pandemic by gender in four Latin American and Caribbean (LAC) countries: Brazil, Chile, Dominican Republic, and Mexico. To identify the impact, we compare labor market stocks and labor market flows over four quarters for a set of balanced panel samples of comparable workers before and after the pandemic. We find that the pandemic has negatively affected the labor market status of both men and women, but that the effect is significantly stronger for women, magnifying the already large gender gaps that characterize LAC countries. The main channel through which this stronger impact is taking place is the increase in child care work affecting women with school-age children.

Abstract:
This paper proposes a new link relating export destinations and the organization of the firm. We claim that the production of higher-quality varieties exported to rich destinations induces firms to re-structure their production processes, becoming organizationally more complex. We introduce a theoretical model with these features and we explore the mechanisms using a panel of Chilean manufacturing plants. Our identification strategy relies on falling tariffs on Chilean products across destinations caused by the signature of Free Trade Agreements with high-income countries (the European Union, the United States, and South Korea). We find that Chilean plants that were induced by these tariff reductions to start exporting to high-income destinations increased the number of hierarchical layers and upgraded the quality of their products. This involved the addition of qualified supervisors that facilitated the provision of higher product quality. These effects took place at new high-income exporting firms.

613. Abortion Legalization in Uruguay: Effects on Adolescent Fertility

Abstract:
The Latin America and the Caribbean adolescent fertility rate is among the highest in the world: about 1.7 million children are born to teen mothers every year, and most of them are declared as being unintended pregnancies. The region also has the highest rate of unintended pregnancy of any world region, and nearly half of such pregnancies end in abortion. However, fewer than 18% of the region’s women live in countries where abortion is broadly legal. This paper estimates the causal effect of abortion legalization on adolescent fertility in Uruguay, using official data on legal abortions provided after the 2012 reform. We employed a difference-in-differences strategy, classifying states by whether they are responsive or unresponsive to the reform. The results suggest that abortion reform had a negative impact on the adolescent birth rate by 2.5 to 2.8 births per thousand adolescents aged 15–19 (4% decrease from the preintervention average). Additionally, we exploited variation in reform implementation intensity through the estimation of fixed-effect linear regression models and found consistent results. Our findings are robust to controlling for a concurrent large-scale program of contraceptive implants. We conclude that legislation aimed at enhancing rights and reducing avoidable deaths and complications from unsafe abortions may also have spillover effects that help reduce adolescent fertility.

614. Costs and Benefits of Trade Shocks: Evidence from Chilean Local Labor Markets

Abstract:
We study Chile’s labor market responses to trade shocks during 1996-2006, exploiting spatial and time variations in trade exposure arising from initial differences in industry specialization across local labor markets and the evolution of shocks across industries. We take advantage of China’s supply and demand’s worldwide shocks to instrument for Chinese import competition and demand for Chilean exports. Our main finding is that increasing manufacturing import competition implied a significant rise in labor informality in more exposed local markets, especially among young and unskilled workers. These groups also suffered significant relative wage losses. Meanwhile, locations that benefited most from the increased demand for primary products experienced a relative increase in employment, particularly among young individuals, and reallocation from self-employment towards salaried jobs in the formal sector, along with relative wage gains among old-age workers. Interestingly, these areas experienced a smaller increase in tertiary education enrollment rates than less exposed areas.

Abstract:
We re-examine the effects of negative weather anomalies during the growing season on the decision to migrate in rural households in five sub-Saharan African countries. To this end we combine a multi-country household panel dataset with high-resolution gridded precipitation data. We find that while the effect of recent adverse weather shocks is on average modest, the cumulative effect of a persistent exposure to droughts over several years leads to a significant increase in the probability to migrate. The results show that more frequent adverse shocks can have more significant and long-lasting consequences in challenging economic environments.

The Taliban’s takeover of Afghanistan on 15 August 2021 unraveled significant achievements of the Women, Peace and Security (WPS) agenda in Afghanistan over the last two decades.1 Every western donor present in the country pushed the WPS agenda over the past two decades of their engagement in Afghanistan. The previous Government of Afghanistan adopted a National Action Plan on Women, Peace and Security in 2015. They made concerted efforts to implement the NAP by promoting women’s participation in the peace process, the parliament, in government and the security sector, and to protect women and girls from gender-based violence and other violations of their human rights.

