- The U.S.-Japan strategic relationship, formalized during the depths of the Cold War and refined during the 1980s and 1990s, continues to undergo dramatic changes. Although Japan is economically capable and now seems politically motivated to assume full responsibility for defending itself from threats, it is legally constrained from doing so under the terms of the Japanese constitution, particularly Article 9. The path to defensive self-sufficiency is also impeded by Japan's continuing dependence on the United States embodied in the U.S.-Japan security alliance.

53. Palestinians, Israel and the Quartet: Pulling Back from the Brink?

- Throughout years of uprising and Israeli military actions, siege of West Bank cities and President Arafat's de facto house arrest, it was hard to imagine the situation getting worse for Palestinians. It has. On all fronts – Palestinian/Palestinian, Palestinian/Israeli and Palestinian/ international – prevailing dynamics are leading to a dangerous breakdown. Subjected to the cumulative effects of a military occupation in its 40th year and now what is effectively an international sanctions regime, the Hamas-led Palestinian Authority (PA) government cannot pay salaries or deliver basic services. Diplomacy is frozen, with scant prospect of thaw – and none at all of breakthrough. And Hamas's electoral victory and the reactions it provoked among Fatah loyalists have intensified chaos and brought the nation near civil war. There is an urgent need for all relevant players to pragmatically reassess their positions, with the immediate objectives of: avoiding inter-Palestinian violence and the PA's collapse; encouraging Hamas to adopt more pragmatic policies rather than merely punishing it for not doing so; achieving a mutual and sustained Israeli-Palestinian ceasefire to prevent a resumption of full-scale hostilities; and preventing activity that jeopardises the possibility of a two-state solution.

54. The UN and Peacekeeping: taking the strain?

- The summer of 2006 was open season for political sniping at United Nations peace operations, bookended by wrangling over the Darfur conflict and the Israel/Hizbollah conflict in the Lebanon. In early June, a delegation of Security Council ambassadors visited Sudan to negotiate the deployment of around 15,000 troops to Darfur. They were promptly followed by the organisation's Under-Secretary General for Peacekeeping, Jean-Marie Guéhenno. But a combined total of a month's negotiations failed to deliver any deal.

- September 20th will be a landmark day in Japanese politics. Junichiro Koizumi will step down as president of the ruling Liberal Democratic Party (LDP) and, consequently, as prime minister of Japan. The fact that Koizumi will be stepping down on his own terms as Japan's longest-serving post-war leader and with his favoured successor, chief cabinet secretary Shinzo Abe, the clear front-runner to replace him, indicates just how much this self-styled maverick has recast Japanese politics. Abe's (likely) victory will institutionalise his predecessor's political legacy. This will ensure that Koizumi was not simply a charismatic flash in the pan, as his most trenchant critics inside the LDP and out had hoped, but a political reformer who has changed the nature of Japanese politics.

- On December 8th, 2003, the United Nations General Assembly adopted a resolution to submit the question concerning the legality of Israel's construction of a wall in the Occupied Palestinian Territory to the International Court of Justice for an advisory opinion. The Court accepted, and thus entered into the Israeli-Palestinian conflict - one of the most far reaching, difficult, and delicate disputes that the international community has faced. The purpose of this paper is two-fold. First, it analyzes the most relevant issues in the Wall case related to jurisdiction and merits. Second, it considers the position of the European Union in terms of the Middle East conflict, and specifically, concerning this advisory opinion.

- While the world focuses on Gaza, the future of Israeli-Palestinian relations in fact may be playing itself out away from the spotlight, in Jerusalem. With recent steps, Israel is attempting to solidify its hold over a wide area in and around the city, creating a far broader Jerusalem. If the international community and specifically the U.S. are serious about preserving and promoting a viable two-state solution, they need to speak far more clearly and insistently to halt actions that directly and immediately jeopardise that goal. And if that solution is ever to be reached, they will need to be clear that changes that have occurred since Israelis and Palestinians last sat down to negotiate in 2000-2001 will have to be reversed.

