Abstract:
For decades, the US operated as the central mediator between Israel and the Palestinians. However, after decades of stalled negotiations, it is likely that future peacemaking efforts will be multilateral, reliant on an orchestra of international actors who can support specific processes that, in concert, could encourage Israelis and Palestinians to reapproach one another. This piece examines the role of Greece and Cyprus, two regional actors whose strategic relationship with Israel has strengthened over the last decade, could help advance peace. Though secondary players in the context of the Israeli-Palestinian conflict, there are concrete ways that both states – if invited by the central parties – could contribute to a more conducive environment for cooperation and dialogue.

Abstract:
Over the last 40 years, since the 1979 Israel-Egypt peace treaty (that alluded to but did not solve the Palestinian question) and the European Community’s 1980 Venice Declaration, Europe has been seeking ways to help advance Israeli-Palestinian peace. The task was not an easy one, mostly due to United States of America (US) dominance of peace negotiations and negative Israeli attitudes towards Europe as a mediator. Thus, while Europeans were key in shaping international language on the conflict, they have remained in the back seat when it comes to shaping dynamics on the ground. Since the collapse in 2014 of the John Kerry initiative to advance the peace process, the task has become even more difficult for the Europeans. Realities on the ground, such as a right-wing government in Israel lacking interest in advancing a peace process, expanded settlement construction, as well as the internal Palestinian split and governance deficiencies in the Palestinian Authority, make the two-state solution ever more difficult to achieve. In addition, Israel’s leadership has worked to weaken and divide the EU in order to limit its role on the issue. In this endeavor, it has profited from different interests and priorities among EU Member States as reflected in discussions and decision-making processes regarding the Israeli-Palestinian conflict. These trends have increasingly intensified in recent years, and it is the goal of this publication to analyze them, assess their impact on European capacities and policies, and devise recommendations to tackle and perhaps even reverse them. The publication includes three analytical chapters focusing on internal European dynamics, on Israel’s foreign policy towards the EU, and on EU policy-making regarding the Israeli-Palestinian conflict/peace process.

This paper asserts that the Arab–Israeli conflict, and in particular the question of Palestine, has been the major issue of regional concern across the Middle East for over a century. It claims that the failure to resolve the question of Palestine will continue to impact on the region’s stability and its geopolitical dynamics and to shape popular opinion while limiting Arab leaders’ options. It first situates the Arab–Israeli conflict as a core regional issue in historical context – which is crucial for understanding where we are today – before critically reviewing the Oslo “peace process” and its failure to deliver a just and sustainable peace within the framework of a “two-state solution”. It suggests that this failure has resulted in the ramping up of lingering regional problems (e.g. southern Lebanon, the Golan Heights, refugees and in Palestine itself) and the rise of new challenges and frameworks (e.g. the Resistance Axis and the BDS movement). It concludes that the time has come for the international community – including the European Union, which has contributed to the failure of the two-state solution – to consider alternative paradigms and actions.

Abstract:
Amidst violent events, it is easy to be tempted to seek decisive “solutions” to the Palestinian problem(s) – in both the PA areas and in Gaza – through drastic military action, or through equally dramatic concessions. But given the lessons of recent history, as well as the unpredictable nature of regional events, it makes sense to adhere to “conflict management” and piecemeal arrangements. This is not as a cowardly choice by hapless political and military leaders, but as a rational choice in irrational circumstances; even more so when the Iranian challenge looms larger than ever on Israel’s immediate horizons. Patience has its own merits.

9. Bringing Back the Palestinian Refugee Question

The Palestinian refugee question, like the refugees themselves, has been politically marginalised and demoted on the diplomatic agenda. Yet, whenever the diplomatic process comes out of its current hiatus, the Palestinian leadership will be able to negotiate and sell a deal only if it wins the support or at least acquiescence of refugees – because if it does not, it will not bring along the rest of the Palestinian population. Refugees currently feel alienated from the Palestinian Authority (PA), which they regard with suspicion; doubt the intentions of Palestinian negotiators, whom they do not believe represent their interests; and, as one of the more impoverished Palestinian groups, resent the class structure that the PA and its economic policies have produced. As a result of their isolation, refugees in the West Bank and Gaza are making demands for services and representation that are reinforcing emerging divisions within Palestinian society and politics. There arguably are ways to address refugee needs, both diplomatic and practical, that are not mutually exclusive with core Israeli interests. This report examines what could be done on the Palestinian side to mitigate the risk that the Palestinian refugee question derails a future negotiation.

