  • Abstract: Developing countries collect a far lower share of GDP in taxes than richer countries. This paper asks whether changes in tax administration and tax rates can nevertheless raise substantial additional revenue – and if so, which approach is most effective. We study corporate taxation in Indonesia, where the government implemented two reforms that differentially affected firms. First, we show that increasing tax administration intensity by moving the top firms in each region into “Medium-Sized Taxpayer Offices,” with much higher staff-to-taxpayer ratios, more than doubled tax revenue from affected firms over six years, with increasing impacts over time. Second, using non-linear changes to the corporate income tax schedule, we estimate an elasticity of taxable income of 0.59, which implies that the revenue-maximizing rate is almost double the current rate. The increased revenue from improvements in tax administration is equivalent to raising the marginal corporate tax rate on affected firms by about 23 percentage points. We suggest one reason improved tax administration was so effective was that it flattened the relationship between firm size and enforcement, removing the additional “enforcement tax” on large firms. On net, our results suggest that improving tax administration can have significant returns for developing country governments.

  • Abstract: In a world economy that is highly integrated, most policies produce effects across the border. This is often believed to be an argument for greater global governance, but the logic requires scrutiny. There remains strong revealed demand for policy and institutional diversity among nations, rooted in differences in historical, cultural, or development trajectories. The canonical case for global governance is based on two set of circumstances. The first occurs when there is global public good (GPG) and the second under “beggar-thy-neighbor” (BTN) policies. However, the world economy is not a global commons, and virtually no economic policy has the nature of a global public good (or bad). And while there are some important BTN policies, much of our current discussions deal with policies that are not true BTNs. The policy failures that exist arise not from weaknesses of global governance, but from distortions of domestic governance. As a general rule, these domestic failures cannot be fixed through international agreements or multilateral cooperation. The paper closes by discussing an alternative model of global governance called “democracy-enhancing global governance.”

  • Abstract: Given the complex relationships between patients’ demographics, underlying health needs, and outcomes, establishing the causal effects of health policy and delivery interventions on health outcomes is often empirically challenging. The single interrupted time series (SITS) design has become a popular evaluation method in contexts where a randomized controlled trial is not feasible. In this paper, we formalize the structure and assumptions underlying the single ITS design and show that it is significantly more vulnerable to confounding than is often acknowledged and, as a result, can produce misleading results. We illustrate this empirically using the Oregon Health Insurance Experiment, showing that an evaluation using a single interrupted time series design instead of the randomized controlled trial would have produced large and statistically significant results of the wrong sign. We discuss the pitfalls of the SITS design, and suggest circumstances in which it is and is not likely to be reliable.

  • Abstract: While nation-states remain primary protagonists in global governance processes, it is increasingly recognized that non-state actors (NSAs) are key players in areas ranging from human rights and civil conflict to infectious disease and nuclear non-proliferation. The area of climate change is an illustrative example. NSAs have been active participants in the margins of the Conference of Parties (COP), the annual meeting of Parties to the UN Framework Convention on Climate Change (UNFCCC), since its inception in 1995 by holding side-events and protests, raising awareness, lobbying, etc. NSAs have also contributed to the development of a “regime complex” in climate governance at the same time. Yet, the determinants and effects of that participation are not well understood. The COP offers a unique opportunity to examine one piece of this puzzle; namely, the factors that enable and motivate NSAs to participate in the design and implementation of international agreements. We use an original dataset of NSA participants at the COP from 1995 to 2016, to examine whether NSAs are well positioned to help states overcome key barriers to cooperation. As NSAs ramp up their participation in climate governance and elsewhere, this study offers insight into their motivations and potential impact on governance outcomes.

  • Abstract: Following the March 31, 2019 local elections, the indebtedness of local governments has once again emerged as a subject of public debate in Turkey. Local government expenditures took center stage in these debates, yet much less attention has been paid to potential sources of revenue for local governments. Generation of internal sources of municipal revenue is no less important than the issue of expenditures as it pertains to the relative financial independence of municipalities from the central government. Among potential sources of municipal revenue, a significant one is taxation on urban (land) rent which occurs as a result of a few distinct processes: transformation of agricultural land into urban land due to population increase, migration, industrialization; zoning change that renders the property more valuable due to a number of potential factors such as greater proximity to parks, attractions, or highway systems.

  • Abstract: How does the state govern cities where much of the economy is informal, on the margins of state regulatory institutions? In this paper, I draw on field research in Mumbai to a present an empirically-based conceptualization of the workings of the state in cities where’ informality is a pervasive feature of work and built environment.’ I draw on the popular notion of ‘jugaad,’- makeshift adaptations, workarounds and improvisation under constraints, to describe the state in Mumbai. ‘Jugaad’ practices and strategies of governance – adaptive, flexible, negotiated and contingent - are routinely applied by state actors at different levels in Mumbai, in spaces “illegible” to formal state institutions. ‘Jugaad’ governance practices are not arbitrary or merely corrupt, but rational, if ad hoc and extra-legal, adaptations around formal rules. These processes embed state actors in local power structures and crosscutting networks that span state, market and political organisations. While they enable the state to apprehend and partially incorporate the city’s informal spaces, they dissipate centralised state power and cohesiveness . The ‘jugaad’ state concept encapsulates how the formal and informal workings of the state interact and shape urban governance in largely informal cities. It draws attention to tensions and disjunctions within the state and in state-society relations in such contexts.

  • Abstract: Botswana is faced with many challenges of project implementation. Since independence detailed projects and programmes were initiated, with limited and often less developed state capacity to implement them. This study focuses on challenges of project implementation in Botswana’s tier of local government. A qualitative case research method approach was employed to undertake the study. Telephonic interviews were conducted with politicians and employees from Francistown City Council (FCC) and Kweneng District Council (KDC) and data was analysed using thematic analysis. The paper outlines project implementation challenges in Local Authorities (LA). For instance, lack of capacity, lack of commitment by the District Development Committee (DDC), poor stakeholder engagement and lack of financial autonomy by councils. Some of the identified implementation challenges are not peculiar to the two LAs but cuts across local authorities in Botswana. However, low human capacity in local authorities was cited as a major problem in project implementation.

  • Abstract: A long-standing literature in the sociology of organizations (e.g., DiMaggio and Powell 1983) suggests that, as change agents face uncertainty about actions and outcomes, they often seek legitimacy through isomorphism: adopting structures, policies and reforms similar (at least in appearance) to those deemed successful elsewhere. We examine history’s most rapid reduction of fertility—from 8.4 in 1985 to 2.4 in 2002, in rural Iran—as an example of successful autonomous reform. The Iranian state, which was self-consciously cut off from nearly all of the traditional vectors of global isomorphism, initiated a successful behavioral change in a domain (family planning) perhaps unexpected for an Islamic state. We describe and explain the Iranian approach, in particular the rural program, contrasting it with the global strategy of adopting universal "best practices."

