- A financial-institution bailout involves government intervention through a transaction or forbearance targeted to a financial institution or group of financial institutions. The action is preemptive as the financial institution does not fail and go out of business, but remains a going concern, benefiting creditors, shareholders, or counterparties. In the absence of a bailout, the financial institution would either be forced to go through receivership or bankruptcy in the prescribed legal form, or have its role in financial intermediation disrupted.

Its object of protection is the complex of critical systems or networks on which modern economies and polities depend. - Over the past several years, Americans have become more aware and more vocal regarding the number of illegal aliens who have taken up residence in the United States. While this issue—and a resolution of this issue—is still being debated, many have questioned why current enforcement efforts are so lax. The focus of this paper is on the government agency responsible for the enforcement of our immigration laws, and in particular how the actions of this agency are influenced by political interests. This paper fills a gap in the literature-to-date by examining the enforcement of immigration laws within the interior of the nation. While other studies put border enforcement efforts in a political framework, this analysis is the first, to the authors' knowledge, to place interior enforcement within the interest-group theory of government framework. Our findings indicate that pressure groups shape the pattern of enforcement that emerges. Despite polls that indicate a majority of Americans favoring stricter enforcement, government enforcement agencies charged with this responsibility apparently succumb to the wishes of those that matter most politically.

- Although neither the House nor the Senate passed a health care bill by President Obama's August deadline, various pieces of legislation have made it through committee, and they provide a concrete basis for analyzing what the proposed health care reform would and would not do. Looking at the various bills that are moving on Capitol Hill, we can determine the following: Contrary to the Obama administration's repeated assurances, millions of Americans who are happy with their current health insurance will not be able to keep it. As many as 89.5 million people may be dumped into a government-run plan. Some Americans may find themselves forced into a new insurance plan that no longer includes their current doctor. Americans will pay more than $820 billion in additional taxes over the next 10 years, and could see their insurance premiums rise as much as 95 percent. The current health care bills will increase the budget deficit by at least $239 billion over the next 10 years, and far more in the years beyond that. If the new health care entitlement were subject to the same 75-year actuarial standards as Social Security or Medicare, its unfunded liabilities would exceed $9.2 trillion. While the bills contain no direct provisions for rationing care, they nonetheless increase the likelihood of government rationing and interference with how doctors practice medicine. Contrary to assertions of some opponents, the bills contain no provision for euthanasia or mandatory end-of-life counseling. The bills' provisions on abortion coverage are far murkier.

- Many commentators have argued that if the Federal Reserve had followed a stricter monetary policy earlier this decade when the housing bubble was forming, and if Congress had not deregulated banking but had imposed tighter financial standards, the housing boom and bust—and the subsequent financial crisis and recession—would have been averted. In this paper, we investigate those claims and dispute them. We are skeptical that economists can detect bubbles in real time through technical means with any degree of unanimity. Even if they could, we doubt the Fed would have altered its policy in the early 21st century, and we suspect that political leaders would have exerted considerable pressure to maintain that policy. Concerning regulation, we find that the banking reform of the late 1990s had little effect on the housing boom and bust, and that the many reform ideas currently proposed would have done little or nothing to avert the crisis.

- The U.S. Treasury Department's approach to helping states build and strengthen their public institutions responsible for financial management is worth studying both because of the intrinsic importance of these institutions to an adequately functioning government and because it illustrates some key dynamics underlying state-building assistance more generally. A key premise of Treasury's approach is a primary orientation toward assisting local government institutions on mutually agreed-upon reform programs, based on a thorough understanding of the local administrative systems to be reformed. This orientation is reinforced by the fact that Treasury's contribution is typically only a small number of policy officials and embedded technical advisors, rather than large U.S.-funded programs. In the conventional case where state-building and institution-strengthening are pursued as part of a long-term development strategy, Treasury provides assistance through two activities that are organizationally and functionally distinct: advisors fielded by Treasury's Office of Technical Assistance (OTA), who are technical experts and usually based within local institutions at the request of host governments, and financial attachés, who act as financial policy officials/diplomats and are based at the U.S. embassies in a smaller group of countries. extraordinary situations where state-building follows an intervention (as in Iraq), deployed technical experts need to be partnered with a senior policy official (such as the Treasury attaché) who can create space for local institution–oriented work by shaping (and, where necessary, resisting) the many “centrifugal” external forces— from Washington, the military, and other civilian and international agencies—pulling in other directions. Improving interagency coordination mechanisms in Washington might do relatively little to enhance effectiveness by itself. Indeed, tighter Washington interagency “alignment” could end up strengthening Washington coordinating bodies at the expense of knowledgeable field officials and experts. It may be better to create the conditions for more effective interagency coordination in the field by deploying senior policy champions who both understand the importance of a local institution-oriented approach and possess sufficient delegated authority to tame the centrifugal forces necessary to make space for it. An expeditionary corps of technical experts by itself is insufficient to deal with the unconventional challenges presented by post-intervention state-building operations because the centrifugal forces present in such an environment are strong enough to undermine even the most sound assistance program absent the support of appropriately oriented policy champions.

