- Continual and ever-growing foreign involvement led to the internationalization of the armed conflict and turned Syria into a battleground for the strategic competition of several powers. The Kremlin has long viewed Hafez and Bashar al-Assad as indispensable partners in the Middle East and has repeatedly offered its diplomatic and military support in an attempt to achieve its own strategic objectives. Given the destabilizing effects the unending Syrian crisis has had on Middle Eastern and Eastern Mediterranean security, Greece maintains a profound interest in the resolution of the conflict. Greece appointed a Special Envoy for Syria in May 2020 with a view to reinvigorating its policy vis-à-vis the Syrian crisis. Greece’s successful re-engagement with key Arab countries and improved relations with other regional actors could pave the way for a more prominent Greek role in Syria. This could entail reinforcing its diplomatic cooperation with the EU Delegation to Syria, leading the EU humanitarian relief effort following the devastating earthquakes that hit Syria on 6 February 2023, and formulating a realistic and forward-looking strategy for the future of the Syrian people, including provisions for the voluntary repatriation of refugees and the protection of minority rights.

- The opposition foreign policy platform seeks to improve relations with the West while simultaneously continuing to pursue a more independent foreign policy. Securing the safe, voluntary and legal return of Syrian refugees through rapprochement with the Assad regime, as the opposition proposes, will prove a non-starter. Ultimately, a democratic Turkey that calibrates its foreign policy to the interests of its citizens rather than the interests of one man will be a stronger and more reliable actor on the global stage.

- While Russia’s military invasion of Ukraine has resulted in a decoupling with the West on a scale not seen since the worst years of the Cold War, Russia has not been isolated from the non-Western world and has even reinvested its diplomatic energy toward the Global South. This paper focuses on Russia’s relationships with the Islamic world and how they have been transformed — or not — by the Ukraine war. It discusses both Russia’s “internal” Islamic realm and how the Middle East has reacted to the strategic tectonic shift unleashed by the war and Western sanctions. It explains that the role and place of Islam in Russia have been reinforced by the war context, as Islamic institutions and Muslims are seen by the Russian regime as among the most loyal constituencies. It concludes that the main Middle Eastern regional powers have been able to consolidate their transactional foreign policies and use the war to assert their autonomy toward Western actors so that Russia’s weakening does not result in the West’s increased influence but in a more multipolar order.

- This paper investigates Türkiye’s evolving relations with China’s Belt and Road Initiative (BRI), a large-scale program of infrastructure investment and project financing proposed by Chinese President Xi Jinping in 2013. The paper digs deeply into cases from two sectors—transportation and energy—focusing on how heightened and changing local expectations among Turks for these prospective BRI projects have shaped choices and outcomes, including China’s. In so doing, it explores how these shifting Turkish perceptions affect the implementation of BRI projects in Türkiye. This paper has several goals: it seeks to understand the reasons behind these local changes, the role of the state and private sector in Türkiye in these changes, and the way China has responded so far. Of course, domestic factors are not the only ones that shape the implementation of BRI projects in Türkiye or elsewhere; regional and global trends have had an impact too.

- China’s engagement with Asian regions beyond its geographical periphery has grown exponentially since the 1990s and this is nowhere more evident than in West Asia and the Persian Gulf subregion. While energy drove China’s early interactions with the Gulf states, within two decades after the Cold War the relationships had evolved into much tighter networks of partnerships. China’s relations with the Gulf states, however, has not been uniform and the case studies of the United Arab Emirates and Iran highlight the complexities of China’s strategy in this subregion and the ways in which it actively pursues its diverse set of interests.

- Turkey is heading toward a set of twin elections that could have momentous consequences for the country’s future. In June 2023 at the latest, Turkish voters will be asked to choose a new president and a new parliamentary majority. For the past two decades, the Turkish political landscape has been dominated by the Justice and Development (AK) Party and its uniquely successful leader, Recep Tayyip Erdoğan. After having ruled the country single-handedly since 2002, Erdoğan became the first executive president of Turkey in 2018, following a tightly contested constitutional change. He has come out victorious in every round of elections since the start of his political career. And yet, after two decades, his popularity is faltering, raising the prospect of political change. The turning point for Turkey’s political system has been the transition to a presidential system with the constitutional amendment of 2017.1 Since the start of multiparty elections in 1946, Turkey had had a parliamentary system, and since 2002 it has had single-party governments. With Erdoğan at the helm, the AK Party has won nearly all elections over the past two decades. It only failed to win a parliamentary majority in the most recent elections,2 in June 2018, and since then has been forced to rely on the support of the hyper-nationalist Nationalist Movement Party (MHP) to secure control of the legislature.3 Alper Coşkun Alper Coşkun is a senior fellow in the Europe Program and leads the Türkiye and the World Project at the Carnegie Endowment for International Peace in Washington, DC. @IACOSKUN The transition to the presidential system forced a realignment of the political constellation. The structural impact of this transition has led to the creation of two major political alliances. The Cumhur, or People’s, Alliance is led by the AK Party and includes the MHP and a small number of marginal parties. The Millet, or Nation, Alliance is led by the main opposition, the center-left Republican People’s Party (CHP); it also includes the center-right/nationalist İYİ Party as well as the Saadet and Demokrat parties, which appeal to a smaller electoral base. The first real test of this alliance-based politics was the municipal elections of March 2019, where the opposition alliance performed markedly better. Millet-backed opposition candidates won the electoral race in nine out of Turkey’s ten major metropolitan cities, including Ankara and Istanbul. These cities had been ruled by mayors linked to the AK Party and its predecessors since 1994. Now the alliances are gearing up to contest the critical 2023 elections. The ruling Cumhur Alliance’s candidate will be Erdoğan, who will try to win a third term as Turkey’s president. The candidate of the Millet Alliance is still unknown. Kemal Kılıçdaroğlu, as the leader of the main opposition party, is intent on becoming the Millet candidate, but there are doubts about his electability against Erdoğan. Meral Akşener, the chairwoman of İYİ—the second-largest opposition party—has so far sidelined herself from the presidential race. Ekrem Imamoğlu, the mayor of Istanbul, and Mansur Yavaş, the mayor of Ankara, are also possible presidential candidates for the opposition. At present, all four potential candidates for the opposition are polling better than Erdoğan—fueling speculation about political change.

13. Adapting to New Realities: Israel’s foreign policy in post-Netanyahu times

- Israel had to adapt to the revised objectives of the Biden administration in the Middle East and to update its coordination with Russia on the Syria front. The war in Ukraine has reconfigured Israel’s relations with the US and Russia. Israel’s reluctance to provide arms to Ukraine has allowed Russian-Israeli coordination to continue in Syria. The energy crisis triggered by the Russo-Ukrainian war led the US to revise its stance towards Saudi Arabia. The US-Iran talks ground to a halt in Vienna in the light of the growing ties between Iran and Russia. Israel took advantage of the new state of affairs, encouraging the rapprochement between Washington and Riyadh and countering the possibility of the US reopening its consulate in East Jerusalem. In coordination with the US, Israel has promoted the deepening of the Abraham Accords and drawn India into the new Middle East reality through the new I2U2 mechanism. Thanks to carefully managed communication, the Bennett-Lapid government was able to restore diplomatic relations with Turkey while maintaining close cooperation with Greece and Cyprus. It would seem advisable to put in place additional safeguards to maintain the quality of Athens-Nicosia -Jerusalem relations, similar to those which are expected to accompany the revamped relations between Israel and Turkey.

