Several factors related to the civil war in Syria have engendered the cantonization of the country’s north. From east to west, five northern border regions are to various degrees self-governing, though four are backed by, and even dependent on, Türkiye. Ongoing indirect negotiations between Türkiye and Syria—which were previously at loggerheads—may result in an adjustment of the boundaries of these cantons, but will not alter, let alone reverse, the phenomenon of cantonization.

The decision to restore Syria’s membership in the Arab League (AL) is aimed at Arab states gaining greater control over the situation in the region and reducing external influence, including that of the West. Although the AL imposed a number of obligations on Syrian leader Bashar al-Assad, such as holding elections, it is doubtful whether the League can enforce them. The organisation’s decision to normalise relations with Syria will be used to undermine the effectiveness of the sanctions in counteracting violations of international law, also in the context of the Russian aggression against Ukraine.

Abstract:
Continual and ever-growing foreign involvement led to the internationalization of the armed conflict and turned Syria into a battleground for the strategic competition of several powers. The Kremlin has long viewed Hafez and Bashar al-Assad as indispensable partners in the Middle East and has repeatedly offered its diplomatic and military support in an attempt to achieve its own strategic objectives. Given the destabilizing effects the unending Syrian crisis has had on Middle Eastern and Eastern Mediterranean security, Greece maintains a profound interest in the resolution of the conflict. Greece appointed a Special Envoy for Syria in May 2020 with a view to reinvigorating its policy vis-à-vis the Syrian crisis. Greece’s successful re-engagement with key Arab countries and improved relations with other regional actors could pave the way for a more prominent Greek role in Syria. This could entail reinforcing its diplomatic cooperation with the EU Delegation to Syria, leading the EU humanitarian relief effort following the devastating earthquakes that hit Syria on 6 February 2023, and formulating a realistic and forward-looking strategy for the future of the Syrian people, including provisions for the voluntary repatriation of refugees and the protection of minority rights.

Recent increased attacks on Kurdish targets in northern Syria by Turkey and the Syrian rebel groups its supports raise the question whether Turkey’s President Recep Tayyip Erdogan intends to carry out his threat of May 2022 to begin another major ground operation against the Kurds. On the other hand, conciliatory statements regarding the Assad regime have been sounded recently in Turkey, and there has been discussion of the possibility of normalizing relations between the two countries after over a decade of hostility and competition. These two processes appear to be contradictory, given that the Syrian regime opposes existing Turkish control of Syrian territories, and does not wish to see this control broadened. On the other hand, this may be a calculated Turkish move that aims to show the Turkish public a concerted multi-faceted effort to confront both the Kurdish underground and the issue of Syrian refugees in Turkey. Discussion of events in northern Syria and the web of Syrian and Turkish interests can be used to assess the question, which trend will prevail in Turkish-Syrian relations: normalization or escalation?

The Turkish-Syrian border is divided into separate areas of control—under the Syrian Democratic Forces in northeast Syria, Hay’at Tahrir al-Sham in Idlib, and Turkey in several cantons—which sustain contradictory political projects. Yet these border areas constitute a single political-security ecosystem, one connected to southern Turkey and regime-held Syria. As such, only a peace agreement that treats the border areas as an indivisible whole and delimits the major powers’ zones of influence can lead to a stable long-term arrangement.

Abstract:
Iranian involvement in the Syrian civil war has often made headlines in Israel. Particularly in the context of the Israel Defense Force (IDF)’s so-called campaign between the wars (the Hebrew acronym is Mabam), which has included attempts to prevent Iran from establishing military bases in Syria, keeping Iranian forces away from the Syrian-Israeli border, and thwarting the transfer of precision weapons to Hizballah. But Iranian involvement in Syria goes far beyond the confines of the Israeli-Iranian conflict. As a result of the "Arab Spring" uprising and the Syrian civil war, Iran has succeeded in establishing itself in areas far from the Israeli-Syrian border and extended its influence in Syria beyond the military sphere.

