Abstract:
Since the beginning of Euromaidan (Maidan II), Ukraine finds itself entangled in a deep crisis, which, while not necessarily existential, dramatically alters the country’s internal dynamics and international positioning vis-à-vis its neighbors and other significant regional and global players. To handle this crisis, Ukraine must find the right method of dealing with international players, especially the Russian Federation, the European Union and the United States of America. Ukraine should take certain actions against the new super-assertive and aggressive Russia. The European Union unquestionably has provided significant aid to Ukraine during these turbulent times. However, there remains great potential for cooperation, and questions linger regarding whether the EU is prepared to foot the bill for pulling Ukraine’s economy away from the brink indefinitely. Finally, the United States should by all means continue doing its good work in bringing attention to the situation in and around Ukraine in a variety of ways, including multilateral venues, unilateral initiatives, and bilateral frameworks. The fact that Ukraine is located in Europe does not make this crisis a mere European problem but a conflict with global repercussions.

Abstract:
This article examines certain questions and challenges pertaining to the Russian Federation’s illegal annexation of Crimea in the domains of security and the violation of both property rights and human rights, abuses of which are systemic in the region. The issues I will discuss, pertaining to the illegal nationalization of private and state property in the annexed region of Ukraine, are problems that entangle the Russian Federation in complex land relations, which have the potential to fuel conflict. This article examines human rights violations linked with the annexation of the Crimea. Problems have arisen concerning the persecution of different ethnic and national groups—namely, Crimean Tatars and Ukrainians—by Crimean and Russian authorities. Currently, both Ukraine and the international community lack significant opportunities to influence Crimea’s politics and economy.

On February 7, 2014, the 22nd Winter Olympic Games will open in the Russian Black Sea resort of Sochi. Because these games will be the first Olympics hosted by Russia since the dissolution of the Soviet Union, they will be more than a mere athletic competition—they possess a singular symbolic character, important to Russia and particularly to Russian president Vladimir Putin. On the eve of the 119th session of the International Olympic Committee in Guatemala on July 4, 2007, at which the decision on the host city for the 2014 games would be made, Putin was the main Russian lobbyist for the Sochi project.

Just over a year ago, outward foreign direct investment (OFDI) from India seemed to be on a path of rapid and sustained growth. Its annual average growth of 98% during 2004–07 had been unprecedented , much ahead of OFDI growth from other emerging markets like China (74%), Malaysia (70%), Russia (53%), and the Republic of Korea (51%), although from a much lower base. Much of this recent growth had been fuelled by large-scale overseas acquisitions, however, and it faltered when the global financial crisis that started in late 2007 made financing acquisitions harder.

7. Georgia and Russia: Clashing over Abkhazia

Abstract:
With the dispute between Georgia and Russia in a new, dangerously confrontational phase, the risk of war in the South Caucasus is growing. Concerned by NATO's plans for further extension to former Soviet republics and Kosovo's unilateral but Western-orchestrated independence, Russia has stepped up manipulation of the South Ossetia and Abkhazia conflicts. Georgia remains determined to restore its territorial integrity, and hawks in Tbilisi are seriously considering a military option. Both sides need to recognise the risks in current policies, cool their rhetoric and cease military preparations. Russia should cease undermining its peacekeeper and mediator roles and be open to a change of negotiating formats. Georgia should adopt a new approach to the Abkhaz, encouraging their links to the outside world to lessen dependence on Russia and emphasising incremental con­­fidence building to establish the mutual trust needed for successful negotiations. The U.S. and European Union (EU) should be firm and united in cautioning both Moscow and Tbilisi against military adventures.

Rapid economic growth in the large developing countries collectively known as BRICSAM (Brazil, Russia, India, China, South Africa and Mexico) has the potential to change the balance of economic power in the world. This paper analyzes this potential building on developments in these economies over the past four decades in the context of the evolution of the world economy. This evolution has two significant features: increasing economic integration and a hiatus in growth. Increasing integration can be observed in the almost universal rise in the share of the exports of goods and services in GDP, and the increase in private capital flows. There has been a hiatus in growth since the 1973-1974 increase in the price of oil.

The Russia-Georgia conflict has transformed the contemporary geopolitical world, with large consequences for peace and security in Europe and beyond. Moscow's initial moves into South Ossetia as large-scale violence broke out there on 7-8 August were in part a response to a disastrous miscalculation by a Georgian leadership that was impatient with gradual confidence building and a Russian-dominated negotiations process. But Russia's disproportionate counter-attack, with movement of large forces into Abkhazia and deep into Georgia, accompanied by the widespread destruction of economic infrastructure, damage to the economy and disruption of communications and movement between different regions of the country, constitutes a dramatic shift in Russian-Western relations. It has undermined regional stability and security; threatened energy corridors that are vital for Europe; made claims with respect to ethnic Russians and other minorities that could be used to destabilise other parts of the former Soviet Union, with Ukraine a potential target; and shown disregard for international law.

