261. China Reinterprets the Liberal Peace

Abstract:
China's assertiveness is growing. While in the past China's foreign policy kept a low profile in international affairs, global developments, prime amongst which in the Middle East, highlight China's growing influence in world politics and its ensuing role in shaping global norms. Within the liberal peace discourse, China's reinterpretation of international norms can be seen as the result of a mixture of prior local norms - sovereignty and non-interference - and changes within the international environment - namely conflicts in North Africa and the Middle East. Particularly, in terms of intervention and peace-building practices, China insists that a number of preconditions - which are encapsulated in the notion of Responsible Protection (RP) - have to be met in order to consider intervention in sovereign states. This paper argues that in order to achieve a full picture of Chinese foreign policy and its normative underpinnings, it is necessary to explore the debate within non-state actors beyond the government apparatus, such as think tanks and research institutions.

262. The Tensions between Serbia and Kosovo - A Major Generator of Instability in the Region

Abstract:
In March 2007, after seven years of Kosovo being a United Nations protectorate, the UN Special Envoy Martti Ahtisaari proposed independence. The United States supported this proposal but Russia categorically did not, nor, of course, did Serbia. The United States proposed a three-part plan to stabilize an independent Kosovo. First, all high government posts would be distributed based on religion and ethnicity, second, a new Constitution must specifically safeguard the rights of the Serbian minority and, third, a substantial peacekeeping force must be in place to protect the Serbs and the minorities. Notwithstanding the seven years of the UN protectorate, hundreds of Orthodox Christian churches have been destroyed and thousands of Serbs have left Kosovo. For example, before the UN took over there were 40,000 Serbs living in Priština compared with about a hundred today. In 1971 Kosovo was 75% Muslim compared to at least 92% today

Abstract:
The global balance of power is changing, and the role of the US as the only superpower is being challenged by emerging new powers and a still more powerful China. Nowhere is this more apparent than in the Persian Gulf. This Working Paper by DIIS researcher Lars Erslev Andersen argues that if we are fully to understand the developments in the Persian Gulf we need to analyze the Persian Gulf as a regional security complex in its own right. The argument is developed empirically with reference to the case of Bahrain.

265. Saving Mothers, Giving Life: Attainable or Aspirational?

Each day, nearly 800 women die around the world from complications in pregnancy or childbirth. That's one woman losing her life, every 100 seconds, every day. And while, from 1990 to 2010, global maternal mortality rates declined by roughly 47%, from about 546,000 to 287,000, the regional disparities are enormous: 85% of all maternal deaths occur in sub-Saharan Africa and South Asia—and more than half of these occur in sub-Saharan Africa. These deaths are largely preventable with interventions and training to address complications such as hemorrhage, infection, and obstructed labor, and more broadly with increased access to reproductive health services.

The Center for International Media Assistance (CIMA), at the National Endowment for Democracy, works to strengthen the support, raise the visibility, and improve the effectiveness of independent media development throughout the world. The Center provides information, builds networks, conducts research, and highlights the indispensable role independent media play in the creation and development of sustainable democracies. An important aspect of CIMA's work is to research ways to attract additional U.S. private sector interest in and support for international media development. The Center was one of the of the main nongovernmental organizers of World Press Freedom Day 2011 in Washington, DC.

267. World Trade 1970-2010: Globalisation, Regionalisation and Reallocation

Abstract:
Using data for more than 200 countries, split into nine regions, we study world trade in goods during 1970-2010. The largest changes are the declining relative importance of Western Europe, and the increasing role for Asia. The intra-regional trade of Asia grew particularly fast; from 4 to 16% of world trade. Due to growing intra-regional trade in Europe and Asia, world trade became more intra-regional until 1995. Manufacturing trade is more regionalised, whereas commodity trade is more globalised. After 1995, extra-regional trade flows grew faster so there was “globalisation” with trade travelling longer distances and a rising share for commodities. From 2000, smaller trade regions such as Africa and Latin America have increased their shares of world trade; reversing the trend over the 30 preceding years.