58. Disengagement and Its Discontents: What Will the Israeli Settlers Do?

- Scheduled for 15 August 2005, Israel's disengagement from Gaza and parts of the northern West Bank has already begun. How Israel for the first time evacuates settlements in the Palestinian Occupied Territories will have profound implications for Israeli-Palestinian relations, but also for Israeli society. Regardless of one's assessment of the settlers and their enterprise -- regarded internationally as illegal, by many Israelis as irresponsible and by others as the embodiment of the Zionist project -- it is bound to be a traumatic event for Israel. If it should be mishandled, accompanied by violent settler resistance or Palestinian attacks, the prospects for subsequent peace would be much bleaker. The international community's interest is to press for complete disengagement and then a credible follow-on political process.

- Relations between Japan and North Korea continue to deteriorate due to concerns over Pyongyang's nuclear weapons program and past abductions of Japanese citizens. Nearly a decade and a half of efforts at normalising relations between the countries have faltered due to Pyongyang's unwillingness to give up that program or come clean over the abductions. For Japan, normalisation would help preserve regional stability and represent one more step toward closure on its wartime history; for North Korea, it would potentially produce the single greatest economic infusion for reviving its moribund economy. Indeed, the prospect of normalisation with Japan is one of the leading incentives that can be offered to North Korea in a deal to end the North's nuclear programs.

In Jerusalem, many Israelis “insist that a united Jerusalem will be the eternal capital of the Jewish state,” whereas Palestinians contend that any deal excluding sovereignty over Al-Aqsa Mosque and the Dome of the Rock is “an unacceptable compromise…[that] will make their blood boil.” India and Pakistan's inability to compromise over Kashmir has increased tensions between these nuclear powers, and well before the age of nationalism Maria-Thérèse refused to negotiate with Frederick the Great over the territory of Silesia.

- The intention of this paper is to give an overview of the internal structure of the security sector of the Islamic Republic of Iran (IRI), one of the few states in the Islamic world in which in general the security sector is submitted to the control of the civilian leadership. This paper will not deal with the issues of WMD, the Israeli-Palestinian conflict, Iran's open and covert support for militant Islamic groups abroad, the system's fight against exiled militant opposition groups or Tehran's policy towards Iraq prior to and after the US invasion, although some aspects of the security sectors' tasks are connected to these issues. Instead the paper will focus on the relationship between civilian leadership and the influential heads of the different branches of the security sector, a relationship which is extremely complex and often defies explanation. Therefore it is vital to offer some explanatory remarks on the overall political structure of the system and its main features.

- Joel Peters focuses on the failed peace-making practices of the Middle East multilateral track process launched at Madrid in 1991. He thus uses the dynamics within Arab-Israeli relations to inform an assessment of the Euro-Mediterranean Partnership. Peters shows that conflicts of interests and rivalries among the participating parties emerged as soon as the multilateral peace talks moved from the discussion of ideas to the stage where decisions on the actual implementation of cooperation projects had to be reached. Thus, the demise of the multilateral talks and the subsequent slowdown in the Israeli-Palestinian peace process were underway before the launching of the EMP. The failure of developing peace-making practices within the multilateral Arab-Israeli peace talks inevitably spilled over to the EMP from the outset.

- The central purpose of this article is to analyze the impact of the Japanese party system on the rearmament rhetoric in the 90's. based on a theoretical model which incorporates regional factors as well as domestic variables, the author argues that the rise of the rearmament rhetoric in Japan is a result of changes in the regional context of the country and the prominence of Conservatoriums in the domestic political arena. The author also presents a brief recount of Japanese political history since the Second World War. This article provides a general framework for the study of the impact of the party system on foreign policy making, and contributes to the present debate on the need to incorporate domestic variables to the study of international events.