The confrontation between Muslim and Christian inhabitants of Western Mindanao, between the 'Moros' and the Philippine State, belongs to that category of 'forgotten conflicts' of which most international relations practitioners are often only vaguely aware. The conflict has historical roots that reach back centuries and has evolved with many twists and turns, culminating in an equally long and no less convoluted peace process. However, this conflict has important international ramifications and is one in which the international community is today actively involved, with facilitating and monitoring mechanisms involving states as well as non-state actors. In particular the European Union has been playing an increasingly important role, including in relation to diplomatic efforts aimed at finding a lasting solution to the conflict, based on its holistic approach to crises and interaction with European NGOs.

The possibility of Israeli military action against the Iranian nuclear program has existed since at least 2002. However, beginning in the fall of 2011, Israeli rhetoric and international concerns about military action against Iran have reached unprecedented levels. Israeli Prime Minister Benjamin Netanyahu and Defense Minister Ehud Barak began to proclaim that Iran was nearing a “zone of immunity” to Israeli attack and therefore Israel would have to act soon. In contrast, former heads of Israel's foreign and domestic intelligence services question the utility of such an attack.

The accession to power of a new leader in North Korea has not increased the prospects for denuclearization. Hints that Kim Jong-un might experiment with agricultural and economic reforms are not accompanied by any suggestion that he is considering abandoning the country's nuclear weapons program. On the contrary, all signs point to North Korea's staunch determination to advance the nuclear program while undertaking efforts to compel the international community to recognize it as a nuclear weapons state. 15. The Philippines: Local Politics in the Sulu Archipelago and the Peace Process

Abstract:
Politics in the Sulu archipelago could be an unforeseen stumbling block for a negotiated peace with the Moro Islamic Liberation Front (MILF) in the southern Philippines. So far the presumed spoilers have been Christian settlers, conservative nationalists, and recalcitrant members of the other insurgency in the Muslim south, the Moro National Liberation Front (MNLF). The islands off the coast of Mindanao have been all but forgotten. But the provincial governors of Basilan, Sulu and Tawi-Tawi, although Muslim, are wary of any agreement that would allow the MILF, dominated by ethnically distinct groups from Central Mindanao, to extend its sway and jeopardise the patronage system they enjoy with Manila. The challenge for the government of President Benigno Aquino III is to find a way to offer more meaningful autonomy to the MILF and overcome differences between the MILF and MNLF without alienating powerful clan leaders from the Sulu archipelago with a capacity to make trouble.

This paper sets out to explore the role of domestic politics in the shaping and implementing of Philippine foreign policy and its relations with China. It examines how domestic politics have driven Philippine foreign policy behaviour towards China; whether the Philippine Government has successfully managed the domestic drivers in promoting the state's interests in its relations with China, and whether there are major constraints that have prevented the attainment of more desirable outcomes in the bilateral ties. It looks at three cases: the Philippines-China joint marine seismic undertaking in the South China Sea; China's participation in the national broadband network project and a railway project; and Philippine reactions to China's execution of three Filipino drug mules.

While spared from internal turmoil, Israel and the Palestinian Territories have nonetheless been affected by the region's political transformation brought about by the Arab Spring. Reflecting what can be described as Israel's “bunker” mentality, the Israeli government has characterized the Arab revolutionary wave as a security challenge, notably given its concern about the rise of Islamist forces. Prime Minister Netanyahu has capitalized on this sense of insecurity to justify his government's lack of significant action when it comes to the peace process. On the Palestinian side, both Hamas and Fatah have lost long-standing regional backers in Egypt and Syria and have had to contend with their increasingly shaky popular legitimacy. This has spurred renewed efforts for reconciliation, which however have so far produced no significant results. Against this backdrop, the chances for a resumption of serious Israeli-Palestinian peace talks appear increasingly dim. An effort by the international community is needed to break the current deadlock and establish an atmosphere more conducive for talks. In this context, the EU carries special responsibility as the only external actor that still enjoys some credibility as a balanced mediator between the sides.