The Iraqi-Syrian border continues to be geopolitically restless. Kurdish parties have taken advantage of central government weaknesses to increase their autonomy in these areas. Even after the collapse of the self-proclaimed Islamic State, the Iraqi-Syrian border continues to be one of the most geopolitically restless areas in the Middle East. In the last few years, a variety of Kurdish entities and groups have increasingly shaped the dynamics across the northern section of this border. In particular, there are two dynamics that deserve attention. First, the Kurdistan Regional Government (KRG) and the Kurdish-dominated Autonomous Administration of North and East Syria have come to effectively control new border crossings in this area as the Syrian government has lost access and the Iraqi government’s presence has been contested. This means that the movement of people and goods in this area is largely controlled by two entities that are neither state nor nonstate actors. The reality on the ground reflects hybrid arrangements that have emerged as a result of the weaknesses of both central governments and the increasing autonomy gained by Kurdish parties (which, in the case of the KRG, is stipulated constitutionally). Second, the Kurdistan Worker’s Party (PKK), by virtue of its participation in the war against the Islamic State and by taking advantage of the consequent power vacuum, managed to augment its influence along the border. Its ideological and organizational ties with local groups, such as the People Protection Units (YPG) in Syria and Sinjar Resistance Units (YBS) in Iraq, enabled it to exert security and political influence. On the one hand, this turned segments of the border into an arena for transnational, pan-Kurdish militancy. On the other hand, these groups’ presence intensified intra-Kurdish rivalries, especially between the Kurdistan Democratic Party (KDP), which is the KRG’s main ruling party, and the PKK. This rivalry reflects a clash of two visions for the border: the PKK’s revolutionary, transnational vision that seeks to eradicate or at least underplay the reality of the border; and the KDP’s pragmatic and territorial vision seeking to assert the border’s reality as a demarcation of the KRG’s authority and future statehood. In addition, the KDP is allied with Turkey, which has been fighting the PKK for several decades and is currently waging a military campaign against the group in northern Iraq and Syria. To a large extent, the future of this border is predicated on this geopolitical conflict and whether the PKK manages to entrench itself further or becomes isolated and marginalized as the KRG, the Autonomous Administration, and the Iraqi federal government assert their territorial authorities.

September 30, 2020 marked five years since the start of the Russian Aerospace Forces operation in Syria. This was the first military operation Moscow launched far from its own borders since the collapse of the Soviet Union. Today Russia is not only militarily involved but is deeply invested in the conflict as it seeks to shape the course of the negotiation process and the post-conflict socio-political development of Syria. Russia’s grand strategy in Syria continues to evolve as it assesses its actions and goals in the light of current realities. In this paper we look at how the Russian academic community and diplomatic circles see the outlook of the Syrian negotiation process. We conducted in-depth interviews with representatives of these groups in order to understand their perspective on the Geneva process, the prospects of the Astana format, and the impacts on Russia of an ongoing conflict scenario in Syria.

The southern city of Daraa was the birthplace of the peaceful Syrian uprising that started in March 2012. This genuine Syrian movement was met with accusations of conspiracy and vandalism by the Government of Syria (GoS), whose aggressive responses provoked similar reactions from local population. The Houranian people (Daraa city residents), who are known for their peacefulness and sensitivity towards strangers, detested the militarization of the uprising, and they resisted the increasing presence of foreign armed elements (Hezbollah, Nusra Front, ISIS). The feeling of loss of their identity and space to outsiders was acute. The reconciliation with the GoS came about through negotiations with the Russians in mid-2018. Houran people took it as an opportunity to avoid a costly military confrontation with the GoS, restore peacefulness, and expel the foreign militias. This author was part of the negotiations and involved in deliberations at many junctures, and this testimony was prepared in consultation with the principal members of the reconciliation negotiations with the Russians and the GoS.