- Infrastructure development is the foundation of a sustainable economy and a means to achieving broader nation-building goals. Providing basic services is critical to security, governance, economic development, and social well-being. U.S. military forces have improved planning and coordination mechanisms and have created doctrine, planning processes, and training exercises that are shared by all branches of the military. This type and level of coordination mechanism is necessary for civilian and military coordination, as well, and progress is starting to be made in this important area. The complexity of the Federal Acquisition Regulations (FAR) often results in missed opportunities to act quickly in restoring essential services. Contracting officers are often reluctant to take chances in expediting infrastructure contracts due to concerns about violating the FAR. Simplified contracting, use of smaller projects, and reach - back support are three ways to ensure fleeting opportunities are not lost. In conflict-sensitive environments, the condition of infrastructure is often a barometer of whether a society will slip further into violence or make a peaceful transition out of the conflict cycle. The rapid restoration of essential services, such as water, sanitation, and electricity, assists in the perception of a return to normalcy and contributes to the peace process. According to James I. Wasserstrom, head of the Office for Oversight of Publicly- Owned Enterprises (utilities) in the United Nations Mission in Kosovo, infrastructure adds “arms and legs” to strategies aimed at winning “hearts and minds.” Infrastructure is fundamental to moving popular support away from prewar or during-conflict loyalties and to moving spoilers in favor of postwar political objectives. This U.S. Institute of Peace Special Report presents a model that links the infrastructure cycle with conflict analysis. This model is helpful to focus the attention of the infrastructure program planners and implementers on the conflict cycle. In many instances, infrastructure experts approach problems from an engineering perspective. While this view is important, it must be married with an appreciation of the conflict dynamic. Indeed, traditional engineering concerns, such as efficiency, are secondary in a conflict-sensitive approach.

- Federal, state and local governments use a variety of incentives to induce consumer adoption of hybrid-electric vehicles. We study the relative efficacy of state sales tax waivers, income tax credits and non-tax incentives and find that the type of tax incentive offered is as important as the value of the tax incentive. Conditional on value, we find that sales tax waivers are associated a seven-fold greater increase in hybrid sales than income tax credits. In addition, we estimate the extent to which consumer adoption of hybrid-electric vehicles (HEV) in the United States from 2000-2006 can be attributed to government incentives, changing gasoline prices, or consumer preferences for environmental quality or energy security. After controlling for model specific state and time trends, we find that rising gasoline prices are associated with higher hybrid sales, although the effect operates entirely through sales of the hybrid models with the highest fuel economy. In total, we find that tax incentives, rising gasoline prices and social preferences are associated with 6, 27 and 36 percent of high economy hybrid sales from 2000-2006.

- In the 1870s, the scope of Great Britain's financial empire exceeded the scope of its political empire. Dependence on British investors sometimes was a precursor, though, to informal—or even formal— political control. When Egypt's khedive needed to raise cash to cover his personal debt to private British banks, he sold his large personal stake in the Suez Canal to the British state. Egypt's ruler did little better managing Egypt's public debt: difficulties making payments led Britain and France to assume control over Egypt's treasury and, by 1882, to full British political control.

