501. The Median Is the Message: A Good-Enough Measure of Material Well-Being and Shared Development Progress

Abstract:
We argue that survey-based median household consumption expenditure (or income) per capita be incorporated into standard development indicators, as a simple, robust, and durable indicator of typical individual material well-being in a country. Using household survey data available for low- and middle-income countries from the World Bank's PovcalNet tool, we show that as a measure of income-related well-being, it is far superior to the commonly used GDP per capita as well as survey-based measures at the mean. We also argue that survey-based median measures are "distributionaware", i.e. when used as the denominator of various widely available indicators such as mean consumption expenditure per capita they provide a "good-enough" indicator of consumption (or income) inequality. Finally, as a post-2015 indicator of progress at the country-level in promoting shared development and reducing inequality, we propose that the rate of increase in median consumption per capita after taxes and transfers exceed the rate of increase in average consumption in the same period.

Periurban areas refer to areas at the periphery of cities. They provide the land and water resources needed for urban expansion, while receiving urban wastes. This paper describes the process of periurban expansion around five major Indian cities, namely, Patna, Guwahati, Chandigarh, Chennai and Ahmedabad. These cities have expanded under the current regime of neo-liberal policies, infrastructure development and real estate growth. As spaces in transition, periurban areas around these cities have absorbed much of the migrant population. However, the cities have grown beyond the carrying capacity; this has caused the ecological foot-print of the cities to spill over into the peripheries. While conventional approaches to urban planning and rural development create a dichotomy between rural and urban areas, the concept of periurban raises questions both about the sustainability and equity dimensions of urban expansion, also raising issues of the politics of urbanization.

Abstract:
Corruption has become a perennial issue that has shackled political parties to a groundswell of unpopularity in Indonesia. In the run up towards the 2014 General Elections, it is envisaged that such an issue may jeopardise the electability of certain political parties. This report explores the influence of corruption cases on the elections by first highlighting the current status of competing political parties in the 2014 elections. The report then looks at the notable corruption cases that have an adverse effect on the political parties. The report concludes with four points. First, how utilising the "corruption-card" has become the new weapon of choice among political parties. Second, how the acute problem of corruption signifies that Indonesia's democratic consolidation process is far from over. Third, how shadowy affairs between political parties, their elites and the media can and should be constantly monitored. Lastly, the need to strengthen and continuous evaluation of the Corruption Eradication Committee (KPK) to prevent unnecessary interventions by political parties in the future.

Abstract:
We consider economic development of Sub-Saharan Africa from the perspective of slow convergence of productivity, both across sectors and across firms within sectors. Why have "productivity enclaves", islands of high productivity in a sea of smaller low-productivity firms, not diffused more rapidly? We summarize and analyze three sets of factors: First, the poor business climate, which constrains the allocation of production factors between sectors and firms. Second, the complex political economy of business-government relations in Africa's small economies. Third, the distribution of firm capabilities. The roots of these factors lie in Africa's geography and its distinctive history, including the legacy of its colonial period on state formation and market structure.

The Ugandan economy resembles many other economies in sub-Saharan Africa in that it has a large subsistence sector, relies on a few primary commodities for export and depends on aid to finance its public services. Oil and minerals have so far not been important to the economy. However, this might change as an estimated 3.5 billion barrel oil reservoir has been discovered in Uganda's Western and Northwestern Albertine Graben. Minerals have also been found and are being sold off as concessions. If oil revenues start to be mobilized as currently planned (2016-17), significant changes in not only government finance but also in the governments' relationships with donors and in state–society relations are likely to occur. The consequences for local communities and the environment are also likely to be significant.

If African developing countries are to benefit fully from the current boom in foreign direct investment (FDI) in extractives (i.e. mining and oil/gas), it is essential that the foreign investors foster linkages to the local economy. Traditionally, extractive FDI in Africa has been seen as the enclave economy par excellence, moving in with fully integrated value chains, extracting resources and exporting them as commodities having virtually no linkages to the local economy. However, new opportunities for promoting linkages are offered by changing business strategies of local African enterprises as well as foreign multinational corporations (MNCs). MNCs in extractives are increasingly seeking local linkages as part of their efficiency, risk, and asset-seeking strategies, and linkage programmes are becoming integral elements in many MNCs' corporate social responsibility (CSR) activities. At the same time, local African enterprises are eager to, and increasingly capable of, linking up to the foreign investors in order to expand their activities and acquire technology, skills and market access. The changing strategies of MNCs and the improving capabilities of African enterprises offer new opportunities for governments and donors to mobilize extractive FDI for development goals. This paper seeks to take stock of what we know about the state of and driving forces of linkage formation in South Sahel Africa extractives based on a review of the extant literature. The paper argues that while MNCs and local enterprises by themselves will indeed produce linkages, the scope, depth and development impacts of linkages eventually depend on government intervention. Resource-rich African countries' governments are aware of this and linkage promotion is increasingly becoming a key element in their industrialization strategies. A main point of the paper is that the choice between different linkage policies and approaches should be informed by a firm understanding of the workings of the private sector as well as the political and institutional capacity of host governments to adopt and implement linkage policies and approaches.

Abstract:
This paper explores linkage creation in Mozambique related to mega-projects in natural resource extraction and development from a political economy perspective. It explores through a focus on linkage development related to extractive industries in Mozambique the 'best practice' attempts between commodity producers and local content providers. The paper argues that a relatively elaborate state organizational and institutional setup based on policies, strategies and units with funding tools has emerged over time in order to begin to reap the benefits of large-scale investments in the extractive sectors. However, despite the formal acknowledgement, very little has been achieved with regard to forward and backward linkages, state institutions are often despite the official government rhetoric of importance simply bypassed not only by foreign investors, but also by the political leadership.

508. The Democratic Party Convention and Yudhoyono's Possible Game Plan

Abstract:
The Democratic Party (PD) – the incumbent party that won a majority sweep in the 2009 general elections, conferring Yudhoyono his second presidency – is now experiencing a dramatic reversal of fortunes. The party's electability rate has dipped significantly from its heyday peak of 21 per cent in 2009 to a meagre 7 per cent in 2013. A convention based on democratic proceedings ha s been hatched as part of a last - ditched effort by PD with the express purpose of generating the requisite publicity before legislative elections commence in order to restore confidence among its voters. While the convention has been proceeding apace, its impact on the electorate and on the image of the party as a whole has been disappointing. This report analyses the reasons why PD's novel attempt at a democratic convention failed to rejuvenate the party like its predecessor the Golkar party did a decade a go. Included in the analysis are scenario analyses of the various outcomes of the convention, given the plausible choices that party Chairman Susilo Bambang Yudhoyono may take in consideration of the current dire status of PD.

China's rapidly increasing investment, trade and loans in Latin America may be entrenching high-carbon development pathways in the region, a trend scarcely mentioned in policy circles. High-carbon activities include the extraction of fossil fuels and other natural resources, expansion of large-scale agriculture and the energy-intensive stages of processing natural resources into intermediate goods. This paper addresses three examples, including Chinese investments in Venezuela's oil sector and a Costa Rican oil refinery, and Chinese investment in and purchases of Brazilian soybeans. We pose the question of whether there is a tie between China's role in opening up vast resources in Latin America and the way those nations make national climate policy and how they behave at the United Nations Framework Convention on Climate Change (UNFCCC) negotiations. We focus on the period between the 2009 Copenhagen round of negotiations and the run-up to the Paris negotiations scheduled for 2015, when the UNFCCC will attempt to finalize a successor agreement to the Kyoto Protocol.

Abstract:
Regional disparities and inequality between the rural and the urban areas in Tunisia have been persistently large and perceived as a big injustice. The main regions that did not receive an equitable share from the country's economic growth, as compared to the coastal regions that are highly urbanized, are the predominantly rural western regions. Their youth often have to migrate to the cities to look for work and most of them end up with low-paying and frustrating jobs in the informal sector. The more educated among them face a very uncertain outlook and the highest rate of unemployment. This bias is strongest for female workers and university graduates living in the poor rural regions. The purpose of this paper is to study the underlying causes and factors of these disparities and to discuss policies and measures that may allow these regions to benefit from faster and more inclusive growth.

This paper presents a political-economy analysis of the Egyptian transition experience from the fall of President Hosni Mubarak in February 2011 until the end of 2013, and considers options for the future. Establishing a stable democracy in a country with weak institutions and no democratic culture will take years or even decades. With the benefit of hindsight, most observers were too optimistic in 2011 when they predicted that the “Arab Spring” would quickly lead to democracy. They are probably too pessimistic today when they declare the failure of Egypt's democratic transition. The millions of Egyptians who swarmed into Tahrir Square in January 2011 demanding that Mubarak step down, and then again in June 2013 asking for the overthrow of President Mohammed Morsi, have learned how to use “people power.” A wall of fear has been broken, and it would be difficult for another autocratic regime to succeed in ruling Egypt for an extended period of time.

513. The Wisdom of Crowd-Funders: What Motivates Cross-Border Private Development Aid?

The rapid growth in crowd-funded private development aid allows an examination of the preferences of philanthropic individuals with respect to international causes. Using survival analysis, we analyze the rate at which loan requests are funded through an internet-based nonprofit organization that bundles contributions from individuals and transfers them as loans to borrowers in developing countries. We find little evidence for the view that crowd-funders behave as either official aid donors or as selfish aid-givers. Rather, our results show that private aid contributions are motivated by associational communities that link citizens in donor countries to those in recipient countries - in particular, through migrant and diaspora networks - and that, as a result, their giving may be considered a complement to official aid.