Inherently unstable, Russia’s “spheres of influence” endgame strategy will result in a fractured and volatile Syria. Neither Russia nor Turkey appears likely to withdraw from Syria in the near term. Iran will remain an important player, albeit without holding a territorial sphere of influence. Balancing against Moscow, Tehran will exploit opportunities where possible, deepening its influence through informal and covert efforts. In this endgame, Russia’s prickly partnership with Turkey in Syria likely will endure. As a Russian analyst noted, “Turkey and Russia need each other strategically.” While Moscow may acknowledge that Turkey’s presence in Syria is a long-term problem, Russia’s “spheres of influence” endgame strategy nonetheless accommodates the reality of a lasting Turkish presence.

The future for Syria in 2021 looks bleak from the Russian perspective. Though the conflict entered a low-intensity phase of armed confrontations that characterised 2020 will likely continue in 2021. The temporary negotiated solution for north-western Syria reached in March 2020 is likely to hold but there exists a high probability of renewed fighting between the SAA and various Islamist groups. There will also be bickering between Russia, Turkey, Syria, and Iran due to their different visions for Idlib’s future. Tensions will likely also continue to grow in northern and north-eastern Syria, where US-backed Syrian Democratic Forces sporadically clash with pro-Turkish groups. Occasional US-Russian encounters on the ground are also highly likely in the region. Additionally, confrontations between Israel and Iran/Hezbollah forces stationed in Syria will likely continue and might escalate.

Syrian refugees are especially vulnerable because the Lebanese government has curtailed their rights and restricted international support for them. More than 90 percent of Syrians in Lebanon now live in extreme poverty. However, the prospect of any imminent, voluntary return of large numbers of refugees to Syria remains distant. Numerous surveys with refugees confirm that they do not feel able to return to Syria, despite worsening conditions in Lebanon. Lebanese are increasingly in need of economic support and feel ignored by the government and aid organisations. In this context, Lebanese leaders’ attempts to scapegoat refugees are gaining traction. Scapegoating refugees not only allows the political class to delay critical reforms but has also resulted in increasing inter-communal violence. As Lebanon’s freefall continues, the risk of more widespread violence increases. Donors face a dilemma in how best to respond to the crises. The Lebanese political elite have steadfastly refused to implement necessary economic reforms to avoid collapse and have proved to be unsuitable partners for aid operations. To circumvent the government, donors have increased their support to local leaders in the hope that it can help create a more permissive environment for refugees with channelled support through local NGOs. Humanitarians are now trying to meet the needs of vulnerable Lebanese, Syrian refugees, Palestinian refugees, and migrant workers in different humanitarian responses. Aid coordination is becoming a gargantuan task. Shifting to a country-wide or “Whole of Lebanon” response would better streamline the humanitarian response and ensure refugees and vulnerable Lebanese are treated equitably. Donors have little appetite for such an approach, but it could soon be the only viable option. Interviews with international donors revealed a viewpoint that the United States is not capitalising on its potential influence on the refugee file in Lebanon. To maximise the United States’ potential to improve conditions for vulnerable Lebanese and Syrians, it must increase its participation in donor discussions in Beirut and devote more political capital to the issue. The United States and other donors should use this political capital to take advantage of new openings to build the foundations of sustainable development for all. The changing context has created a few, though limited, opportunities to push for programs that are primarily framed as aiding Lebanese yet include refugees.

On June 18, conservative cleric Ebrahim Raisi won Iran’s presidential election to succeed moderate President Hassan Rouhani. For many, his victory came amid public dissatisfaction with the dire economic and political situation, along with widespread disqualification of reformist and moderate candidates, which significantly reduced voter turnout. Traditionally, lower turnout in Iranian elections means the victory of conservative or so-called ‘hardline’ figures and so Raisi’s victory was in many ways following a theme. However, even though the election and its outcome indicate a significant shift in Iran’s domestic politics toward more authoritarianism, its impacts on foreign policy, including Iran’s strategy in Syria, will be less tangible. Over the past several years, the Islamic Revolutionary Guard Corps (IRGC) has almost completely dominated Iran’s regional policy. At the same time, Iran’s Supreme Leader Ayatollah Seyyed Ali Khamenei openly seeks to limit the role of the president in foreign policy. Consequently, this means that Iran’s policy in Syria in the post-election period will be more about continuity than about change.