- Under unipolarity, the immediate costs and risks of war are more likely to seem manageable for a militarily dominant power like the U.S. This does not necessarily make the use of force cheap or wise, but it means that the costs and risks of the use of force are comparatively indirect, long-term, and thus highly subject to interpretation. Unipolarity, combined with the opportunity created by September 11, opened a space for interpretation that tempted a highly ideological foreign policy cohort to seize on international terrorism as an issue to transform the balance of power in both the international system and American party politics. This cohort's response to the terrorist attack was grounded in ideological sincerity, but also in the routine practice of wedge issue politics, which had been honed on domestic issues during three decades of partisan ideological polarization and then extended into foreign policy.

72. South Korea's Elections: A Shift to the Right

- South Korea's electoral politics has made a turn to the right that is likely to lead to closer security ties with the U.S. and some other important adjustments in foreign policy and has already strained relations with the North. The shift toward the Grand National Party (GNP), evident in President Lee Myung-bak's victory in late 2007, was completed when it won a majority in the 18th National Assembly in the 9 April 2008 elections. Those elections were dominated by domestic concerns, especially the economy; foreign policy and inter-Korean relations were near the bottom of voters' interests. The GNP's legislative agenda will include deregulation and privatisation, intended to revitalise business. Although generally supportive of Lee on foreign policy, the new assembly may cause him problems, particularly over unpopular economic liberalisation and deregulation proposals. Opposition to these, which have already produced a major political crisis, may have an impact on wider security concerns.

- In this paper we estimate the budgetary impact of the Cato Institute's Public Education Tax Credit model legislation on five states and presents a generalized spreadsheet tool (“the Fiscal Impact Calculator”) that can estimate the program's effect on any other state for which the necessary input data are supplied. It is estimated that, in its first 10 years of operation, savings from the PETC program would range from $1.1 billion for South Carolina to $15.9 billion for Texas. Illinois, Wisconsin, and New York are estimated to enjoy 10-year savings within that range.

- U.S. students and teachers are going abroad in growing numbers, gaining the international exposure and cross-cultural knowledge that will prepare them for their future role in an interconnected world. According to the Open Doors 2007 Report on International Educational Exchange, 223,534 U.S. students studied abroad for academic credit in 2005/06, an increase of 8.5 percent over the previous year, and a 150 percent increase over the past decade. Still, only a small percentage of U.S. students study abroad during their college years. The late Senator Paul Simon urged that America send abroad as many of our students as those coming to the U.S. from abroad, currently 583,000 and rising. IIE shares this goal of doubling the number of U.S. students abroad. It is imperative that efforts to expand the number of students studying abroad make efficient use of existing resources and insure that access to education abroad is available to all, including students of underrepresented economic and social groups.

- A public debate over the threat posed by weak, fragile, failing, and failed states and what can or should be done about them has become increasing visible and vocal since the attacks of September 11, 2001. As President George W. Bush declared in his 2002 National Security Strategy report: “America is now threatened less by conquering states than ... by failing ones.” This debate has grown particularly acute as the United States' prolonged military response to the war on global terrorism in Afghanistan and Iraq has revealed the difficulties of controlling militancy and extremism by direct military intervention and enforced democratic change. - Analysts, policy makers and experts are now accepting that the conflicts in Chad and Sudan have mutually reinforcing dynamics. Chad's internal political instability is having devastating consequences on the peace processes in Sudan and the Central African Republic (CAR). The U.N. Security Council Sanctions Committee Panel of Experts on Sudan stated that Chad supports Sudanese insurgent groups with arms, ammunition, vehicles, food, training and safe haven. Violations of humanitarian law and international human rights continue unabated in the region and violators in eastern Chad operate in an environment of almost total impunity. A new U.S. Government strategy must be created to stabilize Chad and bring to an end the continued degradation of conditions in the region. This strategy must work in parallel with the peace process for Sudan and with the efforts led by the “Contact Group” to normalize Chad-Sudan relations.

- Would large-scale, free-market reforms improve educational outcomes forAmerican children?That question cannot be answered by looking at domestic evidence alone. Though innumerable “school choice” programs have been implemented around theUnited States, none has created a truly free and competitive education marketplace. Existing programs are too small, too restriction laden, or both. To understand how genuine market forces affect school performance, wemust cast a wider net, surveying education systems from all over the globe. The present paper undertakes such a review, assessing the results of 25 years of international research comparing market and government provision of education, and explaining why these international experiences are relevant to theUnited States.

