Abstract:
The southern African region is now generally defined in political terms as those countries that are members of the Southern African Development Community (SADC) (the geographic definition is usually somewhat more limited). Currently there are fifteen member states of the SADC: Angola, Botswana, the Democratic Republic of the Congo (DRC), Lesotho, Madagascar, Malawi, Mauritius, Mozambique, Namibia, the Seychelles, South Africa, Swaziland, Tanzania, Zambia, and Zimbabwe.

Abstract:
North Africa is often loosely defined, but for the purposes of this paper, it encompasses the states of the Arab Maghreb Union (Algeria, Libya, Mauritania, Morocco, and Tunisia) together with Egypt.1 With the exception of Mauritania, this group of states lies on the northern littoral of the African continent, between the Mediterranean Sea to the north and the Sahara to the south. This contiguity, however, has not automatically made for a cohesive region; differences between political and economic trajectories have overridden the social solidarities that still unite the peoples of North Africa.

In the last two decades, independent media assistance has become a significant aspect of the development field, helping countries to make democratic transitions, spur economic growth, conduct public health campaigns, and improve government accountability. Efforts to spread a free press have resulted in the professional development of tens of thousands of journalists and the founding of hundreds of new media enterprises.

Building independent media in developing countries requires more than freedom of speech, skilled journalists, or strong business management skills. Enabling independent media to perform the crucial roles of being a watchdog over government and educating people about the issues that affect their lives also requires supporting organizations such as trade unions and professional associations for journalists, and a public educated about these roles and responsibilities of media and their function in a democratic and open society.

12625. Privatization of Land and Indigenous Communities in Latin America: Tenure Security or Social Security?

Abstract:
This working paper summarizes the discussions and findings of a recent study of the impacts of contemporary land privatization processes and individual titling programs affecting indigenous communities in Latin America, with particular emphasis on indigenous economies and production systems. The study was informed by case studies from Peru, Bolivia and Honduras and Mexico, with the main focus on the indigenous peasant societies of the highlands, where individualization schemes apply. The neoliberal policies of the 1990s promoted market based legal and administrative reforms, with a strong emphasis on developing a dynamic land market that would eventually have an impact on indigenous communal land tenure systems, whether they were the direct target or not. From the present study it can be seen that there are significant contradictions between indigenous communal land arrangements and tenure systems, and the market-based land and agricultural policy reforms being promoted by the multilateral donor agencies. In the conventional economic development discourse land tenure security is considered a prerequisite for economic growth. The study shows, however, that in relation to indigenous communities the question of tenure security is much more complex and closely related to the security of social reproduction, safeguarding of communal control and of the communal decision-making authority. It shows that privatization and individualization of land tenure per se has not generated the expected results.

12626. The Dalit Movement and Democratization in Andhra Pradesh

This study argues that the democratic state in India is an historical product of very specific circumstances; as such the broader idea of democracy is not consistent with the specific Caste system. Therefore, there is serious juxtaposition between the institutional promise of democracy and the real practice of democracy in relation to the victims of the caste system, the Dalits. However, the caste based hierarchical relations of dominance and subordination have provided sufficient conditions for the rise of Dalit consciousness and these objective conditions have transformed into the sites of democratic struggles when the Dalits are affronted with the real operation of liberal democratic principles of, equality, freedom, fraternity, and social justice. Caste conflict, thus, lies at the structural dimensions of Indian society in the form of exclusion, discrimination, and economic inequality. Inequalities based on the caste divisions are intrinsically anti democratic, and the caste system as an oppressive ideological system represents the scheme of power, domination, privilege, and hierarchy. Its very foundation remains acentral obstacle in the path of democratic redistribution of power.

Abstract:
On June 18, 2001, a huge mass agitation took place in the state of Manipur against the extension of ceasefire between the Government of India and the Isaak Muivah faction of the National Socialist Council of Nagaland to all the Naga inhabited areas in the region. The agitation was triggered by the subclause in the agreement which read that the ceasefire between the two parties would no longer be confined to the state of Nagaland but would be extended "without territorial limits."

In the past few years, the principle of Corporate Social Responsibility (CSR) has been raising great interest in business and politics. Companies increasingly commit to environmental and social measures on a voluntary basis. The discussion around CSR is not new. Yet the debate of whether or not CSR activities are working, and how efficiently they can be measured, is relatively recent. So far not much progress has been made. The instrument of media analysis could be a starting point – and the MEDIA TENOR CSR Index a measuring stick.

Abstract:
The Institute of International Finance, a bankers group, has promoted its “Principles for Stable Capital Flows and Fair Debt Restructuring” as a code of conduct for debtor governments and their private creditors to avoid and if necessary resolve sovereign defaults. Although drafted with Brazil, Korea, Mexico and Turkey, I argue this purely voluntary code is excessively creditor friendly. Instead, a more balanced code should be developed in a broad, open and politically legitimate forum, and be coupled with an international disciplining mechanism that pushes creditors and debtor to a negotiated outcome under the code. A suggested approach concludes the paper.

12630. A Postcolonial-Feminist Alternative to Neoliberal Self/Other Relations

Abstract:
The neoliberal 'good life' demands one, unequivocal condition: convert or be disciplined. Conversion requires wholesale integration of the neoliberal Self's policies, practices, and institutions at all sites of public policy-making for the Other, regardless of local histories, cultures, or desires. Discipline comes through economic, political, and sometimes military 'conditionalities' from the Self to the 'non-compliant' Other. That both conversion and discipline mean a kind of annihilation for the Other is, for the neoliberal Self, a necessary risk. This includes the rise of rival camps of hypermasculinity that lead, invariably, to perpetual cycles of competition and conflict. A 'borderlands' approach offers an alternative. Similar to 'traveling' theory from feminists of color, this notion of 'borderlands' also draws from pre-colonial experiences such as the ancient Silk Roads where peoples, societies, languages, religions, and ways of life mixed, merged, and moved. 'Borderlands', in short, exemplifies a multiple worlds ontology to world politics. Three cases illustrate the pitfalls of neoliberal Self/Other relations and why we need to move to the 'borderlands': (1) the Asian financial crisis (1997-1998), (2) US corporate corruption (2001-2002), and (3) the 9/11 Commission Report (2004).