Syria is a geographic entity divided into three main zones of control, each ruled by local actors with the strong and seemingly indefinite support of powerful foreign actors. These three zones are one zone in western, central, and eastern Syria controlled by the Syrian government, a second zone in northwest and northern Syria along the Syrian-Turkish border controlled by the Syrian opposition and supported by Turkey and a third zone in northeast Syria controlled by the Autonomous Administration of Northeast Syria (AANES) and its military the Syrian Democratic Forces (SDF) - which is supported by the United States and several of its allies that are part of the global coalition to defeat the Islamic State of Iraq and al-Sham (ISIS). The common perception by observers of the Syrian conflict is that it is frozen; that Syria will be indefinitely divided into these different territorial zones of control. This assumption obscures the fact though that a significant amount of fluidity on the ground within Syria's three main zones of control is possible. Each of these zones has its own unique characteristics and local customs that must be understood to draw broader assessments on how the wider Syrian conflict might be resolved one day.

It is difficult to imagine how the Syrian conflict could be resolved through a political process alone that does not directly involve the combating forces in Syria – namely the Syrian army and its associated militias linked to the power system in Damascus, the Syrian Democratic Forces (SDF) and their Democratic Union Party (PYD) power system, as well as the “opposition” factions and their respective backers, i.e. Iran and Russia, the USA and Turkey. Similarly, it is difficult to imagine such a solution without addressing the political economy that has emerged and that now underpins these forces’ power, the warlords’ chaos-inducing advantages gained from the country’s physical fragmentation, the hidden or open bargains between these warlords and other powers, and the deterioration of Syrians’ living conditions to unbearable levels. The current situation, where the country’s physical fragmentation has reached relative stability, could persist for a long time at the people’s expense. However, several factors could reignite the conflict: growing competition over resources and rent-seeking activities, even within each area of influence; the ongoing decline in much-needed international aid; and the further deterioration of the situation expected in Lebanon and its consequences for Syria.

Russia’s strategy in the Mediterranean is an integral part of its strategy for the wider European theater, which has long been the principal arena of its foreign policy triumphs and setbacks. Europe’s dominant position on Russia’s foreign policy agenda is a product of its strategic culture, which is in turn shaped by geography, historical legacy, and an elite worldview that considers the West a threat to the domestic political order. It is impossible to understand Russia’s current posture in the Mediterranean without viewing it within this larger context and against the backdrop of the country’s centuries-old involvement in the region and retreat from it during the quarter century that followed the end of the Cold War. Since Russia’s 2015 intervention in Syria, alarms have been sounded about the Kremlin’s ambitions and military capabilities in the Mediterranean. These alarms have been unfounded.; Russian capabilities in the Middle East and the Mediterranean region are modest, and the Kremlin’s ambitions there are constrained by geography and geopolitics, limited resources, a transactional approach to relationships, and the North Atlantic Treaty Organization’s (NATO’s) formidable force posture on its southern flank. As much as Russia may aspire to regional domination, it lacks the means to achieve this goal. That said, the Russian military is now a presence to be reckoned with in the Eastern Mediterranean. It has complicated U.S./NATO planning and operations, and Moscow has developed good relationships with important regional powers. Given Russia’s limited means, its re-emergence in the region can be considered a success, but its effects should not be exaggerated. Moscow’s posture in the Mediterranean has been largely designed to protect its gains in Syria and defend against the threat that Russian leaders see from NATO land, air, and naval capabilities to the Russian heartland. The importance of Russia’s anti-access/area denial (A2/AD) “bubble” over Syria has at times been exaggerated. The systems that make up the bubble are limited in range and in a conflict with NATO would be vulnerable to countermeasures. Contrary to a widespread perception, Moscow’s ambitions in the Mediterranean are more than a matter of its vague pursuit to regain great power status—they are a product of enduring Russian national security requirements. The principal rationale for Russia’s return to the region has been the prospect of a military confrontation in the European theater and concerns about the vulnerability of its southern flank in a conflict with NATO. While Russia has sought, in fact, to regain its old Cold War footing—and has been skillful and opportunistic in exploiting openings to expand its footprint—it has acted with caution, avoiding undue risks and, most of all, an outright confrontation with the United States. The Kremlin may aspire to dominate the Mediterranean one day, but for now its aim is to deny this option to NATO. Russia is in the Mediterranean to stay, and its push for a greater naval, air, and land presence and increased political influence will continue as long as it remains locked in a tense standoff with NATO in Europe. This warrants heightened vigilance but not, as has often been the case, fears that Russia has replaced the United States/NATO as the key power broker in the region.

35. How Syria Changed Turkey’s Foreign Policy

Between August 2016 and the present, Turkey has launched four military operations in northern Syria. Each operation has served specific objectives and was designed to respond to rapidly changing scenarios on the ground. It is possible to identify the key priorities that have informed Turkey’s Syria policy over the years. Boiled down to its core, the Turkish government’s activism in Syria has been driven by domestic politics and has helped Turkish President Recep Tayyip Erdoğan and his Justice and Development Party (AKP) preserve power. Domestically, Ankara has used the Syrian conflict as a pretext to suppress the rights of the Kurds living in Turkey and limit their parliamentary representation to secure a landmark constitutional reform in 2017. In the following years, successive military operations in Syria have helped Erdoğan connect with increasingly nationalistic constituencies and drum up support around key electoral dates. Finally, after the failed coup in July 2016, the Turkish government’s Syria policy played a major role in rebuilding the credibility of the Turkish Armed Forces while redrawing the balance between civilian and military power. In foreign policy terms, Turkey’s military operations in Syria have resulted in increasingly tense relations with the United States. Washington’s support for the Syrian Kurds has alienated Ankara to an extent that U.S. policymakers failed to anticipate. The thorniest topic of the day in the U.S.-Turkey bilateral relation—Ankara’s decision to deploy the Russian S-400 missile system—is also deeply related to the Syrian crisis. This decision was made in the context of a strategic realignment between Turkey and Russia that has helped both countries pursue their respective objectives in Syria: the survival of Syrian leader Bashar al-Assad’s regime for Moscow and the weakening of the Syrian Kurds for Ankara. Finally, Ankara’s involvement in Syria has also given Turkey new leverage over the EU when it comes to the management of refugee flows. Solving the question of Syrian refugees in Turkey has been a priority of the Turkish government since the early stages of the Syrian civil war—and a main driver of Ankara’s policies toward both Syria and the EU. Overall, Ankara’s involvement in Syria has not only been a source of conflict—or rapprochement—with its traditional partners and neighbors across the region. It has also equipped Turkey with new tools for conducting a more aggressive, nationalistic foreign policy. The strategies Turkey has employed in Syria have boosted the country’s image and international role. These operations have secured a seat for Turkey at the negotiating table with Russia and the United States. Ankara has used these tools, these lessons learned, and its new capabilities to inform its revisionist foreign policy posture. Going forward, and with an eye on the country’s 2023 presidential election, Turkey will continue to use these tools to reinforce its position in the international arena.

The situation in Idlib poses a challenge to the Assad government. Damascus has neither the forces nor the means to resolve the problem. Moreover, any operation conducted against the Syrian moderate opposition and the radical alliance “Hayat Tahrir al-Sham” (HTS) concentrated in this region could be significantly problematic for the government. Turkey seeks to establish a protectorate or security zone in Idlib to accommodate those fleeing regime-held areas and prevent a new refugees flow into Turkey. The gains achieved by the Turkish operation in Idlib by the establishment of the security zone has potentially been lost as a result of the subsequent Russian backed Syrian government offensive, which has created a problem for Turkey with hundreds of thousands heading toward the Turkish border and threatening to exasperate what is already a costly refugee problem for Ankara. In order for Turkey to address issues in Idlib, including IDPs and economic problems, it first needs to deal with the HTS, ideally finding a way to dissolve the group. This could potentially be an area of cooperation for Moscow and Ankara. This may be necessary to prevent a deterioration in the security situation and long-term destabilisation of the area.

The Peace Spring Operation (PSO), launched on 9 October 2019, was Turkey’s military/diplomatic/political offensive against the People's Defence Units (YPG) in Syria and beyond and was triggered by key dynamics in the country. The first was the redeployment of US troops in the northeast of Syria; second was the expansion of Russia’s area of influence towards the east of the Euphrates; third was the launch of a new phase of the Assad government’s operation in Idlib; forth was a re-evaluation of YPG’s patron-client relationship with the United States and the European Union. Turkey sought to prevent the formation of a Kurdish state and to address the Syrian refugee issue. While Turkey was able to achieve some strategic gains via the PSO, many challenges remain which prevent Ankara from achieving all its objectives. This paper argues that PSO should be analysed in the context of Turkey’s two former operations in Syria, Euphrates Shield Operation (ESO) and Olive Branch Operation (OBO).

Since the fall of Baghuz city in North East of Syria in March 2019, thousands of women, children and former IS fighters have been imprisoned in either camps or prisons. Following the Turkish military operation in October 2019, the security conditions have deteriorated, resulting in fewer guards as well as more instability and vulnerability for all those imprisoned. The worsening living conditions, the absence of adequate medical care and lack of access to education endanger the future of the children imprisoned in the camp. Moreover, the influence of the Muhajirats remains constant as a means for the spreading of propaganda inside and outside the camps.

The Syrian Constitutional Committee, a UN-authorised constituent assembly, was established to reconcile the Syrian government and the Syrian opposition, in the context of the peace process, by adopting a new constitution for Syria. While it enjoys a measure of international legitimacy, it may be a mechanism to override the terms of UN Security Council’s resolutions 22541 in favour of establishing the Astana talks as the only regulator of the political process. The committee has encountered several challenges. First is the divergence of expectations between the opposition and the Syrian government; second, the lack of a clear time frame for its deliberations; third, the Syrian government’s insistence on imposing its anti-terrorism vision; finally, the lack of international commitment to its outcome, mainly from the US and its partners. This brief examines the positions of both the Syrian government and the opposition and their expectations from the constitutional process as well as the impact of the Turkish offensive in the north east of the country on the process.

40. Russian views on the Constitutional Committee and the political process in Syria

The Russian leadership believes that the Constitutional Committee (CC) is a key factor in a political settlement in Syria. Russia hopes that the West, primarily the EU, adhering to the principle of “no reconstruction without a political transition”1, would regard the launch of the CC as the beginning of this political process and increase humanitarian aid to Syrians living in government- controlled territory. Russia's position on the constitution issue differs from that of the Syrian government. However, glimmer of hope could come from events in northeast Syria2, which has strengthened position of the opposition in the CC. Yet, neither Russia, nor Syria, are ready to recognise this reality. The Russian leadership is not likely to promote rapprochement between the Syrian government and the opposition on reform issues, as Russia perceives these to be the internal affairs of Syria. In Russia, it is perceived that the constitutional, and later, the political process based on the new constitution, could facilitate the return of refugees. The next step after the adoption of the new constitution should be legislative reform, which would bring Syrian legislation into line with the constitution. The topic of legislative reform in Syria could become bargaining tool for Europe in negotiations with Russia. If Europe wishes to stabilise the situation in Syria and the Middle East, it should first participate in reconstruction efforts by reviving the economy, and thereby Syrian civil society. This would be an indirect stimulation of political reforms. In this case, European leaders need to develop a long-term strategy aimed at improving Syrian society, preventing radical ideas, terrorism and possible new waves of migration to Europe. Russia could contribute to the implementation of European initiatives as the interests of Russia and Europe to stabilise Syria and the region coincide.

The European Union is renewing its Concept on Strengthening EU Mediation and Dialogue Capacities after more than a decade. The new concept is being launched at a time when international peace mediation is at risk of lagging behind in the face of accelerating power politics. The United Nations Security Council seems to be paralysed, and many peace processes frozen solid. Regional actors, such as the EU, now have a window of opportunity to strengthen their role, albeit amid difficult circumstances, as learnt, for example, in Ukraine and Syria. This Working Paper suggests that the EU has special abilities to build on in peace mediation, including exceptional resources for capacity-building and mediation support. Capable of harnessing the resources of the member states, civil society and private mediation actors alike, the EU can build tailor-made, multi-level processes for resolving conflicts, and make the essential change-makers pull together. However, there is still room for improvement in EU action, for example in the evaluation of mediation, to which end this research sheds light on several concrete steps that the EU can take in order to optimize its efforts.

42. Strengthening Global Regimes: Addressing the Threat Posed by Chemical Weapons

The inadequate response to the use of chemical weapons by a state against its own population was an important catalyst leading to the creation of the 1993 Chemical Weapons Convention (CWC). A great deal has been achieved under the CWC, which is an important example of how multilateral cooperation can succeed. Recent cases of confirmed use prove that the task of eliminating chemical weapons is not complete. Chemical weapons are once again being used on the battlefield and as terror weapons. Moreover, their use in targeted attacks against politically exposed persons presents a new challenge to the commitment made by CWC states parties that chemicals will be developed and produced exclusively for peaceful use. When they come together to review the CWC in late 2020, the states parties will have to assess whether their response to the challenges posed by the use of chemical weapons has been proportionate to the threat. If not, then they will have the responsibility to create the new capacities, invent the new instruments and develop the new initiatives that will make their efforts more effective. This SIPRI Policy Paper provides an explanation of the context for some important recent decisions and an analysis of them. It also proposes some actions that CWC states parties could take together in support of the effort to eliminate the threat of chemical weapons.

He is campaigning for re- election and has promised to bring the boys (and girls) home for Christmas. And of course, in Iraq American troops are less than welcome these days, after the targeted assassination of Iranian General Soleimani near Baghdad airport (3 January 2020). In late 2019, Trump had already withdrawn most troops from Syria, and now the peace agreement with the Taliban (29 February 2020) will allow him to draw down the US military presence in Afghanistan too. And the US is considering pulling its troops out of the Sahel as well. What does this mean for Europe?

How can refugees overcome barriers to integration in the host country? Refugees often face economic, social, and political discrimination by the local population. Ethnicity, religion, and refugees' past involvement in political violence can further exacerbate these biases. We examine whether host country's citizens reduce anti-refugee attitudes if they know that refugees have made proactive effort to integrate by forging social ties with the locals and learning the local language. Unlike most of the previous studies, we examine a non-Western country-Turkey-that hosts the highest number of Syrian refugees (3.6 million). We field a conjoint survey experiment-a method previously applied to study migration attitudes in the West-to 2,362 respondents in Turkey, presenting them with profiles of Syrian refugees that vary by demographics, ethnicity, religion, and involvement in the Syrian civil war. Respondents rank each profile in order of support for social, economic and political integration. We find that although Turkey is a Muslim country hosting predominantly co-religious refugees, not all refugees are perceived equally. There is a significant bias against Arabs and Kurds compared to Turkomans, and against former pro-regime fighters. Although information on refugees' effort strengthens support for their integration, not all disadvantaged groups benefit equally from it. Such information has a more robust effect on boosting support for Kurdish refugees, and has a limited effect on support for integration of Arabs and former pro-regime fighters. Importantly, information on proactive effort also strengthens support for groups that experience less discrimination (Turkomans and non-fighters), thereby potentially exacerbating inequalities among the refugees.