79. Medical Licensing: An Obstacle to Affordable, Quality Care

- In the United States, the authority to regulate medical professionals lies with the states. To practice within a state, clinicians must obtain a license from that state's government. State statutes dictate standards for licensing and disciplining medical professionals. They also list tasks clinicians are allowed to perform. One view is that state licensing of medical professionals assures quality. In contrast, I argue here that licensure not only fails to protect consumers from incompetent physicians, but, by raising barriers to entry, makes health care more expensive and less accessible. Institutional oversight and a sophisticated network of private accrediting and certification organizations, all motivated by the need to protect reputations and avoid legal liability, offer whatever consumer protections exist today. Consumers would benefit were states to eliminate professional licensing in medicine and leave education, credentialing, and scope-of-practice decisions entirely to the private sector and the courts. If eliminating licensing is politically infeasible, some preliminary steps might be generally acceptable. States could increase workforce mobility by recognizing licenses issued by other states. For mid-level clinicians, eliminating education requirements beyond an initial degree would allow employers and consumers to select the appropriate level of expertise. At the very least, state legislators should be alert to the self-interest of medical professional organizations that may lie behind the licensing proposals brought to the legislature for approval.

- Since 1991 Somalia has been the archetypal failed state. Several attempts to create a transitional set-up have failed, and the current one is on the brink of col-lapse, overtaken yet again by an Islamist insurgency, despite the support of an Ethiopian military intervention since December 2006. Over the last two years the situation has deteriorated into one of the world's worst humanitarian and security crises. The international community is preoccupied with a symptom – the piracy phenomenon – instead of concentrating on the core of the crisis, the need for a political settlement. The announced Ethiopian withdrawal, if it occurs, will open up a new period of uncertainty and risk. It could also provide a window of opportunity to relaunch a credible political process, however, if additional parties can be persuaded to join the Djibouti reconciliation talks, and local and international actors – including the U.S. and Ethiopia – accept that room must be found for much of the Islamist insurgency in that process and ultimately in a new government dispensation.

- Barack Obama was elected to the presidency of the United States on the promise of “hope” and “change.”2 Although somewhat vacuous, these promises worked because the people in America – and across the globe – overwhelmingly long for an end of the Bush era which stands for wrong wars (or at least wars gone wrong), hubris, and an overall decline of U.S. economic power, political influence, and moral standing. All presidents seek to leave their lasting imprint on foreign affairs, their doctrine. Most of them, however, merely oscillate between continuity and change: in the absence of major interfering events such as 9/11, institutional inertia, political constraints, and the wisdom of tradition most often push presidents to maintain the status quo while only tinkering with the edges. Revolution, in democratic systems, is a very slow process.

- An examination of international economic relations in the six decades since World War II reveals many ways in which political factors have shaped economic outcomes. The postwar security system significantly affected the postwar economic system. The creation of a bipolar security system following the outbreak of the Cold War led to the separation of the Eastern and Western economic systems and provided a basis for the dominant role of the United States in the Western system and of the Soviet Union in the Eastern system. The end of the Cold War led in turn to the end of the East-West economic divide and to the integration of the formerly Communist countries and China into the global capitalist economy.

Some of the concern was about the loss of manufacturing jobs to lower-wage countries such as China and Mexico, a process that had been going on for decades. Service workers—including college- educated professionals—who previously thought their jobs immune to foreign competition began to worry about this new source of job in security. - It has been a year since Hamas formed its government – and what a dismal year it has been. The Islamists thought they could govern without paying an ideological price, Fatah that it could swiftly push them aside and regain power. By imposing sanctions and boycotting the government, the Quartet (U.S., European Union (EU), Russia and UN) and Israel hoped to force Hamas to change or persuade the Palestinians to oust it. Washington promised security and economic aid to encourage Fatah to confront Hamas and help defeat it. The illusions have brought only grief. The 8 February 2007 Saudi-brokered Mecca Agreement between the Palestinian rivals offers the chance of a fresh start: for Hamas and Fatah to restore law and order and rein in militias; for Israelis and Palestinians to establish a comprehensive ceasefire and start a credible peace process; and for the Quartet (or at least those of its members inclined to do so) to adopt a more pragmatic attitude that judges a government of national unity by deeds, not rhetoric. The adjustment will not be comfortable for anyone. But the alternative is much worse.