Abstract:
The paper aims at probing the way the social distance between research and practice has been unfolding in the spheres of foreign and security policies. It is noted that the landscape has been changing considerably during the last two decades, and further changes seem to be in train. While inevitably non-exhaustive and idiosyncratic, the paper still attempts to capture some key features of a shifting and rather complicated picture by looking at the demand as well as supply of research. In conclusion, the paper also comments on the frequently used concept of a 'gap' by pointing out that the two spheres relate extensively to each other despite their dissimilarity in regard to the underlying principles and departures. The relationship appears to have grown increasingly tense and so close that rather than discussing and pointing to an alleged gap, there are reasons to focus on the very nature of the relationship, discuss the terms to be applied in devising it, but also to map and outline it far better than has been the case so far.

Abstract:
Tokyo holds the dubious honour of once again being the world's most expensive city. Until 2006, Tokyo had been at the top of the global cost-of-living ranking for 14 uninterrupted years before low inflation, weak consumer confidence and a declining Japanese yen reduced the cost of living. Between 2006 and 2009 Oslo and then Paris were the costliest cities in the survey, with Tokyo pushed down to fifth place in the ranking.

Abstract:
Recent world politics displays two seemingly contradictory trends: on one hand, the incidence of international and even civil war shows a very great decline, but on the other hand the US, and to a lesser extent Britain and France, have been involved in many military adventures since the end of the Cold War. The causes are numerous, but among them are the unipolar structure of world politics, which presents the US with different kinds of threats and new opportunities. Central also is the existence of a Security Community among the leading states. A number of forces and events could undermine it, but they seem unlikely to occur. Even in this better world, however, recessed violence will still play a significant role, and force, like other forms of power, is most potent and useful when it remains far in the background.

The audience for, and access to, news media has grown across the globe. Economic development in formerly impoverished countries, the spread of mobile and Internet technologies, and the loosening of censorship have fueled this expansion. However, many media businesses are unable to take full advantage of this growth because of their lack of management skills and inexperience in developing effective business models. Compounding this is a lack of media development assistance targeted to media managers, the expansion of economic constraints on media businesses, and a lack of access to investment capital.

This report is based on the DIIS conference "The EU's Eastern Neighbours – The Road to Viable Reforms and Efficient Assistance" held in March 2011 in cooperation with the Ministry of Foreign Affairs of Denmark. The aim of the conference was to provide input for the upcoming evaluation of the Danish Neighbourhood Programme (DNP) in the light of the ongoing review of the European Neighbourhood Policy. Focusing on various aspects of development in the Eastern Neighbourhood, various stakeholders, donors, politicians, NGO's and researchers all gave their views on how development can be improved. The roles of conditionality, economic growth and donor coordination were among the issues discussed. Several of the contributions can be found in this publication.

The risks posed by fragile states have moved to the centre-stage of Western security consciousness only in recent years, fundamentally as the result of globalisation and precipitously due to the 9/11 attacks on the United States. The threats posed by fragile states to the Western countries are palpable and proximate-for instance, in the form of terrorist plots, influx of refugees and organised crime-but the origins of the threats are relatively remote. Western policymakers and publics, therefore, enjoy a certain geographical and temporal insulation, not only allowing for detached analysis but also allowing a broader range of policy options.

275. Brave New World: A Literature Review of Emerging Donors and the Changing Nature of Foreign Assistance

In this paper, we look at the scale and scope of emerging donors, many of which are developing economies themselves. On the basis of a survey of the literature, we find that estimates of annual aid flows from new donors (so-called non-DAC donors) vary greatly and are somewhere between $11 billion and $41.7 billion, or 8 and 31 percent of global gross ODA. We find that new donors are not a monolithic group but instead represent three distinct models of aid delivery, which we describe as the DAC Model, the Arab Model and the Southern Model.