  • Abstract: Accountability is one of the cornerstones of good governance. Establishing accountable governments is a top priority on the international development agenda. Yet, scholars and democracy practitioners know little about how accountability mechanisms develop and thus can be supported by international and national actors. The present study tackles the questions of how, and in what sequence accountability sub-types develop. We consider not only vertical (elections and political parties) and horizontal accountability (legislature, judiciary and other oversight bodies), but also diagonal accountability (civil society and media) in both their de-jure and the de-facto dimensions. By utilizing novel sequencing methods, we study their sequential relationships in 173 countries from 1900 to the present with data from the new V-Dem dataset. Considering the long-term dimensions of institution building, this study indicates that most aspects of de-facto vertical accountability precede other forms of accountability. Effective institutions of horizontal accountability – such as vigorous parliaments and independent high courts – evolve rather late in the sequence and build on progress in many other areas.

  • Abstract: This report concerns the political and security situation in the district of Shingal after the summer of 2014. Specifically, it focuses on the Kurdistan Workers’ Party’s (PKK) presence in the area. In August 2014, the Peshmerga forces hastily withdrew from Shingal district due to the IS (Islamic State) advance. The Yazidi population of the district was then exposed to atrocities at the hands of IS. These events damaged trust between the Yazidi population and the KRG (Kurdistan Regional Government). The PKK entered the stage in Shingal district and aided Yazidis at the onset of IS’ advance. It capitalised on its image of being the saviour of Yazidis and promptly began to build governance and armed structures in the district. The area has thus become an arena of competition between the KRG (especially the Kurdistan Democratic Party– KDP) and Baghdad. PKK’s increasing presence challenges the KDP’s strong influence in the district. The ongoing power struggle in Shingal district also takes place against a background of wider regional competition. The report utilises Zachariah Mampilly’s theoretical framework in order to analyse the effectiveness of rebel governance. It is argued that the model used for PKK-linked political and armed structures in Shingal district follows the PKK’s governance model as it is established in PKK’s leader Abdullah Öcalan’s ideological works and is currently in place in Rojava, run by PKK-affiliated actors. Furthermore, building upon Anna Arjona’s typology of rebel governments, it is asserted that the PKK-linked governance in Shingal district has become, since the summer of 2014, increasingly effective and entrenched despite certain shortcomings stemming mainly from lack of resources to satisfy all the needs of the population. Ultimately, the PKK-linked civilian governance structures represented by the Self-Administration Council and the armed structures of the Sinjar Protection Units find fertile ground among the Yazidi population for their project of self-administration and self-defence for Yazidis in Shingal district. The PKK-linked forces’ influence goes beyond a mere military presence and thus poses a new reality in which the PKK-linked forces are indeed actors which must be taken into consideration in future political arrangements in Shingal district. While outlining the competing interests in the district of Shingal, the paper provides a set of recommendations to the PKK, the PKK-linked actors in the district, the KRG, the GoI, Turkey, and the US with an aim of promoting stabilisation and the well-being of the local population. The best case scenario would include at least partial demilitarisation of the situation in the district while shifting the competition for the population between the GoI, the PKK-linked forces and the KRG into a non-violent domain, instead focusing on trying to win the hearts and minds of the population. Competition within the scope of Iraqi law with an aim of generating as much genuine popular support as possible in the upcoming elections in Iraq is the way forward. In the long-term, the PKK-linked forces should engage in democratic electoral competition with the KRG and aim for integration into governance and administrative structures as per Iraqi law. Both sides could then work on improving their standing electorally.

  • Abstract: Previous papers such as Russell, Barrios & Andrews (2016), Guerra (2016), and Russell, Tokman, Barrios & Andrews (2016) have aimed to provide an empirical view into the sports economy. This proves to be a difficult task, given the many definitions of ‘sports’ and data deficiencies and differences in the sports domain (between contexts and over time). The emerging view in these previous papers provides interesting information about the sports sector, however: it shows, for instance, that different contexts have differently intensive sports sectors, and that sports activities overlap with other parts of the economy. This kind of information is useful for policymakers in governments trying to promote sports activities and use sports to advance the cause of broad-based social and economic development. This paper is written with these policymakers in mind. It intends to offer a guide such agents can use in constructing sports policies focused on achieving development goals (what we call development through sports[1]), and discusses ways in which these policymakers can employ empirical evidence to inform such policies. The paper draws on the concept of ‘governance’ to structure its discussion. Taking a principal-agent approach to the topic, governance is used here to refer to the exercise of authority, by one set of agents, on behalf of another set of agents, to achieve specific objectives. Building on such a definition, the paper looks at the way governmental bodies engage in sports when acting to further the interests of citizens, most notably using political and executive authority to promote social and economic development. This focus on governance for development through sports (asking why and how governments use authority to promote sports for broader social and economic development objectives[2]) is different from governance of sports (which focuses on how governments and other bodies exercise authority to control and manage sports activities themselves), which others explore in detail but we will not discuss.[3] The paper has five main sections. A first section defines what we mean by ‘governance’ in the context of this study. It describes an ends-means approach to the topic—where we emphasize understanding the goals of governance policy (or governance ends) and then thinking about the ways governments try to achieve such goals (the governance means). The discussion concludes by asking what the governance ends and means are in a development through sports agenda. The question is expanded to ask whether one can use empirical evidence to reflect on such ends and means. One sees this, for instance, in the use of 'governance indicators' and 'governance dashboards' in the international development domain. A second section details the research method we used to address these questions. This mixed method approach started by building case studies of sports policy interventions in various national and sub-national governments to obtain a perspective on what these policies tend to involve (across space and time). It then expanded into an analysis of sports policies in a broad set of national and sub-national governments to identify common development through sport ends and means. Finally, it involved experimentation with selected data sources to show how the ends and means might be presented in indicators and dashboards—to offer evidence-based windows into development through sports policy regimes. Based on this research, sections three and four discuss the governance ends and means commonly pursued and employed by governments in this kind of policy process. The sections identify three common ends (or goals)—inclusion, economic growth, and health—and a host of common means—like the provision of sports facilities, organized activities, training support, financial incentives, and more—used in fostering a development through sports agenda. Data are used from local authorities in England to show the difficulties of building indicators reflecting such policy agendas, but also to illustrate the potential value of evidence-based dashboards of these policy regimes. It needs to be stated that this work is more descriptive than analytical, showing how data can be used to provide an evidence-based perspective on this domain rather than formally testing hypotheses about the relationship between specific policy means and ends. In this regard, the work is more indicative of potential applications rather than prescriptive. A conclusion summarizes the discussion and presents a model for a potential dashboard of governance in a development through sports policy agenda.