- Fiscal policy is simply out of control. It's not the deficit per se, however—we have had deficits before. Usually, they could be easily contained in subsequent years simply by allowing revenues to grow as the economy expanded while enacting only small or no increases in appropriations for discretionary programs, most of which were newly funded every year. But discretionary programs now constitute less than 40 percent of spending, whereas they were almost 70 percent of spending in 1962. In fiscal year 2006, mandatory spending and interest made up 62 percent of spending.

93. Seven Months Into the Surge: What Does it Mean For Iraqis?

- People who live in the red zone have mixed experiences of the security situation. Residents of some “hot” neighborhoods of Baghdad say that the presence of Americans has a deterrent effect on militias, gangs and snipers—and thus gives comfort to citizens- - whereas Iraqi forces, including the police, army units, or pesh merga sent down from Kurdistan, do little to confront trouble-makers. For example, some neighborhoods within the larger Amiriya district have benefited from U.S. intervention, while others, such as Furat and Jihad, are still in conflict because U.S. forces have not intervened and Iraqi police and army do a poor job of stopping violence and intimidation. The higher U.S. profile is also credited for a decline in the number of suicide bombings and a decrease in mass sectarian killings and kidnappings in the city. Another factor contributing to a sense of greater safety in Baghdad is the success of U.S.-Iraqi force in the area south of Baghdad (the so-called Triangle of Death), where Sunni tribes have recently cooperated with U.S. forces. Residents of some neighborhoods said that for the first time in over a year they have been able to shop in their area in relative peace and stay out after dark.

- Provincial Reconstruction Teams (PRTs) are small civilian-military units that assist provincial and local governments in Iraq to govern effectively and deliver essential services. In January 2007 President Bush announced that the United States would double the number of PRTs as part of his plan for a “New Way Forward.” Ten new PRTs will be embedded with Brigade Combat Teams (BCTs) in Baghdad, Anbar, and Babil. The new PRTs will differ significantly from the ten original PRTs set up in Iraq in November 2005. Led by the State Department, most of the original PRTs are located on U.S. military bases and rely on the military for security and logistical support. Both types of PRTs in Iraq differ in staffing and organization from PRTs in Afghanistan. Start-up of the PRT program in Iraq has been troubled by interagency differences over funding, staffing, and administrative support and by the overriding challenge of providing security. Embedding the new PRTs with BCTs should help overcome many of these problems. Despite the problems, PRTs provide a U.S. civilian presence in areas that would not be served otherwise. Participants in PRTs believe they are having a positive effect.

- On May 9, 2007, a conference and celebration were held honoring Angola Day. The organizers and supporters were the Africa Program of the Woodrow Wilson International Center for Scholars (WWICS), the Angolan Embassy, the United States Agency for International Development (USAID) and the U.S.-Angola Chamber of Commerce, with further sponsorship by an array of Angolan and international companies. The conference sought to share progress, challenges and opportunities facing Angola, now in its fifth year of peace following a brutal 27-year civil war. The celebratory nature of the event was not limited to the reception and cultural entertainment which took place at the WWICS that day, but also reflected the social, economic and political progress in Angola over these five years. For example, panelists in the conference shared information regarding an ambitious rehabilitation program of social infrastructure, steady economic growth, stabilizing political institutions and improved security conditions. They further cited specific opportunities for partnership with the United States, through international cooperation, private investment and increased trade. Scheduled to hold their first legislative and presidential elections since the end of the civil war in 2002, Angola is poised to become “a model of post-conflict democratic transition, and has the resources—human capital and natural endowments—to be a regional and global leader in world affairs” (Jendayi Frazer, U.S. Assistant Secretary of State for African Affairs.