From the vantage point of 2008, some of the most memorable initiatives of U.S. international economic leadership—the Paris and Louvre Accords, the support for Poland and Russia after the fall of communism, the Uruguay Round, and the Mexican Financing Loan—seem like quaint reminders of a simpler time. In the coming years, the exercise of international economic leadership will surely prove more complex than in the past. The very success of the American vision of a global spread of vibrant and competitive markets has created a huge, rapidly integrating private economy of trade and finance much less amenable to guidance, let alone control, by governments. Unlike in diplomacy and defense, where non state actors are growing in importance but still a side show, in inter- national economics, households, corporations, labor unions, and non-profits are now the dominant players in most parts of the world. While they respond to national laws and policies, their interests are varied and their operations often span borders.

12. The Struggle for a Civilised Wider European Order

Europe's two crises – the Georgia-Russia war of August and the ongoing global financial and economic crisis – point to huge challenges for the organisation and policies of the European Union. The present paper concentrates on the risks that the crises represent for one of the EU's prim e objective, to achieve a civilized wider European order. At least the current episodes show that with leadership the EU can act fast in both diplomacy and finance. But the next question is how to follow through, beyond a passing moment of an effective six-month presidency of the EU. This is the subject of the present note, which advocates a comprehensive upgrading of the EU's policies in the wider European area, and contributes ideas for the revision of the European Security Strategy currently being prepared. The aim would be to strengthen EU policies towards South-East Europe, East Europe and Central Asia, and defuse the current confrontation between a normative Europe and an aggressive Russian realpolitik; better still Russia might, after reflecting on what the two crises mean for its fundamental interests, conclude that the time had come for a more genuinely cooperative understanding with the EU.

Abstract:
U.S. efforts to develop an independent media sector abroad are a relatively recent phenomenon. Both public and private funders have supported journalism training since World War II, but some of the most significant opportunities to develop the independent media sector came after the fall of the Berlin Wall in 1989 and the collapse of the Soviet Union in 1991. Since most media in Eastern European countries and the former Soviet republics were controlled by the state during the Cold War, the fall of communism spurred American interest in developing free and independent media in these countries as a building block toward transparent and democratic societies.

For the European Union, the link between norms, values and foreign policy seems to be an obvious one. For example, the new constitutional treaty spells out the set of values on which the Union's external action is based on: democracy, the rule of law, the universality and indivisibility of human rights and fundamental freedoms, respect for human dignity, the principles of equality and solidarity, and respect for the principles of the United Nations Charter and international law. In the treaty, the development of relations with third parties is made conditional upon sharing and upholding them.

The globalization of the fruits of Russian organized crime and corruption have affected Russia's international image and undermined state capacity. The departure of illicitly gained billions quickly diminished the capacity of even a once formidable power. It deprived Russia of the resources it needs to rebuild the state infrastructure, service its debts and pay the salaries and pensions of its citizens. The failure of a former superpower to meet the basic needs of its citizens has served as a powerful lesson to the international community. This occurred, in part, because those who controlled the state's capital could move money abroad in enormous amounts and great rapidity.

Abstract:
This article focuses on the construction of Europe at the turn of the millennium. Unlike most approaches to this issue that tend to focus analysis on debate in Brussels, the most powerful member states, or on the various IGCs, this paper looks at this question through the lens of the discourses surrounding a regional initiative. The initiative in question is that of the Northern Dimension with the argument being that it is on the EU's borders and in the regional peripheries that the debates constructing the EU can be most clearly identified. Abstract:
A study about Russian grand strategy is certain to raise more than a few eyebrows among observers of Russian foreign policy. How can one possibly assume that in a country with constantly changing prime ministers and an economy on the verge of bankruptcy there could be a commonly accepted Grand Plan about anything? Moreover, the record of post-cold war Russian foreign policy is so full of reckless moves and unpredictable u-turns, that it seems rather far-fetched to suggest that there could be, even in theory, a common logic behind it. Judging by the steady flow of publications on the role of self-interested politicians, parties, business elites, and organizational and bureaucratic actors in the formation of Russian foreign policy, it does indeed seem that most scholars see Russia's external policy driven by the day-to-day power struggles of various groups within the Russian political elite rather than by a common national strategy.