- Abstract:
- Entering 2021, revising its foreign policy became an ever more pressing necessity for Ankara, in the light of both international and domestic developments. The Turkish government only took steps towards mending its broken ties with countries in the region, including Israel, when the economic cost of its assertive policies began to threaten Erdoğan’s rule. Israeli PM Netanyahu’s defeat in the 2021 elections provided an opportunity for Ankara to step up its diplomatic overtures toward Israel. Bilateral relations may follow a different course than they did in the 2000s, primarily because the basic parameters of the relationship between Israel and Turkey have changed since Israel made new friends in the Mediterranean and the Middle East. The erosion of institutions and the subsequent personalization of Turkish foreign policy render bilateral relations prone to crisis. For Israelis, this is a manageable risk, at least for now, given the benefits Ankara can expect from normalizing relations with Israel. Against the backdrop of an intensifying power competition between the US and China, Russia’s ongoing invasion of Ukraine, and the current security landscape in the Middle East and Eastern Mediterranean, opportunities for cooperation between Israel and Turkey remain dependent on the resolution of long-standing issues.

15. Turkey in Afghanistan: more than one reason to stay

- Despite a long history of bilateral contacts, Turkey’s most intensive commitment in Afghanistan only started in 2001 with the NATO mission. A first friendship treaty was signed back in 1921; the first official foreign visit to the Republic of Turkey was made in 1928 by King Amanullah of Afghanistan. Turkey’s engagement in South Asia started with Afghanistan but has recently been Pakistan-centred. As the only majority-Muslim NATO country, Turkey was viewed more positively by the Afghan population and the Taliban than other NATO member states. Ankara has been reaching out to the Taliban since summer 2021. However, the Taliban have not met Turkish demands for a more inclusive government, or in relation to girls’ education. Turkey has become a haven for non-Taliban (opposition) Afghans, who are told not to voice their criticism of the Taliban. There are four main motivations for Turkey’s engagement in Afghanistan: 1) improving relations with the US; 2) stabilizing Afghanistan to prevent migrant flows; 3) getting a foothold in the geopolitics of the region; 4) benefitting from the economic potential. Kabul international airport is important both for the Taliban and for Turkey. For the Taliban, it is their window to the world; for Turkey, it is an opportunity to profit economically and to boost its international status. In Afghanistan, Turkey’s soft power approach includes TIKA (Turkish Cooperation and Coordination Agency), the Maarif schools, and the Yunus Emre Institute. These institutions have remained operational. In 2020, Afghanistan received the third largest amount of Turkish developmental aid, amounting to 36.5 million USD. Even if the world, and Turkey, are currently focused on Ukraine, Afghanistan will continue to occupy an important place in Turkey’s regional foreign policy.

- Ankara is pursuing a radical revision of the regional status quo by projecting power in neighboring regions with increasing aggression and disregard for international legality. Turkey moved from a security-based to a power-based foreign policy and took advantage of the power vacuum in Eastern Mediterranean to make a bid for regional hegemony by resorting to the use of hard power. The Turkish army developed autonomous expeditionary capabilities, bolstered by a strengthened national defense industry. The lessons learned in Syria clearly informed the series of Turkish foreign policy moves that followed. A revisionist Turkey involved itself in all regional theaters of conflict, fomenting instability in the region while also reaping strategic and economic benefits. These interventions shaped Turkish-Russian competitive cooperation and strategic realignment. Since 2016 the relationship has evolved into something almost symbiotic, with the two countries coordinating their presence on multiple fronts. The two countries are drawn to one another by their shared authoritarian models of governance and similar strategic cultures and operational codes: Both countries are revisionist, aggressive and assertive on their peripheries. Both countries claim to be surrounded, which serves as a pretext for their unilateral actions. Both countries have militarized their foreign policy by conducting hybrid warfare, using surrogate forces and coercing countries that resist.

- Turkey’s rising foreign policy ambitions have been best reflected in its pivot to Africa. One of the tropes used by the Erdoğan administration to advance its cause are references to the colonial heritage of the European Union (EU) and its member states. The AKP and its officials have employed this discourse to challenge the French influence in Mali since the 2020 coup d’état. As this paper shows, Turkey uses anti-colonial discourse to exploit postcolonial sentiments with a view to challenging the political and economic power of Western actors, to portraying Turkey as a legitimate and “anti-colonial” ally and partner and, in the long run, to establishing a robust Turkish presence in Mali, the Sahel and beyond. In order to counter Turkish influence, the EU needs to promote fair cooperation with Mali and West Africa, to assist with political and economic development in the region, and to mobilise Member States which are unencumbered with a colonial past.

- Reflecting on the ‘farcical retreat from Afghanistan’ back in August 2021, Henrik Larsen discusses the need for a reckoning within US foreign policy and that of its NATO Allies. To focus on the other challenges to transatlantic security with a sense of integrity, these states must come to grips with their failed regime change agenda over the past 20 years. Afghanistan was the first of their interventions in the Greater Middle East since 2001, alongside Iraq, Libya, and Syria, that obscured the pursuit of realistic objectives and prioritised (liberal) ideals that proved to be detached from the local realities. Twice in the past it had put on the table a peace initiative that was aimed at finding an acceptable solution for Palestinian-Israeli conflict, and both times these initiatives didn’t take off for various reasons. The reality of the Arab spring and Iran domination, as well as the rise of the crown-prince Muhammad Bin-Salman and Abraham accords had radically altered the regional dynamic, and during the last few years Saudi Arabia moved closer to Israel, especially since it became more preoccupied with Iranian threat and domestic reforms. How can Saudi Arabia facilitate peace or contribute for peace-making between Israel and Palestinians, openly or behind the scenes, and what needs to happen first to allow this scenario?

- The United States’ (US) foreign policy trend of intervention in the Middle East has long been accepted as a truism in international relations and politics. For decades, the US has demonstrated a steadfast commitment to peace in the Middle East and has made commendable efforts to mediate the Israel-Palestine conflict. While Washington-Palestinian relations experienced tension during Trump presidency, the victory of Biden left the Palestinians upbeat. Today, one year into Biden’s tenure, the Palestinians continue to hold mixed expectations of the Biden administration’s ability to advance the peace process. This paper attempts, in particular, to analyze the Palestinians’ expectations of the of the Biden Administration, as articulated by high officials and leaders of the Palestine Liberation Organization (PLO): a legitimate authority representing the Palestinian people recognized by Israel in 1993.[1] An approach that aims to understand Palestinian expectations can yield major benefits: it can contribute to making progress toward better conflict resolution, help advance the peace process, and likely revive the two-state solution. In fact, ignoring Palestinian expectations might lead to misunderstanding, miscommunication and could perhaps interrupt or even thwart the peace process entirely. To identify these expectations, this paper relies on Palestinian and international news sources, along with open governmental data published by the US government and the Palestinian Authority. This paper is divided into four sections. The first section presents the efforts that different US administrations made to advance the Israeli-Palestinian peace process. The second section summarizes President Trump’s policy towards the Palestinians, highlighting actions that provoked strong condemnation by the Palestinians. The third section presents President Biden’s policy toward the Palestinians in the first year of his administration, emphasizing the main differences between Biden and Trump’s decisions. The fourth and final part presents the overarching Palestinian expectations from the Biden administration.