617. Indigenous Foreign Policy: a new way forward?

Abstract:
Current efforts of the Australian State engaging with First Nations communities, in Australia, in foreign policy practice and international relations as a discipline, are woefully inadequate. It does not meet standards desired by First Nations peoples, nor does it often meet international standards around First Nations policy development. What this results in is a cultural dynamic of exclusion for First Nations peoples, ontologies and approaches to policy. There is current work, including from the Department of Foreign Affairs and Trade (DFAT), to further include and value contributions of First Nations in foreign policy, and increase First Nations presence in policymaking. Many of these initiatives though still continue to fail First Nations by not giving us a fair seat at the table, or full and accurate representation.1 To fully realise the potential of a feminist foreign policy approach, First Nations peoples and approaches must be fully integrated The diversity and value First Nations can bring to Australian foreign policy is extremely large and represents an untapped area for Australian foreign policymakers.2 Australia does not yet fully realise the potential First Nations peoples and approaches can bring to our representation on the world stage, and our approaches to issues of foreign policy. Drawing the connections between First Nations and feminist approaches to foreign policy can only strengthen this agenda. This paper seeks to outline the introductory steps needed in order to achieve this.

Viewing the confluence of the Indian Ocean and Pacific Ocean as a distinctive and interdependent strategic and economic space is fundamentally changing the way both India and Australia think about and examine their relationship with the broader region.i The Indo-Pacific as a strategic construct has grown in prominence in global geopolitical discourse, especially over the last five years. The EU, USA, and several countries in Europe have in place or are developing their own strategies for engagement in the Indo-Pacific region. The European Union collectively advocates for a ‘Free and Open Indo- Pacific’, designed to foster a ‘rules-based international order, a level playing field, as well as an open and fair environment for trade and investment, tackling climate change and supporting connectivity.’ii For France, the Indo-Pacific is at the heart of its vision for a stable multipolar order, and the Indo-Pacific is listed as a ‘priority and essential partner’.iii Germany too is making an active contribution to shaping the international order in the Indo-Pacific, so that it is ‘based on rules and international cooperation, not on the law of the strong.’iv The significance of the construct is varied for countries that are part of the region. The scope of the conversation in the Indo-Pacific is widening, with more diverse and varied perspectives being brought to the forefront. In this paper, against the backdrop of global Feminist Foreign Policy conversations, we focus on how Australia and India view the Indo-Pacific; marking the shifts in both countries’ approaches, along with bringing in important aspects of their bilateral relationship, highlighting how the Indo-Pacific has grown in significance to become a foreign policy priority, how both India and Australia have incorporated a gender lens in their actions, and what could be the avenues for Australia and India to apply such a lens in their collaborations.

This is the critical decade for climate action and all foreign policy interventions will be judged against this global challenge. It’s well established that Australia’s reticence to act on climate change is undermining our diplomatic relationships, particular with our near neighbours in the Pacific. As a collective action problem, climate change requires nations to look beyond their own narrowly defined interests and seek collective global solutions. Feminist foreign policy provides a lens through which we can see climate action as a shared priority, a human security issue, and one which is central to Australia’s relationships with the region. Additionally as a framework which emphasises the need for policy coherence between domestic and international issues, feminist foreign policy highlights the need for Australia to take domestic action on climate change in order to fulfil our international role. Critically, the impacts of climate change are gendered, and so the solutions must be informed by rigorous gender analysis. Feminist foreign policy, with its focus on understanding and transforming the systemic drivers of inequality and marginalization, can further our understanding of the historical contributions of nations to climate change and rebalance of the scales towards the most marginalized who face the greatest impacts.

The default assumption of standard economics is to treat preferences as exogenously ‘given’, consistent with one another, ‘revealed’ by past choices, and context independent. There has been increased interest recently (within behavioural economics) in the impact of inconsis- tent or irrational preferences and (more broadly) in dynamic and endogenous preferences. This paper builds on these challenges to standard assumptions by analysing the pivotal role of three aspects of preference formation in explaining capitalist dynamics and market insta- bility. These are the constant creation of new preferences and the indeterminacy of choice sets in the context of widespread product innovation; the moral indeterminacy implied by conflicting and incommensurable social norms attaching to market goods where there is no single scale of value and hence no unique set of rational trade-offs; and, lastly, the con- tingent social and market construction of the product differentiation, quality attribution, and value assessments central to preference formation. The paper concludes by considering implications for economics as a discipline.

