Abstract:
As we enter 2003, the Israeli-Palestinian context is defined by a series of inter- related phenomena: a continuing loss of Israeli and Palestinian lives; political turbulence (and some convergence) in Israel; progress, after much debate, on the question of reform and Chairman Arafat's leadership; a factional struggle for dominance of Palestinian popular politics; devastation of the Palestinian economy, and a lesser but still damaging corrosion of the Israeli economy; and public attitudes on both sides defined by the concept of “tactical hawks, strategic doves”—but with trends showing a worrying erosion of support for peaceful solutions. The international context is defined by growing consensus on substantive issues among international, Arab, and some U.S. officials; some remaining tactical and presentational differences within this group; a rise of anti-Semitic and anti-Arab attitudes; and uncertainty about the consequences of regime change in Iraq. The combination—alongside President Bush's decision to publish the Road Map following the confirmation of the new Palestinian Cabinet—potentially represents a turning point.

I agree with Brady Anderson's guidance that “USAID's development policy and portfolio include integrated interventions aimed at addressing the effects of underlying social, economic and political problems.” My point of departure is that the only real prevention of conflict is root cause development, and that this cannot be separated from —but is closely connected to and part of—the crucial stage of post-conflict mitigation and rebuilding efforts. I will attempt to consider the implications for this proposition in three parts: the international “outside” perspective; the outlook from “inside” the crisis country; and where, broadly, combining these two points of view brings us.

Abstract:
There is a growing body of literature dealing with the roles of children and young people in armed conflict and the effects of such conflict on their development (Brett McCallin, 1996; Cohn Goodwin-Gill, 1994; Klare, 1999; Machel, 1996; Wessells, 1998). This literature based on extensive field case work has provided important evidence of intensive child and youth involvement in warfare, the reasons for that involvement, the processes of induction into armed groups, the activities of children in these groups - as fighters, cooks, spies, couriers, and in providing sexual services - and their immediate - term rehabilitation needs once a war has been ended. Many of these studies make recommendations about demobilization, reintegration and prevention with an emphasis on economic, social, and psychological measures and the effective implementation of relevant international law. Although much has been discovered and is actively utilized in the domain of advocacy, most studies recognize that much more needs to be done to develop research and good practice particularly in the area of healing war - torn societies across a range of social, psychological, economic and security interests and needs and using indigenous beliefs and rituals as peace building resources (Wessells 2000).

Abstract:
From April 3 - 7, 2001 the Organization for Security and Cooperation in Europe convened negotiations in Key West, Florida, aimed at achieving a peace settlement for the Nagorno - Karabagh conflict. U.S. Secretary of State Colin Powell opened this set of talks between Azerbaijani President Heydar Aliyev and Armenian President Robert Kocharian, each of whom met separately with Secretary Powell in Florida and, subsequently, in Washington D.C. with President Bush. The United States, France and Russia were the mediators at the negotiations, as co - chairs of the OSCE “Minsk Group” (which includes 13 countries) established in 1992 as part of an effort to end the conflict. The chief negotiator on the U.S. side at Key West was Ambassador Carey Cavanaugh, who is the State Department's Special Negotiator for the conflict on a constant basis. The negotiations were held in proximity format, meaning that the facilitators held separate talks with each of the heads of Azerbaijan and Armenia.

THE KOSOVO CRISIS in 1999 and the Sierra Leone hostage debacle in 2000 have reignited a recurring debate in international policy circles over humanitarian intervention. This debate focuses on the legal, political, and operational conundrums of coercive actions for humanitarian purposes. I believe that this debate over intervention will only intensify in the future. Indeed, internal conflicts, even if their numbers go down, are hard to ignore in a globalizing world.