In the aim of boosting its international legitimacy before Western allies, especially the US, the regime has capitalized on political instabilities in Gaza as a means to ensure its security grip on power without incurring foreign allies’ critics for human rights violations. How did al-Sisi regime mobilize Gaza as a means for bolstering its international credibility before Western bailers and shunning off the January 25 security ghost? In answering this question, this study refers to haunted politics in foreign policy-making as an informative perspective about the impact of traumatic events on ruling regimes’ interpretation of incidents, convocation of memories, recreation of meanings, and subjugation of citizens. Unlike Mubarak’s limited support for the Palestinian cause and Morsi’s exclusive ties with Hamas, al-Sisi adopted a balanced approach toward Gaza in the aim of counterbalancing the US reservations over the regime’s human rights violations since 2013.

- This report covers findings from two surveys fielded in September and early October 2020 and late January through early February 2021 to assess how Iranians were faring as the covid-19 pandemic intensified the challenges their country was already facing, what they thought about the parliamentary election in Iran and the presidential election in the United States, and how the inauguration of Joe Biden impacted their attitudes towards nuclear diplomacy and regional security. Iran was one of the earliest countries to be hard-hit by the novel coronavirus, with the country’s first cases confirmed on February 13, 2020, two days before the parliamentary election, senior officials among those soon infected, and high death rates reported. Western reporting depicted widespread government incompetence and cover-ups exacerbating the pandemic’s toll. As in other countries, Iranian officials struggled to decide whether to close schools, curtail economic activities, and restrict religious observances in hopes of slowing the virus’ spread, but cases and deaths remained high through 2020. When we fielded the first survey wave, the daily number of new confirmed covid-19 cases in Iran was starting to climb sharply again after having been relatively flat since May. Some world leaders, including the U.N. Secretary General, called for an easing of sanctions on Iran as part of global efforts to fight the pandemic. The United States, which had withdrawn from the Joint Comprehensive Plan of Action (JCPOA) in May 2018, maintained that medicine, personal protective equipment, and other humanitarian supplies were exempt from the steadily increasing sanctions applied as part of its “maximum pressure” campaign. But, the United States’ designation in September 2019 of the Central Bank of Iran as a terrorist organization made most foreign suppliers of humanitarian goods reluctant to sell to Iran. A decision in October 2020 to also designate the few Iranian banks that were not previously subject to secondary sanctions further impeded humanitarian trade, caused another sharp drop in the value of Iran’s currency, and had other negative economic effects. The Trump administration’s stated objective was to keep imposing more sanctions until Iran acquiesced to a long list of U.S. demands articulated by Secretary of State Mike Pompeo. The original twelve points include the types of restrictions on Iran’s nuclear program that the government rejected during previous negotiations and that the Iranian public has consistently opposed. It also included stopping development of nuclear-capable missiles and ending support for various groups throughout the Middle East.

- Russia may be back in the Middle East, but is it a truly strategic player? The picture is decidedly mixed. After abandoning most of its presence in the Levant and North Africa during the late 1980s, the Kremlin has alarmed Western policymakers in recent years by filling power vacuums and exploiting the missteps of the United States and the European states. Moscow panders to the insecurities and ambitions of local regimes, trying to enrich itself along the way. While Russian activism is part of a broader push for great power status, most of its policies are rooted more in opportunism than grand strategy. Yet Russian influence is formidable in many respects. In war-wracked states like Syria and Libya, Moscow has adroitly deployed military forces and engaged with actors that are off-limits to Westerners, thus positioning itself as a significant power broker. In Egypt and Algeria, it has pursued arms deals that are unencumbered by human rights conditions. Russia’s economic footprint is expanding in fields ranging from infrastructure to tourism to energy, contributing, in some instances, to the region’s cronyism and corruption. At the same time, a closer look at Russian activism reveals that its ability to shape events in the Middle East is far more modest than is commonly assumed. Russia has neither the tools nor the willingness to tackle the region’s deep-seated socioeconomic and governance problems. In Syria, the limits of the Kremlin’s military commitment have been exposed amid clashes with other powerful, outside players and a hardening stalemate on the ground. For now, Moscow is simply not in a position to achieve its desired military or political outcomes absent a significant investment of new resources. Russian economic penetration is driven mainly by short-term objectives and a search for outsized financial rewards that sometimes fail to materialize or to make Moscow an attractive partner. Russian inroads are further limited by regional factors like fractured politics and capricious local actors, who, despite being plied with Russian attention and support, do not behave as docile proxies. In many instances, Middle Eastern rulers exert far more power in shaping the extent of Russian influence than conventional narratives suggest. Successive leaders of Egypt, for instance, have perfected the game of soliciting Russia’s attention to gain leverage over other patrons, namely the United States. For their part, Israeli leaders have worked hard to ensure that Russia does not throw major obstacles in the way of Israel’s ongoing campaign against Iranian military encroachment in Syria—yet they surely take note when Moscow does the bare minimum in raising concerns about the situation in Gaza. The limits of Russian influence are similarly noticeable in the heartbreaking economic crisis in Lebanon, where Moscow is little more than a bystander. With these limitations in mind, Washington should avoid viewing the region through a zero-sum, Cold War lens that sees every development as a net gain or loss for Moscow or minimizes the agency of local actors. In the context of multiple policy challenges across the globe and at home, U.S. decisionmakers need to prioritize the areas of Russian influence that necessitate a response. In so doing, they should avoid playing the arms sales game on Moscow’s terms or letting themselves be instrumentalized by autocratic Middle Eastern rulers who point to Russian overtures to seek leniency and support from Washington. U.S. and European policymakers have ample tools at their disposal that can frustrate or slow the more malign forms of Moscow’s inroads. Yet the net impact of such pushback on Russian resolve should not be overstated. Instead, Washington should focus its energies on its biggest comparative advantage vis-à-vis Moscow in the region: namely, its abundant sources of influence and leverage in the economic and security spheres, its still-potent soft power, and its leadership of multilateral diplomacy and the rules-based global order.