  • Abstract: This paper investigates how the intergovernmental reform process of European economic governance affected national parliaments’ oversight of this policy area. Which parliaments became disempowered and which managed to secure their formal powers – and why? The dependent variable of the study is operationalized as the presence or absence of “emergency legislation” allowing governments to accelerate the legislative process and minimize the risk of a default by constraining national parliaments’ powers. The paper examines how national parliaments in all eurozone states were involved in approving the following measures: the EFSF (establishment and increase of budgetary capacity), the ESM, and the Fiscal Compact. The findings demonstrate that whereas northern European parliaments’ powers were secured (or in some cases even fostered), southern European parliaments were disempowered due to the following factors: (i) domestic constitutional set-up permitting emergency legislation, (ii) national supreme or constitutional courts’ consent to extensive application of emergency legislation, and (iii) international economic and political pressure on governments to prevent default of the legislative process. Due to significant power asymmetries, national parliaments remained de jure but not de facto equal in the exercise of their control powers at the EU level. As a consequence, both the disempowerment of particular parliaments and the asymmetry of powers among them has had a negative effect on the legitimacy of European economic governance.

  • Abstract: This paper explores China’s perspectives and practices in its quest for overseas energy supply security and its participation in international energy cooperation since becoming a net oil import country in 1993. It compares the traditional approach, in which China mainly focuses on bilateral means to pursue its overseas energy supply security, and the new concept of energy security, in which greater involvement in global energy governance, in particular in the Group of Twenty (G20), is highlighted to promote China’s energy security. The paper argues that China still retains a bilateral and regional cooperation approach, while making progress in developing closer cooperation with existing major global energy governing institutions. The One Belt, One Road strategy proposed in 2013 is regarded as a strengthened version of the bilateral and regional cooperation approach. Chinese academic circles constitute the main forces advocating China’s more positive participation in global energy governance. The G20 provides significant institutional arrangements to coordinate big powers to govern the international energy markets and to address climate change. This paper suggests that, given China’s growing prominence at the G20, it could be the proper platform for the country to play a more active role in global energy governance.

  • Abstract: The Internet enables the free flow of information on an unprecedented scale but to an increasing extent the management of individuals’ fundamental rights, such as privacy and the mediation of free expression, is being left in the hands of private actors. The popularity of a few web platforms across the globe confers on the providers both great power and heavy responsibilities. Free-to-use web platforms are founded on the sale of user data, and the standard terms give providers rights to intrude on every aspect of a user’s online life, while giving users the Hobson’s choice of either agreeing to those terms or not using the platform (the illusion of consent). Meanwhile, the same companies are steadily assuming responsibility for monitoring and censoring harmful content, either as a self-regulatory response to prevent conflicts with national regulatory environments, or to address inaction by states, which bear primary duty for upholding human rights. There is an underlying tension for those companies between self-regulation, on the one hand, and being held accountable for rights violations by states, on the other hand. The incongruity of this position might explain the secrecy surrounding the human systems that companies have developed to monitor content (the illusion of automation). Psychological experiments and opaque algorithms for defining what search results or friends’ updates users see highlight the power of today’s providers over their publics (the illusion of neutrality). Solutions could include provision of paid alternatives, more sophisticated definition and handling of different types of data — public, private, ephemeral, lasting — and the cooperation of all stakeholders in arriving at realistic and robust processes for content moderation that comply with the rule of law.

  • Abstract: Central Asia is strategically important to the West because of its neighbors, but not immediately, because it is not a “hot spot” on the world stage. Western governments are ambivalent about the region because of its poor record on human rights and governance. It presents the classic choice: ideology or realpolitik. But Western policy in Central Asia does not have to be one or the other — it can be both. Western nations can engage strongly to support humanist values in Central Asia through quiet and appropriate behind-the-scenes work with government officials who understand and have similar concerns — and they most certainly do exist and can produce results. Western governments need to engage in Central Asia precisely to ensure that it does not become a hot spot and instead becomes, over time, ever more firmly embedded in the community of responsible nations. Strategic engagement by the West is essential, and it will pay off.

  • Abstract: The UN Programme of Action to Prevent, Combat and Eradicate the Illicit Trade in Small Arms and Light Weapons in All Its Aspects (PoA) provides an increasingly critical framework for governments and civil society. Armed groups continue to illegally access and use illegal weapons to mount mass attacks on civilians and terrorize cities and communities, commit human rights violations and banditry, and incite and prolong armed conflicts. Some 60 million people are displaced due to war and insecurity (UNHCR, 2016). Armed attacks and kidnappings directed at humanitarian workers are at record highs. Armed groups are increasingly disregarding international humanitarian law and, as a result, are blocking much needed assistance to populations at risk.1 The vast majority of deaths from armed violence do not occur in conflict settings, however. Of the more than 500,000 lives that are lost annually to armed violence, in some countries small arms––many of them illicit––are used in more than three out of four homicides (Geneva Declaration Secretariat, 2015).

  • Abstract: This working paper aims to support the ongoing efforts of the Palestinian executive authorities, security forces, independent institutions, civil society organisations (CSOs) and the media to strengthen the Palestinian complaints system. It identifies deficits in the complaints system of the Palestinian security sector and proposes recommendations to rectify them. It particularly stresses the need to improve coordination between the vast number of complaints units and calls for greater clarity on the role of civil society and the media. It hopes to raise awareness for these issues among Palestinian decision-makers and citizens and international actors. When fully functioning, the complaint handling system can be an effective source of information for the government to improve its performance and develop its services. The paper builds upon the discussions of the complaints working group, consisting of Palestinian government officials and representatives of the security forces, civil society and the media.   • Abstract: Despite sustained efforts to reform the sector, electricity distribution in India remains amidst complex problems, manifested in the form of loss-making distribution utilities, poor quality of service, governance ambiguities, and absence of basic data. The current wave of reforms seeks to turnaround the sector’s performance by transforming the generation mix, strengthening the network infrastructure, ensuring universal access and better consumer experience, and financial revival of discoms. While policy signals from the centre appear to be promising and ambitious, given the past records, execution of these reform plans at the state level is uncertain. Against this backdrop, the paper analyses the distribution reform initiated from the centre and the role played by the central government in shaping ideas and stimulating change at the state level. Looking into various diagnoses of the challenges and subsequent reform initiatives, the paper seeks to explain the political economy of successive reform attempts and their outcomes. It also identifies gaps in the current wave of reforms and raises questions for further exploration.

It locates institutions within social and political structures marked by deep inequalities and analyses the manner in which these institutional arrangements influence the behaviour of frontline officials. It finds that poor state capacities in terms of inadequate resources and systemic infirmities contribute significantly to ineffective monitoring. In addition, the social distance of frontline bureaucrats from their clients reinforces their low levels of motivation, preventing them from using discretion to achieve official objectives.

