The ongoing crisis in the Turkish economy poses a risk of destabilisation in the EU’s southern neighbourhood. The intensification of the pauperisation of the society and brain drain may have an impact on the results of next year’s elections. The long-lasting economic difficulties are also prompting Türkiye to normalise relations with Arab states and Israel.

Abstract:
The study is an example of the series on issues analyzing the EU-Azerbaijan economic relations which can be considered a step forward to empower economic approach in the policy-making process aiming to provide an alternative view in addressing current challenges and developments in Azerbaijan. The European Union’s relations with Azerbaijan have been formulated based on the EU-Azerbaijan Partnership and Cooperation Agreement which entered into force since 1999. In February 2017, the EU and Azerbaijan began negotiations on a new framework agreement designed to enhance the political dialogue, trade and mutually beneficial cooperation covering a wide range of economic aspects. One of the most important strategies of EU in the energy policy is to ensure energy security through diversification of energy routes. Azerbaijan is a strategically important energy partner for the EU and plays a significant role in bringing Caspian energy resources to the EU market. 24. Between a Rock and a Hard Place: How Should South Korea Manage its Relations with the United States and China?

Abstract:
This paper deals with one of the most critical issues in contemporary international relations: how China’s rise challenges foreign policies of U.S. allies, with a focus on the Republic of Korea (ROK) or South Korea. South Korea has been carefully hedging between the United States and China, its traditional security patron and largest trade partner, respectively. Strategic rivalry between the two great powers has put South Korea in an awkward position as pressure grows from the two powers to pick a side. Using a modified dual-track economics-security nexus framework, this paper suggests that the United States and China each has a significant impact on South Korea’s security and economic policies, making it important but challenging for South Korea to simultaneously manage relations with the two great powers. So far, South Korea has maintained these two sets of relationships remarkably well, but it may be difficult to continue with business as usual in the years ahead. For its own national interests, South Korea must seek to preserve the status quo under which it can continue to benefit from good relations with both great powers. The paper also proposes that South Korea should form a “middle power coalition” with like-minded nations to deflect pressures and avoid the dilemma of having to choose sides.

Tensions between Turkey and the West have steadily worsened over the past five years, but analysts are still no closer to predicting what this means for the future. Many assume that longstanding strategic and economic ties will ultimately force both sides to muddle through and preserve their relationship, while others anticipate that pressure will build to the point where a decisive break becomes inevitable. This paper examines a number of different scenarios that have been put forward for Turkey’s relations with the US and EU, then tries to navigate between the most plausible among them to predict how this hostile dance might progress.

Abstract:
Mitsotakis’ official visit to Libya and the reopening of the Greek embassy in Tripoli is a positive step towards normalization. The Libyan-Turkish memorandum on the delimitation of maritime zones will be difficult to revoke- but it must not be the only focal point of Greek-Libyan relations. The period leading to the December 24 elections in Libya is critical, and the situation in the country will remain volatile due to both internal and external challenges. Turkey retains a significant footprint in Libya with several political, military and economic implications. Libya is an important country for the European Union and remains a source of challenges for European security (irregular migration, terrorism). Greece can play an active mediating role in Libya, at a European, bilateral and regional level.

Abstract:
The EU–UK Trade and Cooperation Agreement might have pulled both sides back from the brink of a no-deal cliff edge, but it remains a shaky foundation for the next stage of EU–UK relations. Both sides must invest in the relationship and rebuild trust to prevent any conflict from escalating into a tit-for-tat. Or else, they risk the collapse of the deal and the return to a no-deal-like state. In the first months of its new phase, the relationship is already off to a rocky start. The rows over the diplomatic status of the EU mission in London and the Commission’s (now reversed) decision to trigger Article 16 of the Northern Ireland Protocol expose the volatility of the relations and the importance of good communication and trust. The hope for a deal came with the expectation that it would provide the foundation upon which a closer relationship could be constructed over time. It now seems more likely that it will be the basis for a diverging – and at times conflicting – relationship, with little prospect for a significantly closer economic relationship anytime soon. There seems little political appetite on both sides to build on the economic settlement meaningfully, which would require a significant shift of red lines. Previous expectations that a deal would pave the way for outstanding issues, such as the EU granting equivalence for financial services, have also diminished. Given both the political climate and many red lines, the agreed thin economic settlement may be the most we can expect.

In this Strategic Update, Professor Yee-Kuang Heng investigates European power projection and presence in the Indo-Pacific, and its converging nature with Japan’s attempt to shape the regional environment in its favour. While UK threat perceptions have converged significantly with Japan’s since former Prime Minister David Cameron’s promulgation of a “golden era” in relations with China, managing expectations of Japan’s attempt to ‘shape’ and encourage Europeanisation remains crucial. But is it fair to conclude that Japan has been successful in encouraging a stronger European presence to help it shape the Indo-Pacific order?

Abstract:
Egypt's relations with Turkey and Qatar have been improving for the last six months, following a long period of diplomatic crises and hostility that lasted eight years and four years, respectively. This rapprochement is an attempt to reset relations in a way that would allow all three parties to maintain their good relations with the new U.S. administration. As a condition for normalizing ties, Egypt had demanded that Turkey and Qatar end their support to the Muslim Brotherhood (MB). This demand has been described in the Arab media as an ominous sign for the MB, which feared it would be sacrificed on the altar of Turkish and Qatari state interests. However, the discourse of the MB's members on the subject, the continued anti-Egyptian remarks of senior Turkish government officials, and the intention of the Egyptian government to execute senior MB leaders suggests that the chances of Turkey and the MB ending their relationship are quite slim. Qatar, for its part, continues to allow the MB's members to find refuge within its borders, but at the same time is not interested in provoking Egypt.