Changing with rapid speed, the current political geography of the occupied Palestinian territory has de facto come to undermine a two-state solution and is turning the official aim and end point of international negotiations at best into a naïve mirage for policymakers and at worst into a façade for a very different political game playing out in the occupied territory of the West Bank and Israeli-annexed East Jerusalem: that of Israel's ongoing territorial expansion into Palestinian land. The study shows how the settlement policies inside what are internationally-recognised Palestinian territories are not merely undermining the realisation of the two-state solution: the territorial claims put forward and pursued in practice and their anchoring in strategies of legitimisation reach far beyond international legal standards. This reveals a very different political narrative embedded at the core of the conflict from that projected by those images often appearing in the mainstream media and policy circles: a narrative of an ongoing struggle over land detached from any 'Peace Process' measures.

The divided Korean peninsula is a flashpoint in the regional security complex in East Asia. The central issue is the threat posed by North Korea and how to meet it. After a review of North Korea as an international actor and of two important incidents in 2010 (the sinking of the South Korean naval ship Cheonan and North Korea's shelling of the South Korean coastal island of Yeonpyeong), the rationality underlying the country's military efforts is considered. South Korea's Nordpolitik is reviewed and the rise and decline of its sunshine policy and the role of its alliance with the United States is described. Two non-Korean great powers, China and the United States, are important actors in the region, and their relations with North Korea, goals and priorities, and implementation strategies are outlined. The report concludes with reflections on the potential for changing the present security complex, which is marked by a fear of war, into a restrained security regime, based on agreed and observed rules of conduct.

With no agreement on a two-state solution to the Palestinian-Israeli conflict in sight, one-state dynamics are gaining momentum – a development that will be difficult to reverse or even contain. In the medium and long term, no one benefits from such a development. Indeed, all might lose: an ugly one-state dynamic has no happy ending, and such a solution is rejected by Palestinians and Israelis alike. Instead, the emerging one-state reality increases the potential for various kinds of conflicts and contradictory impulses. The international community too finds itself unprepared and perhaps unwilling to confront this emerging reality, but in doing so it imperils the prospects for peace in the region – the exact thing it seeks to promote.

Frustrated by years of inconclusive peace talks, the Palestinians are turning to the United Nations to gain recognition as an independent state. Their bid is opposed by Israel and the United States, with the latter threatening to block any bid for full UN membership in the UN Security Council. To bypass the US veto, the Palestinians plan to request recognition to the UN General Assembly, where they are sure to get the two-third majority of votes needed for the approval of the resolution. While legally non-binding, a favourable vote in the UNGA would be a political boost for the Palestinians' cause - or so they hope. Full EU backing would give critical political weight to the Palestinians' claim. EU states are deeply divided on the issue of Palestinian membership of the UN but instead of opposing the initiative altogether, the EU has been engaging the Palestinian leadership in the hope of modifying its stance. Should the EU fail to persuade the PA to give up on its request for full UN membership, it should abstain in bloc while tabling a concurring resolution that would spell out clearly the parameters for renewed peace talks.

The indigenous peoples of the southern Philippines known as the Lumad are in a precarious position as the peace process between Muslim rebels and the government moves forward. If and when a settlement is reached, thorny questions about protecting their distinct identity and land will have to be addressed. Many of the tribes fear that because they lack titles for their traditional territory, they will be unable to claim the resources and exercise their right to self-governance after a deal is signed. The question is what can be done now to reassure them that they will retain control of their land. While the peace process with the Moro Islamic Liberation Front (MILF) may be ill-suited to advancing indigenous rights because its structure and content do not prioritise these issues, the government and the MILF should take steps both within and outside the parameters of formal negotiations to respond more concretely to the concerns of the Lumad.