  • Abstract: Citizens in Mexico are trapped in between two illegitimate forces – the drug gangs and their criminal organizations and the police who are supposed to protect them. Through the use of list experiments within the Survey on Public Safety and Governance in Mexico (SPSGM), we measure the pervasiveness of drug gang activity as it pertains to strategies of coercion (extortion) and co-optation (offering help) to ordinary citizens. The list experiments also allow us to provide a mapping of the geography of drug activity and the extent to which not only the drug gangs, but also the police, engages in strategies of coercion. The paper seeks to provide a better understanding of which groups are most vulnerable and where is it that drug gangs have become most embedded in society. Our findings suggest that although narcotraficantes extort citizens the most in high violence regions and the police does so in low violence ones, both forms of extortion are present everywhere in Mexico. This has triggered a spiral of fear: drug gangs signal unambiguously that they are in control and will punish anyone who provides information to the government, while the police can’t credibly signal that they can regain control of the streets. Police corruption is hence an essential part of the story of Mexico’s violence. Ever more fearful citizens have turned to the narcos for help, we demonstrate, and hence many tacitly –or even openly– support them. The paper results suggest that public strategies emphasizing military action and harsh treatment might not affect the social embeddedness that protects drug gangs and criminal organizations. Instead, enhancing citizen trust within communities and shifting the reputation of police forces while improving the adjudication of justice are more likely to strengthen the social fabric.

  • Abstract: The sultan of Oman traveled to Germany to receive medical care in July 2014. His prolonged stay since then has revived concerns across Omani society about the future of the country without the “father of the nation.” A taped, four-minute television address in early November by Sultan Qaboos bin Said Al Said—who looked emaciated and expressed regret that he was unable to return home for National Day celebrations later in the month—failed to silence rumors of cancer that have been circulating in the Gulf since he left the country. The anxiety about the health of the seventy-four-year-old ruler, who has no designated heir, came as the supposed “sleepy sultanate,” long thought to be a model of stability, was affected by the winds of protest blowing across the region. In 2011 and 2012, the sultanate of Oman experienced its widest popular protests since the 1970s and the end of the Dhofar war, in which the southern region rose up against Qaboos's father, who then ruled the country.

Upon closer inspection, the reality is more nuanced. On some parameters, such as voting based on economic and ethnic considerations, there were indeed discernible changes. However, the empirical evidence suggests these shifts were well under way before 2014.   • Abstract: Following the annexation of Crimea in March 2014, the Russian public has embraced an increasingly conservative and nationalistic ideology. Any repudiation of this ideology, let alone the transformation of the country as a whole, will only happen if demand for change from the bottom coincides with a desire for modernization from the top. The new social contract demands that the Russian people surrender their freedom in return for Crimea and a sense of national pride. It seizes on changes that have already occurred in the minds of many Russians. The new ideology is based on a deliberate recycling of archaic forms of mass consciousness, a phenomenon that can be termed the sanctification of unfreedom. Confined to a besieged fortress, surrounded by external enemies, and faced with a domestic fifth column, the people of Russia have begun to experience Stockholm syndrome and have thrown their support behind the commander of the fortress, President Vladimir Putin. They have adopted his logic and even defended his interests, believing that they are members of his team. Freedom of expression has been significantly curtailed through a system of bans and strict forms of punishment, including criminal prosecution, which have both didactic and deterrent components. Pressure on democratic media outlets has also increased drastically. Ideology in Russia is a mass product that is easy to absorb; it is legitimized by constant references to the past, glorious traditions, and occasionally fictional historical events.

  • Abstract: Somaliland’s hybrid system of tri-party democracy and traditional clan-based governance has enabled the consolidation of state-like authority, social and economic recovery and, above all, relative peace and security but now needs reform. Success has brought greater resources, including a special funding status with donors – especially the UK, Denmark and the European Union (EU) – as well as investment from and diplomatic ties with Turkey and the United Arab Emirates (UAE), though not international recognition. It is increasingly part of the regional system; ties are especially strong with Ethiopia and Djibouti. Given the continued fragility of the Somalia Federal Government (SFG), which still rejects its former northern region’s independence claims, and civil war across the Gulf of Aden in Yemen, Somaliland’s continued stability is vital. This in turn requires political reforms aimed at greater inclusion, respect for mediating institutions (especially the professional judiciary and parliament) and a regional and wider internationally backed framework for external cooperation and engagement.

  • Abstract: No matter which way you look at it, Chiapas is the most backward of any state in Mexico. Its per capita income is the lowest of the 32 federal entities, at barely 40% of the national median (Figure 1). Its growth rate for the decade 2003-2013 was also the lowest (0.2%),1 causing the income gap separating Chiapas from the national average to increase from 53% to 60%. That is to say that today the average income for a worker in Mexico is two and a half times greater than the average in Chiapas. The two next poorest states, Oaxaca and Guerrero, are 25% and 30% above Chiapas.2 According to the Instituto Nacional de Estadística y Geografía de México (INEGI, National Institute of Statistics and Geography), Chiapas is also the state with the highest poverty rate (74.7%) as well as extreme poverty (46.7%).3 These major differences in income levels among Mexican federal entities are reproduced as in a fractal within Chiapas. In fact, while the wealthiest entity (Mexico City) is wealthier than the poorest (Chiapas) by a factor of six, the difference within Chiapas between the wealthiest municipality (Tuxtla Gutiérrez) and the poorest (Aldama and Mitontic) is by a factor greater than eight.4 As there are different "Mexicos" within Mexico,5 in Chiapas there are also different sorts of Chiapas (Figure 2). Income per capita in Tuxtla Gutiérrez, to the right of the distribution, is five standard deviations above the state average. Next comes a series of intermediate cities, San Cristóbal de las Casas, Comitán de Domínguez, Tapachula, and Reforma, between two and a half to four standard deviations above the average. The remaining municipalities of Chiapas follow (122 in all), clustered to the far left of the distribution. In addition, both the statistics available at the town level and our visits to various municipalities in Chiapas seem to indicate that significant differences also exist within these municipalities. From this vantage point, questions as to why Chiapas is poor, or what explains its significant backwardness compared to other areas of Mexico, become much more complex. Why do some regions in Chiapas have high income levels, while other regions remain stagnant, fully dependent on federal transfers and deprived from the benefits of modern life?

  • Abstract: The survival of the Moroccan monarchy during the Arab revolts did not come as a surprise. Once the King reclaimed political leadership through the launch of a constitutional reform, the protest movement faded and whatever challenge to the pre-eminence of the monarchy in the political system might have existed ended quickly. A number of different and interlinked explanations have been advanced for the survival of authoritarianism in Morocco, but they generally rehash conventional wisdoms about Moroccan politics that may not be as valid as they were in the past. This paper looks beyond such traditional explanations, focusing on less obvious factors that contributed to the survival of the monarchy. A more sophisticated explanation for the survival of the regime can serve as a more insightful guide to what Morocco might look like in the future and what are the challenges and opportunities ahead.

With wars and failed states in the neighbourhood, and an unstoppable exodus crossing Europe, the continent appears at once more interdependent and more fragmented than ever. A coherent model of governance, competent and cohesive, but above all empowered by a full democratic investiture, would be needed everyday, to cope with daily emergencies while painstakingly devising and developing a long-term strategy where such emergency responses would be framed. Instead, in spite of the remarkable efforts of creative leadership made by the Commission, we are “governed” (but the term sounds like a gross overstatement) by subsequent extraordinary summits, each summoned to remedy the failures of the previous one. What can thus be expected and what should be asked, in such dire circumstances, to the next of these ad hoc European Council meeting, scheduled on Wednesday 23 September?

The dominant political figure in Hungary, Prime Minister Viktor Orbán, shares many features with Russian president Vladimir Putin. Both view the increasing role of the state as economically beneficial, and both consider the Western European economic model to be flawed. Hungary is headed towards centrally planned capitalism, demonstrated by the partial nationalization of the banking sector, the monopolization of some sectors of the economy, and the reversal of the pension reforms of 1998. Plagued by the most persistent budget deficit of any post-communist country, Hungary's greatest challenge is to establish a fiscally sustainable growth path.

  • Abstract: This paper explores the degree to which exposure to reoccurring natural disasters of various kinds explains seven dimensions of severe child poverty in 67 middle- and low-income countries. It also analyzes how certain institutional conditions, namely the quality of government (QoG), have moderating effects on the relationship between disasters and child poverty. Two main hypotheses are tested. The first is that disasters do have an adverse average effect on severe poverty. The second is that disasters reveal a positive coefficient (i.e., more disasters, more deprivation) but that higher levels of QoG negatively moderate this effect, i.e., the adverse effect of disasters is diminished by increasingly high QoG levels. From 70 possible combinations of relationships (7 types of deprivation combined with 10 types of natural disaster measures), 11 have the expected correlation between disasters and child deprivation and only one has the expected interactive correlation between quality of government, disasters, and child poverty. Several unexpected results could also be observed which are discussed in the paper along with recommendations for future research.

Although Chinese President Xi Jinping uttered “peace” 18 times in his brief opening remarks and Chinese government propaganda flooded China’s media with massive unqualified praise afterward, this show of force was by no means a blessing for peace. On the contrary, it arguably will cast a shadow over China’s outreach in the Asia-Pacific region for years to come.

  • Abstract: A recent editorial in The New York Times asked the question, “Who threatens America most?” It proceeded to compare recent pronouncements by incoming senior military leaders, the President, the FBI director, and finally the Director of National Intelligence. The major candidates included the usual nation states (Russia, North Korea, and China), a few nonstate terrorist organizations (ISIS and al-Qaeda), and a couple of unattributed capabilities (weapons of mass destruction and cyberattacks). The editorial concluded with the lament: “If officials cannot agree on what the most pressing threats are, how can they develop the right strategies and properly allocate resources?”1 Given the confusion and uncertainty generated by the current strategic environment, compounded by America’s resource-driven retrenchment, it is a fair question. However, I contend that we could pursue a more focused national strategy and do a better job of allocating resources if we focus on the opportunities as opposed to this wide array of threats. The opportunity that beckons is the increasingly interconnected global economy and the integral role played by the United States in both its institutional design and future evolution. A functioning, interconnected global economy will mitigate most, if not all, of the previously mentioned threats, whereas a fractured and disconnected global economy will exacerbate them.

  • Abstract: The main focus of this monograph is to synthesize the top research on leadership and leader development and to highlight the needs for developing individuals committed to careers of service across the public, private, and nonprofit sectors. The foundation for the research is based on ideas drawn from leadership and management literature, government doctrine and reports, think tank studies, and case studies. The Army has long sought to be innovative in its leader development. Most recently, the Army’s Human Development White Paper supports TRADOC Pamphlet 5250301, The U.S. Army Operating Concept, “Win in a Complex World” document (2014), by emphasizing the Army’s desire to become the nation’s leader in “human development.” In short, the Army Operating Concept requires that emerging leaders must understand the political-social-military environmental context, the defense-diplomatic-development (the 3-Ds) policies of the U.S. Government, and their roles as emerging leaders and followers in a variety of operational settings. Collaboration, not just within the Army, but across government agencies will be crucial to success in this complex operating environment.

  • Abstract: This strategic assessment seeks to go beyond a traditional comparative analysis of the military, technological, political, cultural, and economic factors governing the relationships and capabilities of the Asia Pacific environment. To make sense of the intrinsic complexities unique to this region, we endeavor to broaden our view and rely on a tool often overlooked in government studies: imagination. Moreover, we aim to offer a strategic document that is readable, instructive, and provocative. Pulling from a well-referenced piece of military teaching, this assessment borrows a learning concept first employed in 1904 by Major General Sir Ernest Dunlop Swinton in "The Defence of Duffer’s Drift." This fictional story describes the plight of young Lieutenant Backsight Forethought as he commands a 50-man platoon tasked to hold a tactically critical piece of land called Duffer’s Drift. The story unfolds in a series of six dreams, where the blunders of the unwitting lieutenant lead to disaster. As the dreams progress, he harnesses the lessons of each of his failures, and by applying these lessons, his platoon ultimately defends Duffer’s Drift.

  • Abstract: China and Russia have engaged in an increasing number of joint exercises in recent years. These drills aim to help them deter and, if necessary, defeat potential threats, such as Islamist terrorists trying to destabilize a Central Asian government, while at the same time reassuring their allies that Russia and China would protect them from such challenges. Furthermore, the exercises and other joint Russia-China military activities have a mutual reassurance function, informing Moscow and Beijing about the other’s military potential and building mutual confidence about their friendly intentions toward one another. Finally, the joint exercises try to communicate to third parties, especially the United States, that Russia and China have a genuine security partnership and that it extends to cover Central Asia, a region of high priority concern for Moscow and Beijing, and possibly other areas, such as northeast Asia. Although the Sino-Russian partnership is limited in key respects, the United States should continue to monitor their defense relationship since it has the potential to become a more significant international security development.

  • Abstract: The 2013-14 Army War College Key Strategic Issues List stated: “If Hurricane Sandy is seen as an archetype of a complex catastrophe, then a careful analysis of the effectiveness of the DoD response within the context of dual status commanders [DSCs], lead federal agencies, and state response capabilities needs to be conducted.” This monograph does exactly that as it carefully and comprehensively analyzes the DSC-led military response to Hurricane Sandy in New York. Through this lens, it illustrates and discusses the perspectives of the DSC construct and offers recommendations for leveraging existing capabilities and improving those deemed insufficient. Using a case study approach, this analysis addresses notable issues of constitutionality, legality, policy, financial considerations, and even politics, all uniquely situated between individual states’ interests and those of the federal government. To provide military and defense officials with a greater understanding of the benefits and limitations of the DSC arrangement during a no-notice/limited-notice incident, this monograph offers objective and systematic documentation of the Sandy response. It concludes by offering a series of actionable recommendations aimed at improving operational decision-making, policy, and legislation specifically related to DSCs during no-notice/limited-notice incidents.