- Russia's Foreign Policy Russian foreign policy in the coming years will be characterized by weakness; frustration--primarily with the United States as the world's preeminent power--over Russia's diminished status; generally cautious international behavior; and a drive to resubjugate, though not reintegrate, the other former Soviet states. The international situation affords Russia time to concentrate on domestic reforms because, for the first time in its history, it does not face significant external threats. But rather than use the breathing space for domestic reforms, Putin is as much--if not more--focused on restoring Russia's self-defined rightful role abroad and seeking to mold the CIS into a counterweight to NATO and the European Union. The Outside World's Views of Russia Russia does not have any genuine allies. Some countries are interested in good relations with Russia, but only as a means to another end. For example, China sees Russia as a counterweight to the United States but values more highly its ties with the United States. Some countries see Russia as a vital arms supplier but resent Russia also selling arms to their rivals (China-India, Iran-Iraq). Pro-Russia business lobbies exist in Germany, Italy, Turkey, and Israel (one-fifth of whose population now consists of Soviet émigres), but they do not single-handedly determine national policies. Europe is the only region that would like to integrate Russia into a security system, but it is divided over national priorities and institutional arrangements as well as put off by some Russian behavior. Most CIS governments do not trust their colossal neighbor, which continues to show an unsettling readiness to intervene in their internal affairs, though they know Russia well and are to a considerable degree comfortable in dealing with it. Turkey has developed an improved dialogue and an unprecedented number of economic ties with Russia during the post-Cold War period, but this more positive pattern of relations has not fully taken root, and Ankara remains suspicious of Moscow's intentions. Since the collapse of the Soviet Union, Moscow's role in the Middle East has been reduced, but Israel, Syria, Egypt, Libya, and Iraq all favor good relations with Russia. Mutual interests also override disagreements in Russian-Iranian relations, but Tehran is wary of Russian behavior, particularly toward Saddam Hussein. India still trusts Russia--a sentiment that is perhaps a residue of the genuine friendship of Cold War days--but clearly not in the same way it once did, and New Delhi fears that weakness will propel Russia into doing things that could drive India further away. In East Asia, the most substantial breakthrough has been the resurrected relationship between Russia and China, one that entails significant longer-term risk for Russia. Other countries in the region value their links with Moscow as a means to balance a more powerful China, or as a useful component of their larger political and economic strategies, but Russia's role in East Asia--as elsewhere--remains constrained by the decline in its political, military, and economic power over the last decade. Russia's Weakness Russia's weakness stems from long-term secular trends and from its domestic structure. In essence, the old nomenklatura and a few newcomers have transformed power into property on the basis of personal networks and created an equilibrium resting on insider dealings. These insiders may jockey for position but have a vested interest in preserving the system. The public does not like the system but is resigned to it and gives priority to the preservation of order. As for the economy, it is divided into a profitable, internationally integrated sector run by oligarchs and a much larger, insulated, low-productivity, old-style paternalistic sector that locks Russia into low growth. No solace will be forthcoming from the international business and energy worlds. They do not expect the poor commercial climate to improve greatly and will not increase investments much beyond current levels until it does. Militarily, Russia will also remain weak. Its nuclear arsenal is of little utility, and Moscow has neither the will nor the means to reform and strengthen its conventional forces. Hope for the Future? The best hope for change in Russia lies with the younger generation. Several participants reported that under-25 Russians have much more in common with their US counterparts, including use of the Internet, than with older Soviet generations. But there was some question over whether the new generation would change the system or adapt to it. Others placed some hope in international institutions, for instance the World Trade Organization, eventually forcing Russia to adapt to the modern world. Dissenting Views Some participants dissented from the overall forecast of depressing continuity. The keynote speaker, James Billington, stated that Russia would not be forever weak and that the current confusion would end in a few years either through the adoption of authoritarian nationalism or federated democracy. One scholar felt the Chechen war was feeding ethnic discord in other areas of the Federation to which Moscow would respond with increased authoritarianism, not necessarily successfully. Finally, a historian observed that the patience of Russians is legendary but not infinite, meaning that we should not be overly deterministic.

- This paper outlines a general approach for analyzing the role of culture in international environmental policymaking. It draws on work in anthropology and foreign policy analysis. As a first step in investigating the role of culture in international environmental policy, culture needs to be viewed as a “toolkit of environmental ideas.” The second step is to delimit broad definitions of culture to a more workable forms. Three forms are offered (following Hudson 1997a): culture as organization of environmental meaning, environmental shared-value preferences, and templates for environmental action. The third step is to answer three basic questions relative to the specific definition of culture employed: who draws what environmentally-related ideas from the ideas toolkit, how are these ideas employed in the political arena, and how do these ideas, originally drawn upon for political purposes, change and ultimately end up changing the set of environmentally-related ideas in the toolkit. In the political arena the ideas are assumed to be embodied in a “discourse.” The terminology of discourse and the body of theory built up around it is then used as a vehicle for examining the role of culture and cultural change in international environmental policymaking. A rough and preliminary attempt is made to provide a concrete example of the above approach in relation to the role of culture in the transboundary air pollution issue in Northeast Asia.