This paper contributes to Comparative Political Economy (CPE), developing an analytical concept of corporate welfare. Corporate welfare — the transfer of public funds and benefits to corporate actors with weak or no conditionality — is a prominent form of state-business relations that CPE scholarship regularly overlooks and misinterprets. Such transfers should be understood as a structural privilege of business in a globalized post-Fordist capitalism, and an increasingly common strategy through which states attempt to steward national economic dynamism within a highly constrained range of policy options. However, with- out a well-developed concept of corporate welfare – premised upon the key criterion of conditionality – studies that identify a “return” of the state in industrial planning misrepre- sent these transfers to business as a reassertion of state influence and control, rather than a reflection of state weakness and subordination. The paper provides the analytical building blocks to properly conceptualize transfers to business, works out the core challenges for em- pirical research, and provides empirical illustrations of this burgeoning phenomenon from the fields of unconventional monetary policy, privatization, and urban political economy.

This study argues that al-Sisi regime has been haunted by the January 25 uprisings as a potential recurrent threat to the state survival during the formulation of national and foreign politics. In the aim of boosting its international legitimacy before Western allies, especially the US, the regime has capitalized on political instabilities in Gaza as a means to ensure its security grip on power without incurring foreign allies’ critics for human rights violations. How did al-Sisi regime mobilize Gaza as a means for bolstering its international credibility before Western bailers and shunning off the January 25 security ghost? In answering this question, this study refers to haunted politics in foreign policy-making as an informative perspective about the impact of traumatic events on ruling regimes’ interpretation of incidents, convocation of memories, recreation of meanings, and subjugation of citizens. Unlike Mubarak’s limited support for the Palestinian cause and Morsi’s exclusive ties with Hamas, al-Sisi adopted a balanced approach toward Gaza in the aim of counterbalancing the US reservations over the regime’s human rights violations since 2013.

In 2030, only a few services related to the EU’s CI remain local and confined to a single domain. Most are heavily interconnected – and thus increasingly subject to hybrid attacks. For Israel, warming relations with China has, in large part, been driven by pragmatic and enticing economic prospects, with policies focused on seizing the economic opportunity. For Xi and the Chinese Communist Party, the rationale for strengthening relations with Israel has been equally pragmatic, if of a different nature. China has long sought access to Israel’s vaunted innovation and technology sector – one of the most advanced in the world. For these reasons, China-Israel relations have accelerated dramatically, in areas ranging from trade in goods, to investment deals, to diplomatic relations, and beyond. However, over the last few years, and partly in response to mounting US pressure on Israel to reconsider its relations with China, there has been a noticeable cooling of economic activity between the two countries. That being said, if Israel wants to solidify its relationship with the US while limiting the gateways China could conceivably use to access or acquire the country’s technology and innovation in certain dual-use domains, it must also ensure the country’s research, intellectual property, and expert knowledge in these areas is sufficiently protected.

In recent weeks, public debate in Iran has resumed regarding the possibility of transferring power after the death of the current Supreme Leader, Ali Khamenei, to his son Mojtaba. In the background of this debate is criticism of the idea of cultivating Mojtaba as a possible successor, sounded by the leader of the reformist opposition, Mir-Hossein Mousavi; a report on the promotion of Mojtaba to a high religious status with the rank of ayatollah; and an expression of support for his possible appointment as leader from one of the Friday prayer leaders. The possibility of the transfer of power to Khamenei's son has already evoked severe public criticism on the ground that it contravenes the fundamental principles of the Islamic Revolution. At this point, it is too early to assess whether this scenario is indeed considered seriously. However, in the absence of a suitable consensus candidate to succeed Khamenei, it cannot be ruled out that the death of the current Supreme Leader may pave the way for a transition to an alternative governing model, including dynastic rule.

Recent months have seen a steep rise in the use of live fire in the Palestinian cities in the West Bank against IDF forces, as well as in the number of shooting incidents and other attacks. Behind the shootings are primarily young Palestinians, including Fatah operatives, and this phenomenon reflects the chaos within the Palestinian Authority. The Israeli security response, which focuses on counter-terrorism and widespread arrests of suspects, generates a self-sustaining cycle of escalation and heightens the motivation among young Palestinians to enlist in the fight against the Israeli security forces. The danger is that as a result of the chaos, the PA will cease to function as a responsible, stable, and effective entity that encourages calm and is an authoritative address for communication with Israel. To curb this trend and give the PA an opportunity (perhaps its last) to regain control of the northern West Bank and stop the deterioration, reconstruction measures should be pursued vis-à-vis the Palestinian Authority, and external collaboration and support should be recruited for the effort, primarily from Jordan and the Gulf states.