  • Abstract: The implosion of the Soviet Union on the eve of December 25, 1991, has been heralded by pundits and Sovietologists as an unprecedented event in world history. No one expected the powerful Union of Soviet Socialist Republics (USSR) to come to an end as uneventfully as it did. The implosion of the Soviet Union sent shockwaves throughout the world. Not only did the Soviet Union cease to exist on that Christmas night, but it also lost half of its territory and half of its population. Furthermore, the Soviets came to find out the morning after that most of its weapons of mass destruction were now in the hands of the newly independent states—former members of the USSR. But, perhaps most importantly, the United States would soon realize that it had lost a common enemy. Russia, since its inception, has been trying to find its place among the civilized nations of the world. Is Russia a superpower? Or, is Russia an emerging power?

  • Abstract: In the days after September 11, the international community’s desire to “rescue” Afghan women from their social, political, and economic fate was key to mobilizing global support to topple the Taliban regime. Since then, the Afghan government and the international community have invested vast resources seeking to improve the status of women in the country, primarily through programs to support women leaders in politics, business, and civil society. Drawn on interviews and focus group discussions with more than two hundred people, this report seeks to understand factors that contribute to the emergence of women leaders by identifying and assessing the past decade and a half’s efforts to promote women’s leadership.

  • Abstract: Polarization has been always identified as a problem for Latin American democracies. Yet its determinants remain largely undertheorized and without systematic evidence. This paper tackles this shortcoming with a new explanation where polarization is conceptualized as a mobilizational tool used by parties to deliver unequivocal signals to voters about their location in the policy space. The explanation holds that Parties’ strategies depend on the electoral context in which they compete, making volatility a crucial indicator of their behavior. Low-volatility contexts inhibit parties from seeking polarization due to potential electoral punishments by voters and the internal costs of programmatic change within the party organization. High volatility, however, increases the risk of electoral survival, decreasing the costs of seeking polarization. Here, volatility makes polarization more likely. Using time-series cross-sectional regression analysis for eighteen Latin American countries for 1995–2010, this paper provides robust statistical results to support the causal link between electoral volatility and polarization.

  • Abstract: This report outlines the impetus behind the Centre for International Governance Innovation (CIGI) International Intellectual Property Law Clinic, which operated for three months in 2014. It consisted of a partnership among the CIGI International Law Research Program (ILRP), Communitech (the Region of Waterloo’s hub for commercialization of innovative technologies) and leading intellectual property (IP) law firms. The report describes the new innovator’s commercialization dilemma — a multifaceted dilemma arising from lack of IP legal knowledge, lack of financial resources and the high costs associated with IP protection, all of which combine to place the new innovator in a vulnerable position at the early stages of their commercialization timeline. After briefly surveying the current environment for entrepreneurship-based clinics, the report describes the elements and structure of the CIGI clinic. The advantages for participating students as well as first-hand accounts of the benefits of the CIGI clinic are also detailed. Taking lessons learned from the CIGI clinic, the report illustrates how an IP-focused law clinic can help to address the commercialization dilemma. The report describes the manner in which IP clinics might be structured, while reviewing the associated benefits and challenges for each structure. The report also makes brief recommendations for governments, law societies, law schools and IP offices to support the provision of IP legal services through the law clinic model.

In this special report, CIGI experts present their perspectives and policy analysis on the key priorities facing the G20 at Antalya. The Right Honourable Paul Martin states that the multilateral institutions created to make globalization work should be a G20 priority. Thomas A. Bernes asks whether G20 leaders and the institutions that support them can articulate a “policy upgrade” that brings more credibility than last year’s Brisbane Action Plan. Olaf Weber argues that the next step for the G20 should be the development of policies and guidelines that help to manage climate change and financial risk in a prudential way.   • Abstract: With halting progress in climate negotiations, there are growing calls for partnerships among self-selected pools of countries, in the expectation that they would facilitate consensus (among both developed and developing countries) and result in faster decision making. In critically examining such a claim, this paper asks: what kinds of partnerships could facilitate coordinated climate-related action across several countries? By focusing largely on technology partnerships (a key demand in climate negotiations), it examines characteristics of successful partnerships and the conditions under which they are created and sustained. While the motivations of existing partnerships are diverse, their functional scope has remained limited. A review of more than 30 initiatives reveals that very few had been designed to extend beyond sharing knowledge and some preliminary research and development activities. Even fewer had enlarged functional focus on actual transfer of equipment, joint production or extensive deployment mandates. The paper intensively analyzes the purpose, membership and governance of four partnerships. Drawing on their lessons, the paper identifies critical features — appropriate financing, leveraging capacity, flexible intellectual property rules and coordination across several institutions — which could become the foundation of new partnerships to deliver measurable action and possibly increase trust among negotiating parties.

  • Abstract: The case for patents rests crucially on three conditions: that innovation is undersupplied in the absence of patents; that patents promote increased innovation; and that the welfare benefits of any additional innovation outweigh the welfare costs associated with the temporary monopoly that patents generate. While it is probably true that innovation is undersupplied, the empirical evidence is mixed on whether patents foster innovation. This may be due to patents stifling cumulative innovation because of holdup and ex ante uncertainty over patent rights. This policy brief recommends that to reduce the potential for holdup, uncertainty around patent rights should be reduced. Patents should be easily searchable and more easily understood by non-legal experts. In addition, patents should be narrower and more clearly demarcated. To the extent that the welfare costs of patents appear to outweigh their benefits, the requirements for obtaining a patent should be tightened. Further, patents should be made less broad and, concomitant with the reduction in the length of the product cycle, the length of patents should also be reduced.

  • Abstract: With limited space and ever-growing trash, the islands of the Pacific share unique challenges managing their solid wastes. The traditional approach has been to collect waste in open dumps and landfills. But overwhelmed sites and unsanitary conditions are driving governments to seek alternative solutions. Hawai'i has implemented "resource recovery" systems in past decades to deal with waste, including an innovative energy-from-waste project on O'ahu, and a recycling/composting program on Maui that focuses on diverting material from landfills. While both have been successful in reducing waste and generating products, the programs have also endured unexpected delays and problems. Despite differences in scale and capacity, the Hawai'i experience offers insights for other Pacific islands into how to tackle their own solid waste management issues, and create systems and policies that deliver the greatest ecological and economic benefits.