Over the past nearly two decades, the presence of a variety of state and nonstate military and security forces has transformed the Syrian border district of Bukamal and the neighboring Iraqi district of Qa’im. Following the end of the self-proclaimed Islamic State’s caliphate, Iranian-backed militias began to play a major role in the area, turning it into a flashpoint between Iran and its allies on the one side and the United States and Israel on the other. The strain of tensions and the threat of instability are liable to ensure that this heavily securitized part of the border will remain a magnet for conflict for years to come.

In three decades, Ankara’s strategic agenda in Syria has considerably changed. First, back in the late 1990s, Tur- key’s primary goal was to put an end to the Hafez al-As- sad regime’s use of the PKK terrorist organization as a proxy. To address the threat at its source, Ankara resort- ed to a skillfully crafted coercive diplomacy, backed by the Turkish Armed Forces. A determined approach – championed by Turkey’s late president Suleyman Demi- rel – formed the epicenter of this policy: it was coupled with adept use of alliances, in particular the Turkish-Is- raeli strategic partnership. In October 1998, Syria, a trou- blesome state sponsor of terrorism as designated by the US Department of State since 19791, gave in. The Baath regime ceased providing safe haven to Abdullah Oca- lan, the PKK’s founder who claimed thousands of lives in Turkey. The same year, Damascus signed the Adana Agreement with Ankara, vowing to stop supporting ter- rorist groups targeting Turkey. In the following period, from the early 2000s up until the regional unrest in 2011, Turkish policy aimed at reju- venating the historical legacy. During that time, Ankara fostered its socio-cultural and economic integration efforts in Syria – for example, cancelling visas, promoting free trade, and holding joint cabinet meetings. Turkey’s foreign policy was shaped by then Foreign Minister and Prime Minister Ahmet Davutoglu’s thought, popularly formulated in the concept of “Strategic Depth”. Refer- ring to David Laing’s anti-psychiatry school, Davutoglu claimed that the nation was alienated from its roots and embraced a “false self”. To fix the “identity crisis”, Tur- key pursued charm offensives in the Middle East. This ideationally motivated stance even led to speculative neo-Ottomanism debates in Western writings.2 From 2011, when the Arab Spring broke out, there were high hopes as to Turkey’s role model status. In April 2012, before the Turkish Parliament, then For- eign Minister Davutoglu stated that Ankara would lead the change as “the master, pioneer, and servant” of the Middle East.3 Five years later, the Turkish administration dropped these aspirations. At the 2017 Davos meeting, then Deputy Prime Minister Mehmet Simsek stated that the Assad regime’s demise was no longer one of his gov- ernment’s considerations.4 In fact, by 2015, Turkey had to deal with real security problems on its doorstep, such as the Russian expedition in Syria, ISIS rockets hammer- ing border towns, the refugee influx, and mushrooming PKK offshoots.

Abstract:
The already bleak prospects of the Syrian economy have worsened in recent months with the Lebanon crisis, the enactment of the Caesar Act and now the coronavirus pandemic. This paper examines their impact on the Syrian economy and the population at large. While the cumulative impact is hard to assess at this stage, Syria’s population will remain heavily dependent on the international humanitarian effort. The future of this effort will itself depend on major donor countries whose own economies are likely to emerge weakened from the coronavirus pandemic.

The opening in Germany of the trial of two Syrian security officers accused of crimes against humanity was marked by the absence of regional Arab interest, despite its importance for the fight against impunity in MENA. While not the chief cause of Syria’s economic crisis, sanctions have exacerbated difficulties faced by the Syrian people – in particular as new humanitarian needs arise from the Covid-19 pandemic. This paper argues that sanctions are essential to sustain pressure in the pursuit of justice and accountability and should be maintained but that they must be improved to allow for a more effective use of humanitarian exemptions and to lessen their negative impacts on the Syrian people.