- An important component of U.S. productivity growth and economic competitiveness is a flexible labor market that shifts workers quickly into the jobs where they are most needed. Much of the time, this job shifting is fairly painless: Workers quickly find new positions that pay at least as much as their previous ones, often without an intervening spell of unemployment. But prime-aged and older workers can sometimes suffer large, long-term income losses. Such workers' well-founded fears about job displacement lead them and their advocates to resist policies such as free trade that are sometimes blamed for the job shifting. This resistance harms the majority of households because trade helps to lower prices, raise real incomes and promote economic growth. It also has foreign policy consequences since it threatens the United States' ability to play its traditional post–World War II role as the bulwark of a relatively open international trading system. And by reducing the dynamism of the U.S. economy, resistance to trade and other pro-growth policies can weaken the nation's long-term ability to exert global leadership.

- In recent years, the bipolar multilateral trading system of the post-war years has given way to a multipolar alternative. Although many specifics have yet to be determined, some contours of this new trade policy landscape are coming into focus and in this short paper I examine their implications for the European Union's external commercial policy. Particular attention is given to both the state of business-government relations and the propensity to liberalise under the auspices of reciprocal trade agreements by Brazil, India, and China; the potential new poles of the world trading system. - After the events of 9/11/01, the United States rallied around President George W. Bush. An administration that was initially weak and semi-legiti-mate came to directly control the executive and legislative branches of government and gradually strengthen its influence over the judiciary. Bush and the Republican majority in Congress attained hegemony domestically as well as internationally. Having acquired the power to ignore the rules, they often proceeded to do so. A semi-idealistic “winning is everything” approach to foreign policy led the United States into a quagmire in Iraq. An unempirical “winning is everything” approach to domestic policy, which often distorts the rules (law, science, and standard economics) and ignores the “referees” (the GAO, the CBO, the IMF), has created potentially disastrous medium and long-term problems for the United States.

- The recent global expansion of biofuels production is an intense topic of discussion in both the popular and academic press. Much of the debate surrounding biofuels has focused on narrow issues of energy efficiency and fossil fuel substitution, to the exclusion of broader questions concerning the effects of large-scale biofuels development on commodity markets, land use patterns, and the global poor. There is reason to think these effects will be very large. The majority of poor people living in chronic hunger are net consumers of staple food crops; poor households spend a large share of their budget on starchy staples; and as a result, price hikes for staple agricultural commodities have the largest impact on poor consumers. For example, the rapidly growing use of corn for ethanol in the U.S. has recently sent corn prices soaring, boosting farmer incomes domestically but causing riots in the streets of Mexico City over tortilla prices. Preliminary analysis suggests that such price movements, which directly threaten hundreds of millions of households around the world, could be more than a passing phenomenon. Rapid biofuels development is occurring throughout the developed and developing world, transforming commodity markets and increasingly linking food prices to a volatile energy sector. Yet there remains little understanding of how these changes will affect global poverty and food security, and an apprehension on the part of many governments as to whether and how to participate in the biofuels revolution.

- It is generally agreed that the humanity, fairness and effectiveness with which a governments manages its criminal justice system is a key index of the state of a democracy. But the constraints on realization of democratic values and aspirations in criminal justice are markedly variable. In the last two decades, in the wake of both increases in recorded crime and a cluster of cultural and economic changes, criminal justice policy in both Britain and the U.S. has become increasingly politicized: both the scale and intensity of criminalization, and the salience of criminal justice policy as an index of governments' competence, have developed in new and, to many commentators, worrying ways. These developments have been variously characterized as the birth of a "culture of control" and a tendency to "govern through crime"; as a turn towards the "exclusive society"; and in terms of the emergence of a managerial model which focuses on the risks to security presented by particular groups. In the U.S., we witness in particular the inexorable, and strikingly racially patterned, rise of the prison population, amid a ratcheting up of penal severity which seems unstoppable in the face of popular anxiety about crime. In the context of globalization, the general, and depressing, conclusion seems to be that, notwithstanding significant national differences, contemporary democracies are constrained to tread the same path of penal populism, albeit that their progress along it is variously advanced. A significant scaling down of levels of punishment and criminalization is regarded as politically impossible, the optimism of penal welfarism a thing, decisively, of the past.
