- The Israeli Police and Europol, the European Union’s police agency, have been conducting negotiations over an operational agreement for several years. In September there was signing of end of negotiations, but in December the Council of the European Union decided to re-open the talks. In a global world where crime and terrorism cross borders, countries need to strengthen cooperation among themselves. Such inter-police cooperation takes on a unique form in the EU. The operational agreement between Israel’s Police and Europol can have considerable importance in contributing to the parties’ ability to deal with terror and crime. This paper will review Europol, its cooperation with Israel’s police and other enforcement agencies, including the negotiated agreement, the motivations for upgrading relations with Israel and the benefits and challenges of doing so.

- This monograph analyzes how Palestinian grassroots activists, popular resistance committees (PRCs), and popular resistance networks (PRNs) secured, managed, and used material and non-material resources to wage sustained and successful nonviolent campaigns in Area C of the occupied West Bank. A comprehensive analytical framework is developed to capture a variety of resources and to better understand the role that different types of resources have in the launching, conducting, and outcomes of a campaign. This framework is then used to analyze three nonviolent campaigns led by Palestinian communities living under occupation, highlighting how the Palestinian activists managed to secure, administer, and deploy a diverse range of material and non-material resources to support their campaigns. This study offers specific recommendations and lessons learned from the investigated cases for various actors—including activists, allies that want to support grassroots campaigns, and researchers interested in furthering the study of the role and impact of resources in nonviolent organizing and their successful acquisition by local organizers

The purpose of this rather brief report is to reflect on three major issues: first, what are the characteristics of the world we live in? How stable and predictable is it? - Amidst a deep political and economic crisis in Lebanon, accelerated by the Beirut port explosion in August last year, the end of 2020 witnessed a surprising round of talks regarding the demarcation of the Israeli-Lebanese maritime border. These bilateral negotiations - mediated by the U.S. and the U.N. - are the first non-security talks held between the two countries since the 1990s. Of course, Lebanon and Israel have no diplomatic relations and are technically in a state of war. The incentives for progress in the talks are strong as they could pave the way for lucrative oil and gas deals on both sides, though there still appear to be significant obstacles on the Lebanese side. Speaking with John Desrocher, the most recent U.S. mediator for the negotiations, in December 2020, Lebanese President Aoun was quoted as saying that Lebanon wants the talks to succeed because “this will strengthen stability in the South and allow us to invest in natural resources of oil and gas.”[1] Could a maritime border agreement between Israel and Lebanon be feasible, despite the otherwise toxic atmosphere between the two countries and the recent escalating threats of Hizballah? In a region full of surprises, this, too, might be a part of a changing reality.

113. Morocco’s Normalization with Israel: The Party for Justice and Development (PJD)’s Reaction

- In December 2020, following the Abraham Accords framework mediated by the United States, Morocco agreed to restore its official diplomatic ties with Israel after a 20-year break, and, in return, the Trump Administration recognized Morocco’s sovereignty over the long-disputed territory of Western Sahara. The initial steps to normalize Israeli-Moroccan ties followed quickly on the heels of the official announcements. On January 25, Israel’s liaison office reopened in Rabat while Morocco's diplomatic representation in Tel Aviv is expected to follow later this month, after the arrival to Israel of the Head of Morocco's diplomatic mission Abderrahim Beyyoud in February.[1] While the process for implementing the peace agreement between the two countries continues, with economic, cultural, and social collaborations, the Party for Justice and Development (PJD), the Moroccan Islamist ruling party, has faced criticism for its acquiescence to the Palace’s decision. By aligning itself with King Mohammed VI’s decision to normalize with Israel, the PJD has shown that it is more interested in preserving its good relations with the Palace and winning the King’s support for its domestic agenda of socio-economic reforms, than in taking a hard line on Palestine. During the PJD-led government of Abdelillah Benkirane (2012-2016), successful socio-economic reforms led to its attaining an additional 18 parliamentary seats in the October 2016 elections, reinforcing its position as the largest party in parliament. In muting its criticism of the normalization process, PJD is preserving its position in the political arena and focusing on its socio-economic agenda, which it sees as the key to its success. However, in doing so, the PJD risks alienating a portion of its constituency, which may view its silence in defense of Palestine as a form of ideological betrayal.