Pyongyang's adventurism during 2010 such as the Yeonyeong shelling has further complicated the already strained Sino-DPRK relations, despite closer interaction between the two countries. The biggest challenge to Beijing was to shake the foundation of China's DPRK policy, defined as maintaining the status quo by crisis aversion, with the emphasis on ad hoc guidance for immediate crisis management. Chinese analysts criticised Beijing's lack of an effective overarching strategy toward Pyongyang. Clearly its current approach of accommodation vis-à-vis Kim Jong-Il may not be sustainable. This principle not only symbolises Beijing's buffer zone mentality concerning the North's regime survival but also its difficulty in finding any feasible substitute. Beijing does see the high cost of continued support for an unpredictable neighbour.

Abstract:
The deadly provocations by North Korea in the Yellow Sea in 2010 – the Ch' ŏ nan sinking and the Yŏnp'yŏng Island shelling – drew condemnation and limited military responses by South Korea, the U.S. and Japan, but Beijing has been reluctant to go beyond counselling restraint to all parties. While declining to call Pyongyang to ac- count, it criticised Washington for stepped-up military exercises with allies in North East Asia. Beijing's unwillingness to condemn North Korea prevented a unified international response and undermines China's own security interests, as it invites further North Korean military and nuclear initiatives, risks increased militarisation of North East Asia and encourages an expanded U.S. military and political role in the region. Because it is seen as having failed to take greater responsibility to safeguard stability, China has also damaged its relationships in the region and in the West. The joint statement Presidents Hu and Obama issued on 19 January has helped, but China has ground to make up if it is to recover credibility as an impartial broker in the Six-Party Talks on North Korea's nuclear program.

Abstract:
The Sino-Japanese relationship is a highly complex one, marked both by Japan's aggressive wars from the 1930s on and the present economic interdependence between the two countries. Focusing on the role of the territorial conflict in the East China Sea, this DIIS Report considers how China's leaders handle anti-Japanese nationalism by adopting a Janusian stance and pursuing both China's basic interest in close economic relations with Japan and also domestic stability. After a review of Chinese and Japanese sovereignty claims in the area and of the rise of nationalism since the early 1980s, four crises over the East China Sea are examined to identify the character of and changes in China's policy. For the last ten years China's leaders have attempted to conduct a more pragmatic policy towards Japan and evade the pernicious shadow of history. But this policy faces critical problems both in a growing popular nationalism in China and in the Japanese government's lack of willingness to restrain their own nationalists and the absence of legal possibilities for them to do so.

The Israeli-Syrian track has been an important component of the Arab-Israeli peace talks due to its integral role in reaching comprehensive peace in the Middle East. The latest round of indirect peace talks between Israel and Syria was initiated under the sponsorship of Turkey on May 21, 2008, and by the end of 2008 both sides were ready to start the direct talks. However, in protest of Israeli aerial and ground offensive in Gaza in December 2008, Syria halted the indirect talks with Israel. Several factors, including the lack of American endorsement; Olmert's weak prospect in Israel due to the ongoing corruption investigation; approaching early elections, and the rise of rightist parties in Israel, topped by the Israeli offensive in Gaza, rendered the conciliation efforts futile.

“I am sure they (the IDF soldiers) committed this crime.” I read these words just after I had finished the first draft of this paper on 1 February 2009. Oakland Ross, the Toronto Star journalist, was quoting Dr. Ezzeldeen Abu al-Aish who had trained at the Soroka hospital in Beersheba and the Tel Hashomer hospital in Tel Aviv. The interview was held at the latter Israeli hospital where another daughter was being treated for her injuries after the IDF opened the Ezer crossing to Gaza in a rare exception and allowed a Palestinian ambulance to meet up with an Israeli ambulance so the injured child could be transferred by IDF helicopter to the hospital. Dr. Abu al-Aish, a gynaecologist at Gaza's main Shifa Hospital, was a peace activist; his children attended peace camps with Israeli children. During the war, he had been heard frequently on Israel's Channel 10 TV station reporting in fluent Hebrew by cell phone via his friend, the Israeli journalist, Shlomi Eldar, to Israelis on the health problems resulting from the war that he had been witnessing in Gaza from his top floor apartment of a five-storey apartment building on Salahadin Street at the corner of Zino Rd. in Jebaliya just north of Gaza City. On Friday, 16 January 2009 less than 36 hours before the ceasefire went into effect in Gaza on Sunday, 18 January 2009, he was on the air when two shells from an Israeli tank parked a block away ploughed through his apartment and killed three of his daughters. 22-year-old Bisan, 15-year-old Mayer, 14-year old Ayan, and his 14-year-old niece, Nour Abu al- Aish.

