At first glance it might seem to have sprung from a worthy fight for self-government and independence from Spain. West Floriday, that lovely nation, Free from king and tyranny, Thru' the world shall be respected, For her true love of Liberty. On closer inspection, however, this venture, born of low-level filibuster and high-level intrigue, illustrates the same ingrained American propensity for land-grabbing so evident in other U.S. acquisitions of territory.

- Political communication comes in various forms. The first part of this paper presents some variants of political communication, and provides a set of definitions of such communication. A centre of gravity is along the borderline and overlap between rhetoric and propaganda. It is argued here that rhetoric unlike propaganda has a potential for deliberation. Propaganda is inherently hostile towards debate and discussion. This reluctance towards debate and discussion has at times been evident as regards the Bush administration's war on terrorism. The second part of the article deals with propaganda from the Bush administration aimed at quelling debate. All the principals from the first George W. Bush administration (2001-2005) took part in this strategy. Most of the material presented here is explained in more detail in Anders G. - This short paper launches the second set of studies in the Carnegie Papers Middle East Series. The first set, now also published as a book under the title Uncharted Journey: Promoting Democracy in the Middle East, examined the most important issues concerning democracy promotion and democratic change in the Middle East. One of the conclusions that emerged from those studies is that the Middle East still offers a rather discouraging political picture. There are some liberalized autocracies but no democratic countries in the region. The link between economic and political reform remains weak. Democratic reformers have failed to build strong constituencies, and the organizations with strong constituencies are Islamist rather than democratic. The integration of Islamists in the reform process remains poor. And the United States, now championing democracy in the region, has little credibility in Arab eyes, and still has not consistently integrated democracy promotion in its policy toward the area. Yet, despite all these problems, it is becoming increasingly clear that there is a ferment of reform in the Middle East. But how significant is it?

- The medical field of treating chronic pain is still in its infancy. It was only in the late 1980s that leading physicians trained in treating the chronic pain of terminally ill cancer patients began to recommend that the "opioid therapy" (treatment involving narcotics related to opium) used on their patients also be used for patients suffering from nonterminal conditions. The new therapies proved successful, and prescription pain medications saw a huge leap in sales throughout the 1990s. But opioid therapy has always been controversial. The habit-forming nature of some prescription pain medications made many physicians, medical boards, and law enforcement officials wary of their use in treating acute pain in nonterminal patients. Consequently, many physicians and pain specialists have shied away from opioid treatment, causing millions of Americans to suffer from chronic pain even as therapies were available to treat it.

- Almost everyone agrees that the U.S. health care system is in dire need of reform. But there are differing opinions on what kind of reform would be best. Some on the political left would like to see us copy one of the government-run “single-payer”systems that exist in Western Europe, Canada, and New Zealand, among other places. Proponents of socialized medicine point to other countries as examples of health care systems that are superior to our own. They insist that government will make health care available on the basis of need rather than ability to pay. The rich and poor will have equal access to care. And more serious medical needs will be given priority over less serious needs.

- After drifting toward crisis for much of 2004, the outlook for stability across the Taiwan Strait has improved. Constraints on Taiwan pursuing pro-independence initiatives that risk conflict with China will likely remain strong through to the end of President Chen Shui-bian's term of office in 2008. These include a reinvigorated political opposition and Chinese initiatives that have won some poplar support in Taiwan and weakened the drive for independence. Most importantly, the U.S. appears determined to deter not only a Chinese attack but also provocative Taiwan independence moves.

- Over 1975-2003 nearly 200 new constitutions were drawn up in countries at risk of conflict, as part of peace processes and the adoption of multiparty political systems. The process of writing constitutions is considered to be very important to the chances of sustaining peace, and The Commonwealth and the US Institute for Peace have developed good practice guidelines in this area. These emphasize consultation, openness to diverse points of view and representative ratification procedures. But assessing the impact of constitution-writing processes on violence is methodologically difficult, since there are many channels of influence in the relationship. This paper reports on preliminary findings from an ongoing research project into the effects of processes in constitution-writing. Regression analysis is used to control for important contextual features such as differences in income levels and ethnic diversity across countries. A key finding is that differences in the degree of participation in the drafting of constitutions has no major effect on post-ratification levels of violence in some parts of the world, such as Europe, but does make a difference in Africa, the Americas, and the Pacific together.

- The U.S. State Department's list of Foreign Terrorist Organizations (FTOs) began in 1997 as a method of tracking down and striking back against specific terrorist groups around the world. FTOs are designated as such based on a demonstrated capability and/or willingness to engage in terrorist methods that threaten the U.S. national security interests. These methods include attacks on U.S. nationals, and American national defense, military, diplomatic, and economic interests. The FTO list provides the U.S. government with the legal authority to conduct prosecutions against U.S. citizens, or foreign nationals within the country, for aiding — financially, ideologically or logistically — any designated FTO. FTO designation can also mean certain members or representatives of the designated terror group can be denied entry to the United States through visa rejection or other means. The United States also maintains the authority to compel U.S. financial institutions to freeze any assets linked to an FTO and to report them to the U.S. Department of the Treasury pursuant to Executive Order 13244.