633. Difficulties in the Negotiations with Iran: Implications for Israel

The negotiations between the United States and Iran on renewing the nuclear agreement have run into serious difficulties following the opposition by the United States and the European partners to Iran's demand that the IAEA close the open files on the Iranian nuclear program before the implementation of the agreement (120 days after signing). At the same time, Iran continues to accelerate the program, including the enrichment of uranium using cascades of advanced centrifuges. Three scenarios are possible: a resolution of the crisis and achievement of an agreement; continued stagnation, i.e., lowintensity talks; or the collapse of the negotiations. The worst scenario for Israel is a continuation of the current situation, in which Iran could in a short time accumulate enough fissile material for weapons-grade enrichment for several nuclear facilities, while the temptation of a nuclear breakout increases. Thus, Israel should immediately formulate a new strategy regarding Iran. The government should conduct a discreet dialogue with the US administration and focus on proposals that seek to advance Israel’s military and strategic needs, including consolidating covert and effective cooperation with the countries of the region under the auspices of the United States.

From the perspective of the armed Palestinian operatives, the cost of the violent friction with IDF forces is not overly high. Symbols of national struggle are born each day and the sense of capability and expectations of the armed struggle are intensifying in the hearts and collective consciousness of the younger generation and provide motivation to join the struggle. Recent increased attacks on Kurdish targets in northern Syria by Turkey and the Syrian rebel groups its supports raise the question whether Turkey’s President Recep Tayyip Erdogan intends to carry out his threat of May 2022 to begin another major ground operation against the Kurds. On the other hand, conciliatory statements regarding the Assad regime have been sounded recently in Turkey, and there has been discussion of the possibility of normalizing relations between the two countries after over a decade of hostility and competition. These two processes appear to be contradictory, given that the Syrian regime opposes existing Turkish control of Syrian territories, and does not wish to see this control broadened. On the other hand, this may be a calculated Turkish move that aims to show the Turkish public a concerted multi-faceted effort to confront both the Kurdish underground and the issue of Syrian refugees in Turkey. Discussion of events in northern Syria and the web of Syrian and Turkish interests can be used to assess the question, which trend will prevail in Turkish-Syrian relations: normalization or escalation?

Global considerations prompted the United States’ decision to withdraw from Afghanistan, not military pressure from the Taliban. This is evident one year after the withdrawal, despite the difficult scenes of the first few days after the Taliban takeover of the capital, Kabul, and the victory celebrations of the Taliban and al-Qaeda. Furthermore, at this stage the danger of an international wave of terrorism in the West led by al-Qaeda does not appear to be a concrete and immediate threat. The killing by the United States via an armed UAV of al-Qaeda leader Ayman al-Zawahiri, who was hiding in Kabul, has also contributed to the organization's weakness and put it on the defensive. For the US administration and from a long-term perspective, the withdrawal was the right step, which did not harm the United States' superpower standing and even enabled greater attention and resources for coping with the main challenges currently posed by China and Russia.

The threat of unmanned aerial vehicles (UAVs) has recently figured in the headlines, following UAVs launched by Hezbollah in July 2022 aimed at the Israel natural gas platform in the Karish field, reports of a Hamas project to develop UAVs, a UAV attack against the American al-Tanf base in Syria, and reports that Russia has purchased Iranian UAVs. Such an arsenal in hostile hands constitutes a mounting threat to Israel. Assuming that UAVs, especially offensive ones, will join any high-trajectory fire against Israel, new thinking about the ways of dealing with the threat in the spheres of doctrine, development, and operations is needed. Technological and operational solutions for both the more conventional threat and a scenario of massive UAV attacks in combination with high-trajectory barrages are required. Inter alia, there should be greater reliance on lasers as a cheap solution with much higher output than the current solutions. In addition, preparations should be made for handling extreme scenarios, however unlikely.

Diversity in the public sector that reflects the diversity of a national population is a moral, ethical, social, and legal obligation. However, not one of the target groups in Israel is appropriately represented in the civil service, and in some government ministries and auxiliary units these populations are not represented at all. Israel must change its approach and increase its enforcement of measures to achieve the required diversity, in order to enable equal opportunity for all.

However, thus far events have not led to the organization’s desired outcome: mass demonstrations on several fronts, with the participation of Arabs from Israel, East Jerusalem, and the West Bank. Does Israel recognize the new challenges that Hamas attempts to pose? And what can be done now so that next year, when once again Passover and Ramadan coincide, this escalation does not recur?