115. Analysis of Arab Voting Patterns in the Elections for the 24th Knesset

- The Arab sector has the electoral potential to win 25 seats in the Knesset. The low voter participation rate in the last elections (44.6%) was the result of a number of factors: the Arab representatives’ lack of influence on the government; the Arab community’s lack of confidence in parliamentary endeavor; the marginal status of Arab society; and the ideological boycotting of the elections. The poor results of the parties on the Left among Arab voters reflect their problematic relations with the Arab community. Arab voters do not view the leftist parties as a viable electoral alternative. On the other hand, only a negligible number of Jewish voters voted for the two Arab parties. The success of the United Arab List (Ra’am) and the failure of the Joint List in the Bedouin sector are the result of the latter’s inability to provide solutions to the problems of the Bedouin population, as well as the support in Bedouin society for Ra’am’s religious and conservative platform.

- Abstract:
- The rate of voter turnout in the Druze community has been characterized by a continual downward trend for the past three decades. In deciding whether to vote and which party to vote for, Druze voters take individualistic considerations into account more than collective considerations which are related to the Druze community as a whole. Like other Druze communities throughout the Middle East, the Druze community in Israel is characterized by a pragmatic approach and political moderation. Therefore, the radical political views that the Arab parties try to promote are unattractive to most Druze voters. While Labor was the dominant party in the Druze community until 1999, there was no dominant party again until Blue-White in the 2019 elections. The expected collapse of Blue-White in the upcoming Knesset elections will leave a vacuum among the Druze and will lead to a further decline in their rate of voter turnout. The dispersed voting pattern of the Druze in the elections proves that politically they are not a homogenous community but rather a heterogeneous society.

- In the upcoming Knesset elections, the taboo that an Arab party should not join a government coalition is liable to be broken, in view of the crisis in Israeli politics and the balance between the Right and Center-Left. The Arab camp is showing a historic willingness for political partnership, but the Zionist Center-Left camp is hesitant to establish a coalition based on the Arab parties. Paradoxically, it is Benjamin Netanyahu who is likely to benefit from the political changes on the Arab street. Although in the past he ran a campaign to delegitimize the Arab parties, today he is embracing the Arab community against the backdrop of a split Joint Arab List. From a practical political viewpoint, Arab voters are differentiating between the nationalist level and the pragmatic day-to-day level. This is evidence of the increasing “Israelization” of the Arab community, though it is not giving up its Palestinian identity.

The word “normalization” has become one of the most famous and used words in the Arab world over the last year. Trump’s announcement in August 2020 of a historic peace agreement between Israel and the United Arab Emirates (U.A.E.) made the headlines all over the world, mainly on social media platforms. Shortly after, it was announced that Bahrain would join the U.A.E., becoming the second Gulf country to sign a normalization agreement with Israel. - In June issue of Beehive, Shay Jovany compares social mobilisation in Jordan and Lebanon against the Israeli military operation “Guardian of the Walls”. This article is part of special issue, "Social Media in Times of Conflict", which analyses social media activism during the recent military conflict and communal disturbances in May 2021. Following several days of violence and civil unrest on the Temple Mount complex and in the Sheikh al-Jarah neighborhood, Hamas fired several rockets at Jerusalem on May 10. This triggered the “Guardian of the Walls” military operation, which similar to Israel’s past operations in Gaza, led to an outpouring of concern and condemnation in the international media and on social media platforms, including in the Arab world.