74. The Spread of Neoliberalism: U.S. Economic Power and the Diffusion of Market-Oriented Tax Policy

- I offer an explanation for the widespread diffusion of neoliberal tax policies in the developed democracies. Specifically, I argue that the highly visible 1980s market-conforming tax reform in the United States, the late twentieth century's dominant political economy, creates significant incentives for adoption of neoliberal tax policies by decision makers in other polities. As such, I stress a dominant actor model of the diffusion of neoliberalism that is grounded in asymmetric competition for mobile assets and policy learning. However, while the incentives to follow U.S. tax policy are substantial, the relative weight assigned the costs and benefits of reform and, in turn, the pace and degree of neoliberal policy adoption by other nations is fundamentally contingent on features of domestic political and economic environments. I assess these arguments with empirical models of 1981-to-1998 tax rates on capital in sixteen nations. I find that changes in U.S. tax policy influence subsequent reforms in other polities; in the long-term, all nations move toward the U.S. neoliberal tax structure. Analysis also shows, however, that the responsiveness to US tax reforms is notably greater where linkages with U.S. markets are stronger, where domestic economic stress is deeper, and where uncoordinated market institutions are dominant. I conclude with a discussion of the implications of the present analysis for the volume's central questions: are dominant. - Automated voting (sometimes referred to as electronic or e-voting) technologies are increasingly used in elections across the world, particularly because they are often seen as symbolic of a country's level of modernization. The possibilities for rapid aggregation and analysis of results, as well as potentially greater accuracy, have all added to the attractiveness of computer-based voting equipment. There is little doubt that the ability to quickly publish results can be of particular advantage in conflict and post-conflict scenarios, where a prolonged period of counting can heighten tensions and reduce confidence in the final results. The potential to remove some traditional elements of unintentional voter error or intentional fraud can also contribute to greater confidence, while at the same time raising new questions.

- At the end of World War II Henry Luce spoke of the coming of an American century. Today commentators across the political spectrum emphasize America's dominant military capabilities and economic strength. Many observers have also argued that the United States uniquely benefits from the wave of economic liberalization and democratization that followed the end of the Cold War. Joseph S. Nye has coined a catchy phrase, “soft power,” to suggest the importance of being admired, so that “others want what you want.” Nye argued that the United States commanded a lot of soft power. Indeed, with the end of the Cold War it seemed for a while as if the United States was in a “virtuous circle,” in which its success caused it to be more admired, which in turn enhanced its influence, and thus furthered its success.

80. Radical Departure: Toward A Practical Peace in Iraq

- The key to enabling total US troop withdrawal from Iraq within 400 days is achieving a political accord with Sunni leaders at all levels and with Iraq's neighbors - especially Syria and Iran. The proximal aim would be to immediately lower the level of conflict inside Iraq by constricting both active and passive support for the insurgency, inside and outside the country. This would allow the United States to shift resources to the training mission and to adopt other de-escalatory measures - most importantly: a withdrawal time line. The strategic price of this diplomatic initiative would be a return to self-governance in Sunni areas, a guaranteed level of representation for these areas in the national assembly, an end to broad-brush measures of de-Baathification, an amnesty for most indigenous insurgents and for most former Baathists, and a de-escalation of the US confrontation with Syria and Iran regarding a range of issues. In conjunction with these diplomatic initiatives, the United States would announce a tentative time line for withdrawal of its troops from Iraq -- associated with training milestones. Also: US forces would end major offensive sweeps inside the country, adopt a defensive posture, and shift the emphasis of their activity to training Iraqi security forces. Finally: the Iraqi government would re-activate portions of the old army -- partly as a confidence-building measure, but also in order to (i) rob insurgent organizations of their recruiting base, (ii) augment the power of the new Iraqi security forces, and (iii) produce a better ethnic balance in the new forces (which are currently dominated by Kurds and Shiites). As new forces increase in capacity, US forces would be removed, further reducing a stimulus of insurgent action. Four hundred days - 57 weeks - is sufficient time to complete several Iraqi training cycles, including field exercises for many units at the battalion and brigade levels. Some division level training also can occur. Given sufficient resources (24,000 training personnel), 100,000 Iraqi security personnel can receive remedial training and another 80,000 new personnel can be trained and exercised during this period. Together with the full provision of all appropriate equipment, this development effort can yield Iraqi security forces that are several times more capable than those it controls in mid-2005. After thirteen months, the only foreign military assets remaining in Iraq would be a small monitoring and training mission with a security detail: less than 10,000 foreign civilian and military personnel in all. US troops should constitute no more than one-third of the military component -- that is, approximately 2,000 troops. This mission should be conducted under a three-year UN mandate and joint NATO-international command. In addition, the United States might maintain a 25,000-person rapid reaction task force in the region, but outside either Iraq or Saudi Arabia.