- Between August 2016 and the present, Turkey has launched four military operations in northern Syria. Each operation has served specific objectives and was designed to respond to rapidly changing scenarios on the ground. It is possible to identify the key priorities that have informed Turkey’s Syria policy over the years. Boiled down to its core, the Turkish government’s activism in Syria has been driven by domestic politics and has helped Turkish President Recep Tayyip Erdoğan and his Justice and Development Party (AKP) preserve power. Domestically, Ankara has used the Syrian conflict as a pretext to suppress the rights of the Kurds living in Turkey and limit their parliamentary representation to secure a landmark constitutional reform in 2017. In the following years, successive military operations in Syria have helped Erdoğan connect with increasingly nationalistic constituencies and drum up support around key electoral dates. Finally, after the failed coup in July 2016, the Turkish government’s Syria policy played a major role in rebuilding the credibility of the Turkish Armed Forces while redrawing the balance between civilian and military power. In foreign policy terms, Turkey’s military operations in Syria have resulted in increasingly tense relations with the United States. Washington’s support for the Syrian Kurds has alienated Ankara to an extent that U.S. policymakers failed to anticipate. The thorniest topic of the day in the U.S.-Turkey bilateral relation—Ankara’s decision to deploy the Russian S-400 missile system—is also deeply related to the Syrian crisis. This decision was made in the context of a strategic realignment between Turkey and Russia that has helped both countries pursue their respective objectives in Syria: the survival of Syrian leader Bashar al-Assad’s regime for Moscow and the weakening of the Syrian Kurds for Ankara. Finally, Ankara’s involvement in Syria has also given Turkey new leverage over the EU when it comes to the management of refugee flows. Solving the question of Syrian refugees in Turkey has been a priority of the Turkish government since the early stages of the Syrian civil war—and a main driver of Ankara’s policies toward both Syria and the EU. Overall, Ankara’s involvement in Syria has not only been a source of conflict—or rapprochement—with its traditional partners and neighbors across the region. It has also equipped Turkey with new tools for conducting a more aggressive, nationalistic foreign policy. The strategies Turkey has employed in Syria have boosted the country’s image and international role. These operations have secured a seat for Turkey at the negotiating table with Russia and the United States. Ankara has used these tools, these lessons learned, and its new capabilities to inform its revisionist foreign policy posture. Going forward, and with an eye on the country’s 2023 presidential election, Turkey will continue to use these tools to reinforce its position in the international arena.

- Since its official adoption in 2005, Turkey’s “Africa Opening” (Afrika Açılımı) has become one of the most important elements in its foreign policy and resulted in the diversification of Turkey’s economic and political relations with sub-Saharan African states. While African-Turkish relations were broadly perceived as advanced by 2010, Ankara´s humanitarian involvement in Somalia the following year has been a catalyst for Turkey´s growing influence in the Horn of Africa and the Sahel. Emphasizing both the absence of a colonial past and its religious affinities, Turkey has further promoted its relations and influence across the continent. This is most evident in the Sahel, where the strategies of Ankara and Paris are at loggerheads. EU and Turkish interests in Africa are not necessarily irreconcilable; Africa, a continent whose economic and strategic significance is set to sharply rise, deserves more attention from Greece and the European Union.

- This paper analyses the evolution of Turkey’s capacity to conduct drone-led warfare, an evolution driven by its assertive national security and foreign policy. It connects this feature of Turkey’s war-fighting capability to the debate on the impact drones have on the modern battlefield and on conflictual interstate relations. The paper attributes the underdevelopment of Greece’s drone and counter-drone capacity to the country’s fiscal crisis and to the civilian leadership’s unwillingness to make use of Greece’s alliances, geographical position and R&D ecosystem to develop such capacities. The analysis identifies the factors and processes that can accelerate the speed at which the Greek armed forces ready themselves to meet the evolving challenges—including drones—posed by their assertive neighbour.

- In contrast to early last year, marked by a “border crisis” that erupted after the Turkish President finally put into action his long-standing threat to “open the border” for Syrian refugees, the year 2021 had a more promising start. The intense tensions in the Aegean Sea and the Eastern Mediterranean that followed the “border crisis” appear to be subsiding. The European Council statement of March 25 offers a possible framework for dialogue and diplomacy to take over from what was an annus horribilis in Greek-Turkish and EU-Turkish relations. Within this framework, room is also made for revisiting the EU-Turkey statement adopted in March 2016 to manage the aftermath of the European migration crisis that had seen a mass displacement of refugees and migrants primarily from Turkey to Greece and on to Europe. The statement has had many opponents and its implementation has faced multiple grievances and recriminations from both sides. Addressing and overcoming these challenges will call for extensive diplomatic effort, good will and take considerable time. In the interim, however, the emerging positive climate offers the possibility to explore expanding cooperation in a relatively successful but inadequately appreciated part of the EU-Turkey statement known as the Facility for Refugees in Turkey (FRIT). FRIT has been instrumental in supporting Syrian and other refugees in Turkey. It has been an important manifestation of burden-sharing with Turkey and has benefitted refugees in concrete terms. Advancing cooperation in this area would also help contribute to mutual confidence building and have a positive spill over into other more complicated issue areas in the migration domain and broader bilateral relations.

- It was around the mid-2000s when Turkey—if only for a short period of time—promulgated the idea of “zero problems with neighbours”. At the time, Turkey was seeking positive reforms in all aspects of public life and a cooperative future with neighbouring countries based on mutual understanding and converging interests. Furthermore, Turkey imagined itself as a bridge between, not as a wall separating and isolating, different regions. Unfortunately, those days are long gone. For almost a decade now, Turkey has been reactionary in its treatment of its own citizens and solipsistic with regard to its neighbours. Democratic backsliding and human rights abuses inside Turkey have become the norm, while militarisation and unilateralism increasingly characterise its foreign policy choices. Its government actions have begun to resemble those of a rogue state. This report seeks neither to explain the intricacies of Erdoğan’s problematic behaviour towards its own people and the rest of the world, nor to denigrate Turkey’s standing. Rather, it aims to raise the alarm about the slippery slope Turkey finds itself on, hopefully well before his governance causes irreparable damage to the region. The report starts by presenting general aspects of Turkey’s relationship with international stakeholders, such as the EU and the US. It proceeds by mapping out internal developments that exemplify strong tendencies of democratic backsliding and human rights abuses. The third part focuses on regional aspects of Turkey’s foreign policy behaviour, starting with the most severe cases that epitomize the militarisation of its foreign policy and violations of international law. It concludes with various cases of political differences between Turkey and states on its periphery, which, combined with the other more severe cases described, demonstrate how Turkey’s foreign policy expectations of ‘zero problems with neighbours’ have turned into a ‘zero neighbours’ reality.

- Iranian involvement in the Syrian civil war has often made headlines in Israel. Particularly in the context of the Israel Defense Force (IDF)’s so-called campaign between the wars (the Hebrew acronym is Mabam), which has included attempts to prevent Iran from establishing military bases in Syria, keeping Iranian forces away from the Syrian-Israeli border, and thwarting the transfer of precision weapons to Hizballah. But Iranian involvement in Syria goes far beyond the confines of the Israeli-Iranian conflict. As a result of the "Arab Spring" uprising and the Syrian civil war, Iran has succeeded in establishing itself in areas far from the Israeli-Syrian border and extended its influence in Syria beyond the military sphere.

- On August 6, Hizballah fired 20 rockets towards the Shebaa Farms area of the Golan Heights, highlighting the growing political instability in Lebanon. Hizballah's behavior should be viewed in light of the ongoing financial and political crisis that has affected every aspect of Lebanese life since late 2019 and has pushed hundreds of thousands of people into poverty. Hizballah may not be the primary or sole cause of the crisis, but it is important to understand how it may have contributed indirectly to it, how it may benefit from it, and why it may not have an interest in fully resolving it. Hanin Ghaddar, the Friedmann Fellow at the Washington Institute for Near East Policy (WINEP), argues that despite the collapsing economy in Lebanon, Hizballah has been able to expand its array of social-welfare institutions to deepen their Shiʿi constituency's dependence and even expand the reach of these programs by providing support to a growing number of Lebanese who are struggling to survive. Hizballah also receives funding from Iran and through its commercial activities around the world, so one might ask how much Hizballah really needs the Lebanese state. Lina Khatib, a scholar at Chatham House and SOAS University of London, contends that Hizballah benefits from its hybrid role as a part of the state and, at the same time, free to operate outside the official channels of government and public scrutiny. Michael Young, senior editor at the Carnegie Middle East Center in Beirut, however, has argued that the group might indeed benefit from a collapse of the state, which will allow Hizballah to continue to fill a growing political, economic, and social power vacuum.

- Israel is still holding to its traditional security maxim. Based on a perception of a hostile region, Israel’s response includes early warning, deterrence and swift – including pre-emptive – military action, coupled with an alliance with a global power, the US. Israel is adjusting these maxims to a changing reality. Overlapping interests – and perhaps the prospect of an even more open conflict with Iran – led to limited relationships between Israel and some Gulf states. These, however, will be constrained until Israel makes progress on the Palestine issue. Israel aligned with Greece and Cyprus around energy and security, which may lead to conflict with Turkey. Russia’s deployment in Syria placed new constraints on Israeli freedom of action there. The US’s retrenchment from the Middle East is not having a direct effect on Israel, while the Trump administration’s support for Israel’s territorial designs in the West Bank may make it easier for Israel to permanently expand there, thus sowing the seeds for future instability in Israel/Palestine. The EU could try and balance against such developments, but, as seen from Israel, is too divided to have a significant impact. - This article focuses on relations between Israel and Qatar, analyzing them in historical context, in the context of Qatari foreign policy and in terms of their potential and the limitations imposed by the Israeli-Palestinian conflict. - The final months of 2019 were marked by widespread, prolonged protests throughout Iraq, which began in October. Baghdad was the focal point of the demonstrations, which were directed at the ruling political elite and the state backing it: Iran. - This paper explores the nexus between Israel’s energy policy and foreign policy interests in the Eastern Mediterranean. While regional energy cooperation has the potential to be one of the most significant and enduring Israeli foreign policy achievements in recent decades, a closer look at regional geopolitics reveals that energy cooperation is often transactional in nature, and rarely transformative. The discovery of offshore hydrocarbons has also aggravated existing tensions between regional actors. - A key issue dominating Iran’s foreign policy agenda is the future of the Iran nuclear deal with regard to the next US president. Non-state armed groups mark the core of Iran’s leverage in the region, but Iran is currently looking into diversifying its means of influence. Although Iran considers its non-aligned position a strength, it is also a weakness. In an otherwise interconnected world, where other regional powers enjoy partnerships with other states and can rely on external security guarantors, Iran remains alone. By being more integrated into regional cooperation and acknowledged as a regional player, Iran could better pursue its interests, but US attempts to isolate the country complicate any such efforts. In the greater superpower competition between the US and China, Iran is unlikely to choose a side despite its current “look East” policy, but may take opportunistic decisions.

These are Lukoil, Rosneft, Gazprom-Neft and Bashneft. All four have invested more than $13 billion in the Iraqi economy,” Lavrov told journalists (Interfax, November 25). He added that Moscow was also prepared to increase arms deliveries to Baghdad, stating, “We are ready to meet any Iraqi needs for Russian-made military products. - The Middle East as one of the most heterogeneous and politically conflicting regions in the world and has long been at the center of international interest. Faced with sectarian wars and comprehensive social crises for decades the Middle East, due to its geostrategic importance and especially the imperative of controlling the region’s vast energy resources, has once again become a battle ground for major powers whose interests affect the concentration of participants in the region. The competition between global powers and growing influence of Russia and China, who undermine the US power and European Union’s influence and also undermine established alliances in the Middle East, undoubtedly require a rethinking of Western strategies for the region. A series of geopolitical challenges, especially after September 11 attacks against the United States, as a result of military interventions and civil wars (Afghanistan, Iraq, Libya and Syria) and uprisings (Arab Spring) and thus the collapsed regional order, confronted the international community with the changing nature of security threats, as well as with the new balance of power of regional and international actors in the Middle East. Among the many aspects of the Middle East conflicts, the fundamental issue of regional security today is the Sunni-Shiite conflict, which has since the invasion of Iraq in 2003 directly defined the approaches and policies of great powers and significantly changed regional dynamics. In this context, Iran’s role is particularly significant. Namely, over the last two decades, Iran has consolidated its goals in the Persian Gulf and strategically expanded its influence to other countries in the Middle East, primarily Iraq, Syria, Lebanon and Yemen. The growing influence of Shiite Iran, and its close relations with Shiite communities in the region with which it forms a strategic coalition, have become a key geopolitical challenge for the international community.

66. The Human Cost of U.S. Interventions in Iraq: A History From the 1960s Through the Post-9/11 Wars

- For decades, U.S. policy actions towards Iraq have had devastating consequences for the Iraqi people. This paper situates the U.S. “war on terrorism” in Iraq since 2003 within a longer trajectory of U.S. intervention in that country since the 1960s and shows that we can only understand the full human costs of current interventions when we see them in broader historical context. The author, Zainab Saleh, an assistant professor of anthropology at Haverford College, was born in Iraq and lived there until 1997. Later, she conducted ethnographic research with Iraqis who had migrated to London since the late 1970s. The Iraqis she knew and met felt they were pawns at the mercy of global powers. When the U.S. invaded Iraq and brought down Hussein in 2003, Iraqis saw the United States' true motive as continuing a well-established pattern of pursuing U.S. economic interests in the region. Since the 1960s, Iraqi arms purchases have bolstered American military-industrial corporations and stable access to Middle East oil has secured U.S. dominance in the global economy. The paper tells the story of one Iraqi woman, Rasha, who was forced by the violence in her country to flee to London. Rasha’s displacement and her family’s history of dispossession – her father imprisoned, her family impoverished, friends murdered and her own life threatened – show the deep human effects of decades of U.S. intervention. In 1963, under pretext of protecting the region from a communist threat, the U.S. Central Intelligence Agency backed a coup by the Arab nationalist Ba‘th party after Iraq nationalized most of its oil fields. During the 1980s, the United States supported Saddam Hussein’s regime and prolonged the Iran-Iraq War in order to safeguard its national interests in the region, including weakening Iran to prevent it from posing a threat to U.S. power. After Iraq invaded Kuwait in 1990, U.S. policy shifted from alignment to “dual containment” of Iraq and Iran, a posture which culminated in the Gulf War of 1991 to drive Iraq out of Kuwait. In the 1990s, the United States justified its imposition of economic sanctions by claiming a goal of disarming Iraq of weapons of mass destruction and protecting allies. In 2003, the U.S. packaged its invasion of Iraq as delivering U.S. values—namely, freedom and democracy—to the Iraqi people. Saleh writes, “The imperial encounter between Iraq and the United States has made life deeply precarious for Iraqis. For decades, they have lived with fear for their own and their family’s lives, the loss of loved ones and homeland, the realities of economic hardship, and the destruction of the fabric of their social lives.”

- Applying a feminist approach enables a comprehensive, inclusive, and human-centered EU policy toward Iran that reflects international power structures and focuses on all groups of people. Disputed nuclear activities, regional proxy wars, and a regime built on discrimination against women and other marginalized groups: Iran hardly seems like a policy field that would be amenable to a feminist approach. Yet this is precisely what the European Union (EU) needs today: fresh thinking to help develop a new strategy toward Iran. Feminist foreign policy critically reflects international power structures, focuses on the needs of all groups of people, and puts human security and human rights at the center of the discussion. Applying a feminist lens to the EU policy toward Iran and the Persian Gulf region can improve foreign policy thinking and practice.

- US President Donald Trump's plan for resolution of the Israeli-Palestinian conflict, presented in January 2020, was perceived in Jerusalem as a green light to annexation of some 30 percent of the West Bank. It was in accordance with the intentions declared over the past year by Israeli Prime Minister Benjamin Netanyahu. Accordingly, the April 2020 coalition agreement between the Likud and Blue and White political parties included a clause allowing Netanyahu to bring a USapproved annexation plan for government or Knesset approval as of July 1, 2020. 1 Soon after, reactions began pouring in from around the world, including Europe, expressing opposition to annexation and warning Israel against such a move. This paper presents the reactions of the EU, its member states and the UK. It examines them in light of the hurdles to formulating an EU consensus on the issue, and maps them according to the extent of the criticism and the attitudes of the various European states toward the Israeli government’s policy.

- The United States and Iran are at a dangerous impasse. After withdrawing from the Joint Comprehensive Plan of Action (JCPOA) in 2018, the Trump administration embarked on a policy of “maximum pressure.” Its aim was to drive Iran to the negotiating table with the stated aim of striking a “better deal.” The policy has backfired as Iran has taken steps to reduce its breakout time to produce a nuclear weapon to just a few months and ramped up its aggressive policies in the Middle East. Hopes for diplomatic talks have faded and neither country seems willing to change course, heightening the risk of conflict. Indeed, Iran and the United States have approached the brink of war on more than one occasion in 2019 and 2020. Moreover, the United States has found itself isolated internationally, including from its closest allies. Against this backdrop, this ASPI issue paper, Between War and Peace: A Roadmap for U.S. Policy Toward Iran, examines the sources of tension in the U.S.-Iran relationship. To help clarify the policy choices, ASPI Senior Fellow Puneet Talwar lays out four alternative scenarios that could unfold in the period ahead, ranging from selective engagement to military escalation. The paper presents ten specific recommendations for U.S. policy toward Iran aimed at reviving diplomacy and lowering tensions on the nuclear issue while simultaneously challenging Iran over its destabilizing activities in the region.

- Research on sanctions has hitherto focused on their implementation and effectiveness, whereas the termination of such measures has received only little attention. The traditional model, which looks at sanctions and their removal in terms of rational, interstate bargaining, focuses on how cost–benefit calculations affect the duration and termination of such measures. Yet, this research insufficiently captures the back and forth between easing sanctions, stagnation, and renewed intensification. It also fails to account for the multifaceted social relations between senders, targets, and third actors that shape these termination processes, as well as for the signalling dimension of ending sanctions – not least because existing datasets tend to operationalise sanctions as a single event. To help fill these gaps, the paper proposes a process-oriented and relational understanding that also recognises how sanctions termination conveys the message of ending the visible disapproval of the target, which may be heavily contested. Case studies on Zimbabwe and Iran illustrate how such an approach sheds light on the different logics of action that shape processes of sanctions termination, and thereby contributes to a more holistic understanding of sanctions in general.

- Assessments of foreign policy tend to fall into one of two major camps: either they ascribe to a state’s actions all of the characteristics of a unitary actor, in which there is a decision made and executed as designed; or they fixate on the minutiae of the internal politics and deal making that went into the decision, underscoring the complexity of decision-making but often losing the thread of what results. This is particularly pernicious when involving the actions of a state with opaque decision-making and where attribution of responsibility is often itself the subject of intense internal political debate and controversy, as is the case with Iran. In this paper, Ariane Tabatabai seeks to pierce the veil of Iranian nuclear decision-making to both explain how decisions are reached and identify the effects of those decisions as a matter of Iranian state policy. This is, in many ways, an essential matter for those interested in understanding how Iran will decide—and what Iran may decide—to do in response to the continued stresses being imposed upon it by US-led international sanctions, especially when previous analysis has proven to be both overly optimistic (that Iran would meekly absorb the costs of US sanctions) and, at times, overly pessimistic (that Iran would withdraw from the nuclear agreement known as the Joint Comprehensive Plan of Action without delay). It is necessary to understand better how Iran reaches its decisions, particularly in the nuclear sphere, to be able to more accurately predict what it may choose to do next. This has utility in a variety of lines of work and study, but perhaps no more so than in the energy industry, which is both affected by—and has the power to affect in turn—Iranian decision-making. For this reason, we commissioned this paper and commend it to you as an important source of knowledge on how Iran’s decision-making process works, especially as relates to its nuclear weapons–relevant capabilities. Though the weapons program remains dormant, the way in which Iranian officials—and Iran as that unitary actor—think about these capabilities is an essential element of the story to come.

- As Russia has become a major external player in the Middle East and North Africa (MENA) region due to its military engagement in Syria since 2015, it has acted as a balancer and mediator in several regional controversies and has continued to serve as a security guarantor for the Syrian state. This course has brought Moscow some practical dividends, such as growing economic and military-technical cooperation with select MENA countries, and has spurred its broader international profile. However, entering the 2020s, the risks of more active engagement in the Middle East have also mounted, making Russia’s balancing act more difficult. In three cases where Russia’s involvement has been visible (Syria, Libya and the Israeli-Palestinian problem), evolving developments challenge Moscow’s acquired influence and multi-vector approach, but also create new opportunities for its engagement and mediation. Above all, the 2020 US–Iran crisis catalysed the urgent need for structured regional dialogue, especially across the Persian Gulf. While this requires direct interaction between the region’s main antagonists, the initial impulse to unlock the trans-Gulf impasse might need to come from the outside. A process-oriented blueprint for inclusive multilateral security in the Gulf proposed by Russia in 2019 is a step in the right direction, but to be activated it may need to come as part of some broader international initiative.

- By examining the events of the Arab uprisings, this paper looks into the nature and dynamics of armies’ responses to popular uprisings. It argues that the outcome of the massive, regime-threatening Arab revolts in 2011 can be assessed by how a military responded to protests: did the army shoot protesters, did it stay idle, or did it largely defect? In light of the rich literature available on the historical experience of the “Arab Spring,” this paper shows that an army’s response to end popular uprisings in authoritarian regimes is determined by several key factors: the military’s level of institutionalization; its relationship to the regime; the degree of the regime’s legitimacy; the amount of international aid it receives; the prospects of foreign intervention; and, finally, the strength of the army’s bond with society and its perception of its own role within society. Additionally, there is a factor often overlooked by scholars; namely, how the military assesses a regime’s capacity to solve the crisis in order to triumph. The paper draws on evidence from the six cases of the 2011 Arab Spring—Egypt, Syria, Bahrain, Yemen, Libya, and Tunisia—to illustrate the dynamics of troop loyalty or defection.

- In October 2018, the Mitvim Institute held its annual Israel-Turkey policy dialogue, for the seventh consecutive year. The dialogue took place in Istanbul, in cooperation with FriedrichEbert-Stiftung, and was participated by Dr. Nimrod Goren, Dr. Roee Kibrik and Arik Segal of the Mitvim Institute. The policy dialogue included a series of meetings and discussions, with Turkish scholars, journalists, former diplomats, and civil society activists. It focused on Israel-Turkey relations, in light of the current crisis in ties, and on Turkey’s foreign policy in the Middle East. The policy dialogue aimed at helping improve Israel-Turkey relations, by enabling experts from both countries to exchange views on regional developments, to identify opportunities for better bilateral relations, and to increase cooperation between researchers and policy analysts from both countries. Throughout the dialogue, there was a sense that Turkey and Israel can find a way to overcome their current crisis and to reinstate ambassadors. Nevertheless, such progress is not expected to lead to a significant breakthrough in the relations. The Turkish counterparts expressed hope that Israel and Turkey will resume talks on natural gas export from Israel; shared their concern over what they perceive as Israel's support of the Kurds in northern Syria; and pointed out that Turkey and Iran should not be considered by Israel as allies, but rather as countries that cooperate at times regarding shared interest but are also competing with each other and adhering to different ideologies and beliefs. The dialogue also emphasized the importance attributed in Turkey to Jewish community in the US, and to the impact it has on the American discourse towards Turkey as well as on US policy towards the Middle East. This paper highlights key insights from the meetings and discussions that took place throughout the policy dialogue. It does not reflect consensus among all participants.

80. The Role of Former Diplomats in Israel’s Public Sphere

- In Israel, former diplomats do not tend to play a significant public role. However, they have the potential to make a real contribution to improving the public and political Israeli discourse on foreign policy. Israel’s former diplomats have dozens of years of experience, diplomatic skills, knowledge of various countries and organizations, intricate networks of social ties around the world, analytic capacity and deep understanding of the international arena and of Israel’s place among nations. This valuable experience often goes down the drain. A Mitvim Institute task-team recommended to increase their role in Israel’s public sphere, in order to empower Israel’s diplomacy and Foreign Service. On February 3, 2019, the Mitvim Institute hosted a policy workshop to discuss how this can be done. It was carried out in cooperation with the Friedrich-Ebert-Stiftung and with participation of senior former diplomats (including Foreign Ministry directors-general and deputy directors-general). Discussants presented examples from other countries, outlined the situation in Israel, described the challenges to optimizing the potential impact of Foreign Ministry retirees, and identified recommendations to promote change.

- Over the last 40 years, since the 1979 Israel-Egypt peace treaty (that alluded to but did not solve the Palestinian question) and the European Community’s 1980 Venice Declaration, Europe has been seeking ways to help advance Israeli-Palestinian peace. The task was not an easy one, mostly due to United States of America (US) dominance of peace negotiations and negative Israeli attitudes towards Europe as a mediator. Thus, while Europeans were key in shaping international language on the conflict, they have remained in the back seat when it comes to shaping dynamics on the ground. Since the collapse in 2014 of the John Kerry initiative to advance the peace process, the task has become even more difficult for the Europeans. Realities on the ground, such as a right-wing government in Israel lacking interest in advancing a peace process, expanded settlement construction, as well as the internal Palestinian split and governance deficiencies in the Palestinian Authority, make the two-state solution ever more difficult to achieve. In addition, Israel’s leadership has worked to weaken and divide the EU in order to limit its role on the issue. In this endeavor, it has profited from different interests and priorities among EU Member States as reflected in discussions and decision-making processes regarding the Israeli-Palestinian conflict. These trends have increasingly intensified in recent years, and it is the goal of this publication to analyze them, assess their impact on European capacities and policies, and devise recommendations to tackle and perhaps even reverse them. - In recent years, the Eastern Mediterranean has become a central focus of world powers, of states in the Middle East, Europe, and beyond, and of international corporations. Regional geopolitical developments, as well as economic opportunities generated by natural gas discoveries in the Mediterranean, have contributed to this trend and turned the Eastern Mediterranean into a distinct sub-region perceived as having unique features. Israel plays a central role in this development. Israeli diplomacy identified these trends correctly, successfully becoming an active and dominant player in the region. The natural gas findings in Israel’s exclusive economic zone (EEZ) provide it with a wider range of diplomatic options, helping it promote relationships with various states in the region; including some engaged in conflict with each other. Israelis regard the Mediterranean as an important component of their identity, as reflected in the 2018 Israeli Foreign Policy Index of the Mitvim Institute, in which 22 percent of those surveyed claimed Israel belongs predominantly to this region (compared with 28 percent who said it belongs to the Middle East and 23 percent to Europe).

- Ties with the EU are a strategic asset for the State of Israel. Europe is Israel’s largest trading partner, a source of political and defense support (despite disagreements), an anchor of shared norms and values, a partner in cultural creation, and a central collaborator in research and development. The importance of these ties obliges Israel to invest attention and resources in preserving and even deepening and expanding them. Done right, Israel could leverage the tremendous potential of its ties with Europe for the improved wellbeing of its citizens and for its international standing. However, in recent years, the Israeli government has been leading a negative campaign against the EU. It has been criticizing the EU for being anti-Israel, while making efforts to increase divisions between EU Member States in order to limit the EU’s capacity to play a role in the Israeli-Palestinian issue. Toward the formation of a new Israeli government in late 2019, this article presents ten guiding principles for an improved Israeli foreign policy toward the EU, based on the work of a Mitvim Institute task team.

