671. Engaging with Fragile and Conflict-Affected States

Abstract:
The coherence and effectiveness of engagement with the world's 'fragile and conflict-affected states'—beyond ethical imperatives and geo-strategic considerations—turns on answers to two vexing questions. First, on what defensible basis is any given country, at any given historical moment, deemed to be (or not to be) 'fragile'? Second, if a defining characteristic of state fragility is low levels of capability to implement core responsibilities, how can international agencies best support domestic public organizations to acquire capability? The first issue may appear to be a methodological one (wherein more and better data would provide a firmer empirical foundation on which to base key decisions) but any determination, especially of marginal cases, must also be grounded in a correspondingly comprehensive theory of change. Similarly, the optimal response to the second issue may appear to be importing technical and rigorously verified ('best practice') solutions, but in fact it is more likely to require a qualitatively different strategy, one able to experiment with alternative design specifications and adapt in real time to changing contextual realities (thereby iterating towards customized 'best fit' solutions). To this end, an alternative approach to the theory, measurement and practice of engaging with fragile states is outlined, in the spirit of rising concerns across the development community that prevailing strategies have demonstrably reached the limits of their effectiveness.

Abstract:
The United States has a number of interests and values at stake in India, Pakistan, and Afghanistan, or "South Asia" for the purposes of this analysis. But it also has a broader set of such concerns at stake regionally (in the greater Middle East, Eurasia, East Asia, and Southeast Asia)—and, of course, globally as well. Any long- term policy or strategy frame- work for South Asia needs to be built around the global and regional concerns that are most likely to persist across multiple changes in U.S. political leadership regardless of political party.

Abstract:
This paper will examine the pressures, incentives, and restraints that form the politics of multilateral nuclear export control arrangements by examining the evolution of nuclear supplier arrangements from the 1950s to the 1990s. Focusing on the Nuclear Suppliers Group (NSG), this paper identifies six key pressures that shape the form and behavior of multilateral nuclear export control regimes. A deeper understanding of these pressures and how they resulted in the NSG offers a more nuanced backdrop against which to consider future policies for nuclear export control.

674. Too Far, Too Fast: Sochi, Tourism and Conflict in the Caucasus

Abstract:
Russia has invested extensive resources and prestige in the Winter Olympics to be held in the Black Sea resort of Sochi, 7-23 February 2014. The tab, an estimated $51 billion, does not include a nationwide security operation to protect the venue against attack by a resilient and ruthless armed jihadi movement. A spate of bombings, including two in December in the southern city of Volgograd, show that North Caucasus Islamist terrorists are determined to strike opportunistically across the country to mar the games and challenge President Vladimir Putin, who has promised a "safe, enjoyable and memorable" Olympic experience. If ripple effects of security for Sochi and the ambitious regional tourism project the games are meant to inaugurate are not to worsen the situation in the war-to rn North Caucasus, local communities must be assured they will benefit from the development plans, not fall victims to rapacious local elites or the abuses allegedly accompanying the Games. Equally important, they will need guaranteed long-term security, not simply oppressive security regimes.

675. Engineering Peace: The Critical Role of Engineers in UN Peacekeeping

The UN Security Council mandates peacekeeping operations in some of the poorest, most conflict-prone areas of the world. These locations are often also extremely remote and nearly inaccessible. In this context, engineering is one of the most critical elements to the functioning of a UN peace operation; yet, it may be the least critically analyzed aspect of peacekeeping. During the start-up phase of a mission, engineers design, prepare, and build the camps that allow the mission to exist. Very little can be achieved in peacekeeping without sanitary and secure camps with electricity and passable roads or functional air strips. When there are engineering gaps coupled with major logistical challenges (as in the UN Mission in South Sudan), key elements of the mandate, such as the protection of civilians or support to the extension of state authority, become much more difficult, and sometimes impossible, to fulfill. During the mission consolidation phase, engineers can play a central role in the peacebuilding support tasks of a mission, working with the host country, UN agencies, and others to build capacity and deliver peace dividends.

676. The Failure of the Security Paradigm in Syria: The human security perspective

Abstract:
Few would dispute the assertion that human security has failed in Syria. Authoritarian regimes in the Arab world have had well-documented deficits in human security emerging from coercive internal politics, a lack of respect for human rights such as freedom of expression, and limited freedom from fear and want. The concept of human security has developed mainly within the domain of UN development policy, but it has also made headway in security policy, being advocated as one approach in international crisis management and peacekeeping. Less attention has been paid to its adaptability in forming the basis for the internal security policy of any given state. The main argument of this paper is that human security principles can be the cornerstones of state security, potentially preventing, mitigating, and remedying security issues within a state that could lead to societal upheaval. The argument is presented by outlining some major developments in the history of modern Syria up to its present state of civil war. The paper shows that the security paradigm exercised in Syria has led to a double failure in which human insecurity has resulted in turmoil for ordinary people and has shattered the authoritarian governance. The paper suggests that the rebuilding of security sectors must be based on the principles of human security, not only in Syria but also in the Arab world at large.

Abstract:
Russia's current and foreseeable policy towards Afghanistan is multi-vectored, complex and shows, at times, signs of incoherence. Russia views developments in Afghanistan as a strategic challenge and is expressing growing concern over the country's prospects for stability after the withdrawal of ISAF forces by the end of 2014. Russian decision-makers fear that a security vacuum emerging after the withdrawal could destabilise Central Asia and have a negative impact on Russia itself. At the same time, Moscow is concerned with Western military presence in the region, which it regards as interference in its neighbourhood. At tactical level, Russia also sees the situation in Afghanistan as an opportunity to secure its interests both regionally (consolidating its influence in Central Asia) and more widely (in terms of its relations with NATO).

Abstract:
The introductory chapter outlines the context within which NATO's new partnership policy has been formulated, especially the changing security and political context for partnerships in the 21st century and the anticipated effects of changing global power constellations and the prospects for change in the so- called liberal world order. The chapter introduces a conceptualization of 'the international' understood as consisting of three components (international structure, primary and secondary institutions) which are each likely to change in different ways over the coming years. The chapter briefly outlines the development of NATO's engagement with a wide variety of partners since the initial partnership structure was set up in 1991 and categorizes the different forms of partnership initiatives by dividing NATO's partnership initiatives into four different 'streams', which, although they progress in parallel, also coexist and intermingle.

679. Threat Perceptions and Drivers of Change in Nuclear Security Around the World: Results of a Survey

Abstract:
Leaders at the 2010 nuclear security summit agreed on the goal of securing all vulnerable nuclear material in four years. This goal implied that many countries would change their nuclear security policies. But the factors that drive changes in nuclear security policies, and that constrain those changes, are not well understood. Matthew Bunn and Eben Harrell conducted a survey of selected nuclear security experts in countries with nuclear weapons, highly enriched uranium (HEU), or separated plutonium, to explore this issue. The survey included: perceptions of which threats are credible; approaches to nuclear security based on a design basis threat (DBT); changes in nuclear security policy in the last 15 years; factors causing and constraining changes in nuclear security policy; and policy on how much information to release about nuclear security. This paper describes the survey, its results, and implications for next steps to strengthen global nuclear security.

680. Facing West, Facing North: Canada and Australia in East Asia

Abstract:
Canada and Australia have shared interests in bolstering economic prosperity and security cooperation across East Asia. The focus of the world economy has shifted to Asia; Canada should follow the path Australia has taken for decades and orient itself — in economic and security terms — toward the emerging economies of East Asia. The risk of regional instability is growing, however, due to China's re-emergence, continued speculation about US strategic engagement in Asia and increased competition over disputed maritime boundaries. These developments provide opportunities for collaboration between countries like Canada and Australia. Non-traditional security threats, including natural disasters, climate change, food security and cyber security, point to a range of areas where the two countries can work more closely together.