514. Climate Change Resilience: The case of Haiti

Abstract:
Haiti's climate has changed over the past four decades. Annual mean temperatures have risen, and the rainy season now begins up to three months later than usual. Projections of future climate change indicate that annual mean temperatures will continue to rise over the course of the 21st century. Rainfall variability is also expected to increase, meaning more extreme droughts in the dry season and more intense rainfall in the wet season. Sea-level rise and increased storm surges are also expected. The coastal plains are increasingly subject to the influx of saltwater, and as ocean surges lead to saltier soils, farmers can no longer cultivate them. These factors will exacerbate current serious problems of flooding and erosion in coastal areas that lie in the direct path of tropical storms and hurricanes. In the absence of significant adaptation efforts, these dynamics will in turn have severe impacts on water resources, land, agriculture, and forests. Annual population growth of 1.5 per cent means over 11 million mouths to feed by 2020 and additional pressure on agricultural resources.

515. Curbing Violence in Nigeria (II): The Boko Haram Insurgency

Boko Haram's four-year-old insurgency has pitted neighbour against neighbour, cost more than 4,000 lives, displaced close to half a million, destroyed hundreds of schools and government buildings and devastated an already ravaged economy in the North East, one of Nigeria's poorest regions. It overstretches federal security services, with no end in sight, spills over to other parts of the north and risks reaching Niger and Cameroon, weak countries poorly equipped to combat a radical Islamist armed group tapping into real governance, corruption, impunity and underdevelopment grievances shared by most people in the region. Boko Haram is both a serious challenge and manifestation of more profound threats to Nigeria's security. Unless the federal and state governments, and the region, develop and implement comprehensive plans to tackle not only insecurity but also the injustices that drive much of the troubles, Boko Haram, or groups like it, will continue to destabilise large parts of the country. Yet, the government's response is largely military, and political will to do more than that appears entirely lacking.

Brazil is a puzzling new player in the global system. Emerging as a complex international actor, it has come to be seen as a significant economic competitor and dynamic force in world politics. But transformational changes in the economic and political realms have not been accompanied by advances in military power. While Brazil has entered the world stage as an agile soft power exercising influence in setting global agendas and earning a seat at the economic table of policymakers, its military capacity lags. The national security strategy announced under President Luiz Inácio Lula da Silva in 2008 intended to redress this power gap. President Dilma Rousseff 's 2011 White Paper—so detailed that it is called a "White Book"—provides the conceptual roadmap to achieve a new military balance. But military modernization is still a work in progress.

Abstract:
Previous works on vote-buying have highlighted that an informational advantage allows party machines to efficiently distribute discretionary transfers to voters. However, the microfoundations that allow party machines to electorally exploit their informational advantage have not yet been elucidated. The probabilistic model in this paper provides the microfounded mechanism that explains how party machines translate their informational advantage into more efficient allocation of discretionary transfers and win elections with higher probabilities than their contenders. Furthermore, its probabilistic design allows the model to account for why party machines target their own supporters with discretionary transfers. In-depth interviews with 120 brokers from Argentina motivate the model.

Over the last two decades a large number of countries worldwide have adopted a gender quota to increase women's political representation in the legislature. While quotas are designed to achieve equality in legislative power and decision-making, it is unclear if electing more women to legislative office is sufficient to accomplish institutional incorporation. Once women are elected to office, are they being incorporated into the legislative body and gaining their own political power, or are they being marginalized? Using an original data set that tracks committee appointments in the twenty-two Argentine legislative chambers over an eighteen-year period, I evaluate the extent to which women have access to powerful committee appointments—beyond traditional women's domains committees—and how women's access to committee appointments changes over time. I hypothesize that while women may initially be sidelined, as they gain more experience in the legislature they may overcome institutional barriers and develop institutional knowledge that will better equip them to work within the system to gain access to valuable committee appointments.

Since the international media reported crude oil flowing from the KRG to Turkey, doubts about the act's legality, political acceptability and opacity have surfaced. This oil trade is commercially enticing for energy-hungry Turkey, but is also politically risky. The Turkish government's lack of transparency regarding the KRG energy deal's economic and technical aspects has triggered domestic criticism - an especially risky proposition given the proximity of next year's election - and the KRG deal may also hinder international reliance on Turkey as a reliable energy hub. Turkey would be better advised to position itself as a partner for the export of Iraqi oil and gas, without making any distinction between federal and regional authorities. An Ankara-Erbil-Baghdad partnership based on normalized energy relations would help Turkey build new energy bridges with the EU, reducing gas prices for European consumers and strengthening Turkey-EU relations.

520. What Drives Deforestation and What Stops It? A Meta-Analysis of Spatially Explicit Econometric Studies

We have constructed a comprehensive database of 117 spatially explicit econometric studies of deforestation published in peer-reviewed academic journals from 1996-2013. We present a metaanalysis of what drives deforestation and what stops it, based on the signs and significance of 5909 coefficients in 554 multivariate analyses. We find that forests are more likely to be cleared where economic returns to agriculture and pasture are higher, either due to more favorable climatological and topographic conditions, or due to lower costs of clearing forest and transporting products to market. Timber activity, land tenure security, and community demographics do not show a consistent association with either higher or lower deforestation. Population is consistently associated with greater deforestation, and poverty is consistently associated with lower deforestation, but in both cases endogeneity makes a causal link difficult to infer. Promising approaches for stopping deforestation include reducing the intrusion of road networks into remote forested areas; targeting protected areas to regions where forests face higher threat; tying rural income support to the maintenance of forest resources through payments for ecosystem services; and insulating the forest frontier from the price effects of demand for agricultural commodities.

521. The Health Financing Transition: A Conceptual Framework and Empirical Evidence

Almost every country exhibits two important health financing trends: health spending per person rises and the share of out-of-pocket spending on health services declines. We describe these trends as a "health financing transition" to provide a conceptual framework for understanding health markets and public policy. Using data over 1995-2009 from 126 countries, we examine the various explanations for changes in health spending and its composition with regressions in levels and first differences. We estimate that the income elasticity of health spending is about 0.7, consistent with recent comparable studies. Our analysis also shows a significant trend in health spending - rising about 1 percent annually - which is associated with a combination of changing technology and medical practices, cost pressures and institutions that finance and manage healthcare. The out-of-pocket share of total health spending is not related to income, but is influenced by a country's capacity to raise general revenues. These results support the existence of a health financing transition and characterize how public policy influences these trends.

The link between economic development and state security has been well established but is still too often overlooked. Former secretary of defense Robert Gates argued in support of development efforts as a form of “preventative diplomacy,” preventing the conditions where violent crises occur that may require more aggressive intervention. For example, rising food prices in Egypt have been cited as a major instigator for the protests that overthrew Hosni Mubarak. That does not mean that Mubarak could have stayed in power if only food were more affordable, but higher levels of economic development and the concurrent factors that encourage it could have made the transition more stable and less violent.

Abstract:
Over the last few years, Russia's relationship with the United States has traveled a swift and seemingly deliberate arc from partner to pariah. The current turmoil in Ukraine and near-certain resulting isolation of Russia culminate several years' worth of deteriorating ties. The Edward Snowden mess, disagreements over Syria and Iran, dismay over the eroding human rights environment in Russia, and now Russian annexation of Crimea have led the previously heralded "reset" to an unceremonious end. What are the implications of these and related developments for U.S.-Russia collaboration in medicine and public health? Should avenues of partnership remain open, even in such a frosty political context? Should the international community support Russia's health sector when ample resources exist within Russia itself? Is it even possible anymore?

Abstract:
Youth comprise a quarter of the world's population, but remain an underutilized source of innovation, energy, and enthusiasm in global efforts to achieve and promote the increased wellbeing of all. As children grow and mature into adults, they make choices that affect not only their own wellbeing, but that of their families, communities, and countries. Youth-inclusive societies are more likely to grow and prosper, while the risks of exclusion include stinted growth, crime, and unrest. Therefore, it is imperative that education and health systems, labor markets, and governments serve their interests and provide the policies, investments, tools, technology, and avenues for participation they need to thrive and succeed. Yet, at a time when policy and investment decisions are increasingly data driven, data on youth development and wellbeing is often fragmented, inconsistent, or nonexistent. Thus, our understanding of how young people are doing in their own right and vis-à-vis their peers elsewhere is limited. As a result, the needs of young people often remain unexposed and marginalized by their complexity.

In his 2013 State of the Union speech, President Barack Obama announced that by the end of 2014 "our war in Afghanistan will be over" and, a month earlier, that "by the end of next year, 2014, the transition will be complete—Afghans will have full responsibility for their security, and this war will come to a responsible end." The military transition, successful or not, is in full swing. Of course the war will not come to an end in 2014, responsible or otherwise. Even if the military drawdown goes as planned, "America's commitment to a unified and sovereign Afghanistan will endure, but the nature of our commitment will change," the president said. On the military side, our enduring commitment will focus on training, equipping, and funding the Afghan National Security Forces (ANSF) and "some counterterrorism efforts that allow us to pursue remnants of al Qaeda and their affiliates," presumably the Taliban. As the United States draws down, so too will the remaining coalition countries of the International Security Assistance Force (ISAF) under North Atlantic Treaty Organization (NATO) command.

Water resources development options are usually selected on a least-cost basis. While economic considerations are dominant in choosing projects, there are also a mix of other factors including social demands, political expediency, social equity, and environmental considerations that impact final decisions and development of water supply systems. Understanding local priorities in water resource management decisions can allow for forming expectations of future regional water availability. In this research, we propose that future water availability in arid regions may be assessed by considering key projects that have been identified or planned by regional experts. Using Multi-Criteria Decision Analysis methods as a framework to organize set of decision criteria and their relative salience, the likelihood of selection (and development) of a project can be determined and used to form expectations of future regional water availability. We use this approach in a case study for Jordan, and find that large-scale desalination projects–that have been in the planning books for decades-are now most likely to be pursued and implemented in the country. Finally, we discuss strengths, limitations, and the general applicability of this method for assessing future water availability in other arid regions.

You asked me, as an independent expert, to contribute to the General Assembly Thematic Debate on 'Ensuring Stable and Peaceful Societies.' Since receiving your request, I have completed a review of the deliberations of the Open Working Group on this issue and of other relevant contributions to the post-2015 development agenda. I have also consulted informally with representatives of member states, UN agencies, and other stakeholders. While I have found widespread support for the need to foster peaceful, non-violent, and inclusive societies, there is some disagreement as to how this objective can be achieved within the context of the post-2015 development agenda. Rather than repeat material contained in existing reports on stable and peaceful societies, I thought it would be more useful to offer some reflections on the sources of agreement between member states, and the potential to move towards consensus in areas where they disagree. This will, I hope, help all those participating in the thematic debate respond to your challenge to identify concrete ways in which peace and stability can underpin an economically, socially and environmentally sustainable future.

This monograph analyzes the interconnections between the democratic institutionalization of the newly independent states of Ukraine, Georgia, and Belarus, their political (in)stability, and economic development and prosperity. By introducing the concept of regime mimicry into the field of public administration, this monograph extends the epistemological frameworks of the democratization school to the phenomenon of political culture. Successes and failures of the democratic institutionalization processes in these countries largely depend on the ways their institutional actors reacted to internal and external disturbances of their domestic political, econmic, and cultural environments. While Georgia's political culture revealed the highest degree of flexibility in accepting the externally-proposed institutional frameworks and practices, the bifurcate political culture in Ukraine impeded its democratic institutionalization, while the rigid political culture in Belarus completely stalled the process of institutional transformations.

National food security will continue to be the top strategic issue confronting Chinese policymakers. In the next two decades of rapid income growth, China's total demand for agricultural products will increase in the face of diminishing water and land resources, and the task of feeding the 1.3 billion Chinese people will be even more challenging. The lack of reliable development statistics for many poor countries has led the U.N. to call for a “data revolution” (United Nations, 2013). One fairly narrow but widespread interpretation of this revolution is for international aid donors to fund a coordinated wave of household surveys across the developing world, tracking progress on a new round of post-2015 Sustainable Development Goals. We use data from the International Household Survey Network (IHSN) to show (i) the supply of household surveys has accelerated dramatically over the past 30 years and that (ii) demand for survey data appears to be higher in democracies and more aid-dependent countries. We also show that given existing international survey programs, the cost to international aid donors of filling remaining survey gaps is manageable--on the order of $300 million per year. We argue that any aid-financed expansion of household surveys should be complemented with (a) increased access to data through open data protocols, and (b) simultaneous support for the broader statistical system, including routine administrative data systems.

The Intergovernmental Authority on Development (IGAD), composed of Djibouti, Eritrea, Ethiopia, Kenya, Somalia, South Sudan, Sudan, and Uganda with its secretariat headquartered in Djibouti, covers northeast Africa, a region continuing to experience major changes, arguably more than any other part of the continent. This is the only region of Africa where colonially drawn borders have been redrawn. In contrast to other regions of Africa, this is also where the prospect of further redrawing of borders—with Somaliland seeking international recognition as a separate state—remains a real possibility.

The ability of a state to mobilize its own resources to pay for vital social services is at the heart of a well-functioning government. As developing countries have grown wealthier over the past de cade, they have seen a corresponding rise in the amount of domestic revenue available. The numbers are truly staggering: in 2012 developing and emerging economies mobilized $7.7 trillion in domestic resources. Even in sub- Saharan Africa, where the pace of change has been slower, domestic resources topped $530 billion in 2012; official development assistance in contrast totaled approximately $54 billion. Some of this is driven by the commodities boom of the past several years, but much is organic growth that has seen gross domestic product (GDP) rise. These domestic numbers, plus the rapid growth in private capital flows to the developing world, radically change the calculus of development financing.

This report explores how the relationships between food, water, and energy resources shape our world and its future, with emphasis on Africa and the transatlantic region. Called the food-water-energy “nexus,” the interdependencies between these resources are fundamental to all human endeavor on Earth. Understanding this nexus and managing it effectively is a critical challenge for policymakers and thought leaders in the transatlantic arena. Solving the challenges found on the African continent might present both the greatest task and the greatest reward. The potential pitfalls of failing to tackle Africa's foodwater- energy challenges are enormous, for Africans themselves and for all countries sharing the Atlantic Ocean space. But the potential downside is more than matched by the potential upside, and the gains to be had from solving nexus problems in Africa might prove as profound as any set of goals in the world.

In a field experiment in Uganda, we find that demand after a free distribution of three health products is lower than after a sale distribution. This contrasts with work on insecticide-treated bed nets, highlighting the importance of product characteristics in determining pricing policy. We put forward a model to illustrate the potential tension between two important factors, learning and anchoring, and then test this model with three products selected specifically for their variation in the scope for learning. We find the rank order of shifts in demand matches with the theoretical prediction, although the differences are not statistically significant.

547. Seven Million Lives Saved: Under-5 Mortality Since the Launch of the Millennium Development Goals

To what extent have developing countries' patterns in reducing under-5 mortality rates (U5MR) changed since the advent of the Millennium Development Goals (MDGs)? This paper investigates that question across multiple time horizons, with attention to the fact that countries' progress had already begun to accelerate during the late 1990s compared to the early 1990s. The paper gives special consideration to countries the MDGs were primarily intended to support, including initially “Off Track” and low-income countries. Although only 21 percent of originally Off Track countries and 34 percent of originally low-income countries are now on a path to achieve the MDG target by 2015, at least 80 percent of each group has seen accelerated progress since 2001. Approximately 90 percent of countries in sub-Saharan Africa have accelerated. Most importantly, regression analysis indicates that cross-country trends since 2000 differ considerably from previous decades. The years since the launch of the MDGs include the first extended period in at least four decades during which rates of U5MR decline have not been negatively correlated with U5MR levels. Compared to a conservative counterfactual trend from 1996 to 2001, at least 7.5 million additional children's lives are estimated to have been saved between 2002 and 2013. The results suggest that much of the greatest structural progress has been achieved by countries not likely to achieve the formal MDG targets, even if their progress might be linked to the pursuit of those targets. Implications are considered for setting U5MR targets through to 2030.

But the 21st century world is witnessing constant change in development. More developing countries are ascending to middle income status and gaining the capability, resources, and desire to finance and direct their own development. The rapid expansion of private capital flows, remittances, and domestic resources has significantly reduced the relative role of donor assistance in financing development. Donors are becoming more numerous and varied. There is growing recognition that the private sector, both nationally and internationally, is an indispensable component of sustainable development.

Women's political and economic empowerment has been a defining feature of the last century. Millions of women in the early 1900s rejected convention and ignorance to fi ght for the right to vote. Thirty years later the daughters and granddaughters of those suffragettes, defying stereotypes, flocked to factories to help build the machines that won the second world war. The next generation of women secured their rights in law, then entered the workforce in droves, fuelling economic growth in the 1980s and 1990s. At the start of the 21st century women are not just enfranchised and fully engaged in the workplace, but leading global corporations and countries of every size. Germany's Angela Merkel, Liberia's Ellen Johnson-Sirleaf, and Pepsico's Indra Nooyi are three among many. Yet after a century of impressive progress, overall economic opportunities for women still lag those of men. Women, on average, earn 75% of their male co-workers' wages, and the difference cannot be explained solely by schooling or experience. In many countries, women have fewer educational and employment opportunities than men, are more often denied credit, and endure social restrictions that limit their chances for advancement. In some developing countries women still cannot vote, own property or venture outside the home without a male family member.

Writing in the 1990's, William Easterly and Ross Levine famously labeled Africa a "growth tragedy." Less than twenty years later, Alwyn Young noted Africa's "growth miracle," while Steven Radelet less effusively pointed to an Africa that was"emerging" and noted its rising rate of economic growth, improving levels of education and health care, and increasing levels of investment in basic infrastructure: roads, ports, and transport. In this paper, we address Africa's economic revival. In doing so, we also stress the political changes that have taken place on the continent. Once notorious for its tyrants – Jean – Bedel Bokassa, Idi Amin, and Mobutu Sese Seko, to name but three – in the 1990s, Africa joined the last wave of democratization; self-appointed heads of state were replaced by rulers chosen in competitive elections. In this paper, we assert that the two sets of changes – the one economic and the other political – go together, and that, indeed, changes in Africa political institutions lent significant impetus to its economic revival.

We provide evidence for two distinct explanations of these discrepancies. First, governments misreport to foreign donors, as in the case of a results-based aid program rewarding reported vaccination rates. Second, national governments are themselves misled by frontline service providers, as in the case of primary education, where official enrollment numbers diverged from survey estimates after funding shifted from user fees to per pupil government grants. Both syndromes highlight the need for incentive compatibility between data systems and funding rules.

Abstract:
Many existing classifications of developing countries are dominated by income per capita (such as the World Bank's low, middle, and high income thresholds), thus neglecting the multidimensionality of the concept of 'development'. Even those deemed to be the main 'alternatives' to the income-based classification have income per capita heavily weighted within a composite indicator. This paper provides an alternative perspective: clusters of developing countries. We take 4 'frames' on the meaning of development: economic development, human development, better governance, and environmental sustainability. We then use a cluster procedure in order to build groups of countries that are to some extent internally 'homogeneous', but noticeably dissimilar to other groups. The advantage of this procedure is that it allows us identify the key development characteristics of each cluster of countries and where each country fits best. We then use this taxonomy to analyze how the developing world has changed since the late 1990s in terms of clusters of countries and the country groupings themselves.

The significant gains that Afghan women and girls have made since the 2001 U.S.-led military invasion and overthrow of the Taliban are endangered. Presidential elections and possible peace efforts with the Taliban raise uncertainties about whether the future leadership in Afghanistan will protect gender equality. Further, President Barack Obama's plan to completely draw down U.S. troops in the country by the end of 2016 risks withdrawing critical security protection, which has provided Afghan women and girls with increased safety and opportunities to participate in education, employment, the health system, politics, and civil society. With these political and security transitions underway, the United States should act now, in coordination with Afghanistan and its partners, to cement and extend the gains and prevent reversal.

This paper considers the rise of defined-contribution (DC) pensions – such as 401(k) plans – in order to contribute to the debate about neoliberalism. It challenges the generalizability of two common accounts: the weak state intervention thesis, which argues that neoliberal policy change is driven by state retreat and deregulation, and the state-managed transition thesis, which argues that neoliberal policies are both enacted and managed through new regulations. In contrast, this paper argues that the development of the employer-based pension system between 1970 and 1995 is an instance of “neoliberalism without neoliberals.” A battery of regulations was passed between 1974 and the late 1980s that were intended to make the traditional system of defined- benefit (DB) pensioning more secure. However, this legislation triggered a business shift to 401(k)s. The legislation worked in such a counterintuitive way because of three factors related to changes in “the balance of class forces” in American society: (1) new laws increased costs for firms, with small businesses being hit the heaviest, (2) employment in the manufacturing sector, labor's traditional stronghold, declined as a share of total employment, and (3) because unions were unable or unwilling to unionize emergent sectors of the economy, new businesses in them were not compelled to negotiate DB plans. In such a context, growing regulatory costs pushed many firms to adopt DC pensions for their employees. The outcome was a major policy shift, considered by many to be a defining feature of the neoliberal era.

PCIA as developed by Kenneth Bush is one approach among others to ensure conflict sensitivity for development and peacebuilding efforts. For centuries, churches were the main institutional providers of welfare in Europe before the state took over this role in the late 19th century. The influence of modernization theory meant that modern welfare state theorists increasingly regarded religion and its impact on welfare as a relic from the distant past. It was anticipated that modern, differentiated, and industrialized societies would see the decline and inevitable disappearance of religious welfare provision along with religiosity. Surprisingly, however, at the beginning of the 21st century in many modern industrialized societies, religious institutions are increasingly becoming involved in welfare provision again. The religion blind classic welfare state literature offers no explanation for this phenomenon. This present paper argues that the resurgence of faith-based welfare providers is the reversal of a phenomenon that occurred in the late 19th century when modern states started to strip religious providers of their prerogatives in welfare provision. The result was the ascendance of the modern state and the demise of religion in the late 19th century. The return of welfare to religious providers can therefore be interpreted as the beginning of the demise of the modern state.

This paper presents a novel analytical framework to study transnational activism in the context of today’s international governance architecture. While there is a considerable amount of literature on the emergence, development, and effects of transnational activism in specific transnational governance arrangements or within a specific local context, an integrated framework that analyzes the dynamic interplay between activism, transnational institutions, and domestic contexts is still lacking. The framework of transnational pathways of influence intends to help close this gap. It integrates insights from social movement research on transnational collective action and insights from institutional theorists on institutional interactions. The framework consists of three major concepts: the concept of intra-pathway dynamics captures the relationship of mobilization and institutional chance within one path; the concept of inter-pathway dynamics encompasses institutional interactions and interdependencies between activism across paths; and the concept of the global–local link characterizes the relationship of activism within each path to local actors, the domestic context, and the political regime. The paper outlines this framework and exemplifies it by taking the case of transnational labor-rights activism targeting labor-rights violations in a strong and nondemocratic state: the People’s Republic of China. It shows that the study of activism across different transnational pathways over time is necessary to understand the combined effects of activist interventions, institutional co-evolution and interaction as an explanation of the process of selective convergence between global norms and local practices.

As early as 1992, the Treaty of the Southern African Development Community (SADC) already included a commitment to human rights, democracy, and the rule of law as governance standards in its member states, but it was in 2001 that SADC significantly broadened its efforts at governance transfer. SADC focuses in particular on standards related to gender, (socioeconomic) human rights, and (electoral) democracy, which are promoted and protected through various instruments including military interventions and sanctions in the framework of security cooperation. While the rule of law and good governance have also gained a more prominent place on the agenda since 2001, standards and instruments are less developed. Overall, there is a significant gap between the prescription of standards and policies on the one hand and the implementation of measures on the other. The suspension of the SADC Tribunal in 2010 following its rulings on human rights issues clearly shows the limits of SADC as an active promoter vis-à-vis its member states.

What are the causes and implications of polarization in new democracies? During Latin America’s “Left Turn” period, highly polarized party systems emerged in some countries–Venezuela, Bolivia, Ecuador, Nicaragua, and El Salvador–but not the rest of the region. This paper proposes a theory to explain variation, centered on the presence of electorally relevant parties of the left in the pre-Left Turn period and, most critically, the quality of governance in that period. Poor governance created opportunities for partisan actors on the left to politicize a second dimension of political contestation, anti-systemic versus systemic positions on the design and operation of the state, and thus chart alternative paths to electoral viability that required little left-right programmatic moderation. This dynamic empowered radical party factions and drove polarizing dynamics in party systems. High quality governance, in contrast, gave left parties little choice but to moderate their programs in search of electoral viability. This dynamic empowered moderate party factions and drove centripetal dynamics in party systems. Empirically, the paper tests these arguments through a broad overview of the case universe and in-depth case studies of Venezuela and Brazil.

Abstract:
This paper investigates household determinants of welfare and poverty in Botswana. Using the 2002/03 Household Income and Expenditure Survey (HIES) and the 2009/10 Botswana Core Welfare Indicator Survey (BCWIS), and employing regression analysis, we identify education level and employment status of the household head, as some of the key determinants of household welfare and poverty in Botswana. Moreover, we find that residing in rural areas increases the likelihood of being poor and negatively relates to welfare. Therefore, public policy must continue to emphasize on education and job creation amongst the strategies for poverty reduction in Botswana. Still, initiatives for rural development are also critical for poverty reduction.

A well-established strand of the literature on regionalism and economic integration has made clear that economic, geopolitical, and socio-cultural relationships across the globe, for which Africa is no exception, have been changing rapidly in the last few decades. African leaders have been embracing these concepts as vital elements of their development agenda and have engaged their countries in a number of integration arrangements. This study has investigated regionalism and economic integration in Africa from a conceptual and theoretical perspective. The study identified that (i) the rationalist’s theory of neorealism and neoliberalism, (ii) the social constructivism theory, and (iii) several theories of economic integration are very relevant in explaining the formation of regional and economic blocs in Africa. Theories of economic integration that focus on trade, economic interdependency, monetary, fiscal, and political policy coordination seem to be the main forces driving regionalism and economic integration on the continent. The study revealed transportation and mobility of factors of production, limited intra-African trade, multi-memberships, macroeconomic divergence, and conflicts as key factors hindering the success of regionalism and economic integration in Africa. Although regionalism and economic integration on the continent is plagued with these challenges, there are opportunities and possibilities in the power and energy sectors, the manufacturing sector, and in private-public partnerships that the continent can explore to accelerate Africa’s speed of regional and economic integration, crucial for economic growth and development.

The objective of this paper is to examine the impact of trading with China on Botswana’s domestic and third markets. The paper also assesses the structure and magnitude of Botswana-China bilateral trade. Botswana’s trade balance with China has been widening over the past decade, with Botswana mainly exporting primary products and importing intermediate and capital goods, which are mainly used as inputs in the development of infrastructure in the country. The increased import penetration from China is associated with Botswana’s reduced total manufacturing output. China’s Textile, Clothing and Footwear (TCF) exports gained market share from Botswana’s TCF exports in the third markets, that is South Africa. There is a need to consider ways of enhancing Botswana’s export competitiveness and there are also lessons to be learnt from China in relation to enhancing productivity in the TCF and other exporting industries.

The paper assesses the prospects and challenges of coal-fired power exports in Botswana. Specifically, the study analyses how supply factors, that is, resource availability; environmental concerns; infrastructure and technology as well as demand factors are likely to affect the development of thermal power exports in Botswana. The study concludes that coal resources are sufficient to support exports of thermal power and that technology on coal-fired power plants is available, reliable and mature. However, environmental concerns associated with coal-fired power generation; the high costs of construction and maintenance of power plants; regional demand factors, including the increasing competition from renewable sources of energy are major factors in the feasibility of the development of coal-fired electricity exports in Botswana.

Abstract:
This paper examines the sectoral and spatial variations in growth pro-poorness in Nigeria, using the Shapley decomposition, the Ravallion-Huppi decomposition and the Oaxaca-Blinder decomposition. The results show that spatial and sectoral variations in pro-poor growth are a result of inequality and shift in population, human capital (spatial variation only) and structural factors (sectoral variation only). In addition, the paper finds that the zones and sectors with moderate growth have high poverty-growth elasticity, while zones and sectors with high growth have low poverty-growth elasticity. Thus, spatial and sectoral variations in growth pro-poorness result in weak response of poverty to growth in Nigeria.