Ad hoc security governance networks have increasingly been the response. Such networks involve cooperation between governments, the private sector, non-governmental and international organisations and enable actors to take advantage of geographical, technological, and knowledge resources they would be unable to muster alone. However, there are many as yet unanswered questions about the oversight and accountability of new governance networks, as well as about ways in which, on the positive side, they can better contribute to improved security.   • Abstract: Cyber security encompasses borderless challenges, while responses remain overwhelmingly national in scope and even these are insufficient. There are enormous gaps in both our understanding of the issue, as well as in the technical and governance capabilities required to confront it. Furthermore, democratic governance concerns – particularly regarding control, oversight and transparency – have been almost entirely absent from the debate. These concerns are exacerbated by the enormous role played by private actors (both alone and in cooperation with governments) in online security of all types. Given the pace at which states and private companies are reinforcing online security and preparing for cyber war, addressing democratic governance concerns has never been more pressing. They are the primary subject of this paper.

  • Abstract: Since independence, African states and organizations have made significant investments in conflict management and resolution tools. So why do some African states and regions remain saddled by conflict and instability? How can African states leverage democratic governance to end wars? The new report Silencing the Guns suggests that the key to ending conflict in Africa lies in fostering effective governance and creating political and economic institutions that can effectively prevent, manage, and resolve conflicts. Author Gilbert Khadiagala unpacks how and why democratic governance is linked to conflict prevention and management, and provides an overview of landmark trends that have influenced governance in Africa since the 1950s. He shows that not all forms of democratic governance reduce conflicts and examines the ways in which “developmental dictatorships,” corruption, and the privatization of security are posing obstacles for governance and peace today.

  • Abstract: The Joint Africa-EU Strategy (JAES), which was adopted in 2007, aimed to break with the traditional do¬nor-recipient relationship between the EU and Africa and to develop a true partnership. The concept of partnership has been central in EU-Africa relations ever since the Lomé Agreement (1975), but many have argued that it has been eroded by conditionalities and the end of special trade preferences. Ideally, a partnership is characterized by shared values, equality and trust, but are these principles reflected in the JAES? This study investigates this question by focusing on the thematic partnerships on peace and security and democratic governance and human rights. The paper argues that, despite the power asymmetries between the EU and Africa, the JAES has been characterized by equality in decision-making and by African ownership in capacity-building. However, while the JAES may objectively be based on shared values, the EU and the AU have often differed on how to apply those values in concrete situations, more particularly on the question which type of intervention is acceptable (conditionality, military intervention, etc.). Moreover, the analysis identifies a general feeling of mistrust amongst both parties in the partnership.

  • Abstract: The recent uproar about the toxic levels of pollution in the country’s national capital region has once again brought to fore the failure of the regulatory and legal mechanisms in India to control air pollution. Despite an early legislative acknowledgment of the issues relating to air pollution, and regulatory mechanisms set up consequently, India has not been able to restrict the sharp upward trajectory of air pollution. While several issues with regard to the legal and regulatory regime governing air quality in the country deserve serious and urgent consideration, this paper focuses on one issue in particular – the liability regime for violation of air quality standards. The paper is divided into three parts. The first part discusses the relevant provisions of the law pertaining to liability - civil and criminal - for causing air pollution. The second part identifies three critical issues that have emerged in the current liability regime: (1) the Pollution Control Boards do not have the power to levy penalties; (2) criminal prosecution is not an effective solution; and (3) the National Green Tribunal Act does not provide complete relief. The third and final part of the essay proposes a way forward. It is suggested that the Pollution Control Boards need to be granted additional enforcement powers, and administrative fines for violations should be introduced, albeit with certain conditions.

  • Abstract: Empirical research on the causes of financial crises has grown in recent decades. Early work, such as that by Kaminsky and Reinhart, helped establish the link between asset prices and banking crises. While this initial research focused on equity prices, subsequent research expanded the analysis to include residential property prices. This subsequent research is briefly reviewed here. After establishing the link between residential property prices and banking crises, I discuss the role of various credit policies, both for their impact on property prices and for the stability of the financial system in the face of declining property prices. The role of specific loan characteristics, such as loan-to-value (LTV), will be discussed first, followed by the role of institutional leverage. Policy recommendations conclude.

  • Abstract: Three years after the uprising that ousted Hosni Mubarak from power, Egypt continues to grapple with an authoritarian state. Throughout the rise and fall of the Muslim Brotherhood, authoritarian forces remained the key political players. Democratic alternatives have not capitalized on cracks in the system. Prospects for the Brotherhood's political reintegration and a democratization of political Islam are bleak. As long as credible alternatives fail to gain traction, the old state will persist and Egypt's central challenges will remain unresolved.

  • Abstract: In his 2013 State of the Union speech, President Barack Obama announced that by the end of 2014 "our war in Afghanistan will be over" and, a month earlier, that "by the end of next year, 2014, the transition will be complete—Afghans will have full responsibility for their security, and this war will come to a responsible end." The military transition, successful or not, is in full swing. Of course the war will not come to an end in 2014, responsible or otherwise. Even if the military drawdown goes as planned, "America's commitment to a unified and sovereign Afghanistan will endure, but the nature of our commitment will change," the president said. On the military side, our enduring commitment will focus on training, equipping, and funding the Afghan National Security Forces (ANSF) and "some counterterrorism efforts that allow us to pursue remnants of al Qaeda and their affiliates," presumably the Taliban. As the United States draws down, so too will the remaining coalition countries of the International Security Assistance Force (ISAF) under North Atlantic Treaty Organization (NATO) command.

  • Abstract: The Bharatiya Janata Party's (BJP) historic victory in the spring 2014 Lok Sabha1 election was a tremendous accomplishment—yet it still leaves the party with impartial control, at best. Weakness in the Rajya Sabha, where the BJP only holds 43 out of 243 seats, may limit the party's ability to enact legislative reforms. And the fact that the BJP only controls 5 of India's 29 states will also blunt the impact of any policy measures adopted at the center. In order to enact a true economic transformation, the BJP will either need the support of a wide range of unaligned parties—which would be a historical abnormality—or to consolidate its power at the state level by winning upcoming state elections. With the BJP's powerful show of force across India in the Lok Sabha election, winning state elections appears to be a viable path.

  • Abstract: The ability of a state to mobilize its own resources to pay for vital social services is at the heart of a well-functioning government. As developing countries have grown wealthier over the past de cade, they have seen a corresponding rise in the amount of domestic revenue available. The numbers are truly staggering: in 2012 developing and emerging economies mobilized $7.7 trillion in domestic resources. Even in sub- Saharan Africa, where the pace of change has been slower, domestic resources topped $530 billion in 2012; official development assistance in contrast totaled approximately $54 billion. Some of this is driven by the commodities boom of the past several years, but much is organic growth that has seen gross domestic product (GDP) rise. These domestic numbers, plus the rapid growth in private capital flows to the developing world, radically change the calculus of development financing.