- In this issue of Iqtisadi, Paul Rivlin discusses the developing economic ties between the United Arab Emirates and Israel with an emphasis on investments in the energy sector. In April 2021, the Israeli firm Delek Drilling announced plans to sell its 22 percent direct stake in the Tamar gas field to investors led by the Abu Dhabi based state-owned Mubadala Petroleum for $1.1 billion. The Tamar field has an estimated 297 billion cubic meters (bcm) of reserves. This would be by far the largest commercial deal yet between Israel and the UAE. Mubadala Petroleum is a wholly owned subsidiary of Abu Dhabi state investor, Mubadala Investment Company. Its plans to move into Israel’s upstream gas sector have the backing of the UAE and Israeli governments. In March 2021, the UAE announced the establishment of a $10 billion fund to invest in energy and other strategic sectors of the Israeli economy. According to the official statement, the UAE will invest in and with Israel in sectors including energy, manufacturing, water, space, healthcare, and agro-tech. The investment fund will support development initiatives to promote regional economic cooperation between the two countries. Funding will come from government and private sector institutions and the Delek deal is part of this framework,

- Over the last decade and a half, Israel and the U.S. have become India’s top arms suppliers, and a robust defence partnership is underway. Beyond pure defence trade, Israeli and U.S. defence companies have participated in the ‘Make in India’ initiative, focusing on technology transfers and the co-development and co-production of technologies. This is the moment for India to capitalise on these two critical, bilateral defence partners, and particularly the start-up innovation hubs of Silicon Valley and Tel Aviv. How can India insert itself into the U.S.-Israel defence technology cooperation corridor, and participate in the development of emerging technologies like quantum computing and artificial intelligence in defence? What benefit will the U.S. and Israel gain from a partnership with India? This paper studies the U.S.-Israel defence technology corridor, and suggests potential collaborations for India. It will necessitate the three innovation hubs of Silicon Valley, Tel Aviv and Bengaluru coming together to capitalise on their respective strengths and declared national technology priorities. Bringing a like-minded, tech-savvy democracy like India into the arc of the U.S.-Israel partnership will offer a trinity of benefits: a robust and tested edge in emerging technologies to the three militaries over their adversaries, develop interoperability, and reinforce their access to the Indian market. The greatest benefit will be for India, which has been set back by lengthy defence acquisition procedures, and will do better with a modern defence base at home. India will have to overcome the geopolitical hurdles of its defence relationship with Russia, and of Israel’s reported defence ties with China and Pakistan, to build a sturdy trilateral cooperation.

- Historically speaking, the European Community and then the European Union have always reacted with paradigm changes in their foreign policies to watershed moments in the Middle East. In response to the two Arab-Israeli wars in 1967 and 1973, the European Community actually set up its own foreign policy in the first place and initiated the Euro-Arab Dialogue. After the Camp David Accords, the nine foreign ministers came out with the Venice Declaration in 1980 which reminded its partners in Washington and Tel Aviv that the Palestine question had been ignored and set the parameters for diplomacy in the 1990s. After the Cold War, however, the European Union became absorbed into the so-called Middle East Peace Process (MEPP), resulting in less independent EU agency on Israel/Palestine. This trend has become particularly obvious over the past four years of the Trump presidency, during which time the EU seemed almost paralyzed. While Europeans are now counting on the incoming Biden administration, during the election campaign Joe Biden stated that he will leave the US embassy in Jerusalem and that he is also favourable of the normalization deals between Israel and certain Arab states which President Trump had pushed for. At the same time, the Biden team seems hesitant to return to negotiations.

- For the first time in 13 years, an Israeli foreign minister (Gabi Ashkenazi, a former Chief of Staff of the IDF) has visited Egypt for talks with his Egyptian counterpart (Sameh Shukri). At the same time, the head of Egyptian Intelligence, Abbas Kamel, landed in Israel to discuss the situation regarding Gaza with Prime Minister Netanyahu and Defense Minister Gantz. Both visits are parts of a bid by President ‘Abd al-Fattah al-Sisi to take the lead in stabilizing the ceasefire between Hamas and Israel and managing the next steps in the broader Israeli-Palestinian context. Egypt has already benefitted from this. The initiative broke the ice between Sisi and the Biden Administration. Israel, stands to gain, as well. Unlike their predecessors, Sisi and Shukri have welcomed the Abraham Accords. Israel and Egypt have common interests in the eastern Mediterranean. And the Egyptians, for their own reasons, do not trust Hamas. Still, Israel is entitled to insist that as mediators, the Egyptians should keep Jerusalem off the table. It would be dangerous for many in the region were Hamas to gain a strategic foothold there. Israel also should insist on a swift release of its citizens held by Hamas and the return of the bodies of dead soldiers held since 2014. Additionally, it would be useful for the Egyptian government to curb the coarse anti-Israeli and often antisemitic discourse in its state-owned media and the Egyptian public domain, which acts to constrain Cairo’s options.