The Israel-Hamas war has ended but none of the factors that triggered it have been addressed. Three months after unilateral ceasefires, Gaza's crossings are largely shut; reconstruction and rehabilitation have yet to begin; rockets periodically are fired into Israel; weapons smuggling persists; Corporal Shalit remains captive; and Palestinians are deeply divided. It is not as if the war changed nothing. Many hundreds lost their lives, tens of thousands their livelihood and a new political landscape has emerged. But the war changed nothing for the better. The status quo is unsustainable, and Gaza once again is an explosion waiting to happen. Genuine Palestinian reconciliation and a fully satisfactory arrangement in Gaza may not be on the cards, but lesser steps may be feasible to lessen the risk of escalation, address Gaza's most pressing needs and achieve some inter-Palestinian understanding. That would take far greater flexibility from local actors – and far greater political courage from outside ones.

The policy of isolating Hamas and sanctioning Gaza is bankrupt and, by all conceivable measures, has backfired. Violence is rising, harming both Gazans and Israelis. Economic conditions are ruinous, generating anger and despair. The credibility of President Mahmoud Abbas and other pragmatists has been further damaged. The peace process is at a standstill. Throughout Gaza's history, its powerful clans and families have played a part whose importance has fluctuated with the nature of central authority but never disappeared. As the Palestinian Authority (PA) gradually collapsed under the weight of almost a decade of renewed confrontation with Israel, they, along with political movements and militias, filled the void. Today they are one of the most significant obstacles Hamas faces in trying to consolidate its authority and reinstate stability in the territory it seized control of in June 2007. Although they probably lack the unity or motivation to become a consistent and effective opposition, either on their own or in alliance with Fatah, they could become more effective should popular dissatisfaction with the situation in Gaza grow. There are some, as yet inconclusive, indications that Hamas understands this and is moderating its approach in an attempt to reach an accommodation.

In the post-Vietnam era, the nature of American politics and the congressional role in foreign policy have been greatly altered. The role of media, money, lobbyists, political parties, the White House, and Congress—as an institution and as individual members—have collectively established a system that allows special interests to shape the narratives of key foreign policy issues and, in turn, manipulate the manner in which Congress asserts itself. The reaction of the 107th Congress to the second Palestinian intifada, which began in September 2000, is a case in point: Congress selectively viewed the conflict through the lens offered by others. The reaction of Congress has little to do with deep-seated bias toward Israel or instinctive hostility toward Palestinians. Rather, for its own reasons—including self-serving political calculations—Congress sided with Israel. As a congressional staff member during this period, I was privy to inside information—letters to and from members of Congress, “Dear Colleague” internal memos, letters from the administration and foreign governments, letters from interest groups pertaining to Middle East policy—and witnessed or participated in numerous conversations and debates about the Middle East. My first-hand source material and experience gave me a unique perspective on the often misunderstood process of congressional decisionmaking.