69. North Korea: How Much Reform and Whose Characteristics?

- This paper is the first of a three part project on economic reform on the Korean Peninsula. In this first paper, I focus on the question which has been subject to considerable recent debate, namely whether collapse of North Korea is imminent. In accessing this question the paper discusses the three structural bottlenecks now thought to be severely constraining the North Korean economy following a series of external shocks in the late 1980s, food shortages, energy constraints and a limited capacity to earn foreign exchange. Much speculation has focused on the deterioration in the food economy and that a prolongation of current food shortages will see North Korea collapse. One contribution of this paper lies in its attempt to analyze North Korean agricultural production and food consumption patterns using data made available by North Korea to the United Nations Food and Agricultural Organization. Several anomalies are found between this data and recent World Food Program assessments of food conditions and estimates of nutritional requirements which suggest caution in drawing a too deterministic link between current food shortages and collapse. The paper then discusses the role of international and regional players in prolonging North Korea's economic survival. In particular, the terms under which North Korea signed onto the 1994 Agreed Framework, a return to favorable trading terms with China, and North Korea's attempts aimed at expanding economic ties with the international community, could sustain North Korea at subsistence levels for the next 5 years at least. If collapse is not imminent in the short to medium term, then the policy implications that emerge from such a scenario are clear: that the international community will need to continue to pursue a policy approach of managing tension reduction and the integration of North Korea into the international community. Whether the North Korea regime will embrace fundamental reforms needed to ensure longer term survival remains difficult to judge. In the final section of the paper, several reasons are advanced as to why the window of opportunity for North Korea to embrace reform is now greater than at any time in the past.

- The nuclear nonproliferation regime was challenged in 1998 by nuclear-weapon tests in India and Pakistan, by medium-range missile tests in those countries and in Iran and North Korea, by Iraq's defiance of UN Security Council resolutions requiring it to complete its disclosure of efforts to acquire weapons of mass destruction, and by the combination of “loose nukes” and economic collapse in Russia. Additional threats to the regime's vitality came in 1999 from the erosion of American relations with both China and Russia that resulted from NATO's 1999 bombing of Yugoslavia—with additional harm to relations with China resulting from U.S. accusations of Chinese nuclear espionage and Taiwan's announcement that it was a state separate from China despite its earlier acceptance of a U.S.-Chinese “one China” agreement. Major threats to the regime also came from the continued stalemate on arms-control treaties in the Russian Duma and the U.S. Senate, from a change in U.S. policy to favor building a national defense against missile attack, and from a Russian decision to develop a new generation of small tactical nuclear weapons for defense against conventional attack.

The statement applies whether the alliances are between or among countries, corporations, universities, research centers, or other institutions. That the goods (or benefits) are “collective” means that their availability to one alliance member (or their production by any member) implies their availability to the other members of the alliance.

- China is perhaps the most important variable in East Asian security, not only because of its growing power but also because of the great uncertainty over its future. Therefore, to assess China's impact on regional security, one question should be tackled first: what will China look like in the future? There are three different schools of thought concerning China's future: the “implosion" school holds that China, unable to cope with a wide array of social, economic, and political challenges created by its rapid economic growth, will follow in the footsteps of the former Soviet Union and “implode" the “expansion" school argues that as China gradually builds up its material strength, Beijing will wield its weight and seek to establish hegemony in the region; and the “integration" school believes that as China's economy further merges with the world economy, Beijing's internal and external behaviors will slowly but inevitably conform to international norms, and China will become a more responsible and more cooperative member of the world community.

- Abstract:
- Since the end of the Cold War, the power and prestige of the United States in East Asia have suffered a worrisome degree of erosion. The erosion is, in part, the by-product of long-run secular trends, such as structural shifts in the balance of power caused by the pacesetting growth of East Asian economies. But the decline has been aggravated by shortcomings in U.S. policy toward East Asia, particularly the lack of a coherent strategy and a clear-cut set of policy priorities for the post-Cold War environment. If these shortcomings are not corrected, the United States runs the risk of being marginalized in East Asia--precisely at a time when our stakes in the region are as essential as those in any area of the world. What is needed, above all, is a sound, consistent, and publicly articulated strategy, one which holds forth the prospect of serving as the basis for a sustainable, nonpartisan domestic consensus. The elements of an emerging national consensus can be identified as follows:
