Abstract:
China’s Belt and Road Initiative (BRI) has entered the twilight zone in the old continent, following a deterioration of bilateral relations between the EU member states and China over the last years. Italy’s official exit from the BRI at the end of 2023 was a further blow to Chinese President Xi Jinping’s signature foreign policy. Yet, the BRI in Europe is being reconfigured rather than being terminated. In Western Europe, the BRI is moving away from physical infrastructure projects and investment in industrial assets – the latter being increasingly protected from Chinese takeovers by both national and EU legislation – to financial and monetary connectivity. This shift is welcomed by various European actors, including some policymakers at the national level, eurozone institutions and major banks. Concurrently, most of Eastern European countries continue to promote BRI projects and seek to attract Chinese investments, suggesting that there is a two-speed Europe when it comes to China, both in terms of geography and sectors.

2. The violent legacy of fascism: Neofascist political violence in Italy, 1969–88

Abstract:
We still have limited knowledge about the long-term effects of fascism on European democracies. European countries experienced cycles of violence between the 1960s and 1980s. Can such violence be explained by legacies of mobilization during fascism? We study whether and how the Italian fascist experience of the 1920s affected political violence during the 1970s and 1980s. We created an original dataset of conflictual events at a subnational level in Italy. Using zero-inflated negative binomial regressions, we find that local membership of the fascist party in 1922—before the institutionalization of the fascist regime—predicts neofascist political violence at the provincial level more than 40 years later. New windows of opportunity facilitate the resurfacing of local fascist legacies: in the months when a new Minister of Interior is appointed, we observe higher levels of neofascist violence in provinces where the early presence of the fascist party was stronger.

Abstract:
While research on the economic characteristics of growth models across countries is now extensive, research on the politics of growth models is still in its infancy, even though governments routinely pursue different strategies to generate growth. In particular, we lack evidence on (1) whether citizens have coherent preferences towards growth strategies, (2) what growth strategies citizens prefer, and (3) what shapes their preferences. We address these questions through a new survey of public opinion in Germany, Italy, Sweden, and the United Kingdom, which exemplify different models. We find that preferences for growth strategies are consistent with other policy preferences and are meaningfully structured by class and retirement status, and to a lesser extent by sector of employment. At the same time, differences across class and sector are small, and a large majority of respondents across countries favor wage-led growth. This suggests there is a “representation gap,” since this particular growth strategy is in crisis everywhere.

5. Regional Diffusion of Foreign Demand Shocks Through Trade and Ownership Networks

Abstract:
International demand shocks are transmitted within the trade and ownership firms' networks and impact directly or indirectly domestic firm productivity and labor misallocation. Considering manufacturing firms for Italy, Spain and France over the period 2009-2017, we quantify these transmission channels from the global economy to the domestic firms, and within the domestic economy across locations, sectors and firms. We compute in a shift share fashion international demand shock at the district-sector-year level as plausibly exogenous to individual firms. Our results confirm that global shocks are transmitted through trade networks and that this transmission is largely mediated by firms' ownership networks both across and within the borders of the three countries.

Abstract:
The emergence of clean hydrogen as an energy carrier promises to shape the future geography of the energy trade. Under growing contestation of interdependence, such a geography should be read through political lenses alongside commercial and technological ones. Generally, hydrogen is likely to reduce the geopolitical sensitivity of energy trade with respect to a fossil-fuel-based energy order by increasing the share of energy produced domestically, shifting geostrategic competition from a focus on grabbing resources to a focus on mastering technology and setting standards, and offering petrostates opportunities for economic diversification. Italy can exploit the opportunities offered by a hydrogen economy for enhancing its energy security and positioning in the regional energy trade. However, it should be careful with monitoring how geopolitical barriers such as regional instability may affect its hydrogen ambitions.

In 2021, bilateral trade returned to the sustained pace it had prior to the Covid pandemic. Direct investment also grew – crucially, not just Italian investment in the United States but the other way round too. While Italy’s economic ties with Russia and China remain potential hotspots, Rome has never questioned its Atlantic orientation. Nevertheless, possible austerity policies following sanctions against Russia could spread social discontent that populist parties can exploit for consensus purposes in the 2023 general election, rekindling anti-Americanism rooted in different segments of Italian society.

Abstract:
The elections to Italy’s Chamber of Deputies and Senate on 25 September were won by the Centre-Right coalition led by the Brothers of Italy (FdI) party headed by Giorgia Meloni. The winning party’s won over voters by its decision to remain in opposition to the government of Mario Draghi, which was supported by all other parties. The right-wing’s victory was also facilitated by the inability of the Democratic Party (PD) and the 5 Star Movement (M5S) to form a coalition, which split the votes of left-wing voters. The biggest challenge for the FdI-led coalition will be to simultaneously maintain the support of the voters, good relations with the EU, and the confidence of the financial markets.

Abstract:
We test for different theories purporting to explain cross-country differences in income redistribution through standardized experimental choices. US Americans and Italians demand less redistribution than Norwegians and Germans, regardless of whether self-interest is relevant. Those earning (or expecting to earn) below-median incomes behave as "libertarians" more frequently in the US and Italy than in Germany and Norway. Above-the-median earners behave similarly across countries. Higher overconfidence by US Americans and Italians further reduces their demand for redistribution under uncertainty. The "Prospect of Upward Mobility" hypothesis holds similarly in all countries. US Americans do not reward individual merit more than others.

Abstract:
What are the elements and the impact of the inclusion of scientific cooperation within the 2019 Memorandum of Understanding (MoU) in support of the Belt and Road Initiative between Italy and China? Like many other developed countries, Italy has played a role in contributing to China’s growth as a science and technology (S&T) power. Most S&T bilateral collaborations are decade-long and predate the MoU, suggesting that the importance of the latter is largely symbolic. Nonetheless, the MoU of March 2019 has reinforced the process of centralisation of S&T collaborations as well as a public debate that has grown to include matters regarding 5G technology and public procurement involving Chinese technology.