Despite theoretical and methodological progress in what is now coined as the third generation of diffusion studies, explicitly dealing with the causal mechanisms underlying diffusion processes and comparatively analyzing them is only of recent date. As a matter of fact, diffusion research has ended up in a diverse and often unconnected array of theoretical assumptions relying both on rational as well as constructivist reasoning – a circumstance calling for more theoretical coherence and consistency. Against this backdrop, this paper reviews and streamlines diffusion literature in political science. Diffusion mechanisms largely cluster around two causal arguments determining the desires and preferences of actors for choosing alter¬native policies. First, existing diffusion mechanisms accounts can be grouped according to the rationality for policy adoption, this means that government behavior is based on the instrumental considerations of actors or on constructivist arguments like norms and rule-driven actors. Second, diffusion mechanisms can either directly impact on the beliefs of actors or they might influence the structural conditions for decision-making. Following this logic, four basic diffusion mechanisms can be identified in mechanism-based thinking on policy diffusion: emulation, socialization, learning, and externalities.

277. A new panel dataset for cross-country analyses of national systems, growth and development (CANA)

Abstract:
Missing data represent an important limitation for cross-country analyses of national systems, growth and development. This paper presents a new cross-country panel dataset with no missing value. We make use of a new method of multiple imputation that has recently been developed by Honaker and King (2010) to deal specifically with time-series cross-section data at the country-level. We apply this method to construct a large dataset containing a great number of indicators measuring six key country-specific dimensions: innovation and technological capabilities, education system and human capital, infrastructures, economic competitiveness, political-institutional factors, and social capital. The CANA panel dataset thus obtained provides a rich and complete set of 41 indicators for 134 countries in the period 1980-2008 (for a total of 3886 country-year observations). The empirical analysis shows the reliability of the dataset and its usefulness for cross-country analyses of national systems, growth and development. The new dataset is publicly available.

Independent Russia is approaching the start of its third decade of post-Soviet existence. After the economic chaos of the Boris Yeltsin decade and the recovery and stabilization of the Vladimir Putin decade, Russia's leaders have high ambitions for a return to great power status in the years ahead. Their aspirations are tempered, however, by the realities of Russia's social, economic, and military shortcomings and vulnerabilities, laid painfully bare by the stress test of the recent global financial crisis. Looking ahead, some also calculate that Russia will be increasingly challenged in the Far East by a rising China and in the Middle East by an Iran that aspires to regional hegemony.

279. The Global Puzzle: Order in an Age of Primacy, Power-Shifts and Interdependence

How can the US maintain its relative primacy in an age of power-shifts and interdependence? Power-shifts generate multiple peer competitors, who first establish their predominance within their geopolitical neighbourhoods, and then selectively challenge the US for leadership of global strategic agendas. The net strategic effect is the incremental erosion of US relative primacy. By contrast, growing interdependence generates a shared realization that all states are weakened by structural and systemic threats which no one state – even the US – can manage alone. Paradoxically, with regards to US relative primacy, the net strategic effect is the same: to maintain its relative primacy, the US must take the lead in managing structural and systemic strategic challenges interdependence generates; if this management is to be effective, efficient and legitimate then power needs to be shared, “prime player” status is eroded, primacy is lost by design.

In the Assyrian empire, boasting about how terrible and ferocious the Assyrian kings and their armies were in war served to install fear in the to-be-conquered populations (Mann 1986: 232-234). But their relations were not only of fear and awe. One event, as retold in the Bible, describes how the Assyrian army approaches the walls of Jerusalem. The people of Jerusalem are on the walls to see and listen. The Assyrian envoy, the Rab-shakeh (a vizier), is negotiating with the He- brew representative, but is asked by his fellow Assyrians not to speak in Hebrew when negotiating. The people on the wall will understand. But that was exactly the purpose. The Assyrians had chosen an envoy that mastered the local language. He 'stood and called out in a loud voice in the language of Judah: “Hear the word of the Great King, the King of Assyria. Thus says the King...Make your peace with me and come out to me; then every one of you will eat of his own vine, and every one of his own fig tree”' (2 Kings 18:31, quoted in Watson 1998: 36). He was reaching out to influence the people, not only talking to the local rulers.