- Israel and China established full diplomatic relations only in 1992, making Israel almost the last Middle Eastern country to do so. Starting in the early 2000s, ties between the two countries began to blossom, mostly because the Chinese government started to view Israel as a global technology hub and began seeking to capitalize on Israel’s innovation capabilities to help meet its own developmental needs and strategic challenges. In addition, as China’s rivalry with Israel’s leading ally, the United States, has heated up, Beijing’s interest in Israel also has gotten stronger. In light of Israel’s status as a major technology hub and a leading U.S. ally, China has sought to deepen its influence in Israel through media engagement and other forms of outreach. As Chinese actors have pursued technological innovation and greater political influence in Israel, they have employed three basic approaches to court favor in and through Israeli media circles: direct messaging to the Israeli public in local Hebrew-language newspapers, the use of Chinese outlets (especially the Hebrew department of China Radio International) targeted at Israeli audiences, and efforts to leverage prominent public figures friendly toward China to amplify favorable messages delivered on these local Israeli and Chinese platforms. China’s messaging strategy in Israel has evolved in three stages. Early on, this strategy mainly included recycled talking points from the Chinese Communist Party that do not always translate well overseas. Between 2015 and 2018, this messaging from Chinese actors started to become more direct and tailored for the Israeli people. Since 2018, Chinese engagement has expanded to include a much wider variety of Israeli media outlets, which has meant even more direct access to ordinary Israelis. This strategy and other elements of China’s diplomatic outreach to Israel seem to be having an impact. According to 2019 polling from the Pew Research Center, Israeli respondents view China more positively than those in any other Western-oriented countries that took part in this survey did. These results are an outgrowth of China’s desire to build influence vis-à-vis Israeli society, especially in terms of Israelis’ views on China. Chinese government officials and other actors see this campaign toward the Israeli people as part of a broader and more important strategic campaign, as Beijing competes with Washington for worldwide influence. Israel has a clear national interest in carefully examining how and why Beijing deploys such strategic messaging and how Chinese actors have leveraged local conditions, language habits, and consumer preferences to advance their objectives. The new Israeli government under Prime Minister Naftali Bennett must act prudently and keep these Chinese messaging activities in mind as it balances and advances Israel’s foreign policy interests, seeking to underscore that it does not see China as an enemy but that cooperation with Beijing needs to be pursued in the right way.

Based on a perception of a hostile region, Israel’s response includes early warning, deterrence and swift – including pre-emptive – military action, coupled with an alliance with a global power, the US. Israel is adjusting these maxims to a changing reality. Overlapping interests – and perhaps the prospect of an even more open conflict with Iran – led to limited relationships between Israel and some Gulf states. These, however, will be constrained until Israel makes progress on the Palestine issue. Israel aligned with Greece and Cyprus around energy and security, which may lead to conflict with Turkey. Russia’s deployment in Syria placed new constraints on Israeli freedom of action there. The US’s retrenchment from the Middle East is not having a direct effect on Israel, while the Trump administration’s support for Israel’s territorial designs in the West Bank may make it easier for Israel to permanently expand there, thus sowing the seeds for future instability in Israel/Palestine. The EU could try and balance against such developments, but, as seen from Israel, is too divided to have a significant impact. - The year 2019 saw additional deterioration in Israel-Jordan relations to the point where ties can be described as “toxic”. Israel’s continued callous disregard of Jordanian sensitivities and interests on policy issues (such as al-Haram a-Sharif/Temple Mount) and economic issues (such as water), was further exacerbated by the particularly volatile issue of the Jordan Valley annexation. Strong security ties continued to provide the basis of the relationship, although they are conducted largely behind the scenes. Economic and civilian cooperation declined, except for the Israeli gas exports to Jordan, which are of strategic importance. Nonetheless, and despite Jordan’s frustration, anger and disappointment with Israel, new content can be infused into the relationship in order to rehabilitate it. Both states have a clear interest in cooperation.