If there is a silver lining in the recent succession of catastrophic developments in the Middle East, it is that they may impart renewed momentum to the search for a comprehensive settlement of the Arab-Israeli conflict. It is, admittedly, a slender hope. Since the collapse of the peace process in late 2000, none of the region's parties has displayed the requisite capacity or willingness to reach an acceptable compromise, while the international community has shown more fecklessness than resolve. But the Lebanon war must serve as a wake-up call: so long as the political roots of the Arab-Israeli conflict are not addressed, it will remain a bottomless source and pretext for repression, radicalisation and bloodletting, both in the region and beyond. Throughout years of uprising and Israeli military actions, siege of West Bank cities and President Arafat's de facto house arrest, it was hard to imagine the situation getting worse for Palestinians. It has. On all fronts – Palestinian/Palestinian, Palestinian/Israeli and Palestinian/ international – prevailing dynamics are leading to a dangerous breakdown. Subjected to the cumulative effects of a military occupation in its 40th year and now what is effectively an international sanctions regime, the Hamas-led Palestinian Authority (PA) government cannot pay salaries or deliver basic services. Diplomacy is frozen, with scant prospect of thaw – and none at all of breakthrough. And Hamas's electoral victory and the reactions it provoked among Fatah loyalists have intensified chaos and brought the nation near civil war. There is an urgent need for all relevant players to pragmatically reassess their positions, with the immediate objectives of: avoiding inter-Palestinian violence and the PA's collapse; encouraging Hamas to adopt more pragmatic policies rather than merely punishing it for not doing so; achieving a mutual and sustained Israeli-Palestinian ceasefire to prevent a resumption of full-scale hostilities; and preventing activity that jeopardises the possibility of a two-state solution.

While the world focuses on Gaza, the future of Israeli-Palestinian relations in fact may be playing itself out away from the spotlight, in Jerusalem. With recent steps, Israel is attempting to solidify its hold over a wide area in and around the city, creating a far broader Jerusalem. If the international community and specifically the U.S. are serious about preserving and promoting a viable two-state solution, they need to speak far more clearly and insistently to halt actions that directly and immediately jeopardise that goal. Scheduled for 15 August 2005, Israel's disengagement from Gaza and parts of the northern West Bank has already begun. How Israel for the first time evacuates settlements in the Palestinian Occupied Territories will have profound implications for Israeli-Palestinian relations, but also for Israeli society. Regardless of one's assessment of the settlers and their enterprise -- regarded internationally as illegal, by many Israelis as irresponsible and by others as the embodiment of the Zionist project -- it is bound to be a traumatic event for Israel. If it should be mishandled, accompanied by violent settler resistance or Palestinian attacks, the prospects for subsequent peace would be much bleaker. The international community's interest is to press for complete disengagement and then a credible follow-on political process.

Focus group research in Morocco, Egypt, and Indonesia has shown that it is possible to improve the image of the United States in the Muslim world. Although many Muslims are angry at what they perceive America does, the right efforts to communicate can produce significant shifts in attitudes. Such efforts would involve listening more, speaking in a humbler tone, and focusing on bilateral aid and partnership, while tolerating disagreement on controversial policy issues. Fortunately, a window of opportunity has opened with the Iraqi elections, renewed hope for Israeli-Palestinian peace, tsunami relief, and developments in Lebanon and Egypt, as well as the start of a new administration in Washington. The Ministers of Foreign Affairs of the Euro-Mediterranean Partnership (EMP) held their annual meeting in Naples on December 2-3, 2003. The Naples conference was the sixth in the series of such meetings since the founding conference of the partnership, which took place in Barcelona in November 1995. With an annual budget of €1 billion, the EMP is a process of “multi-bilateral” cooperation in the political and security; economic and financial; and social and cultural areas. It involves the European Union (EU), and Cyprus, Israel, Malta, Turkey, as well as seven Mediterranean Arab countries (Algeria, Egypt, Jordan, Lebanon, Morocco, Syria, and Tunisia) and the Palestinian National Authority. In Naples, the Ministers delivered only general declarations regarding contentious issues such as the situation in Iraq, the Israeli-Palestinian road map, and international terrorism. Predictable and incremental as it was, progress was nevertheless achieved on three main “baskets” of the partnership agenda.

Since the end of the Iraq war, Washington and Damascus have been locked in a dialogue of the deaf. U.S. policy has been reduced to a series of demands and threats. Syrian policy, with President Bashar still struggling to formulate and implement a coherent strategy, has been mainly wait-and-see – offering a few concessions and hoping to weather the storm while refusing to relinquish what it sees as trump cards (support for Hizbollah and radical Palestinian groups) so long as the conflict with Israel continues. When Israeli-Palestinian permanent status negotiations resume, a key stumbling block is likely to be the Palestinian refugee question. The plight of the refugees and the demand that their right of return be recognised has been central to the Palestinian struggle since the 1948 Arab-Israeli War. Palestinians warn that a dissatisfied, angry refugee community whose core demands remain unmet could undermine any peace agreement. For their part, Israelis reject any significant return of refugees, which would spell the end of the Jewish state. They suggest that the issue has been kept artificially alive by the Palestinian leadership and Arab states; improvements in the desultory living conditions of camp refugees coupled with substantial resettlement plans in host or third countries could, they argue, dilute the intensity of the demand for return.