It also warns, however, just how rapidly the ANSF has expanded, and how poorly that expansion was initially funded and staffed with adequate advisors. It also shows that much of the ANSF is a relatively ineffective and corrupt police force that lacks the support of other key elements of the justice system in many areas. The unclassified reporting also have ceased to provide any meaningful insight into the development of either the Ministry of Defense or Ministry of the Interior, and that the reporting of unclassified readiness data on the ANA and ANP has been reduced in scope over the last six months to the point where it has little or no real meaning.

  • Abstract: The Global Fund to Fight AIDS, Tuberculosis and Malaria (hereafter "the Global Fund" or "the Fund") is the world's main multilateral funder in global health and the largest financier of anti-AIDS, anti-tuberculosis (TB), and anti-malaria programs. Since its inception in 2002, the Global Fund has disbursed $23.2 billion to more than 140 countries; today, it accounts for 21 percent of the international funding for the prevention and treatment of HIV/AIDS, 82 percent of that for TB, and 50 per cent of that for malaria. Until recently, it awarded grants based on the need of individual countries and the quality of each proposal. As a performance-based initiative, it closely tracks the results flowing from each grant disbursement. As a value-oriented organization, it requires recipients to have transparent, accountable, and inclusive governance mechanisms. Indeed, in terms of multisectoralism and civil society participation, the Fund is considered the most progressive global health institution. But unlike many other health-related multilateral organizations, it is not an implementing agency and lacks in-country presence. Instead, as a funding mechanism, it has grant applications and project/program implementation in each country overseen by a "country coordinating mechanism" (CCM), which draws representatives from government, UN and donor agencies, nongovernmental organizations (NGOs), the private sector, and people living with the diseases.

  • Abstract: For decades, child marriage has been viewed as an unfortunate but inevitable social ill. Few policy-makers have considered its eradication feasible given how entrenched the practice is across the globe: one in three girls worldwide marry before the age of eighteen and one in nine girls marry before the age of fifteen. The United Nations (UN) estimates that if current trends continue, in the next decade 142 million girls globally will become brides before they turn eighteen. The implications are dire: research shows that child marriage both reinforces poverty and makes it harder to escape. The practice has curtailed advancement on Millennium Development Goals Four and Five-which call for a two-thirds reduction in the under-five mortality rate and a three-fourths reduction in maternal deaths by 2015, respectively-and has undermined the goal of achieving universal primary education.

  • Abstract: Endemic violence in Pakistan's urban centres signifies the challenges confronting the federal and provincial governments in restoring law and order and consolidating the state's writ. The starkest example is Karachi, which experienced its deadliest year on record in 2013, with 2,700 casualties, mostly in targeted attacks, and possibly 40 per cent of businesses fleeing the city to avoid growing extortion rackets. However, all provincial capitals as well as the national capital suffer from similar problems and threats. A national rethink of overly milita rised policy against crime and militancy is required. Islamabad and the four provincial governments need to develop a coherent policy framework, rooted in providing good governance and strengthening civilian law enforcement, to tackle criminality and the jihadi threat. Until then, criminal gangs and jihadi networks will continue to wreak havoc in the country's big cities and put its stability and still fragile democratic transition at risk.

  • Abstract: Russia has invested extensive resources and prestige in the Winter Olympics to be held in the Black Sea resort of Sochi, 7-23 February 2014. The tab, an estimated $51 billion, does not include a nationwide security operation to protect the venue against attack by a resilient and ruthless armed jihadi movement. A spate of bombings, including two in December in the southern city of Volgograd, show that North Caucasus Islamist terrorists are determined to strike opportunistically across the country to mar the games and challenge President Vladimir Putin, who has promised a "safe, enjoyable and memorable" Olympic experience. If ripple effects of security for Sochi and the ambitious regional tourism project the games are meant to inaugurate are not to worsen the situation in the war-to rn North Caucasus, local communities must be assured they will benefit from the development plans, not fall victims to rapacious local elites or the abuses allegedly accompanying the Games. Equally important, they will need guaranteed long-term security, not simply oppressive security regimes.

  • Abstract: On 15 December 2013 the world's newest state descended into civil war. Continuing fighting has displaced more than 1,000,000 and killed over 10,000 while a humanitarian crisis threatens many more. Both South Sudanese and the international community were ill-prepared to prevent or halt the conflict: the nation's closest allies did little to mediate leadership divisions within the Sudan Peoples' Liberation Movement's (SPLM). The SPLM and its army (SPLA) quickly split along divisions largely unaddressed from the independence war. Were it not for the intervention of Uganda and allied rebel and militia groups, the SPLA would likely not have been able to hold Juba or recapture lost territory. The war risks tearing the country further apart and is pulling in regional states. Resolving the conflict requires not a quick fix but sustained domestic and international commitment. Governance, including SPLM and SPLA reform and communal relations, must be on the table. Religious and community leaders, civil society and women are critical to this process and must not be excluded.

  • Abstract: Violence has exacerbated an already tense political situation in Venezuela and made finding a solution both more urgent and more complex. Nationwide unrest, following deaths at a protest called by student leaders and a sector of the opposition on 12 February, sparked a political crisis that involved Venezuela's neighbours in efforts to find a negotiated settlement. By early May it had cost around 40 lives and led to scores of human rights violations. Failure to end the violence through negotiations has hindered the task of resolving serious social and economic problems. It has also damaged the credibility of regional institutions. To reverse the crisis and turn this tipping point into an opportunity, both parties must commit to a political dialogue based on the constitution; the government must abide by its human rights commitments and restore the rule of law and the separation of powers; the international community must provide both sides with guarantees, technical assistance and political impetus.

He inherited a government that is running out of money and losing ground to a rising insurgency. Forming a national unity government with his election rival Abdullah Abdullah presents opportunities to stabilise the transition, preventing further erosion of state cohesiveness. Yet, it also poses risks, particularly of factionalism within Kabul, which could undermine urgently needed reforms. Given the international role in developing the agreements that have created this new partnership, and the absence of mechanisms to resolve internal differences, the international community should serve as a guarantor of Kabul's new political order and, if necessary, mediate any serious disputes that arise.

  • Abstract: Nigeria's presidential, parliamentary and state gubernatorial and assembly elections, scheduled for February 2015, will be more contentious than usual. Tensions within and between the two major political parties, competing claims to the presidency between northern and Niger Delta politicians and along religious lines, the grim radical Islamist Boko Haram insurgency and increasing communal violence in several northern states, along with inadequate preparations by the electoral commission and apparent bias by security agencies, suggest the country is heading toward a very volatile and vicious electoral contest. If this violent trend continues, and particularly if the vote is close, marred or followed by widespread violence, it would deepen Nigeria's already grave security and governance crises. The government, its agencies and all other national figures must work urgently to ensure that the vote is not conducted in an explosive situation as this could further destabilise the country.