- This paper focuses on the role of energy in shaping Israel’s policies towards the Mediterranean. It is based on the main points raised at the fourth meeting of the research and policy group on “Israel in the Mediterranean” held in December 2019 at the Hebrew University in Jerusalem. The meeting was held at the initiative of the Mitvim Institute, the Hebrew University’s Leonard Davis Institute for International Relations and Haifa University’s National Security Studies Center. This paper highlights the main repercussions of energy findings on regional cooperation and the opportunities it opens up for Israel. It presents the link between diplomatic and economic considerations, and the emerging energy alternatives that Israel is considering as it formulates and implements policies. The paper does not reflect agreement among all meeting participants.

- Abstract:
- This paper explores the nexus between Israel’s energy policy and foreign policy interests in the Eastern Mediterranean. While regional energy cooperation has the potential to be one of the most significant and enduring Israeli foreign policy achievements in recent decades, a closer look at regional geopolitics reveals that energy cooperation is often transactional in nature, and rarely transformative. The discovery of offshore hydrocarbons has also aggravated existing tensions between regional actors. This subject deserves more serious discussion by Israeli policymakers and the Israeli public, who often accept the Netanyahu government’s argument that energy exports will provide Israel massive strategic benefits. As this paper argues, in order to chart an optimal course forward, Israelis must first have a realistic conversation about energy’s potential to catalyze changes in the Eastern Mediterranean that serve Israel’s domestic needs and strategic interests.

197. Axis of Convenience? Israel and China in a multipolar world

- Despite being one of the most important allies of the United States in the Middle East, Israel has been building a new partnership with China since 2013. The repositioning is motivated by changes in the country’s strategic environment, its crisis in the relationship with the United States during the Obama years, and its economic and infrastructural needs. However, Israel is still deeply anchored in its alliance with the United States, which will impose limitations on how far its partnership with China can grow. For now, nevertheless, this relationship attests to the new geopolitical reality of the 21st century in which even the most ardent US allies, such as Israel, must hedge their bets and diversify their partnerships by engaging China.

198. Comments on the Electoral Strength of the Joint Arab List

- Abstract:
- Despite the sharp rise in the voter participation rate in Arab towns in the elections for the 23rd Knesset, the Joint Arab List has probably not achieved its full electoral potential. This is because the Arab sector’s turnout was lower by almost 7 percent than the national average. If the voter participation rate had been 95 percent, the Joint Arab List would have received only one additional seat – an increase from 15 to 16. One of the reasons for this is that it did not sign a surplus agreement with other parties and therefore its chance of receiving additional seats in the division of surplus votes is lower than that of the other parties. The adoption of mandatory voting in Israel may raise the voter participation rate on election day; however, it is likely that such a move would meet intense opposition in the Arab community, most of which opposes the adoption of such an obligation. Any attempt to introduce mandatory voting in Israel must be part of a dialogue and cooperation with representatives of the Arab community. It must also be accompanied by practical steps to improve the situation of Arab citizens, such as amending the Nation-State Law and the allocation of additional resources to the Arab population.

- In this issue of Iqtisadi, Paul Rivlin analyzes economic factors involved in the recent UAE-Israel normalization accords. In August 2020, the US, Israel and the United Arab Emirates (UAE) announced the full normalization of relations between Israel and the United Arab Emirates. In September, the Abraham Accords were signed at the White House between Israel, the UAE, Bahrain and the US. The establishment of diplomatic relations between Israel and the UAE and Israel and Bahrain opens the door for trade, investment and cooperation. Israel is looking for markets, investments and joint projects. The UAE is dominated by two emirates: Abu Dhabi and Dubai. Abu Dhabi is the main oil producer in the UAE and is thus one of the largest in the world. It has a strong interest in reorienting its economy away from oil and has invested in green technologies. Dubai has invested heavily in real estate and tourism and also wants to diversify its economy. Israel is a very suitable trading partner given its strength in hi-tech.