Israel and Palestine are certainly not good neighbours and the question that arises is will a fence between Israel and Palestine turn them into 'good neighbours'. This paper deals with the Israeli decision to construct a fence that will divide Israel and the West Bank. Almost all public debate of the wall in Israel has been limited to the security aspects. Abstract:
The Quartet was born at a meeting of foreign ministers in Madrid in April 2002, in response to Israeli army incursions into the Palestinian territories and in an attempt to give a fresh impetus to Western efforts to revive the lapsed Middle East peace process. The Quartet consists of the EU, Russia, the US and the United Nations. Given the relative passivity of the Russian and UN participants, the Quartet is effectively being driven by the US and the EU. While not yet successful in re-activating the peace process, it confirms in principle for the EU for the first time since the end of the Clinton period that the peace process is no longer the exclusive domain of the US, and that the US appears to welcome a more active European role as a political player, rather than just a payer of aid.

The Israel-Lebanon border is the only Arab-Israeli front to have witnessed continuous violence since the late 1960s and it could become the trigger for a broader Arab-Israeli conflict. Yet, in recent times it has been the object of very little international focus. Amidst raging warfare between Israelis and Palestinians and mounting war-talk surrounding Iraq, there is scant energy to devote to a conflict that, since Israel's May 2000 withdrawal from Lebanon, appears devoid of justification and which neither of its principal protagonists seems interested in escalating. But ignoring it could be costly. Neither its roots nor its implications have ever been purely local. Israel's withdrawal has lessened the immediate costs but in some ways rendered the problem more unpredictable. Stripped of its cover as an Israeli-Lebanese border dispute, it has laid bare both the underlying Israeli-Syrian confrontation and Iran's involvement in the conflict.

As we enter 2003, the Israeli-Palestinian context is defined by a series of inter- related phenomena: a continuing loss of Israeli and Palestinian lives; political turbulence (and some convergence) in Israel; progress, after much debate, on the question of reform and Chairman Arafat's leadership; a factional struggle for dominance of Palestinian popular politics; devastation of the Palestinian economy, and a lesser but still damaging corrosion of the Israeli economy; and public attitudes on both sides defined by the concept of “tactical hawks, strategic doves”—but with trends showing a worrying erosion of support for peaceful solutions. The international context is defined by growing consensus on substantive issues among international, Arab, and some U.S. officials; some remaining tactical and presentational differences within this group; a rise of anti-Semitic and anti-Arab attitudes; and uncertainty about the consequences of regime change in Iraq. The combination—alongside President Bush's decision to publish the Road Map following the confirmation of the new Palestinian Cabinet—potentially represents a turning point.

Abstract:
Demilitarization and de-escalation of violent conflicts have seemed to prevail during the last decade. The most significant event -- the collapse of the Soviet Union with the end of the Cold War--has stimulated scholars of international relations (IR) to retest the power of major theories to both explain and forecast the shift in the Soviet Union' 5 foreign policy from competition to cooperation with the U.S. (similar to shifts undergone by other states). Scholars generally agree that the economic crisis in the Soviet Union in a world system dominated by the U.S. played a key role in the former superpower's failure to extract the domestic resources needed to maintain its position of rivalry vis-à-vis the U.S., thus propelling it to embark on a new road. Still, scholars have debated with respect to the shift's timing and the origins of the trajectory opted for by the Soviet Union toward cooperation relative to other options, such as further competition as a means of ongoing internal-state extraction and control. This debate also highlights the analytical weaknesses of the realism/neorealism school of thought when taken against the background of the collapse of the bipolar, competitive world system on which this school has staked so much.