91. In Dire Straits? Implications of US-Iran Tensions for the Global Oil Market

- In recent months, Iran has responded to rising tensions with the United States—particularly the US launch of the “maximum pressure” campaign against Iran—by attacking oil tankers and infrastructure in the Persian Gulf region around the Strait of Hormuz (the Strait). These actions have been designed to signal to the United States, the Gulf states, and the international community that the American strategy of strangling Iran economically will not be cost-free, and to Saudi Arabia in particular that it is highly vulnerable to Iranian retaliation. As the Strait of Hormuz is one of the world’s most critical energy chokepoints, the implications of Iran’s efforts merit close scrutiny and analysis. This study was designed to examine three scenarios for military conflict between Iran and the United States and assess the potential impacts on global oil prices—as one specific representation of the immediate economic impact of conflict—as well as broader strategic implications. The three scenarios are: Increasing US-Iran tensions that ultimately lead to a new “Tanker War” scenario similar to the conflict of the 1980s, in which Iran attacks potentially hundreds of ships in the Persian Gulf and Gulf of Oman over a prolonged period while also launching missiles at Gulf oil infrastructure. An escalation of tensions between Iran and the United States in which Iran significantly increases the scope and severity of missile attacks directed at major oil and energy infrastructure in Saudi Arabia and the UAE. A major conflict between Iran and the United States that includes damage to Gulf oil infrastructure and a temporary closure of the Strait of Hormuz. Its main conclusions are: The risk of a major military confrontation between the United States and Iran has increased in recent months but still remains relatively low, as neither the United States nor Iran wants war. That said, the September 14, 2019, attack on the Abqaiq and Khurais facilities was a strategic game changer and shows that the biggest risk is a prolonged, low-intensity military conflict. The fact that Iran was willing to conduct such an attack was a surprise to most analysts and to the US government and its Gulf partners. The level of accuracy it showed in the strike demonstrated a technical proficiency the US government and outside analysts did not believe Iran had. In the more moderate and likely conflict scenarios, increasing tensions between the United States and Iran are unlikely to dramatically affect global oil prices. The most profound costs in the more likely scenarios are not energy-related but security-related. Even in the less escalatory scenarios, the United States would be forced into long-term deployments of a large number of air and naval assets that would need to remain in the Middle East for years at a cost of billions of dollars. Such deployments would take away resources that would otherwise be dedicated to managing great power competition with China and Russia. In the more extreme conflict scenarios, major loss of life and an even bigger and longer-term American military deployment would be expected. In the lower likelihood scenario of a major military confrontation between the United States and Iran, global oil prices would be dramatically affected, though price impacts would not be prolonged. All assumptions about the potential impacts on oil prices are based on the supposition that the United States protects global shipping lanes, but that theory deserves further scrutiny. For more than a generation, the United States has viewed securing global shipping lanes that are critical for commerce and energy as a core vital interest. But given the isolationist tendencies in the United States and President Donald Trump’s attitude that America should stop underwriting the defense of its allies, it is conceivable he may choose not to respond in the types of scenarios described in this paper or demand that countries most dependent on oil trade from the Gulf—most notably China—step up instead. Another wild card for oil prices in a major crisis scenario would be President Trump’s unpredictable policies regarding the Strategic Petroleum Reserve. Typically, an administration would be expected to coordinate an international response with the International Energy Agency (IEA) to release the SPR of a number of countries, but this cannot be assumed in the current administration. Though these conclusions are to some extent comforting, the authors acknowledge that a key issue with any analysis of this situation is the unpredictability of the United States. In the present moment, neither US adversaries nor partners know quite what to expect—and, for that matter, neither does the US government or its observers.

- China’s Belt and Road Initiative (BRI) is officially neither a Chinese “Marshall Plan” nor a geopolitical master strategy. At present, it involves 84 countries, rising from 65 countries in 2015, and 15 Chinese provinces. Over the last year, the number of countries being concerned or ambivalent about China’s motivations and strategic objectives behind the BRI have increased. Despite officially supporting China’s BRI, the International Monetary Fund (IMF) also warned last April, that China is supporting unneeded and unsustainable projects in many countries, leading to heavy and unpayable debt burdens. In ASEAN, Chinese investments are welcomed but there are also misgivings about the BRI’s strategic objectives which may constrain ASEAN’s policy options. As China is presently and will remain the single most influential country in global energy markets in the next decades, it is not surprising that its infrastructure plans of building railways, highways and ports are often interlinked with China’s energy and raw materials projects abroad and its domestic energy policies. This paper analyses the energy dimensions of the BRI and its strategic implications for its wider economic, foreign and security policies in Southeast Asia, South Asia, Central Asia and the Middle East.

- The 2015 Russian military intervention in Syria was a pivotal moment for Moscow’s Middle East policy. Largely absent from the Middle East for the better part of the previous two decades, Russia intervened to save Bashar al-Assad’s regime and reasserted itself as a major player in the region’s power politics. Moscow’s bold use of military power positioned it as an important actor in the Middle East. The intervention took place against the backdrop of a United States pulling back from the Middle East and growing uncertainty about its future role there. The geopolitical realignment and instability caused by the civil wars in Libya and Syria and the rivalry between Iran and Saudi Arabia have opened opportunities for Russia to rebuild some of the old relationships and to build new ones. The most dramatic turnaround in relations in recent years has occurred between Russia and Israel. The new quality of the relationship owes a great deal to the personal diplomacy between Russian President Vladimir Putin and Israeli Prime Minister Benjamin Netanyahu, but Russia’s emergence as a major presence in Syria has meant that the Israelis now have no choice but to maintain good relations with their new “neighbor.” Some Israeli officials hope that Moscow will help them deal with the biggest threat they face from Syria—Iran and its client Hezbollah. So far, Russia has delivered some, but far from all that Israel wants from it, and there are precious few signs that Russia intends to break with Iran, its partner and key ally in Syria. Russian-Iranian relations have undergone an unusual transformation as a result of the Russian intervention in the Syrian civil war. Their joint victory is likely to lead to a divergence of their interests. Russia is interested in returning Syria to the status quo ante and reaping the benefits of peace and reconstruction. Iran is interested in exploiting Syria as a platform in its campaign against Israel. Russia lacks the military muscle and the diplomatic leverage to influence Iran. That poses a big obstacle to Moscow’s ambitions in the Middle East.

- Ten years ago, President Barack Obama’s unprecedented address to the Muslim world from Cairo was hailed as a landmark in US–Middle Eastern relations and described by contemporary observers as a historical break in US foreign policy in the region. Yet it soon became clear that the president’s vision for a “new beginning based on mutual interest and mutual respect” would face many practical constraints. Analysing the thematic and rhetorical development of Obama’s speeches during the formative period between summer 2008 and 2009, as well as the public and academic perception of and reaction to these moments, the paper examines the underlying interests and motivations for the president’s foreign policy approach in the Middle East. It argues that despite the low priority given to foreign policy issues during the economic crisis occurring at the time, the key pillars of Obama’s ambitious vision for the Middle East were rooted in pronounced US interests as well as the president’s personal convictions, rather than opportunistic calculations. It thus counters retrospective post-2011 criticism which argues that Obama’s words were never meant to be put into practice. The study contributes to the establishment of a solid empirical and conceptual base for further research on the United States’ foreign policy in the Middle East under the Obama administration.
