Abstract:
Ordinary people in rural Bihar and in Patna and Delhi have virtually no opportunity to be tested for a hidden talent, be it for athletics or singing or chess or mathematics or art. Not one of more than 800 young people we interviewed has ever competed at the national, state or district level in any of eight activities of different kinds. Alternative careers pass them by. Future champions can remain unidentified and unrewarded. Something better is necessary to make equality of opportunity less a slogan and more a reality. Examples from across the world show what can be done.

2. Who was Impacted and How? Covid-19 Pandemic and the Long Uneven Recovery in India

Abstract:
We investigate the impact of the Covid-19 pandemic on income levels, poverty, and inequality in both the immediate aftermath and during the long uneven recovery till December 2021 using high-frequency household survey data from India. We find that the average all-India household income dropped between 30 to 38 percent during the months of the nationwide lockdown of April and May 2020. The subsequent recovery remained incomplete and was unevenly spread over the population even twenty-one months after the start of the pandemic. Households on an average continued to make 16 to 19 percent lower cumulative income in the post-lockdown period, but have mostly recovered after the second wave in the second half of 2021. Poverty more than doubled during the lockdown and was 50 to 80 percent higher in the post-lockdown period in comparison to the pre-pandemic levels. In the post-second-wave phase, poverty was still slightly higher than in the pre-pandemic period, and any progress in poverty reduction that would have been achieved under normal circumstances over the two years was lost. Inequality too spiked during the lockdown, but returned back to the pre-pandemic levels. Using an event study model we find that the initial shock of the lockdown was more severe for the bottom of the income distribution, but the bottom also experienced a faster recovery. On the other hand, the top end of the distribution experienced smaller declines during the lockdown but they have been slow to recover. The bottom deciles in any period typically constituted households working in contact-intensive, informal, less secure occupations that were hit the hardest during the lockdown, but were quick to recover when the economy opened up. The upper end of the distribution constituted households working in less contact-intensive, formal, secure occupations that were shielded from the sudden shock but were slow to recover.

Abstract:
Social protection programmes in Nepal have increased significantly in the past two decades, but are they the programmes for change that they claim to be? Do the social transfers involved help in reducing forms of inequality or do they reproduce existing hierarchies and dominant social and economic interests? Are the changes introduced sustainable and if so, for whom? This Working Paper takes up the experiences in Nepal with its complex caste and ethnic structures. It considers the possibility that these programmes might be reproducing existing social hierarchies and thereby run counter to the aims and objectives that they are designed to pursue.

Abstract:
“Housing for All”, an often-stated vision for housing policies in India, has come to mean ownership houses for all residents. This singular focus has been part of programs from the early 1970s and has failed to recognize the range of housing tenures that may enable a viable, sustainable market. This paper reviews the evolution of housing policies since independence and shows that the emphasis on rental housing has not been a central part of housing programs to date. It then broadly characterizes the rental housing market in India, based on national statistics, to show how rental housing for the urban poor, is half of the rental housing market and is the least understood. Thereafter based on primary survey findings, it identifies the main issues that may inform a comprehensive rental housing program was to be developed in India.

5. Slipping Through the Cracks: The Demolition of a Government Homeless Shelter in an Informal Settlement: The Case of Amir Khusro Park

Abstract:
In May 2017, the Delhi Development Authority (DDA) demolished a Delhi Urban Shelter Improvement Board (DUSIB) shelter located in an informal settlement in South Delhi’s Amir Khusro Park. DUSIB had built the shelter in response to a 2014 Delhi High Court Order. DDA demolished the same structure in cognizance of a 2015 Delhi High Court Order, issued in response to a Public Interest Litigation (PIL) filed by a private citizen urging the state to remove illegal encroachments in the area. The demolition of the shelter led to the eviction of various groups of people in Khusro Park: families in self-constructed ‘jhuggis’; women in the DUSIB shelter managed by a local NGO; and various people in a temporary shelter not authorized by government agencies. Field visits revealed connections between these settlements. Women and children of some jhuggi families, for instance, lived in the shelter where food, nutrition, documentation, education and health services were provided by the managing NGO for shelter residents and joint and nuclear jhuggi families. In this context, the report raises and responds to two salient questions. What makes homeless shelters in Delhi vulnerable to government sanctioned demolition and eviction? What is the implication of the particular case of Amir Khusro Park on the fate of shelters in Delhi’s other numerous informal geographies? The authors examine events that preceded and unfolded during and after the demolition through ethnographic research in Khusro Park, interviews with government officials and NGO social workers, and legal analysis of both Supreme and High Court Orders and policies that assign powers to various federal, state and municipal land owning agencies. The report finds that Khusro Park residents’ Court-substantiated, though broadly defined, rights to live in shelters and urban informal settlements were violated by government agencies, such as DDA. Such government agencies are permitted to undermine general rights urban poor people have to city spaces and resettlement through the existence of specific provisions that categorize jhuggi and shelter residents on government land ‘encroachers’. The authors conclude that due process measures of DUSIB’s current resettlement policy – land surveys, provision of notice and rehousing – should be based on a thorough understanding of (a) types and nature of settlements along the informal urban housing continuum (b) infrastructure and services used by residents and (c) the nature of contracts between (i) state and federal agencies and (ii) government agencies and NGOs that authorize land use and service provision.

Abstract:
Over the recent decades, poverty has increasingly become more urbanized, driven partially by the large volume of rural to urban migration. The urban poor not only have to deal with living in overcrowded slums or other low-income settlements, but also tackle social and economic deprivations and struggle to enter the highly competitive urban workforce, and maintain a basic livelihood. With the objective of learning how the urban poor cope with uncertainties, this qualitative research was conducted to identify the role of social networks in the context of urban poverty and how the poor, living in Dhaka city, use them as a coping mechanism. The study sought to capture the generation of social capital (networks, trust dynamics) in poor communities, particularly in slums and low-income settlements in Dhaka city. The data suggests that the urban poor form single-purpose networks with multiple individuals within their communities to fulfil various economic and social needs to improve their living. Single-purpose networks are imperative for the poor to be able to cope with certain uncertainties. However, certain other issues require a stronger trust foundation between the individuals in a network. This leads to the formation of multipurpose networks, where trust dynamics and the subsequent faith and reliability play a pivotal role. The study also finds that the use of social capital and information networks to secure employment is a common practice within low-income communities.

7. How Does a Branch Experience during the Transition? A Case Study of Cost Recovery Approach in BRAC Education Program

Abstract:
BRAC initiated an Education programme in 1985 to provide free primary education opportunity to the disadvantaged children of the poor community through its non-formal primary education intervention. Various development partners generously donated in this great effort which enabled BRAC to operate the education programme in a philanthropic approach for thirty-one years. In 2015, Bangladesh achieved ‘lower middle-income country’ status which caused a shrink in receiving the foreign donations. BRAC therefore adopted a cost recovery approach in 2016. The parents now pay a lump sum tuition fee for educating their children in BRAC’s primary schools.

8. An Evaluation of Performance of Land Entrepreneurs (Amin) on Land Measurement Services

Abstract:
The HRLS (Human Rights and Legal Aid Services) program of BRAC has now 517 legal aid serving clinics countrywide, which have been serving the poor community for first seeking their help in the land measurement issues. Throughout the dynamic initiative of HRLS program, a vast network of the communities has been proactive into the human rights violations. Today, HRLS continues to support holistic legal aid services across the country. This initiative is targeted to reach about 1.8 million poor households, and make a significant impact on demand for property rights, increasing technical understanding to ensure ownership and title over land as well as the organization and reduction of conflict through intervention and the recognized justice system. It is a unique form of creating new land entrepreneurs while government certified training on land measurement courses is a counterpart to the different group of land entrepreneurs in the community. The land entrepreneurs of HRLS are also monitored to track human rights violations in their respective communities and serve their clients through HRLS legal aid clinics.

9. Becoming Homeless, Surviving Homelessness: The lives of six working homeless men in Yamuna Pushta, Delhi

Abstract:
This working paper from CPR’s and TISS' Understanding Metropolitan Homelessness project tells stories of six migrant homeless men from Uttar Pradesh and Nagaland who live, for various durations, in shelters along the western bank of the Yamuna river in North Delhi, locally referred to as ‘Yamuna Pushta’. Through tracing their journeys from villages and towns to Delhi’s streets, the paper explores how these men became homeless and how they survive homelessness in Delhi. This project, which is funded by ICSSR and is being conducted by CPR and TISS is led by Partha Mukhopadhyay and Ashwin Parulkar at CPR and Tarique Mohammed at TISS. A key objective of the project in general, and this paper in particular, is to better understand the structural causes of homelessness (e.g. poverty, unemployment) and how these are interlinked – through capturing the lived experiences of the homeless in their voice. This research aims to inform successful policy and implementation responses to address the current ineffectiveness of outreach efforts to homeless people in Delhi, despite interventions by the Supreme Court and support schemes designed by the government. The six stories in the paper uncover conditions, and combinations, of extreme poverty and physical abuse experienced by these men in their native places before they left home. It traces how they secure jobs, and survive, in daily wage, informal economies without housing, as well as access social services like shelter, health and drug de-addiction programs to endure the streets of Delhi. According to a 2010 United Nations Development Programme (UNDP) survey, 87% of nearly 55,955 homeless adults worked jobs in the informal economy, entailing ‘the most rigorous activities which are essential for movement and building in the city.’ This paper describes in detail the varied experiences these six men have in such jobs that they find through contractors in informal labour ‘markets’ (mandis); as cooks and servers in small eateries (dhabas), and as wedding catering party workers. Through their trajectories, Parulkar also explores differences between working homeless men who return home to support families and those who have no ties with their native places and live on the streets indefinitely. 10. Citizen Oversight and India’s Right to Work Program: What Do the Social Auditors Say?

Abstract:
Can citizens’ voices improve the performance of large-scale government anti-poverty programs? India’s national rural employment guarantee program (NREGA) has provided employment to over 50 million households since its launch in 2005. NREGA also includes a transparency and accountability process—social audits—that enables collective action for public oversight. State governments are responsible for facilitating social audits through local governments, or panchayats, to prevent fraud and abuse of NREGA funds. In practice, however, a majority of local governments either lack capacity or are captured by vested interests. So far, only two state governments have created social audit units with the autonomy needed to prevent capture by vested interests. The states of Andhra Pradesh and Telangana established a neutral body—the Society for Social Audit Accountability and Transparency (SSAAT)—that is independent both of the state government administration and political patronage networks. Over the last decade, SSAAT has organized over 9,125 public hearings across these two states. This exploratory study was carried out in partnership with SSAAT-Telangana, and it is the first to examine the performance of the state-run social audits from the perspective of the staff facilitating the audit. This study is based on an anonymized web survey of over three hundred lower mid-level staff involved in facilitating social audits in Telangana (60 percent of SSAAT’s full time working staff), as well on ethnographic research and key informant interviews. We ask readers to consider a distinction between the questions that address staff perception of corruption (which can’t be verified) and their perception of NREGA processes like demand for work and timely wages (which can be verified with administrative data).
